Opportunities and Barriers to Composting in a Municipal Context: A Case Study in São José dos Campos, Brazil

The management of municipal solid waste (MSW) is a global challenge of a complex nature. The organic fraction of rapidly degrading MSW, which can be recycled via composting provided it is segregated at the source, is an incipient or non-existent practice in low- and middle-income countries. This study aimed to identify the barriers and opportunities for composting MSW based on the perception of local stakeholders through a qualitative and quantitative exploratory case study in the municipality of São José dos Campos (SP). The study identified and interviewed local stakeholders engaged in composting in the territory, surveying the local market for organic agricultural inputs. Education, infrastructure, and social influence were the main factors that led to the decision to start composting. For home composting, the efficiency of generated waste diversion is from 42% to 59%, and management difficulties at the beginning of the practice are recurrent. Engaging people is the main challenge of community initiatives and 32% ended their composting activities due to the COVID-19 pandemic. Vermicomposting can be an opportunity to value organic waste in the local market. The insights gleaned from the perceptions of local stakeholders provide valuable input for more effective planning within a municipal composting scheme.

Perceptions of ecosystem services and knowledge of sustainable development goals around community and private wetlands users in a rapidly growing city

Urban wetlands are well-known to provide multiple ecosystem services and are essential for achieving the UN Sustainable Development Goals (SDGs). The management practices of local institutions are strongly influential on the sustainability outcomes of urban wetlands, yet the beliefs and value systems underlying distinct management approaches have not been studied thoroughly. Therefore, this study aims to elucidate the perceptions of local stakeholders regarding the ecosystem services provided by urban wetlands, their linkages to the SDGs, and pertinent threats to the wetlands, to reveal the connections between local awareness and sustainable management practices. Using the East Kolkata Wetlands (EKW) in India as a case study, we used a mixed-method approach to interview 120 local stakeholders associated with two differentially managed wetland systems – community and private. Our results demonstrate that the community wetlands are more socially inclusive in nature than the private wetlands. The private users emphasized economic benefits and livelihood security above all, whereas the community users strongly valued diverse provisioning services and cultural services in addition to the livelihood security. Further, community users identified a greater number of ecosystem services as contributing toward the SDGs relative to private users. We suggest that sustainable development strategies consult and incorporate the perceptions of local community wetland management groups, as these management practices are rooted in more comprehensive value systems and are more aligned with sustainable outcomes. These insights reveal the importance of local awareness of ecosystem services, and may be of value to urban planners and policymakers working toward sustainable urban management.

Towards sustainable management of Lake Singkarak, Indonesia: System analysis and research priorities

The water use conflicts characterize the inefficiency of the lakes as common pool resources (CPR); therefore, consensus-based collaborative management is one of the best alternative solutions. Tropical lakes supporting multipurpose uses such as clean water sources and fisheries for rural people have diverse and unique characteristics which complicate their management. We engaged the Ecosystem-Based Management-Drivers Pressures States Ecosystem Services Responses (EBM-DPSER) framework to analyze the complex system of Lake Singkarak, Indonesia as a study case. The framework is also used to interlink the system with the Ecosystem Services Framework. This link is crucial to conduct economic valuation of the alternate management responses. We classified several management issues based on the perspectives of local stakeholders and researchers. We highlight our findings, that there are significant discrepancies among the focus and perception of local stakeholders and researchers. The differences result in inefficiency of research fund allocation. Current research activities are focused on biophysical aspects, which have different emphasize with stakeholders’ concerns. Therefore, they do not directly answer decision makers’ questions. The constructed framework aids to align these discrepancies by listing prioritized future research to aid solving the disputes and to promote evidence-based decision making in the lake. We expect that the use of the framework can aid the development of scientific-based consensus management and aid future monitoring and evaluation of various management responses.

Reverse engineering cycling culture using stakeholders’ perceptions of well-established examples – Insights from Enschede and Münster

Bicycles are recognized as a sustainable alternative for urban mobility. However, social, political, and physical barriers are faced by cities when trying to promote cycling. A combination of elements defined as cycling culture seems to determine the acceptance and massive use of bicycles as a mode of transportation. Thus, it is critical to understand what factors shape bicycle culture and how they relate to each other to explore opportunities and better use the available resources to achieve sustainability. This study aims to create an explanatory framework of cycling culture, using the general concept of reverse engineering, by analyzing well-developed examples of such a culture. To do so, the perceptions of selected stakeholders in Enschede (The Netherlands) and Münster (Germany) were evaluated. Our approach considered three main steps: (I) defining an operational framework to serve as a reference for the cycling culture; (II) identifying the perceptions of local stakeholders through interviews; (III) characterizing cycling culture from the comparison of cases. The results indicated that bicycle culture represents a combination of a positive mindset toward cycling and continuous, long-term policies creating a favorable environment for cyclists. However, we also observed variations indicating that cycling culture can follow at least two different models: one with institutional support and the other with a consolidated social and environmental base.

Climate response of alpine lakes and impacts on ecosystem services

Small alpine lakes are highly sensitive to global warming and human influence, which can affect the ecological integrity of these freshwaters. However, the response of lakes is variable and knowledge about potential impacts on related ecosystem services is insufficient. The project CLAIMES (Climate response of alpine lakes: Resistance variability and management consequences for ecosystem services) therefore aimed at assessing potential impacts on ecosystem services for 15 study lakes located in Niedere Tauern (Austria) and South Tyrol (Italy). In a first step, the lakes’ ecological variability was characterized based on limnological data and lake surface temperature modelling. Adopting a participatory approach, the most important ecosystem services were identified, and their importance was evaluated by local stakeholders. The prioritized ecosystem services were quantified using multiple indicators, and potential future impacts were assessed based on different possible worst-case scenarios. Our findings predict that global warming reduces ice cover duration affecting ecosystem functions and consequently the trophic state. Perceptions of local stakeholders were mostly consistent, but key ecosystem services depend on the regional context. Our results also indicate that the provision of ecosystem services by lakes is largely influenced by the local socio-ecological characteristics. The projected decline in ecosystem services in the future calls for better integration of alpine lake ecosystem services into decision- and policymaking across different governance levels.

The Life Opportunities of Young Refugees: Understanding the Role, Function and Perceptions of Local Stakeholders

The focus on the local level in migration research became common when analyzing arrival contexts. Despite the relative autonomy of the local level and its crucial position in the multi-level migration governance, there is limited research on the role, function and perspectives of local stakeholders in Germany. This paper investigates the dynamics of local actors and aims at understanding their contribution to the life opportunities of young refugees. A post-industrial city, namely Dortmund, has been used as a case study for this explorative task. Building on 20 expert interviews conducted between November 2020 and September 2021, the results show that while the migration history of the city has positive influence on stakeholder perspectives, there are concrete horizontal discrepancies between governmental and non-governmental actors. Albeit being engaged with inclusive migration measures for decades, the governmental actors are found to be limiting youth’s chances, as they are bound to the legal framework of the national and federal levels. Contrarily, the non-governmental actors are of great importance as they challenge the system of burdens and actively create further possibilities for these youths. However, the article found that it is beyond the power of non-governmental actors to eliminate structural and legal barriers. The vertical and horizontal conflicts in multi-governance system are the major barriers for this. Nonetheless, local level actors appear critical in creating further opportunities and advocating for youth; therefore, their potential operational strength should not be undervalued.

Local stakeholder perceptions of forest degradation: Keys to sustainable tropical forest management.

Land use policies and planning in Latin America have been partially successful in halting deforestation yet have not stopped forest degradation. Here, we study the different stakeholders' perspectives of the drivers of forest degradation. We use Colombia as a case study for understanding synergies and trade-offs of the sustainable development goals (SDGs) and analyzed what the most important causes are, to whom it matters, and their regional contribution. We identified a common perception, but miscommunication and misunderstandings occur between local- and national-level actors in terms of their views on responsibilities and rates of change. The results are a call for action. Cross-scale governance is necessary to improve the design and implementation of policies for forest management at the subnational and local levels and to ensure that we move toward sustainable development without worsening existing inequalities. It is essential that countries provide the enabling conditions to develop a coherent governing framework.

Implementation barriers and enablers of midwifery group practice for vulnerable women: a qualitative study in a tertiary urban Australian health service

BackgroundMaternity services have limited formalised guidance on planning new services such as midwifery group practice for vulnerable women, for example women with a history of substance abuse (alcohol, tobacco and other drugs), mental health challenges, complex social issues or other vulnerability. Continuity of care through midwifery group practice is mostly restricted to women with low-risk pregnancies and is not universally available to vulnerable women, despite evidence supporting benefits of this model of care for all women. The perception that midwifery group practice for vulnerable women is a high-risk model of care lacking in evidence may have in the past, thwarted implementation planning studies that seek to improve care for these women. We therefore aimed to identify the barriers and enablers that might impact the implementation of a midwifery group practice for vulnerable women.MethodsA qualitative context analysis using the Consolidated Framework for Implementation Research was conducted at a single-site tertiary health facility in Queensland, Australia. An interdisciplinary group of stakeholders from a purposeful sample of 31 people participated in semi-structured interviews. Data were analysed using manual and then Leximancer computer assisted methods. Themes were compared and mapped to the Framework.ResultsThemes identified were the woman’s experience, midwifery workforce capabilities, identifying “gold standard care”, the interdisciplinary team and costs. Potential enablers of implementation included perceptions that the model facilitates a relationship of trust with vulnerable women, that clinical benefit outweighs cost and universal stakeholder acceptance. Potential barriers were: potential isolation of the interdisciplinary team, costs and the potential for vicarious trauma for midwives.ConclusionThere was recognition that the proposed model of care is supported by research and a view that clinical benefits will outweigh costs, however supervision and support is required for midwives to manage and limit vicarious trauma. An interdisciplinary team structure is also an essential component of the service design. Attention to these key themes, barriers and enablers will assist with identification of strategies to aid successful implementation. Australian maternity services can use our results to compare how the perceptions of local stakeholders might be similar or different to the results presented in this paper.

Increased oyster aquaculture in the Sado Estuary (Portugal): How to ensure ecosystem sustainability?

Aquaculture is one of the fastest growing sectors in the world. However, this may come with a cost, as increasing aquatic production is likely to impose changes in the environment. To ensure ecosystem sustainability, it is essential to think on this larger scale. This study aims to use the Delft3D model suite to evaluate the ecological carrying capacity for bivalve production in the Sado Estuary (Portugal), under present and future conditions (2050). Scenarios for increased oyster production resulted in reductions of chlorophyll a associated with increased nutrient concentrations. In the most extreme production scenario, which considered an increase of 100 ha in production area, a predicted decrease of 90 % in phytoplankton biomass was observed. Climate change (CC) was incorporated as an increase in sea level and water temperature, as well as a reduction in river flow. Under present oyster production conditions, CC revealed contrasting patterns, i.e. an increase in chlorophyll a concentrations and a reduction in nutrients. These results suggest that CC has a positive effect in counteracting the impacts of increased oyster production, however further research is necessary. All scenarios point to reduced dissolved oxygen concentrations, highlighting the need to monitor this parameter. Given the difficulty in defining what are unacceptable impacts to the ecosystem it would be prudent to include a socio-ecological framework in the future, in order to integrate ecosystem services and the perception of local stakeholders.

Planning behind Closed Doors: Unlocking Large-Scale Urban Development Projects Using the Stakeholder Approach on Tenerife, Spain

Santa Cruz Verde 2030 is an inner-city megaproject that will transform the local oil refinery into an urban neighborhood in Santa Cruz de Tenerife, Spain. The project is expected to reconfigure Santa Cruz’s tourism model significantly, while applying rather undemocratic planning practices. This paper explores Santa Cruz Verde 2030, focusing on the perception of local stakeholders. My research builds on 18 qualitative interviews with planning authorities, the city’s mayor, political parties, experts from the real estate sector and residents. I identify a large perception gap among the interviewees. While the project’s initiators praise the participatory process, other stakeholders feel neither informed nor integrated. In particular, the “behind closed doors” planning approach has provoked resentment among citizens. In contrast, the possible impact on tourism of the project has given rise to less discussion. This contributes to the “stealthy” touristification strategy that has already transformed large areas of Santa Cruz’s waterfront in past decades. Hence, this paper adds to the ongoing discussion on how to design megaprojects in a more sustainable way, for example, by ensuring political consensus and learning from former megaprojects.

Practical system approaches to realise the human rights to water and sanitation: results and lessons from Uganda and Cambodia

Abstract The United Nations General Assembly's 2010 legal recognition of the human rights to water and sanitation shaped approaches of many actors working to improve access to water, sanitation and hygiene (WASH). Persistent challenges of poor WASH sustainability, scale and inclusion are increasingly being tackled through system thinking and system strengthening. However, little has been written about how participatory system analysis and monitoring can equip and empower WASH actors to apply system thinking, self-assess and course-correct in their own work to improve sustainable WASH for all. WaterAid's Sustainable WASH Services at Scale (SusWASH) programme applies a system approach, underpinned by human rights principles. In this paper, we share perceptions of local stakeholders, engaged in empowerment evaluation in Cambodia and Uganda, and lessons learned for future initiatives that seek to catalyse WASH system improvements for the realisation of the human rights to water and sanitation. We argue that a system approach, underpinned by human rights principles, can help advance progress towards inclusive and sustainable WASH for all. Working in this way fosters inclusive, locally led decision-making about how system blockages can be overcome, strengthening local ownership of a shared vision for change and the capacities and skills required to achieve it.

Stakeholder Perceptions of Nature-Based Solutions and Their Collaborative Co-Design and Implementation Processes in Rural Mountain Areas—A Case Study From PHUSICOS

Planners and engineers increasingly discovered nature as a source of inspiration to mitigate hydro-meteorological risks resulting from extreme weather events. Actors are realizing advantages of such solutions known as Nature-Based Solutions (NBS) to rapidly adapt to changing climate patterns and related impacts such as flooding, landslides, mudflows or rockfalls. NBS also provide multiple co-benefits such as an increased landscape value for society and biodiversity. Because of their inherent characteristics, NBS implementation are more efficient when supported by participative approaches. At the same time, strengthening democratic and collaborative planning into Living Labs approaches generates an increase in interest. This helps to overcome bottlenecks when implementing measures and provide common ground to provide space for new ideas, to promote innovation and to develop solutions with high acceptance. While co-design and implementing NBS has already been applied and well documented for urban areas, there are few publications on collaborative planning, stakeholder perception and NBS co-implementation in rural mountain areas. In our case study analysis from the EU-funded H2020 project PUSICOS, we present stakeholder views on NBS, their possibility to reduce natural hazards in different mountainous case study areas, different discussed measures, NBS types and stages of implementation. We analyze expectations on Living Lab processes to co-design NBS and important topics to be addressed in these processes from the view, perspective and perception of local stakeholders. Despite the importance of NBS on political and research agenda, in both the literature and the interviews, the concept and ideas are less familiar to stakeholders. NBS are mainly encountered within river restoration measures. The main interest was to reduce risks and to find solutions that were attractive and interesting also from an economical point of view e.g. business models for farmers and landowners and less of the multiple benefits that are most important for stakeholders in urban areas. The collaborative planning approach was seen as important for engaging stakeholders and creating knowledge about NBS. These insights will contribute to the understanding and address the management of intense stakeholder involvement processes, identify barriers that arise, and support in-depth participatory processes.

Risk perception of local stakeholders on natural hazards: implications for theory and practice

Abstract. In Romania, local stakeholders' knowledge plays a role in making decisions for emergencies, supporting rescue officers in natural hazard events, coordinating, and assisting the affected populations physically and psychologically. However, despite the increasing occurrence and severity of natural hazards in the Iași metropolitan area (of north-eastern Romania), there is a lack of knowledge of local stakeholders on how to encourage the population regarding safety actions. For this reason, we interviewed 118 local stakeholders to determine their risk awareness and preparedness capacities over a set of natural hazards, in order to understand where deficiencies in knowledge, action, and trust are greatest. Results reveal substantial distinctions between different threats and among stakeholders based on their cognitive and behavioural roles in the communities. The roles of responsibility and trust are important driving factors shaping their perception and preparedness. Preparedness levels are low, and, for many, learning and preparatory actions are needed to build resilience to the negative occurrences of natural hazards. As the stakeholders' role is to direct interventions in affected areas by managing communication initiatives with the entire population of the community, there is a need to create stakeholders' networks, empowering local actors and serving as a bridge between authorities' decisions and local people, making effective risk management plans, and securing more lives and economies.

How have the Care Act 2014 ambitions to support carers translated into local practice? Findings from a process evaluation study of local stakeholders' perceptions of Care Act implementation.

The Care Act 2014 imposed new statutory duties on English local authorities in relation to family or informal carers and it broadened carers' statutory entitlements to assessment, care and support, irrespective of eligibility for local authority funding of the person they care for. Despite this legislative framework, local authorities appear to be translating the new legal obligation into practice in different ways. This paper draws on evidence from in-depth interviews held during 2017-2018 with key stakeholders in three English local authorities to investigate whether and how local efforts meet the Act's intention of supporting carers. We explored local goals associated with supporting carers, local authorities' approaches to needs assessment and service provision as well as barriers and facilitators to adoption of the new legal obligations towards carers. The paper draws on Twigg, J., & Atkin, K. (1995), typology to explore perceptions of local stakeholders of the interaction between formal care system and carers post-Care Act. The findings indicate that despite a clear Care Act emphasis on meeting carers' needs, when faced with financial constraints the formal care system approaches carers mainly as a resource and often supports carers to keep cared-for people away from health and social care systems. Although replacement care is a vital element in the Care Act's ambitions to support carers, in sampled authorities, it was often newly being subject to needs thresholds and financial assessment of people they care for, leading to reported conflicts of interests between carers' needs and those of cared-for-people. The Care Act is nonetheless seen as having made progress in legitimising carers' needs as clients. Social care professionals increasingly emphasise the importance of meeting carers' needs and well-being as valued and desirable outcomes.

Investment case approach for equitable access to maternal neonatal and child health services: Stakeholders' perspective in Nepal.

Investment Case is a participatory approach that has been used over the years for better strategic actions and planning in the health sector. Based on this approach, a District Investment Case (DIC) program was launched to improve maternal, neonatal and child health services in partnership with government, non-government sectors and UNICEF Nepal. In the meantime, this study aimed to explore perceptions and experiences of local stakeholders regarding health planning and budgeting and explore the role of the DIC program in ensuring equity in access to maternal and child health services. This study adopted an exploratory phenomenography design with a purposive sampling technique for data collection. Three DIC implemented districts and three comparison districts were selected and total 30 key informant interviews with district level stakeholders and six focus groups with community stakeholders were carried out. A deductive approach was used to explore the perception of local stakeholders of health planning and budgeting of the health care expenses on the local level. Investment Case approach helped stakeholders in planning systematically based on evidence through collaborative and participatory approach while in comparison areas previous year plan was mainly primarily considered as reference. Resource constraints and geographical difficulty were key barriers in executing the desired plan in both intervention and comparison districts. Positive changes were observed in coverage of maternal and child health services in both groups. A few participants reported no difference due to the DIC program. The participants specified the improvement in access to information, access and utilization of health services by women. This has influenced the positive health care seeking behavior. The decentralized planning and management approach at the district level helps to ensure equity in access to maternal, newborn and child health care. However, quality evidence, inclusiveness, functional feedback and support system and local resource utilization should be the key consideration.

150 years of anthropogenic impact on coastal and ocean ecosystems in Brazil revealed by historical newspapers

Human impact on coastal ecosystems is one of the greatest environmental threats of our times. An understanding of the scale and magnitude of species and habitat degradation requires a long-term perspective that incorporates historical information from a range of sources, including local newspapers. Here we provide a novel contribution to the historical ecology of marine organisms along the Brazilian coast by exploring evidence of anthropogenic impacts in digitized historical newspapers spanning 167 years, available from the Brazilian Digital Newspapers and Periodicals Library. Using the keyword pesca we analyzed over seven thousand matches published in 26 newspapers between 1849 and 2016 in the state of Santa Catarina, one of the largest fish producing territories in Brazil. We found evidence of anthropogenic impacts involving overfishing and bycatch as early as the 19th century, well before the commencement of scientific studies and collection of fisheries landing data in the region. Impacts were exacerbated by the expansion of commercial fishing beginning in 1930, a process that seemingly increased competition for resources, while from 1980 onward anthropogenic impacts were mostly reported in relation to habitat degradation due to urbanization (including tourism) and industrialization. The results reveal that historical newspapers are valuable sources of information on local stakeholder perceptions of environmental and resource changes, and thus can provide a deeper temporal perspective to studies involving local, traditional-citizen knowledge in conservation and management actions.

The perceptions of stakeholders on current management of mangroves in the Sine-Saloum Delta, Senegal

Despite their ecological and economic importance, mangroves have suffered degradation in West-Africa, mostly from anthropogenic activities. To sustainably and successfully manage natural resources in complex social-ecological systems (SES), it is important to take into consideration the divergent viewpoints, values, and knowledge of stakeholders, this allows to make informed decisions by identifying shared views and contentious grounds. We applied Q methodology to identify the subjective perceptions of local stakeholders on mangrove management in the Sokone and Toubacouta regions of the Sine-Saloum Delta in Senegal. Three distinct discourses (distinct viewpoints) were identified following the application of Q methodology: (i) the ‘Official’ discourse: “Mangrove management is fragmented; communities need to fill in the gaps for the management to work uniformly in all parts”; (ii) the ‘Happy Villagers’ discourse: “Village-level co-management works but some imbalances need to be corrected”; and (iii) the ‘Unhappy Villagers’ discourse: “Mangrove management is not working; things need to change, but it is not up to us (the villagers) to act”. There is polarization among the discourses on the effectiveness of current management. There is consensus among the discourses in wanting improvements in the current management but there is no agreement on what needs to change. The study highlights the importance of establishing clear guidelines concerning the role of government and other actors in participatory decentralized resource management. The identified areas of consensus can help create opportunities for sustainable management interventions and dissensus viewpoints highlight critical topics that require further discussion to improve the present management regime.

Fostering adaptive co-management with stakeholder participation in the surroundings of soda pans in Kiskunság, Hungary – An assessment

In constantly changing complex social-ecological systems conservation organisations need to take steps toward adaptive co-management if they want to be effective in their conservation activities. In the surroundings of the soda pans of the Kiskunság region in Hungary, a participatory process was initiated with the local national park directorate to understand the socio-economic context of the sodic wetland area, reveal the perceptions of local stakeholders about the current and preferable management of the area and start discussions with them about certain priority management issues related to sustainable use (grazing and ecotourism). In this article, we show how this process helped in taking the first steps toward adaptive co-management. For the assessment, criteria of effective adaptive co-management were derived from the literature. The results show that most conditions for adaptive co-management have already been fulfilled (e.g. identified set of stakeholders, sense of place shared or incentives for participation) and some social outcomes were achieved. The participatory process assisted the collaboration of stakeholders, which can contribute to positive economic and ecological outcomes in the future. Through the engagement of local stakeholders some conflicting management issues were resolved (e.g. accepting a wider range of grazing animal species and allowing flexible time for mowing) and collaboration started on ecotourism issues (e.g. information sharing with the assistance of the national park directorate). This process can be seen as the ‘formulation’ phase of adaptive co-management but more efforts are needed to move toward the ‘conjoint’ phase with more actions, monitoring and social learning. Our case also shows that ACM can be a good method for both conservation and rural development but supporting policy environment as well as financial resources assisting the participatory process and nature-friendly farming activities can be important for its long term success.

The identified areas of consensus can help create opportunities for sustainable management interventions and dissensus viewpoints highlight critical topics that require further discussion to improve the present management regime.

'[…] the situation in the schools still remains the Achilles heel.' Barriers to the implementation of school tobacco policies-a qualitative study from local stakeholder's perspective in seven European cities.

School tobacco policies (STPs) are a crucial strategy to reduce adolescents smoking. Existing studies have investigated STPs predominantly from a school-related 'insider' view. Yet, little is known about barriers that are not identified from the 'schools' perspective', such as perceptions of local stakeholders. Forty-six expert interviews from seven European cities with stakeholders at the local level (e.g. representatives of regional health departments, youth protection and the field of addiction prevention) were included. The analysis of the expert interviews revealed different barriers that should be considered during the implementation of STPs. These barriers can be subsumed under the following: (i) Barriers regarding STP legislature (e.g. inconsistencies, partial bans), (ii) collaboration and cooperation problems between institutions and schools, (iii) low priority of smoking prevention and school smoking bans, (iv) insufficient human resources and (v) resistance among smoking students and students from disadvantaged backgrounds. Our findings on the expert's perspective indicate a need to enhance and implement comprehensive school smoking bans. Furthermore, collaboration and cooperation between schools and external institutions should be fostered and strengthened, and adequate human resources should be provided.
