Trespassing boundaries between national identities: the metamorphosis of Vojtech Tuka from a Hungarian academic to a Slovak prime minister

ABSTRACT Béla Tuka started his career as a Hungarian academic, but later he transformed into a Slovak nationalist politician, and renamed himself Vojtech Tuka. In 1939, he became the prime minister of the Nazi-oriented Slovak State. This study intends to reveal, how national narratives struggled to interpret this life path. After national explanations of trespassing the cultural boundaries between Slovak and Hungarian national identity did not prove to be coherent and convincing, the memory of Vojtech Tuka has been disregarded by both (opposing) national groups, mutually, since it questions the organic existence of nations and their boundaries.

SPATIAL DISTRIBUTION AND ACCESSIBILITY OF HEALTHCARE FACILITIES IN NIGER STATE, NIGERIA

The provision of adequate basic healthcare services is becoming increasingly difficult due to rapid population growth and lack of available resources. One of the imperatives of healthcare provision is a concern for both social and spatial justice. This study examines the spatial distribution and accessibility of healthcare facilities in Niger State. Secondary data were collected from the Niger State Ministry of Health and the National Population Commission. ArcGIS 10.4.1 software was used to create distribution maps of healthcare facilities throughout the state. The results of the study indicated that healthcare facilities in Niger State were not evenly distributed across the state. Niger East had the most accessible healthcare facilities, followed by Niger South. Despite having a sufficient number of healthcare facilities that meet the minimum global average recommended by the World Health Organization (WHO) in-terms of population ratio, the distribution of these facilities per population ratio were also not evenly distributed across the State with Niger North having the least healthcare facilities per population ratio which needs to be addressed to meet the WHO-recommended threshold. Moreover, several local government areas, including Muya, Agwara, Mashegu, Edati, Gbako, and Katcha, had no secondary healthcare facilities, indicating that healthcare accessibility in Niger North and Niger South was significantly limited. The study highlights the need for more well-equipped general hospitals in currently inadequate areas and the provision of primary healthcare facilities, particularly in rural areas throughout the State. Overall, the findings suggest that healthcare accessibility in Niger State is a critical issue that requires immediate attention.

Integrating scientific recommendations for the development and promotion of junior elite athletes in Germany – an analysis of sports policy documents

ABSTRACT This study examines the integration of holistic talent development goals into the sports policy documents of governmental and non-governmental sports organisations in Germany. More specifically, it analyses (1) the extent to which talent development and promotion goals of key actors involved in junior elite sport reflect scientific recommendations, and (2) how these goals differ between key actors. Different goal dimensions of holistic talent development were explored namely long-term sporting development, competitions, dual career, personal development and wellbeing. To this end, document analysis was conducted for 30 sports policy documents published by 22 key actors (federal and state ministries, sports confederations and sports federations) involved in talent development and promotion in Germany and analysed using quantitative content analysis. The results indicate that political institutions in Germany recognise and respect the autonomy of sports to specify their operational goals in talent development policies. The sports organisations’ documents present a fragmented picture in terms of the integration of scientifically recommended goals. While the German Olympic Sports Confederation (DOSB) largely aligns with holistic goals, no comprehensive and systematic knowledge transfer seems to have taken place to regional confederations and sports federations, in which organisational perspectives appear to be influential. This study extends the literature on knowledge transfer of sports science to a policy perspective and offers valuable insights into the integration of scientifically recommended goals in talent development and promotion policies, both for science and practice.

Impact Assessment of Counselling on Family of Children with Intellectual Disability in Cross River State, Nigeria

This study examined the impact of counseling on the families of children with intellectual disability (ID) in Cross River State, Nigeria. Three research questions were generated to guide the study while the Ex-post-Facto research design was adopted. A purposive sampling technique was used, and 100 parents of children with ID were selected from the Association for Intellectual and Developmental Disabilities of Nigeria (AIDDN), Cross River State Chapter. These parents have been exposed to psychodynamic counseling in the past. The instrument used for data collection was a structured questionnaire titled “Impact of Counseling on Parents of Children with ID (ICPCID)”. The instrument was validated by three experts, two in special education and one in measurement and evaluation. The reliability coefficient of 0.88 was obtained using Cronbach Alpha. The data collected were analyzed using simple percentages, frequencies, and mean scores. The findings revealed, among others, that counseling has a higher impact on the information needs of parents of children with ID. Counseling has a significant positive impact on the emotional stability of parents of children with ID. Counseling has a significant positive impact on stabilizing families of children with ID. Based on the findings, it was recommended, among others, that the Cross River State Government should establish a department of guidance and counseling under the State Ministry of Education that regularly caters for the counseling needs of parents of children with ID in the state.

The role of anti-corruption legislation in sustainable development

This article identifies the role of anti-corruption legislation in sustainable development. The descriptive approach is used to achieve the research objectives, as it is the appropriate scientific method suitable for the nature of the study subject in terms of presenting information related to combating administrative corruption. The results indicate that efforts to combat administrative corruption to achieve sustainable development in countries can only be achieved through strict legislation specialized in combating administrative corruption with the activation of accountability mechanisms in all state departments, bodies, and ministries. The results also demonstrate the alignment of the national and international efforts to reduce the phenomenon of corruption through international agreements and treaties. Towards the end, key conclusions and recommendations are also appropriately incorporated.

Research on Comprehensive Evaluation Indicators and Methods of World-Class Open-Pit Coal Mines

Since the 20th century, with the rapid development of the global economy, human demand for fossil energy such as coal has been increasing. In the face of fierce competition, the state and various ministries and commissions have put forward the goals and requirements of building a world-class enterprise, and how to become a world-class open-pit coal mine and establish the corresponding evaluation standards has become an urgent scientific problem to be solved. According to the characteristics of open-pit coal mine production and operation, from the perspective of benchmarking world class, the key factors affecting the construction of world-class open-pit coal mines are extracted by using the fuzzy DEMATEL method, and the comprehensive evaluation index system, evaluation standards, and methods of open-pit coal mines are established, which provides benchmarks and guidelines for the construction of world-class open-pit coal mines and improves the construction level of world-class open-pit coal mines.

Perspectives of Female Physicians Who Lead in the Public Health Sector in India – A Qualitative Study

abstract Introduction: This qualitative, research studies female physicians in leadership roles to identify reasons for their underrepresentation. Materials and Methods: Fourteen female physicians in leadership positions in India’s federal and state ministries of health were purposively sampled and interviewed online. Results: Female physician face cultural, organisational and structural barriers. Familial expectations and imbibed, internalised responsibility to prioritise family hold them back. The rigid bureaucracy makes their workplaces non-inclusive. Microaggressions and implicit gender bias abound. A formalised training system and a performance-based reward system are absent. The enabling factors are family support, incidental learning, being emotionally intelligent and passion for their work. Conclusions: Action at the societal, medical education and public health system structural level can motivate female physicians to assume for leadership positions.

Service Innovation And Marketing Performance Of Eatery Firms In Port Harcourt, Rivers State

The study delved into the correlation between service innovation and marketing performance within eateries in Port Harcourt. A descriptive survey design was employed, targeting 121 eateries registered with the Rivers State Ministry of Commerce and Industry as of May 2023. With a sample size of 90 respondents determined using Krejcie and Morgan's (1970) Table, 80 completed questionnaires were used for analysis after achieving an 89% response rate. Utilizing SPSS Version 2.2.0, Spearman Rank Order Correlation was employed to test the hypotheses. The results indicated a noteworthy relationship between service innovation dimensions and various marketing performance measures among eateries in Port Harcourt. The study concluded that the relationship between service innovation and marketing performance is noteworthy, suggesting that eateries in Port Harcourt integrate new service concepts and delivery methods to enhance customer retention and repeat purchases. Furthermore, the study recommends providing effective training to employees for managing new customer relationships.

The extinction inventories of convents in 1834

In 1834, by Decree of 30 May and as part of the general ecclesiastical reform undertaken by Joaquim António de Aguiar, Minister and Secretary of State, and carried out by the Commission for the General Reform of the Clergy (1833-1837), all convents, monasteries, colleges, hospices and religious houses of all religious orders were extinguished, with the female houses remaining subject to their respective bishops until the death of the last nun, the date of their definitive closure. The process of extinction of religious houses involved the drawing up of hundreds of inventories currently in the Torre do Tombo National Archive. This wealth of information makes it possible to carry out countless archival, history, and art history studies associated with economic and sociological studies. In this study, we intend to focus on the inventories of the Santo André de Rendufe monastery and the Convent of Christ in Tomar. The fact that both institutions have a Benedictine character (in the first case, black monks and in the second, friars of the Order of Christ) but are located in different places in the kingdom will allow us to make comparisons, propose hypotheses and draw conclusions that may help us to understand better how the above-mentioned processes of extinction of religious houses and the collection of their archives and documentary collections were conducted.

Dental auxiliaries’ knowledge, attitude, and practices regarding noma prevention: A cross-sectional study in Northwestern Nigeria

Objective: The objective is to evaluate dental auxiliaries’ knowledge, attitudes, and practices for the prevention of noma disease. Materials and Methods: This was a cross-sectional study conducted over 6 months. After obtaining ethical clearance from the Sokoto and Zamfara State Ministries of Health, all consenting dental assistant staff who met the selection criteria were administered a validated questionnaire containing 17 questions assessing the respondents’ knowledge, attitudes, and practices. They were recruited using a self-administered questionnaire. The overall score was classified as “low” if the average score was 50% or less (50% or less), satisfactory (51%–69%), or good (70% or more). Data were analyzed using IBM SPSS version 20 software. Results: A total of 149 respondents returned the questionnaire, of which 80 (53.7%) were men and 69 (46.3%) were women. The mean ± standard deviation age of respondents was 27.37 ± 7.00 years, with a range of 20–58 years. The age of respondents was divided into four groups, and the majority of 112 respondents (75.2%) were in their 30s. The majority of respondents, 141 (94.6%), know about the prevention of noma disease. The total respondent score was 1827 points (72.1%), which was evaluated as “good.” Conclusion: Knowledge, attitudes, and practices of dental auxiliaries in the field of noma prevention are good. Dental auxiliaries, if supervised and appropriately trained, can play a role in noma prevention by actively participating in and disseminating information on specific preventive measures such as scaling and polishing.

The Role of Universities in Awareness Creation Towards Plastic Pollution Mitigation in Nigeria

The continent of Africa just like other continents is experiencing the negative impact of plastic pollution as well as other environmental pollution related issues. Plastic pollution is therefore an issue of great concern to communities, cities and campuses across Nigeria. Federal and State Ministries of Environment and other environmental related NGOs in collaboration with Universities in Nigeria need to join hands in fighting this menace. This study vividly identifies the role of universities in awareness creation towards plastic pollution mitigation in Nigeria.

Managing School Climate for Teachers’ Job Performance in Public Senior Secondary Schools in Rivers State

This study investigated managing school climate for teachers’ job performance in public senior secondary schools in Rivers State. Four research questions and four null hypotheses were used for the study. A Descriptive Survey Research Design was used for the study. The population of this study comprised 6,893 teachers in public senior secondary schools in Rivers State. A sample of 1,379 teachers representing 20% of the 286 public senior secondary schools in Rivers State was used for the study. Stratified random sampling technique was used for the study. The research instrument that was used in this study was a 20 items self-structured questionnaire titled: Managing School Climate For Teachers’ Job Performance Questionnaire (MSCTJPQ). The instruments were validated and reliability index was determined by the use of Cronbach alpha reliability statistics tool which yielded 0.82. The statistical tools used for answering the research questions was Mean and Standard Deviation; while t-test was used to test the null hypotheses at 0.05 Alpha level of significance. The findings of the study showed that; Leadership practices, Collaborative culture, Professional development and Teachers’ well-being enhance teachers’ job performance in public senior secondary schools in Rivers State. Based on the findings, the study therefore conclude that effective management of the school climate plays a pivotal role in enhancing teachers’ job performance in public senior secondary schools in Rivers State. The study therefore recommended that; Rivers State ministry of education should invest in leadership training for school administrators to enhance their skills in creating and sustaining a positive school climate. Effective leadership sets the tone for a supportive and collaborative environment. Also, Rivers State school administrators should foster the creation of PLCs where teachers can collaborate, share ideas, and support each other's professional growth and also, involve teachers in decision-making processes related to school policies, curriculum development, and other relevant matters. This collaborative approach enhances the overall school climate.

KEDUDUKAN DAN HUBUNGAN TRIUMVIRAT MENTERI SEBAGAI PELAKSANA TUGAS KEPRESIDENAN DALAM SISTEM KETATANEGARAAN DAN KEMENTERIAN NEGARA REPUBLIK INDONESIA

This research aims to examine the position of the triumvirate of ministers in the constitutional system of the Republic of Indonesia and examine the relationship between the triumvirate of ministers as executors of presidential duties in the State Ministry system of the Republic of Indonesia. The type of research used in this research is normative legal research. The research results show that the position of the triumvirate of ministers in the constitutional system of the Unitary State of the Republic of Indonesia has been regulated in the third amendment to the 1945 Constitution of the Republic of Indonesia, namely Article 8 paragraph (3) which regulates more detailed rules in the event that the President and Vice President are absent. Then the reason why the ministers of the Triumvirate carry out presidential duties is because they are considered to understand the ins and outs of government affairs. The solution offered by the author is that the President and the People's Representative Council need to make derivative regulations for the implementation of Article 8 Paragraph (3) of the 1945 Constitution of the Republic of Indonesia and a change needs to be made in Law Number 39 of 2008 concerning the Ministry of State Affairs.

Impact of Revenue-Expenditure Gap on Economic Outputs in Kwara State

Internally Generated Revenue has emerged in recent times as a crucial aspect of economic growth and development. Drawing from some of the recent literature on public expenditure, this study estimated the impact of revenue-expenditure gap on output in Nigeria with a case study of Kwara State. The study employed Auto-Regressive Distributed technique on data obtained from the Kwara State Ministry of Finance, Planning and Economic Development for its analysis. The results of the study show that there has been an upward trend in the revenue-expenditure gap in Kwara State. The implication is that the government expenditure has been more than its revenue and later translated into a deficit budget for the state. The findings also indicate that this gap slows the growth of economic outputs in Kwara State. Therefore, the Nigerian government should take urgent and adequate steps to increase their internally generated revenue.

The topic of bullying is never discussed from time to time, the phenomenon of bullying is like an epidemic or a rapidly spreading disease that causes many victims. The phenomenon of bullying is increasingly growing because currently it is a modern era that cannot be separated from technological developments which have positive and negative impacts. Television or social media shows are easier for school-age children to imitate, especially behavior that is considered not good. For example, a fight scene that ends in bullying. Bullying occurs at every school level, from elementary school, middle school, high school to university, both public schools and religious schools and Islamic boarding schools. Bullying is carried out by students, teachers, parents and also school principals with the majority of victims being students. In order to protect and prevent bullying, the government has issued many laws such as the Child Protection Law, the Children's Criminal Justice System Law, the Minister of Education, Culture, Research and Technology Regulations, the Minister of State for Women's Empowerment and Child Protection Regulations, Guidebooks and Programs Anti-bullying from each school and various forms of efforts to anticipate and prevent bullying in schools. In fact, the various regulations issued by the Government have not been able to overcome bullying behavior, which will even increase by 30% in 2023 compared to 2022. This research will complement other research that has been carried out previously, using a different perspective, namely with the concept of sustainability. activities through the PDCA (Plan, Do, Check, Action) system, which requires stakeholders (Government, Teachers, Parents, Students, Law Enforcement and all parties involved) to carry out systematic and holistic prevention efforts, which in every The steps taken must always be reviewed to find out whether the work plan made has succeeded in preventing or not being effective.

The Task‐Sharing Path to Safe and Accessible Anaesthesia Care in India: The Role of Professional Associations in Health Policy Reform

ABSTRACTThe worldwide anaesthesia workforce shortage is a concern and ‘shared responsibility’ for all the national or state anaesthetic societies and Ministries of Health. The Lancet Commission on Global Surgery estimated the need for 143 million additional surgeries each year globally. These would be included in the World Health Organization's (WHO) 44 essential surgeries to be performed at district hospitals. However, insufficient availability of safe anaesthesia is a key barrier. The World Federation of Societies of Anaesthesiologists (WFSA) recommends at least five specialist physician‐anaesthesia providers per 100,000 population. India requires at least 60,000 additional physician‐anaesthesiologists over the next 10 years. This paper discusses the two‐decade journey of a policy initiative by the Ministry of Health and Family Welfare (MoHFW) in India to create a new category of a physician with Life Saving Anaesthetic Skills (LSAS). This addressed the shortage of anaesthetists specifically for the dire emergency obstetric situations at the First Referral hospitals. The annual training capacity for physicians for LSAS training was 40–100 in 5 of the poorest states of India, with the maximum shortages of anaesthetists. On following up a sample of 838 LSAS physicians, only about two‐thirds were able to practice their life‐saving skills. The MoHFW innovated further by pairing a physician trained in Emergency Obstetric Care with an LSAS‐physician (buddy‐pairing) as a functioning team. For comparison, we discuss the midwife model supported by the professional association of obstetricians in India. The flexible, ‘team‐based’ task‐sharing approach optimizes anaesthesia care within available resources. Leadership and vision from the professional societies of anaesthesiology are key to policy reform in India. National engagement can be facilitated through support for district‐level non‐specialist physician provider with life‐saving anaesthesia skills training, engagement in research and formulation of the national surgical and anaesthesia plans to achieve universal healthcare in India.

Tera and Re-Tera Services are under the responsibility of the Metrological Division, especially the Tera and Re-Tera Service Section at the Gunung Mas Regency Industry and Trade Office. This study aims to find out how the Quality of Public Services is Re-Labeled by the Gunung Mas Regency Industry and Trade Office. Based on the results of observations, interviews and documentation in this study, it shows that the Quality of Public Services in the Re-Tera by the Gunung Mas Regency Industry and Trade Office can be concluded as follows: 1. The Re-Tera service carried out by the Gunung Mas Regency Industry and Trade Office has basically been carried out in accordance with public service standards which are in line with the regulations of the Minister of Apparatus Empowerment State No. 63/KEP/M.PAN/7/2003 concerning General Guidelines for the Implementation of Services. 2. The availability of human resources to provide services in the implementation of certified services and have special expertise in the field of Tera-Tera Re-Tera is only 1 (one) employee. 3. There are no basic technical rules for services in the form of Regional Regulations and Regulations of the Gunung Mas Regency Industry and Trade Office. The suggestions in this study are: 1. It is necessary to conduct a more in-depth assessment of the analysis of employee needs, especially Penera. 2. In addition, it is also necessary to make specific rules related to the Re-Tera Tera Service.

Fábrica de líderes: a influência da USP na formação da elite dirigente nacional

The University of São Paulo (USP) is acknowledged for its scientific and cultural significance. This article investigates the extent of USP’s influence on the shaping of Brazil’s governing elites. The study is founded on a quantitative analysis of the academic background of individuals occupying top positions in the federal public administration (Presidents of the Republic, Presidents of the Central Bank, Ministers of State, leaders of the Legislative, Judiciary, and the Public Prosecutor Service) from the 1930s to the present day. The data reveals that usp has made a significant contribution to the education of high-ranking federal members across various spheres, with its influence being predominant. The participation of USP alumni varies over time and between different political regimes, being more pronounced during democratic periods. Moreover, other higher education institutions have also played crucial roles in the formation of governing elites. The diversity of institutions attended by government members reflects the complexity and dynamics of the formation of Brazilian elites, influenced by political and social changes over time.

Conceptualization of the expansion of the Authority of the Supreme Court as a Dispute Settlement Institution for Authority of State Institutions outside the Constitution

The authority to form state institutions outside the constitution, especially Non-Ministry Government Institutions (LPNK) rests with the President based on Article 4 paragraph (1) of the 1945 Constitution of the Republic of Indonesia. The formation of these state institutions is not limited as the regulation on the number of state ministries which limits the number of ministries to 34 (thirty four). This can create the potential for overlapping authorities and authority disputes between state institutions outside the constitution so that it requires a state institution that can resolve them. Based on this, this study will examine related 1) how to reconstruct the President's authority in forming state institutions outside the constitution; and 2) how to conceptualize the extension of the authority of the Supreme Court as a dispute resolution institution for the authority of state institutions outside the constitution. This study uses a normative juridical method with a statutory approach. The results of the study indicate that the President has the authority to form state institutions outside the constitution through his authority in submitting Draft Laws, forming Government Regulations in Lieu of Laws, and forming Presidential Regulations, in which there are no restrictions. Arrangements for the formation of state institutions outside the constitution must be limited as state ministries in Article 15 of the Law on State Ministries. Then the concept of extending the authority of the Supreme Court as an institution for resolving disputes over the authority of state institutions outside the constitution can be taken from the granting of authority through attribution through Article 24A paragraph (1) of the 1945 Constitution of the Republic of Indonesia. The position of the Supreme Court as a constitutional organ and institution of judicial power is independent from other powers so that it has the potential to become an institution for resolving disputes over the authority of state institutions outside the constitution
