Influence of Financial Resources Management on Project Performance in Public Institutions: A Case of Kigali City (2018-2022)

In this study, we examine the impact of financial resource management on project performance. Projects in Kigali City were poorly implemented due to misappropriation of public funds and insufficient measurement of project performance, especially in subdivisions and surrounding villages, leading to project failure. In directing this research project, two purposes were set: to assess the impact of financial resource management planning on project performance in Kigali City and to examine the impact of financial resource control on project performance in Kigali City. Both financial literacy and resource dependency theories were used, furthermore in order to achieve these objectives, literature was reviewed on the subject matter including definitions of key concepts, conceptual review, theoretical framework, conceptual framework and research gap analysis, additionally the target population of the study was 312 employees of Kigali City and out of them a sample size of 175 employees were selected by using stratified sampling technique. Questionnaires, interview guides and documents were used as data collection tools. Data was processed through editing, coding and tabulation and the data also was analyzed by using descriptive statistics. Findings indicated that there is a significance relationship between financial resources management and City of Kigali’s project performance; and it was found that holding all the financial resources management to a constant zero, project performance of Kigali City will be 30.6 percent, a unit increase in the use of financial resource planning will lead to a 0.731% improvement in project performance in Kigali City, the use of financial resource management will lead to a 1% improvement in project performance in Kigali City. The regression analysis revealed significant coefficients indicating the impact of financial resource management on project performance in Kigali City. With a constant of 0.346, when financial resource management is absent, the project performance is estimated to be 30.6%. For every unit increase in financial resource planning, there is a corresponding 0.731% rise in project performance (Beta = 0.731, t = 6.008, p < 0.001), and similarly, a 1% increase in financial resource control leads to enhanced project performance (Beta = 0.500, t = 2.550, p = 0.025). Notably, financial resource planning exerts the strongest influence on project performance, followed by financial resource control. Both variables demonstrated statistical significance, with p-values of 0.000 and 0.025 respectively, at a 95% confidence level. Thus, all factors examined are deemed significant (p < 0.05). Therefore, based on the findings, the researchers recommend that the public entity Kigali City should continuously ensure that it has financial control expertise to ensure organizational performance.

Special emphasis is placed on the concept of modern media management, which covers socio-economic, informational, and organizational-technological aspects. In the article, based on the systematization of methodological approaches to financial planning, the components that help to implement the successful implementation of planning in enterprises are identified. The relevance of the topic is due to the fact that in the modern realities of a market economy there is a need for the formation and planning of financial resources, because without this it is very difficult to achieve any results in the market. The role of the financial plan in the activity of the enterprise is determined. The authors indicate errors that completely destroy the feasibility of planning, and also provide recommendations for their elimination.

To assess the impact of projects planning on profitability of the biogas generating plants in Malaysia. Briquette manufacturing is fairly new in Malaysia and most companies have an amazing concept but dismally fail at execution due to lack of planning. Production in Malaysia dates back to the 70s but it has been limited to small scale only recently are more studies being done on biogas and their use, which has a sparked a market frenzy. Globally, 52% of the world’s population are using non-renewable energy for cooking and heating. This represents a huge market share for the briquette plant globally. The projection in growth of profitability is directly attributable to unavailability of cooking fuels especially in developing countries and biogas are mostly preferred due to low emissions. The uptake of biogas in Asia has however been low due to lack of awareness by consumers of clear advantages of the product. This study aimed at determining the role of project planning in influencing Profitability of the biogas plant in Malaysia. The study was a literature based in which a desk top review was conducted to derive themes. The study found a positive and significant relationship between financial resource planning and Profitability. The results also indicated that human capital planning and Profitability were positively and significantly related, material requirement planning and Profitability were positively and insignificantly related. The study concluded that the aspects of project planning adopted in this study: financial resource planning, human that capital planning and time management planning positively and significantly influences profitability volume in biogas plant, except for material requirements planning which was found to positively but insignificantly influences Profitability. The study recommended that the management of plant should strive to implement project planning strategies such as financial resource planning, human capital planning, time management planning and material requirements planning because they have been found to influence Profitability. Исследование особенностей управления региональными финансами в Республике Татарстан

The article considers the economic essence and content of the category «management of regional finances». The necessity of finding a balanced approach to the formation and distribution of financial flows in the region is argued. The key economic indicators that determine the effectiveness of the distribution and management of regional finances are studied in relation to the conditions for the functioning of the financial system of the Republic of Tatarstan. In this regard, the most important features and directions of the process of managing regional finances of the Republic of Tatarstan have been studied. The article considers the dynamics of receipts of regional financial resources to the budget of the Republic of Tatarstan, presents a forecast calculation and assessment of the dynamics of fiscal payments to the consolidated budget. The following are recognized as organizational instruments for regulating regional financial flows of the Republic of Tatarstan: subsidies for the implementation of regional infrastructure projects; subsidies to support municipal producers; state guarantees; block transfers; subventions. The key functions of regional finance management in the Republic of Tatarstan have been systematized, which has made it possible to formulate a vision of the management problem as a multi-aspect process of program-targeted planning of financial resources at the level of state authorities with a focus on the income approach to assessing regional property.

GOVERNMENT EXPENSES AND PROBLEMS OF EFFICIENCY OF THEIR USE

The state, with the help of financial resources, finances all spheres of economic life and thereby affects the interests of every inhabitant, every subject of economic activity. In connection with the curr ent crisis affecting all economic processes, attention to finance, in particular to public finances, is becoming heightened. A lot of scientific works, as well as publications, are devoted to research on this topic. For example, in the work of R. Musgrave and P. Musgrave [1], J. Stiglitz [2], it was proposed to use the method of cost -benefit analysis when making budget decisions; the issues of effective management of budget expenditures, the solution of the problems of the effectiveness of budget expenditur es in the Republic of Kazakhstan were considered by Z.D. Iskakova, A.B. Zeinelgabdin, K.K. Ilyasov, Zh.M. Elubaeva, N.R. Veselskaya, M.T. Kakimzhanov and others. The problems of public spending in the Republic of Kazakhstan are a huge layer in the doctrine and practice of public administration. And the decision here depends on how quickly the financial system develops, how resource management is linked to laws, how responsibly the authorities approach the planning of financial resources and their use. Hence, if we consider the concept of public spending as part of the concept of public finance, then we can say that public finance cannot be fully expressed and understood without its components: public revenues, public spending.

PARTICIPATORY MANAGEMENT IN IMPROVING THE QUALITY OF MADRASAH

Abstract:The essence of participatory management is covered in all concepts, namely: First, the existence of planning, organizing, directing, and monitoring activities; Second, there is more than one person or party involved; Third, there is a goal to be achieved; Fourth, there is the use of organizational resources, both members and other resources; Fifth, the four points above lead to the achievement of goals effectively and efficiently. This article aims to analyze the implementation of participatory management in planning, decision making, implementation and evaluation for quality improvement in Madrasahs in Tulang Bawang district, Lampung Province. This research was conducted at Madrasahs in Tulang Bawang district, Lampung. This study uses a qualitative method. Data collection techniques using in-depth interviews, observation and documentation. Research sources included the head of the Ministry of Religious Affairs in Tulang Bawang district, a sample of madrasah heads, deputy head of madrasah, and students. Data analysis was carried out interactively and continued continuously to completion.The results showed that 1) planning, namely an assessment of the madrasah environment, needs to be carried out at the beginning. The environmental assessment is divided into two, the first is an analysis of the internal environment, this means an analysis that occurs within the madrasa environment. Second, external environmental assessment means parties outside the madrasah.Then the determination of the strategic direction which is an activity to formulate or review the direction of organizational goals that are contained in the vision, mission and values in educational institutions. Madrasahs in Tulang Bawang Regency have made a neat and structured draft. So that at any time it can be read or studied to implement participatory management in Madrasahs in Tulang Bawang Regency. Furthermore, quality objectives are the goals or targets of a madrasah in carrying out a process that is to be achieved within a certain period of time. Financial Resource Planning Dynamics and Performance of Upgraded Extra-County Schools to National Status in Western Kenya Counties

The assessment of secondary school success is according to the number of students they are producing to join universities and other higher learning institutions. To increase access to all pupils from primary schools to access secondary schools, the government of Kenya upgraded previously extra county schools to national status to ensure regional distribution of schools across the nation. With the upgrade, the government was required to inject funds to enable facilities expansion. Despite the upgrade, the money allocated and disbursed to schools has always been inadequate to meet the needs of students. Therefore, this demands that school management makes plans for financial mobilisation to ensure that school operations are done without interruptions. The paper looks at the financial resource planning strategies that upgraded national schools in western Kenya have in place for the purpose of improving their performance. Data was collected from eight of the upgraded schools making up the study population where principals and teachers were the respondents. A sample of 156 respondents was selected to answer research questions through interviews and questionnaires. Analysis of data was performed using quantitative and qualitative methods. SPSS facilitated quantitative data analysis. The study found out that schools experienced financial shortfall arising from inadequate capitation grants from the government and delay in payment of schools by students. To cushion themselves, schools had made several financial plans like applying for grants for infrastructure development. Further, despite schools having large tracts of land, some school management did not put into use either through growing grass for dairy farming or planting crops for subsidising school food supplies. Computed correlation statistics showed a weak correlation that existed (r=0.191 and p=0.016) between financial planning dynamics and academic performance of upgraded national schools in the western region of Kenya. The paper concludes that financial resource planning strategies had minimal effects on the academic performance of upgraded national secondary schools in Kenya Certificate of Secondary examinations. The paper recommends that there is a need for school administration to work with stakeholders to identify profitable projects that can be implemented in their school to earn income.

Personal finance management in modern conditions

The article is devoted to the practical aspects of personal finance management in the context of the transition to digital transformation of the economy. The need to pay attention to this aspect is due to both new opportunities for managing personal finances based on digitalization tools, and the risks of unauthorized access to them using cybernetic means. Summarizing the main sources of threats to personal finance in the context of digitalization is aimed at preventing fraudulent activities and ensuring the protection of financial information carriers. First of all, in a preventive manner, it is proposed to consider the basic problems of personal finance management from the position of accounting and planning of financial resources. The research results are aimed at increasing the financial literacy of the population, preventing encroachments and crimes in the field of personal finance, and, ultimately, at the maximum satisfaction of personal needs. Particular attention is paid to the rules of "personal financial hygiene", which imply organizational and technical measures to protect bank cards, mobile bank, deposits, cash, etc. You should also pay attention to the need to protect personal financial interests from the point of view of checking "financial contacts". An important role in the management of personal finances is played by knowledge of the norms of tax legislation in terms of deductions and benefits for taxes paid by individuals. In this regard, it is necessary to understand not only the legal aspects, but also the capabilities of the information system of relations between taxpayers and the state. It is also proposed to assess the risks of investments for individuals in the context of justifying the individual choice of an option when planning personal finances. All of these aspects are regarded as due diligence rules.

Financial resource balance of the agricultural sector: case of Ukraine

The study of financial balance is carried out in order to determine the supply and demand of financial resources for the agricultural sector and is to take into account the factors shaping the economic relations of the personified forms of capital movement. The balance of demand and supply of financial resources institutionally combines the resources of agricultural producers, credit institutions, financial institutions and the state and functionally it involves a set of the functions performed by financial regulation to achieve the goals of agricultural production. Since the concept of balance lies in the plane of financial and credit infrastructure, it is a system of normatively defined institutional and functional elements that form, regulate, mediate and develop financial relations and ensure the functioning of the agricultural sector by creating the resource potential of economic entities to carry out production on a permanent or extended basis. The methodological basis for the formation of the financial balance of the agricultural sector is enriched by new phenomena of domestic and foreign practice. Improving the methods of its formation and functioning is the basis for achieving sustainable long-term development of the agricultural sector and providing it with sufficient financial resources. On this way, it is necessary to take into account both domestic and international experience. If the volume of potential financial resources of the agricultural sector in 2017 amounted to about 1024 billion UAH (37 billion US dollars), then for the period up to 2020 it is predicted that it can grow annually by no less than 215 billion UAH (15-20%) in the next 3-5 years and by the end of 2020 against the level of 2015 will increase by 2.5 times. Sustainable agrarian development requires strategic planning of financial resources for a variety of their sources and state regulation of this process.

In the article discusses approaches to the formation of the methodological apparatus for estimating the cost of the life cycle of weapons and military equipment. Attention is drawn to the fact that the formation of this apparatus is not a one-time act, but a complex and long process in which all stages of the life cycle should be covered. The nomenclature and hierarchical structure of cost indicators are proposed, factors that influence the objective non-stationarity in time of these indicators and, accordingly, the accuracy of planning of financial resources needs are analyzed. The expediency of creating an information analytical system for monitoring prices for high-tech defense industry products is substantiated.

Non-Metropolitan Drinking Water Suppliers’ Response to the Diagnostic Tool for Non-Technical Compliance in Limpopo, South Africa

Without the planning of non-technical issues, water treatment plants may face challenges in sustaining safe drinking water. Parameters such as the planning of financial resources, human resources, a lack of professional process controllers, poor working conditions, staff shortages and a lack of appropriate training of process controllers contribute to the underperformance of drinking water treatment plants. This study aimed at applying the Diagnostic Tool for Non-Technical Compliance to assess the compliance of small drinking water plants with management norms. Six water treatments (Vondo water scheme, Malamulele, Mutshedzi, Mutale regional water treatment plant, Tshedza and Tshedza package plant) were selected from the Vhembe district municipality of the Limpopo province in South Africa. From the abovementioned non-technical parameters, the results showed that during the first assessment period (August 2008 and June 2009) selected water treatment plants scored between 53% and 68% and fell under Class 2, indicating serious challenges requiring attention and improvement. During the second assessment period (November and December 2010), a slight improvement was observed as all plants scored between 72% and 80%, falling under the Class 2 category. Even after corrective actions and remeasurement, none of the plants met the compliance standards, which range from 90% to 100% to obtain the Class 1 compliance standard. The study recommended that tactical and strategic plans that clearly define the operational procedures, process controlling, financial planning, maintenance culture, emergency preparedness and regular monitoring and evaluation should be entrenched for the smooth running of the small water treatment plants. Furthermore, all water services providers and water services authorities should apply the diagnostic tools as developed, which provides guidance on a stepwise procedure on plant operations and management on a daily basis.

Use of business planning methods to monitor global health budgets in Turkmenistan.

After undergoing many changes, the financing of health care in countries of the former Soviet Union is now showing signs of maturing. Soon after the political transition in these countries, the development of insurance systems and fee-for-service payment systems dominated the discussions on health reform. At present there is increasing emphasis on case mix adjusted payments in larger hospitals and on global budgets in smaller district hospitals. The problem is that such systems are often mistrusted for not providing sufficient financial control. At the same time, unless further planned restructuring is introduced, payment systems cannot on their own induce the fundamental change required in the health care system. As described in this article, in Tejen etrap (district), Turkmenistan, prospective business plans, which link planned objectives and activities with financial allocations, provide a framework for setting and monitoring budget expenditure. Plans can be linked to the overall objectives of the restructuring system and can be used to ensure sound financial management. The process of business planning, which calls for a major change in the way health facilities examine their activities, can be used as a vehicle to increase awareness of management issues. It also provides a way of satisfying the requirement for a rigorous, bottom-up planning of financial resources.

This paper describes a planning model developed for an English local authority to help take into account the constraint of limited financial resources associated with physical planning decisions such as slum clearance, housing development and town centre redevelopment. Physical planning assumptions and decision inputs are incorporated into a model of the local authority environment having as major variables population, housing and employment. Each of the local authority services is represented separately and the majority are functions of these key variables. Service levels, where possible, and expenditures are projected and compared with a total resources projection to determine overall financial viability. Examples of the model's application are given.
