The Power of Innovation: Entrepreneurship Ecosystem, Components, Research and Start-Up Approaches and the Development Process of the Entrepreneurship Ecosystem in Turkey

This article, under the title "The Power of Innovation: Entrepreneurship Ecosystem, Components, Research and Start-up Approaches and the Development Process of the Entrepreneurship Ecosystem in Turkey", examines how Turkey's dynamic entrepreneurship environment is shaped by innovation and the important components in this process. While entrepreneurship has a critical role in economic development and social transformation, innovation stands out as the main driving force of this process. First of all, Turkey's young and educated population, increasing digitalization and access to technology strengthen the entrepreneurial culture and create new business opportunities. In the article, the basic elements of the innovation ecosystem in Turkey, namely the interactions between universities, public institutions, the private sector and entrepreneurs, are discussed in detail. Additionally, the difficulties faced by entrepreneurs in Turkey are analyzed through factors such as limited financial resources, inadequate mentoring and training opportunities. In this context, the effects of the state's innovation strategies, incentive mechanisms and entrepreneurship support programs are examined. For example, the contributions of the supports provided by organizations such as KOSGEB and TÜBİTAK to the realization of entrepreneurs' projects are emphasized. In the article, the contribution of international collaborations and foreign investments to Turkey's innovation ecosystem is discussed, thus focusing on its competitiveness potential in the global market. Additionally, successful domestic enterprise examples are supported by concrete data showing how innovation and entrepreneurship create synergy. As a result, the development of the entrepreneurship ecosystem in Turkey is directly linked to the power of innovation. In order to create a sustainable innovation environment, the need for continuous support, training and policy development comes to the fore. This article aims to provide readers with a comprehensive perspective by presenting the paths and strategies to be followed to maximize Turkey's entrepreneurial potential.

SUPPORTING AND INHIBITING FACTORS IN DEVELOPING GASTRONOMIC POTENTIAL AS A TOURIST ATTRACTION IN SUKOREJO TOURISM VILLAGE, SRAGEN REGENCY, CENTRAL JAVA

This research aims to determine the supporting and inhibiting factors in developing the potential of gastronomy as a tourist attraction in the Sukorejo Tourism Village. The research method used is a qualitative approach with data collection techniques through interviews, observation and documentation. The research informants consisted of managers and culinary activists in the village. The research results show that the supporting factors in developing the potential of gastronomy as a tourist attraction are destination readiness, carrying capacity, cultural attractions, agro-tourism attractions, while low public awareness about the potential and benefits of tourism, skills in processing derivative products can hinder the development of gastronomic potential and tourist attractions in addition to There are also budget limitations which can hinder the realization of tourism projects, most recently the lack of communication and community involvement creates synchronization between destination development and support from the village government. This research concludes that an emphasis on natural, culinary, cultural, agrotourism and accommodation attractions, coupled with support and expectations from the community, is the key to realizing the development of this village's gastronomic potential as an attractive and sustainable tourist destination

The risk assessment of public-private partnership projects using artificial intelligence algorithms

Purpose: is to develop an innovative approach to risk management in public-private partnership (PPP) projects using advanced artificial intelligence technologies that allow creating the risk assessment model that takes into account non-linear relationships between various risk factors.Methods: in addition to traditional methods of scientific knowledge, interdisciplinary approaches of risk management and established practice of machine learning were used in the work. The methodological basis of the study was formed by works on the risk assessment and the application of AI algorithms in this area. The empirical basis of the study was the data of the official portal of ROSINFRA on public-private partnership projects.Results: the practice of applying AI algorithms to the task of assessing the risks of PPP-projects in Russia and abroad was studied. It is established that the most effective result is shown by the models based on Random-Forest-Classifier. However, the presented solutions do not take into account Russian economic realities. The authors have structured a database of implemented PPP-projects suitable for risk modeling. The model for assessing the risk of failure to achieve the objectives of Russian PPP-projects has been developed and its quality has been assessed. Recommendations on implementation of the model in the operational loop of PPP projects realization processes are offered.Conclusions and Relevance: the developed model allows, according to the general parameters of PPP project (region, authority, term of agreement, industry and scope of implementation, etc.) with the accuracy of 93% (according to the ROC\AUC metric), to assess the risk that the project will end incorrectly (due to a failed tender, refusal to launch, termination by court decision, cancellation/annulment of the tender). With the help of the model the executive authorities of the Russian Federation can build risk management for PPP projects management in the regions and thus contribute to their efficiency improvement. The article may also become useful for project management practitioners and appraisers.

Трансформация структуры государственного долга по составу кредиторов в странах Центральной Азии и Южного Кавказа

The rapid growth of public debt in developing countries in recent years and the increasing risks associated with this process emphasize the importance of research in this area. The article examines one of the key aspects of public debt management — the structure of creditors’ debt portfolio. The object of the study is the public debt of four countries of Central Asia and three countries of the South Caucasus. The states of this region are important foreign economic partners of Russia, their contribution to mutual trade and realization of joint projects is growing. Their role in the global and regional economy is also expanding, including participation in major transport and logistics projects designed to increase the connectivity of Eurasia. The study is based on the data of international organizations on the total volume of public debt, debt to individual external creditors and the dynamics of macroeconomic indicators. The article examines changes in the structure of the main groups of creditors for each country over three long-term periods and analyzes similarities and differences in the observed structural shifts. It also decomposes the indicator of public debt dynamics and estimates the contribution of the economic growth factor and the effects of changes in countries’ debt to certain groups of creditors. The study identified the following key trends in public debt structural changes: 1) the declining role of bilateral loans from developed and developing countries since the 2000s; 2) the continued strong influence of debt raised from international financial organizations and development banks in most countries throughout the period under study; 3) in a number of countries, a gradual increase in market sources of debt financing (domestic and Eurobonds); the increasing role of loans from China — in the Kyrgyz Republic and the Republic of Tajikistan, etc. The study identifies reasons for these structural changes, and concludes with a discussion of the risks associated with the observed shifts in the structure of public debt.

New Acoustic Design for the Piscina Mirabilis Located nearby the Port of Misenum

Many heritage buildings from ancient Rome are being refurbished based on their original plan’s structure. One of them is the piscina mirabilis located nearby in Naples, which was a cistern used by the Romans to collect drinkable water for the navy waiting in the port of Misenum. The piscina mirabilis has similar architectural characteristics to a “cathedral”; however, its current precarious architectural state is the result of high levels of humidity that have caused the proliferation of mold on its vertical and horizontal surfaces over the centuries. Acoustic measurements were conducted inside the piscina mirabilis, highlighting an existing condition of the room being very reverberant, not suitable for occasional speech and conversations. The design proposed by the authors involves some mitigation solutions for the acoustics, mainly focused on controlling the low–medium frequencies and the realization of a restoration project consisting of a raised timber-floored walkway that runs along the perimeter walls, with the addition of water covering the existing floor as a natural element dominating the room volume, which represents the primary function of the building in antiquity. A waterfall was designed to be on the northern side wall. Acoustic studies were an important part of the refurbishment strategy, and a mitigation solution was devised to control medium–low frequencies by using inflated balloons of different sizes that were suspended from the ceiling vaults instead of widely used acoustic panels. The proposed strategy lowered the reverberation time by 3–4 s to accommodate a minimal level of conversational understanding. Such a solution is appropriate for this heritage building as well as other future conservation projects.

Государственно-частное партнёрство как механизм поддержки проектов с НИОКР-составляющей в сфере промышленности

The paper is devoted to the study of applicability of PPP mechanisms for industrial projects with R&D component. The author notes the increased importance of the realization of such projects in order to ensure technological sovereignty in the Russian Federation. The paper considers the concept of PPP, as well as its advantages for the parties. The legal basis of publicprivate partnership is considered, and the federal law, within the framework of which it is possible to realize industrial projects on the basis of PPP, is defined. The legislative barriers available for the realization of industrial projects with R&D component are studied, and the scheme of financing such projects on the basis of PPP in case of their elimination is proposed.

Predicting project duration using a coupled artificial neural network and Taguchi method approach

Accurate project duration prediction is increasingly important for management because it defines the expected timeline for project realization. This study utilizes an integrated approach combining neural networks with the Taguchi method to forecast the time required to complete projects within predetermined deadlines. The methodology involves modelling and simulating the network of project activities to estimate the total average project duration. ration. The neural network model uses input variables such as success probability, effort, and learning factor to predict the total time necessary for project completion. The total average project duration is the output variable that is critical during the design phase. Subsequently, the Taguchi method optimizes the neural network’s outputs, incorporating mean squared error (MSE) values to enhance predictive accuracy. accuracy. This study underscores the efficacy of artificial neural networks (ANNs) as predictive tools, demonstrating their ability to meticulously estimate project duration. The proposed method’s efficiency and applicability are demonstrated by MATLAB simulation analyses, highlighting its effectiveness in precise deadline estimation. In the realm of engineering, ANNs stand tall as formidable predictive tools, their efficacy underscored by this study’s successful application. By harnessing ANNs and simulation data, this research crafts a predictive model adept at estimating the average total duration of projects. Through meticulous consideration of crucial parameters like the probability of success and effort factors, the model emerges as a beacon of accuracy within the design domain. Future research will explore the effects of additional parameters on activity networks and alternative transfer functions, as well as the potential integration of reinforcement algorithms to improve resource allocation, risk management, and project outcomes through online training data.

The increase of International Audiovisual Productions in Greece - Impact on Tourism and the Greek Economy

In this paper is being examined the growth of international audiovisual productions being partially or entirely developed in Greece and the central role of the Greek public authorities in assisting this tourism-generating industry grow even more. This study tries to pinpoint the most common impediments that the audiovisual media industry confronts when deciding to select Greece as the location for an audiovisual project. Sustainable practices that are proposed aim to further attract and develop analogous initiatives in the Greek territory. Some of the most important benefits of the realization of such projects for the local communities are pointed out such as the increase in income, the creation of new jobs and the general boost of the local economy. The impact of audiovisual productions on tourism is also related to the "film effect" and the contributory role of audiovisual productions to promote a location’s attractions. This paper focuses on the international audiovisual productions industry’s expansion with an emphasis on the positive effects that the cultural-economic audiovisual productions have in strengthening both local economies and the Greek audiovisual sector.

ENERGY INDEPENDENT CITIES? INVESTMENT ACTIVITY OF CITIES IN THE IMPLEMENTATION OF EU CO-FINANCED PROJECTS IN RENEWABLE ENERGY SOURCES AND ITS CONDITIONS IN POLAND

Aim: The main objective of the paper is to evaluate the scale, scope, and significance of investments in renew­able energy sources by cities in Poland, which were co-financed from EU funds. This assessment will focus on the last two multiannual financial frameworks, namely for the years 2007–2013 and 2014–2020. Methods: Empirical studies were conducted based on data from the database of the Ministry of Development Funds and Regional Policy in Poland, the Local Data Bank, and the Ministry of Finance. When investigating the invest­ment activity of towns and cities related to renewable energy sources, basic descriptive statistics methods were applied. Logistic regression was used to identify the primary socio-economic, financial, and environmental conditions. Results: In the analyzed period, the role of towns and cities in the realization of renewable energy projects increased, although it is still relatively limited compared to other types of administrative communes. In the multiannual financial framework for 2007–2013, less than one in ten cities executed at least one project, while in the years 2014–2020, more than one in four cities realized at least one project related to the develop­ment of renewable energy sources supported by EU funds. The disparity in activity between towns and cities on a regional scale was huge. These investments were more often realized by towns and cities with a lower level of development, serving tourist functions, and experienced in carrying out such investments. Their lower investment activity was influenced by their level of indebtedness. Conclusions: So far, one of the main drivers behind the development of renewable energy in urban areas has been the ecological aspect, particularly the improvement of air quality. However, there is now a growing recognition of the importance of energy security.

Integration techniques in digital video production

The aim of this paper is to present basic digital integration techniques that are applied in the television and film industry to create a final product that meets modern quality criteria. Emphasis is placed on applied methods of creating video content for various purposes, as well as on the main components of the technological equipment of a professional television studio. The scientific-applied contribution is expressed in a comparative analysis of software products for video processing (Adobe Premiere Pro and Openshot Video Editor), which is supported by step-by-step algorithms for the implementation of basic integration techniques in digital video production. The conclusions made regarding the characteristics, possibilities and advantages of the selected products are intended to support the interns in the process of their assimilation and effective use for the realization of creative projects.

The Role of Data Science in Enhancing Project Management Practices: A Case Study in the Pharmaceutical Industry

Data science is altering the way in which we manage projects, starting from the planning stage through both execution and tracking phases. In this paper, an examination is made into the productivity and efficiency gains in project management due to the use of data science. It uses previous studies, practical samples and latest advancements to show how decisions based on data can influence the results of a project. Besides, there are two instances looked at concerning pharmaceutical projects. It concentrates on such important aspects of project realization as planning, resource allocation, risk management, requirement analysis, among others.

Functional design of organizational structures in project management

The article considers the function tracing method that provides project organizational structure systematic construction. Interconnectedness of methodological approaches between organizational design on a company scale and the role-based project structures construction has been described. Based on the existing level of organizational design development and its most frequently used methods, the tracing functions method from the project requirements to the functional roles of a project organizational structure have proposed and formalized. Initial data volume for organizational design and parallels between organizational structures of a company in general and a project in particular have been given. A mathematical scheme of the projected organizational structure functional distribution has been proposed considering a five-stage approach in tracing functions. The approach describes the stages of modeling the project organizational structure. On the basis of distributing the tasks required to be performed during the project realization, the principles description providing the correlation of the functionality to the project roles on the basis of the project realization goals has been offered. The factors that have a positive impact on project implementation and based on the considered approach of organizational structures functional design have been presented.

Analysis of Factors Influencing Carbon Footprint Reduction in Construction Projects

This article addresses the issue of reducing carbon footprint in construction production. It focuses on the sources and factors of greenhouse gas emissions responsible for climate change. The construction sector plays a significant role in generating carbon footprint, both in the manufacturing of construction products within supply chains and during the execution of construction work on-site. The identified factors that influence carbon footprint throughout the lifecycle of a construction project and the life of a building are examined and analysed using the DEMATEL method. The research aims to identify causal relationships among factors that contribute to minimising carbon footprint in construction projects. The factors with the highest causal impact are identified in each phase of the building’s lifecycle, including Building Information Modelling (BIM), appropriate selection of construction products, and regulatory and financial incentives. The results of the analysis can be utilised to support decision-making processes aimed at reducing harmful emissions during project realisation and building operation.

NEURAL NETWORKS IN ARCHITECTURE: FROM IDEA TO IMPLEMENTATION

Problem Statement. In the modern design process, advanced technologies are increasingly being utilized to create complex and innovative architectural projects. Neural networks play a crucial role in the development of automated image generation methods in the architectural field, considering various styles, forms, and textures. However, despite the rapid advancement of these technologies, there are significant issues hindering their full integration into architectural practice. Generating beautiful concept images using neural networks remains far from realization. These images may be inspirational but do not address technical aspects such as developing 3D models, preparing drawings, and performing calculations necessary for the successful implementation of projects. Striking a balance between aesthetics and functionality is a key factor for the successful realization of construction projects. The aim of the article is to examine the issues related to image concept generation in architecture using MidJourney and similar platforms. The primary focus is on analyzing why generating concept images is only the initial step in architectural design. Additional stages are required, such as developing 3D models, preparing drawings, and performing calculations. This will transform the ideas presented in images into tangible three-dimensional objects, considering technical aspects and engineering systems.

Artificial intelligence for choosing an agile method

Agile methods are widely known in different companies, including information technology (IT) companies. They appeared intending to solve the problems of traditional methods while proposing an iterative and incremental cycle. These methods consist of four values and the twelve principles agreed upon in 2001 in a Manifesto. However, each method holds singularities from which it is difficult to choose one to adopt in different project cases. The selection of the method to adopt positively or negatively affects the final product following the criteria of the project and the personnel. Project experts must research and compare methods manually to make a choice, a thing that drains time, which is a key factor in project realization. Currently, there is no intelligent system or model that allows choosing the agile method to adopt for such a project. For this purpose, artificial intelligence (AI) techniques will be used to develop a Chatbot that allows reaching the aim. This Chatbot will be developed based on a decision tree model that will be proposed from an experimental study.

Peculiarities of the Realization of IT Projects for the Implementation of ERP Systems on the Path of Digitalization of Territorial Communities Activities

This study presents a detailed case analysis focusing on the intricacies involved in preparing a project for implementing an Enterprise Resource Planning (ERP) system, aimed at the comprehensive, phased digitalization of resource management and the operations of territorial communities. The urgency of transitioning to a more effective audit and management system for all types of resources in territorial communities is underscored by the current absence of specialized information systems designed for these specific tasks. The authors demonstrate that deploying ERP systems to manage the diverse activities of territorial communities represents a complex, yet innovative solution. Specifically, a Four-Phase Model for implementing each segment of the project have been adopted. Drawing from the extensive experience of university researchers involved in consulting for numerous territorial communities across Ukraine, this work develops principles for constructing main elements for the project. Special emphasis is placed on the careful selection of software to facilitate project activities.

Sustavi ocjenjivanja održivosti infrastrukturnih građevina

In light of global changes and in line with the principles of sustainable development, there is a need to find criteria for assessing the sustainability of infrastructure in the construction sector. This paper provides an overview of the theory of sustainability in general and in the construction sector, as well as the policies and strategies at the global and national levels that aim to achieve sustainable development. Various rating systems for the sustainability assessment of infrastructure are listed as a methodology for evaluating the implementation of sustainable approaches in the realisation of new infrastructure projects. The three rating systems for sustainability assessment Envision, BREEAM Infrastructure and Infrastructure Sustainability (IS), which can be used to assess the sustainability of all types of infrastructure and to obtain a certificate for the application of sustainability principles, are presented and discussed in more detail.

Profitability dynamics of offshore wind from auction to investment decision

Offshore wind auctions in Europe have recently seen considerable price decreases, with resulting support levels low enough to warrant the question whether project profitabilities are robust enough against changing market prices, or whether project suffer from low returns upon project realisation. This study investigates the development of profitability between auction date and Final Investment Decision, mainly through identifying impacts of changes in electricity prices, using stochastic discounted cash flow analysis. Some projects seem to have experienced adverse market developments. The study employs an explanatory-sequential approach to analyse two strategies to mitigate this risk: Pricing risks into the auction bid and absorbing losses through reduced returns or, alternatively, passing them down to contractors in the supply chain. The study finds indications that post-auction market developments have likely led to diminishing returns of developers, rather than increased price pressure on contractors. The study enhances the understanding of project profitabilities and developers’ choices between auction and investment decision, and therewith opens the discussion on post-auction industry dynamics as an increasingly relevant factor to ensure that offshore wind can live up to its envisaged role in the decarbonisation of society.

Expedition to the blockchain application potential for higher education institutions

In the education sector, blockchain is currently at the end of the peak of inflated expectations in Gartner’s Hype Cycle. Thus, it is crucial to understand whether this technology meets the expectations of Higher Education Institutions (HEIs). We go on an expedition to identify blockchain application scenarios and its potential for HEI administration—the universities are digitalized to just 23.3%.Current information systems research addresses classifications of blockchain-based projects (application level) rather than their technical realization (protocol level). Thus, when evaluating blockchain application scenarios in HEI administration, we intensively consider the technical side of blockchain-based projects. We perform a three-step approach: (1) systematic literature review, (2) qualitative exploratory semi-structured interviews to supplement information on market-ready solutions, and (3) an evaluation of the potential of the blockchain-based projects identified, based on HEI administration requirements.We find that the leading blockchain application scenarios are credential verification and record-sharing. At the protocol level, we obtain equivocal results regarding the technical realization of projects, e.g., their underlying blockchain types and storage models. At the application level, when discussing the potential of different projects, we find that most of them address adaptability, complexity decomposition, and cost reduction requirements between HEIs; interest diversity and stakeholder collaboration between HEIs and business actors; privacy and trust between HEIs and students.

Zvezda Shipyard Project: Global Implications and Its Influence on the Russian Economy

This article expands upon the author's previous work regarding the Vostok Oil project, initially discussed in the Gubkin University journal. It focuses on the establishment and development of the Zvezda Shipyard project, arguing its critical role in the potential development of the Vostok Oil and Gas province. The paper posits that without the Zvezda Shipyard, it would not be feasible to exploit the Vostok Oil and Gas province or significantly enhance the transportation and logistics capabilities of the Northern Sea Route (NSR). The development of Zvezda's new production facilities is presented as essential for the advancement of the Russian Arctic, facilitating a pivotal eastward shift in the Russian economy. The significance of the Zvezda project and the strategic decisions leading up to it are discussed in detail, demonstrating how they integrate the development of the NSR, the exploitation of Vostok Oil fields, and the establishment of investment and technological foundations for Russia's long-term strategy. This strategy addresses both socio-economic goals and defense and security challenges. Additionally, the paper provides quantitative analyses of the multiplicative effects generated by the Zvezda Shipyard project's realization.
