Evaluation of Research Performance at Universities: A Comprehensive Methodological Approach

Evaluating the effectiveness of research activities is one of the topical issues in the higher education system. Despite this, studies on the extensive assessment of research units' outputs at the university are rare. The main goals of this study are (1) the development of a comprehensive methodology for assessing the research performance of the units; (2) testing this methodology to compare the performance indicators of 37 research institutes and centers. Both quantitative and qualitative research methods were applied in this study. Research results can be beneficiary for government bodies, allowing them to make decisions about the allocation or reallocation of funding and top management in higher education for benchmarking and internal performance evaluation of research institutes and centers. This article contributes to the theoretical basis of research performance evaluation at HEIs and puts forward a step-by-step methodology.

Economic performance evaluation of community health service centers: a DEA-based cross-efficiency study.

Health is a basic need for human survival and development. To achieve the goal of access to basic medical and health services for everyone, the operational performance of the health industry should be improved, and the allocation of resources in the health industry should be optimized. Because of this, we conduct an empirical analysis to evaluate the performance of community health service centers using cross-evaluation. In this study, we apply the data envelopment analysis (DEA) cross-efficiency model to empirically analyze the performance of 9 local community health service centers in Hefei, China. Through the empirical study, we obtain the following research results. (1) Haitang has the best performance among all community health service centers, whereas Sanxiaokou is the worst. (2) The performance of more than half of the community health service centers is significantly imbalanced. (3) Bozhoulu and Lindian do not perform well in all dimensions, that is, they have an imbalanced development. (4) Shuanggang is balanced but does not perform well in all dimensions. We conduct an empirical analysis with real-world data from 9 local community health service centers using the classical DEA cross-efficiency model and compare the results of the cross-efficiency (cross-evaluation) and CCR efficiency (self-evaluation) to better understand each community health service center's performance.

Research is very important to identify the implementation of accountability as a tool for evaluating the performance of a hospital, which can be measured through the organizational structure, the budget arrangement of expenditures and the coding of accounts and statement of operating expenses. This research uses qualitative descriptive research using primary information. Where the method of collecting information is tested through questionnaires and interviews. The respondents to this study were the Planning and Training Department and Support Department of Tarutung Regional General Hospital. The results of Tarutung Regional General Hospital Accountability Accountability have been implemented which is reflected in the organizational structure which clearly and unequivocally separates the powers and responsibilities of each accountability center. Budget regulation for hospital expenditure has been implemented but for coding of accounts it has not been implemented in hospitals as can be seen in 2019 and 2020 LKIP (Government Institutions Performance Reports) over a period of time. The performance of expenditure managers is measured and evaluated by comparing budget targets and budget execution. It is not only an evaluation of the performance of the department head, because there are other aspects apart from the implementation of the responsibility, such as: B. Absenteeism and loyalty. Study of factors affecting the performance evaluation of Iranian health centers

Organizations urgently need evaluation in order to be aware of the desirability and quality of their activities, especially in complex and dynamic environments. The aim of this study was to determine the effective factors on the performance evaluation of Iranian health centers in 2020. This study was a cross-sectional study conducted on 88 managers, deputies, physicians, and experts working in the headquarters of health deputy and health centers of the township in Ahvaz (Khuzistan province, Southwest of Iran), Lorestan, and Ilam (West of Iran) provinces. We used two questionnaires to collect data. The first included demographic variables and the second was a researcher-designed questionnaire to determine the effective factors on the performance evaluation of health centers. Finally, Univariate and Multivariable Linear Regression model was used for data analysis by SPSS 24 software. The number of men was 50%. The most people were in the age group of 41-45 and 46-50 years with 23.9% and 30.7%, respectively, and the factors of planning was β= 0.122. Resource management β=0.119, combined index (β=0.200), information technology (β=0.132), customer satisfaction (β=0.327), education and empowerment (β=0.191), dealing with the crisis (β=0.344), committees, working groups (β=0.223), research and creativity (β=0.216) were in order the most important predictors of performance evaluation in Iranian health centers. All of the above factors are important predictors for performance evaluation in health centers. Therefore, paying attention to these factors in the performance evaluation of Iranian health centers seems to be necessary.

Quality of Health Services Before and During the Covid-19 Pandemic In Public Health Center

Performance evaluation of public health centers must be carried out to measure the level of achievement of quality performance based on customer perspectives and internal service processes. This study aims to evaluate the quality of outpatient services before and during the Covid-19 pandemic at the Aik Darek public health center, West Nusa Tenggara - Indonesia. This study is an exploratory research with comparative descriptive method. A total of 88 research samples were used based on files from outpatients who had visited before the Covid-19 pandemic (October to December 2019) and during the Covid-19 pandemic (March to May 2020). The instrument of this research is a questionnaire from 5 aspects of service quality, tangible, reliability, responsiveness, assurance, and empathy. Descriptive and statistical analyzes were conducted to compare service conditions based on established indicators. The results of this study clearly illustrate that the quality of service before the COVID-19 pandemic was better than during the Pandemic. Satisfaction on the tangible aspect is the most prominent compared to other aspects. The results of statistical analysis also showed significant differences in the two health care conditions based on the five aspects measured. Further description is presented in this article.

Association of low center performance evaluations and pediatric heart transplant center behavior in the United States

To date, no study has evaluated the effects of low center performance evaluations (CPE) on pediatric heart transplant center behavior. We sought to assess the impact of low CPE flags on pediatric heart transplant center listing and transplant volumes and center recipient and donor characteristics. We included centers performing at least 10 pediatric (age <18 years) transplants during the Scientific Registry of Transplant Recipients reporting period January 2009-June 2011 and evaluated consecutive biannual program specific reports until the last reporting period January 2016-June 2018. We evaluated changes in center behavior at following time points: a year before flagging, a year and two years after the flag; and at last reporting period. During our study period, 24 pediatric centers were non-flagged and 6 were flagged. Compared to non-flagged centers, there was a decline in candidate listings in flagged centers at the last reporting period (mean increase of 5.5 ± 12.4 listings vs"?> mean decrease of 14.0 ± 14.9 listings; p=.003). Similarly, the number of transplants declined in flagged centers (mean increase of 2.6 ± 9.6 transplants vs"?> mean decrease of 10.0 ± 12.8 transplants; p=.012). Flagged centers had declines in listings for patients with restrictive cardiomyopathy, re-transplant, renal dysfunction, those on mechanical ventilation and extracorporeal membrane oxygenation. There was no significant change in donor characteristics between flagged and non-flagged centers. Low CPE may have unintended negative consequences on center behavior leading to declines in listing and transplant volumes and potentially leading to decreased listing for higher risk recipients.

Shifting transplant center performance evaluations upstream.

The field of solid organ transplantation is a unique healthcare context with mandatory data collection for all transplant candidates, recipients and donors. An impactful use of these data is assessment of quality of transplant center performance as currently conducted by the Scientific Registry of Transplant Recipients. The historical focus of center performance has primarily been one-year post-transplant survival. In this issue of the American Journal of Transplantation, Paul and colleagues present a study describing a novel metric, the waitlisting rate, as an indicator of transplant center performance.

Call center performance measurement using intuitionistic fuzzy sets

PurposeThe companies are struggling to collect invoices due to the decrease in the economic growth. This global trend does not only affect undeveloped countries, but it also has a strong impact on the developed countries. Improving the debt collection process become a significant element to maintain financial stability. The institutions that are specialized on collecting payments, debt collection agencies and their call centers, with their expertise in the field can improve the payment process. Yet, managing evaluating the performance of debt collection agencies is a very hard process that involves uncertainty and imprecision. Performance measurement (PM) is a combination of numerically expressed characteristics which give insight about the success or degree of accomplishment of an activity. PM can be handled in various levels such as individual, team, department or company. The aim of this study is to present a systematic and objective PM method for call centers.Design/methodology/approachIn this study, first an exploratory approach is used to understand the call center measurement problem. Several meetings are done with the representatives of both call center firms and the parent firms that outsource debt collection process. Simultaneously, a broad literature review is conducted. An iterative approach is selected to reach deeper knowledge on the process. New meetings are planned and scope of the literature review has changed based on this iterative approach. After these steps, the problem has been considered as the multi-criteria decision-making problem since more than one criteria should be considered for evaluating the performances of call centers. The result of the literature review and the meetings with experts show that defining the weights for the criteria is very crucial for evaluating the performances accurately. Collecting human judgment for defining the weights of call center criteria necessitates dealing with vagueness and uncertainty. The intuitionistic fuzzy sets excellent tools for representing uncertainty. Interval valued intuitionistic fuzzy sets can easily represent the human judgments. Thus, in this study, an intuitionistic fuzzy multi-criteria decision making approach is used to design the proposed methodology. Incomplete interval-valued intuitionistic preference relations are used to determine the weights of the indicators aggregating linguistic evaluations of the decision makers.FindingsThe proposed approach provides an objective calculation of performance measurement. In order to provide objectivity, indicator performance functions are proposed for the first time in this study. Nine different functions and related parameters are defined to objectively measure indicator performances.Originality/valueThe paper proposes an objective and easy-to-modify approach for call-center PM, which can be used by call center managers. It presents a new fuzzy multi-criteria decision-making (MCDM) method for call center performance evaluation, which can consider the multi-experts' judgments under vagueness and impreciseness, which may be conflicting and incomplete interval-valued intuitionistic fuzzy preference relations. Also nine new functions are defined for indicator performance.

Hybrid Electro-Optical Intra-Data Center Networks Tailored for Different Traffic Classes

This work presents a novel approach in intradata center network design and performance evaluation, based on a tailored, long-range dependence data traffic generation model for different application classes. We examine how an intra-data center network can be efficiently evaluated and optimized by applying accurate models for machine-generated data and using assumptions on current and future commercially available data center hardware. Moreover, we show that by migrating such a Fat-Tree network to its hybrid, electro-optical counterpart by employing optical circuit switching for selected, intense traffic connections, significant capital and operational expenditure cost savings can be obtained.

Performance Analysis of Cloud Computing Center with Queueing Model

Cloud computing is a novel raising computing resource allocation. Successful development of cloud computing paradigm necessitates explicit performance evaluation of cloud data centers. The computing resource allocation and performance managing have been one of the most important septets of cloud computing. In this paper, we consider the cloud center as a queuing system with single task arrivals and a task request buffer of infinite capacity. We assess the performance of queuing system by using an analytical model and solve it to obtain important performance factors like mean number of tasks in the system. Using this model in order to evaluate the performance analysis of cloud server farms and obtained solved it to obtain accurate estimation of complete probability distribution of the request response time and other paramount performance indicators.

Evaluating center performance in the competing risks setting: Application to outcomes of wait-listed end-stage renal disease patients.

It is often of interest to compare centers or healthcare providers on quality of care delivered. We consider the setting where evaluation of center performance on multiple competing events is of interest. We propose estimating center effects through cause-specific proportional hazards frailty models that allow correlation among a center's cause-specific effects. Estimation of our model proceeds via penalized partial likelihood and is implemented in R. To evaluate center performance, we also propose a directly standardized excess cumulative incidence (ECI) measure. Therefore, based on our proposed methods, practitioners can evaluate centers either through the cause-specific hazards or the cumulative incidence functions. We demonstrate, through simulations, the advantages of the proposed methods to detect outlying centers, by comparing the proposed methods and existing methods which assume uncorrelated random center effects. In addition, we develop a Correlation Score Test to test the null hypothesis that the competing event processes within a center are correlated. Using data from the Scientific Registry of Transplant Recipients, we apply our method to evaluate the performance of Organ Procurement Organizations on two competing risks: (i) receipt of a kidney transplant and (ii) death on the wait-list.

Factors Associated with Treatment Outcomes of Under-five Children with Severe Acute Malnutrition Admitted to Therapeutic Feeding Unit of Yirgalem Hospital

Background: Worldwide severe acute malnutrition (SAM) affects more than 19 million children and Africa pointed as a region where the problem is highly prevalent. Because of the high chance of death, as compared to wellnourished one, child with severe acute malnutrition needs hospitalization or strict follow up for clinical management. However, protocol is available for the clinical management of SAM cases, monitoring and evaluation of treatment center performance is important for the betterment of outcomes. Thus, this study aimed to assess treatment outcome and associated factors among under-five children with severe acute malnutrition admitted to therapeutic feeding unit of Yirgalem Hospital. Methods: Hospital based retrospective study was done. A total of 196 under-five children were selected using systematic random sampling technique. Questionnaire was used to collect data. Frequency distribution of treatment outcomes were calculated using descriptive statistics. Pearson chi-square, significance level p<0.05, was used to identify factors associated with treatment outcomes. Results: Among the admitted children (n=191) 78% were cured, 16% were dead, 3.1% transferred out and 2.6% were defaulted. The average weight gain was found 9.5 g/Kg/day with 2.6 weeks (18.16 days) mean length of stay. Presence of Dermatosis (X2=5.13 & P-value=0.024), Admission Body Temperature (X2=8.12 & P-value=0.04), Tuberculosis co-infection (X2=4.15 & P-value=0.04) and Multi-chart Completeness (X2=5.42 & p-value=0.02) were found associated with treatment outcome of SAM clinical management. Conclusion: Cure and default percentages are acceptable. The death percentage is alarming. The mean length of stay and average weight gain were found to be positively far from the national cut-offs. Presence of Dermatosis, Tuberculosis co-infection, admission body temperature, and completeness of multi-chart are associated with treatment outcome.

Public Health Centers is a technical implementation unit under the District Health Agency that is responsible to conduct health development in a region. To achieve the development vision and mission in health, Health Centers are supported by sufficient resources such as capital, material, machine and human resources. Based on the evaluation of health center performance in 2014, all are good. The condition described for the performance of employees of Health Centers in East Lombok analyzed based on the presence list showed that the level of participation is 98%. The performance and satisfaction of health centers may be affected by the good compensation in Health Centers.This research is aimed at determining the effect of compensation on the performance of employees through the work satisfaction in health centers in East Lombok. This research is a explanatory qualitative study. The samples were 70 respondents selected through cluster random sampling and the data were analyzed using Path Analysis.The research showed that (1) Compensation does not affect directly the performance of employees; (2) Compensation affects directly the work satisfaction of employees; (3) Work satisfaction affects directly the performance of employees; (4) Compensation has direct effect on the performance of employees of Health centers through work satisfaction in East Lombok.Keywords: Compensation, Work Satisfaction, Performance.

Performance Analysis of Heterogeneous Data Centers in Cloud Computing Using a Complex Queuing Model

Performance evaluation of modern cloud data centers has attracted considerable research attention among both cloud providers and cloud customers. In this paper, we investigate the heterogeneity of modern data centers and the service process used in these heterogeneous data centers. Using queuing theory, we construct a complex queuing model composed of two concatenated queuing systems and present this as an analytical model for evaluating the performance of heterogeneous data centers. Based on this complex queuing model, we analyze the mean response time, the mean waiting time, and other important performance indicators. We also conduct simulation experiments to confirm the validity of the complex queuing model. We further conduct numerical experiments to demonstrate that the traffic intensity (or utilization) of each execution server, as well as the configuration of server clusters, in a heterogeneous data center will impact the performance of the system. Our results indicate that our analytical model is effective in accurately estimating the performance of the heterogeneous data center.

Design of Performance Evaluation System of Fresh Agricultural Products Logistics Distribution

On the basis of the characteristics of logistics distribution of agricultural products and using the system of performance evaluation of other logistic company and centers for reference , under the environment of Windows operating system, with the aid of the Visual Basic 6.0 tools, I have designed the software of performance evaluation of logistics’ distribution of flash agricultural product logistics whose contact surface is friendly, simple, practical, flexible and so on. It can complete the screening of indicators of performance evaluation of logistic companies, the calculation of target weight of the evaluation indicators and the synthesis evaluation of performance evaluation of logistics distribution of agricultural product logistics.

HLA Mismatching Is an Independent Risk Factor for Worse Patient Survival Among Lung Transplant Recipients in the United States.

Currently HLA donor/recipient mismatches are not considered in lung donor allocation or in risk adjustment models for assessing performance of transplant programs. We analyzed patient survival in lung transplant recipients by HLA mismatches (MM). Methods: Adult recipients reported to the Scientific Registry of Transplant Recipients (SRTR) database (01-11) were stratified by number of HLA-A,-B,-DR MM. Patient survival was assessed by Kaplan-Meier analysis. Cox proportional hazards regression determined predictors of patient survival. Multivariable analysis was conducted to assess the independent effect of MM adjusted for donor age, gender, race and cause of death, recipient primary diagnosis, use of ventilator, FVC, age, race, gender, primary diagnosis, size of transplant program and year of transplant. Results: The study includes 14,860 adult (18+) recipients, 56 % males, 86% Caucasian, 32% with OPD/Emphysema as primary diagnosis, median donor age 33 yrs and median recipient age 53 years. The proportion of 2-Ag MM was 51, 70, 54% at loci HLA-A, B, DR, respectively. The median follow up was 24 months (0-120) and the overall 5 year patient survival was 54%. Four percent of recipients had 0- 2/6 MM. Five-year patient survival among patients with 0-2 MM was 62% compared to 54% among patients with 3-6 MM (Figure 1).Figure: No Caption available.Higher MM was independently associated with diminished patient survival (AHR= 1.27, 95% CI. 1.07-1.51 p= 0.006). Among the 3 HLA loci, this effect was strongest and also independently associated with 2-HLA-DR MM (AHR= 1.17, 95% CI. 1.01-1.35, p= 0.03). Conclusion: HLA MM is an independent risk factor for poor patient survival after lung transplant. Although HLA matching may not be feasible for lung organ allocation, it could be important for risk stratification in individual patient clinical management. MM may also be an important consideration for more accurate evaluation of transplant center performance.
