Active armed offender: A novel clinical practice guideline for pre-hospital care in Ireland

Incidents involving pre-hospital clinicians responding, or being caught in, active situations of those armed with knives and guns are rising in Ireland. These high-profile and high-stress situations require prior planning to minimise loss of life and maintain the safety of paramedic staff. Better situational awareness has been identified by veteran paramedics involved in active armed offender incidents as a key priority in preventing assault of staff. This novel proposed Clinical Practice Guideline (CPG) for the Pre Hospital Emergency Council (PHEC) Ireland is based on existing similar guidelines in Australia. This CPG combines pre-hospital emergency guidelines with established tactical medicine principles from the military and police services worldwide. This CPG seeks to minimise harm to clinicians as well as inform them of appropriate clinical priorities while operating in an unsafe situation

Effective Strategies to Improve the South African Police Service's (SAPS) Capacity to Reduce Crime and Enhance Public Safety

This research delves into the critical issues of crime reduction and police service improvement in South Africa. South Africa faces a significant challenge: high crime rates, particularly violent crime and gender-based violence. This undermines public safety and necessitates a multifaceted approach to achieve a safer society. This research explores evidence-based strategies for crime reduction and police service improvement within the South African context. Main Topics: Crime reduction strategies we examine how evidence-based policing, situational crime prevention, and social crime prevention can be adapted and implemented effectively in South Africa. Strengthening the South African Police Service (SAPS): We analyze how to enhance the SAPS through improved resource allocation, specialized training programs, and a focus on community policing and trust- building. Key Arguments crime reduction requires a multi-pronged approach that addresses both criminal behavior and the underlying social factors that contribute to it. Typology Model Based Building and Land Infrastructure Structure Organization and Duties Bali Area Police

Polsek was a police station in the district that provides police services to the community. There are four types of Polsek, namely A, B, C, and D. Polsek in the Bali Area are 58 with types B and C. Polsek is expected to have adequate supporting infrastructure such as Integrated Police Service Center rooms, facilities for the disabled, children's playgrounds, breastfeeding rooms, detention cells, and parking, open spaces. However, the land area is only sometimes adequate. The analysis used interview methods, observation, literature studies, and SWOT analysis. The results show that Polsek's need for land Type B is 631.54 m2, and Type C is 377.14 m2. The SWOT analysis was in the strength and threat quadrant, so a policy is needed to evenly distribute the development of each Polsek type B and C, starting from land acquisition by the main tasks and functions of the police in serving the community.

Programmes promoted on police service websites to safeguard autistic individuals in Ontario, Canada: an inductive content analysis

PurposeThis study (1) explores what programmes police services promote for autistic individuals on their websites and (2) describes how autistic individuals are constructed in the information about these programmes.Design/methodology/approachAll 53 official police service websites in Ontario, Canada, were examined to determine which programmes were promoted for autistic individuals. Inductive qualitative content analysis was used to identify and describe how autism was constructed in the information about the programmes.FindingsAbout 64.8% of police services in Ontario, Canada, promoted at least one programme to autistic individuals and their caregivers. These programmes included Vulnerable Person and Autism Registries, MedicAlert™ and Project Lifesaver™. Autistic individuals were described as vulnerable using medicalised and tragic narratives of autism.Originality/valueAutistic individuals and caregivers have suggested several interventions to improve police-autistic individual encounters. Little is known about which interventions police services have adopted and which representations of autism are used to describe autistic individuals.

An exploration of the service and crime prevention performance of the municipal police departments of Taiwan’s counties: the perspective of broken windows theory

PurposeThis study aims to evaluate the service and crime prevention performance of law enforcement agencies in Taiwan’s municipalities. By analyzing these performances, the study seeks to improve the efficiency of police services through appropriate resource allocation, ultimately achieving enhanced crime prevention.Design/methodology/approachThe study utilized a two-stage data envelopment analysis (DEA) to construct performance metrics. In the first stage, the service performance of the police force was measured using the number of police officers and police stations as inputs and the number of patrols and temporary patrol boxes as outputs. In the second stage, crime prevention performance was assessed with the number of patrols and temporary patrol boxes as inputs and cases of violence, injury, intimidation and theft as outputs. Additionally, a truncated regression model was employed to analyze the impact of environmental variables such as per capita income, population density, proportion of the population with higher education and the unemployment rate on crime prevention performance.FindingsThe study found significant variations in both service and crime prevention performance across different municipalities. By identifying the most efficient and inefficient units, the analysis revealed critical insights into resource utilization and areas needing improvement. The regression analysis indicated that environmental factors such as higher per capita income, population density, education level and unemployment rate significantly affect crime prevention performance.Originality/valueThis research provides a novel approach to assessing police service efficiency and crime prevention effectiveness using a two-stage DEA model. By incorporating environmental variables through truncated regression, the study offers a comprehensive evaluation framework that can inform policy decisions and resource allocation strategies. This methodology not only highlights the performance metrics of law enforcement agencies but also underscores the influence of socioeconomic factors on crime prevention, contributing to the broader literature on public safety and resource management.

Searching for Justice: Indigenous Self-Determination over the Landfill Search as a Matter of Justice for MMIWG2S

“Search the Landfill” is an Indigenous-led movement for justice for missing and murdered Indigenous women, girls, and Two-Spirit people (MMIWG2S) which originated through Indigenous resistance to police racism in Winnipeg, Canada. The movement calls upon all levels of government to support and execute the search of the Prairie Green Landfill, just north of the City of Winnipeg, to recover the bodies of at least two of four First Nations women who were murdered in early 2022 at the hands of a white male serial killer. Through an analysis of the news articles, press releases, and reports, this paper explores the way in which Indigenous leaders resisted and rewrote the discourses that surrounded the search. By at once condemning the Winnipeg Police Service’s refusal to search the landfill and rejecting police authority and control over the decision-making process, Indigenous women who became the leaders of this movement crafted the space to articulate for themselves how and why the search must be done as a matter of Indigenous rights. This paper explores how Indigenous leadership offers glimpses of what a decolonizing approach to justice may look like in cases of MMIWG2S and which, in turn, invites further opportunities to problematize, subvert, and move beyond the Western legal norms and traditions.

IMPACTOS DAS ALTERAÇÕES RECENTES NA LEI MARIA DA PENHA: UMA ANÁLISE CRÍTICA DAS NOVAS MEDIDAS DE PROTEÇÃO ÀS MULHERES VÍTIMAS DE VIOLÊNCIA DOMÉSTICA

The Maria da Penha Law (Law No. 11,340/2006) is a milestone in the fight against domestic and family violence against women in Brazil, and is internationally recognized for its relevance. However, over the years, it has been necessary to adapt it to face new challenges and ensure its effectiveness. This research analyzes the changes made to the Law, seeking to identify the potentialities and limitations of these changes in strengthening protection measures for women victims of violence. The objective of this research is to understand the impact of these changes on the fight against domestic and family violence and on the protection of women. To this end, a bibliographic review was used as a methodology, complemented by a detailed analysis of the laws that modified the Maria da Penha Law. The relevance of this research lies in the need to evaluate legislative advances in addressing gender-based violence, a social problem deeply rooted in Brazilian culture. The research is justified by the urgency of analyzing the effectiveness of legislative changes, considering the social context and the importance of improving public policies aimed at protecting women. The results show that the main recent changes include improvements in police and forensic services, criminalization of non-compliance with emergency protective measures and increased enforcement of the law, regardless of the condition or motivation of those involved.

Navigating the digital beat: a review of social media as a public engagement tool in policing

PurposeThis article explores the changing nature of social media use as a public engagement tool by police services.Design/methodology/approachA comprehensive review is conducted of academic studies from criminology and policing journals. Sources are identified from key academic databases and are analysed in relation to three decades (2000–2009, 2010–2019 and 2020 to present) to show how the use of social media has changed over time.FindingsThe way in which social media is used in policing has changed considerably over time. From initial enthusiasm, it is found that there is growing scepticism in the use of social media as a public engagement tool. After an initial proliferation in use, there is then increasing consolidation and control in response to concerns about reputational risk.Research limitations/implicationsThe research highlights underlying dynamics of engagement and retrenchment, which offer important insights for how we understand public engagement and value creation in policing and emergency services more generally. We draw on academic research from English-language academic journals, but we have endeavoured to include research from the broadest possible range of countries.Practical implicationsThis study demonstrates how the police and other public services must respond to the growing use of social media by the public to maximise value creation whilst minimising the threats that come from potential value destruction.Originality/valueThis study is the first to comprehensively review the policing and criminology literature related to social media and to apply a public engagement lens to this analysis.

Identification of Motives of Children Working as Street Clowns in Manado City, North Sulawesi Province

Various activities are carried out by the community to meet their living needs. One activity that has become a new phenomenon seen in Manado City is street clowns. The phenomenon of street clowns can be found at intersections and at the entrances and exits of the Boulevard shopping area. They try to entertain the general public and drivers so that they get money, although the amount is not much. However, most of these street clowns are of school age and should not be active to earn income. This phenomenon is actually different from the culture of the Manado City Community in carrying out activities to earn income. This study was conducted to identify and analyze the motives of children who work as street clowns in Manado City. The results of this study can be used as a recommendation for the Manado City government in compiling a program to strengthen social institutions in the Community and in maintaining public order in public places. This study will be conducted using a qualitative method with a phenomenological approach. Data were collected through interviews with children who work as street clowns and with the leaders of the Social and Community Empowerment Service and the leaders of the Manado City Civil Service Police Unit. Conducting observations on the activities of street clown professions and collecting other supporting data through internet-based electronic library searches such as Google Scholar and ResearchGate. Data analysis through the stages of data reduction, data presentation and drawing conclusions and data verification. Children who work as street clowns in Manado City are school-age children. The main motive is to help parents meet their living needs through additional income. They come from suburban areas and have a community. The hope of feeling affection and attention and having time to play is very much needed by them.

The Participation of Street Food Sellers in Formulating the Policy of Revitalizing the Tegal’s Town Square Area as the Effort to Improve the Opened Green Zone

This research determined the participation of street food sellers in formulating and issuing the policy and determined the hindering factors of revitalization policy in the town square area of Tegal as the effort to improve the opened green zone. This descriptive qualitative research describes a variable in the form of spoken data from the informants and the observed behaviors of the informants. The researchers collected the data by interviewing the civil service police officers, the public work service and spatial planning, the cooperation of SME and trading, the housing and residential department, and the association of street food sellers; documenting; and studying the works of literature. The results found many regional government organizations participated in the formulation of revitalization policy. Then, they took the responsibility directly to the major of Tegal as the policy- maker of revitalizing the town square area of Tegal. The revitalization ran successfully. The government socialized the policy systematically and involved various actors including the street food sellers. However, from the eight socialization stage meetings for the street food sellers, only three socialization stages involved and coordinated with the street food sellers. The three meetings shared the divisions and relocation sites of the sellers, instruction, and empowerment. The revitalization of the green town square area also encountered some hindrances, such as limited socialization, lack of street seller confidence, and less representative relocated sites.

Elevate The Employee Performance: Interplay of Job Satisfaction as Moderating on Transformational Leadership Style and Work Environment

This study meticulously examines the moderating effect of job satisfaction on the relationship between transformational leadership, work environment, and employee performance in civil service police units members of Kampar Regency. The research method employs the SEM-PLS approach to provide better triangulation and elaboration of cases. Data is collected through surveys and follow-up interviews with civil service police officers in Kampar Regency as respondents. The findings reveal that transformational leadership style has a significant positive effect on employee performance, while the work environment has no significant effect. Transformational leadership style significantly influences performance through job satisfaction as a mediator. However, the work environment has no significant effect on performance through job satisfaction. These results highlight that leadership style and job satisfaction undeniably influence employee performance, but their effectiveness depends on various situational and contextual factors in civil service police units as public service agencies.

EKSISTENSI SATUAN POLISI PAMONG PRAJA (SATPOL PP) DALAM PENEGAKAN ATURAN ALKOHOL DI KABUPATEN LUWU TIMUR

One of the roles of the Civil Service Police Unit in East Luwu Regency is the Enforcement of Regional Regulation Number 3 of 2017 Concerning Control, Supervision and Order of the Production, Distribution and Sale of Alcoholic Beverages in East Luwu Regency. The purpose of this paper is to determine the Existence Of The Civil Servant Police Unit (Satpol PP) In the Enforcement Of Alcohol Regulations In East Luwu Regency. The research method uses a qualitative approach, a combination of a normative legal approach, and the addition of various empirical elements. The results of the study show that the existence of the Civil Service Police Unit in enforcing Regional Regulation Number 3 of 2017 concerning Control, Supervision and Order of the Production, Distribution and Sale of Alcoholic Beverages in East Luwu Regency is one form of contribution by the Civil Service Police Unit in the form of (1) intensive and external supervision, (2) guidance for places selling alcoholic beverages illegally, and (3) order for places selling alcoholic beverages illegally, the effectiveness of efforts to supervise the distribution of alcoholic beverages in East Luwu Regency.

Coordinated Multi-Agencies Patrols and Border Security along the Kenya-Somalia Border in Wajir County

Securing their boarders has become a concern for all countries globally. This is because unsecure boarders pose a serious threat both to national and international security of states. For instance, the porous Kenya-Somali boarder continues to pose a serious threat to the security and development of Kenya as a country. This study therefore sought to examine how coordinated multi-agencies patrols affects border security along the Kenya-Somalia border. It adopted a descriptive survey research design that used both quantitative and qualitative approaches. Stratified and simple random and purposive sampling techniques were used to collect data for the study. The tools utilized to get data were, questionnaires and interview schedule. Both qualitative and quantitative data were triangulated to provide robust illustrations of the key findings. Quantitative data was analyzed using descriptive statistics and presented as percentages, pie charts, and bar graphs. Qualitative data on the other hand was analyzed thematically and presented as quoted verbatim. The study found that joint coordinated patrols, joint intelligence gathering, sharing and analysis and sharing of resources among the various multi-agency teams played a crucial role in border security management. The study concluded that, the Kenya Police Service, the Kenya Defense Forces (KDF), and local administrative bodies have made significant stride in enhancing boarder security along Kenya-Somali boarder in Wajir County. The study recommended that, as far as the issue of joint multi-agency patrols are concerned, there is need to increase human resource and provide the necessary gears for effective multi-agency patrols. For further research, the study had restricted itself to the multi-agency’s cooperation and border security along the Kenya-Somalia border in Wajir County. However, a number of similarities in the multi-agencies’ cooperation was noticed, mostly through literatures. It would be prudent, to stretch out this research to other regions, to determine the applicability of these findings for the whole of the country Kenya.

Foreign experience of evaluating the effectiveness of police activity and the possibility of its implementation in Ukraine

The article is devoted to the study of foreign experience in assessing the effectiveness of police activities and the analysis of the possibility of its application in Ukraine. In particular, the author examines the foreign experience of evaluating the effectiveness of police activities in such countries as Austria, Great Britain, Estonia, Canada, Latvia, Lithuania, the USA, France, and the possibility of its implementation in Ukraine. Particular attention is paid to evaluation methods that combine quantitative and qualitative indicators of police performance. The authors point out the importance of internal and external control, with a significant role for public control, which is ensured through surveys, reporting and other forms of interaction with the public. The experience of foreign countries also includes the use of statistical reports on crime, such as in the United States and Austria, which allow not only to assess the work of the police but also to increase the level of trust in law enforcement agencies. It is concluded that the introduction of a point-based performance evaluation system should be applied to the personal assessment of each police officer. Based on the study, we conclude that in all foreign countries analyzed by us, today much attention is paid to the assessment of the effectiveness of police activities, which is due to the social purpose of its activities, but, given the existing legal system, organizational and legal framework for the activities of police units, and the adopted system of their management, the criteria for such assessment differ. In addition, we have found that certain forms of police performance evaluation, such as public opinion polls and annual reports on police performance, are common to both national and most foreign police systems. As a result of summarizing foreign experience in assessing the effectiveness of police activities, the author suggests using the following positive issues, namely: introduction of the above-mentioned US experience in Ukraine, since such ‘Crime Maps’ are available; use of the positive experience of the HM Inspectorate for Constabulary (UK) in the activities of the newly established Department of the Main Inspectorate and Human Rights of the National Police of Ukraine, in particular, in assessing the quality of police services.

Community engagement ‘completes the puzzle’: the significance and meaning of community engagement to officers

ABSTRACT Research on community engagement largely focuses on the potential benefits of such activities for police services, policing as an industry, and the larger community, such as reduced disorder and anti-social behavior as well as increased confidence and trust in police. Absent from this conversation, however, are the officers who voluntarily initiate or participate in community engagement and the significance of these activities to them. To address this gap, this study examines officers’ engagement in community initiatives and what those activities mean to them. This study uses qualitative data from semi-structured interviews with 26 officers of various ranks who voluntarily initiated and/or participated in a community-based program(s) or event(s). A thematic analysis of the data reveals three overarching themes on what community engagement activities bring to or mean to officers: (1) community engagement represents an opportunity to build relationships with community members; (2) community engagement is a welcomed opportunity to feel like officers are helping the community; and (3) community activities contribute to officers’ mental wellbeing. This study demonstrates that community engagement is significant and meaningful to the individual officers involved. Thus, not only does community engagement benefit the police service and community (as per the existing literature), it also has potential benefits for officers.

Debate: How much should nonspecialists be involved in mental health care for children and young people when resources are limited? Working with police forces to improve mental health crisis care for young people.

The last few years have seen a mental health crisis for children and young people in the UK, with more young people presenting to services at crisis point. Young people have reported that there is a general lack of support before reaching the point of crisis and police forces in the UK have seen a rise in callouts related to youth mental health problems. We provide an overview of the evidence for joint responses from police and mental health services and highlight the importance of including people with lived experience in the development of crisis services. Most of the available data relates to interventions for adults, with very few studies including children and young people. We outline a new study in the UK aiming to evaluate a joint response for young people experiencing a mental health crisis. Whilst resources for children and young people's crisis services remain limited, joint response models with police forces can help to provide much needed intervention.

Financial Literacy and Retirement Readiness:A Case Study of the Namibian Police Services

Retirement preparedness is a priceless process during one’s tenure of employment because no individual can continue working during his or her lifetime. However, the low levels of financial literacy among retired Namibian police officers compromises sound retirement planning. Financial stress upon retirement is particularly problematic for police officers in Namibia, and this study examined the nexus between financial literacy and retirement planning. The research was qualitative, allowing for an in-depth exploration of the personal experiences and challenges faced by retirees. There were interviews with 26 participants, purposively selected from retired Namibian police officers. In addition, five key informants in the human resources department of the Namibian Police services then corroborated information collected. Purposive-sampling enabled the research to target individuals with direct experience of retirement from the Namibian Police Service. Thematic analysis indicated that upon retirement, police officers found themselves in dire poverty, with no sustainable income sources. The process of determining pension amounts was opaque resulting in the police officers failing to determine the income gap they would face after retirement. There were no financial literacy training programmes for the police officers resulting in their failure to make sound investments during employment period. Therefore, the study recommended that the Namibian Police Services should implement financial literacy programmes, encourage officers to make sound investment decisions, and ensure that retirement becomes an attractive part of one’s lifetime

The Role of the Civil Service Police Unit in Public Order and Community Peace

The general background maintenance of public order and community peace is a critical aspect of local governance, particularly in urban settings where diverse populations coexist. Specific background reveals that the Civil Service Police Unit (Satpol PP) plays a significant role in upholding these values, yet there is limited research examining their effectiveness in specific districts. Knowledge gap persists in understanding the comprehensive functions and impacts of Satpol PP in maintaining public order within local communities. This study aims to analyze and describe the role of the Satpol PP in implementing public order and community peace in a specific district. Results indicate that the Satpol PP engages in various activities, including community outreach, training for local volunteers, and proactive measures to prevent disturbances, demonstrating a multi-faceted approach to their responsibilities. Novelty lies in the identification of active, participatory, and passive roles that the Satpol PP adopts, which offers a more nuanced understanding of their functions. Implications of this research suggest that strengthening the capacity of the Satpol PP could enhance community engagement and further improve public safety. By providing a detailed examination of their roles, this study contributes to the broader discourse on local governance and community development, offering insights that may inform policy and practice in similar contexts. Analysis Best Practice Policy Road Pricing to Overcome Negative Externalities of Motorized Vehicles in West Java

This research analyzes best practice policy road pricing in overcoming the negative externalities caused by motorized vehicles in West Java. Negative externalities, such as traffic congestion and air pollution, are major challenges for urban areas in West Java. Through implementation policy studies on road pricing in Singapore and London, this research analyzes the effectiveness of these policies in reducing congestion and improving air quality. The research methods used include literature reviews, policy analysis, and in-depth interviews. The research results show that road pricing can be an effective tool in reducing congestion and air pollution, if there is collaboration with the transportation department, police, and raharja services, adequate technology, effective outreach, and integration with improved public transportation. This policy must be designed holistically by taking into account related opportunities and issues. The role of communication, transparency and an inclusive approach is very important in increasing public acceptance of this policy.
