Reassessment of industrial eco-efficiency in China under the sustainable development goals: A meta two-stage parallel entropy dynamic DDF-DEA model

As the path of industrial eco-efficiency (IEE) needs to be re-examined from a multi-dimensional perspective, this research opens the internal “black box” of China's industrial eco-economic system driven by sustainable development goals (SDGs) and decomposes IEE into industrial production and sustainable development stages. It further divides the industrial production stage into two parallel subsystems of water use efficiency (WUE) and energy efficiency (EE) and derives SDG6 efficiency (SDG6E) and SDG7 efficiency (SDG7E) in the sustainable development stage respectively. The paper proposes a meta two-stage parallel entropy dynamic DDF-DEA model to re-measure IEE of 30 provinces in China from 2015 to 2021, discusses the relationship between overall efficiency and stage efficiency, and by using the Tobit model explores various types of influencing factors by subregion. The results show that the modified DDF-DEA model can explore China's IEE more accurately under SDGs. China's IEE is more stable from 2015 to 2021, with the efficiency value always fluctuating between 0.59 and 0.64, the overall level is low, and there is more room for improvement. There are significant inter-provincial differences in IEE and efficiency inertia. In more than 75% of the provinces SDG7E constrains IEE improvement, while the dynamic evolution of IEE and its subsystem efficiency varies across regions. Environmental regulation is a common factor affecting IEE across the country and in the east, central, and west regions, whereas the level of economic development, openness to the outside world, and urbanization rate are differential factors affecting IEE across the country and in the three major regions. This study offers new perspectives for exploring the path of IEE enhancement and providing empirical references for the collaborative construction of industrial ecological civilization.

PRODUCTIVE CAPACITY AND SUSTAINABLE DEVELOPMENT OF UKRAINE IN THE CONDITIONS OF WAR

The article examines the state of Ukraine’s military economy and forecasts of its reconstruction. It is noted that one of the ways for a country to survive is to maintain the productive capacity of its economy, which reflects the efficient use of all resources, the quality of human capital and sustainable development. The essence and approaches to assessing the productive capacity of Ukraine, in particular according to the Productive Capacities Index (PCI), have been revealed. For the development of the European KLEMS productive capacity model, a formalized model and an approach to deepening its informational component are proposed. The factors of the “technological leap” that can be drivers of the development of productive capacity have been highlighted. The authors have proposed to consider productive capacity through the prism of sustainable development and its goals (SDGs). The “ecological footprint” has been described, which as of 2021 is 73% higher than the possibility of renewing the world’s ecosystems. The paper also covers a comprehensive approach to overcoming this risk (Twin-strategy) based on a combination of economic (but only within ecological) and social determinants of sustainable development. It has been noted that a bilateral “green” and “digital” strategy for the transition to the next stage of sustainable development (Twin Transitions for Global Value Chains) is relevant. A foresight approach to reducing gaps in the development of countries’ economies using advanced “green” technologies has been described.” It is summarized that in order to increase the productive capacity, Ukraine needs to rebuild the economy on the principles of Industry 4.0 with robotized production at “smart” factories. It has been studied that according to the Frontier Technologies Readiness Index, Ukraine belongs to the group of countries with an above-average level of the index. Recommendations on research and management of production potential for the reconstruction of Ukraine’s economy and its growth in the context of a bilateral “green” and “digital” strategy of sustainable development are given.

SOCIAL RESPONSIBILITY OF HOSPITALITY BUSINESS IN UKRAINE: A RETROSPECTIVE ANALYSIS

The article is devoted to a scientific generalization of social responsibility areas of hospitality industry in order to highlight the strategic priorities of its further development in the process of European integration and post-war recovery. Research methods: retrospective analysis, theoretical generalization, classification, grouping. It was determined that the modern consumer actively broadcasts his demand for environmental friendliness, a healthy and conscious lifestyle, while not neglecting the requirement of high service quality. Without the process of institutionalizing social responsibility, it is quite difficult for businesses to respond to these requests.
 4 stages of social responsibility development of hospitality industry were summarized, namely: pre-institutional stage (internal social responsibility directed mainly at employees; charity), stakeholder stage (taking into account the interests of both internal and external stakeholders at all stages of the product cycle), sustainable development stage (includes three directions: environmental friendliness, accessibility, quality assurance in compliance with the Sustainable Development Goals), the stage of activity in war conditions (includes three directions: volunteering, isolation and boycott of the russian federation, countering violence and harassment). Each of these four stages does not lose its relevance, because the service sector is diverse and connected with all other sectors of the national economy. It was determined that the main content of the social responsibility of hospitality industry in Ukraine is the provision of quality services in compliance with ecological and ethical aspects when interacting with both internal and external stakeholders. Understanding what was and is important for the Ukrainian service sector in the field of CSR provides an opportunity for harmonious integration into the European and international business space, the spread and observance of the principles of ethics, accessibility, and environmental friendliness in the post-war recovery of the country's economy.

Using eco‐efficiency and eco‐wellbeing performance as indicators for urban sustainable development: A two‐stage network analysis

AbstractSustainable development is one of the most significant issues of concern around the world today. Sustainable development goals cover natural resources, the environment, and human well‐being. It follows that eco‐efficiency (EE) and eco‐well‐being performance (EWP) are valid tools for measuring the level of different stages of sustainable development. This study uses a two‐stage super‐SBM model to gauge the EE and EWP of 281 cities in China from 2011 to 2019. The results show the following: (1) The national EE average is low, with M‐shaped “rising‐declining‐rising‐declining” fluctuation. The national EWP average is low, but there is a clear upward trend. (2) From a regional perspective, the best EE is in the eastern region, followed by the central and western regions, and the worst is in the northeastern region. The best EWP is in the western region, followed by the eastern and northeastern regions, and the worst is in the central region. (3) Among the 281 sample cities, approximately 12.8% are in the high EE‐high EWP development mode, 25.6% are in the high EE‐low EWP development mode, 18.2% are in the low EE‐high EWP development mode, and 43.4% are in the low EE‐low EWP development mode. Collectively, the three cities with the strongest sustainability are Shenzhen, Beijing, and Haikou, and the three weakest are Baise, Jinchang, and Baiyin. In addition, cities with larger populations tend to exhibit greater sustainability. These results provide the necessary reference for Chinese cities and cities worldwide in similar situations to formulate policies to improve sustainability.

Периодизация развития общественного дошкольного воспитания детей нерусских национальностей в РСФСР (1917 – первая треть 1930-х гг.)

The article presents the results of studying the organization of public preschool education of children of non-Russian nationalities in the RSFSR. The purpose of the study was to study the development of public preschool education of children of non-Russian nationalities in the RSFSR. Methods – analysis, comparison, generalization of archival and published sources, regulatory documents. The result of the study was the periodization of the development of public preschool education of children of non-Russian nationalities in the RSFSR. The chronological boundaries of the study define the stages of development of public preschool education of children of non-Russian nationalities: the indicative stage (1917–1923), the stage of formation (1923–1927), the stage of sustainable development (1928 – early 1930s.). Within each stage, the directions of development of public preschool education of children of non-Russian nationalities are highlighted and characterized: formation of management bodies for public preschool education of children of non-Russian nationalities, agitation and propaganda, creation of a network of preschool institutions, determination of the purpose and content of educational work, professional training of personnel for national preschool institutions. The results of the study deepen scientific knowledge on the history of the development of the Soviet system of public preschool education, expand the representation of the history of the development of the system of professional and additional education for the training of educators.

Does regional services development enhance manufacturing firm productivity? A manufacturing servitization perspective

Based on the micro-firm data in China, this study investigates the impact of regional services development on manufacturing productivity from the perspective of manufacturing servitization. The results indicate that: (1) The uneven development of regional services has a 13.09% inhibitory effect on manufacturing firm productivity. (2) With the level of manufacturing servitization increases, regional services development will significantly improve manufacturing firm productivity by 19.98%. (3) This improvement effect differs significantly across service sectors and manufacturing technology categories, particularly pronounced in the financial and high-tech industries. (4) The higher the share of foreign service factor inputs used by the industry to which the firm belongs, the more the negative impact of regional services development on manufacturing firm productivity. These findings, which remain robust under two-way causality and indicator reconstruction, have important implications for the next stage of sustainable development with high-quality and effective integration of manufacturing and services in China.

Study on the Sustainable Development of JingZuo Furniture Structure and Pattern

This paper aims to study the protection for sustainable development of Jingzuo furniture. Intangible cultural heritage has undergone static protection and active inheritance, and is currently in a stage of sustainable development and protection. By taking the structure and pattern of Jingzuo furniture as an example, the approach and methods were studied, such as database building and simulation methods. Through the practice of the design of Jingzuo furniture, it is proved that digital technology is feasible and effective way to protect Jingzuo furniture.

The Main Development Stages of the Information Industry of the PRC

The purpose of this paper is to determine the qualitative features of development and transformation vectors of the information industry of the People’s Republic of China.
 The methodology. The research was conducted using a set of theoretical and empirical methods of scientific knowledge, which made it possible to identify the main stages in the evolution of the scientific and technical information system of the People’s Republic of China, to establish innovation vectors of its modern development. The following scientific approaches were cognitive tools for the implementation of this goal: systematic, historical, comparative, as well as research methods: statistical, modeling, content analysis of the website of the Institute for Scientific and Technical Information of China.
 The results. The generalization of the history of the origin and development of the scientific and technical information system of the PRC has identified three main stages of its institutionalization: starting stage (1956–1976), stage of sustainable development (1977–2000), stage of innovation changes (2001–present). At the first stage, a powerful start in the development of an effective state system of scientific and technical information was interrupted by a decade of regressive influence on the socio­economic development of the so­called “cultural revolution”. The second stage was marked by the breakthrough technologies in the implementation of projects for the development of effective tools for searching and systematization of scientific and technical information, in particular, the development of the “Chinese Library Classification” and the “Chinese Subject Thesaurus” in all fields of study, which won the National Prize in Science and Technology in 1983; the creation of the first automated abstract database “Chinese Pharmacy Abstracts” in 1984; the development of unique software for Chinese characters that ran on IBM­class computers, etc. The organizational infrastructure of the national scientific and technical information system was based on a combination of territorial and branch principles, as a result, regional information centers were formed in 27 provinces, municipalities and autonomous regions of the country, as well as departmental ones at large enterprises of 64 ministries of the PRC. The qualitative features of the third stage of development of the Information Industry of China — the stage of innovation changes — identify the processes of digital globalization, automation of Big Data processing, mastering the capabilities and technologies of artificial intelligence in the management of big data and the extraction of explicit and implicit knowledge.
 The scientific novelty. The author suggests a periodization of the main stages of development of the state system of scientific and technical information of the People’s Republic of China into scientific circulation for the first time; reveals the qualitative features of its functioning at each historical stage; identifies the vectors of diversification of Intelligent Products and Services, transformation strategies for the application of Smart Knowledge Service ecosystems, operated on the basis of analytical processing of big data by artificial intelligence technologies.
 The practical significance. The experience of developing the information industry and its transformation into the knowledge industry in China is useful to be borrowed by the Ukrainian state scientific and technical information system.

Impact assessment of waterway development on the socioeconomic conditions and ecosystem in the upper Yangtze River

AbstractThe waterway from Chongqing to Yibin in the upper Yangtze River provides strong support for the socioeconomic development in Western China, while it also has a negative influence on the river ecosystem, such as river fragmentation, wetland disconnectivity, fish habitat, and biodiversity. Accurately characterizing the exploitation, economic efficiency, and ecological pressure of the waterway from Chongqing to Yibin is of great significance for the further development of the upper Yangtze River. In this study, based on statistical data from the National Bureau of Statistics of China, the waterway development, economic benefits, and ecological pressure of the waterway from Chongqing to Yibin were evaluated. The sustainability index (SI) was introduced to comprehensively assess the sustainability of waterways using the hierarchical model, which integrates the exploitation ratio (ER), economic efficiency index (EEI), and ecological pressure index (EPI). A relatively low ER (41.04%), a low consistency index (CI, 0.31), a high EEI (9037.18 USA$/gha), and a low EPI (0.33) yielded an SI of 0.70, indicating that the waterway from Chongqing to Yibin in the upper Yangtze River is in a sustainable development stage. Compared with the typical global Golden Inland Waterways, the waterway from Chongqing to Yibin still has great development potential under the prioritizing ecological protection.

Pro-Poor Tourism and Local Practices: An Empirical Study of an Autonomous County in China

Pro-poor tourism increases net benefits for the poor or directs profits back into the community by employing local staff and manufacturing. Existing studies have provided a theoretical understanding of how pro-poor tourism can produce environmental, economic, social, and cultural impacts. Little research has been conducted on the power dynamics that are specific to pro-poor tourism, especially in developing countries. This study contributes to pro-poor tourism theory from an operation-level perspective by addressing the alignment and coordination of three stakeholders—local governments, tourism enterprises, and community residents—involved in implementing pro-poor tourism in an ethnic, autonomous county in southern China. The results indicate that in the absence of effective cooperation between the three major stakeholders in strategic tourism development aimed at poverty alleviation, substantially greater benefits will not be delivered to the poor. The findings of this study offer important insights into the roles that stakeholders could play at various stages of sustainable development in the long run. This study can also provide useful information to governments for policy replacements and adjustments.

Investigation of sustainability and key factors of Shenyang city in China using GRA and SRA methods

Sustainability is an important issue in urban construction and development. The paper evaluated the sustainable development of Shenyang city in recent thirty years. A new weighting method was proposed by the combination of the grey relational analysis (GRA) and sequential relationship analysis (SRA) methods that not only analyzes the correlation between indicators, but also ensures the objectivity of indicator weight. The assessment results show that the sustainability level of Shenyang was not high, with the best performance only 0.715 and the performances in 19 years (accounting for 61.29 %) below 0.5. Three stages of sustainable development were discovered: the first stage (1988–2000) was distinguished by increase tendency in fluctuation, the second stage (2001–2013) by a great increase, and the last stage (2014–2018) by a decline, but rebounded slightly in 2018. It is found economy had the closest relationship with city sustainability, followed by society and environment. However, the economic sustainability was the lowest among the three dimensions. Additionally, the development of environment showed a decline in recent ten years. Therefore, it is suggested local authorities should be alert to environmental downsides while promoting economic development. Some concrete and feasible suggestions are given through the analysis of key factors at indicator level.

The authors have developed a model of sustainable development of the transport system.

Key Principles of Sustainable Development of a Company’s Business System

Nowadays, the economic situation of a company is influenced by the dynamics of changes in external factors that directly affect the company development. This significantly complicates the decision-making system of the management aimed at improving the sustainability of implemented changes. At the same time, the problem is affected by the lack of understanding at what stage of sustainable development the enterprise itself is in order to choose a set of tools correctly (methods and practices) for a transformational project. The paper describes the progressive movement of the organization along the path of sustainable development, reveals the concept of sustainable development and examines existing approaches to its implementation. The problem of sustainable development is considered by domestic and foreign authors. The result of the work is an approach to assessing the level of sustainable development of a company, which uses a matrix for assessing the level of maturity in the context of the company’s development stages. There has been proposed the structure of the project office as a resource for the implementation of its development. The paper offers a set of sustainable development principles which allow to ensure for the promotion and support of transformation. To support the processes of regular analysis of the achievement of the sustainable development goals, it is proposed to apply methods of activity analysis within the management system. The author suggests to use a system of audits, defines a set of analysis indicators of audit quality and the list of evaluation questions. It is concluded that the system for assessing the level of sustainable development of the enterprise is adequate and effective in the long term. The application of the presented methodological approach based on the proposed eleven elements in the practical activities of enterprises will allow determining the points of application of efforts and correctly choosing the list of tools used. The proposed approaches contribute to ensuring the sustainability of the results obtained and the rational usage of resources in the course of the ongoing changes.

Development trends and implementation of digital technologies for sustainable development goals

The paper identifies and characterizes global trends in the development and introduction of digital technologies for implementation of the Sustainable Development Goals (SDGs) in the context of digitalization of the economy and society, including the integrated impact of 4.0 industry technologies on the achievement of sustainable development goals, digital technologies as a driver of a new stage of sustainable development and new markets discovery, strengthening the role of international organizations in updating digital development policy. Practical examples of the Sustainable Development Goals implementation have been analysed and the provision has been substantiated that the breakthroughs in the field of digital technologies have already led to wealth creation in an unprecedentedly short time, concentrated, however, in a small number of countries, companies and individuals. The aforesaid indicates the existence of “digital inequality”, which poses serious tasks for the decision-making bodies of states to develop mechanisms for its elimination or reduction. The status of these processes in Ukraine has been identified and the following has been revealed: a number of electronic administrative services for individuals and legal entities and the Unified State Portal of Administrative Services were introduced, a new generation of digital technologies is being introduced into the industry, such as Internet of Things, cloud computing, big data and data analytics, robotics, and 3D printing that open new horizons for innovative products and services development. It has been established that our state is not yet sufficiently transforming the capabilities of modern digital technologies into economic and social benefits (digital dividends): there is no systematic approach to the implementation of the approved measures, no digital competencies are being formed, including for the population, there is a detachment from the SDGs Strategy. The proposals on actualization of these issues and their heading in the direction of processes and formation socialization of the newest model of the international relations environment, in particular in the elaboration of geopolitical values, implementation of the principles of «sustainable development» in the digital transformation of economy and society on the basis of integration and controllability.

Geospatial analysis of land use driving force in coal mining area: case study in Ningdong, China

Geospatial techniques such as remote sensing and Geographic Information System are very important for studying the dynamic process of land use. To analyze the land use change and assess the driving force, SPOT satellite images of 2005, 2010, 2015 and 2018 were used. Classification of land use was applied using Normalized Difference Vegetation Index and Maximum Likelihood Technique in ENVI 5.3. Transition images and matrix were applied using Arcgis10.5 with the Excel PivotTable function. To determine the driving forces of land use change in the study area, Quantitative and Qualitative analysis were applied. Data were compared with statistical analysis using Principal Component Analysis (PCA). Results showed that, the images of the study area were categorized into vegetation (arable land, garden, woodland, grassland, water and agriculture), construction (industrial and transportation) and unutilized land (salt marsh, sandy land, bare land and gully erosion land). From 2005 to 2018, constriction land use greatly increased from 100.41 km2 (2.88%) and 305.13 km2 (8.76%), respectively. Vegetation was decreased from 3190 km2 (91.55%) 3028 km2 (86.91%) in 2005 and 2018, respectively. Results of the comprehensive index of land use degree, dynamic degree, quantitative and qualitative analysis show major changes in land use of the area that caused by human activities especially new developments during the period of the study. The results showed that the Ningdong base in 2005–2018 has been in the stage of sustainable development, mainly in the conversion of grassland, forest land and cultivated land to construction land. High values of rate of change in land use related to the development and new construction and building area. This development might be as a result of anthropogenic activities through urban growth coupled with its potential impacts on urban climate. The principal component analysis shows that human activities drive the change of land use pattern in Ningdong, mainly including the policy of closing the grazing ban, industrialization and scale, population growth and urbanization. Results can provide effective data for the future ecological environment protection and sustainable development of Ningdong Energy Base. Remote sensing is a good technique for assessing the actual sequence in the development of any area that may be caused by human activities.

Ways to Increase the Effectiveness of Cultural Tourism in Albania

Albania, as a result of the democratic developments, based on the market economy and on competition as well, has achieved satisfactory results in the development indicators. We are in the stage of sustainable development as an important goal, which will lead us to the parameters of a developed country. As it already known and often emphasized, sustainable development means sustained high rates, environmental and cultural monuments protection, these last as integral elements of cultural heritage. The number of cultural monuments, the level of their physical condition, of their restoration, maintenance, and valuable use of them is a responsibility not only of the governmental authorities to turn these into an added value to the national economy and local individual. Cultural heritage is an important element that expresses the identity of a nation or of a human community. It is a precious unpredictable asset almost non-renewable. This is why the care for preservation and restoration of cultural heritage elements remains a permanent task of the specialized institutions and beyond. Monuments constitute a key element of cultural heritage. Their value is of pleni-dimensional, i.e. scientific, archaeological, historical, tourist, and why not economical and beneficial.In terms of market economy, this element of national wealth takes a special importance in the approach of a sustainable economy development. Besides, it is a source that may generate incomes by developing cultural tourism, without prejudice to other important aspects. DOI: 10.5901/ajis.2013.v2n8p728
