Trends of the latest phase of science and scientific research development in Ukraine

Methods. The results are obtained through the use of methods of analysis – when studying basic theoretical, methodological approaches to the emergence of science and understanding of it as a concept; abstraction – in determining the essential features of scientific research; generalization – in determining the European trends in the development of e-science and the latest achievements of Ukraine in this direction. Results. It is proved that the rapid development of scientific processes, modernization of science as a concept in general, the ability to predict and analyse events lay the groundwork for further development of organizational processes of scientific research. It is pointed out that in the process of evolutionary transformations, the views on the origin of science and approaches to understanding this concept have changed. It is emphasized that the development of science is in direct relationship to the development of scientific research, whereas socio-economic, political, and cultural development is impossible without their active implementation. It is substantiated that in the course of historical development, there takes place the transformation of a traditional society into an information society, in which the information infrastructure is formed. Under the influence of a rapid increase in the amount of information, its socio-economic significance, drastic changes are taking place, in particular in scientific and scientific-practical activities. Science acquires new significance and is considered in its dynamics, movement, and development. The latest phase of science development has been supplemented and characterized. It is noted that the issues of e-science and Ukrainian e-infrastructures remain relevant and unresolved, as the overall problem is the lack of a unified state policy in Ukraine regarding e-science and Ukrainian e-infrastructures. The necessity of specifying the newest phase of science development is stressed, as well as systematization and structuring of the basic European trends and achievements of Ukraine in developing e-science and e-infrastructures. Novelty. The basic approaches and views on the emergence of science, which are reflected in modern scientific publications, have been improved. A structural management system of EOSC is offered taking into account achievements of domestic scientists and researchers. Practical value. The authors systematize the European trends in the development of e-science and the latest achievements of Ukraine in this direction. E-infrastructures in Ukraine are visualized according to the Concept of development of Ukrainian research infrastructures.

FINANCIAL INSTRUMENTS FOR SOCIAL INFRASTRUCTURE DEVELOPMENT OF THE REGION IN CONDITIONS OF DECENTRALIZATION

Non-governmental organizations have a potential to meet social needs and perform important civil tasks. Non-governmental organizations make a significant impact to the social life in Poland. They perform activities that provide social infrastructure development of the regions. The cooperation between governmental and non-governmental sector in Poland have different forms. Some of them could be adapted to Ukrainian decentralization conditions. In this connection, studying Polish experience in order to find financial instruments for social infrastructure development of the region in the conditions of decentralization of Ukraine is prospective. As education is one of the most powerful instruments for social infrastructure development and sustainable economic growth, educational projects have been analyzed in the paper in the context of financial cooperation between authorities and non-governmental sector.The objective of the paper is to compare the basic forms of financial cooperation between local government and non-governmental organizations as the determinants of social infrastructure development in Poznan (Poland) and Chernihiv (Ukraine).The paper contains recommendations needed to increase the role of Ukrainian non-governmental sector in creating public policies and implementing public tasks in the social infrastructure development. The paper includes own studies on the data of open offers contests to support the implementation of Poznan City tasks in the area of science, tertiary education, secondary education and pedagogical work.The results of the research will contribute to the development of financial instruments for social infrastructure development of the region in conditions of decentralization in Ukraine based on Polish experience of cooperation between authorities and non-governmental organizations through the implementation of educational projects on the frameworks of open offers contests approach. The practical value of the research is in the usage of the study`s results in educational and scientific-practical activities in the field of civic budget implementation.

Rapid noncontact diagnostics of psychophysiological state in workers of hazardous industries

Relevance. Improvement of the medico-psycho-physiological support of professional activity of employees of hazardous production facilities is associated with the development of methods for rapid diagnostics of psycho-physiological state in order to significantly reduce examination time. In particular, vibration imaging takes only one minute. Currently, there are no quantitative criteria for assessing the psychophysiological state based on vibration imaging in employees involved in hazardous work at the stages of periodic, pre-shift medical examinations and training.Intention. Development of non-contact rapid diagnostics of psychophysiological status of employees involved in hazardous work based on vibration imaging parameters for periodic and pre-shift medical examinations, and assessing their current state during training.Methodology. The object of the study was the psychophysiological state of employees of the temporary storage of spent nuclear fuel and radioactive waste at the stages of periodic and pre-shift medical examination, as well as during training. The subject of the study is assessment of relationship of indicators of psychophysiological state with the parameters of vibration imaging.Results and Discussion. According to comprehensive tests with the use of regulated and non-contact methods of assessing psychophysiological state of the workers of hazardous facilities, the parameters of vibration imaging reflect the systemic response of the body. Using the developed criterion of the rapid diagnostics of psychophysiological state at the stage of periodic medical examinations, it takes 1 minute to identify persons with psychophysiological disorders. For the stage of pre-shift medical examinations, a criterion has been developed to make a decision on admission/non-admission to work. The obtained criterion helps to quantify the psychophysiological “price” of training activities in order to optimize their regimens based on the current psychophysiological state as assessed via vibration image parameters.Conclusion. The developed criteria for rapid diagnostics of psychophysiological status, if introduced in scientific-practical activities, will help to monitor the psychophysiological adaptation of workers of hazardous facilities in order to maintain their occupational health and minimize anthropogenic risks.

Integrating spherical video-based virtual reality into elementary school students’ scientific inquiry instruction: effects on their problem-solving performance

ABSTRACT Developing the problem-solving abilities of elementary school students has been recognized as an important educational objective. Science curricula, because of their practical and experimental characteristics, are thought to be an important way to develop students’ problem-solving ability. The use of Virtual Reality (VR) technology in teaching practices provides new possibilities for the development of problem-solving abilities by providing students with a richer situation, making the learning process more interesting and interactive, improving students’ motivation and attention, and helping them to discover and explore their own knowledge. In this research, we conducted a study on the use of exploratory scientific practice activities based on Spherical Video-based Virtual Reality (SVVR) in science classes, and verified the impact of such activities on the problem-solving abilities of elementary school students. The results show that integrating SVVR into exploratory scientific practice instructions has a significant effect on students’ learning outcomes and problem-solving abilities. The results also reveal that the integration of SVVR has different influences on students with different learning attitudes. Relatively speaking, students with poorer learning attitudes benefitted more from the scientific inquiry activity than those students with more positive attitudes.

AUTHENTICATION OF REFERENCE STRAINS OF PATHOGENIC MICROORGANISMS APPLYING AUTOMATED MICROBIOLOGICAL ANALYZER “VITEK 2”

Objective of the study was to carry out identification of reference strains of pathogenic microorganisms from stores of the State Collection of Pathogenic Bacteria (SCPB) at RusRAPI “Microbe”, using microbiological analyzer Vitek 2, followed by determination of their biochemical authenticity markers. Materials and methods . Methodological approach was based on application of automated system Vitek 2 Bio-Mérieux with the subsequent assessment of the results obtained, using BioNumerics 7.5 software package. Results and conclusions . Verified was authenticity of 103 reference strains of pathogenic microorganisms stored in SCPB, RusRAPI “Microbe”. It was established that 7 out of 103 strains (6.8 %) did not conform to the claimed feature profiles and cannot be used in scientific-practical activities, in consequence of which they were replaced with reliable authentic analogues. Evaluation of the data on interaction between the tested strains and differentiating substrates allowed for determination of authenticity markers for each of them, necessary for control of collection culture identity under reproduction and storage. On the basis of the data gathered, the profiles of the studied reference strains were regenerated.

Philosophical Perspective of Object-Oriented Programming

Object-oriented method has been carried on the deep philosophical thinking, starting from thinking mode in combination with the real things, so the mapping relationship between real things and Object-oriented Programming is expounded, the essential feature of Object-oriented Programming is revealed. The objectivity, adaptation, complexity and emergent property of Object-oriented Programming whose intension and extension are enlarged are investigated, at this time, its own development direction is specified. The paper explores Object-oriented Programming from the epistemological and methodological perspective, establishes a theoretical foundation for its scientific practice activities.
