China’s new mediating role and the Palestinian-Israeli conflict

ABSTRACT In recent years, China has been involved in more state-to-state conflicts as a mediator as a part of its increased global influence strategy. After the successful mediation between Iran and Saudi Arabia in March 2023 and the mediation process it has employed between the Taliban and Pakistan since 2022, Beijing will likely continue those efforts in other conflicts. But how does China select which international conflict to mediate? The article employs Kenneth Waltz’s Neorealism Theory and international mediation literature to investigate this question while focusing on China’s interests as a rising power in the international system. First, the article analyzes China’s role and interest in two recent case studies of international conflict mediation: Iran-Saudi Arabia and the Taliban-Pakistan. Second, the article builds a model or a roadmap of China’s mechanism as a mediator. Then, the article employs the model to discuss and assess China’s future role in the Palestinian-Israeli Conflict in the wake of the 10/07 massacres and the Israel-Hamas war.

Charging Chinese future: the roadmap of China's policy for new energy automotive industry

China's new energy vehicle (NEV) industry, which survives with powerful policy intervention and fostering, is an important branch of Chinese green energy policy revolution against climate change and circumstance issues. In the study, the roadmap of China's policy exploration on developing China's NEV industry within the time window of 2001–2020 was investigated systematically. Powerful policy intervention plays an important role in initializing the framework of China's NEV industry under the comprehensive situation when China's innovation capability and automobile technology were both at unsatisfactory state. China's policy of developing NEV market demonstrates that intense government intervention is necessary and successful at the starting stage of the NEV industry. Delicate balance between governmental intervention and market self-adjustment should be intensified by suitable policies. The pilot innovations and the serious lessons of China's policy explorations are of both practical and research significance for other developing countries.

At the National Conference on Science and Technology in May 2016, Xi announced a three-step road map for China’s innovation-driven development. The first is to build China into an innovative nation by 2020; the second is to move China to the forefront of innovative countries by 2030; and the third is to make China an innovation power by 2050.

Explaining China's Tripartite Strategy Toward the Trans-Pacific Partnership Agreement

The emergence of mega-regional trade agreements like the Trans-Pacific Partnership (TPP) and the Transatlantic Trade and Investment Partnership (TTIP) threatens to fragment global trade governance in fundamental ways. An important question, yet so far under-explored, is how the rising powers currently being excluded from the mega-regionals, such as China, view this new development in global economic governance. This article intends to fill this gap in the literature from a Chinese perspective. Specifically, this article addresses the following questions: why has China changed its initial suspicious attitude to a more neutral stance toward the TPP recently? What are the short-term and long-term effects of the TPP on China’s economic growth and geopolitical influence? How will China deal with a myriad of challenges posed by the TPP going forward, be it in or outside the TPP? After the analysis of a range of relevant political, economic, and legal factors, I submit that the Chinese government has adopted what I call a ‘tripartite strategy’ toward the TPP. What remains to be seen is whether this tripartite strategy provides the best roadmap for China’s further integration into the global economy.

Status Quo and Reduction Potential of Primary PM<sub>2.5</sub> Emissions from Cement Kilns and Steel Sintering Machines

Based on the status of primary PM2.5 emissions from cement kilns, steel sintering machines and primary PM2.5 control technology, the factors influencing primary PM2.5 emissions, emission standards, industrial policy and technology developing trends were analyzed. Above all, primary PM2.5 control technology roadmap ​​for China's cement kilns and steel sintering machines was made. Based on the control scheme, the primary PM2.5 emissions from cement kilns and steel sintering machines are estimated to be 449,100 tons in 2020, 291,300 tons less than in 2011. The reduction rate is 39%. Finally, recommendations were proposed to control primary PM2.5 emissions from cement kilns and steel sintering machines.

Roadmap for the Construction of an Ecological Rule of Law in China

The Report of the 18th CPC National Congress in 2012 emphasizes building a socialist country based on the rule of law as China’s overall governance strategy. At the same time, it has expanded the “four in one” to “five in one”; i.e. the construction of an ecological civilization has been added to the other major tasks in socialist construction with Chinese characteristics—economic construction, political construction, cultural construction, and social construction, thus setting out the roadmap for China’s construction of an environmental system based on the rule of law. The aim of this construction is to establish an environmental legal system that corresponds to China’s ecological civilization, and its main task is to integrate environmental rationality into the operation of the rule of law by improving environmental legal mechanisms and institutions.

An empirical study of medical liability insurance in Nanjing

Medical liability insurance is a latecomer in China,and faced with many challenges ever since.This paper picked medical liability insurance in Nanjing as an empirical study example,as the author analyzed the insurance,underwriting and premiums of medical liability insurance,as well as the insurance programs and claim settlements from 2008 to 2012.In addition to noting problems found in medical liability insurance in Nanjing,the author proposed the roadmap for China' s medical liability insurance,with reference to experiences of overseas medical liability insurance industry. National technology roadmapping of China: practices and implications

PurposeThe purpose of this paper is to describe the first National Technology Roadmap (NTRM) of China, compiled by the Ministry of Science and Technology in 2007, in accordance with the analytical framework of “national needs‐strategic tasks‐key technologies‐development priorities,” and to comment upon its progress.Design/methodology/approachThe technology foresight in 2003‐2006 was organized by the Chinese Ministry of Science and Technology. Based on two large rounds of Delphi investigations involving 1,400 experts and a SWOT analysis of every candidate technology, the key technologies were selected and the characteristics of them acquired. A large number of panels were organized to discuss and affirm the national needs and strategic tasks, so the logic relationships among the key items of NTRM could be clarified.FindingsFive national needs, 30 strategic tasks, and 90 key technologies were promoted, and their relationships constructed. The characteristics of all the 90 technologies, including their R&D basis, gap between their level and the levels of advanced countries, and the possible time needed to realize these technologies were evaluated. The NTRM of China was successfully formulated.Research limitations/implicationsOnly nine technology fields were considered in the Delphi investigations, because of the limited study conditions. This might become the limitation to the application of this NTRM. In further study, more technology fields should be involved and all the processes finished as soon as possible.Social implicationsThe results of the NTRM were partly adopted by the 11th science and technology plan of China. Through the progress of NTRM, agreements concerning the key technologies and their development roadmaps were made. Both the NTRM and its compiling process provide important reference points for scientific and technological managers, scientists, and entrepreneurs, because they will help to make better decisions and contribute greatly to the research and development of the technologies.Originality/valueThis is the first attempt in China to make a NTRM. Results from the large‐scale Delphi investigations were taken as the basis for the roadmapping. The model of “national needs‐strategic tasks‐key technologies‐development priorities” was promoted and the technology roadmapping at a national level was conducted successfully.

In What Format and Under What Timeframe Would China Take on Climate Commitments? A Roadmap to 2050

In what format and under what timeframe China would take on climate commitments is of significant relevance to China because it is facing great pressure both inside and outside international climate negotiations to exhibit greater ambition and is being confronted with the threats of trade measures. It is of significant global relevance as well because when China’s emissions peak is crucial to determine when global emissions would peak and because what China is going to do in what format has significant implications for the level and ambition of commitments from other countries. In response to these concerns and to put China in a positive position, this paper maps out the roadmap for China’s specific climate commitments towards 2050. Taking many factors into consideration, the paper argues that China needs to take on absolute emissions caps around 2030. While this date is later than the time frame that the U.S. and other industrialized countries would like to see, it would probably still be too soon from China’s perspective. However, it is hard to imagine how China could apply the brakes so sharply as to switch from rapid emissions growth to immediate emissions cuts, without passing through several intermediate phases. To that end, the paper envisions that China needs the following three transitional periods of increasing climate obligations before taking on absolute emissions caps that will lead to the global convergence of per capita emissions by 2050: First, further credible energy-conservation commitments starting 2013 and aimed at cutting China’s carbon intensity by 45-50% by 2020; second, voluntary “no lose” emission targets starting 2018; and third, binding carbon intensity targets as its international commitment starting 2023. Overall, this proposal is a balanced reflection of respecting China’s rights to grow and recognizing China’s growing responsibility for increasing greenhouse gas emissions as China is approaching the world’s largest economy.
