Analysis of Russian scientific and technical journals in the field of control theory and systems

The article presents the analysis of Russian journals whose topics are related to the areas of activity of the Scientific Council on Control Theory and Processes at the Department of Energy, Mechanical Engineering, Mechanics and Control Processes of the Russian Academy of Sciences. Results of a survey of the leading Russian scientists in this field of science, including members of the council, helped to form a preliminary list of journals. The characteristics of these journals and their existing ratings are presented.It is noted that the well-known scientometric indicators do not allow one to evaluate the journals’ development pathways directly. A proposed indicator characterizes the average rate of change in a journal’s impact factor over a given time interval. The values of development indicators have been calculated and analyzed according to the Russian Index of Science Citation (RISC) and Scopus databases for the abovementioned journals included in these databases. The development pathways of some individual journals are considered.The article gives conclusions and recommendations that may be useful to the editorial staff – with a view to promoting their publications and to authors – in choosing a journal for publication.

Wholesale Central Banks Digital Currencies and New Opportunities for Interbank Settlements with the Prospect of Entering International Transactions

A new generation of digital technologies that make it possible to speed up settlements and reduce their cost was born from crypto-currency projects, but the prospects of their economically effective and socially responsible application associate with central bank digital currency. The article discusses the issues of digitalization of central bank money in relation to interbank settlements, including for servicing cross-border payment turnover. So far, this topic has not found a significant response in Russian scientific journals. This publication aims to popularize it by summarizing and analyzing examples extracted from foreign experiments. The advantages of digitalization are compared with the capabilities of conventional payment systems. Descriptions and comparisons of the architectures of the new generation payment system are given, in the range of which it is possible to choose compromises between benefits, risks and costs in the search for the optimal solution. In conclusion, the prospects for the transition to an experiment with digitalization of wholesale payments in Russia are assessed following the upcoming introduction of the “retail” digital ruble

Современные тенденции репродуктивных потерь в Хабаровском крае

Abstract The relevance of the problem. Demographic processes are an urgent problem for the Far East and the Khabarovsk Krai. The objective of this study was to examine current trends in reproductive losses in Khabarovsk Krai in comparison with data for the Russian Federation and the Far Eastern Federal District. Material and research methods. The comparative analysis method is used in the article. The source of information was publications in Russian scientific journals and monographs, the data obtained from the official web sites of Rossstat of the Russian Federation and the Khabarovsk Krai, as well as statistical materials published by the Medical Information and Analytical Center of the Ministry of Health of the Khabarovsk Krai for 2019–2022. For the period of preparation of the material, the data of Russia's Rosstat for 2023 on maternal and infant mortality in the official access was not available. Results and discussion. A comparative analysis of maternal, perinatal and infant mortality, as well as stillbirth in the context of federal districts, subjects of the Far Eastern Federal District and the Khabarovsk Krai in 2019–2022 has shown that in all 4 indicators the most disadvantaged in the Russian Federation are the Siberian and Far Eastern Federal Districts, as well as the North-West Federal District (except for the infant mortality rate). In the Far Eastern Federal District, the most disadvantaged subjects in terms of all indicators were the Chukotka Autonomous Okrug, the Jewish Autonomous Oblast and the Trans -Baikal Territory, as well as the Kamchatka Oblast (with the exception of an indicator of stillbirth). The Khabarovsk Krai in all aspects has got the middle position. In the Khabarovsk Krai, special attention is required in terms of stillborn and perinatal mortality of Okhotsk and Nikolaevsky-on-Amur municipal areas. Conclusions. The study of reproductive losses in Khabarovsk Krai allows us to determine the risks and priorities for the development of demographic processes. The analysis has shown that the region took a middle position in terms of maternal, perinatal and infant mortality rates in 2019–2022 compared to data for the Russian Federation and the Far Eastern Federal District. At the same time, during the study period, there was a sharp increase in maternal mortality from 6.93 cases in 2019 to 15.5 cases in 2022 per 100,000 births, which indicates the insufficient effectiveness of health authorities and medical organizations in preventing it.

Assessing Russian scientific journals in agriculture

The author discusses the results of scientometric assessment of Russian agricultural and forestry academic journals included into the RSCI database, HAC List and RCSI as of 2022. The essential bibliometrical data were obtained from the RSCI database. The serials selected for the analysis fall under the 68.00.00 index of the State Rubricator of Sci-tech Information (SRSTI).The author substantiates the validity of bibliometrical indicator of publication importance, namely the 5-year impact factor without self citation. He investigates into the journal information capabilities from the perspective of published articles and open access to RSCI database. The level-structured values accepted for ranging the impact factor (from minimum to maximum) included in RSCI, HAC, and RCSI, are provided; the average values make, correspondingly, 0.381, 0.470, and 0.623. The most significant scientific journals are revealed by their impact factor and SI, and by the number of published articles and accessibility via RSCI. The author emphasizes the drawbacks of HAC and RCSI resources, among them inclusion of low-cited and low SI journals. He also favors the proposal to develop the integrated method for journal ranging and, on this foundation, to build the national database of scientific periodicals.

DEVELOPMENT STRATEGY FOR THE SCIENTIFIC EDITION “RUSSIAN JOURNAL OF EDUCATION AND PSYCHOLOGY”

Background. Russian scientific journals joined the international market of scientific publications quite late, which actualises the development of a strategy for entering this market and complicates the realisation of the strategy as such in the environment of tough competition on the part of experienced and stable players thereof. Purpose. The purpose is to elaborate a strategy for the development of the “Russian Journal of Education and Psychology” for its introduction to the international market. Materials and methods. The research sources are represented by statutory acts, statistical materials and results of the author’s empirical research. The research is based on the systemic approach; the strategy of the journal is based on the ideas of the positioning school; the main method of business planning is economic analysis. Results. The growth of competition in the domestic market, along with the gradual approximation of the Russian scientific journals evaluation system to the global practice and the universal quality criteria, proved to be the conditions inspiring the change in the strategy of the scientific edition “Russian Journal of Education and Psychology”. The detailed analysis of the internal and external environment of the journal made it possible to form a self-contained range of strategic alternatives among which the entry to the international market was the most appropriate way to meet the objectives of the publishing house and the interests of the proprietor (who is also the project customer). Securing the journal’s work in accordance with the requirements of the international scientometric databases, for its inclusion in the Scopus and (or) Web of Science, became a new strategic goal of the journal. The new goal changed the concept and mission of the journal with regard to the customer’s wish to preserve the edition’s traditional values. Changes in marketing and peer reviewing were identified as the main transformation areas for which new functional strategies were developed. The overall project plan envisages the solution of other targets as well, but it is the tasks connected with the journal distribution and the change in the work of the editorial board and in the business aspects of reviewing that became extremely significant in terms of their timing and involved financial costs. The project team comprising current employees is supposed to cope with possible risks with respect to project completion time, while the financial resources of the publishing house will allow it to overcome the financial risks of the project without any assistance. Even in case of failure to achieve the strategic goal, due to its high risk, the journal’s key performance indicators will be improved through the increased share of high-quality articles; by optimising and tightening the review process, active promotion of the journal in the national and foreign markets; by attracting a numerous audience (authors, readers) and expanding the number and diversity of stakeholders.

Diagnosis and Intensive Care in Children’s Diabetic Acidosis: an Interdisciplinary Viewpoint

Diabetic ketoacidosis (DKA) is the main cause of death and disability in children with type I diabetes mellitus (T1DM). Children’s mortality from T1DM reaches 1% in developed countries and 13% in developing countries. The main cause of death in DKA is cerebral edema, clinical manifestations of which develop in 0.5–0.9% of children with DKA, while mortality riches 24%.Objective. Developing recommendations to prevent life-threatening complications of children with DKA using analysis of literature data and consolidated opinion of experts on the issues of intensive care in children with T1DM.Materials and methods. We analyzed and discussed studies in diagnosis and treatment of DKA in children with type 1 diabetes and 1200 literature sources since January 1970, published in Russian peer-reviewed scientific journals and international publications presented in the online repository Medline (Pubmed). The search for publications was carried out using the keywords: «children», «DKA», «DM1», «dehydration», «cerebral edema».Results. We considered issues of epidemiology, pathogenesis, clinical manifestations, diagnosis, intensive care for DKA, as well as clinical and diagnosis, treatment, prevention of cerebral edema issues in children. Limitations of the study were the small number of modern studies with a high level of evidence (randomized controlled trials, meta-analyses) over the past 5 years on DKA in children.Conclusion. Taking into account the national and international experience, joint recommendations on a consensus format were developed and formulated for the diagnosis of DKA, its leading complications and treatment recommendations for children with T1DM and DKA. Timely and accurate diagnosis of DKA, intensive therapy options based on proven therapeutic efficacy, laboratory and clinical monitoring are warranted to interrupt the DKA pathogenesis, prevent the development of life-threatening conditions, and improve treatment outcomes for children with DKA.

Life Path of Professor Elena Pavlovna Yakovleva (1938–2023)

This essay describes the life path of Professor Elena Pavlovna Yakovleva, a Doctor of Biological Sciences, who headed the Biotechnology Department at the Saint Petersburg Chemical Pharmaceutical Academy from 1993 to 2013. Elena Pavlovna is the author of over 30 inventions, more than 180 publications in leading Russian and international scientific journals, a co-author of the monograph “Regulation of the biosynthesis of biologically active substances,” and the textbook “Biotechnology.” E. P. Yakovleva’s works have been recognized with bronze awards from VDNKh of the USSR. In 2006, Elena Pavlovna Yakovleva was included in the list of top biotechnology experts published in the USA by Marquis Who’s Who magazine. Elena Pavlovna Yakovleva worked at the Saint Petersburg Chemical Pharmaceutical Academy until she was 80 years old. She was a talented scientist, valued and respected by her university colleagues, possessed a gentle character, high intellect, caring attitude towards staff and students, always showed interest in people’s problems, and endeavored to help anyone in need of her support. We would like to express our special gratitude to Maxim Evgenievich Yakovlev, Elena Pavlovna’s grandson, as well as her son and daughter-in-law, for their help in summarizing archival materials provided from the family archive.

Employing “Issue” and “Number” in the enumeration of scientific journal releases: A brief analysis of foreign practice

Introduction. Publishers of scientific journals use the terms “Issue” and “Number” to denote individual issues of their publications. There are discussions within the professional community of scientific editors about the legitimacy of using one term over the other.Purpose. To analyse the practice of foreign journals regarding the marking of their issues with the terms Issue (Iss.) and Number (No.) to justify a strategy for the correct use of these terms in Russian scientific journals that have English-language or parallel bilingual titles.Materials and Methods. Policies of 130 foreign scientific journals indexed in the international scientometric database Scopus were analysed. All journals are distributed as open-access, are published in different countries, and cover various subject fields. An examination was carried out on the Archive section found on the official websites of the chosen journals, along with their covers and layouts available on these sites, to monitor the practices used in marking the issues.Results and Discussion. It has been found that there is no unification of issue numbering in the global scientific periodical press. The term Issue is frequently used on the websites of scientific journals, while the term Number, or no letter designation at all, is more often used on covers and other layout elements. This trend is characteristic both for the entire sample and for groups of journals grouped by individual features of belonging: to one country, to one language group of countries, to one scientific specialty. The exception is publications of major publishing houses, which use one publishing platform and / or uniform requirements for the journal format (House Style Guide) for all their journals, and thus regulate the numbering of issues.Conclusion. The accumulated international experience can contribute to the development of a unified approach to the presentation of issue numbering in Russian scientific journals and, as a result, to changes in normative documents and methodological recommendations.

Electroencephalography: features of the obtained data and its applicability in psychiatry

Presently, there is an increased interest in expanding the range of diagnostic and scientific applications of electroencephalography (EEG). The method is attractive due to non-invasiveness, availability of equipment with a wide range of modifications for various purposes, and the ability to track the dynamics of brain electrical activity directly and with high temporal resolution. Spectral, coherency and other types of analysis provide volumetric information about its power, frequency distribution, spatial organization of signal and its self-similarity in dynamics or in different sections at a time. The development of computing technologies provides processing of volumetric data obtained using EEG and a qualitatively new level of their analysis using various mathematical models. This review discusses benefits and limitations of using the EEG in scientific research, currently known interpretation of the obtained data and its physiological and pathological correlates. It is expected to determine the complex relationship between the parameters of brain electrical activity and various functional and pathological conditions. The possibility of using EEG characteristics as biomarkers of various physiological and pathological conditions is being considered. Electronic databases, including MEDLINE (on PubMed), Google Scholar and Russian Scientific Citation Index (RSCI, on elibrary.ru), scientific journals and books were searched to find relevant studies.

ТРЕНДЫ ОЦЕНКИ ЧЕЛОВЕЧЕСКИХ РЕСУРСОВ В СОВРЕМЕННОМ ЦИФРОВОМ ПРОСТРАНСТВЕ

The research deals with identifying trends in assessing human resources in the modern digital space, which is the purpose of the work. While preparing the study such scientific methods were used as: induction, deduction, analysis, synthesis, classification. When the research was conducted, the Russian and foreign literature in the field of human resource assessment was analyzed; three key issues that complicate human resource assessment were found; there is a list of trends and tendencies shaping them, allowing to address the identified issues of human resources assessment in the modern digital space and helping to improve the efficiency of their management. Three main trends in assessing human resources in the modern digital space were identified: digitalization; orientation of the strategic goals of all economic entities of Russia towards the state policy of the Russian Federation; development of modern integrated models for assessing human resources. The article brings into scientific circulation updated information about trends in the field of human resource assessment. The information base for the study was articles from peer-reviewed Russian and foreign scientific journals, reports of international organizations, and data from the Federal Service for Intellectual Property.

Greater Eurasia at the Epicenter of Scientific Research: On the Pages of Russian Journals

Aim . Presentation of the results of the analysis of bibliometric data of Russian scientific journals, thematically covering Eurasian topics, which are available in the bibliographic database of the scientific electronic library eLIBRARY.RU.Tasks. Comparative analysis of the publication activity of journal authors. Analysis of the main thematic areas of research on economic, legal and political processes taking place in the Eurasian space. Identification of ways to solve strategic tasks of countering sanctions by “Western partners”. Methods. The calculations are based on the methods of scientometric analysis of bibliographic data to determine the volume of scientific publications in the field under study. Results . The data on the national share of scientific periodicals, their thematic structure and distribution depending on the status of the publication are presented (Russian Science Citation Index — RSCI, Higher Attestation Commission — HAC, international databases — MNBD). The trends of publication activity are revealed and the bibliometric data of the authors of scientific journals are analyzed.Conclusions . The conducted research is of interest to scientists in the field of regional studies, law, politics, world and national economy.

К утилизации хвостов обогащения руд цветных металлов

One of the issues of non-ferrous metallurgy is the high losses of metals during concentration as part of complex processing of the ores. The mineral resource base of non-ferrous metals in Russia is affected by the shortcomings of certain concentration processes that have a negative impact on the efficiency of commodity production. Human-generated wastes of non-ferrous metallurgy industries often form reserves that are comparable to the natural deposits of primary ores. In addition to the economic losses from incomplete metal recovery, dumping of mining waste creates environmental problems. Current Russian technologies fail to ensure waste-free concentration processes. Upgrading of the concentration processes is done through introduction of hydro-metallurgical treatment operations, which results in changes of the mineral properties that leads to better ore liberation and enhanced metal recovery. It is also possible to increase the metal recovery by boosting the activity of minerals through their treatment with surfactants. The efficiency of mechanochemical activation of the leaching processes has been discussed in the leading Russian and foreign scientific journals and magazines, and is being further developed in research activities on the subject. The technology performance is improved when traditional technologies are combined with new wastefree hydrometallurgical processes through introduction of disintegrator-type activators into the process flow.

Клинический случай синдрома Градениго, сложности дифференциальной диагностики

Gradenigo syndrome develops with pathology of the apex of the temporal bone pyramid. This syndrome is characterized by a clinical lesion of the vestibulocochlear nerve in combination with dysfunction of the abducens, trigeminal and facial nerves. The rarity of occurrence of the syndrome, the lack of experience of doctors working with patient with this pathology, the small namber of publications in Russian scientific journals on the diagnosis and treatment of diseases in the area of the apex of the temporal bone lead to the lack of timely diagnosis and adequate treatment of diseases that cause syndrome. The article describes a clinical case of a patient with Gradenigo syndrome, which developed as a result of pathology of the apex of the temporal bone and associated with a neoplasm, which was subsequently determined to be a poorly differentiated carcinoma with squamous cell differentiation of the skull base.

Konstantin Semenovich Pigrov as an Epicurean of the 21st century (on the occasion of his 85th birthday)

We present to your attention a conversation about a wonderful person, Doctor of Philosophy, Professor Konstantin Semyonovich Pigrov. For almost half a century he worked at the Faculty of Philosophy at St. Petersburg University (now the Institute of Philosophy of St. Petersburg State University). I have already had to interview him (“Philosophy of Creativity and Creativity in Philosophy: An Interview with Professor K.S. Pigrov, July 2010” [8]) and publish an essay about him (“Strokes on the Philosophy of Life and Work of K.S. Pigrov” [5]). Recently, Konstantin Semyonovich turned 85 years old and this was the reason for a topical conversation about him with my imaginary interlocutor, the cat Kuzyа. Of course, Kuzya is a fictional character that the author needed in order to create a more voluminous projection of the personality of the colleague under discussion on the reflection screen. Similar conversations with colleagues from the Institute of Philosophy of St. Petersburg State University (I.I. Dokuchaev, B.V. Markov) have already been published in Russian scientific journals, incl. in “Issues of Cultural Studies” [6; 7]. I thank the editors of the journal for kindly agreeing to publish such an unusual conversation about Professor K.S. Pigrov.

Russian Scientific Journals in the Structure of Research Process Assessments

Approaches to the formation of a system of priority of scientific journals in the processes of certification of scientific personnel in Russia are considered. The features of a number of proposed lists of scientific journals are considered: the List of the Higher Attestation Commission, the White List, RSCI Journals, etc. and regulation of their use in the preparation of candidate and doctoral scientific papers. Attention is drawn to the division of journals in the HAC List into categories, while the K3 category is not counted when evaluating publications in the process of defending works, which creates difficulties when working with the proposed form of the of the HAC List. The target function of the White List in the volume of more than 30 thousand journal titles has not been determined. It is noted that monographs are not counted as scientific works in the defense processes, which negatively affects communication processes and the preservation of knowledge. It is noted that the proposed approaches need to be improved.

Sustainable development of Russian science: «institutional traps» of scientific journals and prospects for overcoming them

Introduction. The focus of the article is on the problems associated with the fact that in the new economic conditions, the old approach to the sustainable development of science in Russia has lost its relevance. In this regard, a new approach to the sustainable development of science in Russia is needed, which will involve following not foreign value guidelines, including the SDGs, but Russia's own traditions.Materials and Methods. Systematization of successes in the field of sustainable development of science in Russia is being carried out. A trend analysis of the materials of international university rankings is carried out, aimed at assessing the change in Russia's position in them based on materials: QS, Scimago and Times Higher Education (THE) rankings. "Institutional traps" are identified as barriers to the sustainable development of science in Russia and the prospects for overcoming them based on the materials of the rating of journals in economics in the electronic scientific library e-library. The time frame of the study covers the period from 2017 to 2022.Results. Three "institutional traps" of scientific journals were identified. First, due to subjective peer review, high-quality scientific articles are not allowed to be published. Second: almost 80% of the authors of Russian scientific journals are the same people throughout the year - and so every year. Third: due to the lack of “fresh” ideas, rating journals are limited to self-citations, the share of which reaches 10%, which is why journals, instead of setting science in motion, hinder its development.Discussion and Conclusions. The key conclusion of the study is that all the “institutional” traps of Russian scientific journals can and should be overcome, which will allow Russia to achieve import substitution of scientific publications, multiply the successes of scientific and technological progress, and strengthen strategic academic leadership.

THE IMPACT OF REMOTE WORKING ON THE EFFICIENCY OF CIVIL SERVANTS IN KAZAKHSTAN

The purpose of the study is to draw attention to issues related to the effectiveness of distance employment in public administration system in the Republic of Kazakhstan, during COVID-19 pandemic and at the present time. The approach to the organization of remote work of civil servants in Kazakhstan is becoming one of the important objects of public attention, as they have a great impact on quality of life and well-being of the population.The article examines administrative measures taken by the state in the context of the pandemic in order to create conditions for new flexible forms of employment in the public sector of Kazakhstan, and also presents the assessment of assess the effectiveness of the current state of remote work by civil servants.Methodology. The study is based on scientific papers on the topic of remote employment in the public sector, collected from international databases Scopus, Web of Science, Russian and Kazakh scientific journals, also based on statistical data, analysis of individual measures taken by the Government of the Republic of Kazakhstan and a sociological survey of civil servants.Originality / value of the research. The analysis allows us to conclude that Kazakhstan pays great attention to improving the efficiency of remote work in the public administration system. Results of the sociological survey show that, despite the positive impact of remote work on the physical and psychological state of civil servants, levels of digital literacy, digital security, material and technical equipment are insufficient and require improvements at the legislative level.Findings. Based on the data obtained, the authors propose a number of recommendations to improve the efficiency of distance employment in the public administration system of the Republic of Kazakhstan.

Overview of the Webinar on Maintaining Journal on the VAK List in 2023

The mandatory requirements for publications in the journals indexed in the Web of Science and Scopus are no longer applicable until the end of 2023. It has therefore become necessary to form new requirements for members of dissertation councils, including those with PhD and doctoral degrees, as well as for applicants for academic degrees defending dissertations in the form of a research report. In 2022, journals on the VAK List (List of the Higher Attestation Commission, HAC) were ranked, with subsequent categorisation. The journals now have account pages for the purpose of optimising and simplifying their monitoring, as well as their future ranking in 2023. On 6 March, 2023, the RIEPL together with the Russian Ministry of Science and Higher Education of Russia and the HAC, held a webinar dedicated to filling out the account on the Russian Scientific Journals website (https://rng.riep.ru/). The webinar addressed issues of registration, technical features of the portal, the algorithm for entering data on articles, and more. More than 1,500 people tuned into the webinar broadcast. Scientific management school problem’s evolution (based on highly ranked Russian scientific journals)

The aim of the study is to identify and substantiate the features of Russian management science development at the present stage. This aspect is significant both for Russian science, and for management practice. For the first one, it is important to systematise and formulate directions for the application of the most effective research methods of various problem management’s areas. For practice, this is due to the possibility of adapting conceptual recommendations in the activities of a particular economic entity. The analysis was based on highly ranked publications. The information base consisted of 38 articles from five peer-reviewed scientific journals included in the Russian Science Citation Index (RSCI) database, and international citation databases. The review of methodology and methods used in domestic research on management issues has been carried out. The methodological basis of the study was the evolutionary approach: the stages of the evolution of the methodology and the problems of research have been shown. Possible promising directions of Russian management science in the future were outlined. The features of the methodology and methods for research the Russian management science have been substantiated, by of these a three basic problem areas have been identified. The results obtained can be used by domestic scientists in determining the management-oriented research methodology.

Russian Scientific Journals: Current State and Development Prospects

The article presents the results of the analysis of Russian scientific journals indexed in the international databases Web of Science Core Collection and Scopus, as well as in the List of the Higher Attestation Commission. The purpose of the work is to analyze the publication policy and experience of the development of national scientific platforms of the countries within the EAEU, SCO and BRICS, the analysis of journals indexed in the international scientometric databases and in the List of Higher Attestation Commission by the fields of science. In the study were used methods of analysis, generalization and grouping. Through an analysis, it was determined that the journal list of the Higher Attestation Commission contains mostly scientific periodicals publishing research on economic sciences, clinical medicine and jurisprudence. The relevant publications are of primary interest for evaluating scientific publications in case of forming a list of authoritative journals.
