Analysis of The Implementation of Sustainable Food Agricultural Land Protection Policy in Bandung District: A Case Study of Rice Field Conversion in Cikancung District

The policy of sustainable protection of agricultural land becomes crucial in addressing land degradation and land use conversion, especially from agriculture to non-agriculture, alongside the increasing demand for land due to population growth and economic development, which can lead to negative impacts such as a decrease in food security, marginalization of agricultural land, and an increase in flood risks. This research aims to analyze the implementation of the Sustainable Protection of Food Agricultural Land Policy, understand the rate of paddy field conversion, and identify trends in land conversion after the policy's enforcement. This study employs a qualitative approach, with data obtained through interviews, observations, and documentary studies. The research is conducted in Bandung Regency, with samples taken from Cikancung Sub-district, Bandung Regency, West Java Province. Informants involved in this research are selected through judgment sampling and are individuals related to the sustainable protection of agricultural land policy and relevant stakeholders. Data analysis is conducted using qualitative and spatial analysis. The research findings indicate that the implementation of sustainable agricultural land protection policy in Bandung Regency is still in the socialization and planning stages. Based on spatial analysis, the implementation of the policy in Cikancung Sub-district has led to the conversion of paddy fields, particularly in non-technical irrigation paddy fields, predominantly converted into industrial land. This conversion covers a total area of 20.3 hectares, with the most significant change occurring in non-technical irrigation paddy fields converted into industries, covering an area of 13.7 hectares. Based on internal, external, and policy analysis, it can be concluded that the policy implementation in Cikancung Sub-district has not been optimal in addressing the conversion of paddy fields.

Enhancing Agricultural Protection Areas Under Spatial Restrictions: A Case Study Of Majalengka Regency, Indonesia

The escalating trend of urbanization in Indonesia, accompanied by the conversion of agricultural land into urbanized areas, necessitates the implementation of zoning regulations. These regulations are crucial to protect agricultural land and safeguard the finite land assets of the country. To ensure the preservation of scarce land resources and guarantee food security, it is paramount for the Indonesian government to establish agricultural land protection areas. This paper presents an innovative approach and integrated methods to define agricultural land protection zones in spatial form. Results of studies landscape structure classification; core farmland accounts for 33.59% of the study region, whereas edge farmland accounts for 36.43%. Furthermore, the corridor farmland area is 0.30%, the discrete farming area is 12.26%, the Edge-Patch area is 3.54%, and the Perforated area is 13.89%. Geographically, the primary agricultural land is stretched out as a continuous area located on the outskirts of Majalengka city. By integrating Geographic Information Systems (GIS), remote sensing, landscape structure, prime farmland identification, and agricultural «land interest» could have a conservationist bent. It can mean protecting specific areas for environmental reasons (reach calculated), the study aims to create optimal farmland protection areas. The techniques outlined here can aid in determining PFPA from a geographical science standpoint, and the research’s findings will be helpful for PFPA planning.

Blue grabbing of the green crop fields: A development conundrum in southwest coastal Bangladesh

Blue grabbing of green crop fields for brackish water shrimp farming in southwest coastal Bangladesh has long been criticized for salinization, reduced crop production, occupational shift, migration, marginalization of farmers, increasing social conflict, income inequality, and unemployment. This socio-ecologically irresponsible farming system has been expanded to vast crop fields in southwest coastal Bangladesh over the last four decades. Business and policy people branded this export earning sector as the ‘White Gold’ industry, and they termed this massive farming shift as a ‘Blue Revolution’. However, the unplanned expansion of the low-yielding extensive shrimp farming is now neither competitive in the global shrimp market nor socio-ecologically sound. The current declining production trend, upcoming risks, reduced competitiveness, and the dismal prospect of the shrimp industry strongly call for a new land use policy supporting the reversion of shrimp farming into crop agriculture, and intensification, and modification of the existing extensive shrimp farm, where possible. This opinion article aims to draw policy attention to planning comprehensive crop zoning, enacting agricultural land protection and land use planning, and implementing integrated blue-green farming systems in southwest coastal Bangladesh.

Europe is undergoing a massive transition to electricity generation from renewable energy sources. Photovoltaic power plants, representing one of the main renewable energy sources, require a lot of space, which is why agricultural land and building roofs are considered to be most suitable for such projects. However, performed analysis in the field of agricultural land, landscape or cultural heritage protection has shown that other public interests often constitute an important obstacle to the development of photovoltaic power plants, especially when the values represented by these interests are significantly affected by the project. The aim of this paper is to identify such cases, in addition to situations where the installation of photovoltaic power plants would be compatible with these public interests.

Assessment of the Coupling Degree between Agricultural Modernization and the Coordinated Development of Black Soil Protection and Utilization: A Case Study of Heilongjiang Province

Agricultural management encompasses various processes, including agricultural modernization and land protection and utilization; however, these aspects are seldom considered simultaneously. This study focuses on Heilongjiang Province, a major grain-producing region in China, in efforts to address this gap. The objective is to facilitate the mutual sustainable development of agricultural modernization as well as the protection and utilization of black soil through research and coordination. Statistical data from a case study conducted in Heilongjiang Province serve as the basis for this investigation, aiming to identify contradictions in the coordinated development of agricultural modernization and black soil protection and utilization in the province, design mechanisms to sustain this development, and ensure the mutually supportive progress of both aspects. This research delves into an infrequently explored dimension of the current policies surrounding black soil imposed by the Chinese authorities, offering significant insights into agricultural modernization.

Soil Composition of the Tovuzchay Basin of Azerbaijan by Ecological Regions

One of the environmental problems that the relevant structures are currently closely addressing is the protection and restoration of soil fertility. In this regard, the effective and correct use of land resources in the region, as well as the protection of agricultural land, have become urgent problems. In order to organize environmental monitoring carried out on the basis of the relevant program, environmental observations of diagnostic indicators of soil fertility were carried out. Tovuzchay river basin is divided into ecological regions: watershed, transit and accumulation areas, the closedness of the territories in relation to other river basins, their separation by natural boundaries (watersheds) are factors that increase the accuracy of observations.

Developing food security with sustainable agricultural land policies: A systematic review

This article analyses how Law No. 41/2009 on the Protection of Sustainable Food Agricultural Land (PLP2B) is applied in Indonesia. The PRISMA method was used to perform a systematic review of relevant literature from 2013 to 2023. The findings of the systematic study indicate Indonesia’s growing recognition of sustainable food production and agricultural land protection. The majority of the research was conducted on Java Island, with the remaining conducted throughout Indonesia. The systematic literature review also discovered a growing interest at various levels of government in addressing SFAL issues, with a focus on municipal and national policies. Policy implementation, environmental concerns, food security, and legal regulations are among the key problems addressed. Complex linkages between economic, ecological, and social issues, the need for a robust legislative framework, data quality, and stakeholder participation are among the hurdles of SFAL policy implementation. This article emphasizes the significance of a comprehensive policy approach, correct data, and stakeholder participation in order to achieve sustainable food production and PSFAL policy implementation. It provides viewpoints and insights on the problems of PSFAL policy implementation, as well as gaps for future study in this field to assist global food security while maintaining environmental sustainability.

ТЕОРЕТИЧНІ АСПЕКТИ МАРКЕТИНГОВОГО ЗАБЕЗПЕЧЕННЯ ЕКСПОРТНОГО ПОТЕНЦІАЛУ ПІДПРИЄМСТВ АГРОБІЗНЕСУ

The article deals with modern problems of marketing support or support for export activities of agricultural enterprises in the context of the globalization of the world economy in the context of the entry of agricultural formations into world food markets and the formation of production and trade relations with new partners. The categorical content of the concepts "marketing support", "marketing support", "export potential", "agrarian enterprise", and "globalization of business" was considered. The views of domestic scientists regarding the use of the specified terms in scientific works of various specialties are analyzed and summarized. The possibility of increasing the export potential of agrarian societies due to the modernization of certain technological components of production and trade activities and the production of high-quality plant raw materials or safe food products was investigated. The described approach coincides with the international practice of selling agricultural products on world food markets in accordance with the developed and agreed quality standards of plant raw materials and food products. Thus, the issue of solving modern logistics problems is seen as a key component in marketing support for the export potential of business in the sector of agricultural production. According to the text of the intelligence, it is determined that the significant natural and land resources of Ukraine create conditions for the development of organically sustainable agriculture with a rational regime for the use of agricultural land with the introduction of a complete system of standardized restrictions or obligations. It is explained that a peculiar feature of the export activity of agricultural enterprises is their direct dependence on the state of fertility of agricultural lands, as a natural resource, a spatial basis, an object of application of human labor and the main means of production. The urgent importance of the protection and restoration of agricultural land on the way to the transition to ecologically safe and resource-saving agriculture has been clarified.

Integrating natural resource resilience and agroecology: policy on protecting agricultural land from degradation in Magelang District, Central Java Province

Although the Government of Magelang District has local policies for land protection from degradation, landslide disaster has hampered the construction of the Rehabilitation of Farm Road (RJUT) of organic rice of UPLAND program in 2022 in Bandongan Sub-District and caused loss of farmer’s agricultural land in Sawangan. This research aimed to describe the impacts of land degradation, the relevance of local policy substance to the protection of upland farmland from degradation, identify the vulnerability of natural resources and build the integration concept consisting of resilience of natural resources and agroecology. The research was conducted in Grabag, Sawangan, and Bandongan Sub-Districts. The research method was descriptive qualitative by interviewing 18 farmers and 13 key informants by purposeful sampling and field observations. Qualitative data analysis using QDA Miner software. The results showed that local policies in Regional Regulation Number 18 of 2017 concerning the Development of Competitive and Environmentally Sound Agricultural Products and the Decree of the Head of the Agriculture and Food Service Office of Magelang District Number 188.4/694/SK/20/2021 concerning Determination of Prospective Farmers and Prospective Locations (CPCL) of UPLAND Activities in Magelang District are less relevant to protect land from holistic degradation (quality and ecological due to landslides) causing vulnerability to the resilience of natural resources. Therefore, it needs innovations in the form of public policies that are comprehensive, holistic, and integral through the integration model of natural resource resilience and sustainability of irrigation systems in upland agricultural land protection systems complementing each other.

Perlindungan Hukum Pada Konservasi Lahan Pertanian Yang Berbasis Keadilan Sosial Di Kabupaten Bolaang Mongondow

This research aims to determine legal protection for agricultural land conservation in Bolaang Mongondow Regency based on social justice and to determine the implementation of Law Number 41 of 2009 concerning Sustainable Food Agricultural Land Protection regarding Agricultural Land Conservation in Bolaang Mongondow Regency. This research method uses empirical legal research methods.The results of the research that legal protection for agricultural land conservation in Bolaang Mongondow Regency based on social justice requires special attention. That farmers in the area have limited knowledge about agricultural land protection laws, which creates uncertainty in dealing with changes in land use and threats to the sustainability of agricultural land. Farmers' concerns about changes in land use illustrate the need to increase legal awareness and education among them. This increase in knowledge not only involves rights and obligations related to agricultural land, but also understanding the importance of active participation in decision making regarding agricultural land. Implementation of Law Number 41 of 2009 concerning Protection of Sustainable Food Agricultural Land, there are findings that although this law sets clear requirements for the transfer of agricultural land, practices in the field still indicate a threat to the sustainability of agricultural land. The need for active involvement of local governments in preventing practices that are detrimental to farmers and threaten the sustainability of agricultural land needs to be increased. Protection of farmers' rights, agricultural sustainability and social justice must be the main focus in ensuring that the implementation of the law achieves the desired objectives. Evaluation of cooperation between factories, local governments and farmers is also important to ensure balance and fairness in the distribution of economic benefits and legal protection.

Implementation of Sustainable Food Agricultural Land Protection Policy in South Tondano District, Minahasa Regency

This study aims to describe the implementation of sustainable food agriculture land protection policies in the South Tondano district, Minahasa Regency. This study uses a qualitative approach, with data collection techniques through observation, interviews, and documentation. The results showed that: 1) Socialization that was not optimal caused the community to not know the Policy for the Protection of Sustainable Food Agricultural Land. 2) Economic needs and population growth increase the need for residential land which causes people to build buildings in the LP2B referral area. 3) The Village Government does not act decisively and supports the expansion of settlements in Tataaran Village. 4) Violation of land conversion for sustainable food agriculture is the community's non-compliance with regulations as a result of lack of knowledge of policies. So the researchers suggest: 1) It is better for the government to carry out a thorough socialization to the community, not limited to the Village apparatus. 2) It is better for the government to provide solutions for people who do not have alternative options to build houses and places of business, as well as develop a more modern agricultural system so that young people are interested in working in agriculture. 3) It is better for the government as the implementer to have integrity in implementing a policy. 4) It is better for the government to provide regulations with heavier sanctions, for example in the form of fines for violating this regulation.

ЗЕМЛЕВПОРЯДНИЙ МЕХАНІЗМ У СИСТЕМІ УПРАВЛІННЯ ЗЕМЕЛЬНИМИ РЕСУРСАМИ: РОЛЬ ТА ФУНКЦІЇ

The article delves into the land management mechanism within the general land management system to maximize the effective utilization of agricultural land, investment opportunities, and productivity potential in rural areas, and to create conditions for its social transformation into a powerful factor of economic growth. Given the state's sustainable development strategy for land use, the introduction of the land market, and the conceptual shift of community development to territorial and spatial planning, which is a crucial tool for land resource management, attention is focused on several tasks that must be accomplished to improve the land management mechanism in the general system of managing land resources in the agricultural sector. Specifically, it is necessary to guarantee the most efficient and ecologically safe use of all agricultural lands suitable for profitable production of agricultural products; create territorial conditions for the consolidation of land plots and better their use by implementing measures that ensure the preservation of lands and their involvement in agricultural production; restore disturbed and degraded lands and bring them to the conditions suitable for agricultural production, among others. In order to effectively implement certain actions, it is necessary to pass all stages of planning for the rational use and protection of agricultural land at a legislative level. This will help to formulate and set relevant requirements for land management regulations within defined territorial zones, including provisions regarding the use and possible changes of these rules. The land management mechanism plays a crucial role in the land management system by carrying out various functions. The tasks of agriculture in the implementation of the land management mechanism within the general system of land resource management in the agricultural sector are also clearly defined and formulated.

TINGKAT IMPLEMENTASI KEBIJAKAN PERLINDUNGAN LAHAN PERTANIAN PANGAN BERKELANJUTAN DI KECAMATAN PELAIHARI KABUPATEN TANAH LAUT

Food availability is inseparable from the availability of agricultural land as a strategic function, where cultivation businesses still require agricultural land. The level of implementation of sustainable agricultural land protection policies in Tanah Laut District in Pelaihari District using derivative policy formulations or derivatives of a policy, namely the Regional Regulation of the Regional Spatial Plan (RTRW) of Tanah Laut Regency Number 3 of 2016 to the academic study process, with the results of the Draft Regional Regulation (Raperda) for the Protection of Sustainable Food Agricultural Land which was discussed with the legislature in 2023. Data were obtained from the ground check of academic studies on LP2B land area of 21,399.75 ha, LCP2B covering an area of 4,369.52 ha, land use change covering an area of 3,093.43 ha spread across 11 districts and for Pelaihari District LP2B covering an area of 3,530.75 ha. LCP2B 200.56 ha and land conversion of 90.27 ha, as a completeness of the data proposed in the LP2B Raperda.

Network Governance in the Implementation of Sustainable Food Agricultural Land Protection Policy in Makassar City

This study discusses network governance in the implementation of a sustainable food agricultural land protection policy in Makassar City. The method used was based on a literature review (library research). Data were derived from various literature sources, such as books, journals, online platforms, and other relevant literature related to the research topic. Data analysis was conducted through data reduction, data presentation, drawing of conclusions, and verification. The results of this study indicate that the implementation of a sustainable food agricultural land protection policy in Makassar City has not yet been carried out. The remaining agricultural land in Makassar City is 2,035 ha. As a recommendation, in implementing the policy of sustainable food agricultural land protection based on network governance in Makassar City, it is necessary to establish trust among the actors involved, clarify the roles of all actors involved, reach a consensus on goals among existing actors, and ensure a task-oriented nature in network governance.

Protection of agricultural land in realizing sustainable food security Merauke as one of the regencies that has large agricultural land often experiences crop failure due to climate change which can no longer be predicted. If there is a long dry season, agricultural land will become dry because Merauke has agricultural land that relies on rain, and vice versa, if the rainfall is high, it will flood so that agricultural land is damaged. The government’s efforts to realize food security are also threatened along with the widespread conversion of food agricultural land to non-agricultural food which is increasing every year. The research used in this research is normative legal research and empirical legal research The PLPPB Law regulates the protection of agricultural land to ensure national food availability and anticipate changing times and land use needs by various sectors. Efforts to overcome the problem of conversion of food agricultural land are by providing protection and empowerment as well as providing assistance to farmers such as providing seeds, providing free fertilizer, and tools that can be used to expedite the processing of agricultural land and also harvest equipment. Providing cooperatives to accommodate harvests at prices in line with market prices.

Potential ecological risk assessment of land use structure based on MCCA model: A case study in Yangtze River Delta Region, China

Since land resources are essential to human survival, the over-exploitation and unreasonable utilization of land threatens the sustainability of human society. This paper uses the well-developed Yangtze River Delta (YRD) region as a case study, and adopts an improved Mixed-cell Cellular Automata Model (MCCA) to simulate the potential utilization of land resources in 2025 and 2035. Then, the paper attempts to construct a comprehensive assessment system that integrates multiple indicators, and evaluates regional risk changes at a micro patch-cell level and a macro city. The results suggest that (1) The utilization of land resources varies greatly in the YRD region from 2020 to 2035. While Shanghai will continue to make use of available built up land resources, the majority of land resources in Jiangsu Province will shift away from being agricultural in nature. Since forests make up a majority of the land resources in Zhejiang Province, and forests and agricultural land make up a majority of land resources in Anhui Province, the change in land utilization in these two provinces will be more gradual. (2) Changes in land utilization are also likely to cause ecological risks. The risk level in Shanghai is the highest, it is relatively high in Zhejiang but is likely to decrease, relatively low in Jiangsu but likely to increase, and Anhui has the lowest risk level. (3) The K-means clustering method obtained three ecological risk zones of the YRD, and the overall risk level is the highest in the central-eastern zoning ③, followed by the southern zoning ②, and the lowest in the northern zoning ①. Furthermore, the agglomeration pattern of the three zones transforms from L-L to H-H. (4) This paper puts forward corresponding suggestions and countermeasures for four aspects, including the strengthening of agricultural land protection, the regulation of built-up land use expansion, the coordination of an all-rounded approach of urban development, and the fostering of regional sustainable development, in hopes of optimizing land usage and alleviating ecological risk levels. Scientific estimations of potential ecological risks are critical to avoiding future ecological crises thus contributing to more sustainability.

As a Result of Legal Transfer of Function of Sustainable Food Agricultural Land to Non-Agriculture

In a country like Indonesia, which is an agricultural country, which in fact is agricultural land, it shows that agricultural land is very crucial for national food security, but as time goes by, agricultural land is decreasing day by day due to the conversion of agricultural land to non-agriculture and also an increase in population. As for several factors that cause land conversion, among others, namely: Government Program factors, economic factors and social factors. In order to protect the rate of conversion of sustainable agricultural land, the Government issued Law Number 41 of 2009 concerning Protection of Sustainable Agricultural Land which was amended by Law no. 6 of 2023 concerning Stipulation of Government Regulation in Lieu of Law Number 2 of 2022 concerning Job Creation to Become Law. This Law regulates legal consequences, namely criminal sanctions and civil sanctions if the conversion of agricultural land is sustainable which is not in accordance with laws and regulations as stated in Article 36 paragraph (1), Article 72, Article 73 paragraph (1 ), 74 paragraph (1) and paragraph (2). With the existence of sanctions in the Protection of Sustainable Food Agricultural Land Law, the government hopes to suppress the rate of land conversion based on the principles of independence, security and national food sovereignty.

The Chesapeake Bay Land Change Model: Simulating future land use scenarios and potential impacts on water quality

AbstractThe Chesapeake Bay Land Change Model (CBLCM) is an open‐source pseudo‐cellular automata land change model tailored for loose coupling with watershed models. The CBLCM simulates infill development, residential and commercial development, natural land and agricultural land conversion, and growth served by sewer or septic wastewater treatment. The CBLCM is unique among land change models by simulating multiple types of development and explicitly accounting for infill development and the spatial patterns of development densities. The CBLCM was used to simulate five future land use scenarios, holding population constant, for all counties within and adjacent to the Chesapeake Bay watershed from 2013 to 2055. Results are presented here for the state of Maryland over the period 2013–2025 to illustrate model functionality and validation. The growth management (GM) scenario achieved the least development and potential impacts to natural and agricultural lands while accommodating the same amount of population growth as the other four scenarios. Scenarios focusing exclusively on natural or agricultural land protection shifted development to unprotected areas resulting in unforeseen water quality consequences. Simultaneously achieving more compact development while protecting the most valued natural and agricultural lands requires a combination of GM and land conservation policies and actions.

Анализ устойчивости агроландшафтов в лесостепной зоне Красноярского края и мероприятия по их охране

The purpose of the study. On the basis of an assessment of the conditions and factors affecting the agro landscapes of an agricultural organization, design a set of protective measures aimed at increasing their sustainability. Research methods. The methodological basis was the systematic approach and its variety in the study of landscapes – landscape analysis. The methodological base should include the works of domestic and foreign scientists aimed at solving the problem of conservation of land resources and their protection. Statistical processing of analytical materials was carried out using dispersion and cluster analyses. The cartographic method and methods of GIS technologies were also used in the analysis of areas and modeling of processes. Research results. An agro-ecological assessment of the territory of agricultural land use, with an area of more than 16 thousand hectares, located in the forest-steppe of the Krasnoyarsk Territory, was made. It has been established that the territory is typical and the results obtained can be used in the analysis of sustainability and the development of measures for the protection of agricultural land uses operating in similar natural and climatic conditions in the Russian Federation and the Republic of Kazakhstan. Landscape areas are defined on the map-scheme, conditions and factors influencing the stability of agrolandscapes are described. It has been established that the main limiting factor influencing the stability of the territory is deflation, which manifests itself differently within landscape areas. A scientifically based complex of protective agro-, phyto-, forest reclamation measures has been developed, corresponding to the allocated land categories in the landscape-agro-ecological zoning scheme, aimed at increasing the efficiency and sustainability of agricultural land use. Conclusion. 1. An assessment of the sustainability of landscape areas (agrolandscapes) of an agricultural organization has been made. 2. Unique schematic map of landscape areas, steepness of slopes, erosion hazard of the territory, landscape-erosion zoning, and studied agricultural land use were compiled, the ecological state of the territory was determined. 3. A complex of agro-, phyto-, forest reclamation measures is presented, differentiated according to landscape areas for deflation-hazardous land categories in the landscape-agro-ecological zoning scheme, aimed at their protection and increasing the sustainability of the agricultural land use area. 4. The results of scientific research can be applied by agricultural producers, research institutions, regional and municipal authorities in the organization, planning, monitoring, evaluation and management of land resources in the Russian Federation and the Republic of Kazakhstan.
