Abstract: In the journey towards a Smart City, efforts to make it a bridge that connects people's expectations of appropriate, effective, and efficient government services by utilizing Information and Communication Technology (ICT) is of the essence. The Smart Governance concept is the main key, where the Ternate City Government as executor of government duties is expected to be able to provide quality services following Standard Operating Procedures (SOP) and the principles of law, humanity, justice, democracy, participation, transparency, accountability, and commitment to the welfare of its citizens. To realize the Smart City vision in Ternate, there needs to be a mutual understanding regarding the true Smart City paradigm. Three-Dimensional Vehicle Detection and Pose Estimation in Monocular Images for Smart Infrastructures

Over the last decades, the idea of smart cities has evolved from a visionary concept of the future into a concrete reality. However, the vision of smart cities has not been fully realized within our society, partly due to the challenges encountered in contemporary data collection systems. Despite these obstacles, advancements in deep learning and computer vision have propelled the development of highly accurate detection algorithms capable of obtaining 3D data from image sources. Nevertheless, this approach has predominantly centered on data extraction from a vehicle’s perspective, bypassing the advantages of using infrastructure-mounted cameras for performing 3D pose estimation of vehicles in urban environments. This paper focuses on leveraging 3D pose estimation from this alternative perspective, benefiting from the enhanced field of view that infrastructure-based cameras provide, avoiding occlusions, and obtaining more information from the objects’ sizes, leading to better results and more accurate predictions compared to models trained on a vehicle’s viewpoint. Therefore, this research proposes a new path for exploration, supporting the integration of monocular infrastructure-based data collection systems into smart city development.

Research on Urban Governance Models and Innovativeness under the Vision of Smart City

In recent years, with the rise and development of smart cities, people have gradually shifted their attention to how to conduct urban governance. Through the use of urban governance model, Internet technology and smart city governance concept, the city is carried out fine governance, search for a more efficient and scientific model of governance, which will replace the old model of government leadership. This article analyses the status quo of city governance in the context of Intelligent city, and puts forward innovative governance modes: multi-department collaborative innovative governance mode, subdivision multi-subject participation innovative governance mode, people-oriented innovative governance mode, and scientific evaluation mode of smart city governance.

Addressing Data Challenges to Drive the Transformation of Smart Cities

Cities serve as vital hubs of economic activity and knowledge generation and dissemination. As such, cities bear a significant responsibility to uphold environmental protection measures while promoting the welfare and living comfort of their residents. There are diverse views on the development of smart cities, from integrating Information and Communication Technologies into urban environments for better operational decisions to supporting sustainability, wealth, and comfort of people. However, for all these cases, data is the key ingredient and enabler for the vision and realization of smart cities. This article explores the challenges associated with smart city data. We start with gaining an understanding of the concept of a smart city, how to measure that the city is a smart one, and what architectures and platforms exist to develop one. Afterwards, we research the challenges associated with the data of the cities, including availability, heterogeneity, management, analysis, privacy, and security. Finally, we discuss ethical issues. This article aims to serve as a “one-stop shop” covering data-related issues of smart cities with references for diving deeper into particular topics of interest.

Effectiveness of Using Jendela Pontianak Integrasi (JEPIN) Application toward Developing Smart City in Siantar Hilir North Pontianak District

This article analyzes the effectiveness of using the Pintu Pontianak integration application in realizing a Smart City in the Siantan Hilir Village area, North Pontianak District. Jendela Pontianak Integrasi (JEPIN) implements the Smart City concept adopted by the Pontianak City government to facilitate public access to information and public services. Even though it is aimed at people who actively use technology, several obstacles hinder the effectiveness and acceptance of this application. Among them are the complexity of features and terms in applications that still need to be fully understood by the public and a need for more awareness of the benefits of the innovative city concept. Socialization efforts carried out by the government have yet to fully increase public understanding and interest in the JEPIN application. Therefore, concrete steps such as simplifying the user interface, increasing socialization, and regular evaluation are needed to ensure the success and broader acceptance of the JEPIN application. In this way, JEPIN can be a more effective tool in supporting Pontianak City's Smart City vision and improving the quality of public services for the community.

Smart city: an advanced framework for analyzing public sentiment orientation toward recycled water

The coronavirus pandemic of the past several years has had a profound impact on all aspects of life, including resource utilization. One notable example is the increased demand for freshwater, a lifeblood of our planet, on the other hand, the smart city vision aims to attain a smart water management goal by investing in innovative solutions such as recycled water systems. However, the problem lies in the public’s sentiment and willingness to use this new resource which discourages investors and hinders the development of this field. Therefore, in our work, we applied sentiment analysis using an extended version of the fuzzy logic and neural network model from our previous work, to find out the general public opinion regarding recycled water and to assess the effects of sentiments on the public’s readiness to use this resource. Our analysis was based on a dataset of over 1 million text content from 2013 to 2022. The results show, from spatio-temporal perspectives, that sentiment orientation and acceptance-behavior towards using recycled water have increased positively. Additionally, the public is more concerned in areas driven by the smart city vision than in areas of medium and low economic development, where investment in sensibilization campaigns is needed.

Smart city branding vision: multiple stakeholder perspectives

City governments around the world are becoming smarter to enhance the quality of life of residents and the sustainability of the city. Becoming smart provides an opportunity to gain competitive advantages for cities by developing their identity as a smart city brand. To successfully brand a smart city, a smart city vision that incorporates the perspectives of different stakeholders can provide a useful basis for developing brand positioning strategies. This study aims to explore a smart city branding vision from the perspectives of multiple stakeholders. The study constructs and analyzes the vision maps of a smart city brand for user innovators (n = 224) and end users (n = 716) in Taiwan through surveys and network analysis. The results reveal a vision map with thirty-one elements for the two groups, consisting of seven core elements and twenty-four peripheral elements. Compared to end users, user innovators have more vision associations with a smart city brand. Additionally, the two groups share four core vision elements: smart pay, smart traffic, sound information infrastructure, and smart education. This study provides researchers with different approaches to understanding city branding vision and provides city managers with a valuable reference while designing city services and devising branding strategies for smart cities.

Towards Smart Parking Management: Econometric Analysis and Modeling of Public-Parking-Choice Behavior in Three Cities of Binh Duong, Vietnam

In developing cities, newly emerging cities have started facing the problem of insufficient public parking facilities and ineffective regulations. To support the planning, design and management of the public parking system towards a smart and sustainable city vision, it is necessary to study deeply parking behaviors. This paper presents an empirical study on parking-choice behaviors of motorcycle users and car users in the emerging cities of developing countries through a case study of three cities in Binh Duong, Vietnam. To explore the behavioral mechanisms and influential factors, the multinomial logit parking choice models are developed using revealed preference and stated preference data. The users’ overall satisfaction and perceived importance of parking lot design and service aspects are analyzed using order logistic regression. The revealed choices show no trade-off between parking fee and walking distance, as the users are not fully aware of parking locations and service features. However, the stated choice experiments prove a potential existence of the trade-off mechanism and differentiate significant factors in the decision of choices for the two user groups. The results bring insightful implications for the development of a smart public parking system.

Citizen Participation in A Smart City: The Seoul Case

The ultimate objective of governments that adopt the smart city approach is to improve the living conditions of citizens. Therefore, the realization of the smart city vision is largely an issue related to citizens. Thus, the increasing success of smart cities that become prominent in the world by effectively ensuring citizen engagement beyond prioritizing the technology use attests to this. This study aims to reveal the role and importance of citizen participation in smart cities within the framework of the example of Seoul Smart City, the capital of South Korea. In this context, the prominent citizen participation practices and features of the Seoul smart city are mentioned. In the study, which was created with the qualitative method, a descriptive method was used in the direction of the literature review, the information about the smart city on the website of Seoul Municipality, and the information from the Digital City plans. According to the results of the study, it has been seen that the Seoul Municipality has succeeded in increasing citizen participation with the mobile applications implemented in Seoul, which facilitate the education of citizens. However, it has been determined that there are still insufficient field study examples showing the level of influence of bottom-up decisions in Seoul.

Peran Pemerintah Dalam Mewujudkan Smart City Di Kota Tanjungpinang

Smart City has become an important goal in urban development throughout the world, including in Tanjungpinang City. The government has a crucial role in realizing this Smart City vision. This research aims to understand the role of the government in achieving transformation towards a Smart City in Tanjungpinang City, as well as its impact on public services and the quality of life of the community. This study uses a qualitative approach with in-depth interviews and document analysis as data collection methods. The research results show that the Tanjungpinang City government has played an important role in realizing a Smart City through various initiatives, such as the use of information technology, more efficient public services, better data management, and development of supporting infrastructure. The impact of this government effort is to increase accessibility, security and quality of life for the community. However, there are still several challenges that need to be overcome, including the public's lack of understanding about Smart Cities, the sustainability of Smart City projects, and the protection of personal data. Therefore, the government needs to continue to act as a facilitator, service provider and regulator to ensure that the transformation towards a Smart City in Tanjungpinang City runs well. This research provides insight into the government's role in realizing a Smart City in Tanjungpinang City, as well as the challenges that must be faced. The results of this research can be a reference for the government and other stakeholders in efforts to achieve the goal of a more sustainable and inclusive Smart City.

Comparative review of Smart City from an urban planning perspective in Johor Bahru City and Petaling Jaya City

Smart cities are of great importance globally, and Malaysia recognizes this importance. The Malaysian government has launched various initiatives to encourage the ‘Smart City’ such as the framework (Malaysia Smart City Framework), blueprints, action plans, and standard, the Malaysian Standard for Smart Cities. The outlines the definitions, key principles, and strategies for adopting smart cities in Malaysia’s development. This study aimed to contribute to the understanding of smart city development in Malaysia and provide valuable insights for policymakers, urban planners, and researchers in their efforts to create sustainable and efficient cities. The objective of this study is to compare the approaches and outcomes of smart city development between Johor Bahru City, Johor, and Petaling Jaya City, Selangor. This has analyzed and comprehended the trends in various features of smart city development of the cities. The study found that Johor Bahru City is making more efforts to develop as a smart city through effective governance and strategic planning for short-term and long-term goals same as Petaling Jaya City but focuses more on a one-stop center which promotes community togetherness with the governance. Nevertheless, at the regional level, Johor Bahru City has the Iskandar Malaysia Smart City Framework promoting Sustainable Smart City Vision, followed by the Johor Smart City Blueprint at the state level, and implemented via blueprints at the local authorities, which sets it apart from Petaling Jaya City. Both cities have well-planned smart city initiatives that integrate technology, energy, and the environment, including support for smart city components that suit their needs. Despite facing challenges, the city serves as a model for smart and sustainable development.

Understanding and Enabling “Communities” Within Smart Cities: A Literature Review

Community-level interventions through technological updates and connectedness are quite popular within smart city visions. These interventions, under the collective label of smart and connected communities (SCC), promise to increase technology access, services, and the sense of entrepreneurship and organization at the community level. This paper addresses the lack of academic research investigating SCC with regard to its merits and linkages to the debate on smart cities. It reviews the academic literature on conceptions, constituents, and enablers of SCC. It highlights SCC as a concept with more issues and complexity than conventional smart city projects, particularly with regard to soft or human-related factors. While SCC is associated with diverse objectives, there are some basic elements of SCC projects such as a common direction, digitalization, optimization, better services, and participation. This paper also presents a range of critical factors and enablers based on previous studies. These factors include the features of communities and services as well as collaborative and institutional mechanisms. This paper shows the importance of the planning and design tasks in initiating SCC interventions. When designing successful and context-specific SCC projects, it is important to address the contextual environment of SCC through an informed SCC project design. This is particularly relevant for (ill-defined) communities with unconducive institutional context or no cooperation legacies. The success of SCC often depends on engagement and change management within communities as well as the development of context-specific, and often iterative, project designs.

Guiding visions of corporate smart city innovators: Identifying opportunities for participatory futuring

Since the smart city vision increasingly shapes our urban life globally, it becomes ever more urgent to integrate participatory futuring in ongoing smart city-related technology development. This study aimed to find starting points for such integration by unraveling the ‘guiding visions’ of corporate technological innovators in the smart mobility and transport sector around Amsterdam. We conducted and analyzed interviews with innovators from 12 smart city start-ups and scale-ups based on three elements of guiding visions: (1) the desired future city, (2) the purposes of technologies they expect to fulfill, and (3) how technologies are thought to relate to their wider societal context. The interviewed innovators appeared to envision a clean, frictionless future city, whereby smart city technologies fulfilled four purposes: catalyzing efficiency, nudging citizens, customizing user experiences, and connecting places and people. Innovators’ ambitions for societal participation were modest and mainly aimed at end-users to optimize design features. Overall, the innovators’ guiding visions highlight the need for participatory futuring approaches that appeal to innovators’ motivation to make a social contribution, but also help them to widen and deepen their understanding of the public values that citizens perceive to be at stake in the smart city.

Making cities smarter for an inclusive green transition towards a long‐term sustainable development: A critical literature review

AbstractThis review critically approaches the literature on smart cities while describing the significance of more value‐based rationality and more reflexive practice for constructing smart cities, rethinking how human experiences are approached to improve it to be more balanced and engaging. This transition establishes a sense of place in the city necessary to enhance people's attitudes and overall well‐being. As the vision of smart cities promotes them as more liveable cities while focusing on achieving more efficient services, the review clarifies the need to improve the ability of smart cities to produce more engaging experiences to achieve long‐term sustainable development, planning and governance as part of their green transition. The authors promote innovative approaches to realising agendas of citizen engagement and sustainability by clarifying the potential of interdisciplinary cooperation among art, place and technology. This will help redefine progress in city development from merely enhancing basic functions to improving the human experience.

The spatial development of peripheralisation: The case of smart city projects in Romania

AbstractThis article addresses the uneven territorial growth of the smart city phenomenon and how the national and local spatial politics of urban smart projects work out in practice. While in previous decades the concept of smart city referred mainly to the digital and technological realm as an indicator of the performance of cities, today it is taking on a broader range of meanings, so as to also cover such areas as governance, environment, housing and people. However, the critical literature on smart cities highlights two potential disadvantages: firstly, that urban planners who decide to pursue a smart city vision run the risk of creating a kind of power and control over residents; and secondly that there appears to be an incompatibility between smart cities and the informal. Moreover, the spatial and the critical dimensions of the governance of urban smart projects are still insufficiently researched. By using a comparative and developmental quantitative methodology for the urban smart projects of Romania and taking the city of Timisoara as a case study, this study highlights the fact that large cities are not always the best represented; our findings show that peripheral small cities and towns may enjoy a more balanced distribution of smart projects. Furthermore, our evaluation of the spatial distribution (centre–periphery) of smart city projects in Timişoara—a European Capital of Culture in 2023—reveals a higher level of investment in smart projects in its urban periphery. By presenting new critical understandings of the spatial interrelationships of smart city development, the study contributes to the geography of smart cities.

Automated smart waste segregation system using IoT technology

One of the major challenges faced not just by India but globally as well is waste management. India is the second most populous country and naturally generates tonnes of garbage daily. It is common to find dustbins overflowing with junk scattered everywhere, not to mention that segregation of waste is conveniently neglected. Many-a-times it is observed that despite providing separate bins for dry and wet trash, the convention is carelessly ignored. With the traditional methods of periodic garbage collection and manual segregation of wet, metallic, non-recyclable, and recyclable waste proving to be inefficient, there is a need for a better solution. With the help of IoT, a more effective solution is proposed to improve the current system and take a step forward toward the vision of smart cities. The proposed system uses smart garbage tracking, segregation, and collection systems, interfaced with ultrasonic sensors, rainfall/moisture sensors, inductive proximity sensors, and servo motors, along with the necessary hardware, with Arduino as the main controlling unit. The Arduino platform is used as a software platform for the working of the model and obtaining the expected results.

A Survey of Internet of Things and Cyber-Physical Systems: Standards, Algorithms, Applications, Security, Challenges, and Future Directions

The smart city vision has driven the rapid development and advancement of interconnected technologies using the Internet of Things (IoT) and cyber-physical systems (CPS). In this paper, various aspects of IoT and CPS in recent years (from 2013 to May 2023) are surveyed. It first begins with industry standards which ensure cost-effective solutions and interoperability. With ever-growing big data, tremendous undiscovered knowledge can be mined to be transformed into useful applications. Machine learning algorithms are taking the lead to achieve various target applications with formulations such as classification, clustering, regression, prediction, and anomaly detection. Notably, attention has shifted from traditional machine learning algorithms to advanced algorithms, including deep learning, transfer learning, and data generation algorithms, to provide more accurate models. In recent years, there has been an increasing need for advanced security techniques and defense strategies to detect and prevent the IoT and CPS from being attacked. Research challenges and future directions are summarized. We hope that more researchers can conduct more studies on the IoT and on CPS.

Smart cities benchmarking methods

Over the last two decades, the term “Smart city” has known a big progress at the world level. ‘Smart city’ describes the use of smart technologies and data as a means to ensure city's sustainability and development. Many cities around the world are in the process of making themselves smart, using data and technology to improve the quality of life and to drive economic growth. Others are being built to be smart from the beginning. In this paper, we will present the vision of smart city with details, and we use the existing models of smart city to make a deep analysis and comparison between them. However, the main purpose of this paper is to investigate the different methods used in the literature to benchmark smart city models, we will also present how the method used in the benchmarking influence the results of the comparison.

Moving towards a people-centric smart city

European cities are getting smarter. Smart technologies such as the Internet of Things (IoT), Internet of Everything (IoE), and other AI-based technologies, are being injected more directly into the lives of citizens. Smart cities are seen as evolving ecosystems in which multiple actors act, react and interact over time to foster innovative solutions and provide better services for citizens. Despite the growing interest, existing research has to make key advances, important gaps persist as scholars lag behind theoretical development and rarely take into account the most important element of a city: people. Business and management scholars have focused on how to define strategies in smart cities, local policy, and others investigated the challenges of building a smart city. Few concerns deal with humans. In addressing these shortcomings, we tried to highlight why any smart city should be a community that learns, adapts, co-creates, and innovates. The purpose of this study is to investigate the human perspective that goes beyond the focus on technology related to smart cities in Europe, through an analysis in depth on how and how much citizens make cities smart. The focus is on people and their well-being combined with the shared knowledge and development that arises from each player in the ecosystem. To get an overall vision of the people-centric smart city we carry out an exploratory literature review with a PRISMA protocol that guides the identification of the studies to be included in the review. We finally provide implications for scholars and practitioners and suggest future research opportunities.

Review of smart cyber city: keys requirements, tools and issues

With the continuous growth of the urban population, the world is confronting numerous challenges in the near future of cities, related to environmental, economic and social aspects (e.g., traffic congestion, air pollution, waste management, etc.). The smart cyber city concept is introduced as a solution to achieve sustainability, effective management of energy, and smart living. Designing such complex systems with such features is an equally complex challenge. The cyber physical system (CPS) and the Internet of thing (IoT) are keys to achieve the realization of current smart city. In this paper, a survey of smart city vision is given while highlighting the potential benefits of a smart cyber city. A bibliometric network with Vosviewer software was created in order to select the most significant papers. It reviews smart city's key requirements and smart city enabling technologies. It then highlights the potential role of CPS and IoT. Finally, an outline of future research areas is given.
