NSF's South Pole station plan clears technical hurdles

A National Science Foundation review panel has given the thumbs up for the proposed South Pole Redevelopment Plan, which would take about 8 years to complete and cost more than $171 million (Table 1).If not rebuilt, the already overburdened Amundsen‐Scott Station will be rendered useless within the decade, according to NSF officials. Present conditions at the nearly 20‐year‐old station are already hurting the efficiency of environmental and global change research conducted there, as well as the morale of scientists who not only work and live in isolation from the rest of the world for months at a time, but endure many hardships, such as the subzero temperatures that reach −85°C in winter.

NASA BUDGET HEARING

The proposed space station came under vehement attack last week during a hearing on the National Aeronautics & Space Administration's (NASA) budget for fiscal 1995 held by the Subcommittee on Space of the House Committee on Science, Space & Technology. The hearing opened with a blistering statement from Rep. F. James Sensenbrenner Jr. (R.-Wis.), the ranking subcommittee Republican, assailing NASA's plans for joint space efforts with Russia that are to lead to an international space station (C&EN, Nov. 22, 1993, page 29). Citing the arrest last week of a Central Intelligence Agency official and his wife as alleged Russian spies, Sensenbrenner called the hearing's examination of space station plans involving Russia somewhat surreal, like measuring the size of the tea cups at the Mad Hatter's tea party. Organisational and Information Requirements at the Municipal Level

There are three types of government in the The Netherlands: Kingdom, province and municipality. The principal of the province is the Queen's Commissioner and of the municipality it is the mayor. Both are appointed by the Queen (Government). The nuclear power station in Borsele (Pressurised Water Reactor) has a capacity of 488 MW. It is situated on the bank of the mouth of the river Schelde; it has been in service since 1973. The basis of disaster relief in The Netherlands is in the hands of the municipality. The mayor has special responsibility. In 1991 a new disaster relief plan for the nuclear power station in Borsele was prepared. A large scale national exercise took place in November of that year. This disaster relief plan has three levels: local, regional, national. At the regional level seven mayors co-operate in a management team. At the national level there is a management team of ministers. At the regional level the co-ordination of the advice and operational services is executed under the direction of an operational leader (leader of the regional fire-brigade). The advice to the management team of mayors is in the hands of the operational leader. The public generally has a distorted idea about nuclear power and the effects of any possible disaster. This can be a great problem when giving information to the public during a disaster. The confidence the public has in their governors is of vital importance. Reliable information, given in time, is indispensable. Sufficient statistical information must be available. Models, advance calculations and forecasts can be of great help in decision making from the beginning of a serious event.

“Ralpha” Space Station plan takes flight

The anxiously awaited plans for a joint U.S.‐Russian space station were revealed by the Clinton Administration last week. Informally called “Ralpha,” the joint station would link the U.S.‐led space station “Alpha” with an upgraded Russian station (see Eos, October 26).The Clinton proposal lays out a threephase strategy for U.S.‐Russian cooperation in space, culminating in a “world” space station effort involving the United States, Russia, Japan, Canada, and Europe. The plan is described in an addendum to the “Program Implementation Plan” for Alpha.

Tva's Photovoltaic Activities

This paper describes the Tennessee Valley Authority's (TVA) current photovoltaic (PV) activities. These include four roof-mounted 4 kWp residential arrays (which are also Southeast Residential Experiment Station field sites) and two 5-6 kWp commercial sites, all grid connected with no battery storage. Also included are approximately 30 kWp of non-grid-connected remote sites with storage (remote lighting, weather stations, etc.). Monitoring results from the two "online" residential systems are presented. Finally, TVA's future PV plans are discussed, both with respect to interfacing with a multitude of residential and commercial cogenerators and with regard to possible TVA PV central station plans.

Space Station Power System

A Space Station Task Force was established by NASA in May 1982 to provide focus and direction for space station planning activities. The Task Force also provides Congress and the Administration with sufficient information to allow them to make an informed decision on whether the United States should proceed with a space station as the next major national initiative in space. This paper presents the status of planning activities to date, with major emphasis on the power system, and discusses technology options, power requirements, and schedule.

“Bio-productive” solar photovoltaic generation in space

The concept of a cumulative solar photovoltaic power generation system utilizing a solar-powered thin film solar cell fabrication process in space has been proposed. The special properties of the space environment (in particular the steady solar energy density, ultrahigh vacuum and microgravity) are fully utilized for thin film solar cell production by the proposed new type of molecular beam graphoepitaxy method. The new technology might enable us to produce very-large-area high efficiency heteroface solar cells in space. The proposed system might work much more economically than the present space transportation plan for a satellite solar power station and could meet a large number of potential energy demands both for space missions and for terrestrial energy resources in the future.

A measure of obtaining representative pointwise source and its availability for air pollution control

Abstract When we need to make a simplified model of the air pollution phenomena for planning use, it is necessary to choose an optimal appropriate form and dimension of the source vector in some defined sense. There are various kinds and sizes of pollution sources in an urban area. It is desirable to divide them into some groups and set them to representative pointwise sources, taking their distribution and emission intensities into consideration. This paper proposes a quantitative measure to divide sources into groups on the basis of the Monte-Carlo variance reduction method. We develop the concept of the representative pointwise source as a potential function of the air pollution which represents the actual types of pollution sources. The results are illustrated by a numerical example and the application to a real air-shed is presented. The availability of the new measure for the practical optimal location plan of monitoring stations referrred.
