FURTHER DISCUSSION ON INVESTMENT LAW, CYBERSECURITY LAW AND RECOMMENDATIONS FOR ATTRACTING FOREIGN INVESTMENT (FDI)

The purpose of this article is to present Further Discussion on Investment Law, Cybersecurity Law and Recommendations for Attracting Foreign Investment (FDI). Based on collects statisti-cal data from the statistical yearbooks of the provinces/cities from 2010 to 2021. We found FDI inflows have a positive impact on labor productivity in Vietnamese localities. Specifically, locali-ties have (i) the larger the proportion of FDI in progress in the total investment capital of the economy, (ii) the larger the number of projects, the more accumulated FDI in operation, (iii) FDI sector activity and (iv) the larger the share of net revenue of the FDI sector, the higher the labor productivity. Moreover, investors need to pay attention to cybersecurity law: Acts of distorting history, denying revolutionary achievements, and sabotaging the great unity bloc whole nation, offending religion, discriminating on gender, racial discrimination; Acts of spreading information harmful to organizations and individuals, including: false information causing confusion among the people, causing damage to socio-economic activities, causing difficulties for activities. actions of state agencies or official duty performers, infringing upon the lawful rights and interests of other agencies, organizations and individuals

Photothermal effect in X-ray images for computed tomography of metallic parts: Stainless steel spheres.

The environmental impact on industrial X-ray tomography systems has gained its attention in terms of image precision and metrology over recent years, yet is still complex due to the variety of applications. The current study explores the photothermal repercussions of the overall radiation exposure time. It shows the emerging dimensional uncertainty when measuring a stainless steel sphere by means of circular tomography scans. The authors develop a novel frame difference method for X-ray radiographies to evaluate the spatial changes induced in the projected absorption maps on the X-ray panel. The object of interest has a simple geometry for the purpose of proof of concept. The dominant source of the observed radial uncertainty is the photothermal effect due to high-energy X-ray scattering at the metal workpiece. Thermal variations are monitored by an infrared camera within the industrial tomography system, which confines that heat in the industrial grade X-ray system. The authors demonstrate that dense industrial computed tomography programs with major X-ray power notably affect the uncertainty of digital dimensional measurements. The registered temperature variations are consistent with dimensional changes in radiographies and hence form a source of error that might result in visible artifacts within the 3D image reconstruction. This contribution is of fundamental value to reach the balance between the number of projections and radial uncertainty tolerance when performing analysis with X-ray dimensional exploration in precision measurements with industrial tomography.

Hydropower Plants and Ichthyofauna in the Tocantins–Araguaia River Basin: Challenges for Planning and Approaches to Ichthyofauna Conservation

The management of water resources is a complex issue, and the conservation of fish and fishery resources is a growing challenge given the increase in the number of hydroelectric projects in Brazilian river basins. This study describes the fragmentation of the Tocantins–Araguaia River Basin resulting from the installation of hydroelectric plants in operation and planned by the electricity sector until 2050, as well as its relationship with the conservation of fish fauna, especially long-distance migratory species. The hydroelectric projects in operation and planned were analyzed using data obtained from the National Electric Energy Agency. A literature review was carried out to assess the fish species of the Tocantins–Araguaia ecoregion, with an emphasis on long-distance migrants. In general, 75 hydroelectric dams are in operation, and a further 119 projects are in the electricity sector’s plans for construction by 2050 in the Tocantins–Araguaia ecoregion, including a stretch of the basin above the Tucurui dam, which will accentuate the fragmentation in the area. Of the 702 species found in the region, 31.1% are endemic, 6.1% are endangered, and several long-distance migratory species have had their populations restricted. Analysis of this information highlights the widespread impact on the ichthyofauna, affecting both species with a restricted distribution and migratory species with a long-distance distribution. The studies associated with the projects contribute to the advancement of knowledge, but they are only carried out after the works have been defined, which makes it difficult to plan conservation in advance. Transformations in the basin are imminent given the current changes and those expected in the coming years because of the electricity sector’s planning for the region. Considering the inseparable relationship between biodiversity and socio-environmental and cultural diversity, fish conservation is intrinsically linked to the conservation of socio-diversity and the effective participation of local communities from the start of the process. Fish depend on water, and people need both water and aquatic diversity. In conclusion, a well-structured and adaptative conservation plan, combined with the integration of effective fish routes, can contribute to the sustainable development of hydroelectric projects while safeguarding the biodiversity and ecological integrity of the Tocantins–Araguaia Basin.

Determinant Features to Reduce the Infrastructure Gap in Saudi Arabia under a Public–Private Partnership Scheme

Saudi Arabia is forecast to develop a significant number of infrastructure projects, as recorded in its strategy Saudi Vision 2030. To implement this strategy, the country intends to leverage public–private partnerships. This research has various goals. Firstly, it intends to identify the determinant features (DFs) that may facilitate the population of private–public partnership (PPP) infrastructure projects in the Kingdom of Saudi Arabia (KSA) through the opinions of PPP experts. Second, it aims to analyse these opinions through a statistical approach. The research used the following methodologies: the development of a survey amongst sectorial experts, with a total of 45 valid responses; a statistical characterisation of the responses; and an exploratory factor analysis to determine the minimum number of factors explaining the proposed objectives. The findings of the research revealed that the five most relevant factors were the availability and effectiveness of a proper regulatory and legal framework; adequate risk allocation and sharing among project stakeholders; a straightforward project brief and client outcomes; the comprehensive and business viability of project feasibility studies; and finally, the assurance that proper project value management systems are in place during different project stages. As its principal contribution, this study finds, based on the experts’ opinions, that KSA should consider the mentioned determinant factors to ensure that PPP plays the expected role in the provision of infrastructure.

Prevalence of symptoms of anxiety and depression one year after intensive care unit admission for COVID-19

BackgroundTo the best of our knowledge, the long term prevalence of symptoms of anxiety and depression in ICU admitted individuals after COVID-19 in Sweden during the first wave of the pandemic has not been investigated. Furthermore, no studies have exclusively investigated the risk factors for experiencing symptoms of anxiety and depression in this population.AimThe aim of this study was to determine the prevalence of symptoms of anxiety and depression at one year after ICU admission for COVID-19. An additional aim was to identify any early predictors that are associated with symptoms of anxiety and depression, at one year following ICU admission for COVID-19.MethodsThis multicenter cohort study had a cross-sectional and a longitudinal design. The primary outcomes and dependent variables, symptoms of anxiety and depression, were assessed using the Hospital Anxiety and Depression Scale (HADS). The independent variables were related to demographic factors, comorbidities, and complications during COVID-19-related ICU admission. Logistic regression analyses were performed to identify any predictors of symptoms of anxiety and depression.ResultsOut of 182 eligible individuals, 105 participated in the study. Symptoms of anxiety was found in 40 (38.1%) and depression in 37 (35.2%) of the participants. Using univariable logistic regression analyses, female sex was identified as a predictor of depression as defined by HADS at one year following ICU admission for COVID-19 (odds ratio 2.53, 95% confidence intervals 1.01–6.34, p-value 0.048).ConclusionsThe high prevalence of symptoms of anxiety and depression in ICU admitted individuals one year after COVID-19 is a public health issue of concern. Our findings imply that individuals who recovered after an ICU stay for COVID-19 may benefit from long-term follow-ups and continuous mental health support for more than a year following the ICU admission. For women specifically, this is true.Trial registrationThe study was registered at researchweb.org on 28 May 2020 (Project number: 274477).

Predicting the outcome of regional development projects using machine learning

<p><span lang="EN-US">Morocco, in its pursuit of inclusive and sustainable territorial development, initiated the advanced regionalization experiment over six years ago. The primary challenge facing government officials today is the management of a burgeoning number of regional development projects. In this article we developed a predictive model based on artificial intelligence and Machine Learning to predict the outcomes of regional development projects, in order to identify the risks associated with their potential failure, and anticipate their impact. To accomplish this, we implemented various data mining techniques and classification algorithms. We collected and analyzed data from past and ongoing regional development projects, considering diverse factors that influence their success or failure. Through rigorous experimentation, we assessed the effectiveness of different predictive models. Our findings reveal that the Random Forest classifier stands out as an efficient algorithm for predicting the outcomes of regional development projects. This research contributes to the broader discourse on the practical implementation of artificial intelligence in public policy and regional development, showcasing its potential to optimize resource allocation, and alleviate the burden of repetitive administrative tasks for organizationsoperating with limited resources.</span></p>

Crowdfunding platforms: What factors influence the success of attracting investments

Subject. The article addresses crowdfunding being a method of collective financing of projects by end–users. According to statistics, every year the number of projects that do not collect the declared amount of funding on crowdfunding platforms is growing rapidly. This is due to the lack of proper experience among project initiators, as well as the fragmentation of existing studies. Objectives. The study aims at filling the identified scientific gaps and defining the key factors that influence the success of fundraising through crowdfunding platforms. Methods. We employed general scientific methods of research. The study rests on data collected on Russian crowdfunding platform Planeta.ru. Results. We analyzed 1,452 projects and constructed two types of regression models, i.e. linear and logarithmic. A factor was considered statistically significant, if it was present in one of final regression models. Thus, we revealed the importance of such factors as the amount of declared funds for project implementation, previous experience of project initiator, time duration of fundraising, number of news and comments recorded on project page, number of sponsors and money transfers. We also unveiled the importance of project orientation. Conclusions. The findings may be useful for project initiators when raising funds through crowdfunding platforms.

This study analyzed government detailed project budgets by combining AI, big data, and expert judgments. Instead of traditional classifications, the study used the 27 social policy agendas from the announced '2023 Core Social Policy Implementation Plan' to categorize government projects. Additionally, the life cycle was used as a classification criterion. Natural language processing(NLP) technology was employed to understand and classify textual data describing detailed projects, successfully classifying government projects and budgets from 2020 to 2023 according to the 27 agendas. Public data from 'NKIS' and 'Open Finance' were utilized in the classification, and KeyBERT was used for NLP. The classification results allowed the identification of annual changes in the number and budget of government projects according to the 27 agendas, as well as the degree of imbalance in detailed projects for each agenda. Furthermore, the classification results by life cycle provided insights into who the detailed projects and budgets are intended for. While NLP played a key role in the results, expert knowledge and judgment were crucial. The research findings suggest evidence for making judgments on efficient budget execution and interagency cooperation. The study also hints at the potential for more in-depth, field-specific research on the 27 social policy issues and life cycle.

The Influence of Human Connections and Collaboration on Research Grant Success at Various Career Stages: Regression Analysis.

Documenting the grant acquisition characteristics of a highly selective group of researchers could provide insights into the research and faculty development of talented individuals, and the insights gained to foster such researchers will help university management strengthen their research capacity. This study examines the role of human connections in the success of biomedical researchers in Japanese universities. This study used grant data from the Grants-in-Aid for Scientific Research (GIA) program, the largest competitive research funding program in Japan, to collect information on projects and their implementation systems obtained throughout the participants' careers. Grant success was measured by the number and amounts of the awards obtained while participants occupied the role of principal investigator. Human connections were quantified by the number of projects in which the participants took part as members and were classified by their relationship with the project leader. Data were matched with information on career history, publication performance, and experience of the participants with government-funded programs apart from GIA and were analyzed using univariate and multivariate regression analyses. Early-career interpersonal relationships, as measured using the h-index value of the researchers who provided the participants with their initial experience as project members, had a positive effect on grant success. The experience of contributing to prestigious research programs led by top researchers dramatically increased the cumulative amount of GIA awards received by the participants over time. Univariate logistic regression analyses revealed that more interactions with upper-level researchers resulted in fewer acquisitions of large programs (odds ratio [OR] 0.67, 95% CI 0.50-0.89). Collaboration with peers increased the success rate of ≥2 research grants in large programs in situations in which both the participant and project leader were professors (OR 1.16, 95% CI 1.06-1.26). Tracking the process of research development, we found that collaboration during the periods of 10 to 14 years and 15 to 19 years after completing a doctorate degree determined the size of the project that the participant would obtain-interactions with peer researchers and subordinates during the 10- to 14-year postdegree period had positive effects on ≥2 large-program acquisitions (OR 1.51, 95% CI 1.09-2.09 and OR 1.31, 95% CI 1.10-1.57, respectively), whereas interactions with subordinates during the 15- to 19-year postdegree period also had positive effects (OR 1.25, 95% CI 1.25-1.07). Furthermore, relationships that remained narrowly focused resulted in limited grant success for small programs. Human networking is important for improving an individual's ability to obtain external funding. The results emphasize the importance of having a high-h-indexed collaborator to obtain quality information early in one's career; working with diverse, nonsupervisory personnel at the midcareer stage; and engaging in synergistic collaborations upon establishing a research area in which one can take more initiatives.

A Novel Approach to Dynamic Line Rating Calculation

In order to adjust the electric power network to today’s trends—such as the charging of electric vehicles, design of the Internal Electricity Market (IEM), headway of renewable energy sources, etc.—the demand for flexible network solutions is increasingly significant. Dynamic line rating (DLR) technology offers a flexible solution for the uprating of overhead lines. Moreover, the DLR methodology can be used in a wider system approach in order to establish a line management system, including functions such as ice prevention subsystems or the real-time tracking of clearances. Therefore, the extension possibilities and operational features of DLR-based systems have been extensively researched in the last few years, which is also confirmed by the high number of pilot projects funded for research and development on the topic of DLR. The key question during the implementation of a DLR system is the obtainable operational safety of such a system. This mainly depends on the installation places of the field equipment and the accuracy of the line rating calculation models. The aim of this article is the comparison of the so far available international line rating calculation models and also to propose another way for the determination of the real-time line rating. Moreover, laboratory measurements and case studies are presented for the confirmation of the proposed model’s reliability.

Sıfır Atık Projesi ile Öğrencilerde Oluşan Atık Yönetimi ve Geri Dönüşüm Farkındalığının Değerlendirilmesi

The purpose of this study is T.R. It is an evaluation of the awareness of primary school students about waste management and recycling as a result of the implementation of the 'Zero Waste Project' carried out by the Ministry of Environment, Urbanization and Climate Change. The research was conducted with qualitative method. The study group of the research consists of 28 teachers, 3 school administrators and 37 parents selected by simple random sampling method, teaching 883 students attending a primary school in Etimesgut district of Ankara. In the research, the interview form was used as a data collection tool. In this interview form, after the questions about the participant's status relative to the student and the grade level, there are questions about the project and the awareness of waste management and recycling that has developed in the students. The data were evaluated by the content review method. As a result of the research, it was determined that the Zero Waste Project created awareness among students about waste management and recycling and resulted in behavioral changes. It has been revealed that waste battery collection and recycling exhibition activities contributed the most to the formation of this awareness. Students' sensitivity to waste is highest in the form of batteries and lowest in the form of wood waste. It is recommended to increase the number of projects aimed at increasing and disseminating activities in order to increase students' awareness of waste management and recycling and to maximize their sensitivity in all types of waste. Real-time traking and virtual reality technology-assisted trauma orthopaedic surgery robot for femoral neck fractures

To investigate the effectiveness of real-time tracking and virtual reality technology（RTVI） used to assist the intraoperative alignment of the trauma orthopaedic surgery robot for the treatment of femoral neck fractures and its impact on the treatment outcome. A retrospective analysis was conducted on 60 patients with femoral neck fractures treated with trauma orthopedic robotic surgery from September 2020 to September 2022. Patients were divided into two groups according to whether RTVI technology was used during surgery to assist robotic surgery. There were 28 patients in the RTVI group （12 males and 16 females）, with an average age of （46.2±9.3） years old ranging from 28 to 60 years old. There were 32 patients in the simple Tianji surgical robot group, including 15 males and 17 females, aged （48.2±7.8） years old ranging from 32 to 58. The number of registered fluoroscopy, operation time, total number of intraoperative fluoroscopy, intraoperative blood loss, and hospitalization time of the two groups of patients were observed and recorded. All patients received regular follow-up after surgery, and hip X-rays were routinely reviewed to record Garden alignment index, fracture healing time, postoperative complications, and Harris score. All 60 patients were followed up. The RTVI group was followed up for 9 to 16 months with an average of （13.0±1.2） months, and the Tianji surgical robot group alone was followed up for 10 to 14 months with an average of （12.0±1.3） months. During the follow-up period, the femoral neck fractures of both groups of patients healed well, and no complications such as internal fixation loosening and incision infection occurred. The number of registered fluoroscopy, operation time, and number of intraoperative fluoroscopy of patients in the RTVI group were significantly better than those in the simple Tianji surgical robot group（P<0.01）. There was no statistically significant difference in intraoperative blood loss, hospital stay, Garden alignment index, fracture healing time, and hip Harris score between two groups（P>0.05）. Although RTVI technology assisted by the surgical robot for femoral neck fracture surgery has little impact on its postoperative outcome, it can effectively reduce the operating time, the number of intraoperative X-ray projections, and the risk of intraoperative radiation exposure to patients. It also shortened the learning curve of the operator and better reflected the precision and efficiency of the trauma orthopaedic surgery robot.

High-throughput mapping of single-neuron projection and molecular features by retrograde barcoded labeling.

Deciphering patterns of connectivity between neurons in the brain is a critical step toward understanding brain function. Imaging-based neuroanatomical tracing identifies area-to-area or sparse neuron-to-neuron connectivity patterns, but with limited throughput. Barcode-based connectomics maps large numbers of single-neuron projections, but remains a challenge for jointly analyzing single-cell transcriptomics. Here, we established a rAAV2-retro barcode-based multiplexed tracing method that simultaneously characterizes the projectome and transcriptome at the single neuron level. We uncovered dedicated and collateral projection patterns of ventromedial prefrontal cortex (vmPFC) neurons to five downstream targets and found that projection-defined vmPFC neurons are molecularly heterogeneous. We identified transcriptional signatures of projection-specific vmPFC neurons, and verified Pou3f1 as a marker gene enriched in neurons projecting to the lateral hypothalamus, denoting a distinct subset with collateral projections to both dorsomedial striatum and lateral hypothalamus. In summary, we have developed a new multiplexed technique whose paired connectome and gene expression data can help reveal organizational principles that form neural circuits and process information.

SummaryUnder the ‐order generalised random coefficient autoregressive (GRCA()) model with random coefficients we propose a conditional self‐weighted estimator of . We investigate the asymptotic normality of this estimator with possibly heavy‐tailed random variables. Furthermore, a Wald test statistic is constructed for the linear restriction on the parameters. In addition, the simulation experiments are carried out to assess the finite sample performance of theoretical results. Finally, a real data analysis about the increase (%) in the number of construction projects this year over the same period of last year is provided.

Economic Impact of Lean Healthcare Implementation on the Surgical Process.

The objective of this study was to analyse and detail surgical process improvement activities that achieve the highest economic impact. Over 4 years, a team of technicians and healthcare professionals implemented a set of Lean surgical process improvement projects at Vall d'Hebron University Hospital (VHUH), Barcelona, Spain. Methods employed in the study are common in manufacturing environments and include reducing waiting and changeover time (SMED), reducing first time through, pull, and continuous flow. Projects based on these methods now form part of the daily routine in the surgical process. The economic impact on the hospital's surgical activity budget was analysed. Process improvements have led to annual operational savings of over EUR 8.5 million. These improvements include better patient flow, better management of information between healthcare professionals, and improved logistic circuits. The current cultural shift towards process management in large hospitals implies shifting towards results-based healthcare, patient-perceived value (VBHC), and value-added payment. A Lean project implementation process requires long-term stability. The reason a considerable number of projects fail to complete process improvement projects is the difficulty involved in establishing the project and improving management routines. Few studies in the literature have investigated the economic impact of implementing Lean management a posteriori, and even fewer have examined actual cases. In this real case study, changes to surgical block management were initiated from stage zero. After being carefully thought through and designed, changes were carried out and subsequently analysed.

The object of research in the article is interregional cooperation between authorities and business, and the subject of analysis is the forms, directions and tools for the development of interregional cooperation, stimulating the growth of the number of business projects in various territories and the development of new technologies, exchange of experience and ensuring increased competitiveness and promotion of companies in the market. &#x0D; The research methodology was based on the analysis of statistical data, legal documentation, descriptive-comparative method, grouping of criteria and typology of forms and directions of interregional connections, content analysis.&#x0D; The result of the analysis was the formation of recommendations for identifying new forms and directions of interregional cooperation that stimulate attracting business to the regions and increasing the efficiency of implementation of business projects.&#x0D; The generated results can be used by regional authorities to establish interregional contacts, establish interaction with domestic companies, attract them to the regions and stimulate their advancement into new markets through various support tools.

OFFICIAL DEVELOPMENT ASSISTANCE IN COLOMBIA: CHANGES AND CONTINUITIES OF THE PEACE AGREEMENT. CASE STUDY OF THE UNITED STATES AND THE EUROPEAN UNION (2012-2021)

The objective of this research article is to conduct the identification of the possible changes and continuities presented in the dynamics and the Official Development Assistance (ODA) received by Colombia from the United States of America and the European Union, after the signing of the Peace Agreement between the government and the Revolutionary Armed Forces of Colombia - People's Army (FARC-EP). A qualitative case study methodology is used by consulting databases and information from official sources on ODA projects granted to Colombia. The period 2012-2021 was set at four years prior to the signing of the agreement and five years after it. The results show significant changes in the amounts and number of projects financed by the United States and the European Union since the signing of the Agreement.

Partial genomic characterization of Chromobacterium piscinae from India reveals multi drug resistance.

Species of genus Chromobacterium have been isolated from diverse geographical settings, which exhibits significant metabolic flexibility as well as biotechnological and pathogenic properties. This study describes the isolation, characterization, draft assembly, and detailed sequence analysis of Chromobacterium piscinae strain W1B-CG-NIBSM isolated from water samples from multi use community pond. The organism was characterized by biochemical tests, Matrix Assisted Laser Desorption/Ionization Time of Flight Mass Spectrometry (MALDI TOF-MS) and partial genome sequencing. The partial genomic data ofChromobacterium pisciane isolate W1B NIBSM strainwas submitted to GenBank with Bio project number PRJNA803347 and accession no CP092474. An integrated genome analysis of Chromobacterium piscinae has been accomplished with PATRIC which indicates good quality genome. DNA sequencing using the illumina HiSeq 4000 system generated total length of 4,155,481bp with 63 contig with G + C content is 62.69%. This partial genome contains 4,126 protein-coding sequences (CDS), 27 repeats region and 78 transfer RNA (tRNA) genes as well as 3 ribosomal RNA (rRNA) genes. The genomic annotation of Chromobacterium W1B depicts 2,925 proteins with functional assignments and 1201 hypothetical proteins. A repertoire of specialty genes implicated in antibiotic resistance (45 genes), drug target (6 genes), Transporter (3 genes) and virulence factor (10 genes). The genomic analysis reveals the adaptability, displays metabolic varied pathways and shows specific structural complex and various virulence factors which makes this strain multi drug resistant. The isolate was found to be highly resistant to β-lactam antibiotics whereas it showed sensitivity towards aminoglycosides and fluoroquinolone antibiotics. Hence, the recovery of Chromobacterium piscinae from community pond evidenced for uncertain hidden source of public health hazard. To the best of authors knowledge this is first report of isolation and genomic description of C. piscinae from India.

Determination of optimal experimental conditions for accurate 3D reconstruction of the magnetization vector via XMCD-PEEM.

This work presents a detailed analysis of the performance of X-ray magnetic circular dichroism photoemission electron microscopy (XMCD-PEEM) as a tool for vector reconstruction of magnetization. For this, 360° domain wall ring structures which form in a synthetic antiferromagnet are chosen as the model to conduct the quantitative analysis. An assessment is made of how the quality of the results is affected depending on the number of projections that are involved in the reconstruction process, as well as their angular distribution. For this a self-consistent error metric is developed which allows an estimation of the optimum azimuthal rotation angular range and number of projections. This work thus proposes XMCD-PEEM as a powerful tool for vector imaging of complex 3D magnetic structures.
