Directing Models of Author Cinema in the Context of Intercultural Dialogue. Part 3. Creativity of Directors-Authors with the Assistance of International Programs, Funds, Conventions

The purposeof the article is to identify the problems of intercultural cooperation within the framework of supporting international programs, funds, and agreements in the process of production and global distribution of films directed by auteur models and to determine scientific guidelines that will contribute to a comprehensive analysis of the phenomenon of Ukrainian auteur cinema in an intercultural environment. Research methodology. Analytical method was used in the development of the topic, which is necessary for studying the art history and cultural aspect of the problem. In addition, the researcher has used the methods of systematisation and generalisation, which came in handy for arguing the originality of the phenomenon of auteur cinematography, its place in modern culture-creating processes, as well as the determination of objective regularities that characterise auteur cinematographic practices in modern intercultural space. A cross-cultural method has also been applied, which contributed to the identification of the peculiarities of the production and distribution of films of directorial models of auteur cinema in the system of international cooperation. The cultural approach conditioned the generalised socio-cultural orientation of the research of the author's cinematography of the culture of the postmodern and post-postmodern era. The scientific novelty of the research lies in the fact that the problem of intercultural cooperation in the production and global distribution of original cinema in Ukraine and abroad in the context of the functioning of international support programs became the subject of a special study for the first time; the work of Ukrainian filmmakers-authors, whose films were created as international projects with the support of international programs and funds, is highlighted and characterised; the expediency of using the system method in studying the peculiarities of the international film production and distribution process has been proven. Conclusions. Acquaintance with the materials presented in the article expands the arsenal of knowledge regarding the specifics of the production and distribution of films by directorial models of auteur cinema within the framework of intercultural projects and enables their use in educational courses on the theory and history of cinema and directing. CONCEPTUALIZATION OF DIGITAL MANAGEMENT AS A MODERN TREND

The article is aimed at exploring theoretical aspects of designing a digital management system as a tool for the inclusion of the country in the global system of division of labor and the international cooperation system. The author has found out that digitalization processes substantially affect the system of global division of labor and create conditions for digital inequality, which requires new approaches to management of organizational systems. The article considers the possibilities of digital management initially focused on the activation of inclusion of organizational systems in global division of labor and cooperation processes at a new level of managerial efficiency as such an approach. EDUCATION FOR SUSTAINABLE DEVELOPMENT AS THE BASIS FOR FORMING THE ECOLOGICAL CULTURE OF FUTURE SPECIALISTS

The article examines the problem of education for sustainable development as a basis for the formation of the ecological culture of future specialists. The possibility of synthesis of humanitarian and ecological knowledge through the eco-humanitarian paradigm of thinking has been established. The essence of such concepts as “humanization” and “humanitarianization” in relation to the educational process is defined. It has been proved that the strategy of humanization and humanitarianization of all spheres of human activity is currently becoming the main reference point of the vast majority of futurological forecasts related to the future of humanity.The essence of environmental education is considered. It has been established that environmental education as education for sustainable development is one of the leading links of global education, a system of international cooperation aimed at preserving human civilization on the planet. The humanitarian aspects of modern environmental education in combination with the global concept of sustainable development are considered. The principles and priorities of sustainable development as the most important component of the foundation for the development of the theory and practice of modern environmental education are revealed.The definition of sustainable development is given as a way of life of the world community, in which the main task is to ensure normal conditions for the population of the planet without limiting the interests of future generations. The connection between the period of sustainable development and the change in environmental awareness and environmental culture of society as a whole has been proved. The humanitarian educational paradigm is highlighted, which is aimed at revealing the spiritual, intellectual and moral potential of the individual for the benefit of the individual himself, in which environmental education plays a strategic role in the process of modernizing the educational space in the direction of its humanization.The relationship between the strategy of interaction between man and nature, ecological culture and ecological competence is revealed. It has been proved that the most important component of environmental culture is the environmental competence of an individual. It has been established that ecological competence includes such life values and attitudes, which are based on the self-worth of the surrounding living nature and the planet as a whole and the conviction of a person that he is responsible for their preservation as a result of his intelligence. The definition of the ecological competence of the individual is presented as a stable system of views and beliefs of the individual on nature, on the relationship between nature and society, on the planet as a place of existence of humanity, on man's awareness of himself as a subject of the development of nature. It has been proved that the main thing in education for sustainable development is its general cultural, active orientation, which is aimed at the formation of such personality qualities that provide it with the readiness and ability to take environmentally safe actions in the environment, and the ideal goal of environmental education is the development of ecological culture (the formation of ecological values, ecocentric worldview, ecologically oriented behavior).

Впровадження DO-254 в процес розробки регуляторів авіадвигунів

The experience of JSC Element, a certified developer and manufacturer of components for aviation equipment, is described in terms of introduction into the product development process, namely, their hardware, the requirements and recommendations of the RTSA DO-254 avionics design assurance manual, similarly earlier implemented RTSA DO-178 for the firmware of said products. The need to introduce these documents developed by the Radio Technical Commission for Aeronautics is due to the desire of domestic developers and manufacturers of aircraft products to integrate into the system of international cooperation in the field of aircraft manufacturing. Brief results of the comparison of the requirements of DO-254 with the requirements of the national standard DSTU 3974–2000 for development in terms of the sequence of stages and the content of work are given. It is shown that, working in accordance with the requirements of the current domestic system of standards, Ukrainian development enterprises (including Element JSC) sufficiently ensure the completeness of the passage of what is called in the implemented Guide DO-254 "life cycle of hardware design" and that the main differences are in the form of documentation of development processes and results. Differences in the concept of planning according to DO-254 and in domestic practice are considered, and analogies are redrawn between plans in the interpretation of DO-254 and documents traditional for the system of domestic standards. In terms of the practical development of the forms and methods for documenting the life cycle processes of the development of onboard equipment, the company JSC "Element" is currently at the initial stage, introducing them for the first in the development of the RDC-450M-117V regulator for the aircraft engine TV3-117VMA-SBM1V. The prospects for the work of the enterprise in this direction are outlined, including the integration of the requirements and recommendations of DO-254 into the system of enterprise standards operating within the framework of a certified quality management system.

외사 경찰의 국제공조수사 인식에 대한 탐색적 연구

This study aims at exploring the subjective perception of law enforcement practitioners who work in the field of foreign affairs and INTERPOL. In particular, the present study focuses on examining the perception of Korean police officers regarding the necessities and the ways of building international cooperation with foreign police officers. The numbers of dangerous criminals who had fled overseas have been dramatically increased in South Korea. International Criminal Police Organization(INTERPOL) refers to the international organization that supports worldwide partnerships of police in order to combat transnational crimes and arrest the offenders fleeing overseas. Numerous criminals who tried to flee overseas have committed various types of transnational crimes such as cyber crimes, trafficking in persons, and other organized crimes avoiding investigation of INTERPOL. Few studies have been conducted about the attitude and perception of policemen who work in the sectors of foreign affairs and INTERPOL in South Korea. The current study emphasized the significance of the perceptions of police officers about utility of INTERPOL for re-arresting criminals who fled overseas and subjective opinions of police officers about red notice for combating transnational crimes. Furthermore, this study concentrated on the comparative police cooperation strategies in terms of assigning the effectiveness of “KOREAN DESK Police Officers” regarded as Korean liaison officers who work in foreign countries. Data were drawn from the total number of 317 police who had participated in survey from 4, December to 7, December, 2020 with the support of Korean National Police Agency. Result demonstrated that specific training and education for police officers are required in the field of foreign affairs due to the lack of perception about non-red notice issues of INTERPOL and insufficient international cooperation systems with foreign police departments. Further policy implications will be discussed.

INTERNATIONAL PROJECTS IN THE SYSTEM OF INTERNATIONAL COOPERATION

Modern integration processes, which are actively developing around the world, are reflected in the development of individual national economies as a whole and their individual industries. The field of higher education is no exception. Internationalization of higher education is one of the main directions of the new concept of higher education reform in Ukraine. The aim of the article is to study international cooperation in the framework of international projects and the formation of a system of international cooperation in higher education institutions on the example of the State University of Infrastructure and Technologies. System of international cooperation in State University of Infrastructure and Technologies is formed on the basis of the designated strategic priorities, directions of realization and results. The implementation of the formed system will give the State University of Infrastructure and Technologies the opportunity to participate in international projects in an equal and full manner, increase the number of foreign students, invite foreign lecturers to become a fully recognized university in the world, which provides high quality education. The proposed system of international cooperation can also be applied to other higher education institutions, taking into account their specifics.

Protection of cultural heritage: modern realities and experience of international cooperation

In the context of the recent full-scale Russian aggression against Ukraine, a global tectonic shift is taking place in the system of political, economic and socio-cultural interaction. New coordinates of cooperation, mutual assistance and support in the international cultural space are being formed. The Russian war against Ukraine, the scale of its cruelty, influenced the world community's awareness of globality, mutual dependence and responsibility for the well-being of humanity as a whole. The creation of strategic alliances for the protection of cultural heritage ensures the stability of the joint path of unique communities, nations, and states to a successful future. The article is aimed at analyzing the modern realities of the protection of the cultural heritage of Ukraine in conditions of war and the experience of international organizations, their cooperation in supporting the uniqueness of Ukrainian culture, the activities of UNESCO and ALIPH as an integral part of a wider management system of international cooperation in supporting unique cultural resources, "unity in diversity".

Damage to Seafarers’ Health and Labor Rights and Interests: Reflections on Seafarer Changes Hindered by COVID-19

The outbreak of COVID-19 in early 2020 seriously hindered the normal and orderly shift of international seafarers. The accident of international seafarers’ change reflects the lack of governing of various countries in the protection and management of the human rights of international seafarers, behind which lies legal problems such as the poor operation of the international cooperation system for epidemic prevention and control onboard, and the lack of protection of seafarers’ basic rights and interests. Considering seafarers as the maintainer of global freight& supply chain, the international community and governments of various countries should take the protection of international human rights as the basic principle, actively implement the specific requirements of international cooperation, accelerate the improvement of social assistance system for international seafarers, protect the life and health rights of the seafarers from damage, optimize the system for international seafarers change In the context of normalization of the epidemic, safeguard the labor rights and interests of seafarers such as the right for rest and vacation, pay attention to safe manning of ships and overfatigue of seafarers and effectively improve the capacity for global marine security governance under special circumstances.

Innovation Orientation in the Non-profit Sector: Analysis of Its Impact on the Performance of Spanish Non-governmental Development Organizations.

Since 2015, the approval of the 2030 Agenda and of the 17 Sustainable Development Goals (SDGs) has led to a notable reshaping and expansion of the architecture of the international cooperation system. The SDGs mark a new path for the planning processes of the different actors working for development, expanding their goals, proposing an update of the roles they must play, and defining new frameworks for relationships and spaces for action. Non-governmental development organizations (NGDOs), whose traditional mission focused on reducing the poverty gap, defending human rights, or promoting environmental protection, must be able to respond satisfactorily to these new challenges, pass beyond their classic positions, and adapt to an increasingly complex and turbulent global context. Achieving high impact in the SDGs requires development organizations to be more agile and innovative. With the intention of bringing visibility to the importance that innovation can play in the success and results achieved by development cooperation organizations, the main objective of this study was to validate, through a sample of Spanish NGDOs, a causal model that represents the positive contribution which innovation orientation generates in the result of the activity of these entities. This research concludes by confirming that innovation orientation favors the attainment of a higher degree of success in the projects and actions carried out by non-profit entities which promote the SDGs, which has a direct and positive impact on the performance they achieve.

European Social Charter: basic guarantees of social and labor rights

This article is devoted to the legal analysis of provisions of the European Social Charter, as the main international normative act regulating legal relations in the field of social and labor rights of workers, as well as identifying the features of the system of international cooperation in this area. The article touches upon the problem of institutional and conventional interaction of subjects of international law. The issues of the structure and content of both the European Social Charter and its basic norms governing the sphere of social and labor rights are considered. Attention is drawn to the fact that 60 years have passed since the adoption of this international legal act, which was opened for signature on October 18, 1961 in Turin. In the jubilee year, there is every reason to recall the history of the adoption and entry into force of the European Social Charter, its revision in 1996 and the ratification of this international legal act by the Russian Federation after a long period after the official signature. The article also concerns certain problems of reforming domestic legislation in the field of social rights and guarantees in accordance with European standards. The problems of the implementation of the norms of the European Social Charter governing legal relations related to social rights and guarantees of workers into the modern legislation of the Russian Federation are touched upon. On this basis, it is concluded that it is necessary and advisable to include in Russian legislation the provisions of the European Social Charter on additional guarantees for the protection of social, labour and economic rights. It was found that certain norms of the European Social Charter, which provide guarantees of rights to migrant workers, are not fully included in domestic legislation. Comparative legal analysis of the compliance of the legislation of the Russian Federation with the provisions of the European Social Charter shows that the legal foundations of social and economic guarantees of the rights of Russian citizens are basically consistent with the provisions of the Charter. At the same time, it is stated that the level of guarantees actually provided is determined by the capabilities of the state. Further development of the social and labor sphere in the country makes it possible to approach the standards proclaimed in the Charter, which makes it possible to fulfill the obligations assumed upon its ratification. Russias accession to the European Social Charter and its ratification undoubtedly strengthened the position of our state in relations with other countries, increased the level of protection of social, labour and economic rights in the country. It is advisable to discuss issues of ensuring the implementation of the provisions of the European Social Charter in the Russian legal system in order to further improve national legislation, improve the level and quality of life in our country.

SYSTEM OF INTERNATIONAL COOPERATION FOR SUSTAINABLE DEVELOPMENT IN THE AREA OF COMBATING HUMAN TRAFFICKING IN THE 21ST CENTURY

The problem of international cooperation for sustainable development in the areas of environmental protection, economics, energy and public goods is a well-known scope of research, which can be classified as a classic canon of analysis in this domain. There is an explicit lack of research in the area of security, particularly in those aspects relating to objectives 8 and 16 of Agenda 2030, referring to combating the crime of human trade. The aim of the publication is to analyse the dynamics of international cooperation for the implementation of sustainable principles in the fight against human trafficking, undertaken in the context of the diagnosis of its effects for the implementation of sustainable principles with the use of resources (created and implemented standards), cooperation structures (global international organisations and their Member States) forming a system of international cooperation, the directions of which are determined by security needs. The article shows the evolution of international law in this area, the cooperation of selected international structures and its effects, as well as the dynamics of change resulting from statistics indicating the directions of implementation of objectives 8 and 16 of the sustainable development of the Agenda 2030. To achieve the objective, the assumptions of institutional theory were applied. The analysis was made using historical, comparative methods and analysis of source documents. The analysis presented in the article allows us to conclude that after the adoption of the Agenda 2030, the dynamics of international cooperation in the analysed area has increased, which is reflected in the new impetus given to the implementation of provisions enshrined in international law and required actions undertaken by member states - signatories of the act. Combating the crime of trafficking in human beings takes place within the framework of a diagnosable multifaceted institutional formula expressed in a detailed division of tasks and competences, allowing for coordination at the global level of preventive and operational actions to combat this practice. Global international cooperation for sustainable development in the area of combating trafficking in human beings in the 21st century is implemented in a systemic way and brings results which provide better and better prospects for effective combating of this crime, thus meeting the assumptions and objectives 8 (p. 8.7) and 16 (p. 16.2) of the Agenda 2030.

CULTURE AS A NATION BRANDING TOOL WITHIN THE INTERNATIONAL INTERACTION SYSTEM

The purpose of the study is to clarify the role of culture as a tool for nation branding development, as well as national brand’s building and promoting within the global context of the national discourse. To reach the aim of the research, there was carried out the systematisation of the “nation branding” and “nation brand” concepts, as well as the analysis of theoretical and practical aspects of both nation and cultural brand and image of the country in the context of international cooperation. The research methodology consists in using general methods of empirical and theoretical research based on analysis, synthesis and concretisation. It is to analyse and summarise the results to reveal the “culture” factor’s importance in the nation branding development as an externally oriented phenomenon, in the context of international interaction providing information about what the country is. The scientific novelty of the study is to clarify the cultural constituent’s role in the process of the nation branding development in the context of the “State policy in the field of nation branding”; with the carrying out the analysis of the “culture and heritage” component as a criterion influencing the “Nation Brands” world reputation indexing; looked into the strategies for the Ukrainian culture development as an axis of building a nation brand and international image of Ukraine in the context of cultural diplomacy and intercultural dialogue; with paying attention to the content of the “Study of Ukraine’s perception abroad” results as an indicator of the world awareness of Ukrainian culture in the nation branding context. The conclusions point out that today in the system of international cooperation, culture: cultural heritage, cultural diversity and cultural potential of the country — is gaining importance as a tool for building a national brand and is the most effective means of creating a country/state’s positive international image in the long run. A successful nation branding allows increasing the level of the state’s political influence in the international arena and strengthening international ties, etc.

BLOCKCHAIN TECHNOLOGY INTO STEEL INDUSTRY CURRENT STATE OF FOREIGN PAYMENT ACTIVITY

The purpose of the article is to analyze the current state of foreign trade in the industrial blockchain of the steel industry, the existing digital platform has gradually formed a large-scale heterogeneous distributed environment. The problems of further development of the metallurgical complex of Ukraine in the world electronic system of international cooperation are determined. Methodology. The survey is based on a blockchain technology is an interlinked systematic chain of blocks that contains transaction history and other user data. It works under the principle of decentralized distributed digital ledger. Results. Experimental tests prove that production companies, logistics, international payments and consumers can participate in the information certification of steel products via the modern information system. Consumers can understand the real product manufacturing process, effectively avoiding of the incomplete information and low transparency in the traditional information traceability process, and effectively trace the quality of steel products. The system provides an effective payments scheme for promoting the transformation and upgrading of the modern technology steel industry. Practical implications. In view of the low transparency of information traceability of current steel products and the defects of information islands, in this article the blockchain-based steel smart contract payment technology quality traceability system is developed and adopted the alliance chain mode and the new digital blockchain platform. The article describes the use of smart payment technology in a full-fledged financial transaction as a transfer funds in cryptocurrency to electronic bank accounts, as well as the transfer of commercial information, including contracts. To do this, the assets and terms of the contract are encoded and placed in the block chain, then the contract is distributed is saved on a set of network nodes and is executed after the condition is triggered. The fulfillment of the obligations of the parties is checked automatically. It is worth noting that the fact that smart contracts only react to transactions. If the asset or the currency is transferred to the program, it starts monitor compliance with the terms of the contract. How as soon as they are fulfilled, the seller receives money, and the buyer is a shipment goods. Value/originality. Blockchain technologies enable the use of business information systems that are highly resistant to technical failures and malicious attacks. Costs and time of carrying out business operations are significant.

How Will COVID-19 Impact on the Governance of Global Health in the 2030 Agenda Framework? The Opinion of Experts.

In 2015, the 2030 Agenda was formally adopted by the United Nations, establishing a set of 17 Sustainable Development Goals (SDGs). SDG 3 seeks to promote Global Health and the quality of public health systems in developing countries. The achievement of these goals requires the commitment of all signing countries, but the COVID-19 crisis is changing the behavior of the main stakeholders in the international arena. What do the experts think about these changes? Could these changes threaten the 2030 Agenda and Global Health? To answer these questions, we conduct a content analysis of 152 documents written by experts from the 15 main think tanks on international development policy. The results point out that the new scenario brought about by the pandemic is hindering the necessary cooperation between countries to achieve global health goals and to guarantee public health coverage in developing countries. To deal with these challenges, more delegation of powers to international organizations and a reform of the international cooperation system are needed. With this analysis, we launch a warning about potential weaknesses of the institutional design of the 2030 Agenda in order for it to survive in a post-COVID-19 world and remain a valid instrument to promote health worldwide.

International Cooperation among Tertiary Educational Institutions: Trends and Prospects

Within the conditions of rapid development of internationalization processes, the scale of international cooperation between tertiary educational institutions is growing at a quick rate. Currently, the practice of international cooperation between tertiary educational institutions is the most commonly encountered in the form of: international exchange of apllicants of tertiary education (students), teachers (educators), scientists; holding conferences, round tables, symposiums; exchange of information and data on improving the efficiency of the educational process. Therefore, the list of the above mentioned types of international cooperation between tertiary educational institutions is not exhaustive and is constantly updated. Based on the foregoing, the aim of the scientific article is to study the theoretical and practical aspects of international cooperation among tertiary educational institutions in the framework of determining current trends and future prospects for the development of such relations. Methods of analysis, synthesis, observation, description and comparison have been used to disclosure the theoretical and practical aspects of international cooperation among tertiary educational institutions in the framework of determining current trends and future prospects for the development of such relations. The scientific article has discussed and analyzed the dynamics of the students’ mobility from abroad, enrolled in tertiary education, as well as the level of students’ mobility in areas of the corresponding level of higher education in such countries, as: Germany, the Czech Republic and Sweden. The peculiarities of the functioning of the following international networks and university wide projects and platforms have been determined, namely: ACCESS, CALIE, European University Association, Eutopia, Inspireurope, International Association of Universities, MIRAI, Nordic Association of University Administrators, Nordic Centre India, Nordic Centre Fudan University, Nordic Institute of Asian Studies, SGroup European Universities’ Network, SANORD, Scholars at risk, SASUF, which have been formed as a result of international cooperation among tertiary educational institutions. According to the data of the European University Association, it has been established that tertiary educational institutions of Ukraine also take an active part in the system of international cooperation. For instance, 26 tertiary educational institutions of Ukraine act as Individual Full Members and Individual Associate Members of the European University Association. It has been established that the basic areas of international cooperation among tertiary educational institutions include: the development of international mobility in the framework of the exchange not only of students, but also of educators, researchers, and administrative staff; joint teaching and investigation activities; research cooperation.

Rethinking International Institutionalisation through Treaty Organs

Treaty organs constitute a new system of international cooperation. The lack of definition and regulation for these new entities and their particularities deserves in-depth analysis due to its proliferation, especially in the area of international environmental law. This article will analyse the establishment of treaty organs and will seek a definition that allows them to be differentiated from international organizations. It will give attention to the concept of a set of organs and legal personality to determine the differences between international organizations and treaty organs. Finally, the possible application of international institutional law to treaty organs will be studied.

The parliament of the world? Reflections on the proposal to establish a United Nations Parliamentary Assembly

AbstractOn 5 July 2018, the European Parliament adopted a recommendation to the Council endorsing a proposal for the establishment of a United Nations Parliamentary Assembly. Conceived as a new primary organ of the United Nations (UN), the Parliamentary Assembly aims at complementing the work of the General Assembly by giving direct representation to the peoples of the world and passing binding legislation. This article reconstructs the historical roots of the proposal and speculates about the possible legal implications for both the UN and its member states stemming from the establishment of an elected citizens’ chamber within an intergovernmental organization. An argument is made that in order to achieve the stated goals of the model of United Nations Parliamentary Assembly endorsed by the European Union (EU), the required institutional changes to the UN system would be so radical as to effectively repudiate it in favour of a newly established system of international co-operation.
