Who owns France? Uncovering the structure of property ownership for a better understanding of the socio-spatial distribution of wealth

ABSTRACT This paper investigates the structure of French property ownership and shows how it is crucial input to understand the socio-spatial distribution of wealth and inequalities in cities. To date only partial information exists on this given that we are in a period of financial opacity. In this paper, we provide a theoretical framework to analyze the structure of property ownership. It is defined by four dimensions: the distribution of properties among different categories of owners, the spatial patterns of the properties held by these categories, their estimated financial value, and their concentration within the categories—the latter not studied here, for legal and confidentiality reasons. Drawing on unpublished cadastral data on property owners and property transaction prices, we carry out an empirical analysis which reveals the dominance of household and public ownership, contrasting with the marginal position of private investors. Despite the fact that the structure of ownership is fairly uniform throughout the urban hierarchy, some groups of owners do however hold strategically located properties. Our results show the embeddedness of the property ownership in different accumulation regimes, and relativize any consideration of financialization or neoliberalism as a global all-encompassing framework when analyzing real estate property.

Housing Market in Central European City during the COVID-19 Pandemic

Many aspects of the global economy changed during the Covid-19 pandemic, including the real estate market. This study examines the primary residential property market in Opole during the Covid-19 pandemic. It uses property transaction data from 2018 to 2021 to conduct statistical analyses and independent group tests and also takes into account the real-estate price trend from 2014 to 2020. The study finds that both property prices and preferences relating to the structure and location of housing changed during the pandemic. In the case of Opole, the number of transactions involving residential units in the primary market increased in 2020 compared to previous years. After adjusting the unit price value of residential properties for the trend in the pre-pandemic period, the study finds that there was also an increase in property transaction prices. The study confirms three important facts relating to phenomena that are occurring globally in cities today. First, local communities are more diverse in terms of the economic heterogeneity of real estate buyers. Second, unlike big urban areas, small cities may be more resistant to the process of citizens migrating to suburban areas, thereby limiting the negative phenomenon of urban sprawl. Third, the housing real estate market in small cities is considered a reliable form of investment of assets, as real estate prices increased during the Covid-19 pandemic.

Econometric Issues in Hedonic Property Price Indices: Some Practical Help

Abstract Hedonic regressions are widely used and recommended for property price index (PPI) measurement. Hedonic PPIs control for changes in the quality-mix of properties transacted that can confound measures of change in average property prices. The widespread adoption of the hedonic approach is primarily due to the increasing availability, in this digital age, of electronic data on advertised and transaction prices of properties and their price-determining characteristics. Yet hedonic PPIs are only as good as the underlying estimated hedonic regressions. Regression-based measures are unusual in official economic statistics. There is little technical support in the international Handbooks and Guides for diagnostic measures and graphical plots for estimated regression equations as applied to PPIs. These diagnostics are essential to the transparency and credibility of hedonic PPI measurement. This article seeks to remedy this.

The Influence of Aircraft Noise on the Prices of Residential Properties on the Example of Poznań

The article analyses the influence of aircraft noise on the transaction prices of residential premises within the Poznań property market. The paper analyses the set of properties, subject to the transaction from the first to the fourth quarter of 2020. In total, 1550 properties were examined. The study defined basic attributes of all premises, exhibiting the most significant influence on their price. The research conducted using the hedonic regression allowed for the identification of crucial evidence that aircraft noise negatively affects the property transaction prices.

Close enough: housing price effects of urban parks, reserves and volcanic parks in Auckland, New Zealand

Purpose This study aims to test whether the size of and distance to the nearest green space has any effects on residential property transaction prices in Auckland, New Zealand. Design/methodology/approach This paper divides all green spaces in Auckland into three categories, namely, urban parks, regional reserves and volcanic parks (a unique feature in Auckland, New Zealand). This study uses six years of residential property transaction data to estimate hedonic price regressions. For each property, this paper calculates the size of and distance to the nearest park in each category. Findings The logged sizes of the nearest regional reserve and volcanic park have positive effects on property prices. The logged distances to the nearest urban park and volcanic park are insignificant, while the logged distance to the nearest regional reserve is positively significant. In other words, homebuyers prefer larger regional reserves and volcanic parks and prefer to be further away. Originality/value Auckland is ranked as a top-five city in the world in terms of the proportion of public green space, trailing four European cities. However, because of Auckland’s much younger age, it presents a very different urban form. The study shows that the distribution of green space (not only its total amount) can bring negative capitalization on property prices.

Upzoning Chicago: Impacts of a Zoning Reform on Property Values and Housing Construction

What are the local-level impacts of zoning change? I study recent Chicago upzonings that increased allowed densities and reduced parking requirements in a manner exogenous of development plans and neighborhood characteristics. To evaluate outcomes, I use difference-in-differences tests on property transaction prices and housing-unit construction permits. I detect significant, robust increases in values for transactions on parcels that received a boost in allowed building size. I also identify value increases for residential condominiums, indicating that upzoning increased prices of existing housing units. I find no impacts of the reforms, however, on the number of newly permitted dwellings over five years. As such, I demonstrate that the short-term, local-level impacts of upzoning are higher property prices but no additional new housing construction.

The Possibilities and Limitations of Geostatistical Methods in Real Estate Market Analyses

Abstract In the traditional approach, geostatistical modeling involves analyses of the spatial structure of regionalized data, as well as estimations and simulations that rely on kriging methods. Geostatistical methods can complement traditional statistical models of property transaction prices, and when combined with those models, they offer a comprehensive tool for spatial analysis that is used in the process of developing land value maps. Transaction prices are characterized by mutual spatial correlations and can be considered as regionalized variables. They can also be regarded as random variables that have a local character and a specific probability distribution. This study explores the possibilities of applying geostatistical methods in spatial modeling of the prices of undeveloped land, as well as the limitations associated with those methods and the imperfect nature of the real estate market. The results are discussed based on examples, and they cover both the modeling process and the generated land value maps.

Forest proximity impact on undeveloped land values: A spatial hedonic study

In the study we examine the impact of the Las Wolski forest in Krakow (Poland) on undeveloped land values using the hedonic regression method, using OLS (ordinary least squares), SAR (Spatial Autoregressive Model) and SEM (spatial error model).Although the discussion on the economic role of forests has been carried out for decades in mature market economies, there is scarce evidence based on data from emerging markets that were subject to a post-socialist transition. Another reason to undertake the study is the strong belief that new econometric tools (mainly spatial hedonic regression) can lead to more robust understanding of the influence of forest proximity on property values.We found strong evidence of a positive impact of forest proximity on undeveloped property transaction prices, although the importance of this variable is considerably smaller than that of other factors controlled for. On average a one hundred meter increase in distance from the forest decreases land value by 3%.

The Use of the Geographically Weighted Regression for the Real Estate Market Analysis

Abstract The article presents a method for developing geographically weighted regression models for analyzing real estate market transaction prices and evaluating the effect of selected property attributes on the prices and value of real estate. The property attributes were evaluated on a grading scale to determine the relative (percentage) indicators characterizing the relationships on the real estate market. The market data were analyzed to evaluate the influence of infrastructure availability on the prices of land in Olsztyn. The results were used to assess the effect of every utility service on the property transaction prices.

Real Options Premia Implied from Recent Transactions in the Greek Real Estate Market

This research is the first to examine the empirical predictions of a real option-pricing model on market values from the realty market of a Euro area country, namely Greece. Using a manually collected sample of land and property transaction prices, we demonstrate that, a model which incorporates the option to wait to develop land has explanatory power on observed prices over and above the intrinsic value from a simple discounted cash flow (DCF) approach. Recent land transactions in our sample seem to reflect a premium for the option to wait (‘real option premium’) that can be as high as 36.50%-52.38%, especially in the west and north suburbs of Athens. Estimates of annual volatility for specific properties, as implied by transaction prices, are found to range from 15% to 21%.
