Features of nursing practice organization in the geriatric center (boarding house)

In recent decades, interest in gerontology has increased significantly. This is explained by the fact that among the most pressing problems facing the world community is the problem of population aging. As in many developed countries of the world, in Russia the number of people aged 80 years and older is increasing. The sharp aging of the population is the most important problem in the life of any state — that is why there is an urgent need to expand gerontological research. Target. Assessment of the existing system for placing elderly and senile people in a geriatric center (boarding house).Results. The working time costs of nursing staff were studied by conducting photo-timing and interviewing; an analysis of existing problems in the organization of nursing practice was carried out; real ways to improve the quality of life of an elderly person living in a boarding house are outlined. Conclusion. As sociological studies show, small boarding houses are indispensable in rural areas, where they take on the character of temporary institutions (for the autumn-winter period), largely solving the problems of many villagers who do not want to permanently move to boarding houses.

A legal framework for foreign direct investment: A case of an emerging market

There is unbridled competition among countries to attract foreign direct investments (Sethi et al., 2003). Developing countries are continuously revising their legal framework and policies to prevail in such a dynamic environment. The legal framework for foreign direct investment (FDI) in Kosovo since the establishment of temporary institutions until today has undergone constant changes and amendments to persuade foreign investors for investment purposes. The efforts to address issues raised by investors have played a pivotal role by shaping the legal environment in such ways in order to lure foreign investors. The main purpose of this study is to assess the legal framework in Kosovo by comparing the post-war and post-independence periods. This study adapts qualitative methodology and uses secondary data. The research concludes that although the legal changes were aimed at attracting foreign investors, this goal is still not being realized successfully. The findings of this research are very relevant because they can greatly contribute to other countries by learning the right lessons from Kosovo’s experience that can be used for other emerging markets.

(P(Re))Forming Justice: Milo Rau’s Trials and Tribunals

Since the founding of the International Institute of Political Murder in 2008, Swiss German theater-maker Milo Rau has gained international attention for his political theater projects. ‘(P(Re))Forming Justice: Milo Rau’s Trials and Tribunals’ looks specifically at Rau’s trial and tribunal projects: The Moscow Trials (2013), The ZurichTrials (2013), and The Congo Tribunal (2015). It engages with the intersection of the political and the affective in Rau’s re-temporalization of necessary but ultimately non-existent institutions to create utopian, affective institutions that serve as demonstrative alternatives to those of the present. In uncovering the connection between the aesthetic references of affect and politic, this article connects three performance elements within Rau’s projects: (1) the political impulses of these constructed, temporary institutions, (2) their affective power, and (3) the concept and question of justice. Bringing the anarchist concept of prefiguration, Frans-Willem Korsten’s apathy, Olivia Landry’s Theater of Anger, and Robert Walter-Jochum’s Theater of Outrage into contact with affect, this article uncovers how Rau’s tribunal theatre, in its creation of a jurisdiction located in the future – a prefiguration for what these spaces should look like – serves as a call to justice that breaks with the apathy of the present.

Demographic changes in the total number and ethnic structure of the population of Sirinic zupa from 1913 to 2011

The geographical area of Sirinic zupa is a part of the region of the Autonomous Province of Kosovo and Metohija. The subject of studying the total number and ethnic structure of the population is based on the monitoring and analysis of demographic processes and their trends in Sirinic zupa from 1913 to 2011. With 16 settlements, Zupa represents a multi-ethnic area where Serbs, Albanians, Gorans, Muslims, Bosniaks and Roma have lived for centuries. As a separate parish, this region was first mentioned in the era of the Serbian medieval state. During the period of Turkish rule, and even later until the 19th century, settlements and economic life in Sirinic zupa stagnated. Sirinic zupa was included in the population censuses from 1913 to 2011. The population censuses from 1921 and 1931 clearly indicate an increase in the population. After the Second World War, Sirinic zupa was included in the censuses from 1948 to 2011. Censuses in the period from 1948 to 1989 record a constant increase in the population. However, the 1991 census recorded a decrease in the total number of inhabitants by 1% compared to the 1989 census. Demographic processes after 1999, when NATO bombed FR Yugoslavia and AP Kosovo and Metohija, unequivocally point to complex and serious factors that befell the Serbian community. The 2011 census, which was organized by the temporary institutions of Kosovo and Metohija, was boycotted by the Serbian population. Today, Serbs live in enclaves, displaced, without human dignity, without jobs and without conditions for returning to their centuries-old Serbian hearths. The current demographic processes in Sirinic zupa are characterized by the complexity identified through the reduction of the population, unfavourable security conditions for the Serbian community, unfavourable economic, health and social development.

The coordinated dispatch of multiple rescue forces for water emergencies refers to the establishment of temporary institutions such as emergency headquarters, on-site emergency headquarters or emergency command centers by governments at all levels and relevant functional departments during emergency response and emergency disposal. "Intelligent emergency rescue under the framework is the goal, in accordance with the requirements of the established emergency management legal system, system and emergency plan, obeying certain command relations and dispatching principles, using certain command methods, and comprehensively coordinating rescue forces from all aspects. A series of activities to respond to and deal with security incidents. Based on the principles of lowest cost, least time-consuming, optimal power, lowest resource consumption, and efficient operation management, build an intelligent emergency rescue collaborative management platform with intelligent rescue and intelligent collaboration as the core elements, so that the intelligent emergency rescue management system has self-learning capabilities, self-induction, self-coordination and other functions, making the water emergency rescue operations safer, more reliable and more timely.

Presented in a historical context, the document of 1577 reflects the last phase of the nobility’s drive to establish a supreme court. Previously, the court was the prerogative of the king, who examined cases from across the state during the sessions of the diet. This was inefficient. The ever-increasing backlog of pending appeals caused dissatisfaction among the nobility. Disputes and discussions revolved around its form (central authority – the Tribunal, or a decentralized form – ultimae instantiae courts), its composition and method of selecting judges, as well as its scope of authority. The Podlasie province, newly incorporated (in 1569) into the Polish Crown, participated in the process, uniting its forces with the Sandomierz and Lublin provinces at the forefront of the battle for the court of appeal. The decentralized form of the court, described in the document, was treated as a temporary institution. Also, it was intended as a way to put pressure on the king and the parliament to establish a central court of appeal. In the course of these activities, the nobility of Podlasie led to the consolidation of the fourth assembly (Polish: sejmik), a provincial one (in addition to the existing three assemblies (Polish: sejmiki ziemskie,). The 1578 Sejm resolution on the establishment of the Crown Court met the claims of the nobility of the Podlasie province (as well as from other provinces) stated in the document. The supreme court was established. At the same time, this decision led to the stabilization of the operation of the assembly of Podlasie. Its main function was the annual election of judges to the Tribunal. The resolution is a testimony to the political maturity and high standards of legal decorum of the Podlasie nobility.

Group relations conferences in China 2014 to 2019: theory and dynamics

This is a longitudinal inquiry into the theory and dynamics of four group relations conferences in China from 2014 to 2019. The study triangulates field notes, document artefacts, and verbatim transcribed interviews to investigate the application of Wilfred Bion's basic assumption (BA) group theory in the context of temporary learning institutions devoted to the examination of authority, leadership, and conscious/unconscious processes in groups. Given that group relations theory and practice in the Tavistock tradition is grounded in psychoanalysis and open systems theory, the study integrates psychoanalytic and psychodynamic systems theory in the analysis and interpretation of conference dynamics. The study concludes that group relations has important implications for psychoanalysis in China in light of: 1) the "psycho boom" in contemporary China; 2) the possibilities of cross-cultural learning and knowledge transfer; 3) cross-cultural trust building; 4) professional development of human services, mental health, and organisational development professionals; and 5) the application of psychoanalytical theory and practices to the understanding of organisational development in China.

Sudbine nestalih lica i mogućnosti države u rešavanju ovog pitanja

The issue of the fate of missing persons is a painful topic for many families who, even after so many years, even decades, know nothing about their loved ones, and for the state a long-standing problem that cannot be solved by objective reasons alone. As time goes on, it is certain that there is less and less hope to find out where the missing persons were buried and possibly how they died. The paper points out the genesis of this issue, which is somehow very characteristic of the Balkans and which has its roots in decades. It is known that many families did not heal their wounds and overcome the losses of their relatives even from the Second World War, and new tragedies and new wounds of the 1990s on the same issue have already arrived. It was pointed out how many missing persons and graves there are today throughout the former Yugoslavia, and especially the obstruction by the leaders of some states that have been created in the meantime, including the temporary institutions of self-government in AP Kosovo and Metohija, which prevent solve.

Writing for Others in South Africa’s Truth and Reconciliation Commission

Truth Commissions are a global transitional justice instrument for dealing with past atrocities. The South African Truth and Reconciliation Commission, active from 1996 to 2002, is regarded to be an influential role model in this field for the way it put an emphasis on the publicity of the process. However, it also established a temporary, complex administration which processed many more cases of human rights violations than were publicly heard or seen. This led to the perception of two separate operative spheres: While the public proceedings were dominated by oral speech, the non-public procedures tended to be in written form. In order to establish institutional authority within the TRC, procedures that implemented triadic structures (like advocacy, representation, parrhesia, or translation) were of particular significance. One central operative feature emerged from the first encounter that a witness of human rights violations would have with the TRC when giving a statement: the situation of a statement taker writing down the oral statement given by a witness. The article claims that this transmission of oral knowledge is a specific variation of “advocacy” and could be termed “writing-for.” It amalgamates the triadic nature of advocacy (Campe) with the specific media technology of writing something down. The triad consists of the witness, the statement taker, and the statement form. The statement taking scene relied on a well-known aspect of the South African juridical administration, which is the Commissioner of Oaths. By adopting specific features of the Commissioner of Oaths and of affidavits, the testimony and the TRC gained authority. “Writing for others” served as a political form of care-taking, and authorized both the temporary institution and the testimony of the witness.

INTERCONNECTING THEORIES OF POLITICAL DIFFERENCE (MARCHART 2010), WHICH DIFFERENTIATE BETWEEN THE ONTOLOGICAL REALM OF ‘THE POLITICAL’ AND ONTIC REALIZATIONS OF ‘POLITICS’, AND POLITICAL THEORIES OF AFFECT, I APPROACH THE AFFECTIVE DIMENSIONS OF POLITICAL DIFFERENCE AS AFFECTIVE POLITICS. BUILDING ON BARGETZ’S (2014) “POLITICAL GRAMMAR OF FEELINGS”, I SITUATE THE PERFORMANCE’S TEMPORARY INSTITUTIONS AND INTERRUPTIONS OF ‘POLITICS’ AND ‘THE POLITICAL’, AS WELL AS ‘FEELING POLITICS’ AND ‘POLITICS OF FEELING’ RESPECTIVELY, AS AFFECTIVE ENCOUNTERS TO EXPERIENCE OR ENACT POLITICAL BEAUTY. POLITICAL BEAUTY, IN AN ANTAGONISTIC FRAMEWORK THAT FOREGROUNDS CONTINGENCY, CONFLICT AND ABSENCE, MOBILIZES AFFECTS AS INHERENTLY AMBIVALENT AND CONTENTIOUS. BORROWING FROM DERRIDA (1994), I CONDUCT A SPECTRAL READING OF ZPS’ TEN THESES AND CARVE OUT THREE ANALYTICAL VIGNETTES – BEAUTY, VITALITY AND LONGING – TO CONCEPTUALIZE POLITICAL BEAUTY AS OSCILLATING BETWEEN THE DESIRE AND HOPE FOR POLITICAL CHANGE, WHICH CAN NEVER BE FULLY SATISFIED, AND A DISMISSAL OF (POLITICAL) UGLINESS AND DEATH. IN THE END, POLITICAL BEAUTY ESCAPES A DEFINITION BECAUSE IT IS, AFTER ALL, NOTHING BUT AN IMPOSSIBLE PROJECT FOR POLITICS AND AFFECTS OF AN UNKNOWN FUTURE.

The Innovation Commons Why it Exists, What it Does, Who it Benefits, and How

We propose a new type of commons – an ‘innovation commons’ – that is an emergent institutional solution to ‘the innovation problem’ (defined as a collective action problem, not a market failure problem). In an innovation commons entrepreneurs pool innovation resources (i.e. inputs into the innovation process) under defined access and governance rules. Innovation requires entrepreneurship, which requires information about market opportunities. This information has interesting characteristics that lend itself to becoming a common pool resource: it is dispersed about the economy; difficult to value in its parts; and largely produced through experiment and experience. Moreover, this information resource fits poorly in institutions of markets or states because uncertainty renders them comparatively costly. We show how the innovation commons solves this problem as a temporary institution that forms around a particular new idea at the very beginning of an innovation trajectory where uncertainty is highest.

A Review of the Advisory Opinions of International Court Of Justice for Kosovo Declaring Independence Case

The United Nations general assembly called for international court to give advice on Kosovo’s declaration of independence. The author holds that International Court of Justice (ICJ hereinafter) has flaws in the process of providing the advisory opinion. UNGN bypassed the Security Council and called for international court offering advice which is in violation of the provisions of the charter of the United Nations; ICJ of general assembly interpreted as “people’s representative” which has been clearly defined as “Kosovo temporary autonomous institutions” declaring independence by UNGN, which avoids the “temporary institution”‘s problem of ultra vires and confuses the public voted “people’s representative” ’s common representative power and the temporary institution “senator” special project authority. This advice is not in conformity with the general principles of international law. Kosovo as the province of the Republic of Serbia, belongs to the part of sovereign state, do not accord with the precondition of independence and national self-determination; At the same time, international law respects territorial integrity principles, including the negative behavior and critical on infringement and destruction of the territorial integrity. The destruction behaviors is not only happening between countries, but also happening in domestic. Kosovo’ s declaring independence is also inconsistent with national separation principles of international law, Kosovo and Serbia from beginning to end have failed to reach a consensus on the separation and independence. We should be alert to the international political power’s cultivating separatists to undermine the country’s sovereignty and territorial integrity through human rights.

Significados da maternidade e paternidade para adolescentes em processo de vulnerabilidade e desfiliação social

Para este grupo, as ruas tornam-se o cenário da vida cotidiana onde a descoberta e exercício da sexualidade se concretizam. O objetivo deste estudo foi descrever e analisar os significados de maternidade e paternidade para adolescentes com experiência de vida nas ruas, que vivenciam o processo de vulnerabilidade/desfiliação. Pesquisa social estratégica de abordagem qualitativa, realizada em duas casas de abrigo temporário em uma capital da Região Centro Oeste em 2007. Participaram 13 adolescentes de 12 a 17 anos, com experiência de vida nas ruas. Na coleta dos dados foram utilizadas entrevistas semi-estruturadas e observação participante. A análise foi conduzida por meio do Método de Interpretação de Sentidos. Os resultados apontam a complexidade que envolve os processos de significação dos fenômenos em estudo. Os significados atribuídos à maternidade e paternidade pelos adolescentes são permeados pelo processo de vulnerabilidade/desfiliação vivenciado cotidianamente, assim como pelas relações de gênero tidas como hegemônicas em nossa sociedade. O estudo traz subsídios para elaboração de ações de promoção de saúde sexual e reprodutiva direcionados para esta população. The Institutional Framework of the Gulf Central Bank

As the 2010 deadline for the Gulf Monetary Union (GMU) approaches, the institutional and governance structure of the Gulf Central Bank is becoming a pressing priority. The Ministers of Economy and Finance from the GCC will be meeting from September 17 to 18 to discuss a proposal on this topic and send a recommendation to the Heads of State at their annual Summit to be held in Muscat in November 2008. This report discusses the viable alternatives for a suitable institutional and governance framework for the policy making body presiding over the GMU. We review a series of alternatives from the simplest one (i.e. a Governors Council formed by theGovernors of the national Central Banks and Monetary Authorities, each endowed with a single equal vote), to the more elaborate ones, involving the set up of a supranational institution, a Gulf Central Bank (GCB) with permanent staff, an appointed President and an Executive Board, which together with the national governors would form a Monetary Policy Council (MPC) responsible for the setting of monetary policy instruments and taking decisions in all the main areas of monetary policy. The members of the MPC could be given equal voting rights, or a voting power weighted according to the economic and financial size of each country, with some corrective counterweight mechanism such as a specific voting weight for the President and/or the Executive Board to provide checks and balances.The solution we feel markets (and possibly the public) would find more credible and suitable would be one involving the creation of a new Gulf Central Bank with its own staff and an Executive Board, because it would strengthen the authority and sustainability of the institutional arrangement and create an organisation that is an effective counterpart of the other major international central banks and financial markets. Highly qualified professionals from international markets, national central banks and international institutions could be recruited to foster a process of cross fertilisation, critical for the future of an area whose international economic and financial weight is growing and is increasingly important for global financial stability. An additional factor deserves special attention: international investors and central banks around the world would be keenly interested in holding assets denominated in the new GCC common currency, as a safe haven and a hedge against oil shocks and inflation, thereby boosting its international role. The new currency will clearly be among the five major currencies in the world. This would also boost the sophistication of local GCC financial markets, extend their depth and strengthen their governance.The intermediate phase in the run up to the launch of the single currency should not be left to a temporary institution, like a monetary institute with weak powers. The GCB must be created as soon as possible with a strong mandate to clear the obstacles while testing and fine tuning the decision-making mechanisms in all areas. Recent financial turbulence and global financial uncertainty inject a sense of urgency into the project: the increasing international economic and financial openness of the GCC countries requires policy coordination and concerted action within a well-conceived economic policy framework, to avoid the risk of being swept by developments that individual countries do not have the power to resist or control.

Grenzen der Koordination europäischer Gewerkschaftspolitik: Die Episode der Abteilung Europäische Integration des DGB (1972–1975)

During the 1970s, in the course of a renewal of European integration, German trade unions increasingly started to turn their attention towards the European level. In particular, the Confederation of German Trade Unions (DGB) shifted the attention to European policy preparation and making. This realignment also sheds light on the need of a more coherent internal coordination in regard of European policies. For this purpose a new department (Abteilung Europaische Integration) was established inside the structure of the DGB. Though the department had been set-up with high expectations, it remained a temporary institution, since it had been closed only after three years. This paper scrutinises the background and motivations for both the beginnings and the closure of the DGB’s European Integration department, concentrating in detail on organisational aspects that still constitute a desideratum within research on Europeanisation.

The Education of Destitute Homeless Children in Nineteenth-Century Ontario

From the earliest years in Upper Canada, destitute homeless children, including orphans, were often placed in private homes under pauper apprenticeship indentures that required that the children receive an education. Beginning in the 1830s, such children were sometimes housed in temporary institutions awaiting private placements, and by midcentury these institutions also began to provide schooling. However, children’s homes providing long-term care developed in part because this education proved inadequate, and schooling, normally in-house, was an immediate priority on the opening of such homes. This focus on education appears to have been shared by the children in the homes and their parents, thus supporting a view of the development of state-funded, compulsory education as driven to a significant extent by popular demand. Once education became compulsory in 1871, these orphan home schools were gradually integrated as fully funded and professionally staffed components of the public school system.

Paying for privilege: the political economy of Bank of England charters, 1694–1844

The Bank of England was established by Parliament in 1694 as an explicitly temporary institution, which could be dissolved upon one year’s notice after the 11-year life guaranteed by its initial charter had passed. Renewed nine times between 1694 and 1844, we argue that the element of renegotiation inherent in the Bank’s existence reflected uncertainty, by both Parliament and the Bank, and we test this hypothesis by analyzing the timing of the renewals of the Bank’s charter. We find renegotiation of the charter was initiated by Parliament when the Crown’s budgetary circumstances, shaped by unforeseen military expenditures, required additional funds and when the monopoly value of the Bank’s charter rose.

Accommodation or Illusion? Vatican Diplomacy in Eastern Europe, with Special Reference to Poland

The Roman Catholic Church, as a political institution, is a unique phenomenon which reflects both its religious commitment and doctrinal origins and social development of age of which it is a part. Although based upon founder's assertion, My kingdom is not of this (John 18:36), Catholic Church is unquestionably an actor in contemporary inter national political system, one with genuine institutional traditions and political and social positions influencing considerably more than a millennium of European and world politics. Few con temporary institutions have been more intimately—and none more continuously—involved in political order.1 The Cath olic Church through sovereignty of Holy See remains an important political factor in modern world which pursues a prominent, if sometimes ambiguous, role in international activi ties.
