Inclusive Opportunities: Vocational Training and Employment for Women with Disabilities in My Tho City, Tien Giang Province

In Vietnam, the number of persons with disabilities constitutes a significant proportion of the total population. The unemployment rate among women with disabilities is particularly high. Access to employment for women with disabilities is a social problem that needs to be addressed due to its long-term effects on individuals, their families, and their communities. This paper describes the characteristics of women with disabilities in My Tho City, Tien Giang Province before examining vocational training programs designed for individuals with disabilities and explores the pathways through which women with disabilities in this locality can access employment. In addition to secondary sources, this study collected primary data in 2022 through 33 semi-structured in-depth interviews with women with disabilities, representatives of local government from Ward 5, Ward 6, Dao Thanh and My Phong, a representative of the Women’s Union, and a representative of Department of Labor, Invalid, and Social Affairs from within the city. Based on the research results, the paper offers several recommendations to enhance employment opportunities for this group, contributing to the United Nations Sustainable Development Goals.

Embracing Culinary Tourism as a Strategy for Boosting Regional Development: Bangka Belitung Case Studies

Both regional and national growth are aided by culinary tourism. Every region needs to have an appropriate strategy in place to compete with the others in order to maximize development. Creating a supply-demand-driven culinary tourism strategy is the aim of this study. Hybrid technique was employed in this investigation. Participants in this study included chefs, tour operators, owners of agricultural tourism firms, local government representatives in the tourism sector, and operators of restaurants and hotels. SWOT analysis was conducted using the results of visitor surveys, aerial observations, focus group discussion, and secondary data. Suggested course of action: Priority plans are selected by government officials and executives of travel industry associations, and AHP is used to process them. Product, pricing, marketing communication, and collaboration are the recommended areas of concentration. To increase price competitiveness, culinary products from upstream to downstream must work together. Among the goods that must be created are facilities, culinary festivals and events, culinary-related activities, and organizations dedicated to culinary tourism. Collaborative marketing communications are needed to maximize culinary tourism-related media and messaging. There are restrictions on research involving horizontal stakeholders. Future research needs to look at the various ways that stakeholders collaborate.

Indigenous knowledge for climate action at the Ekyisalhalha kya Karoro sacred site, adjacent to Rwenzori mountains national park in Kasese

PurposeThis case study examines the contribution of Indigenous knowledge (IK) and practices to climate action at Ekisalhalha kya Kororo sacred site, adjacent to Rwenzori Mountains National Park in the Kasese district of Western Uganda. This paper is intended to make a case for IK as an important component of climate change mitigation strategies especially if the knowledge is profiled and publicised. The paper presents aspects of traditional knowledge in terms of ceremonies, rituals, norms and customs that can be re-energised for climate change.Design/methodology/approachThe authors employed mainly a participatory and qualitative data collection methodology. The data were collected in Kasese district largely from the local government officials, cultural leaders, civil society actors and representatives of indigenous minority communities such as the Basongora. Data were collected from both primary and secondary sources, at the desk and through community interactions to collect various narratives based on IK. Primary data were collected during individual interviews, by administering a semi-structured questionnaire and holding focus group discussions with different stakeholders in Kasese, Uganda. The respondents were carefully identified and included cultural leaders, young people, local government authorities and representatives of civil society organisations responsible for implementing climate change mitigation strategies.FindingsClimate change effects are manifest in rising temperatures, flooding, desertification and other natural hazards. The Kasese district, in particular, has faced several climatic change catastrophes and there has been limited use or mainstreaming of the existing IK of the communities in the region in different climate action interventions. Amongst the key research findings was that IK can be utilised to address or mitigate climate change risks/hazards and provide valuable insights into climate adaptation strategies, including rain-water harvesting, weather forecasting and preparedness, and sustainable farming practices. In addition, it is easily accessible, especially in areas that modern science has not reached.Research limitations/implicationsFew elders with IK related to climate change mitigation and the disconnect between young people and IK bearers were limitations encountered during data collection.Originality/valueThe information in the article is an original compilation by the authors based on previous published work from the NetZero Heritage for Climate Action research project.

The article is devoted to the problem of «relapse into illiteracy» among the adultpopulation of the Yeniseysk Governorate in the 1920s. Using archival materialsand regional periodical press, the author analyzes the causes of this phenomenonand the ways to overcome it as they were seen by the representatives of localauthorities and the teaching community.

BUDGET DECENTRALISATION: RESULTS AND CURRENT CHALLENGES

The purpose of the paper is to analyse the results of budgetary decentralisation in Ukraine, to identify the factors that have the greatest impact on its success, and to identify the urgent tasks for improving the financial capacity of hromadas. Results. The article analyses the content of the strategies for reforming the public finance management system for 2017-2020 and 2022-2025, as well as the reports on the implementation of the Strategy for the period February 2017 – December 2019 and for 2022. The paper identifies the main achievements and unresolved issues of implementation of these strategies. The study highlights the factors that have the greatest impact on the success of the implementation of the tasks of reforming the public finance system. The coefficients of budgetary centralisation and decentralisation are calculated on the basis of expenditures of the Consolidated, State and local budgets. The article examines the results of a survey of local government representatives conducted in 2023 from April 27 to May 4 by the Kyiv International Institute of Sociology within the framework of the Sectoral Support Initiative for Civil Society in Ukraine project on the availability of post-war recovery plans in hromadas. Value / Originality. The undisputed results of the budget decentralisation for the period 2017-2020 include an increase in the volume of local budgets' own financial resources and a certain improvement in the quality of public services provided to consumers, but it is noted that the goals of the Strategy for Reforming the Public Finance Management System were not achieved during this period. The authors note a significant improvement in the quality of strategic planning in 2021 compared to 2016. It is emphasised that the implementation of most of the budgetary decentralisation measures planned in the latest Strategy was prevented by the full-scale war with Russia. Among the unresolved issues of the reform are the following: significant dependence of local self-government on central government transfers, duplication of functions by district and regional state administrations, low human and institutional capacity of local self-government bodies, and the procedure for administering local taxes. One of the urgent tasks of budgetary decentralisation is the need to develop and implement post-war reconstruction measures.

The importance of institutional capacity in drinking water supply system governance: A policy evaluation from border area

In most developing countries, the equal access to clean and potable water is a major challenge faced by many communities. This research aims to evaluate water supply system governance policies as well as potential springs, constraints and problems related to the water needs of border communities. This research is a descriptive study using a qualitative approach. The qualitative approach looks at policies, institutions, conflicts, and problems faced, as well as looking at data on water sources, socio-economic challenges, culture, and local wisdom. The research location was in Belu Regency, on the Indonesia-Leste Timor border. Research informants were representatives of local government, academics and the community. The problems faced are the underdevelopment of piped networks due to budget constraints, low capacity and quality of human resources, and the absence of specific regulations governing the Drinking Water Supply System (SPAM). The study area has springs spread across 11 subdistricts, with raw water potential ranging from 0.5 to 250 liters per second. Most of these water sources are good for community consumption, but some have not been optimally utilized so that they cannot be fully utilized to meet the needs of the population. The results show that SPAM management policies can be implemented to a certain extent, but have not yet run optimally because they still require capacity building and competence of the apparatus and local communities and an increase in the role of local governments to help implement central government policies in relation to assistance tasks and as a tool for deconcentration of the central government. In conclusion, the potential of raw water sources has not been fully utilized due to the challenges of infrastructure development and the limited capacity of human resources and budgets. Without good management and institutional support, communities will continue to face problems related to access to clean water.

Urban planning for health: experiences from 12 European cities of building resilience at the local level

ABSTRACT Emergencies can become transformative experiences for cities: an opportunity to rethink, replan and rebuild, and to push for changes that can make them more healthy, sustainable, equitable and resilient. As part of the Protecting environments and health by building urban resilience project led by the WHO European Centre for Environment and Health, we conducted semi-structured interviews with local government representatives in 12 European cities on their practical experiences with local emergencies and disasters. Interviews focused on how the cities had approached urban planning and infrastructure design as a lesson learned from experienced disasters, in order to become more resilient to future events. Through a thematic analysis, specific plans and actions are compiled under 5 main topics: coordinate and communicate; go local; go green; rethink, rebuild and regulate; maintain a long-term vision. These lessons learned are then applied to three well-known healthy urban planning principles: (i) reducing risk exposure through planning; (ii) ensuring local access to basic services; and (iii) promoting active mobility.

P029 PERCEPTIONS AND PERSPECTIVES OF RURAL NEPALESE PATIENTS WITH HYPERTENSION: A QUALITATIVE STUDY GUIDED BY THE LEVESQUE FRAMEWORK

Background and objective: High blood pressure is a major risk factor for heart disease and stroke. These diseases can be reduced if hypertension is identified, managed and controlled. Disease burden in Nepal is high, resources are limited, and the population is socioeconomically vulnerable. Developing tailored interventions for hypertension management requires understanding of challenges and facilitators of healthcare. This qualitative study investigated barriers and facilitators impacting treatment and control of patients with hypertension in rural Nepal. Methods: We conducted in-depth interviews among hypertensive patients(n=15), medical officers(n=3), Female Community Health Volunteers(FCHVs)(n=9), Frontline Health Workers(FLHWs)(n=15), medical officers(n=3), and local government representatives(n=5) from Panchkhal and Bethanchowk municipalities of Kavrepalanchok district, Nepal. Focus group discussions with FCHVs(n=7) were also conducted. Recordings were coded, transcribed and themes were identified. Patients with hypertension were approached door-to-door by FCHVs. FCHVs and FLHWs were accessed through health facilities. The framework developed by Levesque et al., was used to conceptualize access to care from the viewpoints of various stakeholders. Emerging themes were mapped as the ability to-perceive, seek, reach, pay and engage. Results: Most participants felt the need for care after experiencing symptoms like headaches, dizziness, and blurred vision. Trust in health facilities facilitated care, although unavailability of medicines and insufficient qualified staff were important obstacles. Some used homemade therapies for hypertension control highlighting a gap in awareness of treatment methods. Geographical inaccessibility of health facilities, as well as financial difficulties, were other important barriers identified. Patient's expected prompt service and reduced out-of-pocket expenditure. Medication-taking behavior was influenced by factors including forgetfulness, perceived need and side effects. Support from family, community, and local levels was identified as crucial for hypertension management. Conclusions: This qualitative study highlights the multifaceted challenges for hypertension treatment and control in rural Nepal. Addressing identified barriers and leveraging facilitating factors are essential for reducing hypertension.

This scientific article explores the special status of the Batken region in the context of the interaction of local governments and special modes of operation on its territory. The purpose of the study is to analyze the mechanisms of regulating relations between central and local authorities within the framework of a special status, as well as to assess the effectiveness of special modes of operation for the development of the territory. The research methodology is based on the analysis of legislative acts, scientific literature, empirical data and interviews with representatives of local governments and experts on regional policy. In the course of the work, the current situation in the Batken region will be analyzed, the features of the special status of the territory and its impact on the activities of local governments will be determined. Special attention is paid to the special modes of operation in the region and their impact on the socio-economic development of the region. The paper provides information on the special status of the Batken region and the activities of local authorities, as well as on emergency regimes operating on its territory.

Efekty spillover chińskich inwestycji zagranicznych w Angoli i Zambii

SPILLOVER EFFECT OF THE CHINESE FDI IN ANGOLA AND ZAMBIAIn recent years, Chinese foreign direct investment (FDI) in Africa has attracted interest from both academia and the wider political world. Some postulate that Chinese companies – unlike Western corporations – have greater potential to initiate and carry out the structural transformation of the continent. Some researchers even indicate that thanks to the inflow of Chinese FDI, Africa may become “the next factory of the world”. The aim of this article is to analyse external effects (also called spillover effects) related to Chinese FDI in Africa using the examples of Angola and Zambia. According to the current state of knowledge, spillover effects are the most desirable effects of FDI in the host country, because the related increase in the productivity of local enterprises is key to the occurrence of structural transformation in local economies. The subject of the analysis presented in this article are three aspects (determinants) of spillover effects: (i) the potential of Chinese FDI to generate spillover effects, (ii) the absorptive capacity of local companies and (iii) local institutional settings favouring the occurrence of spillover effects. The findings indicate that due to the existence of weak and few linkages between foreign investors and local firms, spillover effects occur rarely and are relatively small. They are also not sufficient to initiate the transfer of valuable knowledge and technology. The presented research results were based on over 150 in-depth interviews and two rounds of surveys conducted among Chinese investors, Angolan and Zambian companies and representatives of local authorities.

Harmonization of Tradition and Islam: Mediating Culture and Religious Beliefs in Maccera Tasi Ritual in Luwu, South Sulawesi

This study explores the Maccera Tasi tradition in Bonepute Village, Luwu Regency, South Sulawesi, examining its intersection with Islam and local culture. Recently, the Indonesian Ulema Council (MUI) of South Sulawesi deemed this long-standing tradition as shirk, or polytheistic, asserting that it contradicts Islamic law. This declaration was made by the MUI’s fatwa commission following public reports about rituals involving offerings of livestock heads, such as cows, buffalo, or goats, or other food into the ocean. In response to these reports, the Regional MUI team conducted a field research whose findings were reported to the South Sulawesi MUI. This report served as the basis for the aforementioned announcement. While some perceive the Maccera Tasi practice as an expression of gratitude for the harvest, others label it as shirk (polytheism). The present study employed field research, utilizing qualitative descriptive analysis. Data were collected through observation, interviews, and documentation. The research participants included religious leaders, traditional leaders, community leaders and local government representatives from Bonepute. The findings of this research suggest that religion and local traditions can coexist, fostering social cohesion without infringing upon Islamic law. This harmonious coexistence encourages the Bonepute community, particularly fishermen, to express gratitude for the blessings bestowed by Allah SWT. This gratitude is manifested through prayer, the release of seeds, and marine fish food, which are interpreted as forms of environmental stewardship. Therefore, this study contends that the perception of the Maccera Tasi practice as polytheistic is inaccurate. Instead, this practice represents an Islamic expression of preserving local culture through a process of religious and cultural assimilation.

Supporting Local Public Health and Planning Professionals to Implement Built Environment Changes: A Technical Assistance Program to Promote Physical Activity in Texas.

Built environment approaches that improve active transportation infrastructure and environmental design can increase physical activity. Funded by the Centers for Disease Control and Prevention, the Texas Department of State Health Services rejuvenated the Texas Plan4Health program from 2018 to 2023 to expand such approaches in Texas by providing technical assistance to teams of local public health professionals and planners to identify and implement projects connecting people to everyday destinations via active transport in their communities. However, the COVID-19 pandemic prompted Texas Plan4Health to modify the delivery of technical assistance to accommodate restrictions on travel and in-person gatherings. We used qualitative methods to conduct a postintervention process evaluation to describe the modified technical assistance process, understand the experiences of the 4 participating communities, and identify short-term outcomes and lessons learned. Texas Plan4Health helped communities overcome common barriers to built environment change, facilitated collaboration across community public health and planning professionals, and educated professionals about active transportation infrastructure and the relationship between their disciplines, thereby increasing community capacity to implement built environment improvements. This outcome, however, was mediated by the pre-existing resources and previous experiences with active transportation planning among the participating communities. Public health practitioners seeking to improve active transportation infrastructure and environmental design for physical activity should consider community-engaged approaches that advance partnership-building and collaborative experiential education among public health, planning, and other local government representatives, directing particular attention and additional training toward communities with fewer resources.

Penegakan Hukum terhadap Pelaku Usaha Pom Mini di Desa Gelung Kecamatan Paron Kabupaten Ngawi

This research aims to determine law enforcement against mini pom business actors in Gelung Village, Paron District, Ngawi Regency along with the obstacles and efforts. This research uses descriptive analytical reseearch with a normatiive approach methodology. The results ofthis research is the effectiveness of law enforcement against Mini Pom Business Actors in Gelung Village is currently still not optimal. The problem is include the small number of Paron Police Criminal Investigation Unit personnel, making it difficult to carry out operations and patrols. Besides that, the lack of legal knowledge among fuel traders in the Gelung Village area has resulted in an increasing number of fuel traders running their businesses without permits, making law enforcement difficult. Preventive efforts are undertaken, including cooperative outreach with local government representatives to raise awareness of the significance of business permits for gasoline trade. Enhancing oversight of fuel trade businesses (mini pumps) within Paron District's jurisdiction, particularly in Gelung Village. to lessen the room available for business actors to establish companies without authorization. imposes penalties on those who open a business without a permit, including fines and jail.

Rural Area Resilience during the COVID-19 Pandemic as Exemplified by Urban–Rural Communes in Poland

The purpose of the paper is to characterize the outcomes of the COVID-19 pandemic for farms and resilience activities performed by farmers in response to the economic crisis caused by the COVID-19 pandemic in the context of building rural area resilience. Research was carried out in all 87 urban–rural communes in Poland and focused on special determinants of rural resilience such as connections between small cities and rural areas, as well as the location of the territorial unit (peripheral versus non-peripheral). The purpose of the survey was to poll local government representatives on the outcomes of the COVID-19 pandemic for farms and identify resilience activities performed by farmers in response to the economic crisis caused by the COVID-19 pandemic. Empirical research was performed from September to October 2021. The results emphasize the significance of the diversification of farms and networks for strategies for coping with the COVID-19 crisis. The research revealed processes wherein farms adapted, even if to a small extent, to crisis conditions. The COVID-19 pandemic brought new challenges, at the same time stimulating innovative responses in communities and businesses in rural areas. This study also confirms the role of ITC solutions in the process of adaptation to the crisis and implies a need to strengthen local links between the rural area and the city, especially those relevant to peripheral areas. Local government authorities play a crucial role in this process.

Poland as an emigration and an immigration country – dynamics of change from the local and individual perspective

ABSTRACT Since the EU accession in 2004 Poland witnessed the biggest migration flows in the contemporary history, first mainly outflows to the Western European countries and recently also inflows from Eastern European countries. This movements have been a challenge especially for local communities experiencing an influx of significant numbers of people. The aim of this paper is to assess the interrelated nature of the two parallel processes of migration inflow and outflow. The two key questions are raised: how do multidirectional migrations influence the territorial dimension of the convergence process observed since the 1990 systemic transformation? and how these processes have been perceived among those who participate in them directly, and other inhabitants of receiving/sending areas? To allow for and facilitate comparisons between various aspects of migration the PESTEL analytical framework was used. The research confirmed that migrations influence the development and living standards in terms both structural and spatial. The perception of migratory processes differs between the representatives of local government (opportunity) and regular inhabitants (also a threat). These are mostly not just the kind of concerns known from Western European examples (cultural differences and competition on the labour market), as they often involve anxieties regarding access to public services.

Вплив соціального інтелекту на продуктивність перебування людини у соціальних медіа

Given the ambiguity of the impact of social media on individuals, it is crucial to find effective regulatory mechanisms that allow for the successful utilization of this resource in adapting to the changing conditions of today. The article analyzes the influence of a person’s social intelligence on their inclination towards the productive use of modern digital technologies, particularly social media. The study examined the average time individuals spend on social media, the percentage of platform usage for work-related tasks, and the desire to further develop digital skills. Surveys were conducted among representatives of local government, occupying various positions from specialists to department heads. The TROMSØ express survey method was used to determine the level of social intelligence among respondents. The impact of social intelligence on the productivity of individuals’ presence on social media was assessed using the Spearman’s rank correlation coefficient. In total, 153 individuals with an average age of 43 participated in the study. The majority of respondents were female, accounting for 80 % of the sample. A high level of social intelligence development was identified within the sample. Regarding differences between females and males, no significant distinctions were found, nor were differences detected in the amount of time spent on social media and the desire to attend thematic courses on using this informational resource. It was established that social intelligence significantly influences (p≤0.001***) an individual’s inclination towards productive use of social media, which is associated (p≤0.05*) with the desire for additional development of communication skills in the online space. People with a higher level of social intelligence can understand the needs and expectations of their interlocutors better, which will help build fruitful communication and resolve conflict situations. They are also better at recognising manipulative tactics online, which helps them avoid negative influences and maintain healthy relationships with other users. This underscores the necessity of implementing social intelligence courses into higher education curricula and the feasibility of introducing similar training sessions, lectures, and workshops to enhance the qualifications of local government representatives, universities, and businesses.

The local governance of COVID‐19: Lessons learned and ways forward in rural Bangladesh

AbstractThis article investigates how a district administration in Bangladesh managed COVID‐19 pandemic risk governance. Interviews were conducted with civil administrators, local government representatives, and representatives from community‐based organizations and nongovernmental organizations. The findings indicate that, despite limited health facilities, widespread ignorance of the virus, joblessness among wage earners, economic pressure, and a massive outbreak of COVID‐19, the district administration has demonstrated its diligence, professionalism, local knowledge, and promptness in providing optimal public services through coordination and information sharing among all stakeholders. The synergies and coordination between local administration, security forces, and local government representatives were great challenges in implementing nonpharmaceutical polices and support programs.

Changes in the Recruitment of Transylvanian Local Government Representatives (Lord Lieutenants and Prefects) During and After the First World War

The study explores the changes in the Transylvanian Lord Lieutenants’ corps during and after the First World War, using a prosopographical approach. The comparative analysis of the Lord Lieutenants’ and prefects’ corps in 1918-1919 aims to examine the impact of various political and regime changes on the recruitment of these high officials. In the autumn of 1918, one can already talk of a partial change of the elite, since part of the newly appointed Lord Lieutenants had a very different social and family background than their predecessors. When the political status of Transylvania changed, at the end of 1918 and in 1919, it brought further, more radical changes atop the administrative elite: the Hungarian Lord Lieutenants were replaced by Romanian prefects, who did have the necessary qualifications, but who had no prior experience in local government. Totalitarian Flower Pavilion: The Dubious Post-Socialist Legacy of Contemporary Eastern European Cities

More than three decades after the collapse of state socialism in Central and Eastern Europe, local urban processes are still very often associated with that historic period or post-socialist transformation. This article aims to undermine the concept of the post-socialist city itself as reductionist, given the crucial importance of factors that differ from the influence of the pre-1989/91 times. The article confronts the discussion on the applicability of the post-socialist framework with field research conducted in selected Polish and Ukrainian cities, in particular the examples of the Kvity Ukrainy (Flowers of Ukraine) protest movement in Kyiv, Ukraine, and the 2003 spatial planning reform’s results in Krakow, Poland. The analysis is based on interviews with representatives of different actors involved in the policymaking process, such as local government representatives, policy advisors, urban planners, journalists, business circles, and members of grassroots initiatives.

From homeless to home: issues and challenges of housing continuity in Klang Valley, Malaysia

Purpose This paper aims to discuss the issues and challenges related to housing continuity for individuals transitioning from homelessness to securing a place to live in Klang Valley, Malaysia. The aim of the study is to explore the problems and solutions in the context of housing policy, particularly as they pertain to homeless households. The study involves conducting in-depth interviews with various stakeholders involved in helping homeless households find shelter and access to public housing. Design/methodology/approach The research methodology comprises a comprehensive literature review encompassing housing affordability, affordable housing and homelessness both within Malaysia and globally to identify research gaps. One of the key questions highlighted the effectiveness of existing programs aimed at providing short-term shelter and social integration for homeless individuals. Additionally, it highlights one of the primary challenges in this process, which is the tendency of homeless individuals to return to homelessness due to various factors. The data collection uses a qualitative approach and the data are obtained through in-depth interviews with key stakeholders responsible for assisting homeless households in Klang Valley, Malaysia, encompassing federal, state and local government representatives. Purposive sampling ensures diverse stakeholder representation. Interviews are structured semi-structured to maintain consistency while allowing for open-ended discussions on challenges and successes in facilitating homeless individuals' transition to stable housing. Thematic analysis of transcribed interview data focuses on recurring themes related to housing continuity, affordability and homeless households' behavioural patterns. Findings There are five (n = 5) stakeholders consist of local government (Code: R1), ministries (Code: R2; R5) and government agencies (Code: R3; R4). The study revealed that various programs have been implemented to provide short-term shelter and facilitate the integration of homeless individuals into society. Nevertheless, a significant challenge identified was the recurring tendency of homeless households to return to homelessness. This “behavioural direction” was found to be influenced by multiple factors which includes mental health and attitude problem. The findings emphasise the need for collaborative efforts among all stakeholders to address the issues and challenges related to housing continuity in Klang Valley. Originality/value The originality of this research lies in its focus on the specific and under-researched context of Klang Valley, Malaysia, regarding the critical issues of housing affordability and the challenges of housing continuity for homeless households. While housing affordability and affordable housing are widely recognised as global housing policy concerns, this study delves into a localised setting where limited attention has been given to understanding the transitions of homeless individuals to stable housing. The findings provide unique insights into the efforts and challenges faced in Klang Valley, shedding light on the behavioural patterns and factors contributing to recurring homelessness. This paper offers a context-specific perspective that contributes to the broader understanding of housing continuity issues.
