The Role of Adaptive Management in the Resilience and Growth of Small and Medium Size Enterprises

Small and Medium Size Enterprises (SMEs) are the backbone, and the main stimulus of development, and studies demonstrate that these businesses play an essential role in the economic growth of the global economy. Adaptive management is a crucial approach for enhancing the resilience and growth of SMEs in today's dynamic and unpredictable business environment. The purpose of this study is to determine the role of adaptive management in the resilience and growth of SMEs. A qualitative technique was employed as the research method in this study to collect and analyze data to ascertain the role of adaptive management in the resilience and growth of SMEs. The population of this study constitutes SME owners and managers within South Africa and a straightforward random selection process was used to choose the 20 of them to participate in the study. Atlas ti was used to code and analyze transcripts, produce network diagrams, and visualize data. It is evident from the findings of this study that poor management in an enterprise would inevitably result in the failure of the business. This implies that SMEs that embrace adaptive management principles demonstrate a higher capacity to navigate through uncertainties and capitalize on emerging opportunities, thus fostering resilience and sustainable growth. This suggests that for small businesses to succeed, SME owners and the government should collaborate to find solutions to most managerial problems faced by businesses so that the enterprises can grow and be sustainable.

ЕВОЛЮЦІЯ АДАПТИВНОГО МЕНЕДЖМЕНТУ В КОНТЕКСТІ ЦИФРОВОЇ ЕКОНОМІКИ: ВИКЛИКИ ТА МОЖЛИВОСТІ

The article explored the essence and main principles of adaptive management in the digital economy, including flexibility, decentralization, ability to self-organize, and focus on results. The scientific novelty of the study consists in the comprehensive analysis and systematization of modern approaches to adaptive management, taking into account the specifics of the digital economy. The concept of adaptive management was formed as a modern approach to management that allows organizations to quickly respond to changes in the external environment, constantly adjusting strategies, structures and processes to ensure maximum efficiency and sustainability. Key factors affecting the evolution of adaptive management were assessed, including technological progress, globalization of markets, changes in socio-economic conditions, new approaches to human resource management, and environmental instability. Recommendations were developed for the use of new approaches and tools such as Agile, Lean and Scrum, which ensure effective management in the context of digital transformation. The leading benefits of implementing adaptive management for enterprises were identified, including increased flexibility, efficient use of resources, increased employee engagement and better risk management. The risks and challenges arising in the conditions of digitization of business processes and digital transformation, as well as the opportunities arising from the use of innovative technologies and management methods, were assessed. The article analyzed the relationship between adaptive management and innovation, showed how flexible management approaches contribute to the development of a corporate culture of innovation, the creation of new products and services, as well as increasing competitiveness in conditions of high uncertainty. the article offers a comprehensive overview of the opportunities and challenges of adaptive management in the digital economy, emphasizing its important role in ensuring the sustainable development of enterprises. The given research results allow enterprises to develop effective management strategies that meet the requirements of the modern dynamic market.

A science and management partnership to restore coregonine diversity to the Laurentian Great Lakes

Similar to many freshwater ecosystems, the Laurentian Great Lakes of North America have undergone numerous anthropogenic stressors resulting in considerable loss of biodiversity and habitat. Among Great Lakes fishes, the coregonine sub-family has endured the most extensive declines, including extinction of several species ( Coregonus johannae, C. alpenae, and C. kiyi orientalis) and at least 10 instances of local extirpations of other species ( C. nigripinnis, C. reighardi, C. zenithicus, C. hoyi, and C. artedi) across all 5 lakes, much of which occurred prior to the 1960s owing to overfishing, interactions with non-indigenous species, and habitat loss. Despite these declines, no federal-, provincial-, or state-mandated actions were ever implemented to conserve coregonine diversity, potentially because so much of the coregonine declines occurred prior to the enactment of federal conservation legislation. Possible explanations for inaction since enactment of that legislation include insufficient data on biological vulnerability or threats, unresolved taxonomy, and limited support from the fishery management agencies and their stakeholders prior to the 2000s. In recent decades, however, several fishery management agencies have undertaken efforts to re-introduce coregonine diversity. These efforts helped lead to development of a science-based framework to restore coregonines that was universally endorsed by fishery managers representing eight U.S. states, four U.S. tribal organizations, and the province of ON, Canada, in May 2018. The basin-wide framework is based on principles of conservation biology and adaptive management. We describe details of its key steps, including planning, restoring, and evaluating, while also describing recent implementation efforts to develop methods, improve available resources, and enhance coordination across the basin. Although our paper describes a regional effort to restore native coregonines, our adaptive-management approach could be used by other multi-agency stakeholders seeking to conserve or restore native fishes.

Involving adaptive management principles allows for quick response to changing market conditions and rational allocation of expenses across projects and departments. Enterprise involvement in cooperation processes is a separate direction of adaptive potential accumulation that simultaneously expands the strategic controlling area. The aim of the article is to develop theoretical positions, methods, and practical recommendations for forming a cost management system based on the principles, procedures, and tools of strategic controlling. The research hypothesis is based on the necessity to update the cost management system of the enterprise by expanding cost management methods with strategic control tools and implementing cost-level adjustment adapters aligned with the business capabilities and results of strategic enterprise choice. The proposed adaptation mechanism fully complies with the functions and tasks of strategic and operational controlling. The article suggests that the classic approach to cost control can be enhanced by incorporating adaptation and mutual learning loops into the cost management system. It have been proved that strategic controlling should focus on anticipatory adaptation and formulating reference models for consolidated business capabilities within the integrated corporate entity, while operational controlling should regulate the level of costs using budgeting and plan-fact methods based on the capability map. It has been noted that a cost management system based on the principles of strategic control cannot be created independently of the general system of corporate governance, and the organization of strategic control involves coordinating the parameters of strategic choice of a corporate group with the processes of consolidating business capabilities and defining cost adjustment benchmarks. This approach ensures that the parameters of strategic choice will coincide with the parameters of corporate governance of the integrated group, with the main object of management being the value and needs of consumers in the output of the integrated value chain formation. The structure of enterprises integrated corporate association strategic choice about cost formation chains consolidation has been carried out. The logic of using the classifier of deviations causes in the costs level within the strategic controlling system has been determined. This logic have been mapped on the cost management system adapters work. Wetland phosphorus dynamics and phosphorus removal potential.

Wetlands are typically defined as inundated areas with hydric soils forming a transitional zone between terrestrial and aquatic systems. Wetlands have numerous ecosystem benefits, one of which is the potential to mitigate or reverse eutrophication of surface water bodies. The physical, chemical, and biological processes governing phosphorus cycling in wetlands are nuanced and complex; understanding these has direct relevance to the restoration of wetlands, particularly for projects aimed at improving water quality in adjacent water bodies. This literature review summarizes these processes and provides recommendations relevant to restoration of permanent and semipermanent flow-through wetlands, such as those in the Upper Klamath Basin of Oregon. It also reviews several wetland restoration studies assessing phosphorus removal. In summary, appropriately designed and managed wetlands can remove 25% to 44% of inflowing total phosphorus. Deposition of particulate matter, adsorption, uptake by biomass, and peat accretion are the primary phosphorus sequestration mechanisms in wetlands, depending on site-specific conditions (e.g., growing season length, vegetation communities, and soil type). In areas with relatively short growing seasons and where wintertime loads are targeted for treatment, as in the Upper Klamath Basin, deposition of particulate matter will be the primary mechanism for phosphorus sequestration in wetlands given that two of the three remaining processes occur during the growing season. Recommendations to maximize phosphorus sequestration in wetlands include the following: designing wetlands for hydraulic residence time of several days to weeks, managing wetlands for rapid establishment of wetland vegetation with limited decomposition potential (e.g., tule [hardstem bulrush] to facilitate peat accretion), and flooding during periods with low water temperatures and initially isolating restored wetlands from adjacent water bodies (both to minimize diffusive flux of phosphorus from wetland sediment to the water column). Relevant to the Upper Klamath Basin, there is also justification to prioritize areas with relatively high particulate phosphorus load given the potential limited capacity for phosphorus treatment associated with other sequestration mechanisms. Finally, a combination of mitigation and restoration strategies is necessary to achieve water quality objectives, meaning that wetland restoration alone may not be sufficient. Monitoring is advised to facilitate application of adaptive management principles. Recovering from COVID – Improving operating room capacity

IntroductionCOVID-19 pandemic required that health systems made great efforts to mitigate the impact of high demands of patients requiring treatment. Triaging surgical cases reduced operating room capacity. Immunizations, massive testing, and personal protective equipment enabled re-activation of operating rooms. Delayed and newly added cases has placed stress on the system. We hypothesize that standardization in practice for tasks performed between anesthesia ready and surgery start time, also known as “prepping time”, can reduce operative time, improve efficiency and increase capacity. The aim of our project was to create and implement a best practice standardized prepping protocol, to explore its impact on operating room capacity.MethodsOnce local policies allowed re-opening of the operating rooms, our multidisciplinary group developed a working plan following Adaptive Clinical Management (ACM) principles to optimize surgical prepping time. Using electronic medical record (EMR) data, surgeons with the lowest surgical prepping times were identified (positive deviants). Their surgical prepping time workflows were reviewed. A clinical standard work (CSW) protocol was created by the team leader. New CSW protocol was defined and implemented by the leader and then by the rest of the surgeons. Baseline data was automatically extracted from EMR and analyzed by statistical process control (SPC) charts using AdaptX. Balancing measures included “last case end time” and rates of surgical site infections.ResultsA total of 2506 patients were included for analysis with 1333 prior to intervention and 1173 after. Team leader implementated the new CSW prepping protocol showing a special cause variation with an average time improvement from 14.6 min to 11.6 min and for all surgeons from 13.8 to 12.0 min. Total cases per month increased from 70 to 90 cases per month. Baseline ‘Last Case End Time’ was 15.7 min later than the scheduled. New CSW improve end time with an average of 20.8 min before the schedule. Baseline surgical site infection was 0.1% for the study population. No difference was seen after implementation.DiscussionVariations in performance can be quantified using funnel plots showing individual practices allowing best practice to be identified, tested and scaled. Implementation of our surgical prepping time protocol showed a sustainable increase in efficiency without affecting quality, safety or workload. Dysfunctional information feedbacks cause the emergence of management panaceas in social-ecological systems: The case of fish stocking in inland recreational fisheries

Social-ecological systems are characterized by interconnections between social (e.g., angler communities) and ecological systems (e.g., fish populations in lakes and rivers). One means by which human actions feedback on ecosystems is through management actions, some of which are controversial due to the possible downsides for biodiversity and ecosystem functioning. In complex systems, sub-optimal management strategies may become entrenched. In such cases, leverage points must be identified to escape undesirable stable states. Based on a review of published and grey literature about the management practice of fish stocking in German inland recreational fisheries, we describe key pathways characterizing social-ecological interactions and resulting outcomes. The pathways we review suggest that missing or dysfunctional information feedbacks predispose privately governed fisheries-management systems typical of Germany to develop stocking as a panacea in operational management. Similar outcomes are likely in open access recreational fisheries. Three key feedback cycles reinforce each other to maintain stocking in the manager's toolbox. The first is that the lack of dedicated monitoring in many fisheries and ignorance of research results breaks a feedback signal from the management measure of stocking to the evaluation of outcomes. The lack of ability of those involved in stocking to conclusively learn when stocking works and when it fails to deliver additive effects reinforces personal norms by managers and anglers that stocking may be necessary to sustain fisheries. A related second feedback is that stocking may increase catch rates in the short-term, which increases angler expectations for catch and stocking as a safeguard of the catch, in turn fostering linear cause-and-effect mental models and the emergence of a pro-stocking social norm among anglers. A third key feedback is among hatchery operators and fisheries managers in fishing clubs, where hatchery operators are often key informants about stocking practices while concurrently having commercial interests to sell fish for stocking. This creates economic incentives that perpetuate stocking. The amount of resource investments by angler communities through stocking is additionally fostered and maintained by monetary resource availability, size and type of ecosystem that is managed and governance processes as well as political inertia. Thus, the maintenance of stocking as a panacea is intimately linked to a range of psychological, social, economic and governance drivers. We use our case study to illustrate how information-related feedback loops can trap natural resource management strategies into a suboptimal basin of attraction, and provide recommendations on leverage points to possibly break these loops. Collaborative active adaptive management of natural resources and reducing the temptation to rely on economic incentives by hatcheries may be needed to introduce possibilities for learning and thereby avoid the entrenchment of stocking and related activities as a panacea. The lessons learned around stocking are applicable to a range of social-ecological issues in recreation and planning whenever feedback flows of information are critical to direct management and when these flows are either distorted by disinformation, wrong incentives or not present at all. ISSUES OF IMPLEMENTATION OF SYSTEM OF CONTROL IN SUSTAINABLE FINANCIAL AND ECONOMIC MANAGEMENT OF INDUSTRIAL ENTERPRISES

In recent years, pondium problems in many countries around the world have created a financial crisis, negatively affecting the macroeconomic performance of many countries, which has led to a decline in gross domestic product (GDP) as well as greater problems in economic development. The globalization of economic processes in the world has increased the uncertainty of the external environment in the national economy of both individual and national economies as a whole, creating the need to develop scientifically based methods and approaches to effective management of industries. Today, the formation of an effective management system of the economic system must be based on the principles of sustainable development. Management should be carried out in order to achieve the level of financial sustainability of the enterprise, on the one hand, and on the other hand, in accordance with the strategic objectives of the actual situation of the business entity. This is because the existence of objective uncertainty in the external environment of the enterprise and the subjectivity of decisions make it necessary to develop a control system for the stability of the enterprise, which should allow the formation of optimal management decisions aimed at increasing financial and economic stability. Thus, the stability of an economic system based on scientific methods of modeling and optimization in a dynamic environment, based on preventive measures and the principles of adaptive management. Mapping small‐scale fisheries through a coordinated participatory strategy

AbstractThe knowledge of small‐scale fisheries (SSFs) is important to develop management policies and mitigate the competition for marine resources. However, spatially explicit information is often unavailable at the regional and subregional scale. We designed and tested a novel participatory approach to map the SSF fishing effort using the Mediterranean sea as a case study. We applied the approach in eight countries (Albania, Croatia, Italy, Libya, Malta, Montenegro, Slovenia and Tunisia) characterized by different cultural, social, political and ecological features. The results provided quantitative and spatially explicit information on fishing operations on a fine‐scale resolution, contributing to overcome the pragmatic and budgetary constraints that to date have prevented an accurate assessment of SSFs worldwide. This novel participatory approach is inspired by the principles of governance, adaptive management, cross‐national cooperation and spatial planning, thus supporting the ecosystem approach to fisheries and has the potential to provide a useful complement to traditional assessments.

АДАПТИВНИЙ МЕНЕДЖМЕНТ ЯК ЧИННИК ЗАБЕЗПЕЧЕННЯ ЕФЕКТИВНОСТІ ДІЯЛЬНОСТІ СУБ’ЄКТІВ РЕСТОРАННОГО БІЗНЕСУ В УМОВАХ НЕВИЗНАЧЕНОСТІ

The dynamism of external business environment creates the need for theoretical development and practical implementation of more effective management tools for business entities. This issue is gaining relevance in the context of crisis phenomena in the national economy of Ukraine, caused by quarantine restrictions due to COVID-19 and deployment of full-scale military operations against Ukraine. One of the most vulnerable business categories in these conditions is restaurant business, which financial performance directly depends on established regulatory restrictions and socio-economic well-being of the population. That is why the implementation of adaptive management concept is a guarantee of financial efficiency of business management and the ability to adapt to current market conditions. The purpose of the article is to determine the role of adaptive management and to highlight its effective tools in the context of ensuring the efficiency of management of restaurant enterprises in the conditions of aggravation of crisis phenomena in Ukraine. The role of adaptive management in ensuring the efficiency of the restaurant business in the conditions of crisis phenomena in the economy of Ukraine is considered. The role of the restaurant industry in the formation of national wealth is considered. There was noted that the business activity of restaurant business is significantly deteriorating under the influence of crisis events, in particular quarantine restrictions caused by COVID-19 and beginning of a full-scale war against Ukraine. The genesis of approaches to managing a business organization, which are used at the current stage of the development of economic science, with the aim of adapting it to external changes, is presented. The main measures to increase the efficiency of the restaurant business in conditions of uncertainty in accordance with the principles of adaptive management are presented, in particular: repurposing to address delivery mode, active implementation of modern information and communication technologies, transition to flexible and transparent work schedule.

ОСОБЛИВОСТІ АДАПТИВНОГО УПРАВЛІННЯ ПІДПРИЄМСТВОМ В УМОВАХ КРИЗОВИХ ЯВИЩ

The article examines the features of adaptive management of the enterprise in crisis conditions. Structural changes in the country’s economy, market uncertainty and unpredictable operating conditions necessitate the use of new approaches to manage and the search for effective tools to adapt to current realities. In this context, the concept of adaptive management is especially important. The purpose of this article is a generalization of theoretical principles of adaptive management of the enterprise in the conditions crisis phenomena and development offers on the increase of its efficiency taking into account real and potential threats to business environment. It is determined that an important prerequisite for ensuring the survival and development of the enterprise in the long run is its ability to quickly adapt to new realities, changing the parameters of its operation. Different authors’ approaches to the interpretation of the essence of adaptive management of the enterprise are considered and his author’s vision is proposed. The generalization of the results of scientific research allowed determining the subject and object adaptive management, to characterize the main components of the mechanism of adaptive management. The structural and logical scheme of adaptive management of the enterprise in the conditions of crisis phenomena is constructed. The sequence of stages of the process of adaptive management of the enterprise is proposed. It is determined that the adaptive management system cannot be universal, because it is situational in nature. Its structure and purpose directly depends on changes in the external environment, their importance and the degree of impact on the results of the enterprise and so on. Adaptation to changing operating conditions involves changing the structure and parameters of management influence in response to changes in external factors or internal parameters of the object of management. It is substantiated that the determining criterion for the effectiveness of an adaptive management system is its ability to quickly generate effective management influence that corresponds to the dynamics of changes in the external and internal environment of the enterprise.

Thematic and hotspot analysis of human-elk conflicts statewide in California

Human-wildlife conflicts are an important factor for consideration in wildlife management at urban-wildland interfaces. Effective and adaptive management of human-wildlife conflicts is needed to promote tolerance and coexistence of humans and wildlife. Anecdotal reports suggest a recent spike in human-elk conflicts in California, yet there has not been a systematic analysis of human-elk conflicts in the state. To better understand human-elk conflicts in California, we conducted thematic analysis of human-elk conflicts reported in the California Department of Fish and Wildlife’s Wildlife Incident Reporting (WIR) system. We also conducted a hotspot analysis using locations of human-elk conflicts reported in the WIR system and evaluated reports for principles of adaptive management. The WIR system contained n = 89 reports for elk and n = 78 of these described conflicts with elk. Overall, property damage (including crop damage) was the most common type of human-elk conflict reported, occurring in 69% of reports (n = 54/78), followed by non-competitive conflict with domestic animals (13%), competition with domestic livestock (12%), and habituation to humans (24%). We identified three hotspots of human-elk conflict in California in Del Norte, Kern, and San Luis Obispo counties. All incidents of human-elk conflict reported in the WIR system included at least one principle of adaptive management. We recommend modifications to the WIR system and interactions with property owners and stakeholders to enhance and facilitate adaptive management of human-elk conflicts in California.

Kesiapan Adaptasi Metode Beyond Budgeting Sebagai Upaya Pembaharuan Manajemen Kinerja (Studi pada Urban Style by Front One Hotel, Lampung, Sumatera Selatan)

This study aims to test the possibility of implementing control management using the beyond budgeting method. The method consists of 12 principles consisting of 6 principles of adaptive management and 6 principles of flexible organizational structure. This research was conducted with qualitative research by conducting a case study on a company in the hospitality sector (Urban Style by Front One Hotel in Lampung). Urban Style by Front One Hotel still uses a traditional budgeting system whose method does not create satisfaction for management in achieving it. Therefore, researchers try to introduce adaptive control management for the business environment, namely beyond budgeting Respondents in this study were the Management Team (GM and Staff) of Urban Style by Front One Hotel which consisted of General Manager, Human Resource Development, Front Office, Food and Baverage, Accounting and Finance, House Keeping, and Engineering. The data is primary data obtained by distributing questionnaires and interviews to the management team at Urban Style by Front One Hotel, respondents filled out questionnaires and interviews through zoom media because during the COVID-19 pandemic they could not conduct interviews directly. Data analysis using calculations introduced by de Waal (2003) which is symbolized by 3 colors, namely Green (ready), Orange (medium) and Red (not ready). The results showed that Urban Style by Front One Hotel could not apply the Beyond Budgeting method even though there was a desire to apply this method, relatively low readiness for change and there were corporations that had higher authority to change methods in management control.Keywords: Traditional Budget; Beyond Budgeting.

METHODICAL APPROACH TO MANAGING ECONOMIC SUSTAINABILITY OF ENTERPRISES

Studies have shown that there are four main methodological approaches to managing the economic stability of enterprises: functional, systemic, situational and process. The functional approach sees economic stability as a set of interrelated management functions that are the basis for the division of labor, organization of management processes and the formation of organizational structure. The systems approach is since economic stability is a set of interconnected elements that ensure the sustainable development of the enterprise by establishing optimal relationships between them and the formation of stable relationships. The situational approach is diametrically opposed to the system and is to develop a set of management actions to ensure the economic balance of the enterprise in a certain period in a particular market situation. The process approach to the management of economic stability is manifested in the form of development and implementation of strategic and operational management decisions that can ensure the sustainable operation and development of the enterprise. After analyzing these methodological approaches to managing the economic stability of enterprises and assessing their advantages and disadvantages, an integrated system-adaptive methodological approach was proposed. This approach, based on the advantages of functional, systemic, situational and process methodological approaches, provides a set of strategic and operational management actions aimed at reconciling elements of economic stability as a system, applying the principles of adaptive management to ensure effective level of economic stability. It should be noted the basic principles characteristic of the system-adaptive methodological approach to the management of economic stability of the enterprise: systemic - economic stability is considered as a system that contains interconnected elements; integrity - requires both economic stability as a whole and at the same time as one of the subsystems in the system of operation of the enterprise; structuring - involves the analysis of elements of economic stability as a system, as well as their relationship within a particular organizational structure; dynamism - takes into account the need to ensure economic stability in both the short and long term; equality - provides the same share of influence of all elements of economic stability as a system in determining the level of economic stability of the enterprise. Principles and process for developing participatory adaptation pathways in the primary industries

Adaptation pathways is an approach to identify, assess, and sequence climate change adaptation options over time, linking decisions to critical signals and triggers derived from scenarios of future conditions. However, conceptual differences in their development can hinder methodological advance and create a disconnect between those applying pathways approaches and the wider community of practitioners undertaking vulnerability, impacts, and adaptation assessments. Here, we contribute to close these gaps, advancing principles, and processes that may be used to guide the trajectory for adaptation pathways, without having to rely on data-rich or resource-intensive methods. To achieve this, concepts and practices from the broad pathways literature is combined with our own experience in developing adaptation pathways for primary industries facing the combined impacts of climate change and other, nonclimatic stressors. Each stage is guided by a goal and tools to facilitate discussions and produce feasible pathways. We illustrate the process with a case study from Hawke’s Bay, New Zealand, involving multiple data sources and methods in two catchments. Resulting guidelines and empirical examples are consistent with principles of adaptive management and planning and can provide a template for developing local-, regional- or issue-specific pathways elsewhere and enrich the diversity of vulnerability, impacts, and adaptation assessment practice.

Using Uncrewed Aerial Vehicles for Identifying the Extent of Invasive Phragmites australis in Treatment Areas Enrolled in an Adaptive Management Program

Higher spatial and temporal resolutions of remote sensing data are likely to be useful for ecological monitoring efforts. There are many different treatment approaches for the introduced European genotype of Phragmites australis, and adaptive management principles are being integrated in at least some long-term monitoring efforts. In this paper, we investigated how natural color and a smaller set of near-infrared (NIR) images collected with low-cost uncrewed aerial vehicles (UAVs) could help quantify the aboveground effects of management efforts at 20 sites enrolled in the Phragmites Adaptive Management Framework (PAMF) spanning the coastal Laurentian Great Lakes region. We used object-based image analysis and field ground truth data to classify the Phragmites and other cover types present at each of the sites and calculate the percent cover of Phragmites, including whether it was alive or dead, in the UAV images. The mean overall accuracy for our analysis with natural color data was 91.7% using four standardized classes (Live Phragmites, Dead Phragmites, Other Vegetation, Other Non-vegetation). The Live Phragmites class had a mean user’s accuracy of 90.3% and a mean producer’s accuracy of 90.1%, and the Dead Phragmites class had a mean user’s accuracy of 76.5% and a mean producer’s accuracy of 85.2% (not all classes existed at all sites). These results show that UAV-based imaging and object-based classification can be a useful tool to measure the extent of dead and live Phragmites at a series of sites undergoing management. Overall, these results indicate that UAV sensing appears to be a useful tool for identifying the extent of Phragmites at management sites.

A Legal Paradigm for the Health Inequity Crisis

People of color and the poor die younger than the white and prosperous. And when they are alive, they are sicker. Health inequity is morally tragic. But it is also economically inefficient, raising the nation’s healthcare bill and lowering productivity. The COVID pandemic only, albeit dramatically, highlights these pre-existing inequities. COVID sufferers of color die at twice the rate of whites. The cause, in large part, is structural inequality and racism. Neither the popular nor the scholarly discussion of health care inequity, while robust, has translated into palpable and rapid progress. This Article describes why health inequity has so far proven intractable. In the healthcare system, no one actor has both adequate incentive and adequate wherewithal to create progress. The healthcare system cannot solve the problem alone. To jumpstart reform, the Article makes the case for a new regulatory approach, grounded in principles of democratic experimentalism, cooperative federalism, and adaptive management. It draws inspiration from the examples that the Health Insurance Portability and Accountability Act (HIPAA) and the Clean Air Act provide. A federal health equity mandate, with funding and penalties for state non-compliance, will spur collaboration between federal, state, local, public and private entities, and start the U.S. on the path to remediating health care’s inequities.

Enabling Renewable Energy While Protecting Wildlife: An Ecological Risk-Based Approach to Wind Energy Development Using Ecosystem-Based Management Values

Acceptance of wind energy development is challenged by stakeholders’ concerns about potential effects on the environment, specifically on wildlife, such as birds, bats, and (for offshore wind) marine animals, and the habitats that support them. Communities near wind energy developments are also concerned with social and economic impacts, as well as impacts on aesthetics, historical sites, and recreation and tourism. Lack of a systematic, widely accepted, and balanced approach for measuring the potential damage to wildlife, habitats, and communities continues to leave wind developers, regulators, and other stakeholders in an uncertain position. This paper explores ecological risk-based management (RBM) in wind energy development for land-based and offshore wind installations. This paper provides a framework for the adaptation of ecosystem-based management to wind energy development and examines that framework through a series of case studies and best management practices for applying risk-based principles to wind energy. Ten case studies indicate that wind farm monitoring is often driven by regulatory requirements that may not be underpinned by scientific questions. While each case applies principles of adaptive management, there is room for improvement in applying scientific principles to the data collection and analysis. Challenges and constraints for wind farm development to meet RBM framework criteria include collecting sufficient baseline and monitoring data year-round, engaging stakeholder facilitators, and bringing together large and diverse scientific teams. The RBM framework approach may provide insights for improved siting and consenting/permitting processes for regulators and their advisors, particularly in those nations where wind energy is still in the early development stages on land or at sea.

An adaptive management approach for implementing multi-jurisdictional response to grass carp in Lake Erie

The Great Lakes are influenced by established aquatic invasive species (AIS) and the threat of new invaders persists. Grass carp, one of four species commonly referred to as Asian carp, are considered invasive because of their ability to adversely modify aquatic habitat through consumption of aquatic macrophytes. Grass carp have been infrequently detected in the Great Lakes since the mid-1980s. More frequent reports of grass carp captures from commercial fishermen in the early 2010’s elevated the concern of the potential risk of colonization in Lake Erie. This paper provides a case study detailing the development and implementation of a multi-jurisdictional response strategy for grass carp in Lake Erie. To respond to threats of grass carp in Lake Erie, Michigan and Ohio Departments of Natural Resources led targeted responses using a collaborative multi-jurisdictional approach, while simultaneously investing in reducing critical life-history uncertainties to refine strategies in an adaptive and science-based manner. Efforts to address uncertainties about grass carp life history documented spawning in two Lake Erie tributaries. Building on these early responses, the binational Lake Erie Committee developed a five-year adaptive response framework to guide response actions. The collaborative response efforts resulted in the capture and removal of 184 fertile grass carp since 2014, and efforts are ongoing to increase effectiveness of strategies to achieve desired population reduction. Coordinated grass carp response actions under the five-year strategy will continue using adaptive management principles with outcomes providing useful insights for adapting existing response frameworks and more broadly for AIS responses implemented elsewhere.
