Implementation of Village Governance on Public Services in Langensari Village

This research explains public services in Langensari Village by emphasizing aspects of accountability, transparency, effectiveness and efficiency. The focus includes planning and development to advance village welfare. In regional development, the government emphasizes the bottom-up system, namely villages. Village governance is a form of government administration in realizing development in the village. In this case, creating good governance can improve public services in the village which can support the performance of village officials in serving the community. Optimal service must always be provided by regional government officials, especially village governments. That one of the goals of village regulation is to improve public services for service providers as well as possible is one of the performance results that village governments can carry out to achieve the goals set out in national service standards, namely service quality. Optimal public services can create village government that is professional, efficient and effective, open and responsible, or good governance. A Grounded Theory Approach to Understanding Jombang Government Strategy in Facing the Era of Digitalization

In 1967, Glaser and Strauss created a book entitled "The Discovery of Grounded Theory; Strategies for Qualitative Research'', which was published and became a breakthrough in qualitative research. The work offers systematic consensus methodologies and strategies for a wide range of qualitative research practices. When talking about public administration, grounded theory is rarely used in literature studies, especially in Indonesia. In public administration, grounded theory methodology can be directed toward understanding how the government develops strategic processes for policy, both at the organizational and individual levels. This article discusses the grounded theory research method approach, which is aimed at understanding how the Jombang Regency Regional Government develops strategic processes in facing the era of digitalization. In-depth interviews were conducted with 10 high-ranking regional government officials. This is intended to understand in depth their understanding and experience in managing changing situations. The research results show that there are five core categories: (1) human resource development; (2) technological innovation; (3) improving the management system; (4) security; and (5) mindset. By using selective and axial coding, it was found that there were two main functions of strategy that emerged, namely (1) system maintenance; and (2) adaptation to global change. The emergence of gas through chimneys in Cilegon City, especially in the Ciwandan Area, has driven social, social and monetary transformation. The rapidly growing industry has changed the social and monetary order of an area that has been recognized as an agrarian culture into a modern culture. The existence of large organizations that utilize natural resources in Ciwandan has increased the hopes of the surrounding community for an increase in wages, through the Corporate Social Obligation (CSR) program. Therefore, the examination tries to uncover elements of CSR implementation in the PT. Chandra Asri area. This investigation is driven by interpretation techniques with emotional thinking as a context-oriented examination. Data collection is carried out through hierarchy collection, integrated discussions, and documentation studies. Meanwhile, the sources of the research include pioneers of the city corridor, city and regional government officials, pioneers in the areas around the current area, and CSR implementers of PT. Chandra Asri, The results of the examination show that CSR training has been carried out by PT for some time.  Legal certainty regarding the Deed of Cooperation Agreement between the Regional Government of DKI Jakarta and the Developer regarding providing social and public health obligations in the Land Use Designation Letter (SIPPT), has been regulated in the Civil Code and DKI Jakarta Regional Regulation Number 7 of 2002 concerning Public Infrastructure, Facilities and Utilities, but it has been implemented what happens is not fulfilling its obligations. The formulation of the problem in this research is how the authority of the Regional Government of DKI Jakarta is related to the non-fulfillment of social and social infrastructure obligations in the SIPPT by the floating party, and how is the legal certainty of the deed of cooperation agreement between the Regional Government of DKI Jakarta and the relevant Floating Party containing the social and public welfare obligations in the SIPPT. Legal theories used in this research: Authority Theory according to Bagir Manan and Legal Certainty Theory according to Gustav Radbruch. The method used in this research is a type of normative juridical research, namely legal library research or secondary data with primary, secondary and tertiary sources of legal materials. The research approaches used are the Legislative, Conceptual, Case and Analytical Approaches and techniques for collecting legal materials are carried out by identifying and inventorying positive legal rules, literature books, journals and other sources of legal materials. The analysis technique for legal materials is carried out using Grammatical Interpretation and Systematic Interpretation. The results of this research indicate that the DKI Jakarta Government has the authority to collect, supervise, prohibit, complete maintenance, provide administrative sanctions and criminal sanctions for providing social and public health obligations to developers in accordance with DKI Jakarta Regional Regulation Number 7 of 2002 concerning Public Infrastructure, Facilities and Utilities. The commitment and professionalism of DKI Jakarta Regional Government officials to carry out their authority by providing strict sanctions to developers who do not carry out their obligations. Legal certainty regarding the deed of cooperation agreement between the DKI Jakarta Government and the Developer regarding social and public facilities obligations in accordance with the Land Use Designation Permit (SIPPT), has legal certainty in accordance with the Pacta Sunt Servanda Principle where the agreement is valid as law for the party making it. Changes to the agreement are possible as long as both parties agree to it in the form of an addendum to the agreement, however non-implementation of the agreement is a breach of contract which can be sued in court.

The management of original regional income in South Kalimantan Province is the responsibility of regional government officials, especially the Regional Finance Agency of South Kalimantan Province. All local original revenue management processes are of course influenced greatly by the performance of the South Kalimantan Provincial Regional Financial Agency so that a decrease or increase in a region's original regional income is more or less influenced by the performance of the South Kalimantan Provincial Regional Financial Agency .
 This research aims to study and examine the Performance of the Regional Revenue Management Sector of the Regional Financial Agency of South Kalimantan Province.
 The method used in this research is the descriptive method. The data obtained in this research are primary data and secondary data. The data collection techniques used are documentation and interviews. The analysis technique used is qualitative analysis.
 The Regional Revenue Management Sector of the Regional Financial Agency of South Kalimantan Province has good accountability, is able to fulfill financial obligations well, has good honesty, applies the principles of efficiency and effectiveness well, and control activities are carried out well too. So overall it can be concluded that the performance of the Regional Revenue Management Sector of the Regional Financial Agency of South Kalimantan Province all leads to good performance.

PENGARUH KEPEMIMPINAN DAN BUDAYA TERHADAP KINERJA APARATUR PEMERINTAH DAERAH DI SEKRETARIAT DAERAH KABUPATEN MUSI BANYUASIN

The research aims to see the influence of leadership and culture on the performance of regional government officials in the regional secretariat of Musi Banyuasin Regency. The results of the research show that the performance of the apparatus at the Regional Secretariat of Musi Banyuasin Regency is seen from the aspect of effectiveness, namely understanding the tasks given to employees, the level of quality of service provided by the apparatus to the service user community as well as the relevance of activity programs implemented in the organization and also cultural factors and The leadership shown by leaders to employees through attitude and example as well as a high work ethic can influence the behavior of officers and provide motivation in order to provide services to the service user community to achieve the vision and mission of the Regional Secretariat of Musi Banyuasin Regency.

Analysis of the financial performance and financial ratio analysis of the regional government of North Sumatra province for the 2016-2022 fiscal year

Regional autonomy is the right, authority, obligation of regions to regulate and manage their own households in accordance with applicable laws and regulations in accordance with Article 1 of UU No. 32 of 2004. The implementation of the regional autonomy system requires regional government officials to be able to manage finances in their regions. effectively and efficiently. The aim of this research is to compare government financial performance in districts/cities in North Sumatra. By examining the results of previous research, and wanting to see the differences between each study in using theory and research methods. The research was carried out by SLR method with content analysis techniques and literature review methods, namely reviewing the differences in the content of each article. The research population is all articles related to the financial performance of regional governments in North Sumatra. The research sample was 4 articles related to the financial performance of local governments in North Sumatra and the sample was selected using purpose sampling.

Legal Administrative Review of Deviations in the Execution of State Administrative Court Decisions in Indonesia

The role of the Administrative Court in resolving disputes within the "Government Administration" in Indonesia caused by the absence of executive power has a significant impact. The State Administrative Court, Legal Proceedings Law, regulates the integration and clarification of the enforcement of State Administrative Court decisions, so the execution of the decision is genuinely dependent on the good faith of the government body or its officials in complying with the law. The problem of executing the decisions of the State Administrative Court is a common legal phenomenon. As mentioned by Paulus Effendi Lotulung, the issue of execution is present in various countries; even though multiple regulations and mechanisms regulate it, but there is still no sufficiently effective coercive legal means to force the relevant agencies or officials to comply with the decision. Several factors that cause the weakness of the execution of State Administrative Court (PTUN) decisions that have obtained legal force are as follows: First, the absence of legal regulations that require State Administrative Court officials to implement legally binding court decisions. Second, the factor of judges' reluctance to include forced monetary payments in case the relevant State Administrative Court officials do not execute the court decision. Third, the compliance factor of State Administrative Court officials in carrying out legally binding court decisions. The issue of executing State Administrative Court decisions is also related to the implementation of regional autonomy, as with regional autonomy, all regional government officials in districts/cities have extensive authority in managing their regions and inevitably use administrative decision-making methods.

The African Goat Improvement Network: a scientific group empowering smallholder farmers.

The African Goat Improvement Network (AGIN) is a collaborative group of scientists focused on genetic improvement of goats in small holder communities across the African continent. The group emerged from a series of workshops focused on enhancing goat productivity and sustainability. Discussions began in 2011 at the inaugural workshop held in Nairobi, Kenya. The goals of this diverse group were to: improve indigenous goat production in Africa; characterize existing goat populations and to facilitate germplasm preservation where appropriate; and to genomic approaches to better understand adaptation. The long-term goal was to develop cost-effective strategies to apply genomics to improve productivity of small holder farmers without sacrificing adaptation. Genome-wide information on genetic variation enabled genetic diversity studies, facilitated improved germplasm preservation decisions, and provided information necessary to initiate large scale genetic improvement programs. These improvements were partially implemented through a series of community-based breeding programs that engaged and empowered local small farmers, especially women, to promote sustainability of the production system. As with many international collaborative efforts, the AGIN work serves as a platform for human capacity development. This paper chronicles the evolution of the collaborative approach leading to the current AGIN organization and describes how it builds capacity for sustained research and development long after the initial program funds are gone. It is unique in its effectiveness for simultaneous, multi-level capacity building for researchers, students, farmers and communities, and local and regional government officials. The positive impact of AGIN capacity building has been felt by participants from developing, as well as developed country partners.

Constructing Identities through the Shikoku Pilgrimage

The Shikoku pilgrimage has, until very recently, seen significant growth in pilgrim numbers and appears, as such, to provide a counter-example to the general trend evident in surveys and studies of declining engagement in religious practices in Japan. However, two caveats are needed here: numbers have started to fall in the last decade, and those doing the pilgrimage have often in recent times viewed their pilgrimages as journeys of self-discovery in which identity is paramount and faith is irrelevant or explicitly denied. In addition, the pilgrimage has been promoted by secular authorities as a signifier of regional and national cultural identity in order to develop Shikoku as a tourist destination, and boost the local economy. In this article, I explore these issues, drawing on fieldwork in Shikoku between 1984 and 2019 and on interviews with people—from pilgrims on foot to temple priests to regional government officials—involved in various ways with the pilgrimage. In discussing how identity construction is both a major factor in the motives of pilgrims and an aim of secular agencies seeking to promote the pilgrimage for nonreligious reasons, I examine what this means for studies of religion today through highlighting recent Japanese theoretical examinations of religion, pilgrimage, and tourism while discussing how the Shikoku example both fits with and provides critical counterarguments to their studies.

Whose voice counts? Examining government-donor negotiations in the design of Ethiopia's large-scale education reforms for equitable learning.

SummaryMotivationThe Government of Ethiopia has a long‐standing commitment to improving the quality of education. In recent years, this has shifted to include a more explicit focus on equity in learning outcomes. In this paper, we examine the education reform design process in the context of Ethiopia’s political environment which is widely recognised as a strong developmental state.PurposeThe article examines how federal, regional, and international donor actors negotiate their interests in relation to Ethiopia’s national quality education reform programme, the General Education Quality Improvement Programme for Equity (GEQIP‐E).Methods and approachWe conducted 81 semi‐structured, key informant interviews with federal and regional government officials and international donors who were involved in the design of GEQIP‐E.FindingsWe find that federal government was able to leverage considerable political influence over high‐level priorities and the framing of GEQIP‐E. Large donors leveraged financial influence to exclude some specific priorities, while smaller donors were able to draw on social influence and technical expertise to include priorities aligned with their interests. Regional governments—which are responsible for policy implementation—were largely excluded from the reform design process.Policy implicationsOur analysis highlights the importance of recognizing and understanding different forms of influence in the dynamic process of negotiating reform between government and donors. It identifies that both government and donor voices counted in the process of negotiations, but in different ways and to varying degrees. Understanding how different actors draw on their relative political, financial, and social influence is vital for ensuring successful implementation and sustainability. Importantly, we identify that voices of local actors are left out.

What influence do regional government officials’ have on tourism related growth?: evidence from China

ABSTRACT Using a rich dataset of mayors and municipal party committee secretaries from 289 prefecture-level cities for the period 1994–2018, this paper analyzes the influence of government officials’ educational background, political capital and individual characteristics on tourism economic growth by the panel model. Results suggest that mayors and municipal party committee secretaries with higher academic qualifications and social science backgrounds focus more on the development of inbound tourism. Longer tenure has a positive impact on the overall tourism income, domestic tourism income and inbound tourism income. In contrast, there is no direct positive relationship between officials’ involvement in politics in their hometowns and the regional tourism economy. The age and gender of officials have no effect on the development of regional tourism. These conclusions can help predict China’s regional tourism development based on the government official appointment and provide practical implications on the appointment process itself.

Capacity Building for Primary Stroke Prevention Teams in Children Living With Sickle Cell Anemia in Africa

BackgroundNigeria has the highest proportion of children with sickle cell anemia (SCA) globally; an estimated 150,000 infants with SCA are born annually. Primary stroke prevention in children with SCA must include Nigeria. We describe capacity-building strategies in conjunction with two National Institutes of Health–funded primary stroke prevention trials (a feasibility trial and phase III randomized controlled trial) with initial hydroxyurea treatment for children with SCA and abnormal transcranial Doppler (TCD) velocities in Nigeria. We anticipated challenges to conducting clinical trials in a low-resource setting with a local team that had not previously been involved in clinical research and sought a sustainable strategy for primary stroke prevention. MethodsThis is a descriptive, prospective study of challenges, solutions, and research teams in two trials that enrolled a total of 679 children with SCA. ResultsAs part of the capacity-building component of the trials, over eight years, 23 research personnel (physicians, nurses, research coordinators, a statistician, and a pharmacist) completed a one-month research governance and ethics training program at Vanderbilt University Medical Center, USA. A lead research coordinator for each site completed the Society of Clinical Research Professionals certification. TCD machines were donated; radiologists and nonradiologists were trained and certified to perform TCD. A scalable E-prescription was implemented to track hydroxyurea treatment. We worked with regional government officials to support ongoing TCD-based screening and funding for hydroxyurea for children with SCA at a high risk of stroke. ConclusionsOur trials and capacity building demonstrate a sustainable strategy to initiate and maintain pediatric SCA primary stroke prevention programs in Africa.

Principle of Conservation of the Administrative Act and Revocation of Public Procurement in a City in Perú

Aims: The preservation of the act as a principle must be verified objectively through a review of the errors considered non-transcendental. The objective of this research is to determine the perception of officials on the application of the Principle of conservation of the administrative act and the ex officio nullity of the contracts entered into by the La Libertad Regional Government.
 Methodology: An approach quantitative, descriptive, explanatory was applied. The techniques applied were the interview, observation, documentary analysis and test on a sample of 60 workers linked to the functions of the public contracting process.
 Results: The results showed an irregular application of the principle of conservation of the administrative act and a resolution of procurements on a regular basis. The perception of the La Libertad Regional Government officials was negative, because not all the valid elements were found to preserve an administrative act.
 Conclusion: Deficiency was observed in the principle of the presumption of veracity, validity of the requirements to preserve the administrative act, non-existence of the judicial object and content, deficiency in the fulfillment of those prevented by law, deficiency in the fulfillment of the impediments provided for in the Law Contracting and violation of the regulations that.

EKSEKUSI PUTUSAN PENGADILAN TATA USAHA NEGARA TERHADAP PEJABAT PEMERINTAH DAERAH BERDASARKAN UNDANG-UNDANG NOMOR 9 TAHUN 2004

The problem examined in this paper is how is the execution of state administrative court decisions against regional government officials based on Law Number 9 of 2004? The approach used is the statutory approach (The Statute Approach) and the conceptual approach (Conceptual Approach). The results of this study indicate that: The process of resolving State Administration disputes which are public disputes involving persons / civil legal entities as plaintiffs and government officials (TUN Officials) as defendants, the legal power of the decision to execute the State Administrative Court which is the executor of judicial power in the environment. The Supreme Court is equivalent to decisions of other judicial bodies. Then the normative changes to the State Administrative Court with Law Number 9 of 2004 concerning Amendments to Law Number 5 of 1986 concerning State Administrative Courts made legal remedies contained in Article 116 such as forced money and/or administrative sanctions and publication of court decisions. be better than using a hierarchical execution model which is considered ineffective in the current era of regional autonomy. Under these circumstances, efforts must be made to provide other alternatives to produce a deterrent effect for government officials, especially local government officials, to submit to the State Administrative Court's decision.

Perwujudan Dan Implementasi Etika Dalam Pelayanan Publik Di Era Otonomi Daerah

Public services both at the central and regional levels still do not apply Ethical values due todiverse understanding, not supported by adequate policies, contrary to local cultural values, and nonbinding.For this reason, the government needs to establish a policy on public service ethics in anintegrated and more operational manner that is able to create an understanding of central and regionalgovernment officials regarding the form of Public Service Ethics policy and applies to officials directlyrelated to the community and does not apply to officials who are not directly related to society. Thegovernment needs to develop and socialize a strategy for developing operational and integrated PublicService Ethics that accommodates the content of local culture and involves all existing public servicestakeholders, both in government offices and in private institutions.

Teknologi Informasi Memoderasi Pengaruh Pengendalian Intern dan Kompetensi Sumber Daya Manusia Pada Kualitas Laporan Keuangan

The purpose of this research is to identify whether information technology moderate the impact of internal control and human resources competency in the financial statement quality. The Reseach was done to 28 regional government officials of Badung. The number of samples are 112 peoples. The technique that was used for the analysis is Moderated Regression Anlysis(MRA). The result of the test shows that internal control affects positively and significantly in the financial statement quality. Human resource competence does not affect the financial statement quality. Information technology strengthen the impact of internal control on financial statement qualityand information technology strengthen the impact of human reources competence on the financial statement quality.

Technological Distribution in Uganda: Information and Communications Technology and the State in an Eastern African Nation

AbstractInformation and communications technologies (ICTs) include old technologies—such as the radio and the television—as well as newer technologies—such as the Internet and wireless telephony. This study considers the process that the government of Uganda has used to adopt and implement ICT policy. This study also considers the techniques which the government of Uganda has used to distribute ICTS in public locations such as government offices, schools, and hospitals. In particular, this study attempts to consider the political motivations for distribution. The Ugandan government's attempt to distribute this technology reflects strengths in the area of distribution of artefacts, particularly to rural areas. Information and communications technologies are an important part of the Ugandan economy. In addition, ICTs strengthen the ability of citizens to communicate with each other across regional and language borders through shared access points. Methodologically, this paper uses the case study method. Semi‐structured interviews were conducted with politicians, policy makers, civil society activists, citizens, academics, medical personnel, regional government officials, and business people. This paper argues that politicians use ICTs as a component of a basket of goods and services that they can distribute to witnessing publics. This paper argues that ICT should be viewed as a type of infrastructure, and that as a public good, it can be used as a “club” good or “pork.” Although several authors discuss the potential of ICTs as democratizing, this paper documents that the Ugandan government has employed ICTs in oppressive ways, including for the surveillance of opposition leaders, and for social control.
