Determine the Competency Development Strategy of Labor Social Security Practitioners

The purpose of this research is to map out the most important and most certain strategic assumptions related to the management of the competence of labor social security practitioners, and to determine the strategies that will be applied in developing the competence of labor social security practitioners at BPJS Ketenagakerjaan. Primary data were obtained from questionnaires, in-depth interviews, and Focus Group Discussions (FGD) involving 13 respondents who were experts on employment social security. The data processing and analysis technique uses the Strategic Assumption Surfacing and Testing (SAST) method to identify the strategic assumptions underlying the determination of the competency development strategy of the labor social security practitioners, and the Analytical Hierarchy Process (AHP) method to determine the priority of the competency development strategies. This study found that the variable of information technology advancement in supporting the competency development process of labor social security practitioners is a very very important and very very definite strategic assumption that influences the determination of competency development strategies for labor social security practitioners. This study also found that the alternative strategy considered to be the primary priority is implementing the technical professional competency standards of employment social security.

Knowledge of Subang salted fish sellers and prevention strategies for formalin abuse in salted fish

Fish is a perishable commodity. Producers can process fish into salted fish to make it more durable, but producers still add harmful food additives to increase the product’s shelf life. The government prohibits the use of formalin as a food additive. This study aimed to identify salted fish traders’ knowledge of formalin abuse and obtain a strategy to minimize formalin abuse in salted fish. The research method was carried out by giving questionnaires, interviews and using the Strategic Assumption Surfacing and Testing (SAST) method. The results showed that the seller’s knowledge was still low regarding the salted fish products sold, food additives, food product preservation, the lack of socialization about food safety, and the characteristics of formalin products. The chosen strategy is based on the level of importance and the level of certainty to minimize the misuse of formalin, namely socialization to sellers and buyers regarding formalin, the dangers and how to use it and the manufacture of portable detection kits/tools that are easy to use and accurate results.

An adaptive use of Soft Systems Methodology with Strategic Assumption Surfacing and Testing, Critical Systems Heuristics and Interactive Planning in a women's prison

AbstractThis study uses the two strands model of Soft Systems Methodology (SSM) with other change methodologies within a single intervention to elicit new insights into a multi‐methodology and address problems detected in a women's prison in Turkey. Evaluating the strengths and weaknesses of SSM, the study proposes to use SSM, as a core approach, with Strategic Assumption Surfacing and Testing (SAST), Critical Systems Heuristics (CSH) and Interactive Planning (IP), as subordinate methodologies. The multi‐methodology integrates group formation of SAST into the cultural and logic‐based streams of analysis of SSM. Also, it adapts assumption surfacing, dialectical debate and synthesis of SAST, boundary questions of CSH and resource planning of IP to a logic‐driven stream of inquiry of SSM. The study reports the methodological effects of this approach and examples of psychosocial services and a performance appraisal system to assist human well‐being and promote public safety in a women's prison.

STRATEGI PEMASARAN TERBAIK DESTINASI WISATA THEME PARK JUNGLE FESTIVAL

Tourist destinations with the theme park concept are one form of amusement park destinations that can be one of the financial resources, driving the economy and contributing to the sustainability of goals in many fields, including investment in infrastructure, job creation, tax revenue, tourism income, donations, and community support. The Bogor Jungle Festival is one of the tourist destinations with a theme park concept that has great potential to increase the local revenue of the city of Bogor. Decreasing the number of tourists that occur will lead to reduced competitiveness and loss of potential to maximize the original goal. Therefore the right marketing strategy is needed in an effort to increase the number of tourist visits. The purpose of this study was to design the best marketing strategy based on the proposed results of discussions with several experts related to research in an effort to increase the visit of Bogor JungleFest tourists.
 The research design in this study used a descriptive qualitative method with a combination of mathematical calculations using Expert Choice 11 software and MS Excel as a primary data analysis tool. The analytical method used is AHP (Analytical Hierarchy Process) involving 5 appropriate expert respondents, who have sufficient knowledge, experience and insights to assess the problems under study and SAST (Strategic Assumption Surfacing and Testing) to be the method chosen to determine assumptions the basis that must be considered in determining the marketing strategy of the Bogor JungleFest park.
 The results showed that the highest weighting value for each level in the Hierarchy Model in this study was JungleFest Management on Actor criteria of 0.588, for sub criteria factors namely Institutional was assessed by respondents as the most influential factor in determining JungleFest Bogor's best marketing strategy with the value of the weight is 0.354. In terms of sub-criteria of activities, Capacity Building Managers are the most important activities in terms of implementing the JungleFest Bogor marketing strategy with a weight value of 0.355 while for the best strategy chosen with a value of 0.364 is Digital Marketing.
 The conclusion of this study is the superior strategy chosen for the best marketing of JungleFest Bogor is the Digital Marketing strategy, while the results of identification of assumptions that support the success of the marketing strategy of JungleFest Bogor are Support facilities and infrastructure, Commitment to management of Jungle Festival management and Product Diversification.

Institutional Development in the Supply Chain System of Oil Palm Agroindustry in South Kalimantan

Developing oil palm agroindustry in South Kalimantan involves internal and external factors for its sustainability. The long distance of each stakeholder requires a digitally connected system. The research aimed at identifying criteria, sub-criteria, and alternatives in the developed network model, determine the sensitivity to determine the relevance of actor's role, determine the effectiveness and efficiency before and after implementation of the system, and analyse the level of certainty and importance of assumptions developed. The methods used were surveys, focus group discussions, and questionnaires. Experts in the Analytical Network Process (ANP) method were from academia, business, society and government. Supply Chain Operation Reference (SCOR) method to analyse supply chain performance involved 178 respondents. The level of certainty and importance of assumptions was with Strategic Assumption Surfacing and Testing (SAST). The results of the analysis show there was an interdependence between the sub-criteria on the specified criteria and alternatives applied to achieve the goals. Pairwise comparisons showed the highest sub-criteria cluster was the replanting program with a weight of 0.662, for alternative cluster the highest priority weight in the system involving all actors playing a role was 0.391, with relevant sensitivity test results. The results of the analysis of effectiveness and efficiency before and after implementation of the system showed an increase in SCOR value for all actors. The results of SAST analysis were in Quadrant I with the highest level of importance and certainty of 7.6 meaning very important and certain. The implications of the research results can be seen in fostering the use of technology in realizing transparency, especially regarding the price, quality, and traceability of fresh fruit bunches, the realization of a monitoring system for policymakers and capital assistance for independent oil palm smallholders.

Strategies implementing cash waqf system for Baitul Maal wat Tamwil to improve its commercial and social activities

PurposeThis study aims to devise policies in implementing cash waqf system of Baitul Maal wat Tamwil (BMT) in Indonesia, enabling the BMT to optimize its commercial and social activities to better achieve outreach, sustainability and welfare impact.Design/methodology/approachThis study uses the strategic assumption surfacing and testing (SAST) method, with three groups of knowledgeable respondents, including expert, BMT practitioner and regulator to formulate important and certain policies.FindingsThe results show that four types of policies are required to improve cash waqf system of BMT, including 12 internal strategic policies, 15 internal operational policies, 15 external strategic policies and 9 external operational policies, which were found to be within a “certain planning region.” All of these policies have been agreed significantly by each group of respondents, as well as by all respondents combined. The most important-certain policies include Shiddiq, Amanah and professional Nazir, inculcate Islamic values to BMT employees and members, standard operating procedure and standard operating management of cash waqf management, technical assistance for Nazir to manage cash waqf and IT systems for BMT-cash waqf administration.Research limitations/implicationsThe qualitative method used has its limitations, which could be improved by incorporating other methods. Moreover, the case and respondents are all Indonesian, so that the results are possibly only applicable to BMTs in Indonesia.Practical implicationsBMTs could adopt these policies in implementing their cash waqf management optimally.Social implicationsThe management of cash waqf by BMT could help improve the social activities of the Baitul Maal directly from social cash waqf and indirectly from productive cash waqf.Originality/valueTo the best of the authors’ knowledge, this is the first study using SAST method to determine policies needed by the BMT to upgrade its cash waqf management producing more social programs for the society.

Analysis of Youth Entrepreneurship Development in Facing Era 5.0 Using SAST Method

Youth entrepreneurship development with various challenges and potentials in entering the 5.0 revolution era. For this reason, in order to increase competitiveness, it becomes an impetus for Youth to improve their skills, knowledge, and analytical and leadership skills in the work environment. The purpose of this study was to determine the form of youth involvement and role in the Youth Entrepreneurship Program, to determine the driving and inhibiting factors faced by youth in providing their roles and participation in entrepreneurship programs, and to provide an overview of the level of adaptability among youth in the process of implementing youth entrepreneurship programs in terms of of mastery and utilization of technology. The method used is the SAST method. Selection the best strategy for Comercialization Trygona Honey in The Time of Past Covid 19 Pandemic Using SAST and ECM A case study in Nort Lombok West Nusatenggara

Covid 19 has a very serious impact on small and medium businesses in Indonesia, There are only a few SMEs are able to survive. The trygona honey home industry is one of them. This business have been developed by most of the people of North Lombok West Nusa Tenggara. But they do not know to commercialize their products in order to increase their income and ensure sustainability of the business.
 The main objective of this study is to analyze and develop share value chain that encourages and increasing business actors's income. Data collection through experts discussion and field study and then analyzed using Strategic Assumption Surfacing and Testing (SAST) and Exponential Comparison Matrix (ECM).
 The Results of Study showed that honey producers sell their products to companies through collectors at low prices, while the greater profits are enjoyed by collectors and companies. The most important aspects for share value chain is development of Value Chain interconnectivity system as a matching institution between honey producers and the market by involving BUMDES (Villages Owned Enterprise). While the most appropriate strategy to comercialize trygona honey is value added system at the producer.

RENEWABLE ENERGY DEVELOPMENT OF SUSTAINABLE BAMBOO FOREST BASED ON COMMUNITY EMPOWERMENT

This research aimed to study bamboo biomass renewable energy development cultivated in community forests in Indonesia, especially in those frontiers, outermost, and least developed regions often referred to as 3T regions. Community empowerment refers to the process of enabling communities to increase control over their lives. The study was conducted in three villages of Matotonan, Madobag, and Saliguma in Siberut Island, Mentawai Islands District, West Sumatra Province. This study's design was descriptive by conducting a field survey, using a systematic random sampling method with the interview and questionnaire technique to obtain primary data on electricity demand and demographic factors. The key success indicators were then generated using the Strategic Assumption Surfacing and Testing (SAST) method to analyze the FGD. The biomass energy development without community empowerment and the presence of PLN at subsidized rates would not succeed. The renewable energy of bamboo forest biomass characterizes the need for community participation to be involved in operations. Without community empowerment, the community would not have the ability to pay electricity bills even if subsidized. No income distribution would also result in not achieving the main objectives of this project's development, which is sustainable development for rural communities in the 3T regions. Trigona Honey Home Industry Development for Economic Recovery in the Time of COVID-19 Pandemic: A Case Study in North Lombok West Nusa Tenggara, Indonesia

The devastating earthquake on 28 July 2018 in Lombok and the COVID-19 pandemic have put high economic pressure on the community. It is not only the damage to economic infrastructure that stops business activities, but also very strict health protocols, especially social distancing and avoiding crowding that make business activities impossible. Trigona bee farm has been one of the productive activities to support the family economy for the people of North Lombok since decades ago. During the Covid-19 pandemic, which has been running for almost 10 months, the activities of Trigona beekeeping are still running; in fact, the demand has actually increased. This research aims to develop the best strategy to make business scale of Trigona honey and community income increase, using the SAST (Strategic Assumption Surfacing and Testing) method and AHP (Analytical Hierarchy Process). The results showed that the demand for trigona honey during the pandemic has actually increased, because this honey has a very complete nutritional content, which can be used to increase immunity against of COVID-19. There are three main problems that were faced by the trigona bee farmers to develop their business: Trigona seeds, cultivation technology, and business management. The best strategy to increase their business and income is cultivation system technology and providing added value.

How to ensure sustainability of economic and social activities post earthquake a case study in Lombok West Nusatenggara Indonesia

One of the serious problems caused by the Lombok earthquake on July 28, 2018 was the cessation of people's productive activities, so that their survival was threatened. The purpose of this research was to build a model of economic recovery post earthquake in Lombok, West Nusatenggara that can be used as a model for post earthquake regional economic recovery in Indonesia. The analytical methods used were SAST (Strategic Assumption Surfacing and Testing) and AHP (Analytical Hierarchy Process). The results of study showed that the mental recovery of the community after the earthquake was the most important problem before economic recovery. To recover the community's economy, the development of coconut sugar and handicraft-based home industries was the most potential productive activity to ensure the sustainability of people's lives. The conclusion of this study was mental recovery and the development of productive activities based on regional superior natural resources were the main keys to economic recovery post earthquake.

Optimization Role of the Indonesian Navy in Economic Development Community of Coastal Areas in the West Lombok Through Islamic Perspective

The Indonesian Navy maintains national defence and security, yet supports the coastal communities' economic development. The West Lombok Regency has potential resources to support national development in better management. The Navy economic empowerment role in the West Lombok Regency is urgently needed. This study analyzes the effect of an economic empowerment program of the Navy on the welfare of coastal communities and the impact on national defence and security in sharia perspectives. It also analyzes constraint and strategic issues related the Navy's role in developing the West Lombok Regency coastal communities welfare and composes institutional models and cooperation in supporting the government to promote the coastal communities economy, producing the Navy role optimization strategies in economic empowerment of the West Lombok Regency. Quantitative and qualitative methods are used in this study, with analytical tools include the Result Impact Management System (RIMS), Descriptive Analysis, Tahwidi String Relationship, Strategic Assumption Surfacing and Testing (SAST), Interpretive Structural Modeling (ISM), and Analytic Hierarchy Process Approach (AHP). Research respondents were 150 families who were beneficiaries of CCDP-IFAD in five villages in West Lombok. The results indicate that the Navy's role in economic empowerment in the West Lombok Regency is not optimal yet. In sharia perspective, welfare affects national defence and security. To overcome this problem needs to be prepared the structured and applicable programs with field assistance. Strategic Assumptions for The Success of Coal Mining Reclamation to be A Tourism Site; A Case Study in Rantau Pandan Village of Bungo Regency

Bad practice of open coal mining in Bungo Regency leaves many abandoned ponds. One pond in Rantau Pandan Village has been neglected for 5 years. Its environmental and social impacts pushed people to sue the government to revoke the permit of XXX Company that manages the mining. The low price of coal as well as the deep and large area to be piled make more difficult to do reclamation. This study aims at exploring the prospect of doing reclamation for tourism purposes with the concept of Community Based Tourism (CBT) and analyzing some strategic assumptions for the success that of reclamation. Primary data were collected through observation, interview and focus group discussion. Data were analyzed descriptively and qualitatively using Strategic Assumption Surfacing and Testing (SAST) method. Research finding shows that the people are eager to welcome the idea of CBT however the compensation from the mining company should be paid first. Of 22 assumptions for the development of tourism village, 18 assumptions can be grouped into quadrant II or Certain Planning Region, while 4 assumptions are in quadrant IV or Problematic Planning Region. To support this plan, it’s suggested five things i.e. resolving the social conflict among parties, strengthening the local institution, giving a mandate to villagers to manage the pond as a tourism site, then followed by supervising and enhance infrastructure to ease access.

Agribusiness development model for strengthening the chili-tobacco intercropping farmer group

The objectives of this study are (1) to analyze the influence of the procurement and distribution subsystems of production facilities for strengthening the Chili-Tobacco Inter-cropping Farmer Group in Bali Province; (2) analyzing the influence of farming subsystems for strengthening the Chili-Tobacco Inter-cropping Farmer Group in Bali Province; (3) analyzing the effect of post-harvest handling and further processing subsystems for strengthening the Chili-Tobacco Inter-cropping Farmer Group in Bali Province; (4) analyze the effect of the yield marketing subsystem to strengthen the Chili-Tobacco Inter-cropping Farmer Group in Bali Province; (5) analyzing the effect of supporting services subsystems for strengthening the Chili-Tobacco Inter-cropping Farmer Group in Bali Province; and (6) designing an agribusiness system development model that is suitable for strengthening the Chili-Tobacco Inter-cropping Farmer Group in the Province of Bali. The methodology uses Smart PLS analysis and the SAST (Strategic Assumption Surfacing and Testing) method in determining the implementation of activity level needs for farmer groups.

Critical issue mapping of Indonesian natural rubber industry based on innovation system perspectives

The added value of Indonesian natural rubber industry is the lowest among other main natural producing countries, Malaysia and Thailand. It is necessary to overcome this problem especially based on innovation system perspectives. The objectives of this study are to map the problems of the natural rubber industry and developing alternative solutions to these problems. This study use systems approach, namely Soft System Methodology (SSM) and Strategic Assumption Surfacing and Testing (SAST), which aim is to get a complete picture (rich picture) of the problems in Indonesian rubber industry and to identify the strategic issues that become the industry priorities through sectoral innovation system approach. Based on the mapping of strategic issues, it shows that almost all indicators were in a certain planning region. Such as policy issues (general/parent policies, financing policies, price policies, tax policies for R&D and Innovation, education and training policies), Institutional Issues (formation of financial institutions and institutional arrangements), Human Resources, Industrial issues (Development of downstream industries), technology (technology development as needed), as well as financial and market problems. This implied that there were many strategic and urgent problems that must be addressed in the development of the downstream industry and the innovation system of Indonesia’s natural rubber industry. It is important to highlight the interaction between innovators, intermediaries and innovation users. In addition to the interaction within the system, interactions outside the systems are also needed, such as foreign research institutions, etc. Government and financial institution support, strengthening the innovation institution and the existence of a legal direction and protection (such as the system innovation law/act) are the key factors in enhancing the innovation-based industry and increasing the industry competitiveness.

SAST & AHP METHOD IN DETERMINING THE BEST STRATEGY OF OFFICE ERGONOMICS PROGRAM IMPROVEMENT TO PREVENT RISK OF MUSCULOSKELETAL DISORDERS AT XYZ COMPANY QATAR

Ergonomics Program has been recommended by many studies as one of the main guidelines in equipping employees at work to prevent injuries and health problems. One of the main benefits gained from implementing the Ergonomics Program is that it reduces the risk of injury by adapting work that suit to human, not forcing human to adapt to work. Offices that are designed using ergonomic principles can improve performance and reduce workplace injuries such as musculoskeletal disorders (MSDs).
 This study aims to obtain strategies of Office Ergonomics Program Improvement to prevent risk of musculoskeletal disorders (MSDs) cases in XYZ Company Qatar. The research approach was conducted through qualitative descriptive using expert based approach (System of System Methodology - SoSM). The study began by analyzing data on MSDs cases and sick leave related to MSDs. The results of analysis are taken into consideration when collecting assumptions for office ergonomics program improvement and its level of importance and certainty. The method used is Strategic Assumption Surfacing and Testing (SAST). Prioritizing of strategic assumptions are determined using Analytic Hierarchy Process (AHP) method. The data obtained were analyzed using Software Expert Choice 11. The results of analysis showed that Policy and procedure had the greatest value with 0.256, while the work station was 0.219, health check-up 0.059, awareness program 0.087, regular exercise 0.202, training 0.088 and supervision / monitoring 0.089.

Strategic of Implementation of Ergonomic Positions for Nurses in Healthcare Department with SAST and AHP Methods in Qatar

Background: Performing ergonomic positions in nursing care both directly and indirectly is very fundamental. However, it need the strategy to implement ergonomic positions for the nurses. Aims of research to determine strategies that can be applied by the Healthcare Department Management in the application of ergonomic positions for nurses in Qatar.
 Methods: Data analysis using SAST (Strategic Assumption Surfacing and Testing) and AHP (Analytic Hierarchy Process) for prioritized the criteria and alternative.
 Result: SAST analysis shows all assumptions that appear contained in quadrant I (Certain Planning Region), Process to affect working conditions assumptions with values ​​5.3 - 5.3 (Certainty – Important) are considered as definite and important in apply an ergonomic strategy. In the AHP analysis, Top Down with a value of 0.345 as the most priority choice for criteria level, and Ergonomic Committee Effectiveness being the choice with the highest value 0.231 in alternative level. Both strategies being selected in carrying out an ergonomic position strategy.
 Conclusions: In the AHP method, Process to affect working condition has been choose as certainty and important strategy to be implemented. In the SAST method, to achieve the goal, Top Down selected in criteria level and Ergonomic committee effectiveness in the alternative level.

Analysis of work plans of genetic resources commission of Jambi Province to develop plant genetic resources

Jambi Province has a wealth of plant genetic resources but its development for conservation and economic purpose is very limited. Some local varieties that have been registered in the Ministry of Agriculture and launched as national superior plant varieties are unpopular and now close to extinction. This research aims at exploring the existing condition of the plant genetic resources development among conservationists of local plant genetic resources and designing work plans as well as grouping those plans into two categories; Certain Plan and Problematic Plan. The method used in this study is qualitatively descriptive and Strategic Assumption Surfacing and Testing (SAST). The result of the study shows some problems faced by that of conservationists regarding unlabelled seeds, the absence of government guidance, and lack of promotion, business capital as well as marketing. Of 11 strategic assumptions, as many as nine assumptions are in the certain planning region. It means that those plans are important to develop the local plant genetic resources and believed to be successful. Also, three strategic assumptions grouped into the Problematic Planning Region. It means that despite the importance of these plans, the problems associated with them make the success of implementation is questioned.

Hajj Financial Management in the Maqāṣid Sharī’ah Perspective

This paper analyzes the management of the pilgrimage fund to the concept of Islamic wealth management and the management of the pilgrimage fund and its compliance with the maqāṣid al-sharī'ah. The first is done by analyzing the management of hajj funds by BPKH on the management of Islamic wealth. The second is done through interviews with academics, regulators, experts and practitioners. Descriptive processing is done through Strategic Assumption Surfacing and Testing (SAST). The analysis is done by selecting the 'important' and 'definite' variables. The results showed that the determinants of Hajj fund management according to Islamic wealth management were contracts, zakat and transparency. Hajj fund management policies for the protection of religion, including the setting of a fair and transparent haj quota, building infrastructure facilities for the pilgrimage, ensuring terms and conditions Life protection through the use of halal vaccines, providing and funding Hajj monitors, improving catering, lodging, transportation and health services and providing congregational data to the Ministry of Health. Protection of reason through improving the quality of rituals. Protection of assets through transparency in the management of hajj funds, direct investment in harmony with sharia, and management of hajj funds in Islamic banking.
