Exploring Influential Factors and Conditions Shaping Statistical Literacy Among Undergraduate Students in Mathematics Education

Statistical literacy (hereafter SL) has been considered an important learning outcome in statistics learning in higher education, yet studies that focus on investigating the factors and conditions that influence students’ SL, especially mathematics education students, are still limited. This study seeks to uncover the factors and conditions that significantly contribute to the SL of mathematics education students. This survey study involved 1,287 mathematics education students from 21 higher education institutions in Indonesia. Linear regression analysis involving four predictor variables (i.e., gender, status of higher education institution, laptop ownership, and research preference) was performed to determine the variables that contributed significantly in predicting SL achievement. The results revealed that gender, higher education institution’s status, and laptop ownership contributed significantly, but research preference was not significant in predicting mathematics education students’ SL. Furthermore, laptop ownership was found to have the highest contribution in predicting mathematics education students’ SL. All findings and their implications are discussed.

Contemporary Issues in Higher Education: Diversity, Inclusion, Management and Governance

Purpose: Teachers, students, and the administration of higher education institutions face a variety of opportunities and challenges as a result of diversity and inclusion. This study looks at diversity and inclusion as a current concern in postsecondary education from the perspectives of instructors, students, and institutional administration. It aims to offer suggestions for dealing with these problems in universities. Higher education institutions are independent and not subject to government oversight in the same manner as public sector organizations, despite receiving significant public funding. The governance, management, and autonomous status of higher education institutions are other topics covered in this work.
 Methodology: This review draws from inclusion theory which has transformed the view on diversity management from preventing discrimination, which suits the moral view on equality as procedural or individual justice, to ensuring inclusion, which fits the moral view on equality as recognition of diversity. The information is based on literature from various sources.
 Findings: This study highlights that diversity and inclusion creates a better workplace for everyone while creating an inclusive learning environment. Good governance assures the quality of decision-making hence promotes effective delivery of educational services in a higher learning institution.
 Unique Contribution to Theory, Practice and Policy: This review article discusses various initiatives, strategies and challenges on diversity and inclusion in higher education as a contemporary issue. The paper also discusses the differences in management and governance as applied in higher education.

Relationship between bibliometric indicators and university ranking positions

A growing interest for demonstrating prestige and status of higher education institutions has spurred the establishment of several international ranking systems. A major percentage of these rankings include parameters related to scientific productivity. Here, we examined the differences between diverse rankings as well as correlation with bibliometric parameters and disciplines for the top universities. We investigated the top 300 universities from four international rankings, the Times Higher Education World University Ranking (THE), the QS World University Rankings (QS) the ShanghaiRanking-Academic Ranking of World Universities (ARWU) and the U.S.News Best Global Universities Ranking (USNews). The assessed parameters include ranking positions, size related and bibliometrics-related indicators of each selected ranking. The weight of scientometric parameters ranges between 20% (QS) and 75% (USNews). The most important parameters defining ranking positions include citations, international reputation, and the number of researchers, but the correlation strength varies among ranking systems. The absolute number of publications and citations are particularly important in ARWU and USNews rankings, and scientific category normalized (field weighted) citation impact is central in THE and USNews rankings. Our results confirm that universities having outstanding results in rankings using size-independent indicators (QS and THE) compared to others have significantly lower number of students. High impact research can improve position in ARWU and USNews ranking lists. Regarding to different disciplines, the main results show that outstanding universities in THE ranking have higher publication activity in social sciences and universities which perform better in USNews and QS ranking have more publications in science, technology, and medicine fields and lower score in social sciences. In brief, here we present a comprehensive analysis of the correlation between scientometric parameters and university ranking positions, as well as the performance of outstanding universities and their correlation with different disciplines, to help decision makers select parameters for strengthening and to attract the interest of prospective students and their parents via a better understanding of the functions of different ranks.

Global competition among universities in the world has become more challenging over years. This makes it demanding not only for universities in Indonesia to create positive improvements but also for the government to adapt with its innovations and policy initiatives. Meanwhile, New Public Management approach which was initially introduced in 1990s has been proposing administrative reforms on the old inefficient bureaucracy. In response to this, universities along with the government have been incorporating some aspects of The New Public Management theory in order for them to strive in global competition. This study seeks to analyze the changing status of Indonesian universities. It further discusses how some aspects of New Public Management are incorporated in university’s administration. This Indonesian case study argues that NPM values has influenced the changing system of universities in Indonesia. NPS still exists partially if not fully, in Indonesian universities despite the problem of public acceptance responding to the government’s policy on university reforms.

The impact of the covid-19 crisis on higher education

Abstract The current pandemic crisis is unique in its kind, becoming a global cataclysm with a multilateral impact and an extended spread over time. Affecting all aspects of human activity, this crisis has inevitably affected the higher education system, and its consequences are manifesting both locally and internationally. The purpose of this paper was to establish the influence of crisis on the economic situation of higher education institutions. After studying of different institutions reports, analytical presentations of authors from different countries, as well as the author's communication with colleagues from different educational institutions during online academic meetings, it became possible to compile a complex picture of economic consequences of the COVID-19 crisis on higher education system. The research results showed an extremely uneven spread of the economic effects of the pandemic crisis. Thus, the least COVID-19 crisis has affected universities in industrially developed countries and the disastrous impact will manifested in developing countries. In addition, a dependence of evolution of economic situation of educational institutions of a complex of important factors was detected. It is about of change in living standard of the population, the capacity of the local authorities to manage the consequences of the pandemic, the changes in higher education policies, presiding students to do higher education, managerial ability to manage the economic and financial status of higher education institutions and others. Likewise, certain ways of solving economic problems have been outlined.

Value Addition Through Higher Education: With Special Reference To Skill Development In North East India

In India, higher education is a need of hour. The excellence of Higher Edification decides the production of skilled manpower to the nation.
 Indian education system significantly teaching has not been tested too economical to form youths of our country employable in line with the requirement of job market. Despite the rise in range of establishments at primary, secondary and tertiary level our young educated folks don't seem to be capable of being used and recovering job opportunities. Reason being they need not non-heritable such skills essential for demand of the duty market.
 The present study is aimed at analyzing the status of higher education institutions in terms of Infrastructure, various courses of the institute, quality Initiatives and skill development program offered by the Institutes, in the North-East India region, so as to see whether the Higher Educational Institutes of this region are in the process of gradually developing the skills of the students in attaining excellence. The paper also laid emphasis on the measures adopted by these institutes for quality improvement, and to find out their role in combating the adversity acclaimed in the region, since this region’s development is impeded by certain inherent difficulties However, this paper focuses attention on high quality education with special emphasis on higher education for forward linkages through value addition.

INSTITUTIONAL MODEL OF HIGHER EDUCATION AS A FRAMEWORK OF KNOWLEDGE MANAGEMENT

Process management in any organization is primarily limited by characteristics of the organization. This equally applies to higher education area. The management system for higher education institutions is based on its institutional characteristics. The essential elements on which the quality of knowledge management in higher education institutions depends are: the status of higher education institutions, the quality of institutions of higher education and the system of financing higher education institutions. In the case of Montenegro, as transition country, important elements of the system of higher education are defined by Low from 2018. The status of the institutions does not comply with international standards. We do not have the possibility for a clear international recognition of higher education institutions in Montenegro (University, College, College-University ), as well as clearly defined universities of academic and applied sciences university (Croatian University). The functionality and equity of higher education institutions must be ensured by regulations and change the disability status of independent faculties in the current legislation. Problematic points of the existing Law are related to the following: financial guarantee of continuity of study programs and re-accreditation of study programs. It is necessary to legislate new principles of higher education financing which support the balance between the financing of higher education institutions (on the basis of a contract on education of a certain staff profile) and direct student financing (through vouchers for the benefit of students, at the expense of the budget and / or granting loans to students education, which, depending on the achieved success, which students return to certain deadlines after graduation and employment). Tuition fees for all institutions of higher education must be based on an objectively determined cost of student studies, and tuition fees below the cost price (prohibition of dumping fees) should not be tolerated, except for the usual incentives, discounts and scholarships at the expense of the institution's funds, but not the funds that the institution receives from the budget. Accreditation and re-accreditation of the higher education institution should provide conditions for: internal quality assurance, external quality assurance and control of the process by quality assurance agencies. Under the conditions of this higher education system, uninterrupted development of modern forms of higher education is possible, especially one that is dominant in developed education systems, as well as the success of knowledge management in the higher education system.

Teacher’s imageas a basis of increasing competitiveness of higher education: a paradigm of modern educational process

The urgency of the research topic is that the attempt, through the prism of higher education in Ukraine, is to outline the factors and opportunities for forming a positive image of a modern teacher as the basis for the competitiveness of a higher educational institution. The purpose of the article is: rethinking the teacher’s image in conditions of growing demands and increasing competitiveness among higher education institutions. The objectives of the study are to summarize the data of the investigated problem and to develop a model for the development of theoretical aspects of forming a teacher’s positive image in the context of the growth of the status of the university, and an analysis of the interdependence of the teacher’s image and his professional competence, practical skills, and the ability to associate theory with practice. The research methodology is general scientific and special-disciplinary methods of scientific research. In particular, the methods of theoretical generalization, analogy and abstraction are used to clarify the conditions, specifics and realities of the modern educational process, in particular – in higher educational institutions; deduction and induction, analysis and synthesis – to identify systemic problems of Ukrainian universities the needs satisfaction of educational services users; the synthesis of progressive ideas on designing ways to enhance the teacher’s positive image in the context of the growth of the status of higher education institutions. Also, special-disciplinary methods of scientific research are used: comparison, systematization and grouping – to generalize the model of development of theoretical aspects of creating of a positive image of the teacher in the context of the formation of the image of the university; analytical – in the analysis of the interdependence of the teacher's image and his professional competence, practical skills and ability to associate theory with practice, etc. The result of the study is a theoretical understanding of the teacher’s image in the context of the formation of the competitiveness of a higher educational institution. The result of the analysis is the constant, systematic improvement of their own professional competencies. And only under this condition, the teacher will be able to rely on the authority and respect among students and colleagues. It is noted that the current state of higher education dictates the necessity of finding new ways of solving problems of increasing the efficiency of not only training, preparation of a specialist in the labor market, but also the efficiency of the activity of a higher educational establishment in conditions of autonomy. Conclusion. The positive image of the teacher, and in general the educational institution, will increase the authority of the professions and specialties of higher education. And philosophy itself should assume responsibility for the formation of the future teacher, since since ancient times, philosophy has been, is and will be the reason for the comprehension of wisdom. The image of a modern teacher largely depends on his professional competence in practical skills and the ability to instruct students to study the theory in close relationship with practice. Organizational and legal issues of interaction between commercial organizations and universities are considered; state participation in the costs of commercial firms spent on the implementation of the university research and implementation work are considered. The analysis of the legal status of higher education institutions is carried out, such as budget institutions, limits their participation in commercial activities; possible ways to develop the commercialization of the activities of budget institutions are described. Proposals to improve the relationship between business, the state and the university are given.

Recruitments in Finnish universities: practicing strategic or pathetic HRM?

Recruitment is a core instrument in the academic labour market. This article takes the perspective of the organisation − here, the university − on recruitment. Universities’ personnel policies and practises are shifting from legally oriented personnel administration to more strategic human resource management (HRM). In Nordic countries, this shift is partly driven by the changing status of higher education institutions from state-governed bureaus to more autonomous institutions. This article provides insight into this transition, using Finland as a case example of higher education systems that have undergone drastic reform, moving from a civil servant model to autonomous personnel policy. Data were collected in 2015 for the Evaluation of the Four-Stage Career Model in Finnish Universities project. Based on the analysis of the evaluation data, it can be concluded that, despite the legal reform, old practices continue to matter in the personnel policies and management of universities. Permanent positions (formerly public posts) and the funding sources for academic work still define the nature of the HRM practices aimed towards individuals in the new universities. Some groups might call these HRM practices strategic, while for others, the better word would be pathetic.

Higher Education Scenario of the North-Eastern India

Education is one of the most crucial indices of socio-economic development. In India, higher education is of vital importance to build knowledge-based society of the 21st Century. It is the quality of higher education that decides the quality of human resources of the country. The present study is aimed at analysis and to highlight the status of higher education institution of the North-East and the steps adopted by these institutes for quality improvement since this region’s development is impeded by certain inherent difficulties. The result shows that the general infrastructural facilities are satisfactory, but considering the changing student needs, the facilities are inadequate. The Higher Educational Institutes of this region are in the process of gradual development towards excellence.

Public Procurement Law, Public Bodies, and the General Interest: Perspectives from Higher Education

Abstract This article examines the interaction of EC public procurement law with the legislative framework governing higher education in England and Wales. It focuses on the impact of this interaction on changing status of higher education institutions, organisations that are at the margins of the much-discussed public–private divide in law. The Higher Education Act 2004 is viewed as a driver of potential change in status, and a distinction is drawn between mechanisms which appear to support the introduction of change and those that instead introduce fluctuation and lead to concerns for legal certainty at the margins of public law. The study thus also has wider relevance where public-sector reform is premised upon organisational forms with hybrid or ambiguous status.
