Examining Inter-organizational Network During Emergency Response of Gunungkidul Drought 2019

Drought is a disaster that often occurs in Gunungkidul Regency, where the condition was exacerbated by the occurrence of a long drought in 2019 (BMKG, 2019). Beside climatic and geological factors, drought is also caused by the involvement of multi-stakeholders, including local governments in managing drought emergency conditions. This research presented a case study on drought disaster management in Gunungkidul in 2019, where qualitative and social network analysis research methods were applied. Social network analysis was used to examine the central actors of the organizations involved in drought management and the role of networks in these levels of government. Meanwhile, qualitative methods were used to explore the factors influencing the network. The results show that the central actors during the emergency response were BPBD, PMI, and PDAM of Gunungkidul Regency. Meanwhile, the role of inter-organizational networks at the district level had been optimized by performing command and control over developments in the situation, involving community organizations and business institutions. Furthermore, on the factors affecting the network, everything had been maximized except two factors that were still lacking, including partnerships and the use of sophisticated information technology.

Network Capital, Social Capital and Knowledge Flow: How the Nature of Inter-organizational Networks Impacts on Innovation

This paper focuses on the role of inter-organizational networks as facilitators of knowledge flow and innovation. It introduces the concepts of network capital and network space to complement existing notions of social capital and geographic space as explanatory factors underpinning the impact of networks. Empirically, the paper analyses the inter-organizational networks of firms across three different regional settings. As well as finding significant differences across regions, the analysis also finds cross-regional commonalities in terms of the association between the innovation prowess of firms and the nature of their networks. In particular, it is found that the innovation performance of firms is significantly related to network capital investment in dynamically configured inter-organizational knowledge alliances. It is concluded that such findings may provide clues in terms of policy making in areas such as cluster and innovation system development, especially in supporting and orchestrating networks which have a clear strategic and calculative rationale.

The embedded case method is used for this qualitative study of the Auckland boat-building district. The findings provide evidence of different types of networks, as well as how interpersonal networks can be transformed into inter-organizational networks, and vice versa, thus strengthening the district. Für diese qualitative Studie des Bootsbaubezirks von Auckland wird die eingebettete Fallmethode verwendet. Die Ergebnisse lassen darauf schließen, dass verschiedene Arten von Netzwerken vorhanden sind und dass aus interpersonellen Netzwerken interorganisationelle Netzwerke entstehen können und umgekehrt, wodurch der Bezirk gestärkt wird. Para este estudio cualitativo sobre la construcción naval en la comarca de Auckland hemos utilizado el método de casos arraigados. Los resultados demuestran que existen diferentes tipos de redes y que las redes interpersonales pueden convertirse en redes interorganizativas y viceversa de modo que se fortalece la comarca. Pese a su primera resistencia a colaborar, las organizaciones aprendieron a mantener un equilibrio entre ‘competencia’ y ‘colaboración’.
