Preliminary Study of Nuclear Reactor Component Vendor Inspection

To welcome the first nuclear power plant in Indonesia, BAPETEN must prepare regulatory infrastructure at all stages of development and operation of the nuclear power plant. Nuclear power plant regulatory infrastructure during construction has yet to be made available. Manufacturing inspection of NPP component vendors is one form of supervision that must be carried out at the construction stage. Inspection of manufacturing activities is very important because the quality of NPP components produced, especially safety-related components, will affect the safety performance of NPP operations. Therefore, a preliminary study of vendor inspection is needed to support the inspection work unit at BAPETEN in preparing manufacturing inspection capabilities. This study was conducted through a literature study regarding regulations and practices for holding vendor inspections in other countries. The study focuses on vendor inspections' goals/objectives, mechanisms, and inspection check items. The study results show that vendor inspection is substantially quality assurance inspection, which aims to ensure vendors have adequate quality assurance arrangements and implement them to guarantee the quality of products (goods or services) used at the NPP. The main inspection check items are the adequacy of the vendor's Quality Assurance Program and the suitability of its implementation. BAPETEN can prepare a list of inspection check items by referring to practices in other countries, for example, America and Türkiye. BAPETEN also needs to prepare inspection procedures, starting with the planning, preparation (pre-inspection), implementation, and post-inspection stages. Navigating Legal Transformation: Challenges and Prospects of Cybernotary in Enhancing Public Service Efficiency in Indonesia

The concept of cybernotary represents a transformative shift in the notary's role in the digital era, utilizing technology to enhance the efficiency and accessibility of legal services in Indonesia. While cyber notary holds potential for supporting the digitalization of notarial services and meeting the demands of modern society, its implementation in Indonesia encounters significant challenges, particularly in regulatory alignment and limited digital infrastructure. This study aims to provide a deeper understanding of how cyber notary supports the transformation of public services, making them faster, more efficient, and transparent, as well as to identify obstacles that must be overcome to achieve optimal implementation within state institutions. This research employs a qualitative approach, aimed at uncovering an in-depth understanding of e-Notarization's role in strengthening the digitalization process and enhancing the effectiveness of public services by state institutions. From a regulatory perspective, although there is a legal basis permitting electronic transactions, adequate technical and operational guidelines are still lacking to ensure smooth implementation. These challenges are particularly apparent in provisions requiring physical presence for the validation of signatures and fingerprints, which restrict the flexibility of notaries in serving the public digitally. As a result, these regulations constitute a principal barrier to the goals of cyber notary in delivering faster, more efficient, and more accessible legal services.

Evaluating India’s Position in Pragmatic Clinical Trial for Public Healthcare: A Key to Real World Healthcare Solutions

Pragmatic Clinical Trials (PCTs) are valuable tools for evaluating interventions in real-world settings, providing insights for clinical practice. Unlike traditional randomized controlled trial (RCTs), PCTs generate real-world evidence for better decision-making. With 615 reported globally between 1967 and 2017, a 58% increase from 2013 to 2017, India has only one registered PCT, indicating a gap in its adoption. This review examines national clinical trial registries, PubMed database for PCTs till 2024, comparing data across different nations. The study reveals a significant shortage of PCTs in India and a lack of awareness of frameworks like Pragmatic Explanatory Continuum Indicator Summary 2. India faces challenges in implementing PCTs due to low awareness, inadequate infrastructure, and logistical hurdles. However, with regulatory reforms, international collaboration, and infrastructure improvements, India can become a key player in advancing PCTs. Increased awareness and researcher training will contribute to better healthcare outcomes both domestically and globally.

Navigating Industry 4.0: Exploring the Impact of AI on Employment & Jobs in India

The advent of Industry 4.0, characterized by the integration of cutting-edge technologies, has ushered in a transformative era for global economies. In India, a nation renowned for its diverse labor force and burgeoning technology sector, the rapid proliferation of Artificial Intelligence (AI) technologies is reshaping the employment landscape. This research paper aims to comprehensively investigate the multifaceted impact of AI on employment and jobs in India. Through a meticulous analysis of existing literature, this study ascertains the current state of AI adoption in Indian industries and identifies the sectors most vulnerable to AI-induced disruptions. It also scrutinizes the various dimensions of AI's influence on employment, including the creation of new job categories, augmentation of existing roles, and potential job displacement. Furthermore, the study delves into the factors influencing the pace and scale of AI adoption, such as regulatory frameworks, infrastructure, and educational preparedness. To provide a holistic perspective, secondary data encompassing a diverse range of industries and geographical regions within India has been reviewed. This empirical research facilitates an in-depth understanding of the attitudes, challenges, and opportunities employers and employees encounter amidst the AI revolution. In addition, this research evaluates the role of government policies and initiatives in mitigating the negative consequences of AI disruption, including workforce upskilling and reskilling programs. Furthermore, it explores the potential for AI to drive economic growth and job creation through innovation and productivity gains. The findings of this study contribute to a nuanced comprehension of the AI-driven transformation of India's job market, offering insights that are invaluable to policymakers, business leaders, educators, and workers alike. Brazilian natural gas market dynamics: A data panel analysis of the Brazilian market compared with Argentina, Colombia, Mexico, and India using Porter's five forces framework

This study offers a comparative analysis of natural gas markets in Brazil, Mexico, Colombia, Argentina, and India, spanning from 2000 to 2020. Leveraging panel data and historical time series analysis, coupled with Porter's Five Forces framework, it examines industry dynamics across upstream, downstream, midstream, and upstream dimensions. Insights into competitive landscapes are derived, considering regulatory frameworks, resource availability, infrastructure development, and demand patterns. Despite Brazil's efforts to enhance domestic production, infrastructure, and regulatory reforms, challenges persist, hindering sectoral growth. Comparative studies underscore the need for policy improvements to align with investment commitments. This study contributes novel insights into the competitive positioning of natural gas markets, offering actionable recommendations for stakeholders. Identifying potential bottlenecks informs strict decision-making in the global energy landscape.

Innovation in Teacher Training: Curricular and Operational Keys in Pedagogy Programs

This study addresses the curricular components and operational conditions required for the success of curricular innovations in teacher education programs. This quantitative study analyzed components related to epistemic meanings, organization, design, and curricular policies, as well as operational conditions for the development of curricular innovations in teacher training. A Likert-scale survey was administered to academics from public universities in Chile that train teachers. The method of analysis used SPSSv28 software, establishing a descriptive and inferential analysis through descriptive statistics of sex, age, gender, and position in the organization. The results show that operational conditions, academic teams, organizational aspects, updating of regulatory frameworks, infrastructure, and curricular policies are essential for the success of curricular innovations. We conclude that curricular innovations at the institutional level require the generation of curricular policies that contemplate the design, monitoring, and evaluation of the curriculum to favor the processes of curriculum review and quality assurance.

Responsible Reporting for Frontier AI Development

Mitigating the risks from frontier AI systems requires up-to-date and reliable information about those systems. Organizations that develop and deploy frontier systems have significant access to such information. By reporting safety-critical information to actors in government, industry, and civil society, these organizations could improve visibility into new and emerging risks posed by frontier systems. Equipped with this information, developers could make better informed decisions on risk management, while policymakers could design more targeted and robust regulatory infrastructure. We outline the key features of responsible reporting and propose mechanisms for implementing them in practice.

The Seesaw Effect: How Unregulated Negotiations Undermine Regulated Prices in the Market for Music Streaming

Spotify, Pandora, and other firms that stream copyrighted music must acquire a variety of copyright permissions in order to legally stream even a single song. Federal law regulates the price charged for some of those necessary licenses, but other equally necessary licenses are sold in the unregulated market. This causes a seesaw effect where government efforts to raise or lower rates are blunted, or even fully reversed, by responsive private negotiations. In essence, in the hope of achieving one or another policy aim, the government dramatically orders a reduction in the price of right shoes, only to see the unregulated price of left shoes move correspondingly higher in return. In this Article, I consider the degree to which this largely ignored seesaw undermines the public policy stories that scholars, government officials, and industry stakeholders tell about the regulation of music streaming. Those stories turn out to be significantly incomplete, because the regulatory infrastructure is likewise significantly incomplete.

Efektivitas Layanan Arsip dalam Pembuatan Salinan Perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Kubu Raya

This study aims to analyze the performance of the Investment and One-Stop Integrated Services Agency (DPMPTSP) of Kubu Raya Regency in efforts to increase regional investment. The research method used is descriptive qualitative analysis with a case study approach. Data were obtained through in-depth interviews, observations, and documentation studies. The results show that DPMPTSP Kubu Raya Regency has implemented various service innovations that have successfully increased the efficiency of the licensing process and investment realization. The implementation of the Online Single Submission (OSS) system and the "Jemput Bola" service has reduced licensing process time by up to 30%. Focus on developing superior sectors, especially agribusiness, has contributed 40% of total investment. The "UMKM Go Digital" program has successfully increased MSME turnover by 30%. However, challenges remain, such as digital infrastructure gaps and inter-agency coordination. This study concludes that DPMPTSP's comprehensive approach in regulatory reform, infrastructure development, and institutional capacity building has contributed significantly to creating a conducive investment climate in Kubu Raya Regency.

Assuring fire safety in nuclear plants with international standards

This paper presents the evolution and benefits of international standards for fire safety engineering11Fire safety engineering and performance-based fire safety are both widely used, and both represent an engineering process to determine performance of a fire protection plan based on the results of fire calculations. developed at the International Organization of Standardization (ISO). The history of fire safety in nuclear power plants along with the need for fire safety regulation is discussed to lay the foundation for the standards development work. The evolution of fire safety regulation from prescriptive to performance-based is also presented as the background for the research.Extensive research of the issues that arise for performance-based fire safety regulation, specifically for computer models for fire safety calculations, which included international benchmark exercises formed the basis to identify the need for developing international standards for fire safety engineering. The research focused both on the verification and validation (V&V) of computer fire models and determining their predictive capability. The paper for the first time takes new scientific and engineering data from benchmark exercises to assess the suitability and applicability of computer fire models for application in nuclear power plants. The paper reports on the findings of the benchmark exercises and their use in formulating new requirements in ISO international standards on verification and validation of fire calculation methods and the fire safety engineering process through a consensus process of international experts.Discussion of the foundational research at the ISO fire safety engineering committee (ISO TC 92 SC 4) led to a consensus to revise two international standards. One specifying the principles and general requirements for fire safety engineering, and another on the verification and validation procedures for fire calculation methods. The development and content of these two international standards are discussed in this paper. An international technical report was subsequently developed at the ISO committee for conformity assessment (CASCO) to provide guidance for the certification of the fire safety engineering process, and specific parts of it, namely the V&V of fire calculation methods.It is concluded that the fire safety engineering international standards presented in this paper can support rigorous performance-based fire safety regulation for nuclear power plants. These ISO international standards will be particularly useful to nations that have not yet developed the regulatory infrastructure for nuclear power regulation. The international standards are also available to those that would like to transition to the use of international standards and an ISO standards-based certification scheme. Regulations based on these international standards will provide citizens with confidence in nuclear power as a viable option to address climate change.

Harnessing Bacteriophages to Combat Antibiotic-Resistant Infections in Africa: A Comprehensive Review.

The conventional treatment of bacterial infections with antibiotics is becoming increasingly ineffective due to the emergence of multidrug-resistant (MDR) pathogens. This literature review explores the potential of bacteriophages as an alternative or adjunctive therapy to antibiotics in combating MDR infections in Africa. This analysis focuses on current research regarding the integration of phage therapy into African healthcare, highlighting its challenges and opportunities. This review begins with the AMR crisis and the need for new treatments, then covers the history, mechanisms, benefits, and limitations of phage therapy. Key African studies are summarized, identifying major obstacles such as regulatory issues, infrastructure, and research standardization. Research efforts in West Africa that have made notable progress in bacteriophage research are highlighted. This review concludes with recommendations for policymakers, researchers, and healthcare professionals to enhance the development and use of phage therapy in Africa, aiming to reduce antibiotic resistance and improve patient outcomes. By addressing the identified challenges and leveraging the unique advantages of phages, there is potential to significantly mitigate the impact of antibiotic resistance and improve patient outcomes in Africa.

This thesis examines the multifaceted nature of these challenges and explores potential solutions for sustainable battery management. Drawing on insights from prior research, field observations, stakeholder interviews, and literature reviews, the study synthesizes existing knowledge to inform strategies for mitigating the environmental, safety, and economic impacts associated with battery waste. The current scenario on battery waste management highlights significant challenges, including environmental pollution, health risks, safety hazards, recycling challenges, regulatory compliance issues, technological limitations, infrastructure constraints, and the need for public awareness and education. Countermeasures to address these challenges encompass regulatory interventions, technological innovations, infrastructure development, capacity building, and public engagement initiatives. By integrating findings from diverse sources, this thesis aims to contribute to the existing knowledge base on battery waste management and propel strategies for sustainable resource management.<strong></strong></p>

A Study on Accelerating Digital Financial Inclusion for positioning India through AI-enabled Banking Services

This research paper examines the role of AI-enabled banking services in accelerating digital financial inclusion in India, with a focus on positioning the country for the future. Financial inclusion, granting access to financial products and services, is crucial for India's economic growth and development. Despite progress, challenges like the digital divide and limitations of traditional banking models hinder inclusion, particularly in rural areas. The study proposes that AI-enabled banking services can be a game changer. AI can personalize financial products, improve creditworthiness assessments for under-served populations, and enhance security. By leveraging AI, India can empower its citizens, promote financial literacy, and solidify its position as a global financial leader. The study also explores the potential benefits and challenges associated with implementing AI in the Indian banking sector, considering factors such as regulatory frameworks, infrastructure requirements, and user adoption. The research explores how AI can address existing hurdles and proposes strategies for leveraging AI responsibly and ethically for inclusive financial growth. The paper aims to contribute to the ongoing dialogue on utilizing AI to empower all Indians and achieve sustainable economic development. This study used review of literature and survey as primary data to assess the impact of AI on digital financial inclusion. The present study discovered that AI has a strong influence on digital financial inclusion in areas related to behavioral finance, customer satisfaction and service efficiency.

Strategies to promote nuclear energy utilization in hydrogen production

The significant increase in harmful GHG emissions has led to dramatic global climatic changes. Thus, a need arises for clean, sustainable, economically viable energy sources. Prink hydrogen is the production of hydrogen using a nuclear energy source. No clear legislation regulates the utilization and operation of hydrogen in general and pink hydrogen in particular. This study analyzes nuclear energy regulations in various countries and regions and introduces a gap analysis in the nuclear field, comparing the under-established to the well-established regulatory bodies. This study utilized a harmonious blend of analytical tools utilizing both a gap analysis and an integrated decision-making methodology. Gap analysis showed a weak regulatory infrastructure, which hinders the adoption of pink hydrogen in some regions. Strategies were suggested in this study to address the identified weaknesses and threats linked to pink hydrogen technology to enhance energy security.

The development of human resources, in accordance with the objectives, strategy and implementation of relevant policies of the Bank of Albania aims to create a suitable work environment that serves not only the professional growth of employees, but also the continuous improvement of the administrative processes of each institution. The administration of human resources has recently been focused on the acquisition and continuous implementation of the best practices of human resource management that are applied in similar institutions in the European Union. Pursuing dynamic policies of employment, management and career promotion of staff, for a professional and flexible structural organization, remains a priority of each state. In order to efficiently manage human resources, it is required that each institution adapts the regulatory infrastructure to the best standards, continuously creating promotion opportunities for employees with professional experience, as well as always aiming to motivate employees and increase effectiveness at work. . Transformacja sektora energetycznego Unii Europejskiej

S Such geoeconomic and geopolitical factors as Russian armed aggression against Ukraine caused the energy crisis in the European Union (EU), exposing the EU’s vulnerabilities due to its overdependence on Russian fossil fuel imports. As a consequence of gas supply disruptions, substantial rises in energy prices and heightened safety concerns, the EU's energy policies have been thoroughly reassessed. Therefore, the article aims to examine the profound ramifications of Russia's military aggression against Ukraine on European energy markets and elucidate the strategies articulated in European Commission initiatives intended to reduce reliance on Russian fossil fuels. Within this framework, the REPowerEU plan is especially beneficial for the rapid diversification and increased integration of renewable energy sources. These initiatives have the potential to result in a structural transformation of the EU's energy landscape, necessitating coordinated regulatory initiatives, infrastructure advancements, and cooperative energy diplomacy. Current research reveals the potential for economic expansion, strengthened industrial primacy and progress towards achieving climate neutrality by 2050 through the environmentally sustainable metamorphosis of Europe's energy framework. The results of this scientific research can also be used for the further implementation of the strategy of achieving sustainable development of the EU member states in the context of the development of clean energy, which will allow meeting the needs of the population of these countries in the near future without endangering future generations.

Navigating critical barriers for green bond markets using A fuzzy multi-criteria decision-making model: Case study in Vietnam

As potent financial instruments channeling capital into climate and environmental projects, green bonds' issuance is frustrated by myriad obstacles. Therefore, this study aims to explore the critical barriers to green bond issuance in Vietnam. This study elucidates the salient barriers by utilizing an integrated multi-criteria decision-making methodology synthesizing the Fuzzy set theory-based Delphi, Decision-Making Trial and Evaluation Laboratory (DEMATEL), and DEMATEL-based Analytic Network Process (DANP). An extensive literature review of green bonds delineates five key dimensions related to impediments: Policy, Market, Financial, Capacity, and Awareness, with 38 discrete indicators representing potential obstacles. Firstly, employing a Fuzzy Delphi survey of 16 experts, 32 indicators are distilled for further analysis. Then, Fuzzy DEMATEL modeling evaluates the interrelationships and interactions among barriers. Finally, DANP is applied to obtain the relative importance of key barriers. Results unveil the five most formidable barriers as a weak regulatory framework and infrastructure (PO1), Limited availability of green bond issuance guidelines and templates (PO2), Insufficient incentives or tax benefits for green bond issuers (PO3), Limited coordination and alignment with international green bond standards (PO5), Lack of investor confidence in the quality and credibility of green projects (AW4), and Capacity constraints among issuers, particularly in smaller organisations or government agencies (CA1). The research contributes to the broader literature on green finance and offers valuable insights for promoting sustainable finance practices in Vietnam and other developing economies.

In-depth analysis of critical factors affecting Iraqi construction projects performance

Abstract Construction projects in Iraq suffer from many complex problems. Therefore, the aim of this study is to identify the most critical factors affecting the performance of Iraqi construction projects, delving into their identification, analysis, and understanding. A comprehensive list of 32 influential factors was compiled through site surveys, interviews with engineers and experts, and a review of previous research. These factors were categorized into eight groups: planning and management, design and engineering, procurement and supply chain, workforce and labor, technology and innovation, environmental and regulatory aspects, site conditions and infrastructure, and external factors. One hundred and ten questionnaires were distributed to project stakeholders, including owners, consultants, and contractors. The results found that the five most important factors affecting performance ranked using the relative importance Index are poor planning, failure to allocate resources properly, unavailability of skilled labor, poor labor productivity, and volatile economic conditions. Based on these results, for solutions to be effective, they must be adapted to the local environment. Project participants must be interested in planning as it is essential to address the same. The skills of project workers must be developed through training programs. Communication with project stakeholders must be coordinated to contribute to the decision-making process.

Neobanking regulation

A set of recommendations for regulating the activities of Ukrainian neobanks has been formu­lated, embodying a balanced approach, pro­moting European integration, while ensuring compliance with requirements and supporting their competiti­veness. The aim of the article is to extrapolate valuable foreign insights for deve­loping recommen­dations on constructing regu­latory and legal framework that will contribute to the inclusion of Ukrainian neobanks into the EUʼs financial space. The research is based on the hypothesis that the existing regu­latory gap in the organization and supervision of neobanking in the EU and Ukraine prevents Ukrainian neobanks from fully realizing their innovative and competitive potential. The research aim was accomplished thanks to the application of a wide range of general scientific and specia­lized methods, in particular a comprehensive review of scientific sources, legal, comparative, statistical performance analysis, case study, grou­ping and systematization, as well as formulation of neobanks regulation policy content. The rele­van­ce of impro­ving the regulation system of neobanks has been proven, taking into account the acceleration of the global expansion of neobanks as an alternative to the traditional banking business. The article reveals develop­ment trends and reasons for the growing popu­larity of neobanks in certain countries, as well as successful regulatory initiatives that can be adapted for implementation in Ukraine in order to overcome the challenges and threats that Ukrainian neobanks are currently facing. A parti­cular emphasis is placed on the study of the regu­latory system of neobanks in the EU countries, which is based on the principles of financial stability, consumer protection, and pre­ven­tion of financial crimes. On the basis of a comparative analysis of different approaches, successful initiatives for implementation in Ukrai­ne have been determined, which will make it possible to adapt the regulatory infrastructure of the neobanking sector to the level of best practices. Such adaptation is necessary, since the imper­fection of the current regulatory and legal framework makes it impossible to compre­hen­sively analyze and effectively control the neobanksʼ activities, which causes risk of uncer­tainty, unreli­ability of services, threats to secu­rity and compliance with international regula­tory and legal requirements. This dimini­shes trust on the part of clients and investors, thereby hindering their international compe­titiveness. To ensure the sustainable develop­ment of neobanks in Ukraine, a roadmap for the step-by-step formation of the regulatory infra­struc­ture of the neobanking sector has been developed
