Measuring Regional Competitiveness Through The Regional Development Index

This research aims to conduct an analysis focusing on measuring the level of regional competitiveness by utilizing the regional development index as a measure of regional development performance in Luwu Raya. This measurement examines several indicators considered influential, namely economic, social, infrastructure, and environmental aspects. The sample in this research includes all regions in Luwu Raya, comprising Palopo City, Luwu Regency, North Luwu Regency, and East Luwu Regency. The method employed in this research is quantitative analysis using the composite performance index as the analytical technique. The primary steps in constructing a composite index involve weighting, literature studies, trend determination, alternative index determination, and composite index determination. The results reveal that the regional competitiveness in Luwu Raya is unevenly distributed. Palopo City is the region with the highest level of competitiveness, while two regencies, North Luwu and Luwu, have the lowest levels of competitiveness. The most influential aspect of regional competitiveness is infrastructure, as measured by data on the condition of paved roads and clean water distribution. The problem that needs to be addressed in almost all regions of Luwu Raya is poverty. Infrastructure is a pioneering indicator that can have a significant positive or negative impact on development in Luwu Raya. Therefore, it is expected that the government can focus its development policies on infrastructure to provide multiplier effects on economic and social aspects through inclusive economic growth and job creation.

Digital support of spatial planning processes in the regions

Subject. This article deals with the design and modeling of a data-centered tool for supporting spatial planning processes. Objectives. The article aims to develop a tool designed to solve the problem of automated formation of volumetric surfaces, which is necessary for assessing the innovative development of the region. Methods. For the study, we used the methods and approaches of the fuzzy logic theory, and logical programming methods. Results. An integrated approach to solving regional problems, taking into account the empirical knowledge of experts, helped develop a tool for assessing the innovative potential of the region, its approbation through using a Russian region as a case study is illustrated with graphs. Relevance. The formed triad of sustainable development makes it possible to reflect the behavior of the regional innovative development index as a whole on the basis of social, economic and environmental indicators of sustainability.

Regional Development and The Direction for Regional Development: Empirical Study in Bogor Regency (Sectoral and Spatial Approaches)

The regional approach aims to identify, analyze and evaluate the extent of regional development carried out by local governments, as well as to achieve regional development whether it is in accordance with the characteristics of the region. Bogor Regency plays an important role as a buffer area for DKI Jakarta. The high regional development and economic growth of DKI Jakarta has caused high population growth and high economic growth in Bogor Regency. However, the high economic growth does not guarantee economic equality in the region. The purpose of this study is to analyze and map regional development in Bogor Regency based on regional hierarchy and analyze the extent of equitable distribution of economic activities in Bogor Regency. The analsysis method used is using Regional Hierarchy Analysis and Overlay by Geographic Information System. The data used in this study used data on Gross Regional Domestic Income (GRDI). The results showed that the Regional Development Index in Bogor Regency in total continued to increase. However, if observed, the value of the coefficient of variation shows a significant increase. This shows an increase in inequality during that period of 32.057 percent.

Research on the Impact of Rural Logistics on Regional Economy under the Background of Rural Revitalization: A Case Study of Anhui Province.

In the report of the 19th National Congress, Comrade Xi Jinping pointed out that the issues concerning agriculture, rural areas, and farmers are fundamental to national welfare and people's livelihood, and solving these "three rural issues" must always be the top priority in the Party's work. Implementing the strategy for rural revitalization is an important foundation for building a modern economic system, and promoting the development of rural logistics to drive regional economic growth is one of the important ways to achieve the strategy of rural revitalization. Against the backdrop of rural revitalization, this paper assesses the current state of rural logistics and regional economic development in Anhui Province, analyzing the present situation of rural logistics and regional economy in Anhui Province. Firstly, taking Anhui Province as the case study area, this research constructs an index evaluation system and establishes a comprehensive evaluation model by surveying recent data on rural logistics and economic development from 16 cities within the province. Then, based on statistical data, the comprehensive evaluation index, correlation, and synergy of both are calculated, and an analysis is made accordingly. This paper examines the coupling relationship between the development of rural logistics and regional economic development in Anhui Province from both temporal and spatial dimensions, arriving at the following conclusions: From the temporal dimension, it is evident that since 2010, both the development index of rural logistics and regional economic development index in Anhui Province have been rising continuously, showing a good development trend. The development indexes of Anhui Province's rural logistics and regional economy have shown the same upward trend, indicating a coupling in their development. From the spatial dimension, the development of rural logistics is linked to the level of economic prosperity, and the regional economy has a spatial expansion effect on promoting rural logistics, which in turn facilitates urban economic development and is also influenced by the population base. By summarizing the conclusions on the relationship between rural logistics and regional economic development, this paper provides valuable suggestions for effectively promoting rural economic development, increasing farmers' income, and achieving the strategy of rural revitalization sooner.

Research on the Impact of the Belt and Road Initiative on the Economies and Development of Participating Countries

Economic and Development Impact Study of the 'Belt and Road' Initiative: Through the comprehensive application of economic data analysis, regional development index comparison, and international trade dynamics mapping, this paper delves into the extensive impact of the 'Belt and Road' initiative on the economic structure, development models, and regional cooperation of participating countries. Particularly, the study employs tools such as investment distribution maps, national economic growth curves, and trade flow scatter plots to quantitatively assess how the initiative promotes economic growth, trade cooperation, and infrastructure construction in the countries along the route. Moreover, by comparing and analyzing the economic development indicators and international trade patterns of different countries before and after participating in the initiative, this research reveals the key role of the 'Belt and Road' initiative in promoting globalization, strengthening regional connectivity, and influencing international economic cooperation. The research results not only provide policymakers with a basis for formulating more precise and efficient regional cooperation strategies, but also offer an important perspective for understanding the position and role of the 'Belt and Road' initiative in the global economic landscape.

Dynamics of Land Cover, Development Level, and Regional Typology of Central Java Province Based on Sustainable Development Index

The high population of Central Java Province has become a factor triggering the dynamics of land cover change and regional development. Uncontrolled urban expansion and development threatens sustainability. This study aims to identify the types and patterns of land cover change, the level of regional development, the index of sustainable development in environmental, social, and economic dimensions, and the typology of regencies/cities based on the index of sustainable development. This research was conducted in Central Java Province from January to April 2023 using land cover data, village potential data, provincial statistics, and administrative maps. Land-cover changes were identified using overlay analysis in QGIS. The level of regional development was determined using the scalogram. The index of sustainable development was constructed using factor analysis, while the regional typology was identified using cluster analysis. The results showed a dynamic change in forest cover, with a significant decrease from approximately 1 million hectares to 550,000 ha from 2014 to 2019. Agricultural land and built-up areas increased by 312,000 ha and 164,000 ha, respectively. A scalogram analysis indicated an improvement in the regional development index. Sustainability analysis reveals that the sustainability index in the economic dimension is lower than that in the social and environmental dimensions. The cluster analysis indexes that approximately 60.31% of the areas had a low sustainability index. All urban areas have a high sustainability index in the economic and social dimensions, otherwise in the environmental dimension.

Measuring Countries' Performance in Ecological Security

The research aims to construct a novel secure regional development index focusing on ecological security aspects of eight Sustainable Development Goals (SDGs). The index building is based on the Sustainable Development (SD) Security Model that measures ecological threats' harm to the regional ecosystem. The ultimate goal is to construct a tool to manage facets of sustainable regional development. The research study is focused on G20 countries. The databank of the World Bank organisation was utilised to get secondary data of selected security indicators to measure security for the Sustainable Development Goals (SDGs) of the G20. The methodological approach relies on grouping ecological security indicators (Clustering using the K-Means method). It suggests a meaningful shortlist of indicators in each group, which would obtain a structured system of indicators suitable for constructing a novel Secure Regional Development Index using the multiple criteria decision-making TOPSIS method that selects the best alternative from a set of alternatives according to several criteria.

Regional competitiveness based on the Regional Development Index in Gorontalo Province

This study aims to conduct an analysis of the concentration of regional development performance of districts/cities in Gorontalo through measuring the regional development index as an effort to measure the level of regional competitiveness by examining several indicators that are considered influential. The method used in this study is quantitative analysis through the measurement of the composit performace index. The main steps in compiling a composite index include weighting literacy studies, trend determination, alternative index determination and composite performance index determination. As a result, the District/City Regional Development Index in Gorontalo Province is distributed less evenly, the regions with a high category index are only Gorontalo City, while the other 5 regencies/cities are in the low and medium categories. The problem that must be addressed in almost all districts/cities is the reduction of poverty rates through the absorption of labor that can increase people's per capita expenditure and increase regional income through inclusive economic growth

Economic and Spatial Restructuring in the Aras Economic Zone: The Impact of Cross-Border Cooperation

Cross-border cooperation is critical for regional development capabilities. China and Iran are increasingly strengthening their partnership with the Belt and Road Initiative. This study constructs a regional socio-spatial development index system from the perspective of locals and establishes a DPSIR model with five layers: drivers, pressures, states, impacts, and responses. Bottom-up regional analyses (economic, social, and spatial) were performed to explore local perspectives on cross-border cooperation and assess the possible value system of development in a specific region. Based on 41 quantitative indicators and a genetic algorithm, causal links between economic changes and spatial restructuring were determined and verified. The findings show that cross-border cooperative growth is possible in the research region. Due to regional heterogeneity, excessive pressure on states, and evolving imbalances, we found imbalanced development inside and between sections. Additionally, foreign direct investment enhances cross-border cooperation, which can preserve and develop local economies. Additionally, this study provides suggestions and references for cross-border cooperation opportunities, challenges, and decision-making.

Spatial and Temporal Evolution of Multi-Scale Regional Quality Development and the Influencing Factors

In recent years, environmental pollution and massive consumption of resources in the traditional development model have posed significant challenges to the environment and society. In this study, we discuss the influencing factors of high-quality development. High-quality development is increasingly important to exploring the current state of quality development in China. Using the evaluation data of the major nodes of China’s provincial administrative regions from 2007 to 2019, the entropy value method was applied to calculate the comprehensive index of high-quality regional development, explain the spatial and temporal evolution pattern of China’s high-quality regional development, and reveal the internal driving factors of spatial and temporal evolution. The study concludes that the level of high-quality regional development in the east is higher than that in the western region, and the level of high-quality regional development in the southern region is higher than that in the north. Investment influence, industrial development, and urban–rural development have positive effects on high-quality regional development. However, location and transportation negatively affect high-quality regional development.

Modeling the assessment of a region’s innovative potential

The paper is devoted to the design and modeling of the system for assessing a region’s innovative potential to justify management decisions in public authorities. The purpose of the study is to substantiate the feasibility of using digital tools and artificial intelligence to formalize and visualize the assessment results. The use of a multi-criteria system for assessing the level of a region’s development, which includes four areas, characterized by 46 indicators, is difficult to interpret to justify management decisions. Based on the theory of fuzzy logic, logical programming methods focused on the application of a system of facts and rules, formal knowledge representation languages for describing subject areas and methodology for developing expert systems for complex problem solving, taking into account the empirical knowledge of experts, a model for assessing the innovative potential of a region is proposed. A case study of one of the Russian regions is illustrated by graphs of 3D visualization of the optimal combination of parameters of the level of innovative development. The formed triad of sustainable and safe development makes it possible to display the behavior of the regional innovation development index as a whole on the basis of social, economic and environmental indicators of sustainability.

Regional green development level and its spatial spillover effects: Empirical evidence from Hubei Province, China

• A regional green development index system is established based on the “driver-pressure-state-impact-response” model. • The level of regional green development in Hubei, China, is rising, and the gap between regions is narrowing. • The inter-regional spillover effect of green development is greater than the intra-regional spillover effect. • Technological innovation and the living environment have a positive spillover effect on green development. Green development strives to harmonize economic and social development with environmental protection. It is an innovative development model for people to follow in response to global climate change. This paper first combines the “driver-pressure-state-impact-response” (DPSIR) model with the entropy weighting method to measure the level of green development in Hubei Province from 2010 to 2018. Then, the spatial Durbin model (SDM) is used to analyse in depth the spatiotemporal evolutionary pattern and spatial spillover effects. The results indicate that after 2014, the levels of green development increased significantly and that regional differences gradually shrank. ρ = 0.409 indicates that the green development level has a positive spatial spillover effect, and the spillover effect between regions is greater than that within a region. The spatial spillover effects of the industrial structure and growth efficiency are −2.17 and −8.64, respectively, while the spatial spillover effects of technological innovation and the living environment are 7.35 and 0.32, respectively. Based on our findings, we provide several policy recommendations for developing countries to achieve green, coordinated and sustainable development.

Inequalities of Indonesia’s regional digital development and its association with socioeconomic characteristics: a spatial and multivariate analysis

ABSTRACT Drawing on multivariate, spatial agglomeration, cluster analysis, and the Ordinary Least Squares (OLS) regression, this paper aims to reveal the spatial inequalities in the digital development of households and individuals at 460 districts/cities in Indonesia and its association with socioeconomic characteristics. The results show a significant district digital divide characterized by a decline of regional digital development index (RDDI) values from the west to the east and from core cities to more peripheral ones. Cities with high RDDI values are mainly concentrated in large metropolitan areas in western Indonesia, whereas districts with low values tend to concentrate in rural-mountainous regions, remote areas, and archipelagos in eastern Indonesia. However, the digital divide declined from 2015 to 2019, indicating that Indonesian regions are becoming more digitally convergent. Education, gross regional domestic product (GRDP) per capita, population, and the number of formal workers have a positive and significant impact on RDDI.

A New Measurement of Global Equity in a Sustainability Perspective: Examining Differences from Space and Time Dimensions

With the increasing development gap, how to measure global equity in the perspective of sustainability has become an essential issue nowadays. To examine the intra-generational equity from the space dimension and the inter-generational equity from the time dimension, a new measurement of global equity in a sustainability is proposed in this paper. Firstly, a comprehensive assessment index of regional development and an index of regional equity are constructed based on panel data using an entropy weight method (EVW) and a coefficient of variation method (CVM). Secondly, the intra-generational equity within different continents and echelons and the inter-generational equity in seven fields over the last 30 years are analyzed. Lastly, the global equity index for the next 10 years is predicted based on a panel data autoregressive model. The results of the study will be a reference for global equity strategies.

Spatial Relationship Between Low Income Population and Regional Development Index in Mesuji District

This research aims to examine autocorrelation spatial analysis to see patterns of relationships or connections between locations (observations). In the study of the proportion of poverty in Mesuji District, it will provide important information in analyzing the poverty relationship between regions. Therefore, this research provides a spatial autocorrelation analysis in 2017. The methods used were the Moran's I test and the Local Indicator of Spatial Autocorrelation (LISA). The discussion shows a spatial relationship between the proportions of poor people between seven sub-districts in Mesuji Regency in 2017. In addition, the spatial distribution patterns will be clustered. Panca Jaya District has classified in one grouping of poverty called a low-low group. On the other hand, the high-low and low outlier categories were not found in the inter-district research area in Mesuji Regency. Finally, the regional development index variable has a negative and significant effect on the current population spacing without spatial concepts and concepts.

Spatiotemporal differentiation and geographic detection mechanism of ecological security in Chongqing, China

Ecological security is characterized by regional differentiation. Research on the spatiotemporal differentiation and mechanisms of ecological security across different regions plays an important role in ecological management and sustainable development. Taking Chongqing as our study area, and based on natural and socioeconomic data, we used spatial statistics and geographic detectors to explore the spatiotemporal differentiation characteristics and mechanisms of ecological security in Chongqing during the period 2000–2020. Our results show that ecological security in Chongqing was in a critically secure state. It exhibited an overall downward trend with the characteristics of an upward trend in 2000–2010 and a downward trend in 2010–2020. The improved area comprised 19,994.74 km² (24.27% of the land area) between 2000 and 2020, and this was mainly distributed in the northeast and southeast of the region, while areas of deterioration were mostly concentrated in urban residential zones, traffic arteries, and surrounding areas. Ecological security had clear spatial agglomeration characteristics. High value areas of ecological security were concentrated in the southeast and northeast, while low value areas were primarily found in the western cities and the core areas of socioeconomic development. The geographic detection mechanism suggests that among 17 key factors, the human disturbance index, land use degree, regional development index, biological abundance index, elasticity of the eco-environmental system, and the ecosystem service value contributed more than 50% of the spatial differentiation in ecological security. Thus, these six factors dominated the spatial differentiation. There were 40 main interactive combinations of four categories with q values > 0.7 in our interaction detection. The interactive synergy of terrain relief, human disturbance index, and land use degree enhanced the interpretation of the spatial differentiation of ecological security. Overall, this study refined the research scale to the grid unit, uncovered the leading factors and their interaction effects on ecological security, and provided a theoretical basis for the regulation of the ecological security of mountainous regions according to local conditions. • We divided the evaluation scale of ecological security into grid units. • We constructed the evaluation index system of regional suitability. • GeoDetector was adopted to analyze the temporal and spatial differentiation of ecological security. • The geographical mechanism of ecological security was explored further.

Index Evaluation of Informational Sphere Development in the Republic of Crimea

The article focuses on the approach to index evaluation methodology measuring informational sphere development of a federal entity of the Russian Federation using as the example the Republic of Crimea. The key stages of the suggested technique include the calculation of the scale of the differences as per the regional index of the informational sphere development in the selected microregions as well as the specificity of their development (central, southern, northern, western and eastern) microregions; classification of the microregions of the republic with regard to average regional development index of informational sphere. Thus, the microregions were classified into three basic types: areas with highly developed (central and eastern) information sphere; moderately developed (western and southern) areas; areas with poorly developed (northern) informational sphere. During the research it was revealed that the methodology of index evaluation of the information sphere development allows designing scenarios of digital economy and information sphere development while taking into consideration the changes in social and economic environment in the region. The advantages of methodology are as follows: 1) few statistical data and information accessibility; 2) simple calculations of average values of the indices and of the development index of regional informational sphere; 3) simplicity of result interpretation. The suggested classification can be recommended for the development of programs of digital economy and informational sphere development not only for the Republic of Crimea, but also other federal entities of the Russian Federation for an efficient use of a set of key measures.

Analyzing the South-North Gap in the High-Quality Development of China’s Urbanization

High-quality development (HQD) is the direction of China’s urbanization development. This paper defines HQD of urbanization in terms of theoretical connotation and constructs the evaluation index system of HQD of China’s urbanization from five aspects: innovation, coordination, green, open, and livable. The development index reflecting the adequacy of urbanization development in each region is calculated by using the range normalization law. The spatial weight attribute of each province and municipality is added to calculate the south-north regional development index, respectively. In addition, the Gini coefficient method is used to calculate and explain the regional imbalance coefficient of internal imbalance between southern and northern regions, and then determines the high-quality balanced development index of urbanization in southern and northern regions. Based on the panel data of 30 provinces and municipalities from 2001 to 2019, the results show that the quality of urbanization in all regions of China has gradually increased over time; in terms of region, the balanced development in southern and northern regions has overall improved significantly, but the gap between them is increasingly widening. The main reason is the lack of innovative development momentum and the pressure of green development.

Do Local Budgets Influence Regional Development? Empirical evidence from Romania

Public agenda constantly include the topics of sound local finances and promoting regional development, especially in the context of the government’s efforts to ensure a sustainable path of economic growth. From this point of view, our research is intended to empirically determine the role played by local finances on regional development, having Romania as a case study. We computed a Regional Development Index at county level, by comprising nine dimensions of progress: Our analysis encompasses data from TEMPO online database of National Institute of Statistic and from Ministry of Development, Public Works and Administration. The empirical evidence suggests a positive and significant relationship between some indicators of local budgets and our computed Regional Development Index. Reported to these results, our recommendations are directed towards the local fiscal policy, aiming to optimize the design of local budgetary indicators.

A model for assessing the level of digital transformation of the region

Subject. This article examines the factors and conditions affecting the processes of digital development of the economy of the regions of Russia. Objectives. The article aims to develop a system of analytical indicators and methods for determining the regional digital development index based on the current state of the digital potential of the region. Methods. For the study, I used a comparative analysis, the method of expert assessment, and general scientific methods. Results. The article presents the author-developed definitions of the terms Regional Digital Development Index and Regional Digital Potential, as well as an algorithm for assessing the regional digital development index. Relevance. The proposed method for determining the regional digital development index helps rank the subjects of the Russian Federation and determine the reserves for improving the efficiency of using the digital potential.
