The Use of Artificial Intelligence Based Technology in English Language Teaching

Artificial Intelligence (AI) is a technology that enables computers and machines to simulate learning, understanding, problem-solving, decision-making, creativity, and computer-based human intelligence. AI is also one of the driving forces of the Industry 4.0 revolution to facilitate education in the teaching and learning process. This research aims to understand the role of AI in English Language Teaching (ELT) and to investigate AI technologies in ELT. This is a library research study. The results show that AI offers a conducive learning environment for English language learning. It has significant capabilities to create a personalized environment where learners use their senses to simultaneously practice English skills depending on their current English proficiency level, vocational needs, or interests. AI provides a real-life simulation platform for dialogue, such as spoken English, and enhances practical skills like writing. It increases students' practice capacity and optimizes the impact of English teaching in ELT. Learning English has become easier with the development of technology and platforms. AI technology offers opportunities to enhance English language skills. The availability of various learning technologies makes it easier for students to understand English. There are many AI-based ELT applications available for students to use. This technology, as a smart machine that thinks and behaves like humans, can simulate intelligence and make decisions similar to human reasoning through processes on computers or mobile phones, such as Google Translate, Able Platform, Orai, Elsa, Chatbot, Duolingo, Hello English Apk, and many others.

2.Y.2. International Health Regulations – role on disease control and global challenges

Abstract The International Health Regulations (IHR) are a legal instrument aimed to control infectious disease epidemics worldwide and that makes countries accountable for monitoring and promptly notifying the World Health Organization (WHO) of events that are likely to represent a public health emergency. The 196 signatory countries are bound by this international agreement. This workshop aims to present evidence on the role and updates of the IHR as a framework for global health preparedness. It will do that by exploring the main components of the IHR and their practical implications for public health practice, with particular emphasis on their function in preventing, detecting, and responding to cross-border public health threats. The workshop will feature four short presentations, in a total of 15 minutes, beginning with three presentations showcasing the findings of literature reviews covering various aspects of the IHR. These topics include the main challenges to implementation, the effectiveness of the IHR during the COVID-19 pandemic, its relevance to travel medicine and zoonosis prevention, and strategies for controlling vector-borne diseases. The last presentation will delve into the challenges and opportunities associated with implementing the IHR at both national and international levels, in the context of the proposals from the Working Group on Amendments to the International Health Regulations (2005). Throughout the workshop, emphasis will be placed on understanding how the IHR facilitate collaboration and coordination among countries during health emergencies, as well as the importance of capacity-building, information sharing, and multisectoral collaboration. This structure will allow for discussion aimed at areas for improvement to the IHR, especially in the context of its revision process and global health governance. We believe the added value of this workshop will be creating a platform for critical analysis and dialogue, sharing insights into the evolution of the IHR, ongoing debates, controversies, and emerging trends in global health regulations. Performing national independence through medical diplomacy: tuberculosis control and socialist internationalism in Cold War Vietnam.

This article explores medical diplomacy as a means of navigating distinct but related nation-building and internationalist projects during the Cold War. It examines how medical professionals from the Democratic Republic of Vietnam (DRV) utilized their expertise to bolster foreign relations and assert national independence. This article focuses on how three tuberculosis (TB) specialists - Đặng Đức Trạch, Phạm Ngọc Thạch and Phạm Khắc Quảng - adopted, adapted and circulated techniques of TB control, including a modified version of bacillus Calmette-Guérin (BCG) vaccine. Amidst these endeavours, these medical-doctors-cum-diplomats navigated various forms of internationalism while soliciting medical assistance. Their roles within the DRV's state apparatus were prominently showcased from the 1950s to the 1970s, particularly at international gatherings such as the conferences of Ministers of Health of the Socialist Countries (MOHOSC). Because of the political complexities inherent in socialist internationalism, these conferences provided a crucial platform for dialogue among socialist nations when other avenues were limited. Consequently, the DRV's medical experts cultivated goodwill and garnered political support, despite encountering mixed results in their TB control initiatives.

The Bodhisattva in T. S. Eliot’s “The Waste Land”: A Journey through Spiritual Desolation

T.S. Eliot's seminal modernist poem "The Waste Land" has long been recognized for its intricate web of literary and philosophical allusions, including references to Mahayana Buddhism. This paper aims to examine the presence and significance of the Bodhisattva, a central figure in this tradition, within the poem. By leveraging Sallie B. King's theory of Buddha Nature (1992), which posits the inherent potential for enlightenment within all beings, this analysis seeks to shed new light on Eliot's portrayal of spiritual desolation, disillusionment and the quest for transformation. Through the lens of Buddha Nature, the fragmented characters and desolate landscapes depicted in "The Waste Land" are re-examined, revealing hidden layers that resonate with the notion of inherent enlightenment in apparent spiritual crisis. The paper explores how Eliot's engagement with Buddhist philosophy, as reflected through the concept of Buddha Nature, bridges eastern and western worldviews, offering a platform for cross-cultural dialogue and interpretation. By synthesizing King's scholarly insights with literary analysis, this paper sheds light on the transcendent potential embedded within the poem. It seeks to unravel Eliot's nuanced exploration of human suffering, the quest for enlightenment, and the interplay between spiritual emptiness and the inherent Buddha Nature. The Bodhisattva's commitment to guiding others toward enlightenment echoes the potential for transformation and renewal embedded within Eliot's desolate world. Through this analysis, the paper aims to contribute to the ongoing scholarly discourse surrounding Eliot's masterpiece, offering fresh perspectives on the poem's engagement with Buddhist philosophy and its universal themes of suffering, enlightenment and the human condition. Community Participation in Development Planning is Driven by Leadership, Communication, and Education

General Background: Community participation in infrastructure development planning is crucial for ensuring sustainable growth and addressing local needs. Specific Background: In Wedoroklurak Village, Candi District, Sidoarjo Regency, low levels of community engagement in planning processes have raised concerns among local authorities and scholars. Knowledge Gap: While existing literature emphasizes the importance of community involvement, there is limited research focusing on the specific factors influencing participation in rural Indonesian contexts, particularly in relation to leadership, communication, and education. Aims: This study aims to analyze the factors affecting community participation in infrastructure development planning in Wedoroklurak Village, employing a qualitative descriptive approach. Results: Data were collected through interviews, observations, and documentation from key informants, including the Village Head, village secretary, and community leaders. The findings reveal three primary factors influencing low participation: (1) effective leadership by the Village Head, characterized by openness and authenticity; (2) robust communication between the village government and the community, facilitating a platform for dialogue; and (3) the educational background of residents, which impacts their understanding of development processes. Novelty: This research highlights the interplay between these factors, contributing to the understanding of community dynamics in rural Indonesia. Implications: The results underscore the need for enhancing educational initiatives and fostering transparent communication strategies to boost community participation in development planning. By addressing these aspects, local governments can improve engagement, leading to more effective and sustainable infrastructure projects that meet the needs of the community. Analysis of the strategies of China and the United States in Central Asia: a look at the "C5+1" mechanism

The subject of the study is a comparison of the policy of China and the United States in the Central Asian region within the framework of the "C5+1" model. Both the United States and China, being the major powers of the modern world, seek to protect their interests in this region. In addition to existing bilateral and multilateral dialogue platforms, the United States and China have established a C5+1 dialogue mechanism with Central Asia. This mechanism has developed differently in both countries, each of which has created its own unique model and achieved a number of diplomatic results. The methodological basis of this research consists in an integrated historical and sociological approach. The authors used a historical approach to analyze the main factual information covered in the article as a whole. The innovation of this article is to scrutinize and compare the development of the “C5+1” model in China and the United States. The conclusion is that each US government has its own strategic priorities and diplomatic plans, the US “C5+1” mechanism has developed unevenly. Compared with the US mechanism, China's mechanism is more complete and at the same time has a higher level. Both China and the United States have developed their strategies in Central Asia according to their own interests, and that the main goal of the United States' current Central Asian strategy is to create a counterweight to Russia and China. For China, preserving sovereignty and stability as well as economic development are its primary interests.

Gender Pedagogy: Developing Champion Educational Leaders in East Africa

Purpose: This study explored the landscape of educational leadership development in East Africa. It investigated its ability to equip leaders with the knowledge, skills, and attitudes necessary to promote gender-responsive and inclusive practices. Methodology: Employing a mixed-methods approach, this study collected data through surveys, interviews, and document analysis across Kenya, Tanzania, and Uganda. The participants included educational leaders, local government authorities, and other stakeholders. Quantitative and qualitative data analyses were performed. Findings: The findings are as follows: Effective sensitization meetings foster shared understanding and ownership of gender-responsive initiatives, and teacher colleges can play a vital role by offering targeted training. Some knowledge gaps exist, necessitating targeted training of educational leaders and Local Government Administrators on gender responsiveness and inclusion. Unique Contribution to Theory, Policy, and Practice: The study recommends establishing multi-stakeholder collaboration and dialogue platforms and designing context-specific sensitization meetings tailored to local communities and leaders. Furthermore, strengthening college support through targeted training and programs focused on gender-responsive leadership and pedagogy is necessary. Additionally, investment in training to address knowledge gaps and equip leaders with the necessary skills and tools to facilitate collaborative action research and knowledge sharing for continuous learning and improvement. By implementing these recommendations, East Africa can cultivate a generation of educational leaders who champion gender equality and inclusivity, creating more equitable and transformative learning environments.

Study of Artificial Intelligence-Assisted English Oral Teaching

This study investigates and practices the auxiliary role of Artificial Intelligence (AI) technology, especially Large Language Models (LLM) and Text-to-Speech (TTS) technology, in English oral teaching. In the study, an AI-based LLM oral dialogue platform was constructed to replace teachers for one-on-one interactive training with students. It has been applied in college English teaching in various universities, and teaching data has been collected and analyzed in real-time. The effectiveness of AI technology in assisting college English oral teaching was evaluated, and the role of AI technology application in improving students' oral skills was explored. We conducted comparative analysis on indicators such as the speaking sentence length, speech rate, and combined with questionnaires from students, we surveyed the practical effects of AI oral teaching. The study shows that AI-assisted dialogue training has a significant positive effect on college English oral skills, and we have also proposed corresponding teaching strategies and suggestions.

Disaster Risk Management and Resilience Assessment of Small Communities in Iran

One of the main challenges facing rural areas in Iran is a lack of disaster risk management. This calls for a comprehensive framework for assessing resilience in small communities. This study seeks to establish such a framework based on the general principles of the Sendai Framework. So, an attempt is made to use a combination of quantitative and qualitative methods to operationalize and score indicators and risk management components, and then choose one of the rural areas in northern Iran as a sample for the framework’s implementation. The results show that a resilience assessment on small communities should do two things: outline the resilience situation and create a platform for dialogue and mutual thinking. Residents should be able to talk about risk reduction continuously and purposefully and take small, purposeful steps in this direction. It seems that Iran’s centralized planning system is more flexible in entrusting affairs to small communities and is more likely to form active cooperative cores. For this reason, it can be seen that voluntary activities have played an essential role in providing social services during the COVID-19 pandemic and quarantine period, and the volunteers themselves have also benefited from voluntary activities. As a result, volunteer groups have gained opportunities to promote local development and foster ownership and responsibility. However, there are concerns about the sustainability of these activities, which are related to the two issues of ensuring financial stability and providing volunteers in the long term.

The Use of Artificial Intelligence to Improve Readability of Otolaryngology Patient Education Materials.

The recommended readability of health education materials is at the sixth-grade level. Artificial intelligence (AI) large language models such as the newly released ChatGPT4 might facilitate the conversion of patient-education materials at scale. We sought to ascertain whether online otolaryngology education materials meet recommended reading levels and whether ChatGPT4 could rewrite these materials to the sixth-grade level. We also wished to ensure that converted materials were accurate and retained sufficient content. Seventy-one articles from patient educational materials published online by the American Academy of Otolaryngology-Head and Neck Surgery were selected. Articles were entered into ChatGPT4 with the prompt "translate this text to a sixth-grade reading level." Flesch Reading Ease Score (FRES) and Flesch-Kincaid Grade Level (FKGL) were determined for each article before and after AI conversion. Each article and conversion were reviewed for factual inaccuracies, and each conversion was reviewed for content retention. The 71 articles had an initial average FKGL of 11.03 and FRES of 46.79. After conversion by ChatGPT4, the average FKGL across all articles was 5.80 and FRES was 77.27. Converted materials provided enough detail for patient education with no factual errors. We found that ChatGPT4 improved the reading accessibility of otolaryngology online patient education materials to recommended levels quickly and effectively. Physicians can determine whether their patient education materials exceed current recommended reading levels by using widely available measurement tools, and then apply AI dialogue platforms to modify materials to more accessible levels as needed. The analysis of the social response of religious expressions in movies highlights the interactive relationship between social beliefs, cultural backgrounds, and religious narratives. This study focuses on the rich and diverse interpretations of religious themes in global film works by showcasing different depictions of religious elements in global films. Mural as a Living Element of Urban Space: Seasonal Dynamics and Social Perception of “The Four Seasons with Kora” in Warsaw

Street art, with a particular emphasis on murals, plays a crucial role in shaping the cultural DNA of contemporary cities. A prime example of this is the mural “Four Seasons with Kora” in Warsaw, which is dedicated to the renowned Polish artist Kora (Olga Jackowska). This large-scale mural, which combines the artist’s portrait with a chestnut tree motif, visually changes with the season, influencing the artist’s social perception. This study analyzed murals’ functions in social, cultural, and ecological contexts, highlighting their role in informal education and as a platform for social dialogue and integration. Using research methods such as visual analysis and examining comments and reactions on social media, this work aimed to understand how a mural integrates with its surroundings and is perceived throughout different seasons. The results indicated that the mural has become an important element of public space, not only for beautifying the city but also for stimulating social and cultural reflection.

KENYA: MULTIAGENCY STRATEGIES FOR CONFLICT MANAGEMENT IN LAIKIPIA COUNTY

The paper examined multiagency strategies for conflict management in Laikipia County, Kenya. It provided a solid foundation for understanding the context of the effect of multiagency approaches on conflict management. A descriptive survey research design was used incorporating both quantitative and qualitative primary data from a questionnaire, FGDs, and Key Informants interviews. The area of study was Laikipia County, Kenya with a focus on Laikipia West Sub County. Stratified random sampling was used to select respondents while the purposive sampling technique was used to select informants with in-depth knowledge and experience relevant to the research objectives. Qualitative data was coded, thematically categorized, and synthesized. Statistical modeling and trend analysis for quantitative data were performed with the aid of SPSS V.29. The result was presented using graphs, and charts while prioritizing validity and reliability through rigorous document selection and analysis methods. The research addressed the effectiveness of past strategies, emphasizing the importance of nuanced assessments that considered scope, context, implementation, outcomes, and dissemination. The findings emphasized the need for a nuanced and comprehensive assessment approach, covering scope and context, implementation and outcomes, challenges, and opportunities. The paper advocated for participatory approaches, long-term impact assessment, flexible frameworks, formal dialogue platforms, capacity building, strong leadership, resource mobilization, and continuous learning and adaptation to ensure effective conflict management. It concluded that while multiagency approaches can effectively manage conflicts, successful implementation requires meticulous planning and execution, tailored to the specific dynamics of the conflict landscape. The paper recommended a continued focus on participatory approaches, establishing formal dialogue platforms, and prioritizing strong leadership and inclusivity, benefiting policymakers, multiagency leaders, practitioners, and stakeholders involved in conflict management in Laikipia County. Counteracting Islamophobia through Strategic Media Narratives: A Multi-Case Study Approach

In the aftermath of September 11, 2001, Islamophobia escalated rapidly in Western societies, challenging the integration and perception of Muslim communities. This rise in prejudice has often been reinforced by negative media portrayals, which have shaped public opinion and policy in profound ways. Contrary to this, certain media entities have endeavored to mitigate these negative perceptions through positive representation and constructive discourse. This study explores the role of media in combating Islamophobia, with a focus on how selected media outlets have leveraged their platforms to foster understanding and counteract prejudice against Muslims. Three distinct cases are examined: the documentaries and other programming by Qatar's Al Jazeera English network, the digital content of Islam Online, and the popular Turkish TV series "Resurrection Ertugrul." Al Jazeera English has been pivotal in providing a counter-narrative to Western media depictions of Islam and Muslims through in-depth documentaries that highlight the diversity and richness of Muslim cultures. Islam Online has used its digital presence to educate and bridge gaps between Muslim and non-Muslim communities by offering a platform for dialogue and understanding. Meanwhile, "Resurrection Ertugrul" serves not merely as entertainment but as a significant cultural and political tool that redefines and reshapes narratives around Islamic history and identity, presenting an antidote to stereotypical media portrayals. This study employs qualitative methodologies, including content analysis and literature reviews, to assess the impact of these media on Western perceptions of Islam. Expected results indicate that strategic media content can effectively counter Islamophobia by enlightening audiences, fostering cultural appreciation, and challenging ingrained stereotypes. This research underscores the media's power as a non-state actor in international relations and its capacity to influence social change and policy by reshaping narratives and improving intercultural relationships.

The article examines the virtual network environment as a platform for the formation of high-quality and effective dialogue between the government and society in order to solve pressing problems and support democratic values. In particular, attention is focused on: key positions of the virtual network environment and its characteristics; principles of government-public dialogue; factors influencing the success and effectiveness of government-public dialogue through a virtual network environment; challenges and opportunities that arise when implementing a virtual network environment as a platform for government-public dialogue.

Social Dialogue as a Problem and Prerequisite for Mediation

The article examines the efficacy of social dialogue as a mechanism for addressing societal issues. While social dialogue was once viewed with great optimism, its effectiveness has waned in recent years, despite participants employing various persuasive strategies. The study distinguishes between two forms of dialogue: formal and substantive (productive), emphasizing that only the latter genuinely catalyzes shifts in participants’ perspectives. By analyzing historical examples and contemporary cases, the study identifies key factors that influence the success of social communication. Employing J.L. Austin’s speech act theory, the article frames dialogue not merely as an exchange of information but as a form of social action, where the utterances of participants are performative, possessing the power to directly transform social reality. A historical case study is presented, examining the dialogue between Western-oriented Russian liberals who viewed their nation as socially and economically backward, and thinkers who challenged this assessment, perceiving Russia’s unique spiritual potential to address pan-European challenges. The statements of P.Ya. Chaadaev and F.M. Dostoevsky are analyzed as performative acts that shaped a new vision of Russia’s role in world history. Additionally, the author explores the role of identity in social dialogue, showing through examples from the lives of A.S. Pushkin and M.I. Tsvetaeva how identity structures can influence one’s openness or resistance to personal transformation in the face of internal conflict. The study hypothesizes that dialogue effectiveness correlates with participants’ ability to integrate new values into their identity without compromising its core. Furthermore, the author argues that rhetorical commitment to mediation alone is insufficient for bridging deep social divides and examines the historical social conditions required for effective mediation, such as a shared cultural foundations, formal dialogue platforms, robust legal frameworks, and flexible power structures. In conclusion, the author considers the question of whether it is inherently possible to create effective mechanisms for social dialogue under the current conditions of globalization and information society.

Intercivilizational Dialogue in Central Asia: Views of Russian and Tajik Scientists

The article provides an analysis of the features of the dialogue of civilizations in Central Asia. The region is considered as an intercivilizational hub where Persian, Hellenistic, Babylonian, Chinese, Indian, Mongolian, Arab, and Turkic civilizations interacted and competed. As a result, a special type of culture arose that influences peoples, their national psychology, religion, and linguistic characteristics. Historically, the region was a contact zone of settled agricultural and nomadic civilizations. The impetus for the development of the region was given by its transit potential, in particular the Great Silk Road. The authors believe that at the present stage, dialogue is possible based on an understanding of the historical community of different peoples living in the region, and one’s own civilizational identity, which is based on traditional values. The political culture of the Central Asian countries has developed its own democratic principles, which are not always identical to Western ones. At the present stage, new dialogue platforms are emerging where active intercivilizational dialogue is conducted. Along with the dialogue are Afghanistan, Iran, China, Pakistan.
