In the course of conducting business and research, numerous literary works, particularly those categorized as STM (Scientific, Technical, and Medical) works, are utilized. While some may be ‘re-used’ without the author’s consent due to copyright limitations or exceptions, the majority cannot. In principle, research institutes, companies, or public entities would need to individually seek permission from the rightsholder, which is not only a significant inconvenience but is also rarely practiced. Even in the digital age, the problem persists without signs of resolution. This situation results in financial losses for authors and exposes companies to liability issues related to copyright infringement. Ultimately, a solution must be found to ensure fair compensation for authors and adherence to copyright laws by companies.
 Recognizing this problem, Germany’s collecting society VG WORT has partnered with the Copyright Clearance Center (CCC) to address it. RightsDirect, a subsidiary of CCC, has collaborated with VG WORT to offer Digital Copyright Licenses to companies, government offices, and public institutions. The outcome is a partnership that grants free digital reuse of scholarly works under the administration of VG WORT and CCC, while also providing additional income to participating authors affiliated with VG WORT.
 This paper aims to provide an overview of the collaboration between VG WORT and CCC/RightsDirect and to analyze its significance, structure, advantages, and limitations. Specifically, the article will examine how authors of literary works can benefit from such collaborations and whether they pose any negative impact on the existing system of collective management of copyright. Collaborations of this nature pose challenges and differ from traditional collective management. Nevertheless, it is undesirable to overlook issues of copyright infringement and reduced author profits, given the frequent reuse of works within companies. Drawing insights from the VG WORT case, we should assess the feasibility of a similar business model in Korea and proactively respond to future market changes.

Climate Breakdown and Book Publishing

Abstract This article notes the ever-increasing urgency of immediate action on climate change across all sectors. The publishing industry is aware of the need for action, measurement, auditing, and detailed reporting. Two of the largest STM (scientific, technical, and medical) publishers, Springer Nature and Elsevier, have started publishing annual reports covering their activity on climate change and sustainability. The article also considers attempts that have been made to measure the carbon impact of individual books. Such studies are inconclusive, and may not be helpful if the physical product is still GHG (greenhouse gas) costly in a time when all sectors need to drastically curtail GHG impact. The paper notes the need for continuing and sustained focus on mitigation and adaptation and suggests that the prospects for highly inventive adaptation through the long-established and growing ‘digital turn’ ongoing in publishing for 60 years are encouraging. A full digital transformation may yet be possible, necessary, and able even, in effect, to subtract the GHG costs of paper publishing from the global balance sheet measuring our climate breakdown.

Reflections on the international impact of Chinese STM journals

There are 5,020 scientific, technical and medical (STM) periodicals, including 548 English‐language (E‐L) journals, in China. To quickly increase the international influence of Chinese journals, government management launched significant initiatives for publishers, such as the ‘Project for Enhancing International Impact of China STM Journals (PIIJ, 2013–2018)’. This paper investigates the underlying objectives and assumptions made about the value and impact of Chinese E‐L journals and the effect of PIIJ support and international publisher collaboration. The authors conclude that, while the E‐L journals are demonstrating some quantifiable improvements in internationalization, there are no equal pressures or recognition for qualitative quality measures, and this may undermine the ability of Chinese E‐L journals to build sustainable strategic plans.

The analysis on the publication practices of Korean STM open access journals and the challenges that Korean open access journals are facing

Elsevier, Wolters Kluwer, John Wiley and Springer와 같은 대형 상업출판사가 전 세계의 과학ㆍ기술ㆍ의학 학술지 출판을 지배하고 있는 현실에서 한국의 과학ㆍ기술ㆍ의학 학술지들은 독특한 출판생태계를 구축하였다. 한국의 학술출판이 국제상업출판사의 영향을 덜 받을 수 있었던 이유는 정부의 정책, 오픈액세스 출판의 활성화, 학회가 주도하는 출판 현실 등을 들 수 있다. 한국의 과학ㆍ기술ㆍ의학 학술지 출판은 많은 과제와 도전에 직면해 있다. 당면 과자와 도전의 근원은 학술지의 국제화이다. 학술지의 국제화를 달성하기 위해서는 Science Citation Index Expanded (SCIE)와 같은 권위 있는 국제 인용색인 데이터베이스에 등재, KOFST 지원을 받기 위한 평가 조건의 충족, 재원의 부족과 수준 높은 논문의 부족 등의 중요 과제를 해결해야 한다. 국제화를 위해서는 영어로 출판을 하여야 할 뿐만 아니라, 국제 학술출판계에서 통용되는 출판과정을 따라야 하므로, 전문적인 학술출판인의 양성과 재정이 열악한 학술지에 대한 KOFST의 적극적인 지원이 필요하다.The Scientific, Technical and Medical (STM) journal publication is dominated by commercial publishers such as Elsevier, Wolters Kluwer, John Wiley and Springer. The main focus of this research is to identify the challenges affecting the open access journal publication in Korea and to formulate recommendations for Korean open access journals publishing. The most interesting finding of this research is that the majority of STM journals are published by scientific societies. Many of the journals do not charge the open access publication fee. Korean STM journals have encountered four major challenges: getting their journal indexed in prestigious international citation indices such as Science Citation Index Expanded (SCIE), the government policy, shortage of finance, and insufficient number of quality manuscripts to publish. In order to overcome the challenges, financial support for non-SCIE indexed journals and programmes to train journal publication experts should be provided. The technical support for electronic journal publication and the support to overcome language barrier are also required.

Scientific, technical, and medical podcasting in Korea

Korean produced scientific, technical and medical (STM) podcasts represent an opportunity for Korean STM publications to further promote themselves as an important center for scientific research. STM Publishing makes results and data available to the greater scientific community as well as the rigors of metadata research. Publishing costs should be considered part of research costs since research results are only of value if published in reputable peer-reviewed journals. Korean journals indexed in the Korean Citation Index (KCI) continue to evolve in quality and as important communities for scientists. Universities, tertiary hospitals, and research institutes throughout Europe and America feature podcasts as an integral part of Web 2.0 and the evolution of e-publishing. However, unlike their Western counterparts, Korean (as well as Chinese and Japanese) STM publications and related organizations have not established hosted STM podcast programs to help propagate and create discussion on important science results. The opportunity of Korean produced STM podcasts to highlight important research and discovery is a cost efficient opportunity that Korean journals, universities, tertiary hospitals, research institutes and industry/academic collaborations should consider. This paper outlines roles, reasons and rational for KCI publications to be featured in a Korean hosted STM podcast.

As open access to journal articles has become more established in scholarly publishing, a number of Scientific Technical and Medical (STM) publishers are working to help provide open access to research data (open data). Researchers are generally supportive of data sharing and publication but they often lack incentives and mechanisms to share data effectively. For open data to help increase scientific reproducibility and reliability it must be more than just available – it should be understandable and reusable and, ideally, validated through peer review. Data journals and data articles have emerged as a new type of publication to help address these issues. Nature Publishing Group has developed a data journal in response to the needs of research funders and a survey of key stakeholders. The journal, Scientific Data, published its first articles in May 2014. The primary article type, the Data Descriptor, combines traditional scientific article content with structured machine-readable information, and has been devised to enable searching across different data types, linking of data to publications, and data-mining.

Semantic technology is now taking shape in many forms and applications within the STM (scientific, technical and medical) industry. Understanding the difference between a Boolean search and semantic search is very important in determining what is best for your user community. We are going to explore the definition of semantic technology and its positive attributes and how it enhances scientific research. The aim is to provide the reader with a primer and definition of the semantic web technology, and it will provide an overview of Natural Language Processing (NLP) and the related tools (ontology, taxonomy and thesaurus) that are essential to creating a conceptual map of the data. With this foundation we will explore the semantic technology applications in the STM industry, in the commercial space, some of the exciting future possibilities for the Semantic Web and how a publisher integrates semantic technology into their applications and workflow tools for the author community.

Open access publication of scientific research: facts and myths

The publishing industry influences the way in which scientific knowledge is disseminated. In the knowledge 'industry' neither the producer nor the consumer has control over the economics and marketing of knowledge. The researcher gives away research data free to the journals, which retain the copyright. The peer reviewers are also not usually paid. Journal subscription rates of scientific, technical and medical (STM) journals in North America have increased 200% over ten years and this is six times more than the inflation rate during that period.

Meeting report for SIGS1: First Conference of the Standards in Genomic Sciences eJournal

SIGS1 was convened on March 13-14, 2009 at Michigan State University, East Lansing, Michigan, USA to review progress toward publication of the first issue of the Standards in Genomic Sciences (SIGS) eJournal. In attendance were members of the advisory and founding editorial board members. SIGS was conceived to fill a growing need: to provide a genome-centric venue for publication of the increasing volume of genomic and metagenomic data that is now without a formal publication in the scientific, technical and medical (STM) literature in a standards compliant manner. A central goal of SIGS is to apply concepts developed by the Genomic Standards Consortium, such as the MIGS checklist (Minimum Information about a Genome Sequence) to published articles so as to make them more accessible to both human and machine readers. To accomplish these goals, it is important that all of the metadata associated with the source organism, the sequencing methodologies, genome assembly, and genome annotation methods be reported in a consistent manner and become a part of the formal published record. doi:10.4056/sigs.328

Proposals for quality standards for electronic STM journals

Over the last few years electronic versions of scholarly journals have become the pre- dominant access route to scientific articles for scientists in the academic and corporate environments.While the format of the basic content, the ‘paper’, still remains the same, the access and functionality of the electronic version can be highly variable.This is a continuous problem for users and librarians and more standardization is necessary in this field. A working group under the Pharma Documentation Ring (P-D-R) formed by information managers from pharmaceutical companies has produced a list of quality standards for electronic scientific, technical and medical (STM) journals that may meet the needs of all e-content customers.

Initiatives such as BioMed Central and the Public Library of Science have arisen in recent ears to challenge conventional publishing models, first in biology and more recently in medicine. hilst the implications, advantages and drawbacks of open access publication continue to be debated idely, it remains clear that, where publishers do add value, they will need to cover costs, and more, in rder to survive. This tenet is widely accepted, and it is our belief that a significant differential in pubishers’ added value exists between the publication of original research data and that of reviews, comentary, news and analysis. There is a huge need for such added-value synthesis, addressing as it does the explosion of original research findings entering the literature (by whatever publishing model). This need for diversity of content is leading to the emergence of new hybrid models in STM publishing.

An analysis of the present system of scientific publishing: what's wrong and where to go from here

The internet has produced an unprecedented opportunity to provide free and unhindered access to the wealth of scientific information, the volume of which continues to grow at a furious pace. The current balkanised system of individual journals limits possibilities for powerful search tools and for an integrated repository of the whole body of scientific literature. This paper reviews the current publishing environment, commenting on its strong and weak points (for example peer review, which is both a strength and a weakness). It attempts to find a viable solution to the current issues that plague STM (scientific, technical, and medical) publishing in the introduction of a centralised repository of scientific literature. Related issues such as the question of long term archiving and the justified fears of STM publishers of becoming obsolete are also discussed.

Summary of the discussions with commentary

The transcriptions of the talks given at this meeting show that many aspects of “open access” were covered. The central theme was how STM (Scientific, Technical and Medical) information might be better distributed and accessed. The commercial concern of the meeting was how the STM community can reduce the costs of STM information. But the emotion of the meeting rotated around the fact that most scientists deposit their scientific data into scientific papers, which then form scientific journals, for no financial reward; and they increasingly resent having to pay to re-access their own and other scientific materials. This emotion has been exacerbated into something approaching bitterness by the cost of STM information, as well as the new information technologies, which mean people can access huge amounts of important “raw data” “for free”. We can search across information located in different sites across the world. We can analyse individual papers or even sections of papers. We can link from one article to another or from one theme in a paper to a table of data in a databank somewhere else. At the same time, the scientific paper is still published “as a paper”, and in journals which, more or less, adhere to a scientific theme aimed at a group of scientific users. This is increasingly inefficient and expensive, and might now be putting a brake on the flow and use of STM information. Paul Uhlir outlined the importance this topic has been given in the USA. He also sketched the present changes in information law, which have strengthened the intellectual property rights of information producers. At the same time, increased economic pressures have meant that some bodies are making less information available in the public domain while the Internet is allowing those who do wish to make their information public to do so. Open Access policies are therefore evolving in many areas of the public sector and many commercial organisations are also using the Internet to make their information available – very often for free. The growth of “information for free” on the Internet is in line with the common belief, or expectation, that the Internet IS free. This attitude was clearly shown in the presentations of many of the other speakers and, while there is little doubt that “market forces” could mean that many services which are presently free will one day be charged for, scientists are already well used to accessing huge quantities of addedvalue information on the web for nothing. Furthermore, this is an expected right – after all, the data has been freely deposited in the data banks by the scientific community and so they should be able to use it without paying a fee as well. Until recently, this belief was attached mainly to “raw data” the precept being that the value added to this data might be charged for. However, as modern day science increasingly depends, allows, and promotes, links between databanks and databases and the written scientific paper, the boundaries as to where something is actually stored are becoming blurred. A 1991–2001 comparative analysis of science journal cancellations in a medium-sized academic library provides data different from a national “Annual Periodical Price Survey Report” (APPSR). After canceling 50.3 percent of Booth Library's most expensive STM (scientific, technical, and medical) journals, data show that the average cost of a science journal in the library at Eastern Illinois University is more than what the average cost should be for a medium-sized academic library. If cost determines the academic nature of a scholarly journal and its appropriateness for types of libraries, then this analysis means that some medium-sized academic libraries, such as Booth, subscribe to STM titles that are more suitable for large research libraries.
