The decisive development in Spain of a welfare state has generated a spectacular change in the organization of the public service systems. The implementation of the social services system and the consolidation of the primary health network requires well trained specialized personnel that can guarantee the quality of the services provided. However, this also entails changes in the training of psychologists, both at the under and the post graduate levels. The article reviews some of the suggestions proposed in different contexts for the training in community and social intervention, The present situation in Spain is analyzed.

Repolarization of the Mediterranean: Spanish and Greek cities in neo‐liberal Europe

Abstract The re‐emergence of East/West polarization in the Mediterranean is explored here in the context of the intensification of urban competition and place marketing in neo‐liberal Europe. Spanish urban success stories during the 1990s, relying on urban‐oriented civic pride, local initiative and international events contrast sharply with Greek urban experiences, blocked by formidable objective and inter‐subjective obstacles to development. The 1960s and the 1990s were periods of Mediterranean convergence and divergence respectively. Cities have developed in a context of informality and reciprocity in both countries, but the ‘modernization’ effort since the mid‐1970s created contrasts in policy, planning and local initiative. These were later combined with dramatic global geopolitical change, with the redistribution of real income at the European scale to the advantage of core regions, and with the persistence of certain biases of European Union policy. In all contrasts and contradictions discussed here (urban success and productivity versus regional and urban depolarization, market competition versus reciprocity, urbanism versus nationalism), Spain and Greece present opposite trajectories. Local cultures are influenced by, but also have an impact on global developments in Europe. This dialectic interrelation has led to sustainable development in Spain, while the policy, economic and political contexts are not particularly promising for urban regeneration in Eastern Mediterranean.

Industrial relations and the management of flexibility: factors shaping developments in Spain and the United Kingdom

Any analysis of workforce flexibility within particular countries needs to take account not only of the character of industrial relations and union organization at workplace and company levels, but also of how actions at those levels are influenced by broader regulatory arrangements covering employment and work practices. In other words, to avoid the over-simplifications and over-generalizations which much of the flexibility debate has in the past been (correctly) accused of and to expand the analysis offered by the relatively broad-brush, multi-country studies, it is necessary to locate issues of flexibility more securely within both existing national regulatory and institutional frameworks, and also to take account of patterns of union organization and job regulation at the local level, and the ways unions and workforces have responded to (and at times even shaped) different flexibility initiatives by employers. Socio-economic indicators on research and development in Spain

This essay analyses some aspects of the situation of scientific policy in Spain, mainly from a socio-economic point of view. The funds dedicated to R and D, its sources, evolution by years and distribution in relation with the GNP and different sectors such as public institutions and private enterprises are studied, as well as the relations of those funds with the inhabitants of the country and with the number of scientific researchers, the areas of research and the percentages dedicated to applied research and to development. In a similar way personnel engaged in R and D, their number, types of researchers, centers and scientific areas of research are presented.

Employer identity and the politics of the labour market in Spain

The Confederation of Spanish Business Organisations (CEOE) has rarely been systematically analysed in terms of its role in the political and economic development of Spain. It is argued that the CEOE has indeed been influential in economic policy‐making and the formation of pro‐free market policies in Spain, albeit in a way not usually understood within many of the highly formalistic and institutionalist understandings of the relations between state and socio‐economic actors. The CEOE has played a part in forging an identity within the employer class through its interventions which is one of the pivots of Spain's limited engagements with concerted state and socially‐oriented responses to crisis and economic development since the mid‐1970s.

Provincial disparities in levels of living: The case of Spain, 1970?1981

Regional inequalities in economic development in Spain are widely recognised, but similar patterns of levels of living have been less studied. Some of the general factors which might contribute to regional inequalities are discussed. Although it is difficult to identify their precise role, it is argued that the pattern of economic growth, the character of regional economic structures, population distribution and urbanisation, return migration, and the nature of Spanish regional and local government all contribute in varying ways to inequalities in levels of living in different regions. Furthermore, they suggest that such inequalities have persisted throughout the 1970's. The regional patterns are then described and trends of change between 1970 and 1981 examined. The evidence suggests that the decade saw a widening dichotomy in levels of living in Spain with the south and west showing deterioration and the N and E showing relative improvement.

A new role for philosophy and technology studies in Spain

The social understanding of the nature of science and technology in Spain has until recently been dominated by the Anglo-American positivist tradition that presents science as primarily a form of theory which can then be applied in technology. This tradition is being criticized by a new Institute for the Investigation of Science and Technology (INVESCIT), and in its place is proposed an operative understanding especially appropriate to the social-democratic guidance of scientific and technical development in Spain. A specific program of education (the TECNAS program) based on the operative understanding is also outlined.

Tax Assignment in Multilevel Systems of Government: A Political-Economic Approach and the Case of Spain

In this paper the question of tax assignment in multiple-level systems of government is addressed. Existing economic theory of fiscal federalism, which is the main source of information on tax assignment, is reviewed and various criticisms of this theory, as a normative theory, are outlined which indicate major difficulties in application to practice. Where a strong desire for decentralisation exists, such as in Spain, an alternative political-economic approach is suggested. This is then used to comment on developments in Spain where, it is concluded, the present assignment of taxing powers is insufficient to guarantee the autonomy of the regional governments. For Spain, regional access to a share of the VAT or personal income tax is suggested as the best option for tax reform in order to offer sufficient regional tax autonomy.

The tourist use of space along the Andalusian coast : the centres of National Tourist Interest. A dominant characteristic of recent tourist development in Spain has been the enormous amount of space used up especially along the coastline and notably along the Andalusian coast. In recent decades the tourist complexes along the coast have assumed different forms from the point of view of size, quality and legal status. All of them have displayed marked indifference to questions of territorial balance. The legal framework behind the centres of national tourist interest clearly displays this lack of consideration for the way space is used. Its main priority has been the encouragement of tourist development by handing over to the private sector the choice of localisation of new establishments as well as that of their size and internal organisation. This study deals with the C.N.T.I. (C.I.T.N.) along the Andalusian coast, their localisation, the pre-existing environmental conditions, the forms taken by development and their relations with pre-existing property and finally their internal organisation. We also examine the way these projects have been carried out and we observe a considerable discrepancy, for several reasons, between the initial projects and their final concrete forms. The legal framework of the C.I.T.N. not only fails to inject order into the tourist chaos of the Andalusian coast but also complicates the situation even further by designating excessive amounts of land for urbanization compared to demand thus creating numerous conflicts whith pre-existing practices and activities in these areas.
