STATE AND THE SOCIETY, THE SIGNIFICANCE OF THE POLITICAL PROCESS OF CONTROLLED COMMUNICATION

in this article, the current state of communication in public administration consists mainly in the use of propaganda and manipulation methods and technologies for influencing society when transmitting information, in the fact that in practice feedback mechanisms, indicators, channels are used, and this is practically ignored in activities government agencies. that in the context of the globalization of the information space, the number of participants in political communication processes can increase significantly, which will lead to the definition of more competitive communication relations in the field of politics.

POLITICAL CONFLICT AND COMPROMISE IN THE JOB CREATION BILL DISCUSSION

Regulatory reform by amending various provisions in dozens of laws into a single Omnibus Law on Job Creation has been rejected because it is considered to eliminate protection for workers/labourers, and expand the dominance of employers. The wave of rejection continues to strengthen, raising questions about the process of political communication, conflict and negotiation, and political compromise between political forces in the DPR (Parliamentary Institutions). With a constructiveist paradigm and case study method, and supported by several theories from political science, political communication, negotiation theory, conflict theory, as well as several concepts regarding political compromise, the results showed that political communication in the discussion of the Job Creation Bill took place systematically by placing the authority of political parties as decision makers. Political conflict occurs due to inflexible negotiations. Political negotiations carried out through a principle-based negotiations approach, although it can accelerate the discussion process, is unable to guarantee the effectiveness of political compromise. The Job Creation Bill comes as an orthodox legal product and was declared unconstitutional by the Constitutional Court. Four things that become the findings of this research are (1) the dynamics of political communication are strongly influenced by the presidential-multiparty political system that produces majoritarian power, so that it has consequences for political alignments; (2) political conflicts that arise due to polarisation of political support have presented inflexible political communication, (3) principle-based political negotiations are pragmatically able to accelerate discussions but do not guarantee resistance/rejection by the public; and (4) political compromise through the stages of strategy development, relationship management, and decision making, cannot be a form of agreement that can accommodate all parties

POLITICAL COMMUNICATION PROCESS IN THE FACTIONALISM OF ISLAMIC POLITICAL PARTIES: CASE STUDY OF PROSPEROUS JUSTICE PARTY (PKS) (1999-2023)

This research wants to know the process of political communication in factionalism that occurs in Islamic Parties, namely Prosperous Justice Party (PKS). The approach taken in this research is qualitative with case study research type and interview method as data collection technique. Interviews were conducted with 12 (twelve) resource persons. The theories used in this research are political communication theory, conflict theory, and faction theory. The results showed that there are stages in Prosperous Justice Party factionalism, namely cooperative factionalism, competitive factionalism, and degenerative factionalism. In these three stages, each stage was analyzed in accordance with the elements of political communication, namely sender, encoding, message, channel, decoding, receiver, feedback, and noise. In the cooperative factionalism stage, there are justice and welfare factions. At the competitive factionalism stage, there are conflicts between factions and at the degenerative factionalism stage marked by the birth of a new party, namely the Gelombang Rakyat Indonesia party. The generation system in Prosperous Justice Party as a recipient communication element, palys a role in political communication and strengthens the party’s ability to overcome persistent conflicts and has saved the party from prolonged conflict. In addition to regeneration, PKS leaders and the Majelis Syuro as sender elements or communicators, have a central role in the political communication process. Their role covers various aspects, from formulating party messages to communicating with the public, party members, and other stakeholders.

Implementation of Institutional Da'wah Values in the Political Communication Process at the Bandung City General Election Commission

This research finds different points of view in the political communication process carried out by the Bandung City KPU during the selection process for Bandung mayoral candidates. This research was conducted to analyze the good values within the KPU institution from an institutional da'wah perspective. By using a subjective interpretive approach, qualitative methods, and descriptive case study research, this research describes the problems that occurred at the 2018 Bandung Mayor candidate stage as material for improvement for the 2024 Bandung Mayor election as well as mapping political communication da'wah that can be developed by the City General Election Commission Bandung in the framework of finding solutions to problems at the nomination stage. The results of the research concluded that the nomination stage in the 2018 Bandung Mayor election had five issues, so genuine efforts and policies were needed from the Bandung City General Election Commission to improve the nomination stage for the 2024 Bandung Mayor election. One of the efforts that can be made to deal with problems at the nomination stage is developing two political communication da'wah activities, namely the application of the shura method exemplified by Rasulullah SAW in internal political communication, both horizontally and vertically organizational and external political communication between the Bandung City General Election Commission and the citizens of Bandung, especially the prospective candidates for Mayor of Bandung in various forms of da'wah political communication, both face to face and media political communication to realize honest and fair elections.

A study on the interactive relationship of youth ideological and political education based on social network analysis

Abstract To combat the negative impact of network information on college students and enhance ideological and political education for youth. This paper uses social networks as a new carrier of ideological and political education for youth and makes it more consistent with the practical needs of ideological and political education through the interactive influence factors of social networks. The dynamic relationship between elements in the network political communication process is examined through a network political communication model and the SEIJR communication mechanism. The results show that when the number of Renren users is 50, the number of information covered by the network political communication model is 2100, indicating that the superiority of ideological and political education can be further expanded through social networks and the efficacy of ideological and political education can be better utilized.

HAMBATAN KOMUNIKASI INTERAKSIONAL PADA DPAC PDIP DI KECAMATAN BATU AJI KOTA BATAM

Indonesia is a country that uses a democratic system, so political communication is one of the main keys to the establishment of politics in this democratic country. Communication can be in the form of conveying information to the public by political party candidates to convey their goals to become a politician. Political communication is also intended as a vessel for channeling people's aspirations to prospective political members who will advance as power holders in a democratic country like Indonesia. Therefore the purpose of this study is to find out how the communication barriers that occur in the Batu Aji sub-district community are carried out by the Indonesian Democratic Party of Struggle and to find out what causes the delay in the political communication process. This study used descriptive research with qualitative research methods located in Batu Aji District. Data collection techniques used were observation and interview techniques and continued with documentation. The results of the discussion obtained are that the success achieved by political actors depends on how political communication goes well and smoothly without any obstacles, by building relationships with the community and building trust so that there is no miscommunication that occurs in politics.

Political Communication on Social Media During Poland’s 2020 Presidential Campaign

Proper political communication is one of the most crucial areas of activity for political actors and organizations. The processes of political communication have been constantly evolving for years, however, the greatest dynamics is associated with the emergence of the Internet and, in particular, some of the most important channels of communication belonging to the Web 2.0, i.e. social media, which enable the performance of all strategic functions of political communication. The article is an attempt to present political communication in social networks on the basis of the recent 2020 presidential campaign in Poland.

Political Communication Capacity Building Young Cadres of DPD Golkar Party Bandung District

This PKM activity aims to improve the political communication skills of the Young Cadres of DPD Golkar Party Bandung Regency through political education. Political education is carried out through technical guidance with material on "Empowering Political Communication" and the practice of effective and efficient political communication processes through speeches from each participant. From this activity, it is expected that young party cadres can appear to develop their potential in the party.

Arena Komunikasi Politik di Indonesia: Bagaimana Masyarakat Sipil Menggunakan Media Baru sebagai Komunikasi Politik

This research seeks to explain the arena of political communication in Indonesia for civil society groups to use new media from 2010 to 2020. The context of this time shows the increasingly complex development of democracy and new media, including the presence of social media. The research was conducted using the case study method by exploring three cases of civil society groups, namely Remotivi, Combine Resource Institution, and Zero Kilometer Makassar. This study departs from the hypothesis that the use of new media by civil society groups can encourage a more democratic process of political communication. This study found that the presence of new media has not been able to encourage civil society to use the arena of political communication properly. Cute politics!: articulating the kawaii aesthetic, fandom and political participation

ABSTRACT This article explores the affective power of the kawaii (“cute” in Japanese) aesthetic in politics by drawing from the successful “cute” campaign in Taiwan’s vital presidential elections of 2000 and 2004. Based on field participation, interviews, and secondary sources, this study offers a historical-textual analysis of the ways in which cute aesthetics and fan participation alter the political communication process in postauthoritarian Taiwan. This study suggests that the prevalence of kawaii in protests and political campaigns, most salient in East and Southeast Asia today, indicates an ideological shift from masculine communication styles to an “effeminate” voice in politics. This study also exemplifies the significance of the “minor aesthetics” such as cute, zany, glamorous, and whimsical because they give voice to weak, silenced and marginalized groups. These minor aesthetic categories deserve the same level of serious attention that academics have given to the grand, the beautiful and the sublime.

The challenges surrounding determining the status and integrity of the language used in media are covered in this article. Modern linguistics describes and formulates contemporary solutions to this issue. We got to the conclusion that the speech of Internet users represents the dominant tendencies in communication in the modern world. The blending of genre and style lines, the demand for informality, and the ease of communication result in both the loss of some linguistic characteristics and the rise of new ones. Therefore, the focus is on the procedure for changing the language of media as well as the many causes of this shift. The characteristics of the mass media were also examined, and their functional traits were taken into account. Analysis is conducted on the novel features of new and conventional mass media, as well as the processes of mass political communication that have emerged as a result of the advancement of information and computer technology. The article discusses the variables influencing how language is used in the media today, the significance of text linguistics in this, and the issues with socioeconomic differentiation in society. An important area of study in the field of linguistics is the interaction of social and internal structural factors in language. As a result of the complexity of scientific and technological advancements that influence the communication life of society, it is noticed that current language life is growing more sophisticated and diverse. It was believed that locating this speech branch within the system of conventional functional styles is necessary for identifying the functional-stylistic approach to determining the primary characteristics of the mass media language. Print Networks, Manuscript Pamphleteering, and the Development of Prison Politics in Seventeenth-Century London

AbstractThe 1622 publication of Imprisonment of Mens Bodies for Debt marked the beginning of a decades-long tradition of anti-carceral activism in London's prisons. By recovering prison activists’ practices of publication and republication, the article reveals a vibrant world of textual production in prisons that enabled political interventions grounded in the material and structural conditions of incarceration. Anti-carceral activism relied on the varied uses of print and manuscript that formed part of the day-to-day experience of incarceration. These local practices were combined with new processes of national political communication, from parliamentary petitioning and news printing in the 1620s, to manuscript pamphleteering and the demand for legal texts in the 1630s, and the explosion of radical printing and political agitation in the 1640s. Operating at the intersection of quotidian textual practice and developing forms of political communication, prison activism became engaged in wider currents of national debate. Thus, the article demonstrates how a relatively marginal social constituency could utilize these modes and networks of political communication across multiple media and how, in turn, such groups could both develop connections to radical political networks and come to imagine their cause as part of a wider political moment.

THE RUSSIAN SYSTEM OF CIVIL EDUCATION IN THE CONDITIONS OF DIGITAL TRANSFORMATIONS AND NEW GEOPOLITICAL CHALLENGES

The current digital revolution has already led to a significant transformation of the content, methods, forms and intensity of civic participation in the socio-political life of almost all states of the world. Modern information and communication technologies have influenced the forms and mechanisms for the implementation of public policy in general, have transformed the process of political communication, creating a new virtual dimension of the public sphere. Obviously, the changes that have taken place require citizens to master new competencies that will allow them to effectively interact both with each other and with government institutions within the framework of a new social and political reality. Therefore, the problem of forming a new, civic competence is one of the key ones in the context of the current process of digitalization of politics and management. The relevance of the issues under study is determined, on the one hand, by the extraordinary acceleration of the pace of development and transformation of all spheres of society, which, in turn, dictates the need to create tools to speed up and simplify the process of adaptation, both for each specific individual and socially political institutions, to a rapidly changing reality, and on the other hand, the task of preserving and strengthening the existing political system of the Russian Federation and the foundations of the constitutional order, which is of particular importance in the context of ongoing information wars, the spread of fakes, including the activities of state authorities and state structures, global problems (such as turbulence in world politics, the COVID-19 pandemic, terrorism, climate change, lack of natural resources) and local (unemployment, separatism, poverty), as well as a number of other dangers and threats that continue to face modern states. This article is aimed at forming the conceptual foundations for optimizing the system of Russian civic education in the face of new challenges and risks. The authors pay special attention to the theoretical understanding of the «civic education» concept, identifying its features and functional characteristics. Based on a comparative approach, the authors analyze the scientific literature that touches upon the issues of civic participation, education, forms and methods of its improvement in modern conditions. In conclusion, the authors turn to concrete examples and formulate recommendations for the successful formation of a conceptual model for optimizing the Russian system of civic education.

The Viral Water Cooler: Talking About Political Satire Promotes Further Political Discussion

ABSTRACT Much effort has been devoted into understanding the participatory outcomes of political satire. Despite the increased impact of social media in disseminating political information online, however, researchers have not yet examined the potential role of social media in the relationship between political satire consumption and political communication processes. This study uses a three-wave panel survey to test the effects of both viewing political satire (intentionally) and incidental exposure (via shared content on social media) to political satire on political discussion, mediated by the viewers’ conversation about the content of political satire. This study also examines how Affinity for Political Humor (AFPH), specifically its social cohesion dimension, moderates those relationships. Results demonstrate that regardless of whether the exposure was incidental via social media or not, exposure to political satire increased political discussion, mediated by conversation about political satire. This indirect effect differed by individuals’ level of AFPH. These results indicate that viewing political satire, even when it is incidental, can make people more likely to talk about the content of the satire programs, which in turn can promote their political discussion in general. This effect was found to be more prominent among those who score high on AFPH.

Evaluasi Komunikasi Politik antara Elit Politik dengan Masyarakat Kecamatan Ilir Timur III Kota Palembang

This study discusses the evaluation of political communication between the political elite and the community in 9 Ilir Village, Ilir Timur III District, Palembang City. In this study, the approach used is a qualitative approach, with 6 informants. This research was conducted in 9 Ilir Village, Ilir Timur III District, Palembang City. Data collection techniques using observation techniques, interviews and documentation. The data analysis technique used interactive analysis with steps of data collection, data reduction, data presentation, and drawing conclusions. The results showed that the evaluation of political communication between political elites and the community in 9 Ilir Village, Ilir Timur III District, Palembang City so far has gone well, this can be seen from the political communication process of the political elite, in simple terms, the communication process consists of several elements, namely: Communicate as a giver of information; Information, data, facts, or opinions as the message conveyed; and Communicators as recipients of information. In addition, communication will require media or means in the process of delivering information from the communicant to the communicator. After the delivery of information occurs, then there will be reciprocity of the communication process. Likewise, in political communication, in the process there is an exchange of political information from the communicant to the communicator.

Political Communication and Deliberative Democracy

Abstract The problem of political abstention of voters leaves democratic institutions without content. That is why the role of political communication in the context of the essential development of democracy is becoming very relevant today. We are interested in how deliberative communication, as a model of political communication, is connected with the mobilization of voters in political processes, which is how democracy is realized. The meaning of deliberatization is based on the idea of bringing stakeholders closer to a consensus through a free and equal dialogue of political communication in the communication community. In this way, a better legitimacy of political decisions is achieved. It is a process of discursive political communication that "creates and maintains" the actions of the government. The research question of our article was how scientific and professional theory look at the role of deliberative communication, as a model of political communication, in the process of political participation of political stakeholders in the communication community today. We assumed (the hypothesis) that scientific theory looks optimistically at the role of deliberative communication. In the article, we used the descriptive method and the method of analysing scientific and professional texts. We carried out the research with a review of domestic and foreign editions of professional books, monographic publications, original scientific articles, and research results. We obtained data using the Cobiss and Google Scholar databases. The results of the research showed that scientific theory views deliberative communication as a promising experiment and evolution in the realization of deliberative democracy..

OMNIBUS LAW CIPTA KERJA IN POLITICAL DISCOURSE AND PUBLIC OPINION

The government decided that the omnibus law technique was a new legal breakthrough as an option to accomodate various overlapping multi-sector regulations. Law 11 of 2020 is projected to accelerate economic growth and increase the nation’s competitiveness by opening up the widest possible space for facilitating the business and investment climate to face the competition in the digital ecosystem of the world economy and global governance. This regulation raises debate in the public sphere, because this is suspected that the political process that occured during the legislative stages was formally flawed without the involvement of public participation. The dilemma between the policy agenda and the public agenda then continous through the communication media. This study aims to reveal the phenomenon of public opinion about the omni bus law of job creation and public participation in determining public affairs with multi-sectoral dimensions. Public opinion in the public sphere shows of the process of political communication that occurs as well as interaction between the policy agenda and the public agenda. The theoritical paradigm of phenomenology and research is critical in constructing an analytical descriptive approach with qualitative methods used to determine the relationship between the policy agenda, media agenda, and public agenda with various influencing factors.

Cross-Cutting Affiliation in Regional Election in Indonesia

This paper aims to reveal how the political background colors the political communication process in winning Abu (Muhammadiyah) and Lilik (Muslimat Nahdatul Ulama) in the 2018 regional election in Kediri City. This research uses qualitative research methods with instrumental case study approach, and we use data collection techniques in the form of in-depth interviews and documentation. The results show that the different political backgrounds of the candidates actually create cross-cutting affiliations between Muhammadiyah and NU Muslim society in Kediri City to provide support for Abu and Lilik in the Kediri City regional election. This cross-cutting affiliation is not created naturally, but is determined by ‘Wong Tebangan’ as King Maker. Political lobbying by a ‘Gus’ attracted support from several NU kyai in Kediri City. Then, holding regular NU Muslimat recitations and stall forums became a means of maintaining the integrity of support for attacks from other candidates. Finally, the research also revealed how Javanese beliefs, modern political instruments, and religion are used in winning elections.

ACEH GOVERNMENT POLITICAL COMMUNICATION IN THE PROCESS OF DETERMINING OFFICER (Pj) GOVERNOR, REGENT AND MAYOR 2022 (Reflecting on the history of post-Tsunami Aceh Political communication)

Reflecting on the history of Aceh's political communication in ensuring peace stability and sustainable development, 2022, as the beginning of the political year, the 2024 General Election stage is also a new milestone in the dynamics of Aceh's political communication. Considering that the legal, legal and democratic leadership elections will only be held in 2024. Maintaining the stability of the regional government in the midst of the complexity of the problems, including in preparation for the implementation of the grand celebration of democracy is both a challenge and an opportunity. One of them is filling the acting head of the region by involving the process of regional and national political communication. Moreover, the tenure of almost three years. In July 2022, Aceh has 10 regional heads whose terms of service have ended. The transition of government in addition to filling vacancies, of course, is to maintain the stability of the running of the government which ensures the sustainability of regional and national development until a definitive regional head is elected. This research is important and interesting to understand the political communication process of the Aceh government in determining the official (Pj) based on the history of Aceh's political communication. This study focuses on reflecting on the history of post-peace Aceh political communication into lessons learned in the application of political communication in the process of determining officials (Pj). This research is a literature review, observations and interviews of characters. The research data was examined qualitatively descriptively. The results of the study are that understanding the history of the dynamics of Aceh's political communication can foster effective contemporary political communication for the Aceh government and stakeholders in the process of determining the acting (Pj) Governor, including Regents and Mayors. Political communication is applied directly or indirectly. Directly, the Aceh government conducts executive and legislative political communication both at the central and regional levels, recommends candidates to the Ministry of Home Affairs, and carries out political communication efforts with the President. Meanwhile, indirectly by involving all elements, among others; Universities, Ulama, Non-Governmental Organizations and mass media. An incumbent (Pj) who is expected in general, who has integrity, credibility, capacity, capability, understands Aceh's local wisdom.

The Image of the Modern Regional Leader: Network Analysis Results

The paper is devoted to the analysis of the process of political communication in the conditions of networkization of public space. The sign-symbolic level of political communication is considered on the example of the content-semantic filling of the image of a regional political leader. The purpose of this research is to analyze the content of the political image of the leader and to identify the presence or absence of manifestation of the effect of networking in it. The objectives of the study are to study the goals, the principles of their implementation and the features of communication with other representatives of power and society, which are presented in the content of the image of a political leader. The study uses a set of empirical methods, including non-directional quantitative content-analysis, network data analysis and linguistic analysis. The results of the content analysis are displayed on the tag cloud, and the results of the network analysis are displayed on the thematic graph. The theoretical basis of the study was the theory of the information society and such concepts as “image”, “image-role construct”. According to the results of the study of the text array, which included two large, detailed interviews with the governor of the Nizhny Novgorod region G. S. Nikitin in 2019 and 2020, it was concluded that one of the most common image-role constructs in an interview in 2019 were the following: “leader-industrialist” (aimed at the development of industrial production); “leader-builder” (in particular, he is ready to develop the construction industry of the region); “leader-organizer” (open to new projects and challenges, focused on the successful organization and holding of festive events dedicated to the anniversary of Nizhny Novgorod), “leader-athlete” (advocates for the development of sports in the region). The most common image-role construct in an interview in 2020 was such a meaningful and semantic construct as “leader-manager” (an effective manager who manages the region by coordinating actions with various structural divisions of the government and municipalities). Based on the results of a generalizing analysis, the conclusion was drawn that in the content of the image of a political leader, there was a certain change in the manifestation of the effect of networkization from the polythematic and heterarchy of key topics (in 2019) to the decentralization of the symbolic subject of decision-making and implementation (in 2020).
