Analisis prosedur inventarisasi Barang Milik Daerah (BMD) berdasarkan Permendagri Nomor 47 Tahun 2021 (Studi kasus Dinas Sosial Daerah Provinsi Sulawesi Utara)

Inventory of Regional Property (BMD) is an important process in managing regional assets. Inventory activities to collect data, record, and report the results of data collection of Regional Property. This study aims to determine the implementation of the Regional Property Inventory Procedure based on Permendagri Number 47 of 2021 at the Regional Social Service of North Sulawesi Province. This type of research is qualitative research with a case study approach. Data collection methods through interviews, observation, and documentation. The data analysis process is carried out by collecting data which is then grouped and then analyzed and described. The results of this study indicate that the Regional Property inventory procedure carried out at the Regional Social Service of North Sulawesi Province is in accordance with Permendagri Number 47 of 2021 concerning Procedures for Implementing, Bookkeeping, Inventory, and Reporting Regional Property. However, there are still obstacles where the implementation of E-BMD is still not optimal so that it does not accommodate the entire implementation of the inventory of Regional Property at the Regional Social Service of North Sulawesi Province.

Completing the legal framework for asset registration in Vietnam to meet the demands of economic development

The design of asset registration has significant importance in publicly disclosing and transparently informing about the legal status of assets, closely linked to the civil rights of individuals and organizations when establishing and exercising ownership rights and other rights related to assets. A truly market-oriented economy cannot function without the existence and operation of a transparent and modern asset registration system. Therefore, in recent years, Vietnam has made efforts to establish legislation on property registration, which serves as a crucial legal foundation for recognizing and protecting ownership rights and other rights related to the assets of organizations and individuals. This helps enhance the government’s ability to manage information on the current status and legal condition of assets. The article analyzes the economic impacts of improving the legislation on property registration in Vietnam to meet the requirements of economic development in the context of integration.

The Influence of Regulatory Compliance, Use of Information Technology, and Leadership Commitment on Securing Fixed Assets in the Regional Revenue and Assets Agency of East Nusa Tenggara Province

One of the regional assets managed by the regional government is fixed assets. In relation to fixed asset management, in the NTT Provincial Government, the authority to manage fixed assets rests with the NTT Provincial Regional Revenue and Assets Agency. Based on NTT Province Regional Regulation Number 1 of 2019 concerning Amendments to East Nusa Tenggara Province Regional Regulation Number 9 of 2016 concerning the Formation and Structure of East Nusa Tenggara Province Regional Apparatus. The Regional Revenue and Assets Agency has the task of "assisting the Governor in carrying out some regional household affairs in the field of Regional Revenue and Asset Management". Based on balance sheet data from the NTT Provincial Government, it was found that the nominal value of fixed assets had increased and some had decreased. Throughout 2018-2023, the nominal assets of land, equipment and machinery, buildings and structures, and other fixed assets have increased. Road, irrigation and network assets experienced a decline in 2019 and an increase in 2020-2023. Construction assets under construction experienced an increase in 2019, 2020 and 2022, while in 2021 and 2023 they experienced a decrease. The formulation of the problem in this research is as follows. What is the description of regulatory compliance, use of information technology, leadership commitment and management of fixed assets at the Regional Revenue and Assets Agency of East Nusa Tenggara Province? Does regulatory compliance have a positive and significant effect on fixed assets by the Regional Revenue and Assets Agency? East Nusa Tenggara Province.

EVALUATION OF IT GOVERNANCE USING COBIT 2019 ON REGIONAL ASSET MANAGEMENT AGENCY OF DKI JAKARTA

An adequate level of IT availability can obtained by implementing IT Governance, which pay attention to all related issues service readiness, including services and resources. This research aimed to assess the IT Governance capability at the Regional Asset Management Agency (BPAD), a government institution responsible for asset management. The study specifically focused on issues related to data and information management, including leadership and risk management challenges. Using the COBIT 2019 Framework, data were collected through interviews and observations. The respondent of this research are 4 who work in the Data and Information Sub-Sector and one Head of Asset Administration. The findings revealed that the EDM 05 process achieved a capability level of 4, surpassing the organization's target. However, the APO 08 and APO 12 processes were rated at level 2, highlighting areas in need of improvement. The study provides recommendations to enhance BPAD's performance and optimize its business activities.

Analisis Pengelolaan Barang Milik Daerah Kota Sibolga

This study aims to analyze the management of regional assets in the City of Sibolga, identify the challenges faced in the management process, and determine the steps that need to be taken to ensure more orderly asset administration. The operationalization of the variables in this study is based on the management of regional assets according to Minister of Finance Decree (KMK) Number 288/KMK.06/2023. Data collected using interviews, observations, and documentation, with key informants including the Head of the Agency, Head of Budgeting Division, Head of Assets Division, and Head of Treasury and Accounting Division. The qualitative data management technique follows the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing and verification. The findings indicate that the management of regional assets in Sibolga City faces various challenges such as inaccurate asset data, lack of supervision and control, suboptimal coordination between OPDs, and insufficient asset security and maintenance. To address these issues, it is recommended that the Sibolga City Government enhance human resource capacity, develop an integrated asset management information system, optimize the budget for asset maintenance and security, and improve supervision and control over the use of fixed assets

The role of scientists in regional innovation system transformation: shaping the direction to a biomass-bioeconomy

ABSTRACT Following evolutionary approaches, regional innovation systems (RISs) scholarship has begun investigating RIS transformation processes. Recently, the focus has shifted towards understanding more sophisticated changes needed to tackle grand societal challenges. So far, the changing roles of RIS actors within these processes have remained underexplored. This paper analyses the role of scientists in supporting transformative changes in RISs, drawing on existing literature on agency and asset modification. Taking the case of the bioeconomy in Lower Austria, the paper shows that scientists, expanding beyond their traditional roles as knowledge generators and disseminators, are crucial in modifying and mobilising regional assets to support the biomass-bioeconomy. The findings indicate that scientists’ activities in asset modification have influenced the development of the biomass bioeconomy path in the region.

Leveraging regional assets for MICE tourism

PurposeThe purpose of this study is to assess the current state of MICE tourism in Campania and explore strategic opportunities for its development. By identifying the strengths and weaknesses of this sector, the research aims to provide insights into how Campania can enhance its competitiveness as a MICE destination. The study seeks to offer recommendations for leveraging the region’s unique features, such as its cultural heritage and scenic landscapes, to attract more business travelers and corporate events, ultimately contributing to the region’s economic growth and sustainability.Design/methodology/approachThis study utilizes a mixed-methods approach to evaluate the MICE tourism sector in Campania. It involves analyzing quantitative data from regional tourism statistics and economic reports, complemented by qualitative insights gathered from interviews with key stakeholders in the tourism and hospitality industries. The research also includes a comparative analysis of Campania with other regions renowned for MICE tourism, aiming to identify best practices and potential areas for improvement. This comprehensive methodology ensures a thorough understanding of Campania’s current MICE tourism landscape and its future potential.FindingsThe study reveals that Campania has substantial potential for growth in the MICE tourism sector, owing to its rich cultural assets and appealing locations. However, challenges such as inadequate infrastructure and limited marketing efforts hinder its full potential. The findings suggest that targeted investments in infrastructure improvements, particularly in transportation and event facilities, along with robust marketing strategies, could significantly enhance Campania’s appeal as a MICE destination. Emphasizing sustainable practices could further differentiate the region in the competitive global market, attracting environmentally conscious business travelers.Originality/valueThis study provides a comprehensive analysis of the MICE tourism sector in Campania, offering valuable insights into its current status and future potential. It highlights the region’s unique strengths and the challenges it faces, providing actionable recommendations for strategic development. By focusing on both economic growth and sustainability, this research contributes to a broader understanding of how regions can successfully leverage MICE tourism for long-term benefits. The findings and recommendations serve as a valuable resource for policymakers, tourism authorities and stakeholders in the hospitality industry seeking to enhance Campania’s position in the global MICE tourism market.

Computation of Socio-Economic Status in the AWI-Gen Project.

Socio-economic status of participants in many public health, epidemiological, and genome-wide association studies is an important trait of interest. It is often used in these studies as a measure of direct interest or as a covariate. The Africa Wits INDEPTH Partnership for Genomic and Environmental Research (AWI-Gen) explores genomic and environmental factors in non-communicable diseases, particularly cardio-metabolic disease. In Phase I of AWI-Gen, approximately 12,000 participants were recruited at six sites in four African countries. Participants were asked questions about asset ownership. This technical note describes how AWI-Gen computed socio-economic status from the asset register.

ANALYSIS OF MOTIVATION, LEADERSHIP STYLE AND WORK ENVIRONMENT TO IMPROVE EMPLOYEE PERFORMANCE AT THE REGIONAL FINANCIAL AND ASSET MANAGEMENT AGENCY (BPKAD) JEMBER REGENCY

Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD) Jember Regency is one of the public financial institutions that functions to manage the finances and regional assets of Jember Regency, for this function, it requires high effectiveness and productivity from each employee involved. However, in reality there are still several problems related to employee performance at BPKAD Jember Regency. This study aims to determine the effect of motivation, leadership style and work environment on employee performance at BPKAD Jember Regency. This research method uses quantitative with data collection using a questionnaire. The population in this study were all employees with Civil Servant status at BPKAD Jember Regency consisting of 38 people who were used as research samples based on saturated sampling techniques. The analysis tool uses multiple linear regression. The results showed that motivation, leadership style and work environment had a significant effect on employee performance.

Analysis of Asset Management (Land and Building) At Belu Regency Dams in East Nusa Tenggara Province-Indonesia

Dams are government asset that possess many important resources because it has great influence and able to help in fulfilling the community necessities. Asset management covers aspects of necessity planning or budgeting, procurement, usage, utilization, security or asset maintenance, valuation, transfer or asset hand over, demolition, deletion, administration, guidance, supervision, control, compensation and sanctions to make sure the government assets can be used optimally in appropriate manner for the community. In the East Timur Dam Management Unit (Belu Regency) at areas of river of Nusa Tenggara II, there were several cases and problems identified at Haekrit Dam, Haliwen Dam and Rotiklot Dam. Analysis of methodology applied in this study is Analytic Hierarchy Process or AHP method, a structured multi-criteria decision-making procedure. AHP is a flexible model which allows the user to make decisions by combining considerations and personal values in a logical way. AHP is used to examine problems starting from a careful act to define the problem and then arranging the problems into a hierarchy consisted of several levels of objectives, criteria and alternatives. The result of this study found there are three main indicators in managing the government land and building assets as listed to be: (1) Property Users managing the regional property in accordance with their duties and has a value of 0.0995; (2) Inventory is held or becomes the responsibility of the property users and obtained a value of 0.0833; and (3) regional property planning becomes the basis for preparing RKBMD and obtained a value of 0.0762. In summary, the research implication is addressed to the government employees who are responsible for the asset management that need to be provided with technical guidance on a regular basis, and those individuals that in charge of the assets should be competent and professional also able to engage active coordination for securing the regional assets.

Pengaruh Kepemimpinan, Sanksi dan Kompensasi yang Dimediasi Motivasi Kerja Terhadap Disiplin Kerja Pegawai Badan Keuangan dan Aset Daerah Kota Kupang

The aim of this research is to determine the significance of the relationship between work motivation and employee work discipline; and to ensure the significance of the relationship between work motivation and compensation in terms of mediating the relationship between these influences in the Financial Agency and Regional Assets of Kupang City. This research uses quantitative techniques. Descriptive statistical analysis shows that motivating employees in the workplace is influenced positively and significantly by leadership, rewards and punishment. Discipline in the workplace is significantly and beneficially influenced by leadership, rewards, and punishment. Work motivation influences work discipline positively but not significantly. Workplace motivation is not a moderator of how leadership, rewards, and punishment influence workplace discipline.

Examining the complexities of estate management practices in Central mosques: a case study of Kumasi Central mosque in Ghana

PurposeTo analyze the challenges and intricacies involved in managing the physical and administrative aspects of central mosques, with a specific focus on the Kumasi Central Mosque in Ghana. Through this case study, the paper aims to provide insights into the unique estate management practices and design a conceptual framework that incorporates efficient estate management practices for Ghana’s central mosques.Design/methodology/approachThe study adopted a mixed-methods approach. Structured questionnaires were used to gather the data administered to the head of the development office, maintenance workers and mosque users. The data were analyzed using descriptive methods.FindingsThe overall findings of the study indicate that the estate management practices of the mosque are having difficulties financing maintenance. Other difficulties include the type of maintenance regime, the period of planned maintenance, the lack of an asset register, the absence of insurance policies and the causes of emergency maintenance.Practical implicationsThe research provides valuable insights into the management of central mosques in Ghana and offers scalable practical recommendations such as adopting a planned maintenance regime, insuring mosque facilities and implementing comprehensive recording-keeping guidelines guided by policies.Originality/valueThe paper will assist stakeholders in comprehending the most practical approach to mosque estate management practices.

Assessing Regional Asset Management Practices in The Provincial Government of West Sulawesi: Insights from APIP Supervision Based on Permendagri No.19/2016

Clear Description about regional wealth and basis for preparing financial report can be accomplished by good implementation of Regional Asset Management Practices. This research aim to assessing problem on regional asset management in the Provincial Government of West Sulawesi. The Research Method using quantitative analysis from data representation dan qualitative analysis from Permendagri No.19/2016. Conceptual analysis is carried out to data that show the weakness of asset management practices in The Provincial Government of West Sulawesi. These weaknesses include unoptimal of administration implementation by asset users and administrators, the potential loss of official vehicles that are still controlled by moved officials, not documented asset need in the RKBMD, unpaid vehicle taxes, the absence of decree for asset usage, and undocumented asset maintenance by regional asset maintenance cards.

Assessing Regional Asset Management “Operational Standards” at the Regional Development Planning Office of West Sulawesi Province

Effective local government asset management is critical for the efficient operation and sustainability of public institutions regarding their responsibility and otonomy given by the central government of Indonesia. On local government level, Regional Development Planning Office (Bappeda) is responsible as asset managers on province level. This study evaluates the management of regional assets at the Bappeda Office of West Sulawesi Province. Data collected through survey and interview with the office representatives and employee, supplemented by literature analysis of Domestic Affairs Regulation Number 19 Year 2016 to evaluates the policy implementation in the office. Data suggest that current activities or policy implementation in the office are alligned as the national policy standards. Core acts in the office includes planning – budgeting, procurement, utilization, optimization, security – maintenance, assessment, transfer, disposal, deletion, administration, guidance – supervision – control, and compensation – sanctions. The practices align with the Ministry of Domestic Affairs Policy, ensuring correct and effective implementation. Out of 100, we scored 58 - 59 to the current conformity level at Bappeda office. Some challenges remain with end-users, as some desire to personally own the official vehicles, occasionally breaching the rules, ownership, disposal, etc. The study underscores the importance of following established asset management cycles and regulations for effective asset utilization and maintenance, while highlighting the need for strategies to improve user compliance.

State–Firm Nexus, Indigenous Coupling, and Social Downgrading in the Aerospace Global Production Network: A Case Study of Embraer, Brazil

Global production network (GPN) scholars increasingly focus on examining exclusionary processes in strategic coupling. However, attention has been given to structural coupling, where uneven outcomes often evolve through lead firms exploiting power asymmetries to foster their interests over regions. Functional and indigenous coupling, although acknowledged to have exclusions, are considered to be less likely for such outcomes due to assumed symmetrical power. This assumption has led to a lack of studies exploring not only how uneven outcomes evolve in indigenous coupling but also what territorial mechanisms are involved. This article addresses this gap by conceptualizing the notion of a statist transnational community (STC) as a crucial mechanism in indigenous coupling, and with potential to explain how asymmetrical relations can emerge and foster exclusionary processes. Based on qualitative methods, this article analyzes Brazil's integration into the aerospace GPN through indigenous coupling. First, it examines how the Brazilian developmental state, under a national developmental ideology, fostered coupling in São José dos Campos (SJC) by establishing institutions, regional assets, Embraer, and an aerospace industrial cluster. Second, it elucidates how the Brazilian state facilitated the formation of an STC crucial in establishing firms and creating and harnessing regional assets. Additionally, it reveals how and why the SJC STC is marked by relative symmetrical and cooperative relations, and encourages collaboration. Lastly, this article investigates a training partnership between Embraer and the Aeronautics Institute of Technology in SJC, disclosing how asymmetrical power relations can also be present in indigenous coupling, fostering social downgrading, especially in relation to labor.

Friendshoring in global production networks: state-orchestrated coupling amid geopolitical uncertainty

Abstract In an era of multiple crises and geopolitical uncertainty, the need to deal with heightened risk drives states to locate strategic global production networks (GPNs) in geopolitically aligned states, a trend known as friendshoring. In this paper, we contribute to the literature on the role of geopolitics in GPNs by exploring why and how states engage in friendshoring. To this end, we distill from the literature three geopolitical imperatives that, in addition to more conventional GPN imperatives, drive strategic coupling dynamics: reducing risk exposure, (de-)weaponizing supply chains, and maintaining extraterritorial influence. States and state-linked institutions respond to these imperatives by actively “pushing out” new inter- and extra-firm relations in GPNs which often includes previously neglected regions in the global periphery – even when regional assets require substantial transformation. To achieve this, states orchestrate efforts at extraterritorial de-risking, outward-oriented network brokering, and extraterritorial institution-building to actively alter the coupling conditions. By applying our framework to qualitative research on the Chinese soybean GPN in Tanzania and German-led green hydrogen investments in Namibia, we demonstrate how GPN friendshoring relies on both coercion or incentivization orchestrated by the state.

Improvement and Strengthening of State Finances in the Reform Era

Regulation of state finances. The government has issued Law of the Republic of Indonesia Number 17 of 2003 Article 6, stating that: (1) The President as Head of Government holds the power to manage state finances as part of government power. (2) Powers as intended in paragraph (1): a). authorized to the Minister of Finance, as fiscal manager and Government Representative in the ownership of separated state assets; b). authorized to the minister/institution head as Budget User/Property User of the state ministry/institution he leads; c). handed over to the governor/regent/mayor as head of regional government to manage regional finances and represent the regional government in the ownership of separated regional assets. d). does not include authority in the monetary sector, which includes, among other things, issuing and circulating money, which is regulated by law. The aim of this research is to improve and strengthen state finances in a better era of reform. The research method is a normative juridical approach sourced from library data. The results of the research show that the government is taking various ways to strengthen and improve state finances by drafting the Bill and PNBP even though the mechanism for determining it is deemed inappropriate. In conclusion, the government must take a firm stance in making state financial revenues autonomous to avoid abuses committed by related institutions.

The Urgency of Land Registration for Land Assets of Malang City Government

Land in Malang City which is a land asset of the Malang City Government has not been registered which has resulted in some land being controlled by other parties without the knowledge of the Malang City Government. knowing the urgency of land certificate ownership of Malang City land assets and will not lose regional assets which when used by Third Parties will be a source of Regional Original Revenue. The problem to be researched is what are the legal consequences. The type of research used in this study is empirical juridical research with a sociological juridical approach. The Malang City Government is important to register its land as a city land asset, either with the right of use or the right of management. Land certificates that are already owned by the Malang City Government are able to provide legal certainty and legal protection to the Government and can increase the Regional Original Revenue of Malang City.
