Current issues of conducting classes on fire training of police officers under martial law

The article addresses pertinent issues related to conducting firearms training sessions for police officers in conditions of a state of war. The authors analyze significant aspects of this activity, including teaching methods and techniques, personnel training specifics, as well as challenges and threats that may arise during armed conflicts. The main focus is on practical recommendations aimed at enhancing the effectiveness of police training for operating in conditions of a state of war. The article analyzes changes and modifications in the methodology of teaching and studying fire training in institutions of higher education with specific conditions of study, subordinated to the Ministry of Internal Affairs of Ukraine under martial law, which would take into account all aspects of the application and use of firearms and ensure high- quality training of students of higher education for actions in stressful and dangerous situations. The authors explore the practical-tactical possibilities of conducting firearms training sessions, comparing them with regulated and recommended regulatory acts. It is established that existing methods do not correspond to the real conditions of firearms application. Special attention is given to the issues of modern methods of firearms usage and changes in teaching methodology to increase proficiency. Features and methods of teaching fire training in higher education institutions with specific training conditions of the Ministry of Internal Affairs of Ukraine are outlined, as well as innovations in this field of training are indicated. A separate view is focused on the need for modern material and technical support, since the solution to the problem of police training requires a comprehensive approach, which includes the provision of the necessary resources for conducting specialized classes, both in closed rooms and on appropriately equipped modern training grounds, and support in the development of professional skills. Also, the authors emphasize the need to improve the legal training of personnel to provide them with a clear understanding of the laws and regulations related to the use of weapons.

Training of police actions in emergency situations in war conditions

The article expands the theoretical and practical understanding of the state of civil security in the conditions of war and the problems of systematic purposeful training of police officers on actions in emergency situations, as well as organizational measures to solve them. The purpose of the work is to substantiate the scientific and theoretical foundations and develop practical recommendations for the organization of systematic training of police officers for actions in emergency situations in war conditions. The understanding of the tasks of the National Police during the response and liquidation of the consequences of emergency situations has been improved, it is emphasized that in wartime they perform not only purely law enforcement (police) functions, but also the tasks of civil protection of the population. It is proven that in order to ensure the systematicity of this process, the training of police officers in the specified direction should begin from the moment of their education in institutions of higher education with specific training conditions. Outlined forms of acquisition of theoretical knowledge and/or skills by students (cadets) of higher education institutions of the Ministry of Internal Affairs regarding actions in emergency situations. It was established that systematic and purposeful training of cadets (police officers) on actions in emergency situations (on matters of civil protection), in accordance with the requirements of the current legislation, especially in specialty 081 «Law», as well as at the second (master’s) level of higher education in institutions of higher education education of the Ministry of Internal Affairs of Ukraine is not happening now. The inclusion in the educational and professional programs for the training of cadets (police) in specialties 081 «Law», 262 «Law enforcement» at the first and second levels of higher education is substantiated by mandatory components of such educational disciplines as «Life safety», «Civil protection», «Pre-medical training», «Planning and management of civil protection measures».

Evaluation of the results of the study of individual indicators of physical development, special physical fitness and sports nutrition "Power Pro" of graduates of higher education with specific training conditions, engaged in mixed martial arts

Evaluation of the results of the study of individual indicators of physical development, special physical fitness and sports nutrition "Power Pro" of graduates of higher education with specific training conditions, engaged in mixed martial arts and law enforcement officers In order to achieve and maintain a high level of functional and physical fitness, high sports results, and maintaining the health of those who practice, a number of pedagogical, methodical, psychological, and medical-biological aspects are necessary. Therefore, the introduction of specialized sports nutrition is expedient. With the rational development of nutrition schemes, it is possible to increase the performance of athletes, improve all necessary indicators and planned results. The purpose of the article is to develop a program and recommendations for optimizing sports nutrition "Power Pro" and research the impact of specialized nutrition on individual anthropometric, indicators of general and special physical fitness of graduates of higher education with specific training conditions, engaged in mixed martial arts and law enforcement officers. The experiment involved young men (average age 19.10±0.74), high school graduates with specific training conditions, engaged in mixed martial arts and law enforcement officers (Dnipropetrovsk State University of Internal Affairs), who were divided into 2 groups – control (n= 15) and experimental (n=15). The purpose of using specialized sports nutrition was as follows: 1. Increasing both general and special fitness (training and competition). 2. Preventive action of possible injuries and disruption of adaptation. 3. Timely and correct recovery of the body of those who are engaged, after a state of overstrain. 4. Providing the body of those who are struggling with food substances, taking into account individual energy consumption. To test the developed program for the introduction of specialized sports nutrition, before and after the experiment, the following parameters were studied: height, weight, dynamometers, VL, impact force. We have developed and implemented schemes for the ratio and combination of food substances: whey protein, BCAA (branched chain amino acids), creatine, taurine, a complex of vitamins and minerals. When developing the program of specialized sports nutrition "Power Pro" for the experimental group, the main factors such as age characteristics and body weight, gender of the test subjects, as well as individual characteristics of their physical development, specifics of the sport were directly analyzed. The obtained results of the study showed a statistically significant improvement of individual anthropometric and indicators of special physical fitness in the experimental group (p<0.05). This makes it possible to draw conclusions about the positive dynamics of the implemented program of specialized sports nutrition on the monitored indicators, which are basic for athletes specializing in mixed martial arts.

ПСИХОЛОГІЧНА ПІДГОТОВКА МАЙБУТНІХ ОФІЦЕРІВ: ДОСВІД, ПРОПОЗИЦІЇ ТА РЕКОМЕНДАЦІЇ

At the time of brutal, unprovoked military aggression by the russian federation, our state continues targeted work on the systematic reform of military education. Current events and trends in the military-political arena indicate the need for a significant rethinking of the theoretical studies and methodological developments of military pedagogues, psychologists and psycho-physiologists regarding the directions and quality of unit commanders’ psychological training. The process of training specialists of the Armed Forces and other branches of the security and defense sector is accompanied not only by increasing the requirements for their military and professional competence, but also by improving the officer corps’ psychological training. The purpose of the article is to generalize the experience of psychological training of future officers of the Armed Forces of Ukraine at military higher educational institutions and to outline proposals for its optimization. Methodology. The effectiveness of implementing the practice of training military specialists in the armies of NATO countries into the educational space of Ukraine was analyzed; problematic issues related to the organization of future officers’ psychological training at military higher educational institutions are summarized. Results. The necessity of designing and implementing a pedagogical system that specifies the relevant tasks, diversifies the forms and technologies for the formation of future officers’ psychological readiness for professional activity was proven; the results of monitoring studies of the dynamics of officers’ psychological readiness to implement new professional competence were presented; measures for the formation of future officers’ psychological readiness for professional activity at military higher educational institutions were proposed. Data were obtained indicating the effectiveness of their implementation at military higher educational institutions. Recommendations for optimizing the process of forming future tactical-level officers’ psychological readiness while training at higher education institutions with specific training conditions were formulated. Updating the content of the special physical training of cadets of higher education institutions with specific training conditions during martial law

It has been established that the official activity of police officers places increased demands on the level of special physical fitness of personnel. It has been established that a graduate of a higher education institution with specific learning conditions must possess not only a complex of knowledge, practical skills and abilities, but also a formed motivation and psychological readiness for the proper performance of official tasks in extreme situations caused by the introduction of martial law.
 On the basis of a survey of inspectors on self-defense tactics and personal safety of training centers of the State Government of Ukraine (n=27), gaps in the physical fitness of law enforcement officers with up to one year of practical experience were determined, directions for improving the content of special physical training for cadets of higher education institutions with specific training conditions were considered during martial law, the role of general physical fitness of law enforcement officers is outlined. The need to develop a single thematic content of the educational discipline for all institutions of higher education that train police officers has been established; the introduction of practical tasks into the educational process, which involve modeling situations of official activity with the complex application of police coercive measures. Emphasis is placed on strengthening the role of general physical training through the cadet's performance of various physical exercises while in full equipment.
 We see prospects for further research in the development of a set of exercises that will contribute to the development of professional and applied physical qualities of law enforcement officers.

Comparison of the effectiveness of virtual reality-based education and conventional teaching methods in dental education: a systematic review

Background and objectivesVirtual reality dental simulators as an educational tool may create specific training conditions for dental students, allowing them to practice dental skills in a safe and controlled condition. This study aimed to investigate the effectiveness of virtual reality-based education in dental education compared to traditional education approaches.MethodsIn this systematic review, four databases (PubMed, Scopus, Web of Science, and Science Direct) were searched until 2023 following PRISMA guidelines. The Quality assessment and risk of bias were assessed by the Cochrane Collaboration Tool for RCTs and GRADE, respectively. Inclusion criteria were restricted to randomized or quasi-randomized trials about virtual reality efficacy in dental education. Two authors independently evaluated the data and reviewed the overall risk of bias for all selected studies. Study design, sample size, hardware, onset time of intervention, duration, and number of procedures performed were among the data extracted.ResultsFrom the 703 titles, 48 full texts were chosen for review, yielding 14 articles for final inclusion. The review of these articles indicated the effective role of virtual reality dental simulators in improving students' knowledge and practical skills.ConclusionsBased on our findings, adding haptic technology to virtual reality can improve students' practical skills, hand skills, theoretical knowledge, self-confidence, and learning environment. Although a fair amount of research needs to be done, notably on cost-effectiveness, student satisfaction, and other potentially adverse effects, virtual reality is a growing phenomenon with immense potential.

Fire training of cadets of the Military Academy with specific conditions of training under martial law

The activity of law enforcement officers in the National Police entails significant responsibility, requiring them to be highly disciplined and knowledgeable in their work, guided solely by the Constitution of Ukraine and Ukrainian legislation. Human life, honor, and dignity are the most valuable assets in our state. To ensure law and order and protect the lives and health of the population, law enforcement officers undergo relevant training in firearms, tactical, and psychological readiness. Knowledge of firearms training is essential, as when using firearms, a police officer must be well- versed not only in the technical aspects of weapons but also in the legal framework that governs the use of firearms.
 Firearms training in the police is designed to enhance the skills and resilience of cadets in shooting, increase their attentiveness and vigilance, and elevate their level of discipline. Equipped with these skills, cadets can confidently perform their duties, responding promptly to changing situations and fulfilling their professional obligations. In order to learn how to work with firearms, cadets must also acquire skills in tactical and special operations, practicing in creating optimal shooting positions, analyzing and assessing the terrain, conducting shooting, and making quick decisions. Cadets must have a clear understanding of when the use of force is permissible, anticipate the potential consequences, and know how to report the use of firearms to their superiors.
 Although firearms training in the National Police demands a comprehensive set of knowledge and skills, it is of paramount importance, considering that every police officer risks their life in the line of duty to protect the community and its citizens. A well-prepared police officer is the key to successful crime prevention and the preservation of public safety. Therefore, firearms training for cadets in the police is an essential element that ensures the safety of urban residents and fosters proficiency in police operations. Discipline in firearms training is a fundamental aspect of education in institutions of higher learning with specific training conditions. This work emphasizes the significance of this subject overall and the peculiarities of such training in wartime conditions.

Peculiarities of the use of TM "POWER PRO" sports nutrition for graduates of higher education with specific training conditions, engaged in mixed martial arts and law enforcement officers

It is common knowledge that achieving high and stable sports results is impossible without significant physical and psychological stress both in the training and training process and during the competition. One of the most important components for ensuring a high level of physical fitness and functional condition of athletes is specialized nutrition. The article presents an analytical review of the expediency of using specialized nutrition, the history of the creation of the Ukrainian TM "Power Pro" is given. The purpose of the work is an analytical review and theoretical principles of the feasibility of using specialized sports nutrition in the sports activities of athletes, law enforcement officers (on the example of the company "POVER PRO" LLC). Individual schemes of specialized nutrition with TM "Power Pro" were used by cadets of the Dnipropetrovsk State University of Internal Affairs, multiple champions of Ukraine in hand-to-hand combat and mixed martial arts. To obtain sports results in martial arts, the factor of specialized nutrition is on the same level as the peculiarities of the educational and training activities of athletes. In the rational and individual development of specialized nutrition programs using food additives, mineral and vitamin complexes, it is necessary to take into account age, weight, anthropometric, morphometric indicators, peculiarities of the work of the gastrointestinal tract, the presence of personal preferences, type of sport, loads, training period, motor activity athletes

A study of the emotional intelligence of students of higher education with specific training conditions engaged in hand-to-hand combat

The article reveals the features of emotional intelligence. For future police officers, preparedness for extreme situations is necessary. The purpose of the research is to study the features and comparative characteristics of the emotional intelligence of students of higher education institutions with specific learning conditions who engage in hand-to-hand combat and students who do not engage in sports. Future male police officers (Dnipropetrovsk State University of Internal Affairs) engaged in hand-to-hand combat (n=30) took part in the experiment. The age of the subjects was 19.56±1.68. Students who do not play sports (n=30, age 19.72±1.84) were chosen as the control group. For the study of emotional intelligence, the test subjects were offered a version of the questionnaire according to N. Hall. In the group of athletes, future police officers, the following results were found: "emotional awareness" (52%), "self-motivation" (50%), "empathy" (75%) and "recognition of other people's emotions" (60%). A high level includes "managing your emotions" (65%). Statistically significant differences (p<0.05) between the groups of future police officers and students of the control group were found for such components as "management of own emotions", "recognition of other people's emotions" and "self-motivation". In order to obtain positive changes in the skills of assessing one's emotional state, students of higher education institutions with specific training conditions engaged in hand-to-hand combat are recommended to correct competitive stress and reduce anxiety that appears before competitions.

Gaining practical skills in handling firearms in modern realities and under martial law

The article presents the results of a scientific study, namely, the analysis of police training in firearms handling in accordance with the guidelines developed in peacetime before the beginning of Russian aggression. The author identifies the aspects that directly contribute to the selection of candidates for service in the national police, taking into account their previous experience and knowledge of firearms handling before starting their studies at higher educational institutions of the Ministry of Internal Affairs of Ukraine with specific training conditions.
 The author identifies promising areas of work to improve the quality of knowledge in the discipline “Firearms Training”, which directly affects the readiness of a police officer to protect the country and who must have practical skills in the use of modern weapons. The importance of strengthening the country’s defense capabilities and preparing young people to defend the homeland, as well as martial law as a special legal regime in exceptional circumstances when there is a threat of an armed attack on the country, is considered. The issues of promoting patriotic education and the development of special educational institutions for training future police officers were highlighted, and the need to improve the material and technical base, in particular, the importance of developing computer technologies and other modern teaching methods that will maximize the effect of the educational process in the training of law enforcement officers, was emphasized. The article gives an example which, in our opinion, should be further developed and applied in higher educational institutions of the Ministry of Internal Affairs in the course of firearms training, which will increase the motivation of students and cadets not only to obtain positive marks in the firearms training course, but also to achieve a high level of sports and professional skills.

All of these measures are aimed at strengthening the country’s defense capabilities and raising the level of professional training of police officers, which is important for ensuring national security and protecting Ukraine’s national interests.

Value orientations of police officers as a factor in personnel turnover in the National Police of Ukraine

The article examines the value orientations of police officers as a factor in personnel turnover in the National Police of Ukraine, and also analyzes the conditions under which training of future specialists takes place, analyzes the special scientific literature and legal framework on the subject of research. The problem of valuable orientations of practitioners in the bodies of the National Police, from the point of view of methodology, needs to be considered in the ethical and philosophical aspect. Thus, philosophy is characterized by the presence of two distinct categories, which distinguish two models that are characterized by two concepts of morality and morality. We can see that starting from the era of antiquity and up to our time, it has been shown to understand how to function in the social sciences, as well as in the humanities. The scientific novelty of the research lies in the fact that the work deepened the theoretical work on the value orientations of police officers as a factor of personnel turnover in the National Police of Ukraine. Thus, based on the results of the research, the content of the value orientations of police officers was determined, the essence of the specified orientations as personnel turnover in the National Police of Ukraine was investigated. The article also focuses on the fact that the professional training of future specialists takes place in conditions of intensive changes and transformations in the higher education system. Over the last decade, the requirements for the competence of a specialist in any field have become increasingly high. This issue is especially relevant in the conditions of current state transformations. The level of professional training should increasingly meet not only national, but also international quality standards of higher education. The priority direction of training in educational institutions with specific training conditions is the development of general cultural and professional competencies of a young person, which will contribute to increasing the level of his competitiveness in the labor market both on a national and global scale. This article also focuses on the fact that values can be considered in the context of different categorical systems, and the specifics of one or another definition of this concept will depend on the field of scientific knowledge in which it is studied.

DIDACTIC TERMS OF USE OF BIOGRAPH INFINITI SPECIALIZED SOFTWARE IN UKRAINE’S HIGHER EDUCATION INSTITUTIONS

The article shows the possibility of using hardware ProComp Infiniti System with BioGraph Infiniti Software in the educational process of higher education institutions in Ukraine in different directions of training, including specific training conditions. The Infiniti system monitors and records a wide range of physiological and mechanical signals, analyzes and provides real-time biofeedback through various auditory and visual aids. The authors analyzed scientific and professional literature on the development and introduction of specialized software products in the educational process of higher education institutions in Ukraine and across the globe. The paper defines the advantages and prospects of carrying out a cycle laboratory work and research with BioGraph Infiniti tools and the principles of work with ProComp Infinity hardware. The didactic conditions of use of BioGraph Infiniti Software in the educational process of higher medical education institutions and universities of internal affairs of Ukraine are defined for formation of informational and subject competence of Ukraine’s students. Attention is focused on ensuring the flexibility of the educational process by means of variability, changes in the content and methods of education, forms of organization of educational classes with a direct practical component, a combination of different education methods for students of various types of higher education institutions. The possibilities of development of a series of laboratory works with their further placement in the virtual educational environment "Laboratory works system with specialized software Biograph Infiniti" are considered. Each laboratory work is created according to the principles of scientificity, integrity and professional orientation of education and includes 3 levels: general (basic), psychological and medical-biological.

Abstract: the article studies the historical retrospective of the phenomenon of leadership by domestic and foreign scientists in the context of training future specialists of the State Emergency Service. It was noted that the formation of leadership in future specialists in higher education institutions with specific training conditions should be based on improving the system of activities of the State Emergency Service of Ukraine, the formation of the necessary educational environment that will contribute to improving the legislative framework, economic mechanisms of civil protection, leadership development and improving the professional training of future specialists of the State Emergency Service of Ukraine.

ФОРМУВАННЯ ПРОФЕСІЙНОЇ КОМПЕТЕТНОСТІ ВЕРТОЛЬОТЧИКІВ У ЗАКЛАДАХ ВИЩОЇ ОСВІТИ АВІАЦІЙНОГО ПРОФІЛЮ ІЗ СПЕЦИФІЧНИМИ УМОВАМИ НАВЧАННЯ

Under objective conditions (updating the fleet of aviation equipment, equipping it with the latest technologies, a limited training period, the problem of coordinating the terms of flight training and the implementation of training programs of general and professional training cycles, performing a significant amount of practical and professional tasks on simulators and simulators, which only simulate a real flight, etc.) the formation of the entire spectrum of professional competences of helicopter pilots in the process of training in higher education institutions of the aviation profile with specific training conditions is problematic. Taking into account the above, the professional competence of a helicopter pilot will be understood as his flight qualification acquired during the implementation of the professional training system, which traditionally consists of three main blocks: basic education, professional theoretical training, as well as specialization, that is, practical training, which is carried out according to the programs of the primary flight training and training of aviation specialists by appointment. Accordingly, in the structure of the professional competence of a helicopter pilot, it is possible to distinguish a theoretical-knowledge (cognitive) and a practical-activity component. The cognitive component of professional competence involves the constant use of knowledge of technological and methodological bases, searching for data in space that will help in forming a decision to improve the professional level. The operational component integrates the ability to organize flight work, perform flight tasks qualitatively and mobility (justification of the flight task, level of complexity, time and conditions of execution, requirements for the level of preparedness of the crew), control and make corrections in one's activities. It should be noted that the basis of a helicopter pilot's professional reliability is his psychological reliability, which is realized thanks to the determinants of the cadet's volitional sphere, among which the decisive ones are a conscious attitude to flying work, an attitude towards the gradual mastery of flying skills and long-term flying activity. Therefore, the professional competence of a helicopter pilot includes a wide range of theoretical knowledge and practical skills regarding the organization of flight work, high-quality performance of flight tasks in dynamic conditions of specific natural and artificial environments. PHYSICAL FITNESS OF THE FUTURE WOMEN OFFICERS OF NATIONAL POLICE UNITS IN THE PROCESS OF LEARNING

The article examines the level of development of physical qualities and formation of motor skills and abilities of future female officers of the National Police units during their studies at a higher education institution of the Ministry of Internal Affairs with specific study conditions. Future female officers of the 1st-2nd courses of study (n=68) of the Lviv State University of Internal Affairs participated in the study. Two groups were formed: the first group included 1st-year university cadets (n=32), the second group included 2nd-year cadets (n=36), respectively. The study was conducted over the course of a year and was divided into 4 stages, during which control and verification classes were planned with the aim of studying the level of development of physical qualities and the formation of motor skills and abilities of future female officers of the National Police. Research methods: analysis of literary sources, pedagogical observation, pedagogical testing, methods of mathematical statistics. The scientific novelty of the obtained results lies in the practical verification of the effectiveness of the current system of physical training of future female officers of the National Police units in the process of training at a higher education institution of the Ministry of Internal Affairs with specific training conditions. According to the results of the study, the insufficient level of physical fitness of future female officers of the National Police units was revealed, which may not allow them to effectively engage in professional activities and, in the future, perform official tasks as assigned. In addition, negative dynamics in the development of physical qualities and the formation of motor skills and abilities of female cadets already in the 2nd year of study are noted. The most pronounced regression was found in the development of strength qualities (complex strength exercise) and endurance of future female officers (1000 m run).

Improving the physical state of cadets of higher education institutions with specific learning conditions during the additional sports classes

The article examines the level and dynamics of indicators of the physical state of cadets who engaged in sambo wrestling during their studies at higher education institutions with specific training conditions. 60 cadets (male) of the National Academy of Internal Affairs, aged 19-22, who were studying in senior courses (III and IV years) took part in the research. The cadets who additionally practiced in the sambo wrestling classes were included in the experimental group (EG, n=25), and their peers who did not attend additional sports classes - in the control group (CG, n=35). The study of the physical state was carried out according to indicators of physical development (height, body weight, vital capacity, hand dynamometry) and functional capabilities of the cadets' body (pulse rate, blood pressure, duration of pulse recovery after standard exercise). Research methods: theoretical analysis and generalization of scientific and methodical literature, pedagogical observation, testing, experiment, methods of mathematical statistics. It has been established that results of EG cadets were significantly better than CG cadets for all studied indicators. At the end of the experiment, the EG cadets had significantly better than those of CG, indicators of body weight - for 2.2 kg, hand dynamometry - for 3.1 kg, pulse rate - for 0.7 bpm, pulse recovery time - for 4,5 s. This testifies to the effectiveness of additional classes in sambo wrestling, not only for the formation of professional skills and abilities in the application of police coercive measures, but also for improving the physical state of future law enforcement officers.

Problematic issues of scientific and pedagogical workers’ working hours at higher education institutions with specific training conditions

The article is devoted to problematic issues of working hours for scientific and pedagogical workers of higher education institutions with specific conditions of training. The approaches of the scientists regarding the definition of “working hours” have been studied. A comparison of the working hours of scientific and pedagogical workers and police officers who are sent to the positions of scientific and pedagogical workers for further service has been made in accordance with the current legislation. The analysis of normative legal acts regulating the activities of scientific and pedagogical workers has been carried out. Local acts adopted by institutions of higher education within their competence and with the help of which standards of working hours for the main types of educational, methodical, scientific, organizational work of scientific and pedagogical workers are established have been analyzed. The recommended list of the types of educational, methodical, scientific and organizational work for scientific and pedagogical, scientific and pedagogical workers in accordance with the Order of the Ministry of Education and Science of Ukraine “On approval of the Recommended list of types of educational, methodical, scientific and organizational work for scientific and pedagogical, scientific and teaching staff” has been considered. The main problematic issues of the working hours for scientific and pedagogical workers of higher education institutions with specific training conditions have been revealed and priority ways of solving them have been proposed.

State Guarantees for the Establishment of a Monthly Long-Service Allowance of Academic Staff to a Police Officer Seconded to a Higher Education Institution with Specific Training Conditions to Ensure the Educational Process

The selective establishment of an allowance for pedagogical workers, depending on the subordination and type of educational institution in Ukraine, is a discriminatory attitude towards a certain category of persons who, having the appropriate scientific or teaching experience, provide the educational process without receiving state-guaranteed allowances for this. The study reveals the problem of violation of the right of pedagogical workers among police officers serving in institutions of higher education with specific training conditions to receive allowances for the length of service of an academic worker. It is established that such a supplement is not charged at all to police officers who carry out pedagogical and academic activities in higher education institutions of the Ministry of Internal Affairs of Ukraine. The purpose of the study is to substantiate the legality of establishing and mandatory payment of scientific surcharges to police officers sent to educational institutions to ensure the educational process. The key methods of research are systematic and structural analysis, which allowed generalising and analysing bylaws, legislative and departmental regulations on the establishment of a long-service allowance for an academic worker to persons involved in ensuring the educational process in educational institutions with double subordination. It is proved that the state guarantee regarding the obligation to establish a long-service allowance for an academic worker, which is provided for by the laws of Ukraine, applies to police officers who are sent to higher educational institutions for service in the positions of educational workers. It is proved that in relation to such police officers, it is the legislative provisions that are special, and not the provisions of bylaws, and therefore, bylaws cannot be applied in case of competition of legal norms. The implementation of legislative and departmental regulations on the state guarantee of the rights of academic workers in terms of calculating the long-service allowance of an academic worker to a police officer sent to a higher education institution for further service as a educational worker and enrolment in the teaching experience of a police officer of periods of work in the positions of pedagogical and academic workers would lead to the expected economic effect, namely, an increase in its monetary support by approximately 10-30% of the official salary established by the educational institution.

Kickboxing as an effective mean of motor activity of cadets-women of higher education institutions of the Ministry of Internal Affairs of Ukraine

The activities of the law enforcement officers are characterized by significant psycho-emotional and physical stress. Therefore, a high level of the physical preparedness is an important component in the structure of the preparedness of the cadets (men and women) in the higher education institutions with specific training conditions that train police officers. In recent years a significant number of women want to study in the higher education institutions and work in the system of the Ministry of Internal Affairs of Ukraine. Research aimed at the finding of the effective ways of their preparation is relevant. We conducted a study of the indicators of the preparedness of the cadets-women who during the year of study were engaged in the program "Special Physical Training" without attending sectional classes. We compared their results with the results of the cadets who trained in the kickboxing section. The results show that the traditional curriculum of the discipline "Special Physical Training" effectively contributes to the improvement of the physical preparedness (strength and speed qualities, endurance, flexibility). Sectional martial arts (kickboxing) classes are an effective mean of the extracurricular activities of the cadets-women. They help to increase their physical fitness characteristics. They also help to increase the efficiency of the process of the learning of the special techniques and actions.
