Development and implementation of information management standards to contribute to safer better care

Abstract Issue Good data and information is the foundation to a high-quality healthcare. It is also important for planning and managing services, policy-making and research. Description Information management includes the collection, storage, management and maintenance of information at any stage of the data and information cycle. Advances in eHealth have the potential to improve care by providing information when, and where, needed. Ongoing developments, including the establishment of a European Health Data Space, emphasise the need for good information management practices. It is imperative that organisations have the appropriate structures, systems, policies and procedures, according to evidence-based standards, to ensure data collected is of the highest quality and used to its full potential to promote safer better care, improved outcomes and overall wellbeing. Results In 2017, ‘Information Management Standards for National Health and Social Care Data Collections’ and a review programme to assess compliance against these standards was initiated by HIQA. To date, compliance with the information management standards has been reviewed in five major national data collections. A common finding was that a system-wide approach to information management was required. In 2022, HIQA began revising the standards given the learning from the review programme. The revision of the standards involves broadening the scope of the standards to include all services and organisations that process health and social care information. Lessons It is important that everyone working within health and social care services is aware of their responsibilities in terms of information management. Good information management is critical as eHealth plans progress and large volumes of personal data are processed in Ireland. Information management standards will be key to promoting high quality care, and enhanced planning and management of services, policy making, public health and research. Key messages • Good information management is critical to promote safer better care, improved outcomes and overall wellbeing. • Organisations need appropriate structures, systems, policies and procedures according to evidence-based standards to ensure data collected is of the highest quality and used to its full potential.

Sandpile-simulation-based graph data model for MVD generative design of shield tunnel lining using information entropy

BIM standard development is central to the performance and behavior of BIM model application across transmission, visualization, and information management perspectives. Tremendous effort has been made to ease the implementation of IFC data model in practice. Yet, the complexity of IFC data model hurdles the implementation of the import and export functionality by software vendors. To overcome this, buildingSMART introduced the concept of Model View Definitions to define which parts of an IFC data model need to be implemented for a specific data exchange scenario. With such, the certification of compatibility for software products with the IFC standard is formed. The Model View Definition is use case orientated to determine whether the specific information should be included in an IFC partial model. With the creation of ad-hoc, project-specific Exchange Requirements increasing, associated MVD development requires much more work to incorporate standard development. To resolve this issue, this paper attempts to exploit the potential of information entropy which has proven itself extremely crucial in many other industries in terms of information management, and then integrates it with sandpile simulation to propose a Top-down hierarchy to structure as well as interpret IFC partial model via Model View Definition. The proposed information entropy shifted MVD development approach would manage to unify the MVD development process that enables the reduction on confusion for various end users, specific organization, or project needs. Moreover, to better translate the BIM standard topology into sandpile simulations, a new notion system is proposed. Sandpile simulations are further implemented to prove their applicability, during the simulation, self-organized criticality is identified, and the existence of chaos is observed.

Strengthening water, sanitation and hygiene governance: a critical review of Zimbabwe's WASH sector institutional arrangements

Abstract This paper sought to review the structural and operational modalities for Zimbabwe's water, sanitation and hygiene (WASH) sector coordination architecture with an objective to identify gaps and recommend areas for further strengthening. Data were collected using a mixed-method approach involving a questionnaire survey, focus group discussions, key-informant interviews and literature review. The study established that the institution of the National Action Committee (NAC) remains incapacitated to effectively deliver on its mandate. Its various committees are failing to convene meetings on regular basis, hence issues take longer to resolve. Decision-making and role clarity among members still remain indistinct, triggering undesirable conflicts. The legitimacy of the institution of the NAC also remains highly questionable, lacking legal bases to back its operations. In terms of information management, structures and systems are in place, only requiring support to make sure they thrive. Finally, financing including intersectoral coordination remains very weak and would need to be built-on, considering the potential of the coordination mechanism to enhance service delivery. A key recommendation emerging from this study is the urgent need for government to commission a review of the current multi-stakeholder platform in the best interest of aligning the coordination structure to the 2013 national constitution and national water policy.

Contribution of learning and knowledge technologies in the digital competences of students of higher basic education

This research covers the results of the use of learning and knowledge technologies (LKT). Its objective was to recognize the effects of the application of ICTs in the digital competencies of students in higher basic education at the José María Santana Salazar educational unit in Ecuador from December 2020 to July 2021. The methodology used was a mixed qualitative-quantitative approach, the research was descriptive, the population consisted of teachers and students of the higher sub-level, the sample was selective. Surveys and an interview with an expert provided specific information. The results highlight those teachers believe that they have knowledge on this subject in 38% and consider that students do not have digital competencies in terms of information management and security in 75% and 85% respectively, at the same time they value its importance within learning as an innovative aspect for their task; although their activities are developed without the effective application of these. It is concluded that the effects of the application of ICTs are positive in motivating classes, facilitating the subjects, promoting the attention and commitment of the students; however, the application of these tools is deficient due to the digital gap and the lack of training of teachers.

Architecture of a maturity model for information systems in higher education institutions: multiple case study for dimensions identification

Higher education institutions (HEIs) are complex and dynamic organizations in terms of information management, forcing their information systems to respond to enormous challenges and threats. In order to evaluate the HEIs’ information systems, we propose the development of a maturity model capable of supporting the role of HEI’s managers, as well as accreditation agencies, in the assessment of the maturity of these systems, thus, promoting continuous improvement. In this paper, we present and discuss our proposal for an architecture of the maturity model being developed. This one is based on a two-dimensional architecture composed of vertical and horizontal dimensions. We selected a multi-case study approach, based on five Portuguese HEIs, and reviewed the literature to identify the dimensions. This case study was supported by interviews with experts from the selected HEI. The results of this research work were both encouraging and promising amongst the interviewed experts, revealing a high level of acceptance of the general model architecture, as well as positive expectations about its usefulness in the future. The development of our maturity model is carried out by following a formal methodology specially designed to support the construction of this type of model.

PELATIHAN PENGELOLAAN INFORMASI YANG MEMILIKI NILAI BERITA BAGI APARATUR SIPIL NEGARA KABUPATEN PANGANDARAN TAHUN 2016

The natural resources potential at Pangandaran has become strategic since its status as a district is definitive. Being a new district, Pangandaran has a number of challenges that must be faced in the era of free trade that is getting closer. That is, it requires qualified skills from the government officials. One of these skills is related to information management for the public. The purpose of this community service is to describe and explain how to improve the knowledge and skills of civil servants engaged in the field of information services in Pangandaran district, especially those related to information management techniques that have news value. The implementation of community service was conducted by lecture, question and answer, and simulation. The results of the activities show that state civil servants engaged in information services for the community in Pangandaran district did not appear to have sufficient knowledge and skills in terms of information management needed by the community. This is evident from the lack of information on the website in government agencies regarding the updating of activities in the district of Pangandaran. Based on our community service activities, we conclude that there has been an increase in knowledge and skills shown by the many questions and discussions of participants on how to find, manage and pack information into valuable news needed by the community. It is suggested that the implementation of community service activities should be in the form of assistance so that speakers would be able to inculcate the values of professionalism in the management of information that is important for the community in Pangandaran district through continuous capacity building and empowerment of professional civil servants in the field of communication.

Dinamika dan Tantangan Pustakawan di Era Globalisasi

Abstract In the various of librarian forums are still intense and interesting to discuss about the competence and professionalism of librarians, its because of the profession of librarians in this era of globalization is a very strategic profession and received a very wide attention among libraries, especially in the library of universities in terms of Information management. Competence and professionalism for those who hold this profession are a challenge and discussed in the various of librarian forums in the global era. Librarian readiness to face the digital era in meeting the needs of users who are very diverse information by the user cannot be considered normal, As information managers, librarians in the era of information flooding in cyberspace today requires competence and professionalism as the librarian definitions contained in Law no. 43 of 2007 on libraries, that librarian is someone who has competence obtained through education and/or training librarianship and has the duty and responsibility to implement library management and services. Librarians are currently dealing with users who are called “native engine” users who are not separated daily with information technology tools that all want fast, easy and efficient in terms of information accessibility. Information packs that will slowly shift from paper to soft sources into librarian bets to understand and be able to manage and distribute various of information in the data base. The third millennium is an information age that forces librarians to begin switching paradigms and repositioning their roles over the years. The independence and productivity of librarians to change and become agents of change for themselves and society, and being able to position themselves as information managers for the community is imperative. The competence of librarians in terms of online research skills should also be held to anticipate the needs of users, especially researchers who are in dire need of various sources that have been packaged in digital form, as the researcher consumption must be obtained from E’Journal and publication also through open journal system or scopus is a challenge for librarians as information manager. One of the aims of this paper is to publicize and reveal what librarians need to anticipate in the era of information flooding in the face of technological developments and the current changing phenomenon, so librarians must be able to uncover what is changing and what should to do. The Demands of the needs of library users increasingly diverse in this information technology era, the library needs to prepare a professional librarian and competent in their fields which, according to some librarian research results have not been encouraging.

Las competencias para el siglo XXI en la perspectiva de los docentes. Un estudio en la región centro oeste de Portugal

Los desafíos a los que se enfrenta la sociedad contemporánea en el ámbito de la gestión de la información y la empleabilidad, en medio de una creciente incertidumbre con respecto al futuro, han llevado a un aumento de estudios internacionales sobre la necesidad de adecuar los sistemas educativos a esta nueva realidad.Algunas de las preguntas que se han utilizado en estos estudios se refieren a la relación entre la globalización y la tecnología: en una sociedad cada vez más interconectada, ¿debe la escuela seguir manteniendo un modelo pedagógico y didáctico fundamentado sobre las bases de la transmisión del conocimiento? Ante las nuevas formas de economías emergentes y el perfil requerido para los individuos que la deben servir, la escuela está bajo presión para un cambio de paradigma teórico de su acción y una revisión profunda de su praxis colectiva. ¿Cuál es la percepción de los docentes portugueses frente a este nuevo plan social? ¿Cuáles son las competencias que sienten que deben desarrollar para que puedan ser agentes de cambio con sus alumnos?Este estudio, que fue llevado a cabo por un equipo de investigadores portugueses y brasileños en colaboración con dos centros de formación de la región centro oeste de Portugal, tiene por objeto comprender la importancia atribuida a través de una muestra de docentes (N = 472): 1) a un conjunto de 13 competencias a desarrollar en los alumnos y 2) un conjunto de 13 competencias que deben integrarse en su perfil profesional y que, en ambos casos, se consideran relevantes en los estudios internacionales, en particular los promovidos por la OCDE (2009; 2014), UNESCO (2015) y la UE (2010; 2014).

Multi-layer Graph Theory Utilisation for Improving Traceability and Knowledge Management in Early Design Stages

Decision making processes in design often challenges designers to prioritise specifications and variables in order to develop solutions that are closer to the product's requirement goals. Concerning to support their decisions, different tools and methods are used by engineers and designers allowing to reduce uncertainty in design. Nevertheless, many of these decision support systems are focused in late design stages, such as detailed design and manufacturing design, even if the possibility to influence a new product is higher in early stages. The issues regarding to those situations are often associated to design processes related to multi-physics design, where the modification of geometric-related variables might affect the performance of the solution, and the analysis of tracking the influence of the modifications might generate reprocessing and loses of time, specially when those relations are tricky and are not easily identifiable by analysing equations and a manual analysis of requirements must be performed. This article is centred in proposing a traceability model for early design stages based in graph theory. The proposal supports the information generated in design, from the input requirements (linguistic field) up to mathematical modelling and variables definition (real numbers field). This information is arranged into different layers, allowing a multilevel approach in terms of information management. The model also features a novel solution for weighting vertex in graph model, featuring a model that balances the direction of improvement, the importance and flexibility of any specification and how its behaviour will affect the design variables associated to it. The goal of the proposed model is to offer to designers, since the conceptual design stage, a method that can show automatically the level of correlation between any pair variables and specifications by the use of information trees and featuring chains that can connect them whether there is or not a connection via equations.

The discourse basis of ergativity revisited

Since Du Bois’s (1987b) seminal paper, ergative alignment in morphosyntax has been claimed to correlate with a characteristic constellation of argument realization in discourse: both intransitive subjects (S) and transitive objects (P) serve to introduce new referents via full noun phrases (NPs), while transitive subjects (A) are dispreferred for this function and are thus mostly realized as pronouns or zero (e.g. Dixon 1995, Du Bois et al. 2003, Goldberg 2004). This ergative patterning in discourse is generally accounted for in terms of information-management strategies employed by speakers in dealing with the cognitive demands of introducing and monitoring referents in discourse. These claims have recently been questioned by Everett (2009), whose data (English and Portuguese) show no support for the claimed ergative bias in discourse and raise doubts about explanations in terms of information management. The present article subjects the claims of an ergative bias in discourse to more rigorous testing, drawing on the largest database compiled to date (nineteen spoken-language corpora from fifteen typologically diverse languages), and assesses the explanatory frameworks. We find that, with the exception of Du Bois’s original Sakapultek data, there is very little evidence for the postulated ergative pattern in natural spoken-language discourse crosslinguistically. Although our findings do confirm low levels of full NPs in the A role (Du Bois’s ‘Non-lexical A’ constraint), we concur with Everett (2009) that the semantic feature [±human] provides an empirically more sound and conceptually more economical account than earlier explanations framed in terms of information management. Finally, we address the plausibility of emergentist claims for a diachronic link between ergative alignment in morphosyntax and information flow in discourse. The raw data used in this article and extensive exemplification of the methodology employed are available as online supplementary materials.

The Advantages of Outsourcing in Terms of Information Management

Subcontracting and, more generally, productive outsourcing increasingly characterise industrial organisation. The aim of this paper is to analyse information management in different cases of supplier networks, in order to provide hypotheses on the advantages of networks over other forms of suppliers' relationships. We review some empirical literature and compare specific cases. First, networks characterised by a large firm and more or less dependent suppliers is examined, in Japan, France and Italy. Second, outsourcing in systems of small firms, where power is more equally distributed along the productive process, is analysed for the same three countries. Finally, we derive theoretical insights by arguing that the study of information flows is key to explain such phenomena. More precisely, the advantages of outsourcing are due both to the particular way various types of information, on technology or on market conditions, are shared in the network and to the governance of the network, that has to be characterised by a more equal distribution of contractual power between suppliers and users.

Bringing together content and data management systems: Challenges and opportunities

With advances in computing and communication technologies in recent years, two significant trends have emerged in terms of information management: heterogeneity and distribution. Heterogeneity (herein discussed in terms of different types of data, not in terms of schematic heterogeneity) pertains to information use evolving from operational business data (e.g., accounting, payroll, and inventory) to digital assets, communications, and content (e.g., documents, intellectual property, rich media, e-mail, and Web data). Information has also become widely distributed, both in scale and ownership. To manage heterogeneity, two major classes of systems have evolved: database management systems to manage structured data, and content management systems to manage document and rich media information. In this paper, we compare and contrast these different paradigms. We believe it is imperative for any business to exploit value from all information--independent of where it resides or its form. We also identify the technical challenges and opportunities for bringing these different paradigms closer together.

Integrated framework of IDEF modelling methods for structured design of shop floor control systems

The information architecture for a shop floor controller provides the accurate and relevant data in an appropriate format. The information architecture is built by specifying the information requirements and by defining the information handling mechanism. The objective of the paper is to capture and specify the information requirements of workstation and machine controllers for hierarchical shop floor control in a discrete part manufacturing system. The information contents managed by the workstation and machine controllers are identified through IDEF0 function modelling activities. The IDEF0 function modelling method is used in order to guarantee the complete capture of the required information contents. Once being captured through inputs, outputs, controls and mechanisms of the function model, they are classified into two categories: Message and stored data. The flow models and specifications of the identified messages are presented using a variant IDEF3 process modelling method. Since the sequence of the messages does not appropriately appear on the function model, a dynamic message flow model is needed which describes message flows among controllers and functional modules. The captured data and their semantic relationships are modelled using the IDEF1X data modelling method. In particular, the evolution of planning and scheduling data is also identified and modelled as part of the information requirements. The specified information requirements show an integrated view of context of a SFCS, increase the understanding of functionality of a SFCS, and provide the stable basis for the SFCS development. The approach suggested in this paper can avoid the fatal errors in terms of information management in operating shop floor control software.
