Multiyear variations of soil moisture availability in the East European Plain

This study aims to examine the impact of climate change on the water storage across the East European Plain, utilizing archived digital materials from several remote sensing satellites, including the Terra/Aqua (MODIS), the Global Precipitation Climatology Project, GRACE, and GRACE FO satellites, as well as data from digital maps of Selyaninov hydrothermal coefficients. The spatial resolution of the analyzed data ranged from 1x1 km to 250x250 km. Aiming to enhance the spatial resolution of Selyaninov coefficient maps, a new version of the Selyaninov hydrothermal coefficient was suggested, leveraging satellite remote sensing data. Both visual and computer analyses of these materials reveal a consistent reduction in water storage in the southern regions of the East European Plain, accompanied by a slight increase in the Novgorod Oblast. This information suggests that the non-chernozem region of the East European Plain will play a crucial role in supplying agricultural products to the population in the next decades. The observed stable water storage in the northern part of the East European Plain, encompassing the Komi Republic and the Novgorod Oblast, hints at the potential of increased agricultural production in these areas. However, achieving sustainable growth in agricultural production in these regions necessitates a focused investment policy.

Trade Sanctions and Agriculture Support in Milk and Dairy Industry: Case of Russia

Economic sanctions between the European Union and Russia have significantly changed trade relations between them, while there are controversial assessments of sanctions’ impact on both economies. Russian import ban has changed domestic producer prices in Russia, offering domestic producers a unique opportunity. There is an opinion that increasing self-sufficiency supports sustainable growth in agricultural production. At the same time, there is question of when and whether Russian import ban will be lifted? This paper offers an overview of changes in milk producer prices and support for milk producers in Russia in the period after the Russian import ban. We argue that currently the Russian Government has little incentive to lift import ban for milk and dairy products, as state support of agricultural producers has been decreased in significance for producers and was replaced by market prices support. Main findings suggest that all Russian federal regions experienced significant increases in transfers to producers from consumers; however, the pace of the increase appears to be different across regions. Paradoxically, the Western sanctions helped Russian milk and dairy industry to strengthen its position.

The issues of environmental safety that arise during the provision
 of water resources for agrolandscapes, including reclaimed lands
 that are no longer in circulation, are considered. To maintain the
 safety of agrolandscapes, it is necessary to eliminate or minimize the
 factors leading to the violation of the ecological balance. If there is
 a mismatch between the need for irrigation and drainage facilities for
 water resources and the possibility of satisfying them, an adjustment
 is made in water consumption, which is reduced to saving irrigation
 water. For the longterm operation of HMS, it is necessary to develop
 environmental monitoring programs with forecasting and calculating
 the likelihood of emergencies. When managing the operation of
 the GTS in extreme mode, it is necessary to continuously obtain
 information, which is possible only when using automated monitoring
 data in combination with a decision support system. Ensuring
 sustainable growth in agricultural production is not possible without
 expanding the area of irrigated land, including reclaimed land that
 has been phased out. The commissioning of the abandoned lands of
 the agrolandscape often does not require the creation of new HMS,
 however, it assumes, despite the increased loads, ensuring their
 effective and environmentally safe functioning. Retired reclaimed
 lands should be put into operation only if the irrigation system of the
 agrolandscape is efficient and environmentally safe. Such functioning
 is ensured through the use of automated process control systems.

Estimation of the efficiency of synthetic fertilizers in intensifying agricultural production

Sustainable growth in agricultural production should be based on the processes of intensification of agricultural production. Unfortunately, the concept of “intensification” has been forgotten in the post-reform period, but the processes taking place in the industry indicate the opposite. Practice shows that many elements and signs of intensification are present to a greater extent in a market economy. Modern agricultural production is based on a farming system, a component of which is a system of mineral nutrition for agricultural crops. Chemicalization, as an element of intensification, is a key factor in increasing yields, profit and profitability of production. Significant financial resources of enterprises are invested into this direction. The peculiarity of the current level of development of the industry is that the prospects for the development of crop raising should be focused on optimizing the proportions of mineral nutrition that do not violate the natural and ecological balance, which implies the cultivation of ecologically clean agricultural products. It is proposed to assess the effectiveness of the chemicalization process by the coefficient (indicator) of the level of return of mineral fertilizers by agricultural products.

The transition to agricultural sustainability.

The transition to sustainable growth in agricultural production during the 21st century will take place within the context of a transition to a stable population and a possible transition to a stable level of material consumption. If the world fails to successfully navigate a transition to sustainable growth in agricultural production, the failure will be due more to a failure in the area of institutional innovation than to resource and environmental constraints.

Research to achieve sustainable growth in agricultural production: into the 21st century

Sustainable agriculture: future hope for developing countries

Aided by a political resolve, the dedication of their scientists, and strong international support, many developing countries made remarkable progress in achieving self-sufficiency in food and natural fiber during the last two decades. However, increasing population and commercialization of agriculture in these countries have put enormous pressure on the resources needed for a sustained growth in agricultural production. Limited arable lands are being overexploited reducing their productivity. Erosion-prone marginal lands are being brought under cultivation. Faulty irrigation practices, coupled with poor drainage, have made many areas less productive than before. Several time-tested stable cropping systems have been given up in favor of new, unstable systems to obtain higher yields per unit area. Indiscriminate use of fertilizers and pesticides has led to serious unforeseen problems adversely affecting the stability of crops. In spite of these setbacks, there is hope of achieving sustainable growth in agricultural production. This can be done by improving land and water management practices; discovering stable, high-productivity farming systems including crops and livestock; evolving better, environment-friendly crop health management practices', using new biotechnology tools; supporting international agricultural research centers sponsored by the Consultative Group for International Agricultural Research; involving nongovernmental organizations and government agencies in efforts to educate and support farmers; and most important of all, implementing innovative programs to reduce population growth rates with the total commitment of the concerned governments.

Constraints on the design of sustainable systems of agricultural production

In this paper I review the evolution of the sustainability concept. This is followed by a description of three “classical” systems of sustainable agriculture. None of these systems were or are capable of generating growth of output consistent with modern rates of growth in demand. I then turn to three unresolved analytical issues that continue to divide the conventional resource economics and the sustainable development communities. In a closing section I argue sustainable growth in agricultural production should be viewed as a research agenda rather than as a package of practices that is available to producers whether in developed or developing countries.

Climate change and food security: Agriculture, health and environmental research

The battle to achieve sustainable growth in agricultural production must be fought out along a broad multidisciplinary front. Poverty undermines health and degrades the environment. Environmental problems link the agricultural and health research agendas. Environmental changes underway at the global level will require changes in food production and health practices. Effective bridges must be built between the ‘island empires’ of the agricultural, environmental, and health sciences. More effective linkages must be built between the suppliers of knowledge and technology and the users.

Constraints on Sustainable Growth in Agricultural Production: Into the 21st Century

In this paper I summarize the conclusions from a series of three consultations that I have organized with leading agricultural, environmental and health scientists, with support from the Rockefeller Foundation, to explore the constraints on sustainable growth in agricultural production (Ruttan, 1989, 1990a, b). I explore a number of agricultural, resource, environmental and health concerns that will condition the capacity of the agricultural sector to respond to the demands that population and income growth will place on the sector, particularly in the developing countries of Latin America, Asia and Africa. Before doing so however, I would like to place these concerns about the implications of natural resource availability and environmental change within a broader historical context.
