Issues of productive employment of rural population of the Republic of Kazakhstan

The goal is an integrated approach characterizing the state of labor resources in agricultural sector of the Republic of Kazakhstan; identifying the main problems and ways to solve them to increase employment and well-being of rural residents. Methods – monographic, economic-statistical, abstract-logical, qualitative and quantitative methods of scientific research. Results – based on application of economic-statistical method, it is noted that provision of personnel to agricultural sector of the republic’s economy is unsatisfactory in terms of both quantitative and qualitative indicators. Foreign experience in supporting labor activity in agriculture has been studied. The issues of implementing state programs for sustainable development of agro-industrial complex of Kazakhstan are analyzed. The dynamics of changes in labor force nationwide by gender and age for the period from 2019 to 2023 are presented. The level of wages in agro-industrial production is shown in comparison with other sectors of economy. The authors provide data on shortage of labor reserves at the average and managerial level of agricultural enterprises. Trends in the number of employed people and reasons for the outflow of young personnel from rural areas have been identified. Proposals have been developed to increase the number of people employed in agricultural sector of the republic. Conclusions - scientific results obtained during the study can be used to develop and implement various government programs aimed to increase employment, level and quality of life of rural residents of Kazakhstan. The efficient use of human capital contributes to the growth of labor productivity in rural areas. The expansion of rural employment in modern conditions is associated with development of the real sector of economy and small businesses, industry diversification, use of various types of agribusiness, primarily processing, tourism, service sector, and alternative activities of economic entities.

Sustainable development of agro-industrial complex and rural areas: regional and applied aspect

The article considers categories of development level and sustainability on the exampleof agro-industrial complex and rural areas. The triple bottom line audit approach and the methodsfor assessing sustainable development based on identical performance indicators are shown. Thearticle presents the experience of the European Union countries and member states of the EurasianEconomic Union in implementing state support programs for agriculture and rural areas, on thebasis of which two approaches to managing these development programs are identified.The study is applied by nature and contains analysis results of indicators, describing trendsof sustainable development for agro-industrial complex and rural areas on the example of theAlmaty region for years. The identified trends demonstrate that agriculture development is apriority for sustainable rural development and rural cluster formation of the region. The necessityof transforming the approach to developing and implementing state programs in the given areastowards coordinated public administration has been confirmed. We have proposed to includetarget indicators and cross-cutting measures for rural development in the “State DevelopmentProgram of Agro-Industrial Complex in the Republic of Kazakhstan for 2022-2027” with the aimof their subsequent reflection in regional development programs

The need for direct and indirect state regulation for the sustainable development of the agro-industrial complex of Ukraine

The issue of the need for state regulation of sustainable development of Ukraine's agro-industrial complex is acute due to the low economic efficiency of production and the need to adapt it to the global market conditions. Ukraine needs coordinat-ed actions that provide for increased, sustainable investment in the agro-industrial complex and rural welfare development. The purpose of this study is to analyze the need for direct and indirect state regulation of the agro-industrial complex of Ukraine. Based on the list of references, a brief retrospective analysis of the role of the agro-industrial complex of the country with reference to statistical data and some numerical indicators of the industry was carried out. The world experience of state regulation of agriculture is considered and structured to identify promising areas for application in the practice of Ukraine and to identify problem areas. At-tention is focused on the importance of financing, personnel, and innovations in the field of regulation of the agricultural sector to ensure the well-being of society. National policy in the agro-industrial complex should have an integration orienta-tion towards foreign policy, due to Ukraine's entry into the World Trade Organisa-tion and preparations for joining the European Union. The national policy in the medium term should be aimed at the sustainable development of the agro-industrial complex, ensuring food security of the state, developing market infra-structure, increasing export potential, creating conditions for the full development of rural areas and the level of well-being of the rural population. New approaches to internal support should be aimed at long-term improvement of productivity and competitiveness. Economic support, the introduction of innovations with the support of a scientific activity, the motivation of personnel and socio-infrastructural support of the rural population are the main vectors of the activities of state bodies in this line.

Industrialization of agro-industrial complex of Kazakhstan

The goal is to justify the need for sustainable development of agro-industrial complex based on state regulation, analyze main indicators of crop production industry: maintaining and improving soil fertility, growing crops adapted to the regional natural conditions, using the most productive plant species and varieties, taking into account introduction of resource-saving technologies. Methods – PEST-analysis, which allows taking into account the economic and social aspects of the external environment that affect activities of the enterprise; generalization of information, synthesis, systematic approach. Results – volumes of gross agricultural output of Kazakhstan for 2019-2021, main stages of reengineering are presented. A number of effective measures to improve competitiveness of agricultural production have been proposed. The role of scientific support of AIC, the use of innovative agricultural technologies and developments in crop production and animal husbandry is shown. The authors state the need for constant updating of professional standards that regulate the requirements for competencies of specialists in agricultural sector; use of the latest modern methods of foreign practice; compliance with international standards in storage, processing of agricultural products and feed; strict accounting of gene pool of breeds, groups, types of animals, birds, plants; production costs reduction, increasing profitability and productivity, which can be achieved through technical and technological reequipment, use of highly productive crop varieties, improvement of production structure and methods of economic management. Conclusions – as a result of the study, recommendations on implementation of regional agricultural policy were prepared. Barriers to the development of agroindustrial complex have yet to be overcome, since significant investments are needed for industrialization.

Strategic Management as a Basis of Sustainable Development in Agricultural Production

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

Developing strategic management tools for sustainable development of the region's agro-industrial complex

Subject. This article discusses the prospects for innovative development of the agro-industrial complex of the Republic of Mordovia. Objectives. The article aims to determine ways to optimize and improve the management of the development of the region's agricultural and industrial complex (AIC). Methods. For the study, I used general scientific and ad hoc data analysis techniques. Results. The article identifies priorities for the development of the regional AIC and determines the direction of cooperation between the regional authorities and municipalities within the strategic planning process. Conclusions. The sustainable development of the agro-industrial complex depends on the management strategy effectiveness. Russia's agricultural sector undergoes a crisis. This requires improvements in strategic management tools.

Criteria and Priorities for Sustainable Development of Agriculture of Kazakhstan

The article considers theoretical and methodological approaches to research of sustainable development of the agro-industrial complex of Kazakhstan (the complex) in modern conditions. The purpose of the article is to develop the main criteria for sustainable development of the agro-industrial complex of Kazakhstan at this period of development of the country's economy. Based on the methods of statistical analysis and economic and mathematical modeling, a multifactorial multiplicative model was formulated, which allowed to study the influence of a large number of factors on the generalizing indicators and thereby achieve more accurate analytical data. As a result of the analysis, the priorities of sustainable development of the agro-industrial complex of the country and ways to improve its efficiency were developed. The most important directions of sustainability in the development of the agro-industrial complex have been developed. Such as increase of sustainable development of agro-industrial complex; effective state regulation; implementation of technological, process and product innovations in; increase in the quality of processed products at agro-industrial enterprises; improvement of living standards in agricultural regions.

SYSTEM-FORMING ELEMENTS AND FACTORS INFLUENCING THE ENVIRONMENTAL AND ECONOMIC SECURITY OF SUSTAINABLE DEVELOPMENT OF AGROINDUSTRIAL COMPLEX

The article investigates the essence of system-forming elements and factors of influence on ecological and economic security of sustainable development of agroindustrial complex. Ecological and economic security, as one of the priority areas of economic science, based on subject and interdisciplinary principles in the field of organization and management, will contribute to the formation of a new agricultural sector of the economy. It has been established that the agroeconomic security system for sustainable agro-industrial development is complex, has an extensive communication system and is interconnected with other multi-stage systems, in particular food security. The definition of "system of ecological and economic security of sustainable development of agroindustrial complex" has been formed. It is proved that the link between the environmental and economic security of sustainable agro -economic development with the quality of life of the population indicates the existence of a set of threats that need to be explored to justify the impact tools and technologies for managing the environmental-economic security of sustainable agro-industrial development.

SUSTAINABLE INNOVATIVE DEVELOPMENT AND ITS INVESTMENT SUPPORT AS FACTORS OF RAISING THE AGROINDUSTRIAL COMPLEX EFFICIENCY

Raising of economic efficiency and sustainability of the national agroindustrial production in conditions of fast development of science, machinery and technology, high market competition, and integration processes expansion is largely conditioned by development activation, implementation and investment support of innovations. Enough attention is paid to the issues of sustainability, innovative development and investment activity in modern economic literature. At the same time, the problem of investment support for sustainable innovative development of agroindustrial complex is still studied poorly, which makes scientific research in this field relevant. Based on brief retrospective analysis, an improved understanding of the sustainable development of the agroindustrial complex, as well as in the context of its components, is proposed in the paper. It is shown that the basis for sustainable agroindustrial complex development in modern conditions is the increase of innovative activity at all the management levels. As a result of the study, a list of the main regulatory and legal acts regulating the issues of innovation activity and the privileges and incentives established by them for business entities, including agrarian ones, were systematized. The main problems preventing activation of innovative development of agroindustrial production are listed. In order to solve these problems the authors within the research framework developed a concept of investment support for sustainable innovative development of the agrarian sector, which includes eight interrelated consecutive blocks. Implementation of the proposed concept will contribute to more complete involvement of potential financing sources and their effective use in the investment activities, thereby ensuring competitiveness of the national agroindustrial complex and its sustainable development, considering interests of the current and future generations.

Strategic Management of Sustainable Development of Agro – Industrial Complex with Economic Integration

1. Introduction Agro-industrial complex of most countries of the world is vulnerable for consequences of economic integration. Large dependence on unpredictable and uncontrollable geographical and climatic factors causes insufficient flexibility of enterprises of agro-industrial complex (Karpova et al., 2014). They cannot easily adapt to new conditions of economy, which is a reason of instability of development of agro-industrial complex (Ovchinnikov et al., 2014). This complex is a basis of economic security of the state, so, to support it, the state actively uses all available tools (Kozenko et al., (2014). Due to subsidizing type of development of agro-industrial complex, enterprises, which are its members, lose stimuli for development and stop implementing innovations into production, which leads to loss of their competitiveness (Anna et al., 2015). The article offers a hypothesis that incapability of national enterprises of agro-industrial complex to endure global competition and threat of complete disappearance of national agro-industrial production reflect failure of the policy of clean free-trade (Kabanov, 2014). Agro-industrial complex enterprises' getting used to state support, which leads to atrophy of their capabilities for independent existence, shows ineffectiveness of the policy of classic protectionism and state paternalism in this sphere (Goncharova & Sizeneva, 2014). Inapplicability of stated approaches to management of development of agro-industrial complex causes necessity for development of a new approach to strategic management of sustainable development of agro-industrial complex under the conditions of economic integration. This article is devoted to creation of this approach and solving the problem of preservation of national agro-industrial complex under the conditions of globalizing and integrative processes which take place in the global economy. 2. Materials and Method Analysis of theoretical concepts and approaches shows that issues of management of development of agro-industrial complex are paid close attention by modern scientists and specialists. Issues of management of sustainable development are studied in multiple works of such researchers as (Cobbinah et al., 2015), (Muller et al.,2015), (Voegtlin & Scherer, 2015), (Sobrino, 2015), (Liberti, 2015), (Pattberg & Widerberg, 2015), which shows high level of actuality of this direction of research and high level of its scientific elaboration. Issues of theoretical and methodological nature, related to study of foundation of strategic management are studied in works of (Dudin & Frolova, 2015), (Slicing & Zhao, 2015). (Sushil, 2015), (Bakar et al., 2015), (Chang et al., 2015) and others. Peculiarities of development of agro-industrial complex under the conditions of economic integration are studies by such authors as (Bernardes, 2015), (Medernach & Burnod, 2013), (Grouiez, 2012), (Bazylyuk & Mynenko, 2010). Problem of economic integration is reflected in works of such scientists as (Bergstrand et al., 2015), (Verstina et al., 2015), (Florensa et al., 2015), (Ward et al., 2015), (Ali & Imai, 2015), (Wirtz et al., 2015). Despite large number of studies in the sphere of strategic management and sustainable development, there is still fragmentarily and insufficient elaboration in the issues of methodological nature of management of these processes as to agro-industrial complex. These problems could be solved separately. This causes the necessity for complex study of the problems of strategic management of sustainable development of agro-industrial complex under the conditions of economic integration and search for common solution for these problems. Methodology of research is based on principles of integrity and difference, positive and normative economic analysis. Instrumentarium and methodological apparatus of the research use for solving the tasks, set in the work, includes a range of general scientific and special methods: modeling, forecasting, scenario analysis, problem analysis, synthesis, deductive and inductive methods of research, and conceptual provisions of systemic approach. …

Role of Agricultural Clusters in Provision of Food Security

1. Introduction The issue of food security escalates every year, as the population of the Earth grows and the climate situation aggravates. At present, the concept of cluster development is used as a key element of the strategies of socio-economic development and provision of food security of the leading countries of the world. Thus, in particular, Danish, Finnish, and Swedish industries are fully clustered. Particular clusters work successfully in Germany (chemistry and machine building), France (production of food and cosmetics), Singapore (petrochemicals), Japan (car industry), and other countries of the world. In developing countries, there is an active discussion as to the possibility of use of cluster approach to the regulation of socio-economic development of regions. Unfortunately, as of now, cluster projects are not being implemented. However, the role of clusters in the development of regions is huge, as they are points of not only the region but of the whole national economy. Cluster, as a territorial and sectorial form of organization of production (through deepening of cooperation between cluster members) stipulates the development of targeted programs for economy development. Cluster policy should be conducted in cooperation with the bodies of state and regional authorities, scientific and research organizations, educational establishments, and business--as only such combination of efforts can lead to a high level of socio-economic development. Actuality of the study of agro-industrial clusters is confirmed by the growth of interest in the development of cooperation and creation of agro-industrial clusters (agricultural clusters) in various developed countries. The article offers a hypothesis that agricultural clusters stipulate the increase of food security in developing countries. This research is devoted to the verification of this hypothesis. 2. Materials and Methods The idea of cluster approach became especially popular in the recent decade, though the foreign founders of the theory of clustering have been developing this sphere for quite some time, for the purpose of creation of mechanisms of industrial policy, aimed at provision of economic growth, competitiveness of enterprises and their production (services). The issues of cluster associations are reflected in the works of such famous researchers as Garthwaite, K.A., P.J. Collins and C.Bambra, He, J., Jacknowitz, A., T. Morrissey and A. Brannegan, Maitra, C. and D.S.P.Rao. The statistics of The Global Food Security Index for 2014 in developed and developing countries is shown in Table 1. As is seen from Table 1, the problem of food security is especially urgent in developing countries, which necessitates the search for effective tools for increasing the food security, one of which is creation of agricultural clusters. For determining the role of agricultural clusters in provision of economic security of modern countries and regions, the following methods are used: methods of comparative and problem analysis, synthesis, induction, deduction, and analysis of statistical information. At present, there is no single approach or method of evaluation of the level of food security. In one case, the provision of food security is viewed as sustainable development of agro-industrial complex, in the other--as a level of self-provision of population by food products (Chirkina and Ioda, 2012). In the international statistics, food security is measured by the level of calorific capacity of daily ration of the population. However, this indicator, as the other average statistical indicators, has some drawbacks. Firstly, each nation has its preferences in consumption of food products. Secondly, in order to understand the level of food security, it is important to take into account the differentiation of population as to the level of income per capita--as with allowable limits of average values, there can be a situation when significant layers of population will experience the lack of food (Chirkina, 2013). …
