Applied and expert research on fire and industrial safety of main pipelines

The article provides an analytical assessment of the consequences of violations of industrial and fire safety rules during repair work on the example of main oil pipelines. The issue is urgent due to explosions and fires, as well as staff injuries, which requires an analysis and assessment of the causes of their occurrence and reliability improvement during repair work at hazardous production facilities in Irkutsk region. The factual basis of the study is data on incidents related to the personnel training and repair sites, explosions (pops), the dynamics of the emergency situation and consequences for personnel and the economy. The study concludes that in terms of eliminating explosions and fires and minimizing their consequences, the industrial and fire safety system has not been properly developed for repair and other works at hazardous production facilities.

The characteristic of medical personnel resources in the state health care system of the Region

The indicator of provision with medical personnel under primary health care support significantly varies in Subjects of the Russian Federation. This indicator is affected by such territorial characteristics as long distance of territory, poor transport accessibility, low population density, migration processes. The purpose of the study is to analyze indicators of medical personnel resources in state health care system of the Transbaikal Krai. The sources of information were data from forms of Federal statistical monitoring № 30 "Information on the medical organization" of the Krai medical organizations in 2018-2022. The span diagram was made for levels of provision with physicians over 5 year period in regions of the Krai. The cluster analysis was applied to classify municipalities according to level and dynamics of indicators of provision with physicians. It is established that indicators of provision of district therapists and district pediatricians in the Transbaikal Krai remain below similar ones in the Far Eastern Federal Okrug and the Russian Federation. The making of span diagram demonstrated significant difference in indicators of provision with mentioned specialists in municipalities of the Krai over 5 year period that testifies instability of medical personnel situation in districts of the Krai. The maximal indicators of provision in certain regions are conditioned by higher wages and location of medical organizations in the Krai center. The shortage in medical personnel of primary health care is marked in the Krai. In order to implement tasks of overcoming medical personnel shortage, disproportions in structure of medical personnel, uneven territorial distribution of medical specialists in the Krai it is necessary to improve mechanisms of human resources planning.

The Impact of Different Regions and Dietary Structures on Blood Glucose and Lipid Levels

<i>Objective: </i>To explore the effects of different regions and dietary structures on the blood glucose and lipid levels of residents. <i>Method: </i>1220 examinees from Fenyang City, Shanxi Province were selected as the research subjects and included in the study group. In addition, 1225 examinees from Xinjiang Communist Youth League Farm were selected as the control group 1, and 1200 examinees from Wujiaqu City, Xinjiang Uygur Autonomous Region (limited to regular physical labor and light diet) were selected as the control group 2. Collect general information such as the regional situation and dietary structure of personnel in each group, and use a fully automated biochemical analyzer to detect blood glucose (GLU) and lipid indicators (including total cholesterol (TC) and triglycerides (TG)). Compare the levels of the above indicators and the differences in the abnormal detection rates of each indicator in each group. <i>The results: </i>The levels of GLU, TC, and TG in the study group were significantly higher than those in control group 1 and control group 2 [GLU (mmol/L): 5.30±1.45 compared to 5.03±1.50, 4.18±0.39; TC (mmol/L): 1.67± 1.20 compared to 1.58±1.01, 0.69±0.36; TG (mmol/L): 5.02±1.71 compared to 4.72±1.17, 3.19±0.89], and the differences were statistically significant (all P<0.01). The abnormal detection rates of GLU, TC, and TG in the study group were significantly higher than those in the control group 1 and control group 2 (GLU: 18.43% compared to 13.64% and 2.00%, TC: 35.43% compared to 28.42% and 0.00%, TG: 14.05% compared to 5.63% and 0.00%), and the differences were statistically significant (all P<0.01). <i>Conclusion: </i>Regional differences and dietary structures are important factors affecting the blood sugar and lipid levels of residents. Balanced diet is beneficial for the stability of blood indicators and physical health of residents.

The article provides theoretical justifications for the need to manage the personnel reserve, including in the public administration system. The personnel situation in the penal enforcement system is analyzed and the main problematic aspects of the formation of personnel reserves of institutions and bodies of the Federal Penitentiary Service of Russia are identified, as well as proposals for improving work with personnel reserves are formulated. The topic raised is relevant due to the fact that in modern socio- economic and political conditions, the main purpose of staffing the Federal Penitentiary Service of Russia is to preserve and strengthen the human resources of the penal enforcement system. In the mechanism for achieving this goal, the most important task is the formation and effective use of personnel reserves of institutions and bodies of the Federal Penitentiary Service of Russia to meet the needs of the system in qualified managerial personnel in a timely manner. The analysis made it possible to substantiate a set of measures to improve work with the personnel reserve of territorial institutions and bodies of the Federal Penitentiary Service of Russia, including proposals to increase the salary of employees filling the positions of managers (chiefs); to stimulate employees enrolled in the personnel reserve; to increase the number of professional training programs for employees. A systematic approach to the formation and training of a reserve of senior personnel of institutions and bodies of the Federal Penitentiary Service of Russia will ensure the creation of an effective personnel management system of the penal system.

Current state and problems of staffing in the agro-industrial complex of Russia

Staffing is a key factor in the effective functioning of the agro-industrial complex (AIC) of Russia. Proper management of human resources contributes to the sustainable development of the industry and increases its competitiveness. The article analyzes the main problems of staffing in the agro-industrial complex, such as the shortage of qualified specialists, low level of personnel training, labor migration and aging personnel. To successfully solve these problems, measures have been proposed, including the development of a continuing education system, increasing wages, improving working and living conditions in rural areas, as well as strengthening interaction between agricultural enterprises and educational institutions. Particular attention is paid to government support and the creation of favorable conditions for attracting young specialists. Recommendations have been developed to improve the personnel situation aimed at ensuring sustainable development of the Russian agro-industrial complex.

Analysis of the Current Personnel Situation in the Field of Science in Kazakhstan: Gender Aspect

One of the main factors in the development of the state’s economy is science and innovation, namely human resources that realize these resources, with the help of high-quality scientists. In this regard, the purpose of the research article is to analyze the current state of personnel status in the field of science, identify gender characteristics, and give recommendations for improving personnel status. In the course of the study, an integrated approach was used, which included methods of analysis, synthesis, and comparative analysis. In addition, general scientific methods such as abstraction and deduction were used. As an information base, statistical data from the National Bureau of Statistics for the period 2018-2022 were used. In addition, the UN reports on science were used. In the course of the study, the results were obtained that there is a shortage of personnel in the field of science, a decrease in the number of scientists in technical specialties, low wages in this field, a small number of scientists with academic degrees, and gender inequality. To ensure economic development, it was proposed to rethink the education system and the field of science and the directions in which the problem of personnel in the field of science could be developed. The theoretical results of the study can be used in the continuation of research related to the personnel situation in the field of science. The results of the study can find practical application in reports, strategies and programs of government agencies.

Employment of Engineering and Technical Workers at Industrial Enterprises of Leningrad in 1928–1937

During the first five-year plans, the country's leadership paid special attention to providing industrial enterprises with qualified personnel, primarily engineers and technicians. Until now, the problem of employing specialists has remained poorly understood. Meanwhile, the study of this issue makes it possible not only to draw a conclusion about the extent to which the distribution of qualified personnel was the exclusive sphere of state activity, but also to evaluate the results of this process. The article attempts to analyze the practice of hiring engineering and technical workers at industrial enterprises in Leningrad in 1928–1937. The execution by the labor exchange and the bodies of the People's Commissariat of Labor of requests from factories and factories, the targeted transfer of qualified personnel from management departments to the production sector, as well as the distribution of graduates of universities, colleges and technical schools are considered as the main ways to meet the needs of industrial enterprises of Leningrad in engineering. technical workers. Since none of these methods solved the personnel problem, the practice of “luring” qualified personnel from one enterprise to another became widespread. Economic organizations (trusts and production associations, factories and factories) had a significant influence on the distribution of personnel. Not least was the role of the engineering and technical workers themselves, who had the opportunity to terminate the employment contract unilaterally. As a result, the system of hiring qualified personnel worked, rather, to redistribute engineering and technical workers between enterprises and contributed not to stabilizing the personnel situation, but to increasing the mobility of specialists.

Analysis of the Current Situation and Problems of Technical Personnel in Material Production Enterprises

With the rapid development of high- temperature industry, our country has become the largest country in the world in the production, consumption and export of refractory products. However, the technical quality of front-line employees in refractory enterprises is generally low. Especially with the continuous upgrading of refractory production equipment, process and quality control, the problem of lack of technical and skilled personnel is becoming more and more serious. From the perspective of human resources, and in-depth investigation on the development of refractory industry and its personnel status, the current situation and problems of refractory enterprise technical personnel are analyzed. It is found that leading large enterprises are still in short supply of high-tech application-oriented technical personnel and operational personnel even though the structure of senior technical personnel is relatively reasonable, and small and medium-sized Enterprises gradually enter into a vicious circle of low wages, low technology, low labor productivity because they only focus on production, not research. In addition, vocational students working in different refractory enterprises often face a dilemma, some feeling lack of relatively complete theoretical knowledge, some wanting to improve the ability to operate and deal with faults.

This article explores the impact of the establishment of Territorial Health Groups (GST) on ongoing health reform in Morocco. The legislative framework, in particular Law 08-22, emphasizes the importance of these Territorial Health Groups in the offer of treatments and quality of services. The dialectical connection between the establishment of Territorial Health Groups on the one hand and the expansion of social protection on the other hand for different segments of the population is very practical and interconnected. The role of Territorial Health Groups is important in evaluating the health map, redistributing resources, and playing a vital role in regional health programs. Law 08-22 defines the tasks and administrative structure of Territorial Health Groups within their territorial jurisdictions. The article highlights the shift from a centralized to a decentralized approach in health decision-making, noting the role of Territorial Health Groups in health management. The establishment of district Territorial Health Groups is a key element in theoretical and practical efforts to strengthen the health system in Morocco. However, the analysis underscores challenges related to legislative complexities, politicization and technocratic hegemony. The article referred to the National Health Program, which emphasized the development of human resources in the health sector, by increasing the number of doctors and nurses, establishing new university centers, and employing thousands of new supervisors. The program also aims to improve the financial situation of health personnel and enhance national competencies. In conclusion, the article stresses the importance of Territorial Health Groups in strengthening the health system, improving regional health services, and promoting effective partnerships with the private sector.

Participation of Religious Brothers in the Exercise of Authority in Clerical Religious Institutes

The paper has been inspired by the rescript of Pope Francis issued as a motu proprio on the appointment of superiors in clerical institutes. According to the binding ecclesiastical legislation, such practices used to be prohibited, although the Holy See would grant permissions on a case-by-case basis. The article discusses the idea of exercising authority in religious institutes according to the traditional rules of religious life, referring to St Benedict and St Francis. A serious obstacle to regulating this issue is the exercise of power. Another reason indicated in the rescript is the personnel situation in religious institutes, which makes it impossible for some members of the clergy to serve as superiors due to age and health status. This fact caused requests to the Holy See seeking permission for non-clerics to exercise the office of superiors. A significant attempt to respond to this need is the rescript announced by Pope Francis. It takes account of the existing legal solutions, as well as opening up a certain window of opportunity as regards changes to the structure of power in clerical institutes.

Research on Deflagration Hazard and Its Influencing Factors on Urban Gas Pipeline

Abstract In this paper, the hazard criteria for thermal radiation and shock wave overpressure applicable to the deflagration of urban gas pipelines have been proposed. The phast software is used to analyze the hazard intensity and degree of pipeline deflagration. Based on the hazard criteria, the situation of personnel and object damage is determined, and targeted risk control points are proposed. The influence of the parameters of wind speed, atmospheric stability, air humidity, and operating pressure on the deflagration hazard is studied. The work presented in this paper can provide a reference for the disaster assessment and safety management of urban gas pipelines.

Opportunities for improving personnel situation assessment in community pediatric services: a retrospective analytical descriptive study

Background. The variety of current methods for assessing the healthcare personnel resources remains insufficient to completely evaluate the actual staffing and needs of certain medical institutions. Using a combination of different sources of data enables a more comprehensive picture of the healthcare personnel situation to be obtained. Objective. To identify the potential for improving approaches to assessment of the personnel situation in community pediatric services at the regional level. Methods. The present study involved data from Krasnodar Krai, Astrakhan and Volgograd Oblasts: Federal Statistical Monitoring form No. 30 “Information on Medical Organization” for 2007–2022, as well as depersonalized data from the regional registers of medical workers and assigned population of Krasnodar Krai as of 01.01.2023. The methodology involved statistical and analytical methods. The study estimated the following parameters: community pediatric staffing in relation to? the child population, the staffing level of pediatric full-time positions, the rate of part-time jobs, and the average number of children per pediatrician. Results. The study justified the possibility of using additional sources of data to evaluate the personnel situation in local, municipal or regional healthcare institutions. The authors suggested an interactive analytical board for graphical visualization of the current state of healthcare human resources. Conclusion. The introduction of additional sources of information and monitoring in the healthcare human resources policy encourages a systematic comprehensive approach to estimating the staffing requirements.

Prevalence of Insomnia among Medical Staff during the Epidemic Prevention and Control: A Perspective on Health Behavior

Objectives: In this study, we investigated the sleep status of medical personnel in selected regions of China during the pandemic years of 2020 to 2022; we also considered their health behavior (HB). Methods: We used a random sampling method to select medical personnel for data collection in Shandong Province and its surrounding areas. For assessment instruments we used the General Situation Questionnaire, Pittsburgh Sleep Quality Index Inventory (PSQI), Self-Assessment Scale for Anxiety (SAS), and Self-Assessment Scale for Depression (SDS). Results: A total of 621 medical personnel participated, with a mean PSQI score of 11.37±3.79. The overall detection rate of insomnia was 88.73%, with 16.79% indicating severe insomnia. The primary sleep disorder among medical staff was daytime dysfunction, followed by difficulty falling asleep, poor sleep quality, and sleep efficiency. Various factors including age, education, position/title, abnormal menstruation, working age, income, night shift, and work intensity significantly influenced sleep quality. Advanced age, higher education, higher position/title, abnormal menstruation, working night shift, and higher work intensity emerged as risk factors; having longer working years was protective. Income was a compound factor affecting sleep. Conclusion: Increasing attention to the sleep situation of medical personnel is crucial, as these factors may impact their HB.

Educational trajectories of the endocrinological service: the results of a survey

Given the socio-economic, political and epidemiological changes in the regions of the Russian Federation, the issue of modernizing the training of medical personnel and planning to provide medical organizations with qualified specialists has remained extremely important for several years. The analysis of the survey showed that at present the highly topical issue of staffing the population with endocrinologists and pediatric endocrinologists does not have an unambiguous effective solution. The above measures to reorganize the educational environment require additional revision and correction for the most effective work in the field of medical education. Ultimately, these activities will have an impact on improving the level of training of specialists, improving the personnel situation in the constituent entities of the Russian Federation and improving the quality of medical care for the population of the country.

The state of police staffing in the Ukrainian SSR in the mid-1950s.

A topical and insufficiently studied issue in historical and legal science is the question of structural changes in the Ministry of Internal Affairs and their impact on the state of staffing of the police operating in the Ukrainian SSR in the first period after the change of power in the USSR, in the context of partial liberalization of the Soviet totalitarian regime (1954–1955). An analysis of police activity during this period shows that the level of crime prevention was correlated with the level of qualification of police officers. There were significant shortcomings in the work of regional and city police departments in the selection, placement and promotion of police management personnel as this issue was not sufficiently controlled by the republic’s Ministry of Internal Affairs. It has been emphasized that in the mid-1950s, the staffing of the police of the Ukrainian SSR was at a low level. There was a significant turnover of personnel. This was due to mistakes in the selection of personnel to the ranks of this law enforcement body, insufficient verification of their business and moral qualities, and insufficient attractiveness of police service due to low material support and poor living conditions. Professional training for the police was clearly insufficient, and in 1953 a number of regional police schools were closed. The general educational level of police officers was also low, a significant number of them did not even have an incomplete secondary education. At the beginning of 1955, more than 16 % of the police officers of the Ministry of Internal Affairs of the Ukrainian SSR, 7.5 % of the employees of the Department for Combating the Theft of Socialist Property had a secondary education and more than 60 % had incomplete secondary education, and 50 % of the heads of city police stations did not even have a secondary education. In 1955, the state of staffing became the subject of a special discussion at the Board of the Ministry of Internal Affairs of the Ukrainian SSR. Specific shortcomings were identified in the work of personnel departments both in the republican MIA and in the regional departments of the republic. Many of them did not have an effective personnel reserve, which led to significant delays in staffing certain management positions. The resolution identified measures to improve the personnel situation, but they cannot be called sufficiently well-thought-out, however, this resolution of the board played a certain positive role in improving the level of work with personnel in the police of the republic.

Difficult Interpersonal Situations in Leadership as Arenas of Ethical Leadership and Learning

Leadership in the Finnish social and health care field has changed significantly since the beginning of the 21st century. Its principles have become closer to those of business organizations, which demand cost-effectiveness. Superiors are expected to achieve more with dwindling personnel resources. This may have led to unethical leadership, which has negative effects on workplace wellbeing and coping at work. The purpose of this study was to chart the experiences of master’s degree students in leadership (N=54) regarding difficult leadership situations and what they learned from them. All the students had a bachelor’s degree and at least three years of work experience. The data were collected as narratives written as part of a course on personnel leadership, which were then analyzed using deductive content analysis. Ethical leadership in difficult personnel situations was seen as good communication skills and treating all subordinates as equals. Through their own example, ethical leaders created a work environment where all felt understood and respected. The respondents also learned how to recognize features of unethical leadership through their experiences. Further research should focus on superiors’ experiences of leadership, which factors lead to unethical actions and how unethical leadership can be avoided. PERSONNEL OF THE TEXTILE INDUSTRY OF THE VOLGA REGION IN THE POST–WAR PERIOD OF 1945–1955. (BASED ON THE MATERIALS OF THE ULYANOVSK REGION)

Justification. The post–war period is the period of restoration of the national economy of the USSR, destroyed by the war. Most industries during the war were transferred to the production of military products. After the Great Patriotic War, the industry was transferred to the production of civilian products. Consumer goods, especially textile products that were not produced during the war years, have become particularly popular. For the rapid post-war recovery of the textile industry, it was necessary to establish an effective personnel policy. The article analyzes the personnel, numerical, gender and age composition in the textile industry of the Ulyanovsk region in 1945-1955. The main personnel problems in the industry and ways to solve them are identified.
 The purpose of the study is to study the personnel in the textile industry of the Volga region in the post–war period.
 Materials and methods. The materials for the study were archival sources, periodicals of the Volga region, works of regional historians. Historical-typological and historical-comparative methods were used in the analysis of sources.
 The results of the work. By 1955, the main personnel problems in the textile industry of the Volga region were identified, and ways to solve them were outlined. The article reveals the effectiveness of the measures taken to solve personnel problems. The ongoing personnel policy in the Ulyanovsk textile industry has led to an increase in the number of employees at textile enterprises, effective training and advanced training of textile workers. The data obtained allow us to draw conclusions about the personnel situation in the Ulyanovsk textile industry during the period under review. The characteristics of the personnel potential of the Ulyanovsk region are given, which allow us to assess the level of development of the textile industry in 1945 – 1955.
 The scope of the results. The materials obtained in the course of the research can be used by historians studying the light industry of the Volga region, personnel policy at industrial enterprises of the Volga region, as well as in the educational process (in the form of textbooks, lectures) on the history of the Volga region.

Analysis of indicators of medical care of primary children’s healthcare organizations

The aim of the study is to assess the state of primary health care for the child population in the constituent entities of the Russian Federation supervised by the National Medical Research Center of Children’s Health, and to develop proposals for its further improvement. Materials and methods. The sources of information were specially designed passports of the regions and statistical data of the Federal State Statistics Service. The provision, staffing of primary health care with pediatricians, district pediatricians and pediatric surgeons, their qualifications and the coefficient of combination, as well as the proportion of visits by children to medical organizations for preventive purposes and the proportion of children taken under dispensary observation were assessed. Results. Problems were identified in the organization of primary health care for the child population, concerning, first of all, staffing – a low level of pediatricians, district pediatricians and pediatric surgeons, which determined the insufficient staffing and high combination (having more than one job) coefficient of doctors of this profile. A significant part of the territories did not reach the planned level of the proportion of visits by children to medical organizations for preventive purposes and the proportion of children taken under dispensary observation, both in general and for certain classes of diseases (musculoskeletal, gastrointestinal, circulatory, endocrine system and eye). Conclusion. Proposals for further improving the organization of primary health care are aimed at improving the personnel situation (targeted training of doctors taking into account the needs of the region, monitoring their qualification level improvement, social support) and improving the quality of organization and conducting preventive medical examinations of the child population.

S11-2 Cooperative planning with coaching elements in childcare centres: a qualitative investigation of childcare directors' perspectives

BackgroundInterventions to promote health-enhancing physical activity in early childhood education and care settings are most successful when tailored to the specific needs of each childcare centre and providing ongoing support to address context-specific barriers. Our research project therefore initiated organizational development processes in 12 childcare centres in Southern Germany supported by coaching and self-assessment tools. The staff of each centre was instructed to set three centre-specific SMART goals targeting physical activity and to use Goal Attainment Scaling in order to track the success at implementation. This qualitative study aims at exploring childcare centre directors' views on the guided planning process and identifying facilitators and barriers for its implementation.MethodsWe conducted guided semi-structured interviews with the directors of the centres after the 12- month organizational development process. 9 out of 12 directors were interviewed. The interviews were recorded, transcribed and analysed using qualitative content analysis with inductive category development.ResultsChildcare directors mainly considered themselves to be the person with the greatest responsibility for the success of the process. The coaching was regarded as helpful for structuring the process, involving the whole team and becoming clearer about goals. Several factors were identified as facilitators: a beneficial personnel situation, the intrinsic motivation of staff, good team cooperation, a high priority of physical activity, previous experience with similar projects, pressure for change, individual drivers, a good infrastructure, parents' support and support from the administrating organization. Reported barriers included team conflicts, lack of willingness to accept change and shortness of time.ConclusionsSeveral contextual and interpersonal factors seem to influence the extent to which a cooperative planning process can be implemented by the staff of a childcare centre. The results help understand the process of change as a complex interventional system in which the intervention cannot be considered separately from the context.
