Operational Management Practices of Resorts in Dinadiawan, Dipaculao, Aurora: A Basis for Strategic Plan

This study determined the prolife of the resorts and their practices in operating their business in Brgy. Dinadiawan Dipaculao, Aurora. Also, the study identified the opportunities and challenges faced by resort owners during their operation. The study was conducted during the School Year 2023-2024. The survey had 40 resort owners/managers. Pre-testing was carried out among resort owners and managers at Baler in Aurora Province, with a Cronbach alpha score of 92.8% indicating that the instrument was trustworthy. The survey employed the descriptive-correlation technique of research, and the data was evaluated using statistical tools such as frequency count, percentage, mean, and standard deviation. The operation practice of the resorts got an overall mean of 4.25 verbally described as agree. This denotes that resorts were able to perform their respective practices to satisfy and meet the demand of their clients. In addition, the opportunities experienced by the resort owners in their operation got an overall mean of 4.64 which verbally described as “Always”. This denotes that opportunities are evident and available among resorts owners and all they have to do is to maximize and utilize it effectively. Meanwhile, the challenges faced by the resort owners got an overall mean of 3.71 verbally described as “Occasionally”. This indicates that although the following challenges are not usually happening, still the management should efficiently manage it to be more productive . Lastly, the study proposed a strategic development plan to address challenges and maximize opportunities based on the results of the study that serves as a basis for action plan.

Different sustainability endgames: Institutional logics in the performance management of local governments

IMPACT Local governments operate in institutionally complex environments where overlapping values, rules and priorities shape their actions. This article explores how such complexity directly impacts the production of sustainability performance information. By examining various institutional logics within local governments, the study highlights how these differing perspectives lead to diverse approaches in managing sustainability performance. The article introduces three potential ‘endgames’—sustainability as a brand, strategy or raison d’être—each representing a distinct path for integrating sustainable development goals (SDGs) into local governance. These endgames provide local government managers, specialists, and sustainability co-ordinators, with a framework to reflect on the priorities and rationales behind current sustainability performance management practices. This article is essential reading for those seeking to develop meaningful performance measurement for the SDGs.

Integrated water resource management in the Segura Hydrographic Basin: An artificial intelligence approach

Managing resources effectively in uncertain demand, variable availability, and complex governance policies is a significant challenge. This paper presents a paradigmatic framework for addressing these issues in water management scenarios by integrating advanced physical modelling, remote sensing techniques, and Artificial Intelligence algorithms. The proposed approach accurately predicts water availability, estimates demand, and optimizes resource allocation on both short- and long-term basis, combining a comprehensive hydrological model, agronomic crop models for precise demand estimation, and Mixed-Integer Linear Programming for efficient resource distribution. In the study case of the Segura Hydrographic Basin, the approach successfully allocated approximately 642 million cubic meters (hm3) of water over six months, minimizing the deficit to 9.7% of the total estimated demand. The methodology demonstrated significant environmental benefits, reducing CO2 emissions while optimizing resource distribution. This robust solution supports informed decision-making processes, ensuring sustainable water management across diverse contexts. The generalizability of this approach allows its adaptation to other basins, contributing to improved governance and policy implementation on a broader scale. Ultimately, the methodology has been validated and integrated into the operational water management practices in the Segura Hydrographic Basin in Spain.

INFLUENCE OF CAPABILITIES FOR RESOURCE MOBILIZATION ON THE PERFORMANCE OF THE LOCAL AUTHORITIES IN ZAMBIA

This study examined the influence of resource mobilization capabilities on the performance of local authorities in Zambia, addressing a decade-long performance challenge despite various government interventions. Using a correlational research design with a sample of 736 employees from 116 local authorities, the study tested the hypothesis that there is no statistically significant influence of resource mobilization capabilities on the financial performance of local authorities. Data collected through a structured questionnaire and analyzed using multiple linear regression revealed a significant positive relationship between capabilities for resource mobilization and local authorities' performance (B = 0.272, t = 6.516, p < .001), with the model explaining 63.7% of the performance variance. While local authorities demonstrated strengths in developing annual work plans, they struggled to provide all required public services. The study concludes that resource mobilization capabilities significantly influence local authorities' performance in Zambia and recommends enhancing resource mobilization strategies, improving service delivery capabilities, promoting knowledge sharing among local authorities, investing in technology-enabled systems for revenue collection and management, and implementing standardized performance management practices to address the identified performance gaps and improve overall public service delivery.<p> </p><p><strong> Article visualizations:</strong></p><p><img src="/-counters-/soc/0745/a.php" alt="Hit counter" /></p>

Supply chain resilience in the construction industry: a bibliometric review on operations management practices from Industry 4.0 to Industry 5.0

PurposeThe purpose of this research was to conduct a comprehensive bibliometric analysis to explore supply chain resilience and operations management practices in the construction industry, with a particular focus on the transition from Industry 4.0 to Industry 5.0. The study addressed a significant gap in the literature regarding the impact of these advanced technologies on the construction sector’s ability to anticipate, respond to and recover from disruptions.Design/methodology/approachThe methodology employed a bibliometric analysis using the Scopus database to identify key trends, influential publications and emerging research areas using keywords such as “supply chain”, “operations management”, “Industry 4.0”, “Industry 5.0” and “construction”. This approach allowed for a quantitative evaluation of existing literature, offering insights into the intellectual structure of the field.FindingsThe findings revealed that while Industry 4.0 technologies, such as IoT and AI, have enhanced the construction industry’s supply chain visibility and efficiency, the shift towards the Industry 5.0 paradigm introduces a human-centric approach that further strengthens resilience through collaboration and sustainability.Practical implicationsThe study’s practical implications suggest to both industry and academia that embracing Industry 5.0 principles could significantly enhance the construction industry’s resilience, enabling it to withstand disruptions better and maintain project quality, timelines, and budgets in an increasingly complex global environment.Originality/valueThis research examines the shift from Industry 4.0 to Industry 5.0 within construction supply chains, offering a novel perspective on integrating these technologies.

How Performance Management Enhances Employee Job Performance? “Finding the Silver Lining”

Purpose of this paper: Employees’ job performance is considered essential to the survival and success of organizations. Building on the Job Demands-Resources (JD-R) model, this multilevel cross-sectional study aimed to examine the direct effects of performance management (PM) on employees’ job performance, as well as the moderating role of PM practices in the relationship between recognition and employees’ job performance and in the relationship between psychological well-being and employees’ job performance. Design/methodology/approach: Multilevel regression analysis was executed with Stata 16 software. The data were processed according to their hierarchical structure (i.e., 251 employees nested in 18 organizations). Findings: Although PM do not directly influence employees’ job performance in this study, it interacts with recognition and psychological well-being to accentuate their effects on job performance. Research limitations/implications: This study is cross-sectional and relies on employees’ self-report questionnaires. PM does not appear to be the cure for all ills, but still seem to be resourceful to employees, showing that every cloud has a silver lining. Practical implications: Performance management should be considered by HRM professionals and promoted among managers and employees as an organizational tool for orienting and optimizing employees’ resources that contribute to good functioning and goal attainment at work. Originality/value: These results extend the literature by illustrating that performance management is still useful in organizations when combined with other organizational and individual resources, such as recognition and employees’ psychological well-being. Specific practical implications for HRM professionals are discussed.

Moderation of OM practice effectiveness by organizational culture profile: contingency vs paradox perspective

PurposeThis paper investigates how a firm’s organizational culture profile (configuration of organizational culture types) influences the effectiveness of operations management (OM) practices in improving their targeted outcomes.Design/methodology/approachWe developed alternative hypotheses based on contingency and paradox perspectives to predict the effectiveness of OM practices in dominant (one prevalent organizational culture type) vs eclectic (opposing organizational culture types at a similar level) organizational culture profiles. They were tested using data from over 7,000 respondents across 330 manufacturing plants in 15 countries.FindingsConsistent with contingency theory, OM practices oriented toward innovation are more efficacious in plants with an adhocracy-dominant organizational culture profile and practices targeting supply chain (SC) control are less effective in a clan-dominant organizational culture profile. Consistent with paradox theory, OM practices oriented toward efficiency or SC control are more effective in plants with an eclectic organizational culture profile.Practical implicationsThis study offers relevant practical implications regarding the effectiveness of various OM practices, whether they are used in an aligned dominant organizational culture profile or in an eclectic organizational culture profile.Originality/valuePrevious research on organizational culture provides a limited understanding of the effectiveness of OM practices in the presence of strategic tensions, such as opposing organizational cultures or opposing targeted outcomes. This research concludes that the validity of the contingency or paradox perspective depends on strategic tensions faced, with important implications for research and practice.

The Operation Management Practices of Night Market Vendors in Selected Cities and Municipalities in the Province of Albay

The study examined the operation management practices of night market vendors in selected cities and municipalities within the Province of Albay and utilized a quantitative research approach and a descriptive- correlational design. Data from 206 vendors were collected through a self-administered questionnaire, employing a stratified sampling technique. The research aimed to identify significant differences in operation management practices based on vendor profiles and to explore the significant relationship between these practices and encountered challenges. Results indicated that the majority of night market vendors were aged 51-60, predominantly male, high school undergraduates, and married. They typically started with initial capital below Php10,000, had operated for 3-5 years, and earned daily income below Php5,000. Sole proprietorship was common, with 1-2 employees. Vendors reported high involvement in procurement, product preparation, pricing, sales, marketing, and customer service. Internal challenges such as sourcing, lack of proper storage facilities, managing costs, lack of innovation, and staff training engagement were noted, along with external challenges like compliance, weather conditions, competition, negative online reviews, and customer relations. While vendor profiles did not significantly affect operation management practices, a significant relationship existed between these practices and internal challenges. However, no significant relationship was found between operation management practices and external challenges. Based on these findings, a Night Market Operations Business Manual was proposed to improve operation management practices, encourage collaboration, and address challenges for enhanced business success and sustainability.

The Impact of Self-Efficacy on Performance Management in Malaysia's Public Sector

This study investigates the impact of self-efficacy on performance management within Malaysia's public sector. Grounded in goal-setting theory, which posits that specific and challenging goals enhance motivation and performance, this research examines how self-efficacy—the belief in one's ability to execute tasks, influences performance outcomes. Conducted through qualitative in-depth interview sessions with selected participants who are from Tier 1 and Tier 2 staff of the Federal Government of Malaysia, this study provides an in-depth analysis of the relationship between self-efficacy and performance management practices. The study examines how self-efficacy influences performance management in Malaysia's public sector. Several key findings have arisen from merging the High-Performance Cycle model with Bandura's self-efficacy theory. The findings emphasize the importance of self-efficacy in improving performance management strategies. Integrating self-efficacy with the High-Performance Cycle model yields concrete solutions for increasing leadership effectiveness and organizational performance. Investing in self-efficacy through focused interventions, coaching, and self-care can greatly improve performance management and help organizations reach their goals more efficiently.

Is bureaucracy ironclad after all? Prevalence and variances of performance- and strategy-oriented management in German local governments

This study analyzes practices of performance management (PM) and strategic management (SM) and their prevalence in Neo-Weberian rule-of-law administrations. Based on data from Germany's local government sector, it is shown that after 30 years of New Public Management (NPM) reforms, no more than 20% of German municipalities have implemented the basic aspects of PM or SM. Actual practices combine ideas of PM and SM in quite different ways and can best be understood as variances of a performance- and strategy-oriented management. It is argued that even though patterns of normative as well as coercive isomorphism have existed in the organizational field, the influence of NPM ideas has led to a diversification of management practices within Germany's local government sector. But results also show that there is no tendency toward a broadly NPM-oriented administration and that typical models of Neo-Weberian administration do not truly align with actual practices. Points for practitioners The use of performance information and strategic goals are important management instruments for public organizations. This study shows that in public administrations adhering to more bureaucratic rule-of-law traditions, actual management practices combine aspects of PM and SM in various ways, often not aligning with the recommendations from the advisory literature. The presented insights may help practitioners to better understand the efforts and benefits of these management practices, as well as the trade-offs between them.

What is Known About Development-Oriented Performance Management Practices? A Scoping Review

Although a growing number of organizations now focus on the developmental aspect of their performance management practices to improve their effectiveness, little research has been conducted so far on these practices and their outcomes. To deepen our understanding of this phenomenon, we undertook a scoping review on development-oriented performance management practices (DOPMPs) within the employee development and performance management literatures. After mapping the literature on these topics, synthesizing their outcomes, and factors for implementation, we identified research gaps and proposed research avenues. Our review suggests that most of the literature on DOPMPs comes from the grey literature, that most practices are used for performance execution, but more attention needs to be given to strategic planning. By structuring the current knowledge on this topic, this review encourages researchers to produce new knowledge about DOPMPs, their synergies, and their outcomes through a systems approach.

Balancing the performance benefits and health costs of leader high performance expectations: the role of servant leadership

PurposeLeader high performance expectation (LHPE) as a performance management practice is becoming more common in today’s business environment, with managers setting ambitious goals to motivate employees to excel at their jobs. This study aims to critically examine LHPE as a performance management practice within contemporary organizations, focusing on whether LHPE has opposing effects on employee performance and health, as well as how servant leadership can improve the benefits of LHPE while lowering its costs.Design/methodology/approachA path analysis of data from a three-wave survey of 416 full-time employees was used to test our hypotheses.FindingsLHPE has opposing effects on employees via two distinct pathways: motivational effects on employee performance via harmonious work passion and strain effects on employee health via work strain. In the face of LHPE, servant leadership can assist in achieving a mutual gain between employee performance and health.Originality/valueThis study contributes uniquely to the field of employee relations by offering a comprehensive analysis of LHPE’s dual effects. It moves beyond traditional views that focus on singular outcomes, providing a deeper understanding of how LHPE can both motivate and strain employees. Highlighting servant leadership’s role signifies a novel approach to managing LHPE’s complexities, presenting valuable insights for HR practitioners and organizational leaders. The construction industry, a major player in economic development, is facing increased pressure to address sustainability concerns amidst rapid population growth and urbanization. With global projections indicating a significant rise in building demand by 2050, sustainability has emerged as a crucial focus area and paradigm shift to enhance environmental friendliness, quality, and project outcomes. The UAE, renowned for its vibrant construction industry, offers a unique context for examining the integration of sustainable practices. The use of sustainable construction practices is growing in the UAE, where the built environment plays a key role in economic growth and environmental stewardship. The United Arab Emirates (UAE) aims to foster long-term sustainability while enhancing the standard of living for current and future generations by integrating social, environmental, and economic aspects within construction projects, while also reevaluating conventional sustainable development frameworks and embracing a triple bottom line approach. This research was conducted to explore sustainable construction material usage and evaluation in the United Arab Emirates. The literature was reviewed for sustainable building construction materials across the UAE in the SCOPUS index from 2014 to 2024, as well as the regional regulations concerning the subject. This study evaluated the increasing trend of sustainable construction material research works, as well as the sound regional parameters of sustainable construction materials implemented across the country. Through an exploration of the significance of sustainable construction materials, this research underscores the multifaceted benefits of locally sourced, recyclable, and renewable materials in reducing environmental impacts, fostering economic and social well-being, and improving overall project performance and project management practices. The construction sector’s role in economic development and its substantial environmental impact are discussed in alignment with sustainable construction materials, sustainable construction practices, and the need to enhance environmental sustainability and create healthier built environments. In the realm of sustainable construction materials, project management knowledge areas encompass a range of factors. These include the properties of materials sourced regionally; the incorporation of recycled content; considerations for indoor air quality, energy, and water efficiency parameters; and how these properties relate to project scopes, scheduling constraints, and challenges. Additionally, the availability of resources and competency levels, quality control standards, specifications, communication strategies, and stakeholder involvement play crucial roles. It is important to assess both the positive and negative risks associated with these elements across construction projects.
