The Influencing Factor of Big Data Adoption for Indonesia Open Government

The development of digital technology in the industrial revolution 4.0 has made all aspects change, including in the field of government. This is a pressure and challenge for public organizations, as well as an opportunity to reform and adapt through Open Government. Open Government is the starting point of the Big Data era along with the Open Data process as a direct implication of openness in government. Big Data is one of the main elements of Open Government required to be adopted in government business processes. Therefore, the readiness of public organizations in adoption is an important thing to be followed up. This study aims to deliver a literature review the influencing factor of organizations readiness for Big Data adoption with the TOE (Technology, Organization, and Environment) conceptual framework. From the literature review, it is known that for the context of technology, several factors, including advantage, compatibility, complexity, scalability, and information security technology infrastructure influence the readiness in Big Data adoption. From the organizational context, the top management support, financial, human resources are also concluded to have a positive influence. Finally, from the environment point of view, the availability of laws and regulations and the focus on public services are external support systems for Big Data adoption.

Sustainability in small and medium enterprises: A circular economy approach using cloud computing

AbstractSustainable production and consumption are the need of the hour. Adopting the Circular Economy (CE) approach fosters sustainable business practices. Cloud computing is a new way of storage and application deployment. Cloud computing enables sustainable business processes, which in turn contributes towards the effective implementation of the Circular Approach to Business Practices (CABP). The current study aims to understand the potential of cloud computing to foster circular economy practices in Small and Medium Enterprises (SMEs). We conducted a Systematic review of 186 scholarly articles published in Web of Science (WOS), selected using the PRISMA framework. We conducted scientometric analysis on sources, authors and country level and thematic analysis to pinpoint further research areas. This was followed by a detailed literature review of the articles selected to study the concept and current practices of circular economy and an evaluation of its implementation in emerging economies. The paper proposes an integrated framework grounded in two approaches, that is, the Technology, Organization and Environment (TOE) framework and institutional isomorphism as determinants of cloud adoption and CE implementation. The proposed model explores the impact of institutional forces on the various parameters of TOE, thereby culminating in the adoption of Cloud Computing in SMEs. The study would encourage leaders and managers of SMEs to adopt cloud computing for competitive advantage and achieve a circular economy approach together. The adoption of cloud‐based applications has a great potential to foster industrial and economic progress with minimum damage to the ecosystem, furthering sustainability and achieving Sustainable Development Goals (SDGs).

Determinants of lean manufacturing adoption by Chinese manufacturers

Purpose This study aims to analyze the determinants influencing Chinese manufacturing companies in implementing lean manufacturing (LM). Design/methodology/approach The determinants to be explored in this study consist of technological, organizational and environmental (TOE) dimensions. A questionnaire survey was conducted on Chinese manufacturing companies, and 208 samples were analyzed. Findings The findings show that the relative advantage of LM and organizational support have significantly positive effects on Chinese manufacturing firms’ adoption of LM. The complexity of LM, quality of human resources, organizational readiness, customer pressure, international situation, governmental support and environmental uncertainty do not have significant effects. Originality/value This paper contributes to the literature by using the TOE model to explore the factors influencing LM adoption in the Chinese manufacturing industry.

Explaining the non-adoption of blockchain technology in global value chains: a micro-foundational perspective

AbstractThe business potential of blockchain technology in global value chains (GVCs) includes the creation of permanent records of information, to facilitate specifications regulation, to mitigate risk using smart contracts and through full, transparent transaction traceability at reduced costs. Blockchain as a general-purpose technology (GPT) thus has the potential to increase the effectiveness and efficiency of value creation for firm specific advantages owned and/or controlled by multinational enterprises (MNE), yet adoption of blockchain is uneven. This study adopts a micro-foundational lens to explain the non-adoption of blockchain technology in multinational enterprises’ (MNE) global value chains (GVC), emphasizing the influence of the technology, organization and environment (TOE) influences on the technology acceptance (TAM) for blockchain, due to the impact on managers’ perception of blockchain's usefulness and ease of use. The empirical results are based on a multiple-case study research design, that collected interview data from supply chain managers in small, medium, and large-sized manufacturing MNEs that participate in global value chains that differ in their governance patterns. The results identified fifteen different drivers of the non-adoption of blockchain technology across the technological, organizational and external environments of the MNE. The results of the study allow a parsimonious model of blockchain technology non-adoption that is aligned with the digital technology adoption literature using a TOE–TAM approach.

Merchant adoption intention of mobile payment platforms in Malaysia

PurposeIn recent years, Malaysia has seen a dramatic change in the landscape of financial transactions due to the fast growth of mobile payment systems. This study aims to examine the technological, organisational and environmental (TOE) factors of merchants’ adoption intention to use mobile payment platforms essential for the continuing development and profitability of these cutting-edge payment options.Design/methodology/approachThe research model was developed from the TOE framework and tested with the data collected from 120 merchants in Malaysia. The partial least squares structural equation modelling technique was used in analysing the collected data.FindingsTechnology readiness and competitor pressure were directly related to merchants' mobile payment adoption intention and indirectly through perceived strategic value. Also, perceived ease of use and perceived strategic value were significant predictors of the adoption intention of mobile payment.Originality/valueThis model demonstrates the relevance of TOE in explaining merchants' mobile payment adoption intention, with implications for policy and strategy to support the broader adoption of mobile payment platforms in Malaysia.

Factors Influencing Green Practice Adoption and Mediating Role of Green Practice Benefits

Green practices are still uncommon among public workers in the course of their daily work; they do not assist in focusing on saving costs or contributing to environmental preservation. This research aims to examine what factors can influence employees at Politeknik Port Dickson (PPD), Malaysia to adopt green practices. Using the Technological, Organizational and Environmental (T-O-E) theory, this study proposed a research model that consists of green practice benefits, technological factors (compatibility and complexity), organizational factors (management support), and environmental factors (governmental support and environmental uncertainty). Moreover, the mediating role of green practice benefits was tested between the relationship of technological factors, environmental factors and green practice adoption.  The online survey was conducted to get feedback from the employees in PPD by using a purposive sampling technique. A total of 153 responses were received and the final data were analyzed using SmartPLS 4.0. The findings found that green practice benefits positively influence green practice adoption. Meanwhile, compatibility (positive) and complexity (negative) influence green practice benefits. The mediating effect result has shown that green practice benefits mediated the relationship between technology factors (compatibility and complexity of the technology) and green practice adoption. The outcome of this study asserts to aid the management and employees at PPD in implementing green practices more efficiently in the future to safeguard the environment's well-being and save administrative costs in polytechnics.

Thematic analysis: factors of food safety certification adoption among farmers in Malaysia

PurposeThis study aims to identify the factors to food safety certification adoption among farmers in Malaysia.Design/methodology/approachThis study was conducted qualitatively using a method of interviewing with unstructured questions. To identify the factors that influence and prevent the adoption of food safety certification among Malaysian farmers, nine (n = 9) agricultural industrial experts were randomly chosen.FindingsBased on data analysis using thematic analysis, the respondent highlighted 14 factors to food safety certification. Specifically, the most frequent determinant highlighted by the respondent is enforcement (12). Additionally, it has been proven that the identified factors aligned with existing theories: technology, organization and environment (TOE) framework and eco-innovation theory. These theories help researchers to create effective strategies and produce significant findings from their research.Originality/valueTo the best of the authors’ knowledge, this study is the first to investigate food safety certification adoption among farmers in the Malaysian agriculture industry using the integration of the TOE framework and eco-innovation theory. The stakeholder is expected to receive the benefits of creating efficient campaigns to encourage more farmers to obtain food safety certification. This study provides further knowledge by improving the understanding of the processes involved in certification adoption, providing context-specific insights, best practices, policy guiding development and emphasizing the effects of certification on sustainability and competitiveness.

Adopting blockchain-based traceability in the fruit supply chain in a developing economy: facilitators and barriers

PurposeBlockchain-based traceability technology (BTT) is an emerging digital technology that claims to have the potential to fulfil the demand for traceability to safeguard fruit safety. Drawing on the technological, organisational and environmental (TOE) framework, this study aims to investigate the perceived facilitators and barriers that influence the behavioural intentions of multiple stakeholders in the Vietnamese fruit supply chain (i.e., farmers, trading enterprises and consumers) to adopt BTT.Design/methodology/approachThis study utilised a qualitative approach of semi-structured in-depth interviews with 60 stakeholders in the Vietnamese fruit supply chain to achieve the research objectives. NVivo 12 was employed to analyse the collected data using content and thematic analysis.FindingsThe findings identify several perceived facilitators that motivate BTT adoption. These include trust, transparency, business performance, the formation of alliances, consumer awareness of food safety and ethical agricultural practices, fruit branding and the pivotal role of farmers' cooperatives. Meanwhile, the perceived barriers to BTT adoption include a lack of digital literacy amongst the stakeholders, poor organisational culture, the high cost of traceability-enabled products and data privacy and security governance.Practical implicationsThis study suggests that technology awareness and perceived facilitators and barriers should be incorporated into the design and deployment of blockchain-based traceability technology in the agri-food supply chain in developing countries.Originality/valueTo the best of the authors' knowledge, this study is the first qualitative paper that attempts to fill the research gap of understanding the perceived facilitators and barriers that influence the intentions of multiple stakeholders in the fruit supply chain to adopt BTT in the context of a developing economy.

Social media adoption in smes sustainability: evidence from an emerging economy

Social media is constantly changing the business landscape across all economic sectors. Given this, small and medium enterprises (SMEs) are leveraging this to give their businesses a new trend. In emerging economies, however, the rate of adoption and integration of social media among small and medium enterprises appears to have lagged due to a multitude of factors. Drawing on the technology organization and environment (TOE) framework, the purpose of this study was to investigate the factors affecting social media application adoption and their impact on SMEs’ sustainability in Ghana’s context. Data was collected from 430 managers of SMEs in Ghana using a structured questionnaire and analyzed using a PLS-SEM. Findings revealed that cost-effectiveness, customer pressure, employees’ competence, financial resource availability, and leaders’ support positively influence social media adoption, while social media adoption also impacts SME firms’ sustainability. A negative effect was, however, observed for factors like industry pressure, perceived complexity, relative advantage, and perceived compatibility. This study contributes to the rising deployment of social media by businesses to improve their competitiveness. The implications of the research are also discussed.

Leagile manufacturing system adoption in an emerging economy: an examination of technological, organizational and environmental drivers

PurposeRapid changes in the global environment and the effects of existing economic issues triggered by COVID-19 and the war in Ukraine have posed several challenges for manufacturing firms. A hybrid strategy integrating lean and agile (leagile) systems is viable for firms to enhance their capabilities in such dynamic contexts. This paper examines the critical drivers of leagile manufacturing system adoption in an emerging economy from the technological, organizational and environmental (TOE) perspective.Design/methodology/approachA cross-sectional survey is carried out to obtain data from 438 managers working in 219 manufacturing firms. Multiple regression analysis is applied to test the effect of technological, organizational and environmental drivers on the adoption of leagile systems.FindingsThe results show that organization capacity, environmental uncertainty and relative advantage demonstrate the most significant positive relationships with the leagile systems adoption wherein complexity and resistance to change appear to exhibit significant negative associations. Unexpectedly, firm size unveils no significant effect on the adoption of leagile systems.Practical implicationsTo deal effectively with critical challenges triggered by ever-changing environment, firms have sought to adopt innovative systems for achieving products' availability in the markets at the right quality and price. A hybrid strategy integrating lean and agile (leagile) systems is viable to enhance a firm's capabilities in such dynamic contexts. The findings of our study help top management and policymakers identify and assess the critical drivers that may facilitate or hinder the successful adoption of leagile systems.Originality/valueA major trend of studies in the field of manufacturing systems has focused on the critical success factors of adopting either lean or agile systems. Furthermore, research work concerning leagile as a hybrid system focuses primarily on the conceptual development rather than empirical grounds of leagile systems. Given the lack of empirical research in this field, this study offers an early attempt to predict leagile system adoption in an emerging economy. It also contributes to the manufacturing systems research by extending the extant knowledge about the role of firm-level drivers in leagile system adoption from the TOE perspective.

Seizing technological advancement; determinants of blockchain supply chain finance adoption in Ghanaian SMEs

ABSTRACT Blockchain has attracted attention within business circles because it promotes secure and cost-saving transactions between anonymous parties without human mediation. This study examines the Technological Organizational and Environmental (TOE) drivers of blockchain supply chain finance adoption in Ghanaian SMEs. Specifically, this study differs from prior studies employing the United Theory of Acceptance and Use of Technology (UTAUT) and the Technology Acceptance Model (TAM) which ignores the TOE elements. Utilising the Partial Least Squares Structural Equation Modelling method (PLS-SEM) and nonlinear non-compensatory PLS-ANN approach, we provide empirical evidence using data from 214 registered SME members of the Association of Ghana Industries (AGI). Our findings suggest that relative advantage, cost, and complexity significantly influence the adoption of blockchain supply chain finance in SMEs. However, competitive pressure, market dynamics, and SME owner/manager support had no statistically significant influence on the intention of SMEs to adopt blockchain supply chain finance. This is because of the relatively low adoption rate of blockchain applications in SMEs in the country. Therefore, extensive education on the applications of blockchain technology is required to stimulate diffusion amongst SMEs.

Exploring the influence of information and communication technology (ICT) on construction supply chain management: Empirical evidence from a construction project’s perspective

The purpose of this paper is to explore the influence of ICT on construction supply chain management (CSCM). Furthermore, this research proposes a model for ICT that can be used to test and improve CSCM within the Nigerian construction industry. The relationship between ICT and CSCM was highlighted in an integrated model. Structural equation modelling (SEM) was used to validate the hypothesised relationship by evaluating the responses of practitioners working in construction project management related firms using a sample of 214 respondents. The findings of this study show a link between ICT and CSCM on five (5) of the constructs on targeted construction firms engaged in supply chain (SC)-related construction activities in Port-Harcourt, Rivers State, Nigeria. This research is supported by the Technology Organisation and Environment (TOE) Model as a key theory of technology adoption. With an average R2 value, the SEM model is 76%, which is commendable (high). The current study offers an empirical and theoretical explanation of various aspects of ICT and CSCM, particularly in the Nigerian construction industry. As a result, this study adds to the body of knowledge by providing crucial insight into the influence of ICT on CSCM throughout the entire construction supply chain. The knowledge gained will aid industry stakeholders and the government in developing policies that will increase ICT adoption in current practice.

Service delivery through e-governance: The case of highly urbanized cities in northern Mindanao, Philippines

This study explored the new digital opportunity for realizing democracy in public administration. This is a descriptive-evaluative type of research, utilizing a cross sectional survey which aimed to describe and assess the service delivery through e-governance of the two (2) highly urbanized cities in Northern Mindanao, Philippines. Utilizing the mixed methods of qualitative and quantitative research designs, this paper endeavoured to examine the delivery models of e-governance applications did the Local Government Units of Iligan and Cagayan de Oro provide to their constituents in terms of; G2C (Government-to-Citizens), G2B (Government-to-Business), G2E (Government-to-Employees), and G2G (Government-to-Government) Q2. Utilizing a survey questionnaire with a 5-point Likert scale, a total of 234 survey respondents categorized as citizens, business sectors and city hall employees of the locales evaluated the efficiency, effectiveness, responsiveness, and satisfaction of e-governance implementation with regards to the delivery of the following services; administrative services, economic services, health services, and infrastructure services. Moreover, the qualitative data were obtained from the 4 key informants using an interview guide whose responses were analyzed thematically. Analyses of the findings were drawn from the delivery models of E-governance, technology, organization and environment (TOE) framework, and the role of IT in good governance. Data revealed that both LGUs had provided the four delivery models of e-governance. It is also implicit in the findings that the similar provisions and modes of service delivery by the two cities facilitated the furtherance of e-governance in their respective areas of responsibilities.

Telecommuting in the covid-19 period in Nigeria: Implications on public service delivery in Ogun State judicial service commission

Since the beginning of the Covid-19 pandemic, the need for telecommuting has enhanced the opportunities available to workers to perform their duties right from different locations outside their offices. Hence, the main objective of this study is to determine the extent to which telecommuting has enhanced public service delivery in Nigeria in the Covid-19 and Post Covid 19 era with specific reference to Judicial Service Commission in Ogun State. The article is anchored on both Technological, Organizational and Environmental (TOE) and Digital Era Governance Theory. The study adopted a descriptive-survey research design. A mixed method approach which comprises both qualitative and quantitative techniques was used. Data were sourced from Ogun State Judicial Service Commission through a structured questionnaire and interview while descriptive statistics such as frequency and tables were used in presenting the data, relevant hypotheses were tested using Chi-Square nonparametric technique of hypothesis testing. Qualitative data were content analysed. Secondary data were sourced from journals, articles, internet materials and among others. The finding of the study reveals that telecommuting enhanced public service delivery at the Judicial Service Commission since the outbreak of Covid-19 Pandemic and in the Post-Covid 19 era. Telecommuting contributed significantly in reducing the spread of Covid-19 virus in the Ogun State public service and the Judicial Service Commission in particular. The study also reveals that telecommuting system does not enhance the efficiency of workers in the public service with reference to Ogun State Judicial Service Commission. On the basis of the findings of the study, it concludes that telecommuting has been found to be an effective strategy that Government at all levels in Nigeria can employ in public service to prevent a disruption in socio economic activities whenever there is an outbreak of epidemic like Covid 19 pandemic in the country. The study recommends that there should be deliberate policy by the government at all levels to encourage Ministries, Departments and Agencies (MDAs) to be technological compliant and to promote the use of telecommuting so as to engender efficient public service delivery.

Mobile application adoption in business by the unorganized retailers and expanding the con-structs by using TAM, DOI, TOE theories

In this paper, the authors proposed a new framework for Mobile application adoption by unorganized retailers. Unorganized retail is a renowned retail business in India. Unorganized retail is a so-called low-cost retail format where some of the retail stores are Kirana store, Grocery store, provisional store, ready to eat store, mom & pop store, peddlers, Hawkers, and stationery store. Retailers face stiff competition from omnichannel, multi-channel retailers, and e-tailers. To counter this competition, unorganized retailers adopt some Mobile applications which are relevant to their business. While some of the Mobile Applications are WhatsApp business, Facebook page, telegram, blogs, google maps Mandi app, Udaan app, Katha book app, OK credit, Dukan app, and just dial. This paper explains a deep discussion about unorganized retailers, unorganized retailers' contributions to the economy, the Digital India program, and Mobile Application. A new comprehensive framework has been proposed for mobile application adoption by the unorganized retailer after getting insights from theories like Technology Adoption Model (TAM), Extension of Technology Adoption Model (TAM), Technology, Organization and Environment (TOE), and Diffusion of Innovation (DOI). In this research, the author segments three major clusters which influence mobile technology adoption. The three major clusters are Technology, Organization, and Environment. These clusters had 10 constructs that influence mobile technology adoption. This research elaborately discussed the drivers of technology adoption in an unorganized retail context. We close by concluding that mobile application adoption by the unorganized retailer and reshaped the unorganized retail.

The adoption of the e-portfolio management system in the Technical and Vocational Training Corporation (TVTC) in Saudi Arabia

The Electronic Portfolio Management System (EPMS) is one such system, but despite its importance, its extensive adoption among institutions remains low because the end-user rejects its use. EPMS adoption in Technical and Vocational Training Corporation (TVTC). Hence, in the context of TVTC organizations, EPMS adoption needs an effective framework to highlight the factors influencing EPMS adoption and eventually positively affecting the employees’ performance. This study classified the factors into three dimensions (technological, organizational, and environmental) based on the level of interaction. With the help of the Technology Acceptance Model (TAM), De Lone and Mc Lean's IS model, and the Technology, Organization and Environment (TOE) model, this study developed and proposed a robust framework. The study used a quantitative approach in which copies of an online questionnaire were passed and distributed to 375 respondents in TVTC institutions. The analysis of the collected data was done using AMOS-SEM 3 statistical software. The finding revealed that technology, organization, and environment, which are second-order factors, had significant and positive effects on EPMS adoption. The results also supported a substantial relationship between EPMS adoption and the performance of employees (Academicians and Managerial), with the entire first-order factors comprising of technological factors, namely perceived usefulness, perceived ease of use, perceived information quality, perceived system quality, and perceived service quality, organizational factors, namely financial support, top management support and training, and environmental factors, namely cloud computing ability, government role, and big data facility were examined for their role in the adoption of EPMS among Saudi TVTC, and were and were found to be significant and accounted 43% of the variance in the EMPS adoption. At the same time, the EPMS adoption explains 39% of the variance extracted from employees’ performance. This study contributes theoretically by filling a gap in the literature and providing new validation for the TAM, De Lone and Mc Lean's IS model, and TOE. The practical value lies in giving the policy makers and decision makers essential information to adopt EPMS in less time and effort.

Factors affecting the adoption of contactless technologies in supply chain and logistics

Background: Digital transformation has significantly reinvented the systems and operations in the supply chain and logistics industries, enabling organisations within the industry to be able to deliver higher value to customers at a lower cost. Some of the technologies that have taken up the industry by the storm include contactless technologies such as radio frequency identification, near-field communication, mobile wallets, smart cards, touchless check-in and robots. Adoption of these technologies has grown exponentially since the coronavirus disease 2019 (COVID-19) outbreak, as organisations were forced to transform business operations from physical to digital.Objective: The study objective was to explore factors affecting the adoption of contactless technologies in the supply chain and logistics industry. The study has adopted the technological, organisational and environmental (TOE) framework to explore the technological, organisational and environmental factors affecting the adoption of contactless technologies in the industry.Method: The study adopted the quantitative content analysis research design and systematic literature review method to explore factors affecting contactless technologies adoption in the supply chain and logistics industry. Furthermore, a literature matrix was developed and used as an instrument to explore the TOE factors affecting the adoption. After the collection of data, findings were presented and analysed.Conclusion: The results suggest that technical (cost, value and security), organisational (change and management) and environmental factors (customer demand) affect contactless technologies adoption in the supply chain and logistics industry. The study contributes to the body of knowledge of factors affecting the adoption of contactless technologies in the supply chain and logistics.

Conceptual Framework of the Impact of Social Media Adoption by Selected MSMEs in Zimbabwe

Changes in the environment affect the growth of Micro, Small and Medium Enterprises (MSMES). Thus, MSMEs have to adopt innovative ways to grow and contribute meaningfully to the economy. A number of studies have been carried out on the adoption of social media by Small and Medium Enterprises (SMEs) worldwide but empirical evidence for MSMEs in the ICT and light engineering sector is still a dearth. This paper, therefore proposes a conceptual framework based on Technology Organization and Environment (TOE) and Diffusion of Innovation (DOI) frameworks to examine the impact of social media adoption by selected MSMEs in Zimbabwe to enhance their growth. The framework suggests four key factors that influence social media adoption and hence improve business performance. The key factors are generalized to 1) owner manager characteristics, 2) social media diffusion, 3) the organization’s size and characteristics and 4) the environmental factors such as competition and regulatory framework. Empirical testing to validate the conceptual framework is needed to help MSMES from all sectors to effectively use social media applications in order to enhance growth.

Readiness of Ghanaian health facilities to deploy a health insurance claims management software (CLAIM-it).

IntroductionInadequate, inefficient and slow processing of claims are major contributors to the cost of health insurance schemes, and therefore undermining their sustainability. This study uses the Technology, Organisation and Environment (TOE) framework to examine the preparedness of health facilities of the Christian Health Association of Ghana (CHAG) to implement a digital mobile health insurance claims processing software (CLAIM-it), which aims to increase efficiency.MethodsThe study used a cross-sectional mixed method design to collect data (technology and human capital capacity and baseline operational performance of claims management) from a sample of 20 CHAG health facilities across Ghana. While quantitative data was analysed using simple descriptive statistics statistics (frequencies, mean, minimum and maximum values), qualitative interviews were recorded, transcribed and abstracted into two major themes that were reported to re-enforce the quantitative findings.ResultsThe quantitative results revealed challenges including inadequate computers and accessories, adequate numbers and skills for claims processing, poor intranets and internet access, absence of a robust post-implementation support system and inadequate standard operating procedures (SOPs) for seamless automation of claims processing. In addition to the above, the qualitative results emphasised the need to make CLAIM-it more flexible and capable of being integrated into third-party softwares. Notwithstanding the challenges, decision-makers in CHAG health facilities see the CLAIM-it software as having better functionality and superior capabilities compared to existing claims processing systems in Ghana.ConclusionNotwithstanding the challenges, the CLAIM-it software is more likely to be adopted by decision-makers, given the positive perception in terms of superior functionality. It is important that key actors in claims management at the National Health Insurance collaborate with relevant stakeholders to adopt the CLAIM-it software for claims processing and management in Ghana.

Antecedents and consequents of industry 4.0 adoption using technology, organization and environment (TOE) framework: A meta-analysis
