چکیده: منذ بداية خلق الإنسان وتأسيس الحياة الاجتماعية على الأرض، أوكلت إلى الإنسان من حیث أنه خلیفة الله، مهمة أداء رسالته بما يتوافق مع البناء المادي والروحي للأرض على النحو اللائق به، ولكن لا يمكن إنجاز مثل هذه المهمة العظيمة دون وجود نظام. لأن إصلاح الأرض الذي يقوم على تحقيق هدفين أساسيين، وهما إقامة دين الله في الأرض وخدمة خلق الله، غير ممكن في غياب نظام شرعي. الجمهور الأساسي للنظام الإسلامي هو الشعب، فإذا تم تجاهل الشعب كمصدر للقوة في النظام، فلا شك أن النظام سيفشل في تحقيق أهدافه الأساسية ويحسب دقائق زواله فی قریب او بعید، لأن النظام السیاسی فی حياتنا المعاصرة یأخذ الإلهام من أول نظام سياسي في الإسلام وهي المدينة المنورة، من حيث الشورى والمشورة، والمؤازرة والدعم المادي والمعنوي، والإشراف على إجراءات الحكومة، وحفظ الأمن ومحاربة المنكرات، لأن هذه الموارد فی إطارالحکم لها دور بارز و مهم جداً لا ينبغي تجاهلها. يهدف هذا المقال إلى الكشف عن دور الشعب في النظام السياسي الإسلامي، فمن ناحية يقوم الشعب بواجباته برضا كامل، بأمانة وإخلاص، ومن ناحية أخرى، تدرك الحكومة قدرتها وفرصة لازمة لخدمة دین الله و لخدمة الشعب المسلم الذی یُعدُّ رکناً أساسیا لوجود الحکومة. وانطلاقاً من هذا الاعتبار، تم تقديم النصائح اللازمة إلى السلطات فيما يتعلق بتعزيز ودعم الدور المشروع للشعب في النظام. کلمات کلیدی: موقف الناس، دور الناس، النظام، ضرورة النظام، السياسي، الإسلام. Abstract: Throughout human history and the evolution of communal life, humanity has carried the weighty responsibility of both material and spiritual stewardship over the land. As appointed custodians, humans are tasked with fostering harmonious coexistence within society. However, this profound duty cannot be fulfilled in isolation; it necessitates the establishment of a legitimate governing framework. The construction and sustenance of society serve dual foundational purposes: first, the establishment of divine order on Earth, and second, the provision of dignified services to all of Allah’s creations. Yet, achieving these lofty objectives remains elusive without the scaffolding of a just and functional system.In the context of an Islamic political system, the central protagonists are the people themselves. Neglecting their pivotal role as the primary source of power within the political apparatus would be a grave oversight. Whether considering the immediate future or the distant horizon, any system that marginalizes its populace is destined to face its downfall. Drawing inspiration from its earliest precedent, the Medina model, the contemporary Islamic political order must prioritize the active participation of the people. In this model, individuals engage in consultation, provide both material and moral support to the system, monitor governmental actions, ensure security, and steadfastly combat wrongdoing.This discourse aims to elucidate the indispensable role of the people within the Islamic political framework. Individuals must conscientiously discharge their duties with consent, integrity, and wholeheartedness. Simultaneously, the political system itself must recognize its dual mandate: to serve God’s religion and to serve the people—the twin pillars upon which governance rests. Consequently, essential recommendations for strengthening and championing the legitimate role of the people within the political structure are provided to those entrusted with authority.
