JOB RELEVANT INFORMATION ON GOVERNMENT MANAGERIAL PERFORMANCE: THE ROLE OF AFFECTIVE ORGANIZATIONAL COMMITMENT

This study aims to investigate the moderating effect of affective organizational commitment on job-relevant information (JRI) on government managerial performance. The inconsistent results regarding the impact of JRI on government managerial performance lead to differences in perceptions of JRI functions. The inconsistency of the research results is possible due to phenomena that have yet to be caught in previous studies. Based on the goal-setting theory, this study captured the construct of affective organizational commitment. The research used a quantitative method using a survey of 56 Regional Government Organizations (RGO) with 180 respondents in Pasuruan Regency, East Java, Indonesia. The sampling method used judgment sampling, which obtained as many as 180 respondents. Testing the research hypothesis was carried out using SmartPLS 4.0. The study results show that job-relevant information encourages the government managerial performance of regional apparatus. The existence of affective organizational commitment impacts improving government managerial performance. Moreover, the findings of this study indicate that affective organizational commitment can strengthen JRI's influence on the government managerial performance of the local government apparatus. This research shows that the affective organizational commitment possessed by officials can encourage the influence of job-relevant information to improve the managerial performance of local government officials

Pengaruh Kemampuan Manajerial Terhadap Kinerja Pejabat Dinas Pendidikan Se Sumatera Selatan

This study aims to determine the extent of the influence of Managerial Skills on the Performance of Local Government Officials in the Education Sector in South Sumatra. The research was conducted in South Sumatra from March to May 2010. The population of this study were echelon III officials within the Education Office. Data were collected from 75 echelon III officials as a randomly selected sample and the data were analyzed by path analysis after all variables were entered into the correlation matrix. The results showed that the performance of echelon III officials was directly influenced by managerial skills. The results of this study are (1) managerial skills have a direct effect on organizational culture, and (2) managerial skills have a direct effect on performance. Therefore, in improving the performance of leaders, managerial skills must be a strategic consideration in planning at the South Sumatra Provincial Education Office; but other variables need to be taken into account by the next performance researcher.

Analysis of Factors Influencing the Performance of Regional Government Apparatuses

This study aims to examine and analyze the effect of Public Accountability, Decentralization Structure, Clarity of Budget Target and Managerial Roles of Regional Financial Managers on the Performance of Local Government Officials on Financial Managers of Regional Apparatus Organizations in Palu City. This is a quantitative study, and the data was gathered by a survey approach utilizing a questionnaire as the tool. Porposive sampling was used to obtain the sample, which included the head of the OPD and the head of the financial sub-section in each Palu City OPD. PLS, with the help of WarpPLS software, is the analytical tool used to manage the data. The findings show that public accountability affect the performance of local government officials. The structure of decentralization affects the performance of local government officials, clarity of budget targets affects the performance of local government officials, and the managerial role of regional financial managers affects the performance of local government officials.

Performance of Public Service Apparatus at the Population and Civil Registration Office of Ogan Ilir Regency

The Department of Population and Civil Registration is the implementing element of government affairs in the field of civil registration, in which there is management in the process of carrying out a job with a series of sequential, continuous actions that are carried out to achieve something that has been determined. In accordance with the mission of Ogan Ilir Regency, among others, namely realizing and improving the performance of local government officials who can serve the community excellently, making good governance (Good Governance), honest, free from corruption, collusion and nepotism practices. The author is interested in conducting research at the Office of Population and Civil Registration of Ogan Ilir Regency with the title Public Service Apparatus Performance at the Population and Civil Registration Office of Ogan Ilir Regency. The problem of this research is limited to matters relating to the role of the service apparatus in providing services to the community. The research focuses on the performance of the service apparatus in the Population and Civil Registration Office of Ogan Ilir Regency. The purpose of this study is to analyze and describe the performance of public service apparatus in the Department of Population and Civil Registration of Ogan Ilir Regency, supporting and inhibiting factors in the public service of the apparatus at the Department of Population and Civil Registration of Ogan Ilir Regency. This study uses a qualitative approach. According to Lexy J. Moleong (2013) qualitative research is research that produces analytical procedures that do not use other qualification analysis procedures. In determining the operational variables of qualitative research, initially the problems studied were still general. Research will become clearer when researchers are in the field. Based on the results of the study, it was concluded that the public service performance of the apparatus at the Population and Civil Registration Office of Ogan Ilir Regency was overall good. However, there are still weaknesses in terms of timeliness of service, ease of service and accuracy in service. The suggestion submitted is that the Population and Civil Registration Office of Ogan Ilir Regency should coordinate with related parties. Thus, service delays can be overcome.

The Influence of Budget Participation and Organizational Commitment to the Performance of Regional Government Apparatus

This study aims to determine how much influence of Budget Participation and Organizational Commitment on the Performance of Local Government Apparatus at the Bandung City Government Financial and Asset Management Agency. The method used in this research is descriptive method and verification method with a quantitative approach. The analytical tools used are Multiple Linear Regression, Correlation Analysis Test, Determination Analysis Test, and Partial Hypothesis Test (t test). The sampling technique used is nonprobability sampling technique. The population in this study were employees of the Bandung City Government Financial and Asset Management Agency (BPKA). The number of samples in this study amounted to 30 employees consisting of the Budget Division, the Treasury Division and the Accounting Division. While the method of analysis used in this study is multiple linear regression. The program used in analyzing the data used the Statistical Package for Social Sciences (SPSS) ver.23. Based on the research results, it shows that there is a significant and positive influence between budget participation and the performance of local government officials and organizational commitment has a significant and positive effect on the performance of local government officials.

The role of budget participation in improving managerial performance

This study aims to analyze the effect of budget participation on the performance of the government apparatus of Palu City through budgetary slack with Culture kaili “Nosarara Nosabatutu” as moderating. This research was conducted in the regional apparatus organization of the Palu City Government in 41 regional work unit. Data were analyzed using Structural Equation Modeling with WARP PLS 7.0. The results show that budget participation has a positive effect on the performance of government officials, budget participation has a negative effect on budgetary slack and negative budgetary slack on the performance of the government apparatus. The results of this study also indicate that budgetary slack was a partial mediator between the effect of budget participation on the performance of local government officials. The Kaili culture variable “Nosarara Nosabatutu” cannot be proven as a moderator.

Health system reforms in China a half century apart: Continuity but adaptation.

Well-functioning governance arrangements are an essential, but often overlooked or poorly understood contributor to high quality health systems. Yet governance systems are embedded in institutional structures and shaped by cultural norms that can be difficult to change. We look at a country that has implemented two major health system reforms separated by half a century during which it has undergone remarkable political, economic, and social change. These are the Chinese Patriotic Health Campaign (PHC), beginning in the 1950s, and the New Cooperative Medical Scheme (NCMS), in the 2000s. We use these as case studies to explore how governance arrangements supported the design and implementation of policies implemented on a large scale in these quite different contexts. Drawing on review of archival documents, published literature, and semi-structured interviews with key policy makers, we conclude that few aspects of governance underwent fundamental changes. In both periods, the policy design stage included encouragement of sub-national tiers of government to pilot policy options, accumulate evidence, and disseminate it to others facing similar challenges, all facilitated by clear lines of accountability and a willingness by those at the top of the hierarchy to learn lessons from lower levels. At the implementation stage, rapid scaling up benefitted from leadership by national institutions that could enact regulations and set policy goals and targets for lower tiers of government, evaluating the performance of local government officers in terms of their ability to implement policy, while encouraging local government to pilot innovative measures. These findings highlight the importance of a detailed understanding of governance and how it is shaped by context, demonstrating continuity over long periods even at times of major social, political, and economic change. This understanding can inform future policy development in China and measures to strengthen governance aspects of reforms elsewhere.

Karakteristik Tujuan Anggaran Terhadap Kinerja Aparat Pemerintah Daerah pada Organisasi Perangkat Daerah

This research is the criteria concerning the influence of the characteristics of budget objectives on the performance of local government officials in the Keerom regency regional apparatus organization. Testing was carried out on a sample of 73 respondents. The sample method used was Porpusive sampling. Data collection was carried out by direct survey. Testing testing is tested empirically using multiple regression. The results showed that budget preparation had a positive and insignificant effect on the performance of local government officials in Keerom Regency. Budget feedback did not have a positive and significant effect on the performance of local government officials in Keerom Regency, local governments evaluated that the budget had no positive and significant effect on the performance of local government officials in Keerom Regency. , Clarity of budget targets has a positive and significant effect on the performance of local government officials in Keerom Regency. The difficulty of budget objectives has a positive and significant effect on the performance of local government officials in Keerom Regency and participation in budget formulation, budget evaluation, clarity of budget targets and difficulty of simultaneous budget objectives on the performance of government officials. ANALISIS KINERJA KEUANGAN PEMERINTAH DAERAH KOTA SUKABUMI

Performance measurement is very important in evaluating the performance of local government officials or organizations in their efforts to provide services to the public. This study soughts to provide an overview of the financial performance of the Sukabumi City Government as a region that has won the Unqualified Audit Opinion from the BPK-RI in five consecutive years. The research was conducted using a descriptive quantitative approach. Regional financial ratios were used to measure the financial performance in question. Based on the results of the analysis and discussion, it was found that the Sukabumi City Government was quite capable of financing development or operations in the government by self-financing; PAD has always increased from year to year; Others Legal PAD has the highest contribution in contributing to overall PAD revenue; the level of dependence of the Sukabumi City Government on the source of transfer income on average was in the "MEDIUM" category; the achievement of the annual target of the Sukabumi City Government's PAD has been very effective; and the capital expenditure ratio in the Sukabumi City Government was still low below the average capital expenditure ratio in the regional government.

This study aims to examine the effect of budgetary participation on the performance of local government officials with organizational commitment, organizational culture, and decentralization as moderating variables at the Central Java Province Industry and Trade Office. The sample in this study were structural employees of the Dinperindag who were involved in the budget preparation process. The sampling method in this research is purposive sampling. The number of samples used was 47 respondents from 291 structural officials in the Dinperindag of Central Java province. The data validity test used Pearson Product Moment correlation test, while the reliability test used Cronbach Alpha. The data analysis technique used is simple and multiple regression analysis. The results of this study indicate that budgetary participation has a positive effect on the performance of local government officials as evidenced by the t value greater than the t table (3.574> 1.690) and a significance value (0.001 <0.05). Organizational commitment has a positive effect on the relationship between budgeting participation and the performance of local government officials, while organizational culture and decentralization have no effect on the relationship between budgetary participation and the performance of local government officials

Pengaruh Partisipasi Penyusunan Anggaran Pada Kinerja Aparat Pemerintah Dengan Komitmen Organisasi Sebagai Variabel Pemoderasi

The population in this study were officials who were authorized in budgeting, namely 37 OPDs in Badung Regency. This study amounted to 121 respondents. The data analysis technique of this research uses MRA. The variable budgeting participation has a positive effect on the performance of local government officials with the budgeting coefficient participation value (X1) of 0.342 with a significance level of 0.000 whose value is smaller than the real level of 0.05. Organizational commitment variable strengthens the influence of budgeting participation on the performance of local government officials, the interaction coefficient value of budgeting participation with organizational commitment (X1X2) is 0.281 with a significance level of 0.000. With a value of R ^ 2 of 0.766, which means that 76.6% of the variation in performance of local government officials is able to explain the variable budgeting participation, and with organizational commitment as a moderating variable.

THE EFFECT OF INTERNAL AND EXTERNAL ACCOUNTABILITY, JOB MOTIVATION AND EDUCATION ON LOCAL GOVERNMENT OFFICIAL’S PERFORMANCE

This study aims to empirically analyze the influence of internal and external accountabilities, job motivation and education on the performance of local government officials with organizational commitment as the intervening variable. This study used a mixed method that consists of Partial Least Square (PLS) for the analysis of the quantitative and a thematic content analysis for the qualitative approach. The sample includes 224 government officers from the Provincial Government of Maluku Province and Ambon City Council. The result of this study shows that internal accountability, job motivation and organizational commitment have a positive influence on the performance of the local government employees, while both external accountability and education do not play a positive role in their organizational commitment. These are the driving factor for organizations to improve the accountability and performance of government institutions, so that good governance may occur in the future. The results of this study could be used as advices to local governments on their employee training programs in order to improve the performance of the employees of local government agencies.

The drivers of coal overcapacity in China: An empirical study based on the quantitative decomposition

To examine the driving factors behind coal overcapacity in China, we attempt to reveal the drivers of the supply-side natural excess capacity (NEC) and demand-side cyclical excess capacity (CEC). We analyzed the drivers using cost and demand curves, and then tested the theoretical hypotheses using the appropriate data. The results show that, on the supply side, the NEC is affected by the entry deterrence strategy, the firms’ factor hoarding under the expected future demand fluctuations, and government investment incentives. The first two factors enhance the NEC, whereas the last factor reflects its motive and ability. Its motive promotes the NEC directly, and it does so by enhancing the propulsive effect of its ability on the NEC. On the demand side, the CEC is influenced by demand shocks. Economic growth has a negative relationship with the CEC. The regulation of interest rates and other countercyclical policies are beneficial to the process of stabilizing the CEC fluctuations. Therefore, governments should formulate their policies based on a scientific judgment of the factors inherent to the NEC and CEC, build a new and improved system to evaluate the performance of local government officers, and formulate a de-capacity plan based on the expected future demand when necessary.

Entrepreneurial Government Attitude Towards The Performance of Local Government Officials

Public demand for the implementation of good governance in the public sector for several years has been increasing because the performance of public services does not seem to meet public expectations. The purpose of this study is to determine the influence of entrepreneurial mental attitude on the performance of the government apparatus in the district of Sitaro Islands. The analytical method used is associative and relies on multiple linear regression. The results show that both simultaneously and partially, entrepreneurial government mental attitudes including innovator, brave and creative attitudes, creating value and recognizing opportunities, communication skills, human mobility, and resource have a positive and significant impact on the performance of government officials. The results also show the attitude of innovators has the lowest variable value which means that the leaders should enhance the attitude of Mental Entrepreneurial by improving the employees’ attitude of innovators, either through leadership training, entrepreneurship, or education quality improvement, therefore the performance of the officials may be enhanced.DOI: 10.15408/etk.v16i2.4968

Indonesian Law Number 46 of 2011 on Civil Servant Performance Appraisal will help develop effectivity and efficiency of employee performances to reach the objection and vision and mission of a regional administration.The purpose of this study was to determine whether the clarity of budge targeting and budget participation has effect by partial and by simultaneous on the performance of the government officials. The hypothesis was tested using t test and then f test. The population number in this study is 441 people. And, the samples were 30 people of lower managers and staffs in financial and reporting department. The research method used questionnaire with Likert scale measurement. The analytical method used in this research was multiple regression analysis in which the process of data analysis was performed with the aid of computer technology SPSS version 22. The results of the analysis by the t test states that the clarity of budget targeting variables X1 = is 0.317> 0.005, it means that H0 is accepted and Ha rejected, which in other words the clarity of budget targeting does not affect the performance of government officials. Participation budget X2 = is 0.001 <0.005, this means that Ha is accepted and H0 is rejected, which in other words budget participation does affect the performance of government officials. The results of the analysis through F test shows that the level of significance of the variables X1 and X2 is 0.002 <0.005,this means that H0 is rejected and Ha accepted; in other words, X1 and X2 simultaneously have a significant effect on the performance of government officials (Y). The research problems are how much policy, educational background, training hierarchy structural, functional and technical training influence the quality of the performance of government officials. The purpose of this research is to study, examine, and analyse the effect of policy professional development, educational background of local government officials, and improving the quality of the performance of local government officials. Based on the analysis, the variables are very significant and affect the quality of the Local Government (Y) is a type Training and Development (X2). While the other variables, namely Government Policy (X1). PENGARUH PARTISIPASI ANGGARAN TERHADAP KINERJA APARATUR PEMERINTAH DAERAH, MELALUI KOMITMEN ORGANISASI DAN JRI SEBAGAI VARIABEL INTERVENING PEMKO LHOKSEUMAWE

This research was conducted at Government Lhokseumawe . Samples were level officials on duty at 18 SKPK. The research method using a simple linear regression with one independent variable and two dependent variables. The sample using purposive sampling method and the data processed using SPSS version-16 is in the analysis of qualitative and quantitative methods. Objectives to be obtained in this study was to determine the effect of budgetary participation on the performance of local government officials, organizational commitment, and job relevance of information as an intervening variable. From the calculation that budgetary participation and organizational commitment did not significantly affect the performance of the apparatus. Results of regression testing participation with the value 0.274 or greater than 0.05. Likewise with the organization 's commitment to siqnifikan level of 0.047 and also greater than 0.05. Unlike the case with JRI, the test results obtained with siqnifikan level of 0.066 or less than 0.05.T-test results of the test showed a negative relationship with the performance of the apparatus, and unlike the case with the commitment of organizations that have a positive relationship.
