Social services as a part of the form of social security for workers in education in Ukraine

Article is devoted to research terms «social services» for employees in the area of education in Ukraine and analyses of different approaches to their interpretation. Detected the importance of reforming this system. Introduced proposals to improve existing laws and the necessity of decentralization «social services» system for employees in the area of education in Ukraine. The Ukranian government should pass the rules to regulate the system of social services for people who work in the field of education in Ukraine.

Canadian Practice Guidelines for Comprehensive Community Treatment for Schizophrenia and Schizophrenia Spectrum Disorders.

The objective of this review is to identify the features and components of a comprehensive system of services for people living with schizophrenia. A comprehensive system was conceived as one that served the full range of people with schizophrenia and was designed with consideration of the incidence and prevalence of schizophrenia. The system should provide access to the full range of evidence-based services, should be recovery oriented, and should provide patient-centred care. A systematic search was conducted for published guidelines for schizophrenia and schizophrenia spectrum disorders. The guidelines were rated by at least 2 raters, and recommendations adopted were primarily drawn from the National Institute for Clinical Excellence (2014) Guideline on Psychosis and Schizophrenia in adults and the Scottish Intercollegiate Guidelines Network guidelines on management of schizophrenia. The recommendations adapted for Canada cover the range of services required to provide comprehensive services. Comprehensive services for people with schizophrenia can be organized and delivered to improve the quality of life of people with schizophrenia and their carers. The services need to be organized in a system that provides access to those who need them.

Debates about dedifferentiation: twenty-first century thinking about people with intellectual disabilities as distinct members of the disability group

ABSTRACTDedifferentiation describes a shift away from regarding cognitive impairments as the origin of difficulties experienced by people with intellectual disabilities and, instead, regarding their difficulties as socially produced and common to all people with disabilities. This article reviews research evidence concerning the advantages and disadvantages of dedifferentiated policy and service systems for people with intellectual disabilities, the bulk of which addresses education and health service systems. Advantages of dedifferentiation include its avoidance of assumptions about homogeneity, and the stigma of being labelled intellectually disabled; and its support for strong collectives and advocacy that enable people with all types of disabilities to live in the presence of others. For young children, dedifferentiated school and mental health services have positive outcomes not found in similar services for older children and adults. Disadvantages of dedifferentiation include inaccurate or absent representations of unique needs arising from intellectual disability, failure to reduce marginalisation, poor-quality non-specialist mainstream secondary education and health services, and deteriorations in social care. Arguments that dichotomies such as dedifferentiation/differentiation encourage simplification and misconception are reviewed: instead, twenty-first-century thinking negotiates between diverse parties and perspectives. The article makes the case for treating people with intellectual disabilities as members of the broad disability group wherever possible, and for protecting and developing differentiated opportunities, services and research whenever necessary. This requires policymakers and practitioners to balance conflicting ideas more effectively, but it also requires reflection and debate that allow new conceptual tools to emerge. The article concludes by posing three questions intended to encourage reconceptualisation.

Deinstitutionalisation of people with intellectual disabilities in Finland: a political perspective

A gap between the basic principles of deinstitutionalisation programmes and reality is evident in many countries. In this article, we approach this gap, using the deinstitutionalisation process in Finland as an example, as an incongruity between progressive disability policy and neoliberal economic policies. Drawing on earlier research and reports on both the neoliberal turn in economic policy and thinking and the current state of services for people with intellectual disabilities, we explore the ways in which the neoliberal turn has shaped the deinstitutionalisation process in Finland. We argue that it has at the same time accelerated the closure of long-stay institutions and hampered the development of alternative services. We identify which neoliberal economic policies are among the most crucial with respect to the development of the system of services for people with intellectual disabilities, and then analyse their effects. We offer also a theoretical interpretation of neoliberalism, arguing that at heart it is a political project.

Consultation–liaison psychiatry and psychosomatic medicine in the Republic of Bulgaria

After the fall of the iron curtain in 1989, the Republic of Bulgaria has quickly developed and became a member of the European Union in 2007. Until recently the main way of providing psychiatric healthcare in Bulgaria was the “institutional model” of dispensaries and hospitals with a few outpatient clinics. The National Politic for Mental Health in the Republic of Bulgaria 2004–2012 is the main tool for developing modern psychiatric care. Its fundamental priorities are to ensure equal access to psychiatric care, to create a system of services for people with psychiatric problems and social dysfunction, to form strategies for prevention, and to promote mental health and a campaign against psychiatric stigmatization and discrimination [1]. Psychiatric disorders in somatically ill people have been treated in general hospital wards for the past four decades where specially prepared rooms were used to maintain the security of the sick. The attempts at treating these patients in psychiatric wards resulted in unfortunate complications and fatalities from physical illness due, in part, to lack of laboratory equipment. The increase of psychiatrically ill people with physical comorbidity and the complex needs of their treatment led in the 1950s to the formation of a special outpatient unit (“consulting room”) for border states of psychiatrywith internalmedicine in theNational Institute of Neurology, Psychiatry, and Neurosurgery. The specialists in internal medicine participated as cotherapists in the treatment of somatic disorders of mentally ill patients. Since 1980, the “consulting room” has conducted many research activities, as well as clinical work [2]. In recent years, the psychiatric departments of the Medical Universities of Sofia, Plovdiv, and Varna have been particularly active in teaching and research work.

Cognitive Impairments and the Prevention of Homelessness: Research and Practice Review

Cognitive impairments can increase significantly a person's level of risk for becoming or remaining homeless. Five topics are explored that address these impairments in preventing homelessness: (1) the nature and estimated prevalence of cognitive impairments among people who are homeless, especially those with vulnerabilities like mental illness or substance abuse; (2) the multiple origins of these impairments; (3) how these impairments impact services for people at risk for homelessness; (4) good practice approaches to handling cognitive impairments in homeless shelters, supported housing programs, and other service systems for people at risk for homelessness; and, (5) important research and practice issues requiring further action.

Improving the mental health of people with learning disabilities in Scotland: putting policy into practice

Service systems for people with learning disabilities in Scotland have developed in the context of the Scottish legal system and devolved policy for health. Scottish organisations are responding to the spectrum of mental health needs by working in partnership to improve quality. This article describes this system and the key organisations, and presents some findings of the National Overview Report of services undertaken by NHS Quality Improvement Scotland.

The Impact of External Funding on Independent Living Centers and Their Organizational Partners

This article describes a longitudinal case study of 11 independent living centers (ILCs) that received funding in the early 1990s from the Robert Wood Johnson Foundation for the purpose of improving service systems for people with disabilities. The article examines the changes that occurred in the organizational networks of each of the 11 ILCs over the funding period. Changes in specific organizational partners, exchanges of resources between the ILCs and their partners, and perceptions of the ILCs by their partners are analyzed. Particular attention is given to changes in partnerships related to health-care and revenue-generating activities. These issues are addressed in an effort to understand (a) in what ways the conventional ILC model might be challenged by the influx of external funding and (b) how the 11 ILCs managed to adapt to the funding in a manner that was conducive to their philosophies and missions.

Developing Programs to Meet the Needs of Alzheimer's Families in Rural Maine

In 1992, Maine had only the rudiments of an integrated system of diagnostic and supportive services for people with Alzheimer's disease. Needs assessments confirmed that caregiver attitudes, geography, a lack of awareness of available services, and limited diagnostic and other specialized resources were major barriers to establishing an effective, comprehensive, and coordinated system of services for people with Alzheimer's disease. Responding to this situation, Maine received funds to develop the capacity to respond to the immediate needs of individuals with Alzheimer's disease and their families and to promote service system development. This article outlines the objectives of the project and highlights the successes and challenges experienced in Maine. Several important themes emerge that should be considered when developing programs to meet mental health needs in rural areas.

Creating a Comprehensive System of Community Services for People with Dementia

Through a literature review, this article aims to identify the needs of those people with dementia who wish to remain at home, and those of their carers. It goes on to model a range of services that can be linked together to meet these needs comprehensively.

Systems in transition — The first 100 clients

The progress of the initial group of one hundred clients was monitored following referral to a joint-funded assessment unit for "confused" elderly people. Data were collected on allocation and subsequent usage of a range of services available, and implications for clients are discussed. The establishment of specialist service systems for people who are elderly is reviewed in the context of the probable impact upon both clients and local neighbourhoods. The social policies of integration, segregation and congregation are briefly discussed with regard to data obtained. Implications for planning of future services are identified, together with a discussion of likely consequences of replicating such a service.
