A Comparative Performance Analysis of Türkiye's Health System within OECD Countries

A country's health system stands as one of its most critical infrastructures, significantly influencing the well-being of its citizens. In line with the World Health Organization's (WHO) widely accepted definition, a country's health system involves all organizations, people, and actions whose primary purpose is to promote, restore, or maintain health (World Health Organization., 2007). As indicated in this definition, a health system carries characteristics of complex systems posing significant challenges in its management and maintenance. The complex nature of the health system also challenges the country's policymakers to improve the outcomes of the health system. Examining specific key performance indicators of the health system can assist policymakers in gaining deeper insights into its internal capacities and identifying areas for improvement. This paper provides a comparative performance analysis of Türkiye’s health system compared to other Organization for Economic Co-operation and Development (OECD) countries using selected key performance indicators of the health system's capacity and resources. The methodology involves a comprehensive review of existing literature, data collection and analysis, and performance evaluation using the Data Envelopment Analysis (DEA) technique. In this performance analysis, health systems capacity-related indicators, such as health expenditure, number of doctors, number of nurses, and number of hospital beds, are used as input variables, and life expectancy at birth and citizens’ satisfaction with the healthcare system are output variables. The analysis intends to identify best practices and potential areas for improvement within Türkiye’s health system by benchmarking insights from other OECD countries.

Aligning the new work environment with OECD Goal 8: a design case of a global automobile brand from Turkey

Purpose This paper aims to investigate the economic sustainability of new work environments by exploring how interior design strategies can contribute to the Organization for Economic Co-operation and Development (OECD)’s Sustainable Development Goal (SDG) 8, which focuses on decent work and economic growth. SDG 8 aims to foster sustained, inclusive and sustainable economic development, as well as full and productive employment. Design/methodology/approach The pilot study was conducted at a global automobile brand’s largest facility in Kocaeli/Turkey, where 102 employees participated in stakeholder meetings divided into 18 groups. Additionally, 46 employees were interviewed through focus groups and one-on-one sessions across nine encounters. The collected data were analyzed using deductive thematic analysis, interpreting codes and themes related to spatial politics, timing politics and hybrid working culture in the new work environment. Findings Identified themes include individually focused tasks, virtual collaboration, agile working, socialization and urban interaction. These themes are then traced through the conceptual design proposal developed by the interior design team and discussed in relation to their alignment with SDG 8.2 (diversify, innovate and upgrade for economic productivity), SDG 8.4 (improve resource efficiency in consumption and production) and SDG 8.8 (protect labor rights and promote safe and secure working environments for all workers). Research limitations/implications These three targets (for inclusivity and innovation, for environmentally sustainable and for employee well-being) were selected for their relevance in shaping the physical work environment. Originality/value The key finding of this paper is the need for a deeper understanding of economic sustainability in interior design and the contribution of SDG 8 targets on the spatial, temporal and cultural dimensions of new work environments. Brands committed to sustainability must adopt new work models and reimagine their work environments to enhance employee satisfaction and performance, through comprehensive user research and design solutions aligned with SDG 8.

The development of international civil liability legal regime for nuclear damage and their inspiration for domestic law-making

As International Atomic Energy Agency has stated in its Handbook on Nuclear Law, “Even in situations for which the highest standard of safety has been achieved, the occurrence of nuclear accidents cannot be completely excluded.” Therefore, the international legal framework for nuclear damage compensation liability has been evolving since the establishment of Nuclear Energy Agency of Organization for Economic Co-operation and Development (OECD NEA) and International Atomic Energy Agency (IAEA). Over the years, various international treaties have been enacted to address the compensation of nuclear damage and to establish liability regimes for nuclear incidents. To date, these treaties have established a series of legal principles of nuclear damage liability, such as the sole liability principle, the strict liability principle, the financial guarantee principle etc., which have been developing since establishment. This paper offers an overview of the historical development of the principles of these international treaties for nuclear damage liability and thus draws upon both primary and secondary sources, including treaties, official documents, academic literature, and reports by international organizations. Including the legislation study methodology, comparative methodology is also adopted in this paper to analyze the changes and trend of these principles. The paper reveals that the Paris Convention, which was established in 1960, was the first attempt to establish a comprehensive legal regime for nuclear damage liability. Most of the principles of this Convention have been inherited by subsequent international treaties and domestic legislations. With the awareness of protecting public’s rights having been significantly strengthened, the range of compensation has been broader, the matters of immunity from liability for operators of nuclear power plants have been reduced, the limitation of the compensation amount has been higher etc. In conclusion, the international legal regime for nuclear damage liability has been showing a shift from protecting the development of the nuclear industry to a joint protection of both public health and rights and the nuclear industry, which should be paid attention to and deeply learnt by domestic legislators of all states for the establishment and perfection of their domestic legislation in this field.

Analysis of Ghana—Nigeria Export Trade: Linkages, Impacts and Policy Implications

This study hypothesised that the Ghana-Nigeria export trade has a significant impact on the economy of Ghana. Time series on variables of interest were obtained from the World Development Indicator (WDI) of the World Bank and the Ghana Statistical Service (GSS). The 2018 input-output table for Ghana was obtained from the social accounting matrix of the Organisation for Economic Co-operation and Development (OECD). The data were analysed using descriptive statistics, input-output analysis, and the autoregressive distributed lag (ARDL) bound testing approach. Through input-output analysis, this study found significant total impacts (151.585 to 190.139 million Ghana Cedis) in 2017 and 2018, centred around export commodities such as food and live animals, beverages, and tobacco. The expanding field of influence (214.373 to 268.898) and the ratio of impacts to Ghana's GDP (0.058% to 0.062%, then 0.044%) substantiate their pronounced role in the economy. The ARDL model showed that a percent increase in Ghana-Nigeria exports led to a 0.1017% increase in Ghana’s real GDP on the log-run. The speed of adjustment was 42.18% in each period. By providing support to exporters, both countries can leverage their comparative advantages, strengthen economic ties, and foster sustained growth through increased export trade.

Korean Templestay as a Sustainable Global Cultural Product: The Case of Manggyeongsansa

While the trend of de-religiousization has accelerated globally, Korean Buddhism has become very hip around the world. While it was traditionally known as a symbol of a solemn and old religion, with its innovative transformation, Korean Buddhism has gained wide popularity in friendly and trendy atmospheres, especially among people in their 20s and 30s in Korea and abroad, regardless of religion. Thus, Korean Buddhism has a cultural affinity beyond religion, nationality, age, and gender. At the center of this popularization of Buddhism, there exists “Templestay”. Templestay is defined as staying in a Korean temple and experiencing traditional Korean culture, the spirit of Buddhist practice, the natural environment, and the daily life of temples. Templestay was selected as one of the world’s top five most successfully developed tourism and cultural resources by the Organization for Economic Cooperation and Development (OECD), and one of the top 10 icons representing Korea according to the Republic of Korea’s Presidential Council on Nation Branding. Thus, Templestay is not just a Buddhist cultural experience but has been officially recognized as a sustainable global cultural product representing Korea with a history of 1700 years, where a global cultural product is defined as a cultural product that is shared on a global level. Considering Templestay’s wide global popularity, as well as its significant impact on the national economy, tourism, and cultural succession, with over 7 million participants, it is important to investigate Templestay from the perspective of sustainable management, such as CSR, CSV, and ESG. However, while a few studies exist on Templestay, the theoretical aspects of Templestay as a subject of sustainable management have not been sufficiently developed, since most research on Templestay has focused on the perspectives of religion or visitor experiences. Thus, by focusing on Manggyeongsansa Templestay, which was selected as one of the best Korean temples among the 150 temples offering Templestay in 2023, the findings from this case study provide significant implications and practical guidelines for the sustainable management of global cultural products to address fundamental issues from an angle that has not been covered sufficiently.

Excessive Pharmaceutical Pricing and Repercussions on Paediatric Health Services

Context: Paediatric pharmaceutics have a significant share in expensive drugs. Recent years have seen significant calls for intervention against high prices for pharmaceutical products. The prohibition of prices that are excessive as a form of abuse of dominance is considered as Competition law violation in the European Union Law and national legal orders of its Member States. Majority of the Organization for Economic Cooperation and Development (OECD) member countries have similar prohibitions in their respective Competition laws with important exemption of United States (US) Antirust Law, although there is some indication of change in US exactly in the area of pharmaceutical sector. Regulation of excessive prices also exists in Competition laws of all BRICS (Brazil, Russian Federation, India, China, and South Africa) countries. The problem of excessive prices in pharmaceutics is one of the emerging themes in Competition law literature and case law development. This is the area where intellectual property rights, usually patent protection, collide with competition rules. Costs of research and development for such pharmaceutics are often very high emphasizing the need for balance between colliding legitimate interests: access to health and research development. Aim: To present regulatory and case law development of application of excessive prices as form of abuse of dominance in pharmaceutical sector with emphasis on paediatric health services. Data source: OECD, PubMed, Google Scholar, Scopus. Conclusion: Balance between competition rules on excessive prices as form of abuse of dominance and intellectual property rights in the area of expensive paediatric pharmaceutics can be regarded as suboptimal. Thus, there is a need for further regulatory development and application of rules on excessive prices in that field.

Study of the Acute Toxicity of an Aqueous Extract of the Leaves of Senna alata (L.) ROXB (Caesalpiniaceae) to Mammals

Senna alata (L.) ROXB (Caesalpiniaceae) is a plant known and appreciated by the Ivorian population. It is commonly used to treat high blood pressure and constipation. The aim of this study was to investigate the acute toxicity of the aqueous extract of leaves of Senna alata leaves (EAqSa) in mammals. To do this, a phytochemical study of this extract was carried out. Acute toxicity was assessed by the intraperitoneal and oral routes. The oral toxicity tests were carried out in accordance with directive 423 of the Organisation for Economic Co-operation and Development (OECD) using three (3) lots of three (3) rats, one control lot and two (2) test lots. The control lot received 2 ml of distilled water, one test lot received 2000 mg/ kg bw of EAqSa and the second test lot received 5000 mg/ kg bw of the extract in a single dose. Toxicity tests by intraperitoneal administration are carried out using six (6) lots of six (6) mices including a control lot receiving 0.5 ml of EAqSa. The five (5) test lots received 0.5 ml of doses ranging from 750 to 2000 mg/kg bw of the extract. The animals from the different test lots were observed for twenty-four (24) hours. Qualitative phytochemical analysis revealed the presence of polyphenols, sterols and polyterpenes, flavonoids, catechic tannins, saponosides, quinonic compounds and alkaloids. Acute toxicity tests show that this extract is only slightly toxic by the intraperitoneal route and non-toxic by the oral route. The oral route of administration would be the most recommended for the pharmacological use of this extract, but should be used in moderation.

Microbial biopesticides are inhibited by honey bee royal jelly and in vitro larval diet

The interest in and use of biological materials in crop production is increasing globally at a rapid pace. In many cases, testing methods for conventional chemicals are applied to microbial-based biopesticides because specific microbial test methods are lacking. However, not all methods are easily transferred to microbial-based products. An evaluation was conducted to determine if OECD (Organization for Economic Co-operation and Development) Guidance Document No. 239 on honey bee larval toxicity could be adapted to microbial pesticides. In our study, five microbes, including B. pumilus, B. thuringiensis, B. velezensis, Paenibacillus larvae, and Ascophaera apis were grown on agar media and spotted with either honey bee in vitro larval diet or royal jelly. We observed that the honey bee larval bee diet and royal jelly did not inhibit the fungal honey bee pathogen Ascophaera apis, yet inhibited the growth of bacteria, including a known honey bee larval pathogen. This finding may make the test unreliable for certain biopesticides. The OECD is considering biopesticide-specific testing guidelines, and the EPA has indicated it to update itsbiopesticide bee test guidelines. However, additional research is needed to determine which options may be feasible and provide the best improvements.

Explainable machine learning models for predicting the acute toxicity of pesticides to sheepshead minnow (Cyprinodon variegatus).

A quantitative structure-activity relationship (QSAR) study was conducted on 313 pesticides to predict their acute toxicity to Sheepshead minnow (Cyprinodon variegatus) by using DRAGON descriptors. Essentials accounting for a reliable model were all considered carefully, giving full consideration to the OECD (Organization for Economic Co-operation and Development) principles for QSAR acceptability in regulation during the model construction and assessment process. Nine variables were selected through the forward stepwise regression method and used as inputs to construct both linear and nonlinear models. The obtained models were validated internally and externally. Generally, machine learning-based methods, namely support vector machine (SVM), random forest (RF), and projection pursuit regression (PPR), perform better than the multiple linear regression (MLR) model. The statistical results (R2 = 0.682-0.933, Q2LOO = 0.604-0.659, Q2F1 = 0.740-0.796, CCC = 0.861-0.882) of the developed models show that they are robust, reliable, reproducible, accurate and predictive. Comparatively, the RF model performs best, giving predictive correlation coefficient Q2 of 0.814, root mean squared error (RMSE) of 0.658 and mean absolute error (MAE) of 0.534 for the test set, respectively. The RF model (as well as SVM and PPR models) was visualized and explained by using the SHapley Additive explanation (SHAP) analysis to enhance its transparency and credibility. In addition, the applicability domain (AD) range of the RF model was characterized by the Williams plot and the tree manifold approximation and projection (TMAP) technology was utilized to illustrate similarity and diversity of the entire data space, to assist in the analysis of the outliers. Activity cliff detection was investigated by using Arithmetic Residuals in K-groups Analysis (ARKA) descriptors. It was found that none of the pesticides was identified as an activity cliff in the training set or a potential prediction cliff in the test set. Therefore, the RF model fulfills each OECD principle in regulation for QSAR models. The research in this work will aid in the in silico QSAR prediction of the acute toxicity to Sheepshead minnow (Cyprinodon variegatus) for untested and new toxic pesticides and can also be extended to other studies.

A multimodal in vitro approach to assess the safety of oral care products using 2D and 3D cellular models

IntroductionPeriodontitis, affecting approximately 3.9 billion individuals globally, significantly impacts quality of life and has raised interest in its potential systemic effects. Sodium perborate, a common component in oral care products for biofilm control, is widely used, though concerns about its safety persist. This study aimed to evaluate the in vitro toxicity of six commercial oral care products and varying concentrations of sodium perborate, utilizing human gingival fibroblasts (HGF) and keratinocytes (HaCat) as cell models.MethodsExperiments were performed in both 2D monolayer and 3D cultures using MTT and electrical impedance assays, adhering to the manufacturer’s recommended exposure time of 30–60 s for product testing. For the reconstructed epidermis model, a prolonged exposure time of 42 min was applied, following the Organization for Economic Cooperation and Development (OECD) Test Guideline 439.ResultsResults indicated that all products and sodium perborate at 1 mg/mL were cytotoxic in monolayer cultures. However, at concentrations relevant to commercial formulations (0.06 mg/mL sodium perborate), no significant toxicity was observed. In contrast, the 3D culture models, including spheroids and reconstructed epidermis, exhibited minimal to no cytotoxic effects for the commercial products, with sodium perborate showing no significant toxicity below 0.1 mg/mL. The reconstructed epidermis model, used as surrogate for oral mucosa, further confirmed that the products were non-irritating, in compliance with OECD TG 439 standards.DiscussionThis study highlights the importance of considering exposure time, dosage, and cellular model when assessing the safety of oral care products. While 2D models are useful for preliminary screenings, 3D models provide a more physiologically relevant assessment, emphasizing the need for robust testing protocols to ensure product safety.

A 2024 inventory of test methods relevant to thyroid hormone system disruption for human health and environmental regulatory hazard assessment

Thyroid hormone system disruption (THSD) is a growing concern in chemical hazard assessment due to its impact on human and environmental health and the scarce methods available for assessing the THSD potential of chemicals. In particular, the general lack of validated in silico and in vitro methods for assessing THS activity is of high concern. This manuscript provides an inventory of test methods relevant to THSD. Building on the Organisation for Economic Co-operation and Development (OECD) Guidance Document 150 and recent international developments, we highlight progress in in silico and in vitro methods, as well as in vivo assays. The provided inventory categorizes available methods according to the levels of the OECD Conceptual Framework, with an assessment of the validation status of each method. At Level 1, 12 in silico models that have been statistically validated and are directly related to THSD have been identified. At Level 2, 67 in vitro methods have been listed including those assessed in key initiatives such as the European Union Network of Laboratories for the Validation of Alternative Methods (EU-NETVAL) validation study to identify potential thyroid disruptors. At Levels 3-5, THSD-sensitive endpoints are being included in existing fish-based OECD Test Guidelines to complement amphibian assays. In total, the inventory counts 108 entries comprising established methods (e.g., OECD Test Guidelines) as well as citable methods that are under further development and in some cases are ready for validation or in the initial stages of validation. This work aims to support the ongoing development of strategies for regulatory hazard assessment, such as integrated approaches to testing and assessment (IATAs), for endocrine disruptors, addressing critical gaps in the current testing landscape for THSD in both human and environmental health contexts.

Instrument constituencies and the brokering of OECD-knowledge in Nordic school reforms - a three country comparison

ABSTRACT Major international surveys and reports have considerably altered the expectations and outlooks of national policymakers in education over the last three decades. Through a comparative content analysis of bibliographies in policy documents, this article explores the intermediary bodies that facilitate salient interconnections between international organizations such as the Organization for Economic Cooperation and Development (OECD) and national policymakers and experts who prepare comprehensive school reforms in three Nordic countries: Denmark, Norway and Sweden. This article builds on a large Nordic research project that studied the transfer and translation of international policies in a Nordic reform context. It extends the study by examining the role of publishers as intermediary policy brokers that legitimize the usage of OECD knowledge as significant members of instrument constituencies. This study enhances our understanding of the variations in citation patterns across policy documents from three Nordic countries. It also investigates the extent to which differences in instrumental constituencies arise from institutional arrangements and the ideational foundations underpinning reform trajectories. Additionally, it examines the topics addressed by these reforms and the governments’ affiliations with new policy brokers supported by both public and private publishers.

Toxicological analysis and anti-inflammatory and antioxidant evaluations of extract, fractions and secoxyloganin obtained from Guettarda viburnoides Cham. & Schltdl. in mice

Ethnopharmacological relevanceGuettarda viburnoides, "veludinho do campo," is traditionally used for the treatment of pain and inflammatory conditions in humans; however, only one scientific study has reported this effect in an ear inflammatory model. Therefore, it is necessary to explore other in vivo models and the chemical composition of this medicinal plant. Aim of the studyA chemical investigation of methanolic extract of G. viburnoides (MEGV) (leaves) led to the isolation of secoxyloganin (GV-1). In addition, the preclinical safety of MEGV (in acute and subacute toxicological models, gavage = p.o.), antioxidants of MEGV, ethyl acetate (EAFGV) and hydromethanolic (HMFGV) fractions were tested using free radical scavenging and lipid peroxidation methodologies, and the anti-inflammatory effects of MEGV, HMFGV and GV-1 (p.o.) were evaluated on carrageenan and complete Freund's adjuvant (CFA) models of inflammation in mice. Materials and MethodsMEGV was obtained from air-dried leaves by maceration with methanol at room temperature. MEGV was then purified by liquid-liquid partitioning, to obtain the EAFGV and HMFGV fractions. Purification of HMFGV afforded GV-1. The quantification of total phenols, flavonoids, flavonols, and condensed tannins was subsequently performed for MEGV. The antioxidant activity of 2,2-diphenyl-1-picrylhydrazyl (DPPH), 2, 2′-azino-bis (3-ethylbenzothiazoline-6-sulfonic acid (ABTS) and oxidation of β-carotene were evaluated in MEGV and its fractions. The anti-inflammatory activity of MEGV (3, 30, and 100 mg/kg, p.o.) was assayed in carrageenan-induced models, followed by assessments of MEGV (100 mg/kg, p.o.), HMFGV (3 and 30 mg/kg, p.o.) and GV-1 (3 mg/kg, p.o.) in CFA- induced models in mice (including paw oedema, mechanical allodynia and cold sensitivity). Acute (14 days of MEGV, 2000 mg/kg, p.o.) and subacute (28 days, MEGV 30, 100, and 300 mg/kg, p.o.) toxicity was assessed in female Swiss mice. ResultsThe major compound was secoxyloganin (GV-1). The oral acute toxicity test of MEGV revealed no evidence of toxicity, indicating low toxicity according to the Organization for Economic Cooperation and Development (OECD) guidelines. In the subacute toxicity group, no clinical signs of toxicity or changes in body weight, water consumption, food consumption, or organ weight or morphology were observed after 28 days of gavage with MEGV (30, 100, and 300 mg/kg) compared with those in the control group. MEGV, EAFGV, and HMFGV showed significant free-radical scavenging and lipid peroxidation activities, with IC50 values ≤ 26.38 ± 4.56 μg/mL. In in vivo anti-inflammatory assays, MEGV (3, 30 and 100 mg/kg) reduced carrageenan-induced oedema (2 and 4 h) and hyperalgesia (3 and 4 h). In the CFA model, MEGV (100 mg/kg), HMFGV (30 mg/kg) and GV-1 (3 mg/kg) reduced inflammation (at 3, 4 and 24 h) in all parameters (oedema, mechanical allodynia and cold sensitivity). ConclusionThis study revealed that G. viburnoides has antioxidant and anti-inflammatory properties, and no toxicity was detected after acute or subacute gavage with MEGV, validating its traditional use in the treatment of inflammatory conditions.

APPLICATION OF EUROPEAN CORPORATE GOVERNANCE PRINCIPLES IN THE PLANNING ACTIVITIES OF POST-WAR UKRAINE'S MULTI-LEVEL CONSUMER CO-OPERATION SYSTEM

The Association Agreement between Ukraine and the EU requires Ukraine to consider the adoption of a European model of corporate governance. The EU has a wealth of experience in the effective management of consumer co-operation, which can inform the development of best practices for Ukraine. The subject of the study is the adaptation and substantiation of the current specifics of the application of European principles of corporate governance in the process of planning the activities of a multi-level system of consumer co-operation in Ukraine. This study employs a range of general scientific methods, including modelling, economic analysis, forecasting, a system approach and synthesis. These methods have been used to develop generalisations and conclusions related to the object of research as a whole, namely the multi-level and multi-sectoral system of consumer co-operation in Ukraine. The objective of this study is to justify the implementation of European principles, mechanisms and tools of corporate governance, based on a comprehensive analysis, with the aim of optimising the planning processes and the development of a multi-level system of consumer co-operation in Ukraine. The fundamental characteristics of co-operative systems have been elucidated, and the principal distinctions between them and corporations have been identified. The functions of the corporate governance system are examined and a conclusion is reached regarding their alignment with the responsibilities and principles of consumer co-operation. The factors that contributed to the success of the development of the consumer co-operation trade sphere in the Soviet period are identified. This study considers the information base for planning the retail turnover of consumer co-operatives in the context of a planned economy. It identifies the main shortcomings and weaknesses of this approach. The principal indicators of activity for consumer co-operatives in Ukraine are examined in the context of their statutory mission. In light of the application of the substitution method, potential indicators of trade turnover for consumer co-operatives, contingent upon collaboration up to the level of 1990, are modelled. It can be concluded that the system of consumer co-operation has not yet fully adapted to the new economic conditions, new legislation and processes of increasing competition in the market, despite the transition to a market economy. In light of the aforementioned circumstances, it is imperative to implement European principles of corporate governance and contemporary international principles governing the advancement of the co-operative movement within the framework of consumer co-operation. The principles of corporate governance, developed by such international organisations as the Organisation for Economic Co-operation and Development, the European Confederation of Shareholder Associations, and the European Bank for Reconstruction and Development, have been subjected to detailed analysis. The evolution of the corporate governance system has been delineated with respect to the consumer co-operation. This trend coincides with the imperative necessity for the consumer co-operation of Ukraine to reform its planned system, which represents a key component of its commitment to more effective management. The necessity for additional harmonisation of Ukrainian co-operative legislation with European legislation has been established. The composition of the information base for the development of indicators of the plan of retail turnover of the consumer society in the modern context is justified. The article's primary conclusions are that the negative trends and the quantitative and qualitative indicators of consumer co-operatives in Ukraine can be halted and improved through the implementation and advancement of institutional co-operative advantages, which are codified by legislation and validated by both domestic and European experience. Consequently, members of consumer societies and potential shareholders must be regarded as a central object and subject of planning, regulation, operational activities and the development of consumer co-operatives. In the context of the implementation of the decentralisation policy in Ukraine, in order to optimise the relations between co-operative enterprises and organisations at the horizontal and vertical levels, it is necessary to plan the development of the co-operative system as a component of regional development. The use of IT technologies will allow automating all operational processes, using the full range of planning forms and methods, and at the same time preserving the scientifically sound principles of consumer co-operation development as a system with the possibility of medium- and long-term planning.

Evaluation of OECD Countries in Terms of Better Life Index According to Bulut Index

Background: The "Better Life Index", first developed by the Organization for Economic Co-operation and Development (OECD) in 2011, includes many criteria from the functioning of public services to environmental wealth, from security services to individual and social well-being. Method: The performances of OECD countries according to the decision criteria that constitute the Better Life Index has been evaluated with Bulut Index (BI) method, which is a multi-criteria decision-making method. Normalized Maximum Values (NMV) method, one of the objective weighting methods, was used to determine weights of decision criteria. Findings: Among the indicators of the Better Life Index, the murder rate per 100 thousand population ranks first in terms of criterion weight. In the study, due to the analysis and evaluation made with Bulut Index, Switzerland ranked first among OECD countries with 82.28 points in the welfare and well-being index ranking. On the other hand, Türkiye ranked fourth from the bottom among OECD countries. Conclusion: Based on the findings of the study, it is recommended that urgent and necessary measures be taken on homicide rates, long-term unemployment rates and air pollution criteria. The lack of criteria regarding civic participation, work-life balance and income status constitute limitations of the study. In future studies, it is especially recommended that other researchers include these variables.

The effect of global collaboration on climate mitigation technologies in reducing CO2

The fundamental approaches to industrial growth, government interventions, and market structure have ignored the main consequences of the common idea of “growth first, clean later”. This study investigates the relationship between carbon emissions (CO2) and international collaboration in climate change mitigation technologies (ICCCMT), renewable energy consumption (REC), exports (EXP), imports (IMP), gross domestic product (GDP), foreign direct investment (FDI), natural resources rents (NRR), and domestic innovation in climate change mitigation technologies (DICCMT) for a panel of the Organization for Economic Cooperation and Development (OECD) countries over the period of 1990-2020. We adopted a series of econometric techniques for the visualization of the available data. We used second-generation econometrics estimations to verify cross-sectional dependence, co-integration, and stationary between the variables.Based on our findings, the study reveals that ICCCMT, REC, and DICCMT have a positive effect and contribute to CO2 mitigation of the 30 OECD economies. Furthermore, the findings reveal that ICCCMT can promote renewable energy consumption, thus the increase of REC will significantly mitigate CO2 emissions. The outcomes from the panel dynamic GMM model confirmed a positive relationship between CO2 emissions, FDI, exports, imports, and GDP. The study indicates that these variables can adversely affect climate change mitigation.

Collection and use of patient-reported experience measures: approach to improve health care

Abstract Background Patient experience is one of the fundamental determinants of healthcare quality. There is progress in the collection of PREM in national level for hospitalized patients since 2020 in Latvia. Aim Analyze (2020.-2022.) in-patients Top-box rates about communication, share-decision making, patient safety and Net Promoter Score (NPS). Methods Project starting point was 2019. Agreement with EC, Sant’Anna School, Ministry of Health and Centre for Disease Prevention and Control of Latvia. Since 2020, the collection of PREM has been taking place regularly in hospitals (around 40% from all hospitals) and on average 20% response rate of those who agreed to participate in the survey. PREM questionnaire according to HCAHPS (Consumer Assessment of Healthcare Providers and Systems) standards, including Picker Institute patient experience questions. In line with OECD (Organization for Economic Co-operation and Development) recommendations, patient safety issues are also included. Top-box rates (most positive response) and percentiles (25th - 75th) were calculated. Results Totally 17019 adult (18 years and more) patient responses were analyzed with response rate 20.3% (n = 83983). 74.6% (67.5-78.2) during hospital stay doctors always explain things in a way you could understand and sufficiently involved in the decision-making process of treatment - 75.0% (70.1-81.4). During hospital stay 4.1% (n = 601) experienced patient safety incidents which were patient-reported. The most common groups were wrong patients, medication errors, incl. adverse drug reactions and falls. Hospitals achieved a NPS of 61 for 3 year period (2020.-2022.). Conclusions Collecting information about the patient experience may be the starting point for engaging patients and moving to more patient-centered health care. The results of these in-patient PREM data can be used to identify areas of improvement and make changes to better meet the needs and expectations of their patients. Key messages • It is a good practice for the implementation of new health care quality data - patient experience reported measures at the national level. • Feedback about the patient experience on regular basis provides insight into patient needs, preferences and values, which can help to improve the quality and safety of care.

Toxicological evaluation of LivLonga®, a polyherbal combination, in rodents

There has been keen interest on herbs and phytoconstituents with hepatoprotective property to help restore healthy liver function. Ayurveda, the ancient Indian traditional system of medicine mentions about Curcuma longa, Garcinia indica and Piper nigrum which are reported to have hepatoprotective activity. Apart from supporting metabolism, liver plays pivotal role in numerous bodily processes, immune functions to digestion, detoxification, and storage of nutrients. Factors such as sedentary lifestyle, viral infections, drugs/chemicals, high calorie diet, excess intake of alcohol etc have adverse impact on normal functioning of liver. Development of novel herbal combination with standards of safety and efficacy can help manage liver ailments and protect liver health. LivLonga® is a polyherbal combination of scientifically validated ingredients- curcuminoids, garcinol and piperine to support healthy liver function. The present work was conducted to evaluate toxicity of LivLonga® using in vivo models when administered orally. The acute, subacute, and subchronic toxicity studies were carried out in accordance with the test guidelines established by the Organization for Economic Cooperation and Development. A single-dose acute oral toxicity produced no toxic effects after 14 days of treatment. Four-week (subacute) and 3-months (subchronic) oral toxicity studies were conducted and observed no abnormal clinical signs, no alterations in the body weight, hematology and biochemical parameters or gross and histopathological changes. Thus, oral administration of LivLonga® showed no signs of toxicity when dosed orally to rats, with a no observed adverse effect level (NOAEL) of 600 mg/kg/day.
