Assessing Key Factors Influencing Rental Housing Choices and Affordability for Economically Weaker Sections (EWS): A Neighborhood Study in Delhi

The Economically Weaker Section (EWS) is constrained to live in slums and unauthorized colonies due to the lack of suitable housing options and affordability issues. Various factors such as building characteristics, financial constraints, and social considerations influence individuals' decisions regarding accommodation. A neighborhood in Delhi was chosen for a study to assess the importance of these factors for the EWS in rental housing. A total of 383 sample surveys were carried out to examine the socioeconomic variables and key factors influencing their choice of location, supplemented by 10 in-depth interviews to uncover hidden factors not typically found in existing literature. Principal Component Analysis was employed to identify the most crucial factors influencing accommodation choices. The study findings indicate that while the physical, locational, and economic aspects of rental housing are crucial, social factors also play a significant role. This research will offer invaluable insights to urban planners and policymakers to facilitate the provision of rental housing based on individual preferences in formulating housing policies.

Preferences for rental housing in urban Ghana: A discrete choice experiment

With the rising demand for housing across the globe, rental housing has become a major alternative in meeting deficit supply. However, there is a significant gap between what is supplied, vis-à-vis what consumers prefer. Using a discrete choice experimental approach, we examined the most significant factors that influence housing renters' preferences in Koforidua, an urban context in Ghana. The results of the study showed that location outskirts, rent payment modality of two years' advance, electricity availability in the housing unit, good access road, and monthly rent payable had a significant influence on renters' preference. The study further established statistically significant levels of variation in preference across age, gender, vehicle ownership, and employment status of renters. We recommended among others, that access routes within built-up areas be improved since renters’ preference for housing units located within the city was higher. The promotion and adoption of alternative sources of energy among rental households rather than over-reliance on the existing grid electricity supply and improvement in neighbourhood roads among others were further recommended, with implications for sustainable rental housing provision.

“To leave or not to leave” is the crucial question of authority for housing adaptation in the Greater Jakarta Metropolitan Area

ABSTRACT This study aims to identify the prominent factors of housing preferences, satisfaction and adjustment (mobility and adaptation) of residents of the Greater Jakarta Metropolitan Area (GJMA), and investigate their interrelationship as an integrated interaction of residents with housing conditions. This quantitative study in the GJMA identifies housing affordability as the most important housing preference for the residents, followed by neighborhood, space and location norms. The study has found that housing adaptations are effectively delivered to cope with the housing deficit experienced due to the ever-changing life cycle to postpone the need to move house, which requires the implicit authority from the homeownership or family ties. However, in the unaffordable housing market with homeownership, this study suggests a massive quantity of affordable rental housing provision across the city is required to deal with the housing mobility issue to cope with the perpetual housing deficit of the residents through their dynamic life cycle.

Small-Scale Public Rental Housing Development Using Modular Construction—Lessons learned from Case Studies in Seoul, Korea

Modular construction, which involves factory-based modular unit manufacturing followed by installation at a construction site, has been recognized as one of the sustainable construction methods. Its advantages are known to be implemented through (1) standardized design, (2) standardized production method, and (3) large-scale development (mass production system). These three conditions are basic requirements for modular construction market expansion, but it is difficult to define that these conditions are a prerequisite for judging whether modular construction applied or not. Nevertheless, public development companies in regions or countries where modular construction has just begun thought that modular construction should meet all three conditions that are suitable for applying public construction projects. This is because it is difficult to compare conventional construction projects with similar conditions to modular construction projects. This paper analyzes the cost and duration data of three small-scale public construction rental housing (PCRH) projects involving modular construction in Korea. These cases presented herein include a public college student dormitory, public low-rise rental housing, and public mid-rise rental housing in small-scale development projects. Those were applied not standardized design (common design and regulation), but were reflected in each project’s demands (different design and regulation). To compare it, this paper analyzed 91 public housing provision projects’ construction data from 2011 to 2017 from one of the public rental housing provision companies in Korea. Among them, 19 small-scale public rental housing data were extracted for comparing with modular construction project data. The results show that, even if not standardized, the design and production process, and modular construction durations, were more effective—but costs were similar or expensive. Based on the conclusion drawn from three cases, this paper presents important considerations for the application of modular construction in other small-scale public construction rental housing projects from the perspective of public development companies.

Rental Housing in Russia: Background, Problems and Development Prospects

The main provisions of the Strategy for the Development of the Housing Sphere of the Russian Federation until 2025, which radically changed the state's ap-proach to the mechanism of providing the Russian population with affordable housing, are analyzed. It is noted that along with the traditional mechanism of providing the population with affordable housing through the mechanism of mortgage lending, an alternative mechanism is introduced -the provision of rental housing through a commercial and non-commercial format. The analysis of the legal framework of rental relations (employment relations) in the housing sector indicates the absence of a unified approach to the use of basic concepts (rent, hire, commercial rent) in relation to the problem under consideration. The author analyzes the historical and global experience in solving the housing problem for people with low incomes who are unable to improve their living conditions with the help of a loan secured by the acquired property. Based on the analysis of statistical data, the prerequisites for the formation of a civilized rental housing market in Russia and the Irkutsk region are considered and the main development trends are identified.

Residents Satisfaction Determinants in the Rental Housing in Enugu Urbanc Enugu State Nigeria

In Enugu urban residential areas, most of the residential housing are occupied by varying categories of persons and they are done on rental basis. Arguably, the residents have different feelings concerning the extent of satisfaction derived from the housing quality. The tasks confronting policy makers and stakeholders are to identify as well as analyze the factors determining adequate and satisfactory housing that will serve as a guide for future housing design and development especially in rental houses. This study aimed at determining the various satisfaction determinants in the rental housing in the residential areas of Enugu Metropolis with a view to raising options for better housing delivery. The study was conducted using survey research method. Both primary and secondary data were used in the study. Primary data were collected with the aid of structured questionnaires. A total of 200 copies of questionnaires were used for the analysis across nine residential neighbourhoods in Enugu urban. Stratified sampling technique and systematic sampling technique were used in the study. The statistical tool that that aided in revealing the determinants (factors) that influence residents’ satisfaction with their rental housing in the study area was. The study identified and classified the factors that influence residents’ satisfaction with their dwelling units into seven components which explained 75.01 percent of the observed variation in public housing satisfaction variables. The seven factors are House Unit Attributes (8.305), Proximity/Accessibility to Infrastructure (4.733), Neighborhood Facilities Attributes (4.306), Infrastructure Services (3.330), Utility Attributes (2.890), Social Attributes (2.126) and Waste Disposal Factor (2.066). Repackaging the poor? Conceptualising neoliberal reforms of social rental housing

This paper considers the need for conceptual renewal in comparative housing research. Since the mid-1990s, Kemeny’s model of ‘unitary’ and ‘dualist’ rental markets and Harloe’s classification of ‘mass’ and ‘residual’ social housing provision have been repeatedly recycled in comparative studies of ‘social’ and ‘public’ housing provision. Amidst international neoliberal policy mobilities, their models based on liberal welfare regimes wield particular power. Conceived during neoliberal cutbacks of public services, Kemeny’s ‘dualist’ rental market and Harloe’s ‘residual’ model of social housing similarly depict state-subsidised rental housing provision as bureaucratic, and targeted to the poor. Despite empirical change, these models are still used to describe liberal welfare regimes, and to theorise international policy convergence. Based on a review of recent market-oriented reforms of state-subsidised rental housing provision in the US, Australia and England; original neoliberal ‘sites of production’, this contribution asks whether these conceptual models still reflect the empirics. Findings diverge from the models, undermining their assumptions about how neoliberal reforms progress.

The purpose of this study is to analyze Compass Residences Development, also known as West Farms Development, in Bronx. NYC as a case study focusing on the characteristics of business structure and financing methodologies for affordable housing development. The case, costing total of $350M, is considered as the most notable long-term phased development of affordable housings in NYC by utilizing abandoned post-industrial site and multi-layered financing from various governmental subsidies, which is mainly LIHTC in conjunction with Tax-Exempt Bond with various other financing programs. The study may provide suggestive implications possibly related to the new Public Rental Housing Provision Plan that Seoul Metropolitan City announced recently. Moreover, will contribute to diversifying methodologies applied at domestic public rental housing development.

Renting Over Troubled Waters: An Urban Political Ecology of Rental Housing

AbstractIn this paper we explore the urban political ecologies (UPEs) of rental housing through the lens of water to draw attention to the different conditions of access to ‘resources for adaptation’ in the material relations of public and private rental housing provision in a world of changing climate. Climate change introduces a profound dimension of uncertainty in the socio‐material relations of urban life. However, the capacity of urban residents to make changes to their housing is uneven, and this uncertainty is amplified by the limited access of many tenants to ‘resources for adaptation’ such as gardens, water efficiency, and alternative energy and is exacerbated by regulatory practices, including leases, insurance, and capital investment, that help shape the socio‐natural relations of tenure. UPE emphasises the hybrid nature of cities and the flows of people and materials that constitute the built environment. We draw on the insights of UPE alongside an appreciation of the dynamics of normal standards of comfort, cleanliness, and convenience in the home to reveal the complexities of attempts to engage more sustainably with water in rental property. This paper draws on a case study of rental property managers and tenants in Newcastle, NSW, Australia, to explore social and cultural processes that are both shaped by and shape rental housing provision. We reveal a suite of practices, materials, and discourses that assemble to make ‘resources for adaptation’ and simultaneously render water useful, troubled, or troublesome.

Housing Stock Transfers, Regeneration and State-Led Gentrification in London

This article examines housing stock transfers from local authorities to registered social landlords in relation to regeneration and state-led gentrification in London. The article traces the inter-linkages between social rental housing provision, gentrification and neoliberalism. These inter-linkages are illustrated via an examination of the contestation over stock transfer and housing redevelopment in two New Deal for Communities regeneration schemes in London.

Personal Residential Real Estate Investment in Australia: Investor Characteristics and Investment Parameters

To date our understanding of the factors affecting the housing supply stem from the private provision of new units through real estate development. This article investigates a different aspect of housing supply, the private provision of rental housing through investment in existing properties. Using logistic regression and a series of micro data sets of Australian households, we examine the investment decision of residential rental property investors over the period 1990–2004. The sample period incorporates a full real estate cycle. Our results indicate that wealth‐related factors are the dominant factors driving these investments. Life‐cycle factors such as marriage and children play a less important role. Most of the determinants of income property investment do not vary with the property cycle. Marriage is an exception. It became more important as house prices rose.

Housing Investment Trusts: A New Structure of Rental Housing Provision?

Recent governments in Britain have sought to attract financial institutions into private rental housing in order to increase the scale, professionalism and reputation of the sector and thereby to 'modernise' private landlordism. In 1996, in order to provide an attractive vehicle for the financial institutions to invest in the sector, the government introduced legislation permitting the establishment of housing investment trusts. These residential property companies have a reduced tax liability compared with normal property companies. However, no housing investment trusts have so far been established and none seem likely to be set up. This paper reports on qualitative interviews with financial institutions to examine why housing investment trusts have proved to be a policy failure. It is argued that the rules governing such trusts did not reflect the normal operations of a property company and that the existing structure of housing provision in the private rented sector was itself an obstacle to the modernisation of private landlordism.

Investment in Rental Housing in Australia: Small Landlords and Institutional Investors

The private rental sector has always been an important part of the Australian housing system. Although declining in relation to home ownership in the two decades after the Second World War, private renting has never fallen below 20 per cent of the total housing stock, a share that it has maintained over the past 40 years. Small, scale petty landlordism has characterised this market sector, with a majority of rental stock owned by individuals. This paper summaries the specific characteristics of rental ownership in Australia, drawing on a recent national survey of landlords carried out by the Australian Bureau of Statistics and identifies the key factors responsible for the persistence of this pattern of ownership. The reasons for the absence of institutional investors from this sector are then discussed, based on selective interviews with key players in the banking, insurance and superannuation industries. Current changes in market and policy environments are identified which may, however, increase the likelihood of institutional involvement in the provision of rental housing, in general, and social housing, in particular. The analysis is informed by the results of financial modelling carried out at the Australian Housing and Urban Research Institute.

Rental housing policy and the role of the household rental sector: Evidence from South Africa

A growing body of research on rental housing in developing countries has pointed to the fact that while government and commercial investor provision of low income rentals is at an all time low, the numbers of people in rental accommodation has increased steadily. In some cities this is now the dominant form of tenure. The bulk of this rental accommodation is in fact provided by the “household sector” which tends to be unrecognized in policy terms. This paper examines attempts by both the past and current South African government to address housing problems and indicates how authorities have followed international trends in terms of attitudes to the provision of rental housing. The paper draws on a small-scale survey of households in South Africa to highlight the crucial role being played by the household rental sector, and argues for its incorporation into current housing policy.

Joint Choice of Tenure and Dwelling Type: A Multinomial Logit Analysis for the City of Chongju

This paper explores the plausible variables that influence choices in the Chongju housing market. A joint model of tenure and dwelling type is estimated within the multinomial logit framework. The logit model of housing choice is fitted to the whole sample and to two sub-samples, which are categorised on the basis of neighbourhood quality. The empirical results do not exhibit a uniform pattern over the three sample cases. In the case of the whole sample, housing choice is influenced by the age, educational level and occupation of household head, a dummy of school-age children, and the ratio of housing price to household income. For the households locating in the high-quality neighbourhoods, the age, educational level and occupation of household head, and the housing price to income ratio appear significant. In the second sub-group, which comprises the households choosing a poor-quality neighbourhood, the age and occupation, a dummy of school-age children, and the housing price to income ratio appear to be the responsible variables. The findings suggest that the supply of housing should be diversified to meet the diverse segments of demand in the Chongju housing market. An increasing priority should be placed on the provision of rental housing, whether detached or multiple, rather than owner-occupied apartments.
