Financial involvement of local government units in achieving environmental objectives of sustainable development in Poland

Poland’s achievement of sustainable development goals, including environmental goals, requires substantial financial outlays and the necessity of incurring high expenditures by, among others, local government units (LGU). The article focuses on green investment expenditures incurred by LGU budgets. The aim is to identify and diagnose the spatial variation of these expenditures in the context of sustainable development goals and the new taxonomy for classifying economic activities as environmentally sustainable. The added value of the article is: first, to identify the structure of green investment expenditures of LGU, which enables to show their changes in the context of sustainable development goals, and second, to conduct a comprehensive comparative analysis of these expenditures, including all cities with county rights and municipalities, divided into urban, rural and urban-rural types in Poland into three periods: 2004-2006, 2007-2013 and 2014-2020. The study, carried out using the TOPSIS method, showed a wide variation in the level of green investment expenditures made from the budgets of local government units.

Is the future sustainable? Analysis of Generation Z’s social awareness of sustainable development in Poland

Abstract Nowadays, the pace of social and economic development is constantly growing, which has led to many negative effects. In order to stop this negative impact, reference should be made to the assumptions of sustainable development (SD), and young people – Generation Z – should be considered its main promoters. The main objective of this article is to present Generation Z’s perception of sustainable development in Poland. A Computer-assisted web interviewing survey (CAWI, N=1172) was conducted to understand the basic demographics, general issues, SD in a daily context, and SD-related knowledge in 936 cities of Poland. The results have shown that Generation Z in Poland recognises the social and inclusive role of SD. Cost of commodities, social disparities and conflict, and disrupted economic growth were identified as the emerging challenges for Sustainable Development Goals (SDGs) in Polish cities.

Influence of Energy Self-Sufficient Housing Estates on Sustainable Development in Poland

Abstract For many years, the increase of energy derived from renewable sources in the total production of electricity, has been an important aim for both central and local authorities in many countries, including Poland. –Many investments undertaken in this area contribute to sustainable development. One of the branches of "green energy" may be prosument production induced by residential self-sufficient estates. The number of technologies and facilities-related developments have been growing in each EU country every year. The current article, aims to examine the potential influence of self-sufficient estates on "green energy" production and thus on sustainable development in Poland. In order to achieve the above, case studies were undertaken. They showed the profitability of examined photovoltaic installations and capability of the sector in energy production.

National Sustainability Index as a tool for evaluating the implementation of sustainable development goals in Poland in 2010-2019

The paper presents the assessment results of the implementation of Poland's national sustainable development goals from 2010 to 2019. For this purpose, using taxonomic methods, a synthetic index (National Sustainability Index) was designed. The study sought answers to the following questions: What is Poland's general level of accomplishment of sustainable development goals? What were the dynamics of changes in respective years? Which goals require special attention and actions in the coming years? Considering the possible range of the NSI, a significant improvement in the accomplishment of the national sustainable development goals in Poland was observed in the surveyed years. Nevertheless, some areas still need intervention at the decision-making level, which would contribute to further balancing the paths of economic growth and development in Poland. The added value of the analyses is the synthetic measure designed based on 76 specific indicators and the evaluation of sustainable development in Poland over ten years.

The Idea of Sustainable Development and the Possibilities of Its Interpretation and Implementation

In the publication, the authors put forward a thesis about the low social understanding of the essence of the idea of sustainable development (SD), its assumptions, and difficulties with its implementation. This thesis became the starting point for research on contemporary problems related to the understanding and implementation of the idea of SD in Poland and an inspiration to look at Education for Sustainable Development (ESD). The aim of the study was to get to know the opinions of experts on the statutory definition of SD and social awareness of this idea, and then to relate these opinions to the state of knowledge of students, as well as their opinions and attitudes towards SD. Primary data obtained in the course of surveys among 105 Polish experts (employees of universities, research institutes, government and local government units) and 844 students from several Polish university centres were used. The obtained results indicated gaps in Education for Sustainable Development (ESD) and the related very diverse and often misinterpreted concept of SD, which seems to be one of the key barriers to the implementation of SD in local life.

A regional variation in the vulnerability of socioeconomic systems to climate change. A case study of Poland

Purpose – The aim of the study was to identify the differences in the vulnerability of Polish voivod-ships to climate change, which may pose a threat to the sustainable development of particular regions. Research method – To achieve the purpose of the research, for each voivodship, a Synthetic Measure of Socioeconomic Vulnerability to Climate Change (SMSEVCC) was calculated. The SMSEVCC was applied in the linear ordering of objects characterized by several diagnostic variables, which were later replaced by one diagnostic value. Results – The implementation of sustainable development in Poland is strongly determined by cli-mate change and the associated extreme weather phenomena. The risk varies regionally and depends on the natural vulnerability of a given area that results from environmental conditions and the level of socioeconomic development. Originality /value / implications / recommendations –The paper presents a comprehensive analysis, eva-luation of socioeconomic vulnerability of voivodeships in Poland to climate change. Progress in the im-plementation of sustainable development requires strengthening adaptation measures to climate change, which should be adapted to the specifics of individual regions. An important element of actions for sustainable development should be the increased importance of the economic insurance system.

Consumer Financial Knowledge and Cashless Payment Behavior for Sustainable Development in Poland

Financial knowledge is the main element of financial literacy, which is important for the sustainable development of individuals and society. Sustainability is a complex concept that spans many fields, including financial knowledge for all ages. Financial knowledge requires significant scientific research showing its impact on individuals and the economy, including non-cash payments. Consumer payment knowledge and its association with consumer financial behavior have long been a matter of widespread interest by researchers, but no in-depth, empirically based scientific research has been completed for Poland. The objective of this study was to examine factors associated with cashless payment behavior with an emphasis on the role of consumer financial knowledge. A total of 1100 interviews were carried out with Polish nationals aged 15 and above. The collected data were analyzed with the use of statistical methods, including analysis of variances (ANOVA), in order to examine consumers’ financial knowledge by basic economic and non-economic factors. Additionally, a data-mining method known as Random Forests was implemented for finding the variable importance in correlations between consumer financial knowledge and preferred methods of payment. The results revealed the diversity of factors influencing consumer behavior. Among the consumers’ personal traits, financial knowledge was one of the most important determinants of their payment choices. The results have implications for the design of payment processes. The results can be used by central banks to determine the directions of financial inclusion, as well as for stakeholders in the payments market.

Survey-Based Qualitative Analysis of Young Generation Perception of Sustainable Development in Poland

Abstract Understanding the perception of Sustainable Development can help to identify misconceptions surrounding the concept in order to design better education plans and public policies on this subject. Evaluating the perception of sustainability issues by focusing on the young generation as is an important proxy to imagine what the future holds for in terms of addressing sustainable development. We conducted 177 in-person interviews on a heterogeneous group of students and random volunteers in four cities in Poland to assess their perception of Sustainable Development. The vast majority (89.3%) of the respondents were familiar with the term ‘Sustainable Development’. However, part of them (57%) associated it only to the human and social development dimensions and its institutions, whereas 17.5% related it with its environmental aspects. The results supported by the literature review highlight challenges concerning the path towards a comprehensive perception of Sustainable Development and hence the achievement of the SDGs. Based on these results, we identify opportunities and incentives to bring Poland towards 2030 Agenda.

Sustainable Development, Energy Transition, and Climate Challenges in the Context of Gender: The Framework of Gender Determinants of Environmental Orientation in Poland

How does gender affect attitudes towards ecology? This question is of particular interest in a society where conservative and populist power elites perceive the concepts of “gender” and “ecology” as manifestations of “foreign” cultural influences. In turn, the dependence of the Polish energy system on coal forces us to look for various social factors that may support energy transition and the principles of sustainable development. The article outlines the results of computer-assisted telephone interviewing (CATI) research on a representative sample of Polish society composed of 1.001 people and analyses the gender differentiation of attitudes towards the policy of sustainable development in Poland. The results presented in this article clearly show that women in Poland constitute an important support for ecological activities and energy transition. This is also the case with the entire progressive vision of politics: Women have become its main driver and an opportunity for change.

The Financing of Renewable Energy Sources and the Level of Sustainable Development of Poland’s Provinces in the Area of Environmental Order

The overall purpose of this study is to evaluate the impact of financing renewable energy sources on the assessment of sustainable development in Poland’s provinces. There are also two detailed objectives: (1) define how Polish policies are being passed on to local authorities; (2) realize a Poland’s provinces ranking, taking into account the indicators of sustainable development, thanks to the taxonomic measure of development in the area of environmental order. This study deals with the taxonomic assessment of local sustainable development in the local administration units of Poland. To this end, the methods of linear ordering were applied for the assessment of the level of objects differentiation with the use of a closed set of statistical features. The presented analysis proved that the taxonomic distances between synthetic measures for particular provinces are considerable. The highest values of the integrated measure in 2018 were obtained by the following provinces: Podlaskie, Subcarpathian and Lubusz. It is noteworthy to point to the big changes in the ranking between 2018 and 2016. The cluster analysis showed some progress in achieving the goals of sustainable development. The group of provinces with an average level of sustainable development in 2018 included six provinces compared to two provinces in 2016. Removing one indicator from the integrated measure (the financing of renewable energy sources (RES)) led to a moderate increase in the integrated measure across all the provinces. This implies that, on average, the financing of renewable energy sources exerts increasingly smaller impacts on the level of sustainable development in Poland.

Zrównoważony rozwój a rozwój obszarowy miast w Polsce – zagadnienia społeczno-prawne (na przykładzie miasta Rzeszowa)

The author presents the concepts of sustainable development in Poland on the example of Rzeszow, from the legal analysis to the social concept. Sustainable development is a process of change that ensures the needs of the present generation without diminishing the development opportunities of future generations. The area development of cities is closely related to the sustainable development. For this reason, in the further part of the study, a short genesis of the development of Rzeszów is presented, with attention paid to the maintenance of sustainable development. In conclusion, the author shows the de lega ferenda conclusions, such as: the city authorities should pay more attention to the issue of introducing certain restrictions in the field of CO² emissions by reducing vehicular traffic in the city center, finding alternative means of public transport. The construction of large housing estates on the areas newly connected to the administrative borders of the city also seems to be reasonable. With a balanced area development of the city, it is important to enact and introduce an appropriate spatial development plan.

Level of Sustainable Development in Poland and EU Countries – Analysis with Cluster Stability Measures

In the context of taxonomy methods in recent years, a lot of attention is paid to the stability of these methods, i.e. the answer to the question to what extent the structure discovered by a given method is actually present in the data? Many different ways of measuring stability have been proposed in the literature, which are mainly relating to the stability of the final grouping result. Lord et al. (2017) instead proposed a measure of stability for each observation from the data set and the measure of stability for individual groups. In their article, they suggest that an individual measure of stability may indicate noisy observation whereas the stability measure relating to particular groups may indicate clusters of noise which should be removed from the dataset. The aim of the paper is to apply the proposed individual measure of stability and a measure of stability for individual groups to answer the question to what extent Poland is matched the EU in terms of the level of sustainable development.

Spatial Analysis of the Sustainable Development Level in Polish Voivodship: Dynamic Approach

The paper discusses the dynamics of spatial diversity of sustainable development in Poland in the voivodship system. The research into the classification differences in time that include one of the thematic areas under four domains: the environmental one and relate to the green economy concept. The environmental domains include climate change, energy, air pollution, sweet water resources, use of lands, bio-diversity and waste management. The Green Economy concept includes: environmental and resource efficiency, natural assets base, the ecological dimension of quality of life, economic opportunities and political reactions, and a socio-economic context. Missing variables will be selected from the group of sustainable development indicators. In the paper the authors applied the method of ranking the voivodships by means of a synthetic measure that took into consideration groups of variables characterising the examined phenomenon. The study covered selected years from the period of the 2004 - 2016. It seemed worthwhile to demonstrate the dynamics of the classification changes. In the future the study results will be compared with the classification based on the Central Statistical Office’s indicators that are still being developed in Poland

The 2030 Agenda for Sustainable Development and improvements in quality of life in Poland

One of the tasks of central and local administration units is standing up for the sustainable development on their respective territories. Public authorities ought to use all available resources and means to satisfy the needs of the present generation in a way which will not disturb the satisfaction of needs of the generations to come. The aim of the paper is to present a selection of ratios for sustainable development in Poland which reflect the living conditions of the Polish citizens in the context of assumptions and objectives adopted in the UN 2030 Agenda.

The Importance of the Public Sector in Sustainable Development in Poland

The striving for sustainable development has become the goal of actions undertaken not only by representatives of public authorities and institutions representing this sector, but also representatives of private entities who are increasingly recognizing the benefits and sources of long-term development based on the principles and objectives of sustainable development. These are mainly based on the pursuit of synergy in the three basic areas of activities, i.e., in the economic, social, and environmental dimensions as well as in the maintenance of natural resources. The implementation of these activities is connected with the necessity of incurring financial expenditures, which the government (public sector) does not have in the required value. Therefore, in the process of sustainable development for which the government is responsible, the active participation of the financial sector (banks) is necessary. Achieving results within the alliance of the concept of sustainable development requires the setting of a kind of contract, the parties of which are the government, society, and financial institutions. The purpose of the conducted research is to indicate by which means the government can stimulate economic growth towards its sustainable development.

Reporting for sustainable development in Poland – the analysis of the actual state of affairs and the proposed directions of changes

The aim of the article is the quantitative and qualitative analysis of non-financial reporting in Poland, with particular consideration given to different aspects of generating useful information for sustainable development. The following considerations concentrate on the analysis of the actual state of affairs and the proposed directions of changes in this scope and, to make the analysis, the following research hypothesis was formulated: legislative changes concerning the obligation to disclose non-financial information by some public trust entities will contribute to the development of reporting non-financial information in Poland. Both the quantitative and qualitative analysis of reporting for sustainable development in Poland confirmed the low level of development. Before the introduction of amendments in Polish legislation, i.e. until the end of 2017, a total number of the voluntarily published non-financial reports amounted to around 300-400, which is by far insufficient. It is estimated that, as a result of the introduced legislative changes, in 2018 the number of prepared reports will increase of about 300, which will have a considerable influence on the development of the Polish reporting system. In the study, the authors applied the following research methods: literature studies, the analysis of legal regulations and secondary sources as well as the method of inductive reasoning and synthesis.
