Abstract 4132212: Trends in Atrial Fibrillation or Flutter Related Mortality Among Adults in the United States: Insights from CDC WONDER Database from 1999-2020

Background: Atrial fibrillation or flutter (Afib/AFL) incidence rates continue to rise and are linked to significant mortality, particularly in older populations. Our analysis examines Afib/AFL mortality trends across different demographics and regions in the U.S. from 1999 to 2020, highlighting the importance of understanding these patterns. Aim: To guide preventive measures that alleviate the impact of Afib/AFL and identify high-risk populations and regions, we sought to quantify trends associated with Afib/AFL related mortality in the U.S. Methods: We conducted a comprehensive search of death certificates from 1999-2020 using Centers for Disease Control and Prevention Wide-Ranging OnLine Data for Epidemiologic Research (CDC WONDER) database focusing on Afib/AFL mortality in adults with ICD-10 codes I48. Gender, race, geographical and urban-rural parameters were investigated by calculating annual percent change (APC) and age-adjusted mortality rates (AAMRs) per 100,000 persons using the Joinpoint Regression Program (Joinpoint V 4.9.0.0, National Cancer Institute). Results: A total of 2,581,488 deaths occurred in patients with Afib/AFL from 1999 to 2020. The AAMR displayed an abrupt rise from 2018 to 2020 (APC: 8.51; 95% CI: 4.84-10.47). Men consistently exhibited a higher AAMR (overall AAMR male: 79.4, 95% CI 79.3-79.6; female: 60.8, 95% CI 60.7-60.9). Non-metropolitan areas showed higher AAMRs than metropolitan areas (overall AAMR non-metropolitan areas: 74.9, 95% CI 74.7-75.1; metropolitan: 67.2, 95% CI 67.1-67.2). Disparities were also observed in AAMRs by region with the West region showing the highest mortality rate with a notable rise between 2010 and 2020 (APC: 3.70, 95% CI 3.30-5.37). Non-hispanic (NH) White population showed the highest mortality (overall AAMR: 74.2, 95% CI 74.1-74.3), followed by NH American Indian (AAMR: 50.3), NH Black (AAMR: 45.8), NH Asian (AAMR: 35.0) and Hispanic (AAMR: 37.9) populations. Conclusion: Mortality from Afib/AFL has risen from 1999 to 2020. Men, NH white populations, and residents in non-metropolitan areas and Western U.S. are at higher risk. Targeted interventions and strategic healthcare resource allocation are needed to address these disparities and improve outcomes.

Analyzing the Relationship Between User Feedback and Traffic Accidents Through Crowdsourced Data

Identifying road segments with a high crash incidence is essential for improving road safety. Conventional methods for detecting these segments rely on historical data from various sensors, which may inadequately capture rapidly changing road conditions and emerging hazards. To address these limitations, this study proposes leveraging crowdsourced data alongside historical traffic accident records to identify areas prone to crashes. By integrating real-time public observations and user feedback, the research hypothesizes that traffic accidents are more likely to occur in areas with frequent user-reported feedback. To evaluate this hypothesis, spatial autocorrelation and clustering analyses are conducted on both crowdsourced data and accident records. After defining hotspot areas based on user feedback and fatal accident records, a density analysis is performed on such hotspots. The results indicate that integrating crowdsourced data can complement traditional methods, providing a more dynamic and adaptive framework for identifying and mitigating road-related risks. Furthermore, this study demonstrates that crowdsourced data can serve as a strategic and sustainable resource for enhancing road safety and informing more effective road management practices.

Annual Survey of State and Territorial Chronic Disease Prevention and Health Promotion Capacity and Organizational Development Needs—United States, 2023

Objective: The National Association of Chronic Disease Directors (NACDD) is a nonprofit organization that supports state and territorial chronic disease prevention and health promotion efforts through capacity building and technical assistance. Each year, NACDD surveys health department leaders who oversee chronic disease prevention and health promotion (hereafter, Chronic Disease Directors). We have previously used the annual survey results to inform strategic planning and resource allocation but have not historically published key findings in the peer-reviewed literature. In this paper, we report on NACDD’s 2023 survey outcomes and place those findings into the broader public health policy context. Design: State Chronic Disease Directors completed a survey about their organizational capacity and development needs. Responses were summarized in aggregate and by jurisdiction size. Results: State chronic disease units have varied staffing and responsibilities, but most address diabetes, cardiovascular diseases, and cancer screening and prevention. Chronic Disease Directors generally reported strong or improving capacity in most practice areas but ranked workforce development lower. Staffing increased slightly during 2023 compared with the 2020 baseline (median of 1.3 and 1.1 employees per 100 000 jurisdiction population, respectively). However, Chronic Disease Directors expressed ongoing concerns about turnover, hiring, and training of inexperienced staff, as well as about funding limitations and uncertainty. Looking forward to 2024, many Chronic Disease Directors expressed intentions to focus on supporting their workforce with training and development opportunities and addressing health equity. Conclusions: During this period of pandemic recovery, turnover, hiring, and training—particularly of the many new public health staff—remain key areas of concern for many chronic disease units. Continued stabilization of public health funding and increased prioritization of organizational capacity development—particularly workforce development, chronic disease data systems, and tools for addressing health equity—could help ensure chronic disease units can better address current and emerging challenges in chronic disease prevention and health promotion.

A Comparative Analysis of Human Resource for Health at three Teaching Hospitals in Sri Lanka: Availability and Workload

Background: This study investigates the availability and workload of Human Resources for Health (HRH) at three major teaching hospitals in Sri Lanka: National Hospital Sri Lanka (NHSL), Colombo South Teaching Hospital (CSTH), and Colombo North Teaching Hospital (CNTH). Understanding these hospitals' operational capacities and efficiency is crucial for enhancing healthcare delivery.Methods: A descriptive cross-sectional study was conducted using secondary data sources. Data extraction sheets were distributed to relevant hospital administrative personnel. The study analyzed bed strength, staff numbers, patient admissions, outpatient visits, and surgical throughput. Comparisons were made to evaluate efficiency and resource utilization across the three hospitals.Results: NHSL has the highest bed strength (3,321 beds), followed by CNTH (1,836 beds) and CSTH (1,242 beds). Bed occupancy rate was highest at NHSL at 75.76%, whereas CSTH and CNTH recorded 75.51% and 61.68%, respectively. Bed turnover was highest at CSTH (10.83/month), while the average length of stay was found to be lowest at CSTH (2.09 days). NHSL employs 1,135 doctors and 3,554 nurses, CSTH employs 537 doctors and 529 nurses, and CNTH employs 418 doctors and 607 nurses. NHSL handled the highest number of admissions and clinic patients, while CNTH had the highest number of clinic patients per doctor, indicating a higher operational efficiency but more significant strain on healthcare providers.Conclusions: NHSL, CSTH, and CNTH exhibit significant differences in operational capacities and efficiencies. To balance workload and improve healthcare outcomes, strategic resource management, enhanced staffing, and improved operational systems are recommended. Future studies should explore patient satisfaction and outcomes to improve policy decisions further.

PARADIGM DEVELOPMENT OF LAND RELATIONS AND HIGH-TECHNOLOGICAL LAND USE

The study substantiates that land resources are a strategic resource, the socio-economic development of society depends on the rationality and efficiency of their use. The economic content of the concept of «land relations» is generalized and it is revealed that they are a component of social relations, arise in the process of interaction of society with natural resources and regulate the norms of behavior of business entities of the agricultural sector of the economy within the framework of land legislation. The basis of land relations is the category of land ownership, therefore changes and development of organizational and legal forms of land ownership are perhaps the most important condition. It is worth noting that land relations in agriculture are part of production relations and can be both stimulating and restraining factors for the rational use of agricultural land and high-tech land use. It was found that land legislation in Ukraine remains fragmentary and often inconsistent between all regulatory acts, and changes to individual regulations and legal mechanisms cause risks for investors and landowners, which creates legal uncertainty and complicates the implementation of the efficiency of land resources use. High-tech land use is a direction of modern agrarian development aimed at increasing the efficiency of agriculture, preserving natural resources and ensuring food security. Systematizing the problems and directions of development of land relations and high-tech land use, it was highlighted that the main priority remains the implementation of the social function of land ownership and land use, which ensures the most efficient land use of land plots for their intended purpose. Thus, the main guidelines of land policy are the stability and effectiveness of the functioning of the system of land relations and agricultural land use, aimed at ensuring the country's food security and increasing the well-being of the population. The development of land relations and high-tech land use should be based on maximum consideration of natural, economic and social conditions and environmental requirements for preserving the environment, protecting land resources and restoring their fertility, increasing the productivity of the land fund, as well as limiting the negative impact of economic activity on flora and fauna, etc.

PROSPECTS FOR UKRAINIAN PRODUCERS TO ENTER THE EU MARKET OF CABLE AND WIRE PRODUCTS

This article investigates the potential for Ukrainian cable and wire manufacturers to access the European Union market, where a growing demand for energy-efficient and sustainable solutions is driven by the rapid expansion of renewable energy sources and an accelerated pace of digitalization across industries. The research provides an analysis of the European cable and wire market's current state and development trends, identifying the primary drivers of growth, including the expansion of smart grids and renewable energy projects. Emphasis is placed on the competitive landscape, detailing key industry players who lead the sector by meeting stringent EU regulations and embracing innovation to provide advanced cable solutions. The study examines the economic and regulatory barriers Ukrainian manufacturers face to penetrate the EU market, highlighting the rigorous product certification standards required for compliance, such as CE, CPR, RoHS, and REACH certifications. These standards ensure that products meet high requirements for quality, safety, and environmental impact, which are essential for market access but present significant challenges for companies unfamiliar with EU compliance processes. The article illustrates the strategic approaches, adjustments, and resource investments required to establish a foothold in this competitive environment by analyzing a successful case of a Ukrainian company entering the European cable and wire market. Furthermore, the article evaluates the export potential for Ukrainian cable products, noting the unique competitive advantages that Ukrainian manufacturers may leverage, such as cost-effective production and geographical proximity to the EU. The findings emphasize that Ukrainian producers can enhance their competitive position with targeted state support, a focus on meeting EU standards, and engagement in strategic partnerships with European companies. By developing these capabilities, Ukrainian cable manufacturers have the potential to meet the EU market's increasing demand and contribute to sustainable infrastructure projects that align with Europe's environmental goals. Thus, this research highlights the importance of an integrated approach that combines regulatory compliance, strategic partnerships, and innovation as Ukrainian manufacturers aim to capitalize on the growing opportunities within the European Union's dynamic cable and wire sector.

INTERNATIONAL STRATEGIC INTERESTS AT THE BLACK SEA – ENERGY SECURITY ANALYSIS

The birth, development and propagation of regional and world conflict, as well as its escalation towards military war, global economic interests that converge towards the monopolization of strategic hydrocarbon energy resources, it transforms the Black Sea into a geostrategic space of geopolitical and geo-economic importance, but also with huge potential for confrontation and war. Positioning Romania in an inflection point of interests, in an area of strategic importance, being the buffer between NATO and the Russian Federation (the most important regional actor), it gives us the status of a state provider of regional security and welfare. The Black Sea region is important in that it is rich in hydrocarbons (oil and natural gas), it is an energy transit center and becomes a hot spot for the extended world security because it delimits the border between NATO and the Russian Federation, but also the influences from China.

Quality of Life of Adolescents and Young Adult Survivors of Childhood Cancer: A Qualitative Study.

To analyse how adolescents and young adults who survived childhood cancer experience their quality of life and to explore their meanings and conceptualisations of quality of life. Narrative design following Squire's method. In-person and virtual recruitment, due to the global COVID-19 pandemic, was carried out in Brazil between May and November 2021. Eighteen semi-structured virtual interviews were conducted with childhood cancer survivors. These data were analysed using reflexive thematic analysis and employing a triangulation of investigators. Four subthemes were identified, encompassing participants' perceptions and meanings of quality of life. Through the reflection and synthesis of these subthemes, a central theme emerged entitled 'New self', capturing the profound impact of the cancer and survival experience on every aspect of the self, along with participants' sense of having gained 'a new life' and a 'second chance'. The study provides a rich and nuanced understanding of quality of life for childhood cancer survivors. The results highlight that after all the changes in life due to cancer, integrating the new self becomes a central aspect of quality of life for survivors. Recognising the profound shifts in self-perception that survivors of childhood cancer undergo, nurses should engage early in empowering patients and families, offering education, space and support to help adolescents and young adults grow throughout their journey. The richness and depth inherent in qualitative data on quality of life can inform the development of care standards and health policies for survivors, guide the allocation of strategic resources and shape the development of plans and interventions focusing on childhood cancer survivors. Managerial and organisational factors: Unravelling resource allocation choices in high-performing micro-firms

Resource allocation decisions are pivotal in shaping the strategic direction of organisations, particularly in micro-firms that operate with limited resources and dispersed information. This research delves into the intricate interplay between managerial and organisational factors related to information collection, processing and resource allocation in the context of high-performing micro-firms. By advancing our understanding of how the internal coordination of information needed in decision-making and resource allocation evolves within micro-firms, we reveal the mechanisms that stabilise the relationship between participants and problems. Additionally, we explore how the capabilities of managers and owners, who often centralise final decisions in micro-firms, can catalyse the emergence of such coordination. This holistic view of strategic resource allocation in micro-firm settings addresses the fundamental question of how micro-enterprises overcome structural limitations to achieve high levels of performance. Our findings provide valuable insights for scholars, managers and policymakers, contributing to the broader discourse on resource management in micro-firms.

Strategy implementation practices and Performance of State Corporations: Case of National Health Insurance Fund, Nairobi City County, Kenya

Many organizations in developed and developing countries and more specifically in Kenya are striving to perform, it is noted that issues of strategy implementation has continued to be uncertain in the Kenyan public sector. Many state-owned corporations are grappling with management problems which have led to their poor performance outcome. The National Health Insurance Fund is a state corporation through National Health Insurance Fund Act No. 9 of 1998. The Fund’s core mandate is to provide social medical insurance cover to all its members and their declared dependents (spouse and children). But according to National Health Insurance Fund Performance Report 2017- 2018, the National Health Insurance Fund has continued to implement social health strategies with a view to achieving Universal Health Coverage for the benefit of all Kenyans. The aim of the study was to examine the strategy implementation practices influencing the performance of state corporations in Kenya, specifically the National Hospital Insurance Fund. The study was grounded on Organizational Higgins’s Eight S Model, the Balanced Scorecard model, and Resource Based View theory. The study employed a descriptive research design. The study population consisted of 411 employees, managers, and patients from the National Health Insurance Fund headquarters. Questionnaires were used to collect primary data, and a pilot test was performed to assess the reliability and validity of the questionnaire. Cronbach’s Alpha coefficient was employed to determine the reliability of the research instrument. Data analysis involved the use of descriptive statistics, supported by the Statistical Package for Social Sciences (SPSS), to calculate frequencies, percentages, means, and standard deviations. A Multiple Linear Regression model was used to determine the influence of independent variables on the dependent variable. The study findings revealed that technological innovation, strategic resource planning, strategic leadership and strategy monitoring had positive and significant effects on the performance of the National Health Insurance Fund in Kenya. This study concluded that strategy implementation factors, including technological innovation, strategic resource planning, strategic leadership, and strategy monitoring, play a significant role in firm performance. The study recommends that the management of the organization should emphasize strategy implementation to improve the performance of their organization. Additionally, continuous investment in technological innovation, effective strategic resource planning, strategic leadership development, and robust strategy monitoring practices should be prioritized to enhance overall organizational performance.

The role of social media data in enhancing B2B omni-channel marketing efforts in small businesses

PurposeThis paper explores the role of social media data in enhancing business-to-business (B2B) omni-channel marketing (OCM) efforts in small businesses. B2B marketing strategy is explored through the lens of each business’s marketing manager’s insights. A novel social media data visualisation tool for B2B marketing campaign development is presented, adding contextualisation to OCM activities.Design/methodology/approachThis exploratory study uses the qualitative interview method to consider the research question: what role does social media data play in enhancing B2B marketing efforts across the omni-channel in small businesses? The paper presents the findings of 25 in-depth interviews with small business marketing managers from a range of B2B industries, guided by a literature-informed interview template. Insights are developed using an open coding approach via traditional pen and paper methods, underpinned by thematic analysis.FindingsSmall business marketing managers recognise the importance of social media data in enhancing B2B OCM efforts in their organisations. They acknowledge online marketing channels as paths to enhanced brand awareness and relationship building and recognise social media’s growing influence on B2B customers’ decision-making processes. There is a dichotomy between the professed importance of social media data and its use among some small business marketing managers in their B2B OCM efforts. Others are capturing these data and integrating it with other data resources, thereby embedding social media data as a strategic resource within their business. Findings indicate that it is only in these small businesses that OCM strategy is evolving to meet B2B customer expectations of an integrated OCM experience, informed by social media data, across all channels and touchpoints.Research limitations/implicationsThis work is of particular interest to marketing managers within small businesses seeking to improve their B2B marketing efforts across the omni-channel. It is of value to all B2B enterprises, given the rate of advancement of the B2B social media marketing landscape.Originality/valueRecognised as an emerging area, research relating to B2B OCM is limited. This paper provides empirical data on OCM efforts in small businesses from a B2B perspective and considers the role of social media data in enhancing marketing efforts across the omni-channel. Underpinned by social network theory and based on insights gleaned from fieldwork, a social media data visualisation tool is presented, the first of its kind in this sphere.

THE EFFECT OF STRATEGIC HUMAN RESOURCE MANAGEMENT PRACTICES ON ORGANIZATIONAL PERFORMANCE WITH THE MEDIATING ROLE OF INNOVATION (CASE STUDY: MIANDOAB CITY EDUCATION DEPARTMENT)

This study aimed to explore the effect of strategic human resource management practices on organizational performance with the mediating role of organizational innovation in the Miandoab City education department. This research is practical, in terms of purpose, and among descriptive studies in terms of data collection method. The statistical population of the research was all the experts of the Miandoab city education department, who were selected by simple random sampling method number of 218 people. To collect data, three questionnaires on strategic human resource management by Chen and Hong (2009), organizational performance by Ahmadi (2012), and organizational innovation by Shoham et al., (2012) were used. The validity of the questions was confirmed using confirmatory factor analysis, and the results showed that strategic human resource management has a significant effect on organizational performance with a factor of 44%, and on organizational innovation with a factor of 76%. Organizational innovation significantly affects organizational performance with a factor of 59%. The results also confirmed the mediating role of organizational innovation in the research community. The study emphasizes the necessity of paying more attention to the strategic methods of human resource management and strengthening innovation to cope with scientific and technological advances.

Drivers of Iran’s Africa Engagement: An Analysis of High-Level Leadership Visits

The nuanced dynamics of Iran’s engagement with Africa have captivated the attention of a broad spectrum of analysts and academicians. Endeavoring to elucidate the underpinnings of Tehran’s involvement on the continent, these scholars have posited a variety of determinants, yet the empirical validation of these factors remains largely unexplored. Leveraging a comprehensive dataset of Iran’s high-level diplomatic visits to African nations, this study seeks to critically assess the relevance and explanatory capacity of the determinants in the literature. Our findings indicate that ideological imperatives, market needs and access to strategic resources predominantly fuel Iran’s interests in Africa.

Resource Management Practices and Completion of Road Construction Projects in Rwanda: Base-Butaro-Kidaho Road Project

The study assessed the effect of resource management practices on completion of road construction projects in Rwanda, with a specific focus on the Base-Butaro-Kidaho road construction project. The research aimed to evaluate the effect of material resource management, financial resource management, and human resource management on the project's successful and timely completion. A mixed-methods approach was employed, combining quantitative and qualitative data collection techniques. The study population consisted of 393 stakeholders involved in the planning, execution, and oversight of the Base-Butaro-Kidaho road project. A sample of 198 respondents was selected using stratified and simple random sampling techniques, complemented by purposive sampling to identify key respondents Descriptive statistics, correlation coefficients, and multiple linear regression were employed to analyze the data. Key findings indicate that material resource management had an overall average mean score of 4.53, showing that it was highly effective in ensuring the project's completion. Financial resource management showed a strong positive correlation with project completion (r = .504, p < .01), while human resource management had the strongest positive impact (r = .570, p < .01). The overall resource management practices demonstrated a significant correlation with project success (r = .643, p < .01). The regression analysis further revealed that human resource management had the most substantial positive impact on project completion, followed by financial and material resource management. The ANOVA results confirmed the statistical significance of all three management practices in predicting project success. The study concludes that comprehensive and strategic resource management practices are essential for the successful completion of road construction projects, with human resource management being the most influential factor. Based on these findings, the study recommends enhancing human resource management, strengthening financial resource management, and improving material resource management to ensure the continued success of future projects. Suggestions for further research include expanding the scope to other infrastructure projects, investigating additional factors influencing project success, and conducting cross-regional comparisons to understand contextual influences on resource management practices.

Visibility of Russian university journals in the systems of national and international scientific and technical information

Current limitations of access to some international journal platforms and bibliographic systems for Russian researchers result in increased role of national journals for communication and knowledge spreading both at domestic and international levels. Consequently, correct information on Russian journals indexation in various bibliographic systems including underestimated open access databases seems to be topical. The analyzed sample includes journals published by Russian universities as the less studied ones compared to serials published by research institutes. We studied journals published by three types of Russian universities, i.e. Federal, National Research and Basic. Rapid increase in the number of new journals in recent years is demonstrated caused by financial support under different programs. Indexing of journals in Web of Science, Scopus, Dimensions and Lens was studied over a period of 2018–2022. In the Dimensions and Lens we also studied the completeness of indexing as these databases index content using other approaches as compared to Web of Science and Scopus. A share of journals indexed by authoritative Russian journal lists Russian Science Citation Index and White List was revealed. The best positions were detected among journals published by National Research universities. However, Basic universities demonstrate positive growth, as well. The obtained results enabled us to conclude that journals published by Russian universities can be regarded as significant strategic information resource for representing Russian research results to international community.

Leveraging capabilities of social media marketing for business success

Social media platforms viewed as an integrated resources in marketing capabilities, yet there is a significant shortage and fragmentation of research articulating the dimensions of social media marketing (SMM) capabilities and their influence on brand and firm performance. The aim of this study in to investigate the influence SMM capabilities on brand equity and firm performance. Using a survey method, we gathered data from 326 firm presented at four separate exhibitions in Algeria. The structural equation modeling results shows that SMM capabilities have a positive effect on brand equity and firm performance. Furthermore, the findings shown that brand equity effect firm performance and plays a complementary role between SMM capabilities and firm performance. However, SMM capabilities have been found to have no influence on brand equity furthermore, there is no moderating effect for firm size on any of the investigated relations. The findings significantly contribute the understanding of the SMM as strategic resources and dynamic capabilities, guiding community managers, content creators, and digital analysis to optimize social media platforms abilities for communication.

Inside Vladimir Putin’s Hall of Mirrors: How the Kremlin’s Miscalculation of Western Resolve Emboldened Russia’s Invasion of Ukraine

Abstract Why did Vladimir Putin order the invasion of Ukraine in February 2022, despite numerous warnings from Western countries about the consequences of such an action? This article argues that misperceptions about having the upper hand vis-à-vis Western countries, formed and proliferated among the Russian leadership, emboldened the Kremlin to launch the military invasion of Ukraine, assuming that the West would stand down in the face of the attack. Based on a detailed analysis of Russian elites’ discourse through the theoretical lens of interdependence studies, this study demonstrates that Putin miscalculated Western resolve largely because of two key misperceptions. First, Putin’s elites were convinced that the West was asymmetrically dependent on Russia, viewing it as a strategic resource that would tie the hands of Western and EU countries, eventually making them accept the outcome of the war. Second, the Kremlin believed that Ukraine occupied a secondary role in Western interests that would further limit the West’s involvement in the conflict, as it would not risk exposing its dependence on Moscow for the sake of an issue that, in the Kremlin’s eyes, was marginal to European and American security.

THE IMPORTANCE OF HUMAN RESOURCES PLANNING IN STRATEGIC MANAGEMENT

Changes in competitive conditions force businesses to develop new capabilities in order to sustain their existence and be successful. At this point, businesses have made an effort to change their management approach and gain a strategic perspective. This approach, called strategic management, involves the effective use of the resources that the business has in order to regulate the relations between the business and its environment and to gain superiority over competitors or to make a difference. The most important resource that businesses have is human resources. The most important key to the adoption and successful implementation of the strategic management approach is to have an effective manpower. With a strategic human resources planning, businesses will be able to ensure that employees are provided at the right time, with the desired qualifications and assigned to the right jobs in line with the business strategy. The purpose of this study is to create a conceptual framework for the role of human resource planning in the strategic management process. At this point, the studies on strategic management, human resource management and strategic human resource management in the literature were examined in detail. As a result of the research, it was concluded that strategic human resources planning is the process of creating comprehensive and long-term human resources strategies and developing the plans, programs and tactics necessary for the implementation of these strategies, and that businesses that manage this process in the best way can establish superiority over their competitors by identifying opportunities, threats, advantages and weaknesses.

Language Operative Capacity in Small and Medium-sized Enterprises

AbstractLanguage-related IB research predominantly targets large MNCs, often overlooking the challenges that internationalizing SMEs face in effectively utilizing their limited language resources. To address this gap and assist SMEs in overcoming their unique language challenges, we develop a scale for language operative capacity (LOC), which measures a firm’s capacity to deploy language resources most productively throughout its global operations. We validate this instrument with data from 417 SMEs and examine its impact on two critical internationalization metrics: export performance and international networking capability. Our study makes three key contributions to language-related IB research and capacity research. First, we provide a comprehensive and robust LOC instrument, incorporating distinctions between potential and realized capacity from the capacity literature. Second, we offer a deeper understanding of language as a multi-level phenomenon by highlighting the interaction between individual-level language skills and organizational-level capacities. Third, we extend the scarce language-related IB research on SMEs by offering a nuanced understanding of LOC as a strategic resource, by validating the LOC instrument in the context of internationalizing SMEs, and by demonstrating its explanatory power for essential internationalization metrics. Additionally, our research provides SMEs with an actionable tool to assess their linguistic capacities, develop their language resources and optimize the use of these language resources in international operations.
