STUDENTS’ DIFFICULTIES IN READING COMPREHENSION OF FACTUAL REPORT TEXT AT THE ELEVENT GRADE OF SMK NEGERI 2 TOMA

This research was carried out to investigate students’ difficulties in reading comprehension of factual report text at the eleventh grade students of SMK Negeri 2 Toma. The objectives of this research were to find out what difficulties are faced by class XI students at SMK Negeri 2 Toma in reading comprehension of factual report text and to explain the factors that contribute to students’ difficulties in reading comprehension of factual report texts in class at SMK Negeri 2 Toma. This research was qualitative research design and data were obtained through reading tests and interviews. Data were analyzed using Miles and Huberman's theory such as data reduction, data display and conclusion drawing and verification. The results of this research were eleventh grade students at SMK Negeri 2 Toma experience difficulties in reading comprehension. It was found that five difficulties experienced by students in reading comprehension they are finding factual information, finding the main idea, finding the meaning of vocabulary, identifying references and making inferences. Factors that contribute to students’ difficulties in reading comprehension of factual report texts include limited vocabulary knowledge, inadequate use of effective reading strategies, and problems with processing information. This research shows that students experience difficulties in reading comprehension. It is suggested that students eleventh grade of SMK Negeri 2 Toma should study more the component of reading comprehension.

Halal Purchasing Strategies of MSEs in the Malaysian Food Industry: An Exploratory Study on the Potential Use of CAQDAS in the Qualitative Evaluation of Multiple Case Studies

This paper explores the potential of computer-assisted qualitative data analysis software (CAQDAS), specifically Nvivo 14, in facilitating the qualitative evaluation of multiple case studies. The focus is on halal purchasing strategies within micro and small enterprises (MSEs) in the food industry, a critical issue from a Shariah perspective that ensures halal integrity from source to consumer. The issue highlights that MSE leaders in Malaysia’s food industry failed to optimize halal purchasing in their management practices, which undermines their ability to increase probability. The objective is to explore the strategies for optimizing halal purchasing performance of MSEs in Malaysia’s food industry, on how these businesses navigate the requirements of halal compliance in their operational practices. Through an exploratory study, 10 MSEs were examined to investigate their halal purchasing structures, involving interviews with key stakeholders such as brand owners, company directors, halal executives, and CEOs. In-depth, semi-structured interviews provided insights into company structures, challenges, and halal purchasing strategies. Thematic analysis was employed, using an inductive pattern coding approach where codes emerged organically from the data and were categorized into themes and sub-themes. Findings revealed a variety of business types, with six individually owned companies and four family-run businesses, highlighting differences in employee numbers, business longevity, and owner demographics. The study also suggests a trend of generational succession in family-owned businesses. This research demonstrates the utility of CAQDAS in managing and analyzing complex qualitative data in case study research.

The Development of Interactive Learning Media for Islamic Religious Education in Elementary Schools in Indonesia

In today’s digital era, conventional teaching methods often fail to captivate students, making interactive media a promising solution. Interactive media combines visual, audio, and participatory elements, providing a more engaging and effective learning experience. The development process includes analyzing student needs and curriculum, selecting appropriate technology, creating interactive content, conducting trials, and evaluating effectiveness. This study uses a qualitative approach. Primary data sources in qualitative research are the words of the interview results obtained from primary data including respondents from teachers and students in SDMT Ponorogo. Data collection is carried out by means of snowball sampling. The data collection technique in this study is through observation, in-depth interviews and documentation. The data obtained during the study, both primary and secondary data are then processed and analyzed using Miles and Huberman model. The validity test of data in qualitative research includes tests, credibility, transferability, dependability, and confirmability. The article highlights the benefits of interactive media, including increased student motivation, improved understanding of abstract religious concepts, and the development of critical thinking skills. This approach not only modernizes religious education but also ensures that students remain interested and actively involved in learning. Through proper testing and implementation, interactive media can significantly enhance the quality of Islamic Religious Education at SDMT Ponorogo. The developed media, which consists of animated videos, interactive quizzes, and educational games, is able to make the learning process more engaging and increase student engagement.

Foreign Trade Representative Strategy In Building The Image Of Indonesian Products In Australia

Trade relations between Indonesia and Australia have been around for a long time. This is proven by the commitment of the two countries to improve trade relations. However, in 2020 trade between the two countries experienced a significant decline due to the Covid-19 pandemic. As representatives of Indonesian trade in Australia, the trade attaché and the Indonesia Trade Promotion Center (ITPC) are crucial institutions in bridging trade between the two countries. So, this research aims to discuss the strategy of Indonesian trade representatives in Australia in building the image of Indonesian products. This research uses qualitative research methods and data collection with literature studies such as previous research, books, and official documents, the concept used is economic diplomacy in analyzing problems. The results of this research show that the strategy of Indonesian trade representatives in Australia was carried out in several stages, namely economic salesmanship, economic networking, image building, and regulatory management.

COMBATING DRUG AND SUBSTANCE ABUSE AMONG ‘PRIVATE HIGH SCHOOL’ LEARNERS IN WATERFALLS DISTRICT, HARARE, ZIMBABWE

The study investigates the causes of drug and substance abuse and proffers workable solutions to overcome the challenge within theprivate high school environment in Zimbabwe. The researchers used a qualitative research design and data collection method in the form of semi-structured interviews. The participants of this study involved five private high school learners, three private high school teachers and two headmasters from Waterfalls, Harare, Zimbabwe. Data was thematically analyzed. The study established that private high school administrations are neglecting the fundamental pillars of education, thereby compromising the standard of moral fiber in learners. Nonprocedural enrollment policies, lack of weekend and holiday rest and no sporting activities were established as the key causal factors of drug and substance abuse among learners in private high schools. The study concludes that the unconducive learning environment in private high schools in Zimbabwe is fertile ground for learners to succumb to drug and substance abuse usage. Whereas on the contrary, learners should have time to relax, play sports, and engage in creative activities. Therefore, this study recommends the enforcement of standardized healthy living principles of practice in private high schools in Zimbabwe.

Understanding People with Disabilities in a Local Government Arena: A Limpopo Dilemma

ABSTRACT People with disabilities face discrimination or exclusion from social services such as health care, education and employment opportunities, despite the existence of anti-discrimination statutory frameworks asserting their rights. The difficulties that persons with disabilities confront as a result of a lack of understanding of disability have not received enough attention. Therefore, the purpose of this paper is to assess the influence of understanding of disability on the livelihoods of people with disabilities. The paper used a mixed research methodology (qualitative and quantitative). The quantitative data was analysed using the Statistical Package for Social Sciences (SPSS), while the qualitative research data was analysed using NVivo. The findings of the study revealed that a disproportionately high percentage of participants (70%) perceive disability as difficulty in walking, 60% as difficulty in hearing, and 59% as virtual impairments. This study came to the conclusion that misconceptions can result in exclusion and discrimination, which can have a long-term effect on the lives of people with disabilities. This research makes contribution to theory, policy and practice by demonstrating the significant role that disability knowledge and understanding plays in the lives of persons with disabilities, and how this can lead to improved quality of life and wellbeing.

Pre‐service teachers' collaborative learning and role‐based drama activity in a virtual reality environment

AbstractBackgroundIn recent years, the use of virtual reality (VR) environments for education has gained interest in research and education. However, little is known about the potential of social VR environments for collaborative learning.ObjectivesThis study explores pre‐service teachers' (PSTs') collaborative learning and role‐based drama activity, focusing on their self‐created fictional avatar characters and their experiences of presence while working on a group‐based virtual drama activity.MethodsPSTs' course on environmental storytelling was used as the context of the study, in which they worked in small groups in a VR environment (AltspaceVR) from the desktop computers due to COVID‐19 restrictions. Qualitative research data were collected via questionnaire (N = 15). The data were analysed using a community of inquiry model to explore the PSTs' experiences of online presence.Results and conclusionThe results showed that the PSTs' experienced creating and acting as virtual characters as meaningful and engaging activities, and elements of presence were manifested in their reflections. Based on this case study, it can be concluded that the interactive virtual drama activity has the potential to foster the experience of presence in online learning.

예비문해교사의 중학과정 문해교육 교원연수 참여 경험에 관한 질적연구

The purpose of this research is to understand the status of adult literacy teacher training through the experience of participating in adult literacy education teacher training for academic accreditation, and to find ways to successfully operate literacy teacher training. To this end, this qualitative study was conducted on the experiences and perceptions of four pre-service teacher participants who took part in the literacy education teacher training program at the institute for Lifelong Education. The collected qualitative research data were analyzed using MAXQDA 2020. As a result of the analysis, first, it was found that pre-service literacy teachers participate in the literacy training program with various motives, and are “curious” about the actual field stories of literacy education and the experiences of literacy teachers. Second, it was found that pre-service literacy teachers recognized the literacy education training program as “non-systemetic” and wanted to have an opportunity to do microteaching. Third, after completing the literacy teacher training program, the pre-service teachers recognized the treatment of literacy education teachers and field of literacy education as “ambiguous” and suggested literacy training contents to be added to the literacy teacher training program. Based on these research results, improvements were discussed to improve the quality of literacy education teacher training program.

Development and validation of the COVID-19 vaccine beliefs scale for the Chinese population

BackgroundAt present, there is no culturally appropriate scale designed to measure Chinese people’s attitudes and beliefs about COVID-19 vaccines. Understanding people’s attitudes and beliefs about vaccines can help policy makers and health care professionals better evaluate local beliefs to increase vaccine coverage and minimize COVID-19 vaccine hesitancy.MethodsWe developed a COVID-19 vaccine attitudes and beliefs scale comprising items based on qualitative research data. We then conducted an explorative and confirmatory factor analysis using data from two online sources.ResultsThe 26-item vaccine belief scale includes a five-factor model: vaccine benefit (VB), vaccine concern (VC), observing others’ reactions to vaccination (VR), the influence of authority and others toward vaccination (VI), and common sense about vaccination (VS). The multivariate analysis results showed that VB (OR = 1.065, 95% CI 1.035–1.097), VR (OR = 0.878, 95% CI 0.832–0.927), and VS (OR = 1.076, 95% CI 1.032–1.122) were associated with the intention to receive the vaccine. These results implied that VC (OR = 0.957, 95% CI 0.928–0.987) could predict the choice not to be vaccinated. A correlation between beliefs about vaccines and conspiracy theories and fear of COVID-19 was also found and discussed.ConclusionsThese findings suggest that the locally designed and culturally sensitive scale has good reliability and validity. The questionnaire provides researchers with a standardized assessment tool to measure Chinese people’s beliefs about the COVID-19 vaccine.

Evaluation of PhD Theses in the Field of Social Studies Education in the USA and Turkey (2018-2024)

In this study, it is aimed to examine the doctoral theses prepared in the field of social studies education in the USA and Turkey between the years 2018-2022 in terms of various categories. For this purpose, 113 doctoral theses accessed through ProQuest database and 121 doctoral dissertations accessed from YÖK Thesis Center database were analyzed by document analysis, one of the qualitative research methods. Theses examined in the study were analyzed in terms of 7 different categories such as the year, the university, research approach, research design, study group/sample, data collection tools and the subject. According to the findings obtained from the research, in both countries between 2018-2022, at least the thesis in the field of social studies education was prepared in 2020, while the year 2021 was the year in which the most theses were prepared in this sense. While “University of South Carolina” is the university where the most theses are produced in the USA, “Gazi University” comes first in Turkey. While more qualitative research approach, research designs and data collection tools were preferred in the USA, mixed research approach was mostly preferred in studies in Turkey. While researchers in the USA mostly work with teachers, the most studied sample/study group in Turkey is students. While doctoral theses in the field of social studies education in the USA were mostly prepared on teaching methods, due diligence, teacher self-efficacy, education policies and curriculum, theses in Turkey were generally prepared on teaching methods, value and skill acquisition. The results of the research show that the studies in the field of social studies education in Turkey tend to repeat, especially in terms of subject. In this sense, it is thought that this study can be a guide for researchers in Turkey to produce different and original researches.

Realist analysis of qualitative data in health professions education research.

Qualitative realist analysis is gaining in popularity in health professions education research (HPER) as part of theory-driven program evaluation. Although realist approaches such as syntheses and evaluations typically advocate mixed methods, qualitative data dominate currently. Various forms of qualitative analysis have been articulated in HPER, yet realist analysis has not. Although realist analysis is interpretive, it moves beyond description to explain generative causation employing retroductive theorising. Ultimately, it attempts to build and/or 'test' (confirm, refute or refine) theory about how, why, for whom, when and to what extent programs work using the context-mechanism-outcome configuration (CMOC) heuristic. This paper aims to help readers better critique, conduct and report qualitative realist analysis. We describe four fundamentals of qualitative realist analysis: (1) simultaneous data collection/analysis; (2) retroductive theorising; (3) configurational analysis (involving iterative phases of identifying CMOCs, synthesising CMOCs into demi-regularities and translating demi-regularities into program theory); and (4) realist analysis quality (relevance, rigour, richness). Next, we provide a critical analysis of realist analyses employed in 15 HPER outputs-three evaluations and 12 syntheses. Finally, drawing on our understandings of realist literature and our experiences of conducting qualitative realist analysis (both evaluations and syntheses), we articulate three common analysis challenges (coding, consolidation and mapping) and strategies to mitigate these challenges (teamwork, reflexivity and consultation, use of data analysis software and graphical representations of program theory). Based on our critical analysis of the literature and realist analysis experiences, we encourage researchers, peer reviewers and readers to better understand qualitative realist analysis fundamentals. Realist analysts should draw on relevant realist reporting standards and literature on realist analysis to improve the quality and reporting of realist analysis. Through better understanding the common challenges and mitigation strategies for realist analysis, we can collectively improve the quality of realist analysis in HPER.

Frailty Assessment Scale for Heart Failure: Development and Psychometric Validation.

Frailty is common in patients with heart failure. Specific scales, including the Clinical Frailty Scale, exist but have not undergone thorough psychometric validation among patients with heart failure. The aim of this study was to develop and validate the Frailty Assessment Scale for Heart Failure (FAS-HF) in patients with heart failure. This study included 3 phases. In phase I, conceptualization and item generation, the FAS-HF was initially developed through the analysis of qualitative research data and a literature review. In phase II, item selection and content validity, the Delphi method was used to gather experts' opinions and suggestions regarding the FAS-HF. In phase III, field testing and psychometric evaluation, a cross-sectional study of 184 patients with heart failure in northern Taiwan was conducted to test the reliability and validity of the FAS-HF. The 15-item FAS-HF included the physical, psychological, and social frailty domains. The total score ranged from 0 to 45, with higher scores representing frailer individuals. Exploratory factor analysis revealed that the cumulative loading variance was 57.39%. In the confirmatory factor analysis, the goodness-of-fit index (0.91), adjusted goodness-of-fit index (0.87), and root mean square error of approximation (0.06) were acceptable for model fit. Acceptable reliability was found, with a Cronbach α coefficient of 0.87 and a test-retest reliability of 0.99. Compared with the Fried frailty phenotype, the area under the receiver operating characteristic curve was 0.94, and the optimal cutoff score for frailty was 20. The FAS-HF has good reliability, validity, and discrimination and can be used as a frailty indicator for patients with heart failure.

Strategi Fundraising dalam Meningkatkan Dana ZIS di LAZ PERSADA Jawa Timur

This research aims at Fundraising Strategy in Increasing ZIS Funds in LAZ PERSADA East Java. One of the most important things in a zakat institution is fund raising activities. Fundraising is an activity to collect funds and other resources from the community, whether individually, in groups or organizations, where the funds will be distributed and utilized for the benefit of the mustahik. So in this case, zakat institutions must have an efficient and effective fundraising strategy so that these funds can be managed optimally. LAZ PERSADA is one of the amil zakat institutions that has succeeded in raising tens of billions of funds over the last two years, this cannot be separated from the fundraising strategy they have. This research uses descriptive qualitative research methods and data sources come from interviews and documentation. The results of this research show that the fundraising strategy implemented by LAZ Persada is broadly grouped into three, namely retail or direct collection, partnerships such as corporate social responsibility, and digital channels or indirect collection such as websites and social media.

Pedagogic Competence of Lecturers with Non-Educational Backgrounds in the Challenges of 21st Century Learning

Learning in the 21st century requires lecturers and students to think critically, creatively innovatively, have communication skills, collaborate and use of ICT. The pedagogical competence of lecturers is the key to educational efficiency in improving the quality of learning and the quality of graduates. The background of lecturers from non-education increasingly casts doubt on the quality of lecturer teaching in challenging 21st-century learning activities. This study aims to identify, describe, and analyze how the application and efforts to develop the pedagogical competence of non-educational lecturers in learning in 4 public and private universities in Banyumas Regency. This descriptive qualitative research uses observation and interview methods on 20 respondents taken purposively at four universities in Banyumas Regency. The process of collecting and analyzing information data uses qualitative research data analysis steps developed by Miles & Huberman (1992), namely (1) data reduction, (2) data presentation and (3) conclusions. The results showed how pedagogic competence possessed by lecturers with non-educational backgrounds, how it is applied in learning, how lecturers' efforts in developing their pedagogic competence, how universities facilitate pedagogic development, and the challenges faced by lecturers with non-educational backgrounds in developing pedagogic competence in supporting 21st-century learning.

Model Pengembangan Kurikulum Merdeka Berbasis Integrasi Indigenous Knowledge

This research aims to provide insight and inspiration for educators, curriculum developers and other stakeholders in enriching students' educational experiences through the integration of Indigenous Knowledge in the independent curriculum. An independent curriculum refers to an approach that places students as active subjects in the learning process. This research uses a qualitative approach with a case study method. The data collection techniques used were observation, interviews and documentation. Testing the validity of data in qualitative research uses triangulation, while data analysis uses data reduction, data display or data presentation, and conclusion. The research results of this research are; (1) adapting the curriculum to the vision of the institution, (2) developing learning materials and resources, (3) training and support for teachers with an independent curriculum development model based on the Integration of Indigenous Knowledge (indigenous knowledge) using the Beauchamp model with steps to respect cultural diversity, determining curriculum coverage, determining the parties involved, formulating the objectives, implementation and implementation of the curriculum and evaluation.

The Curriculum Practice of Cross Domain Competence Oriented Aesthetic Education－Taking Height Measurement On The Tree

<p>本研究在探究國小低年級跨領域素養導向美感課程「身高樹」之實施歷程、困境、解決策略及實施成效。研究者以翰林版國小二級國語教材結合自編美感課程教材做為跨領域美感課程，以TSING國小2年級學生為對象，進行為期6個月的課程實踐，將課程設計理念及實踐經驗視為作品（works of art），辨析其美感性質。透過學生學習檔案、課程觀察紀錄、回饋單、省思札記、跨領域美感教學課程檢核表等，取得質性研究資料，進行分析與討論。本研究主要發現如下：一、以跨域統整架構情境化的課程，透過滾動式修正，可發展素養導向美感課程。二、跨領域素養導向教學美感課程發展時可透過教師營造生活美感體驗機會、小組合作、正向鼓勵、典範學習等進行有機整合，解決教學時數問題。三、跨領域素養導向美感課程「身高樹」，利用校園空間營造美學教育，探索體驗，增加學生對環境美的感知能力，能有效提升低年級學生學習興趣及成效。四、參與專業社群、增能研習等歷程，透過社群專業對話，認識核心素養，並進行課程實踐歷程探究，建立分享機制，與夥伴共同進行教學改良與精進，亦可促進教師專業成長。</p> <p> </p><p>This study investigates the implementation process, challenges, solutions, and impacts of the “Height Measurement on The Tree,” a cross-disciplinary and competency-oriented aesthetic program designed for junior elementary school students. The researcher designed this cross-disciplinary aesthetic course by integrating the Hanlin version of the second-grade Chinese textbook with a self-compiled aesthetic course textbook and conducted a six-month teaching session with a group of second-grade Tsing primary school students. This study examines their aesthetic nature by treating the course design and practical experience as works of art. Qualitative research data were collected from students’ learning files, class observation records, feedback sheets, reflection notes, and cross-disciplinary aesthetic teaching curriculum checklists. Based on the analysis and discussion of the data, this study reaches the following conclusions: 1.A cross-disciplinary, contextually adapted course framework with iterative corrections can facilitate the development of cross-disciplinary and competency-oriented aesthetic courses. 2.The issue of limited teaching hours can be addressed through the organic integration of courses, which includes creating an aesthetic experience of life, fostering group collaboration, providing positive reinforcement, and promoting model-based learning. 3.Participation in the ""Height Measurement on The Tree,"" a cross-disciplinary and competency-oriented aesthetic program, significantly enhances junior students’ learning interest and improves learning outcomes. 4.Teachers can advance their professional growth by engaging in professional communities and participating in enhanced programs. Effective course design can overcome the limitations related to scheduling and disciplinary constraints, aligning with actual learning contexts. Teachers can learn to integrate multimedia into their teaching by strengthening their expertise in art. By exploring the teaching process and establishing mechanisms for sharing, more educators can recognize the potential of a new curriculum. Administrators should consider a broader range of feedback to improve the curriculum.</p> <p> </p>

Demokrasi, Governance, dan Oligarki: Konglomerasi Media MNC Group Keterlibatannya Melancarkan Capres Ganjar Pranowo Pada Pemilu 2024

This article discusses the issue of the MNC group as oligarchic media and the news it displays only appears to be based on political interests. The media oligarchy influences political contestation, the latest political reality shows that the Perindo Party supports presidential candidate Ganjar Pranowo in the 2024 presidential election and also utilizes television media as a political capital and political campaign infrastructure in the 2024 presidential election. This research aims to explore the phenomenon of the MNC Group media conglomeration which siding with the coalition of presidential candidate Ganjar Pranowo to form an oligarchy that can influence the governance system. This research adopted a qualitative research design and data collection was carried out through literature reviews from various journals and online publications of articles related to this issue. Research findings show that the MNC Group as the media broadcaster broadcasts broadcasts on television only for political purposes, this has resulted in a democratic crisis because the media no longer has independence, and this phenomenon states that there is a media oligarchy in Indonesia which makes Indonesia bad governance. The research results contribute to a better understanding of democracy, media oligarchy, and cultural hegemony in political media.

Emergence of shared leadership in project teams: The role of events

The interest in project leadership research has expanded towards shared leadership practices, and shared leadership is a noteworthy alternative for traditional project management approaches. Despite the growing interest in shared leadership, the role of events in the emergence of shared leadership remains unclear. The aim of our research was to identify what kind of events trigger or hinder the emergence of shared leadership in project teams. Our qualitative research data from interviews with 31 project team members was collected in five different organizations. Activity theory was chosen as the analytical tool to explore the events affecting the emergence of shared leadership. We found event chains that trigger and hinder the emergence of shared leadership during the different phases of a project life cycle. Our research contributes to project leadership research by shedding light on the role of events in the emergence of shared leadership.

Digital Media Convergence Of Broadcast Radio

The existence of media convergence is an effort to adapt radio to the digital era. Although many people think that radio will no longer survive in the midst of technological and information developments, in fact, many radios still survive and have loyal listeners and partnerships to use radio advertising services. This form of research aims to find out the application of media convergence carried out by Shelter 95.6 FM Radio's public relations to maintain its existence amid the presence of various new media as competitors and the development of technology and information. This research uses qualitative research methods and data collection by interviewing 2 sources with public relations and broadcasters and descriptive observations and data collection techniques through previous literature studies, strengthened by the Media Convergence theory developed by Henry Jenkins through the 3C approach (computing, communication & content). Some of the applications made by Shelter FM to compete with other media are the application of computing convergence media Shelter FM has adapted by broadcasting Shelter FM outside with only a laptop, microphone, and audio mixer and the application of communication convergence media live radio broadcasts and also streaming Shelter FM radio in the Shelter FM application and content convergence media by delivering information and broadcasting using digital technology, namely social media to expand networks and audiences.

IMPLEMENTASI KEBIJAKAN STANDAR PELAYANAN MINIMAL (SPM) PADA PELAYANAN KESEHATAN DIABETES MELLITUS (DM) DI PUSKESMAS BIROBULI

. This research aims to describe and explain the implementation of the SPM policy in Diabetes Mellitus (DM) health services at the Birobuli Community Health Center. This research method is a qualitative descriptive research method and data collection techniques are by means of observation, interviews and documentation. This research was conducted at the Birobuli Community Health Center using a purposive selection and selection technique for informants as many as 6 (six) people. This research uses aspects used by Donald Van Meter and Carl Van Horn, namely: 1. Policy Standards and Targets 2. Resources 3. Characteristics of Implementing Organizations 4. Communication between Implementing Organizations 5. Attitudes of Implementers 6. Social, Economic and Environmental Environments Political. Based on the results of research and discussion, standard variables and SPM policy targets for DM sufferers at the Bureaubuli Community Health Center still reached 80.13%, this figure has not yet reached the target set in Minister of Health Regulation No. 4 of 2019 because it is still hampered by the stages of data collection activities and early detection of DM sufferers. . Resource variables that do not fully support the implementation of the Diabetes Mellitus Health SPM at the Bureaubuli Community Health Center are also a factor in achieving the Health SPM target that has not reached 100%, such as human, financial and infrastructure resources that are still insufficient. The variable characteristics of implementing agents are related to the bureaucratic structure, norms and relationship patterns that are formed between policy implementers and have run well and in accordance with SOPs. Communication variables between implementers in implementing SPM policies for diabetes mellitus sufferers do not experience obstacles. The communication variable between implementers at the community health center is carried out directly because they are still in the same work area, while communication with implementers in the community is also carried out well and is supported by the use of online communication. The attitude/tendency variable of policy implementers such as the Health Service and the Bureaubuli Community Health Center gave a good response with the existence of a clear policy governing how to implement Diabetes Mellitus services in accordance with SPM Health standards. Economic, social and political environmental variables still have obstacles regarding all funding for SPM which must be accommodated with SPM. This means that in planning the Palu City regional budget, the SPM must be taken into account first in the budget planning. Apart from that, the economic capacity of the people of Palu City is also a supporting factor in the success of the Diabetes Mellitus Health SPM. Apart from that, political support is still lacking in perceived benefits in supporting DM health services that are in accordance with the SPM. The general conclusion is that the implementation of the Minimum Service Standards (SPM) policy in the Diabetes Mellitus (DM) Health Service at the Birobuli Health Center has not gone well.
