Data Resource Profile: The Danish National Hospital Medicine Register.

The Danish National Hospital Medicine Register (SMR) was established in 2018 to centralize and standardize medication use data across Danish hospitals. This task was previously managed by individual hospital registration systems across the five regions. This initiative addresses the need for a unified, detailed understanding of hospital medication use to monitor healthcare delivery, improve patient outcomes, and support research. The SMR has comprehensive coverage of medication use in hospitals in Denmark, offering a national overview that was previously missing. It features high-quality data, with efforts to ensure completeness and accuracy. The data collected encompasses key categories such as types of medications, doses, administration times and practices, and specific treatment indications. The SMR facilitates collaboration among Danish regional health authorities and national health agencies, enhancing decision-making and planning across the regions. The establishment of the SMR has provided a centralized and standardized database for medication use across Danish hospitals. This unification replaces the previously fragmented systems, allowing for better monitoring of healthcare delivery and supporting improvements in patient outcomes and research. The upcoming version of the SMR will include data on dispensed outpatient medications, covering most medication use across all hospitals. This expansion will further enhance the register's utility for health authorities, clinicians, and researchers by providing a more comprehensive understanding of medication use in Denmark.

The Return of the Repressed: Political Deportation in the 
Indian Ocean during the Age 
of Revolutions

Abstract Between the second half of the eighteenth and the beginning of the nineteenth century, the Indian Ocean became a theatre of the global war waged by European imperial states. This article compares how three colonial powers, in French, Danish, and British colonial territories, dealt with interconnected political threats, in a region where the limits of imperial sovereignty and jurisdictions were often blurred and frequently renegotiated. Rather than a formally sanctioned doctrine and legal category, deportation should be understood as a crude tool for solving a variety of problems. Although the forced removal of criminals, religious minorities or political opponents was not a new instrument to the late eighteenth century, it is often ignored that political deportation was also a widely used legal practice in the Indian Ocean during the ‘age of revolutions’. In this region, deportation was used by imperial centres to get rid of political enemies, but also by regional authorities, without referring to metropolitan orders. It was usually not a judicial punishment, but an administrative measure justified in the name of political necessity. This article focuses on three small colonial enclaves, French Reunion, Danish Tranquebar, and British Pondicherry, where a siege mentality and fear of political sedition were omnipresent in this period. Contemporaries believed, with some justifications, that a single conspiracy linked these three colonial theatres, involving the same set of protagonists, who redeployed their projects as they were removed from one place to the next. But in these three sites and societies, deportation raises different issues. Dumping radicals on a foreign shore might have been a short-term fix, but it rarely solved problems in the long term: deportees often returned after some time, which was a direct consequence of the colonial authorities’ reluctance to take irreparable decisions, and of the entanglement of empires and polities in the Indian Ocean.

A population-level framework to estimate unequal exposure to indoor heat and air pollution

As people in the UK spend 95% of their time indoors, buildings are an important modifier of exposure to both non-optimal temperatures and air pollution. High ambient temperature and high PM2.5 (particulate matter) concentrations often occur together in urban areas. Residential building types prone to overheating (e.g. purpose-built flats) are often also more common in urban areas. Together, this may lead to spatial and demographic inequalities in indoor exposure to heat and PM2.5 from outdoor sources. By combining building simulations (EnergyPlus), a spatially distributed description of the residential building stock—from publicly available Energy Performance Certificate (EPC) data, ambient temperature, PM2.5 data and area-level (40–250 households) socio-demographic data—we estimated these inequalities in exposure for the population of England and Wales. Maximum indoor temperature was higher in areas with larger ethnic minority and infant populations, and lower in areas with a higher proportion of people aged ≥ 65 years. Indoor concentrations of outdoor-source PM2.5 were higher in areas with larger ethnic minority and low-income populations. With rising inequality in England and Wales, housing and environmental conditions play an important role in contributing to health inequalities from social disadvantage. Policy relevance Differences in environmental exposures may partly explain inequalities in health outcomes. These differences are mediated by dwelling type and quality. Identifying the driving factors for differences in environmental exposures may allow for the development of interventions to address health inequalities more effectively. This study finds differences in indoor exposure across socio-demographic groups due to both location and housing. This could be of interest to national, regional and local authorities responsible for targeting building retrofit interventions across the housing stock.

Abstract As communities vary in their needs, challenges, and resources, tailoring health promotion policies to specific contexts becomes imperative for effectiveness. Drawing upon the expertise of seasoned practitioners, policymakers, and researchers, this workshop offers a multifaceted perspective on navigating the complexities inherent in designing, implementing, and evaluating locally tailored health promotion policies, with a specific focus on environmental and social factors. The workshop will make it possible to compare different experiences from various European countries, with high-level speakers who have different backgrounds and roles in their countries and regions, thus providing an interesting and interactive way of comparing and examining real-world examples and best practices. The examples provided delve into: participatory techniques to design healthier environments, to identifying, collecting and elaborating evidence upon which to build policies and actions that are effective in addressing specific health challenges. Through the examples presented, we will seek to make the case for multi-actor and multisectoral collaboration. In addition, we will try to understand How do subnational authorities and partners identify priorities for action. A common question asked to the speakers will therefore: how can a variety of actors (local and regional authorities, university and research centres...) come together to support cross-sectoral action? How can policymakers be supported towards creating environments that prioritize the well-being of all, ensuring a healthier and more prosperous future for everyone? The end goal will be to enable attendees to be equipped with actionable strategies and tools to foster meaningful change within their own communities, by understanding the intricate interplay between community dynamics, stakeholder engagement, evidence-based practices, and policy implementation strategies. The workshop is being organized by the WHO Regions for Health Network (RHN). Network Integration as a Tool for Sustainable Business Development

Business enterprises are required to adopt new economic models and business strategies in line with global trends such as the green agenda, the shortening of innovation cycles, digitalization (networking platforms) and socio-economic security. The models of network integrations (clusters, industrial symbioses, innovation ecosystems, etc.) are developing faster than other business models. Networking allows businesses to synergetically, based on the principles of collaboration, trust and self-organization, increase intellectual, innovative, social, and environmental values, which leads to economic growth and sustainable development. Through networking integration, the business performance of all participants in multi-company projects can be improved, regardless of their size and activities. The purpose of this study is to develop a methodological framework for assessing the synergistic effect and the level of collaborative maturity of participants in network industrial integration. This paper provides a comprehensive analysis and evaluation of network business integration efficiency. The authors’ methodology is based on the AHP hierarchy method, expert evaluation and Harrington’s level of desirability. The methodology is validated on Russian industrial integrations: industrial cluster of Nizhny Novgorod region; pipeline valve manufacturing cluster; South Ural industrial cluster producing spare parts and assembly units for roadbuilding, construction and agricultural vehicles. The results show that the level of collaborative maturity of business partners and the synergies from network integration effect the sustainability of business development. Recommendations for businesses are provided to improve their network integration and collaborative maturity. Furthermore, the findings allow the authors to define directions for further research, considering the interests of the business community, regional authorities, and financial institutions, and provide a framework for researchers to investigate the link between industrial network integration and economic growth.

The Norwegian Counties Public Health Survey (NCPHS)

Abstract Effective public health initiatives should be based upon a thorough understanding of important health-related factors. The purpose of The Norwegian Counties Public Health Survey (NCPHS) is to gain insights from the adult population on topics relevant for planning of public health policy, interventions, and action at the county and municipality levels. The survey includes a core questionnaire on public health-related topics such as health behaviour, subjective quality of life, distress, subjective health, social support, social capital, community contexts, and demographics, including indicators of socio-economy, with additional optional questions and scales varying across data collections. Samples are drawn from the Norwegian National Population Register. NCPHS was piloted in three counties in 2015 and in one county in 2018. After some revision of instruments and sampling procedures, surveys have been carried out in most Norwegian counties since 2019. The total number of participants has now passed 400 000. Expedient data analysis and reporting has enabled the Norwegian Institute of Public Health to present comprehensive reports within six weeks after completed data collections. In these, outcome variables are analysed against district (within counties), gender, age, educational attainment, and assessment of household economy. Tables are also made available at the municipality level. The NCPHS represent a valuable addition to existing health registries and regional health surveys, providing critical information for planning purposes for local and regional public health authorities, for assessing trends over time, comparisons across counties and regions, and for evaluation of policies and interventions. The value of such a system during times of crises was demonstrated during the COVID-19 pandemic. At the Lisbon 2024 European Public Health conference, a few selected examples of use of data from the NCPHS system will be presented. Key messages • Large-scale community surveys provide important insights for planning of public health policies and action. • Strong involvement and collaboration with regional and local public health personnell as well as with media and local people is a prerequisite for succeeding.

A postcode lottery in education? Explaining regional inequality in multilevel systems

AbstractInequality is a challenge for societies around the globe. In addition to its socio‐economic and political dimensions, inequality also has a territorial dimension. Focusing on educational inequality across regions, this article explores factors that shape regional differences in student enrolment and educational attainment in 14 OECD countries. The findings of the article suggest that a strong level of regional authority over education increases regional inequality in education. Further factors are regional differences in education expenditures and variation in the population size of regions. Low regional inequality in education seems to be explained by a low degree of regional authority or low differences in education spending. By examining regional inequality in education, the article enhances our understanding of the way multilevel governance influences the quality of life within regions. In particular, it highlights the impact of decentralization on territorial inequality.

No fences, good neighbors: measuring and explaining integration in European cross-border regions

ABSTRACT EU cross-border regions are defined as living laboratories of European integration by scholars and EU institutions. Nonetheless, on the research agenda of EU studies, the study of integration in cross-border regions is not central. Moreover, the dearth of explanatory research has hampered a comprehensive understanding of the determinants of cross-border integration. This article fills these gaps conceptually, theoretically, and empirically. It introduces a new conceptualization anchored in classic integration theories and a new measurement of integration in all 2014–2020 Interreg A programmes. Furthermore, by drawing on a post-functionalist framework and based on multiple linear regression analysis, the study shows that identity pressures, particularly linguistic proximity and a pro-European sentiment, and contextual effects, notably regional authority, are significantly positively correlated with cross-border integration, all other things being equal. The paper thus not only reveals to what extent cross-border regions are integrated but also which explanatory factors are associated with cross-border integration.

The Undesired Impacts of Overtourism in the Island of Crete, Greece

The concept of overtourism has been appeared recently indicating that several popular tourism destinations host too many tourists having harmful impacts on them. The island of Crete, Greece consists of a popular global tourist destination hosting more than five mil. Of tourist every year while their number increases constantly. The undesired environmental, economic and social impacts of overtourism in Crete have been studied. The number of tourists, the number of overnight staying, the average days of staying, the tourism density and the tourism intensity have been evaluated. It has been found that the number of visitors in 2023 were 6,327,366 while they stayed in the island on average 5.43 days. The tourism density has been estimated at 4,120 bed-nights/km2 while the tourism intensity at 55.63 bed-nights/resident. These values are higher than the EU and global average while the seasonality of tourism in the island intensifies the problem. It should be mentioned that the tourism infrastructure in Crete is gathered on the north coastline increasing the overcrowding in the main cities which are also located in the same area. The results indicate that the tourism industry in Crete is at high risk of overtourism and appropriate measures and policies are required for mitigating and preventing its undesired impacts. The study might be useful to local stakeholders of the tourism industry as well as to municipal and regional authorities who can intervene to protect the prosperous tourism industry in the island.

СТРАТЕГІЧНЕ ПЛАНУВАННЯ ЯК ОСНОВА ВПРОВАДЖЕННЯ ЕКОЛОГІЧНОЇ ВІДПОВІДАЛЬНОСТІ ПІДПРИЄМСТВ ІНДУСТРІЇ ГОСТИННОСТІ В УКРАЇНІ

The hospitality industry, which is experiencing a crisis in Ukraine, today needs transformation and greening of its own activities. The implementation of environmental responsibility of hospitality service providers is not just a condition for their competitiveness, but opens up a wide range of directions for the development of industry enterprises in future. The purpose of the research: to analyze the existing documents of medium and long-term planning at the regional level on individual examples, to determine promising directions for the formation of environmental responsibility of enterprises in the hospitality industry. The subject of the study: practical experience of planning and implementation of environmental responsibility among hospitality service providers at the regional level. Research methods: in the research process, general scientific and special methods of scientific knowledge were used, namely abstraction, induction and deduction, analogy and qualitative comparison, analysis of causes and consequences. Research hypothesis: the only way to ensure environmental responsibility in the field of hospitality is a conscious attitude of regional authorities and owners of enterprises providing hospitality services to existing environmental problems. The main results of the research: the analysis of publications by domestic and foreign scientists, as well as strategic and programmatic documents of regional development in Ukraine allowed to draw conclusions about the state of social responsibility in the western and eastern regions, determining that most documents lack any measures regarding the environmental responsibility of service providers hospitality Originality and practical significance of the study: the proposed tree of goals for framework development strategy of environmental responsibility is an unified tool that can be detailed according to the stage of development and financial capacity of hospitality establishments. Conclusions: the proposals presented in the course of the study regarding the formation of environmental responsibility of hospitality service providers are appropriate according to the current situation and can be used to overcome the systemic crisis in the industry, to develop its competitiveness for attraction a new domestic and foreign consumers

Integration of legal databases in the context of EU accession aspirations

It is determined that the process of cooperation within the framework of the European Union has increased the need for identification and exchange of legal information coming from regional and national authorities at the European level. This need is partially met by digitally accessible legal information and the widespread use of the Internet. However, the exchange of legal information is largely limited by the differences that exist in different national legal systems, as well as the differences in their technical systems used to store and display the law on their respective websites. This hinders interaction between the information systems of national and European institutions, despite the increase in the availability of documents in electronic format. At the same time, the interconnection of national and international legal information from various sources and their presentation in the form of linked data of legal knowledge will undoubtedly improve the process of searching for legal information, expanding the possibilities of inquiries that are not currently possible. Moreover, in an increasingly digital society, where the number of cross-border civil and criminal proceedings is rapidly increasing, and given the complex diversity of different legal systems in the EU Member States, the simplification and facilitation of cross-border judicial cooperation is essential to ensure effective access of citizens and businesses to justice. At the same time, the system of identification and metadata should be well known to citizens and specialists in the field of law. In addition, to increase the chances of finding case law that is supported by an identifier and metadata, these court decisions should be searchable - by identifier and a minimal set of metadata - through a common interface. The exchange of digital evidence in the EU is also an important aspect. Currently, countries cooperate using private international law in cross-border criminal cases and exchange digital evidence based on these tools. The choice of tool depends on the countries involved and the type of information required.

The Contribution of Green Roofs in the Achievement of Sustainable Development Goals

Green roofs are eco-friendly systems designed to deliver environmental, economic and social benefits while they enhance the aesthetic appeal of buildings. Their construction on rooftop of buildings in urban communities is important for the local residents and the environment. The Sustainable Development Goals are a set of 17 global objectives established by the United Nations in 2015 serving as a blueprint for developing a more sustainable, equitable and prosperous world by 2030, focusing on environmental, economic and social progress. The multiple benefits of green roofs are related with the achievement of the sustainable development goals. Creation of green roofs in urban areas facilitates the achievement of the SDG3 related with good health and well-being as well as SDG11 related with sustainable cities and communities, SDG13 related with climate action and SDG15 related with life on land. Therefore, the development of green roofs in urban areas is very useful and beneficial for the buildings’ residents, the environment and the local community. Due to multiple external benefits of green roofs their construction should be promoted with financial and non-financial incentives by municipal and regional authorities combined with removal of several barriers hindering their adoption and development.

The regional features of digitalization in public administration: experience of the Orel region

Relevance. Russian regions are characterized by varying degrees of readiness for the introduction of digital technologies into the management system, this process often takes place formally and does not imply a significant change in the format of interaction between the population and business, on the one hand, and regional executive authorities, on the other. The study of the specifics of digitalization of public administration will allow to identify "bottlenecks" for improving measures to support digital transformation at the level of the subject of the Russian Federation, to identify and replicate successful experience.The purpose of the article is predetermined by its topic and is to determine the regional features of the digitalization of public administration in the Orel region.Objectives. To achieve this goal, the theoretical, methodological, organizational and regulatory foundations of digitalization of public administration are considered, a comparative analysis of key indicators of digitalization in this area is carried out, the opportunities and threats of digitalization are determined, taking into account the specifics of the socio-economic development of the region under study.Methodology. The materials for the study were official statistics presented on the official websites of the Federal State Statistics Service of Russia, compiled by constituent entities of the Russian Federation in the “Information Society” section. The main research methods are statistical analysis of data series, comparative analysis, SWOT analysis.Results. Based on the results of the study, it was revealed that the basic conditions for the digital transformation of management in the Oryol region have been formed: relevant regional strategies and programs have been developed and are being implemented, benchmarks for their implementation have been established, the system of authorities is functioning and the infrastructure necessary for successful digitalization is being developed. At the same time, there is no list of specific measures necessary for the integration of state regional information systems into federal super services, measures for personnel and financial support for digitalization processes, increasing the level of digital literacy of the population, and intensifying outreach work among the population. Solving these problems will improve the efficiency of the digital transformation of public administration in the Orel region.Conclusions. Regional specifics determine the effectiveness of the digital transformation of public administration in the constituent entities of the Russian Federation, and therefore regional programs should not only repeat federal initiatives, but also adapt them taking into account the territorial characteristics of socio-economic development.

The article analyzes the contradictory nature of legislative and other legal acts of federal and regional authorities on the introduction of “new forms of labor and wage organization” in the healthcare sector. The negative consequences of such legal measures are described. The next intentions of the developers of legal sources dedicated to correcting negative situations in the economy are noted.

CCTV image‐based classification of blocked trash screens

AbstractThis study introduces image‐based classification techniques to identify whether trash screens in urban rivers are blocked. The study obtained 755 images from a CCTV camera surveying a trash screen located on an urban river at Tongwynlais in Cardiff. Manual quality control reduced the dataset to 577 images, labelled as either blocked (80%) or unblocked (20%). The performance of a logistic regression for classification of images was investigated using three different subsets of the labelled images: (1) the original dataset, (2) a balanced but under‐sampled dataset with equal number of blocked and unblocked images, and (3) an augmented dataset with an equal number of blocked and unblocked images using Gaussian noise augmentation to increase the number of unblocked images. Results show that our data‐augmentation method enhanced model accuracy by 8%, successfully classifying images as blocked or unblocked with an accuracy of 88%; by overcoming the bias in the dataset these results also highlight potential solutions to overcome the challenges of operating this methodology across a network of cameras. This enables authorities in both data rich and data scarce regions the ability to take advantage of machine learning to open up the next generation of a distributed, data‐driven flood warning systems, protecting people, infrastructure and the environment.

Dental Caries and Erosive Tooth Wear Among 12-Year-Old Hong Kong Children

ObjectiveThis study is to investigate the dental caries, erosive tooth wear status, and oral health-related habits of 12-year-old Hong Kong children. MethodsThis cross-sectional survey recruited 12-year-old children using clustered random sampling from three main districts. The trained examiner examined the children's caries status using the criteria recommended by the World Health Organization and recorded their caries experience using the decayed, missing, and filled tooth (DMFT) index. The children's tooth wear status was determined using the Basic Erosive Wear Examination (BEWE) index. Their oral hygiene practice was collected using a self-administered questionnaire. ResultsWe recruited 445 children and 396 children participated (response rate: 89%). Their mean DMFT was 0.29 ± 0.73. Seventy children (18%, 70/396) had caries experience (DMFT > 0) and they had 116 teeth suffered from caries. Among these 116 carious teeth, 75 teeth (65%, 75/116) were filled (FT), one tooth (1%, 1/116) was extracted (MT), and 40 teeth (34%, 40/116) were carious (DT). Five children had more than one decayed tooth (DT > 1), and one child had the highest number of decayed teeth (DT) at 4. BEWE results showed 284 (72%, 284/396) children had no erosive tooth wear (BEWE = 0). No child had severe erosive tooth wear (BEWE = 3). However, children consuming lemon tea or lemonade and vitamin C drinks 3 times a week or more showed significantly higher BEWE scores. Additionally, 380 (96%, 380/396) children brushed their teeth daily and 116 children (29%, 116/396) flossed their teeth. ConclusionMost 12-year-old Hong Kong children had neither caries experience nor tooth wear, and their oral health-related habits were satisfactory. SignificanceThis study updated the caries status of the permanent dentition of 12-year-old Hong Kong children. The information offers updated oral health data for the local, regional, and global authorities for planning effective public health programmes to improve the oral health of children.

Current Approaches to the Interaction Between Regional Public Authorities and Socially Oriented Non-Profit Organizations

Introduction. At present, all levels of government are continuously working on the formation of global information space and digital technologies in order to improve the information accessibility of the activities in public authorities of Russian constituent entities. The need for a more detailed analysis of this direction actualizes scientific research to develop promising areas of interaction between regional public authorities and socially oriented non-profit organizations (hereinafter - SO NPOs). The purpose of the research is to reveal current approaches to understanding the interaction between regional public authorities and SO NCOs. Methods. Criteria and support forms for SO NPOs were considered on the basis of the system method. Provisions and conclusions were substantiated by logical and structural analysis in terms of disclosing theoretical approaches and identifying the main problems in the interaction between regional public authorities and SO NPOs. Results. The article reveals current approaches to understanding the interaction between regional public authorities and SO NCOs. Conclusions. The research can be used in the improvement of mechanisms for the introduction of digital technologies in the system of state and municipal governance in the regions of the Russian Federation to improve the quality of interaction between the regional authorities and the non-profit sector.

Разработка комплексного показателя оценки состояния городского электротранспорта для органов исполнительной власти Российской Федерации

This article analyzes 115 cities on the territory of the Russian Federation in which one or more urban electric transport systems operate. It is determined that in the modern industry there is no single comprehensive indicator of the state of urban electric transport, which would allow an assessment of the state of systems not only in relation to their own indicators of previous years, but also in relation to other, similar systems. A comprehensive indicator is proposed that will allow a comprehensive assessment of the state of urban electric transport and interpret it in numerical terms for its application by state and regional authorities, allowing to quickly draw conclusions and make a decision on further adjustment of the functioning of the electric transport system, characterized by a relatively simple formula for calculation and does not require specific competencies for those conducting the analysis. The key indicators of urban electric transport are systematized, including those related to the operated energy infrastructure, linear infrastructure, park facilities, including technical buildings and structures for system maintenance, indicators related to rolling stock and its key technical characteristics, as well as the availability of urban electric transport for residents of the considered locality and passenger flows within this framework systems. The boundaries of the values of the final indicator have been determined, within which the state of urban electric transport will be assessed by state and regional authorities as satisfactory or unsatisfactory and requiring decisions on revising approaches to the development of the system within the framework of strategic transport planning documents.
