A systematic increase in the volume of the rock mass extracted at the pits of the Olympiadinsky and Blagodatny ore mining and processing plants significantly raises the requirements for the smooth operation of the mining vehicles and optimization of the transportation cost due to a steady and significant increase in annual production and the average haulage distances. Along with a significant design depth (765 m for the Vostochny quarry, the Olympiadinsky ore mining and processing plant), mining is carried out within a rather narrow ring-shaped working area, which leads to high concentration of mining activities and makes it difficult to manage the operation of all types of equipment, including the process vehicles, for which the project justifies the slope angle of the pit roads to be up to 100‰, which would ensure the reduction of pit wall spreading and the decrease in the stripping volumes. The above features create specific conditions for road maintenance and require justification of measures to enhance these activities, which is one of the ways to reduce the cost of the rock mass haulage (with account of a comprehensive analysis of the current conditions and generalization of the experimental work results). Based on the results of measurements and observations of the road condition during the year, an analysis of the actual condition of the roads at the Olympiadinsky and Blagodatny ore mining and processing plants was carried out and measures to improve them were proposed. Based on the analysis of the specific features in formation and operation of the roads at the quarries of the Olympiadinsky and Blagodatny ore mining and processing plants, the article systematizes the recommendations on the in-pit road construction and maintenance. The article describes a methodology of optimizing the design (thickness) of the road topping. The economic effect of improving the condition of the in-pit roads in accordance with the increased haulage volumes has been determined.

Specific Features of the Formation and Regulation of Diffuse Pollution in Urban Areas: Case Study of the Yauza R.

Specific features of water quality formation are considered for the Yauza R. flowing in an urbanized drainage basin containing Moscow City and nearest Moscow region. It has been found that the deep transformation of the natural hydrographic network along with diffused pollution from sources scattered over its basin have an adverse effect on water quality formation in the urban watercourse and its self-purification potential. The current ecological state of the river can be evaluated as unsatisfactory, notwithstanding the water protection measures taken in its basin. The existing system for managing the urban surface runoff has been analyzed. It is shown that monitoring the volumes and formation conditions of pollution runoff from the urban territory is not effective enough for an objective estimate of the environmental conditions of water bodies and reduces the efficiency of water protection measures.

Effect of probing signal on the output signals spectrum of nonlinear spin waves in a cross based on waveguides of iron-yttrium garnet film

Subject. A change in the spectrum of spin waves (SW) in a magnetic cross is investigated when two signals pass through it: a pump signal and a probe signal. Objective. Detection of specific features in formation of the spectra of the output signals of SW in the multiport structure based on a yttrium iron garnet (YIG) film in the case of excitation of two magnetostatic surface waves (MSSW) simultaneously by the input antenna, where the first, with power higher than the first-order parametric instability threshold is the pump, and the second one is a probe. Methods. The experiments were performed for a cross structure from YIG film in the form of two orthogonal waveguides with the SW wire antennas placed at the ends of the waveguides, where one of the antennas on the transversely magnetized waveguide was considered as the input. Result. It was found that by choosing the probing signal frequency, one can significantly (by 10 dB) change the relative signal levels for the satellite waves at the output antennas, which are secondary MSSWs with some new frequencies and appear in the output signals spectrum as a result of the thresholdless processes of merging of parametric spin waves generated by MSSW pumping. In this case the secondary MSSWs frequencies can differ at the output antennas located on orthogonal waveguides. Discussion. The discovered effect is associated with the nonreciprocal nature of propagation of both the pumping wave and the waves generated at parametric instability condition in the structure.

Special Features of Formation of the High Damping State in Bimetallic Structural Materials Obtained by Explosion Welding

Special features of the high-damping state formation in bimetallic materials produced by explosion welding have been studied. High-damping Mn-Cu alloy was used for the damping base of the bimetallic composite and high–strength steel (grade: 30HGSA) was used to form the coating layer. The effect of planar tensile stresses (observed in the damping component of the bimetal and caused by valuable difference between coefficients of thermal expansion of components of the bimetal) is discussed. Damping properties of bimetallic materials were found to be comparable with damping characteristics of monolithic high damping alloys. High-strength steel provides high-strength characteristics of the surface layer of the bimetal, where the strength level reaches 1100MPa and the hardness is equal to 50 HRC. Obtained combination of high damping and high strength in developed bimetallic materials provides real chance for practical application of these materials in industry.

The presented study examines the comparative characteristics of industrial revolution targets, national goals, and strategic objectives for the development of the Russian economy; proposes methods for measuring and evaluating technological development; describes its impact on economic growth and shows the performance of enterprises.Aim. The study aims to determine the specific features of formation of economic and social development targets and the potential of new technologies, including breakthrough technologies, for shaping the technological development of the Russian economy; to propose methods for measuring and evaluating technological development and its impact on the growth and development of the national economy that would improve the quality of economic and managerial decision-making.Tasks. The authors clarify the interpretation of the concept of breakthrough technologies; identify distinctive features in the formation of industrial revolution targets and priority targets for the development of the Russian economy; substantiate methodological approaches to identifying parameters and indicators, methods for measuring and evaluating the level of technological development, its impact on the results of changes in economic growth and development of the national economy and its economic entities.Methods. The authors use the methods of scientific research, theoretical and comparative analysis, synthesis, generalization, general theory of economic growth, and elements of the economic efficiency theory.Results. The interpretation of breakthrough technologies as dominant new technologies that can ensure accelerated progressive development of the economy and minimize damage to the natural environment is clarified. The distinctive features of formation of industrial revolution targets and their relationship with the targets for the development of the Russian economy are identified. Evaluative features are substantiated; indicators for measuring and evaluating the transformation of the technological development of enterprises engaged in different activities and indicators for measuring and evaluating the impact of new technologies, including breakthrough technologies, on economic growth and development are proposed. The influence of the recommended measurement and evaluation methods on improving the quality of management decisions is shown.Conclusions. The study substantiates the need to improve methods for assessing the actual achieved (projected, planned) level of technological development as a necessary prerequisite for its qualitative analysis, evaluation, control, and monitoring required to make sound economic and managerial decisions. The proposed methods for measuring and evaluating technological development, measuring and evaluating the impact of new technologies, including breakthrough technologies, on the quality of economic growth, efficiency and competitiveness of the national economy (region, industry, activity, enterprises) improve the quality of managerial decision-making in achieving national goals for the development of the national economy.

GLOBAL MOTIVATIONS AND AQUACULTURE DEVELOPMENT TRENDS

The natural and geographical, resource, economic and environmental conditions, global motivations, key trends, specific features of formation and prospects for aquaculture development are researched. It is emphasized that fishing and aquaculture have a special place in solving the global food problem, while significantly affecting the aquatic environment. The interdisciplinary nature of scientific research in the conceptual format of fisheries economics, management of marine ecosystems, aquaculture, green and blue technologies are illustrated. The positioning of fisheries and aquaculture in the format of global problems of mankind and sustainable development in terms of environmentally irresponsible use of bioresources, especially the World Ocean is made, attention is focused on the potentially catastrophic consequences of its pollution, the problem of restoring fish stocks based on climate change is emphasized. The economic, ecological and social expediency of accelerated development of aquaculture, its institutional, functional and organizational-regulatory separation in the structure of global fisheries is substantiated, considering its complexity and inter-sectoral diversification, the author's model of aquaculture is proposed with classification identification of its categories (internal natural, artificial and combined reservoirs and marine, coastal and combined areas), types (with and without feed), species (bony fish, crustaceans, mollusks, other aquatic animals, algae), and consumer products (food, non-food, dual use). The scale, structure and dynamics of aquaculture development have been identified and assessed, and its growing importance in global fisheries has been confirmed. The analysis of the regional structure of aquaculture production by continents is carried out, its distribution by categories and species in Asia, North and South America, Europe, Africa and Oceania is characterized. The special leadership status of China in the global production of aquaculture products is illustrated. It is confirmed that aquaculture is becoming the main source of human fish consumption. The key trends in the development of aquaculture in the European Union have been identified and assessed. The special features of the formation of the relevant market are described. In addition, it has been demonstrated that the scale of aquaculture production only in Norway is comparable to the aggregate indicator of the EU countries. The volumes and structure of aquaculture financing from the budget of the European Maritime and Fisheries Fund are analyzed. Using Spearman's correlation ranks, the peculiarities of aquaculture consumption in terms of volume and price characteristics are studied. The conclusions of the research are substantiated, which confirm the hypothesis of perspective prospects of aquaculture advanced development using the modern innovative technologies and the effective system of its global regulation.

Specific Features of the Structure, Properties, and Technological Plasticity of Metal Products Made of 03Kh22N5AM3 Corrosion-Resistant Duplex Steel

We consider specific features of formation of the structure and properties of 03Kh22N5AM3 corrosion-resistant duplex steel in the process of deformation and thermal treatment of rolled milled bars. We analyze the influence of the chemical composition and the conditions of smelting, casting, hot deformation, and heat treatment on the formation of intermetallic phases, which reduce the ductility of the metal. We also give recommendations aimed at increasing the impact toughness of 03Kh22N5AM3 steel at –40 and –46°C.

Improving the System of Public and Municipal Procurement: Standardization Issues

The presented study examines standardization procedures as an integral element of the institution of planning with regard to public and municipal procurement in the Russian Federation. Aim . The study aims to identify the specific features of formation and establishment of requirements for the goods, works, and services being procured for public and municipal needs and their pricing. Tasks. The authors analyze approaches to standardization in public and municipal procurement; systematize tools for the standardization of costs and properties of the goods, works, and services being procured; identify problems in the formation of requirements for the goods, works, and services being procured and outline ways to solve them. Methods . This study uses the methods of the institutional approach to the examination of economic phenomena and processes as well as specific methods of structural, economic, legal, systems, and comparative analysis and expert assessment. Results . It is established that the current system of public and municipal procurement in Russia has a number of flaws that reduce its efficiency. One of the ways to modernize this system is to improve planning, which requires updating approaches to standardization. The most severe problems include the improvement of standardization of costs and properties of the goods, works, and services being procured for public and municipal needs (including substantiation of prices for the subjects of procurement). The solution to the latter problem can be considered as a method of indirect regulation (through the establishment of de facto consumer standards) of production activity in the economy at the micro-level. In the digital era, the development of standardization in procurement is based on the use of unified information systems and catalogs of the goods, works, and services being procured. At the same time, these technical instruments are not yet perfect and in some cases may reduce rather than increase the efficiency of public and municipal procurement. To this end, the authors propose measures aimed at modernizing these instruments. Conclusions . There are a number of problems in the field of standardization of procurement processes, which reduce the efficiency of the examined system. In particular, the issues of cataloging goods, works, services and setting price ceilings need to be addressed urgently. Improving standardization as an element of public and municipal procurement planning is an important and necessary step in improving the validity of budget appropriations allocated for these purposes and increasing the efficiency of their use.

Specific Features of Formation of Laser‐Induced Periodic Surface Structures on Ge2Sb2Te5 Amorphous Thin Films under Illumination by Femtosecond Laser Pulses

This article presents the results of irradiation treatment by the 180 fs laser pulses at the wavelength of 1030 nm of Ge2Sb2Te5 amorphous thin films. It is shown that high‐quality laser‐induced periodic surface structures (LIPSS) are formed at certain parameters of irradiation with a period corresponding to the laser wavelength. A distinctive feature of the observed LIPSS is the alternation of amorphous and crystalline regions corresponding to the ridges and valleys of the periodic structures which are perpendicular to the polarization of the femtosecond light beam. These surface crystalline–amorphous alternating structures are characterized by significantly less pronounced surface relief than for previously observed LIPSS formed by femtosecond laser pulses at the wavelength of 515 nm. Possible mechanisms are considered for the LIPSS formation including the formation of surface plasmon polariton and its subsequent interference with the incident beam resulting in spatial modulation of the temperature on the film surface. As the results indicate, the formation of alternating structure has a threshold nature with the threshold laser fluence for LIPSS formation depending logarithmically on the number of laser pulses, which is attributed to the transient nature of the crystallization process.

Specific Features of Formation of Multispecies Microbial Biofilms on Polyethylene Surface

Patterns of formation of three-species biofilms on the surface of an LDPE-based composite material were studied using a mixture of pure planktonic cultures of microorganisms capable of degrading this polymer. This is the first report of the role of the ascomycete Yarrowia lipolytica as a primary colonizer in this system, forming aggregates with gram-negative bacteria Pseudomonas aeruginosa or Chromobacterium violaceum. Addition of biocidal compounds of the guanidine family to LDPE as a component of the filler was shown to result in selective suppression of biofilm growth of some microorganisms, while it had no effect on the initial stages of adhesion and on planktonic growth of the cultures. Gram-positive bacteria of the genus Kocuria exhibited the highest sensitivity to these biocidal agents.

Effect of Chromium and Vanadium Alloying of Steels on the Intensity of Carbon Dioxide Corrosion

The effect of the content of chromium and vanadium on the corrosion resistance of steels in CO2-containing media is studied. Changes in the structure and composition of products of carbon dioxide corrosion are determined as a function of the concentration of chromium and vanadium. Special features of formation and structure of products of carbon dioxide corrosion are determined in tests in static and renewed test media.

Tikhonov regularization method, which enhances the resolution, are used to study the kinetics of formation of phases in the forward reaction of the HDDR process in its early stages (the first minutes) in alloys based on Nd – Fe – Co – B – Zr.

Special features of formation of the source base for economic socialization

Trends in the global social development increasingly clearly demonstrate their relation to the processes of socialization of the global economy. Countries around the world are creating a global socio-economic space in the framework of integration and globalization. Global development of social economies in the world serves as the basis for further cooperation of the countries in addressing global problems and ensuring decent living standards of the population. It also applies to the countries with transition economies. The main problem of development of the process of economy socialization is its financial support, which makes the search for potential sources of financing more relative.The article’s aim is to assess the source base of socialization of the economy of Ukraine as a country with transition economy with identification of strengths and weaknesses of financial security of social processes in the country.Method of investigation was the correlation-regression analysis of the source base of socialization of the Ukrainian economy with construction of a multifactor regression equation. The main result of the article is correlation-regression analysis that has found that the amount of income of the population is significantly affected by two indicators: financing of scientific and technical works and the amount of loans provided by the Ukrainian banks to the residents. In the article, it is proposed to stimulate the innovative activity through increasing the funding of scientific and technical works from different sources that can be practical recommendation to the government politics.

Specific features of formation of bulk porous systems in the self-propagating high-temperature synthesis. Borides

The effect of ultrasound oscillations (USO) on the combustion velocity and temperature, phase composition and microstructure of compounds produced by the self-propagating high-temperature synthesis (SHS) in the Ti–B system is studied using the earlier developed experimental setup. It is shown that the effect of powerful ultrasound on SHS is connected with the thermal factor, viz. the enhancement of heat removal from the specimen surface due to forced convection, and the physical (non-thermal) factor that consists in the influence of USO on the melt spreading and crystallization of different phases in the SHS wave. It is demonstrated that for multiphase system Ti–B an increase of the boron content in the initial charge leads to grain refinement of the synthesized product and the imposition of USO on the SHS results in a change in the grain morphology: their shape becomes closer to equiaxial. In composition Ti+1.5B, under the action of USO cubic-shape product grains are observed on the inner surface of pores, and in composition Ti+2.0B the synthesized TiB2 grains become more vividly facetted.As a result of imposition of ultrasound on the synthesis process, grain refinement is observed for all the compositions along with the formation of a large number of borides and their redistribution in the volume. The use of ultrasound brings about changes in the quantitative phase composition of the synthesis products and the ratio between the orthorhombic and cubic modifications of phase TiB. The research has shown that the presence of pores in the initial charge plays an important role in the structure formation of the final product, and hence it appears impossible to obtain an equilibrium material by the SHS method. It is found that an optimal USO amplitude exists at which it is possible to obtain uniform fine-grained structure of the material. This permits controlling the structure formation at SHS.

ОСОБЛИВОСТІ РОЗВИТКУ АГРОТУРИСТИЧНОГО ПРОДУКТУ ЖИТОМИРСЬКОГО РЕГІОНУ (НА ПРИКЛАДІ АГРОСАДИБИ «ПОЛІСЬКА ХАТА»)

In the article on the example of activity of cultural and art center the "Polesye house" forming features and structural-functional descriptions of tourist product of rural tourism were analysed in the Zhytomyr region, and also the analysis of economic activity of агросадиби is conducted the "Polesye house" for three last years taking into account all types of activity. Goal. Analysis of economic activities at the agriturismo "Polesye house " and specific features of formation and structural-functional characteristics of the tourist product of rural tourism in the region. Method. For this purpose we used a range of complementary research methods: methods are systematic and statistical analysis, generalization and systematization. In the process of research used literary sources for rural tourism in Zhytomyr region and in the country, and Internet resources. Results. Analyzing the activities of the "Polesye house " farm for three years, we can conclude that: holidaymakers are active in April - July, with the largest number of tourists in May; the most popular services are: lunch, master classes, entertainment, souvenir shopping, quests; the highest revenue was recorded in May 2016-2018 and October 2018. The results of the study indicate that, in order to attract the modern tourist and to increase the target audience you need to constantly work on expanding the range of services. Therefore, at the present stage in the creation and establishment of a quality and profitable tourist product in rural tourism in the region must take into account different interests and preferences of tourists of different age and target audience and constantly work on expanding the range of services. Scientific novelty. For the first time analyzed the activities of the cultural arts center, "Polesye house " and performed a statistical analysis of its economic activities and peculiarities of the tourist product. Practical significance of the obtained results lies in the fact that proposals for the development and creation of tourist product in rural tourism, can be used at the regional level for improvement of territorial organization of the tourist complex.

Special Features of Formation of Cast Structure of Chromium-Nickel Iron

The effect of silicon on the transformations of austenite under cooling, the content of silicon and carbon in the austenite, the conditions of precipitation of structurally free carbon in the form of globular graphite, and the formation of microstructure in chromium-nickel iron is studied for attaining a high level of mechanical properties in cast condition.
