Dairy subcomplex of Kazakhstan: condition, measures to improve efficiency

The current state of production of milk and its processed products in the regions of Kazakhstan has been studied. The goal is to assess the situation on dairy market, identify problems hindering the development of the industry, and develop recommendations to increase its competitiveness. Methods – monographic, logical, systemic and complex analysis, statistical data processing, constructive-functional approach. The works of domestic and foreign economists concerning the problems of dairy cattle breeding and milk processing structures were used as theoretical and methodological basis for scientific research. Results - factors directly influencing the growth of dairy product volumes were analyzed, including their quality, profitability, operation of logistics systems (supply chain, product transportation, transportation optimization), and marketing strategies. The method of economic and mathematical modeling was used to determine the strengths and weaknesses of enterprises, as well as the opportunities and threats of the external environment. Particular attention is paid to aspects of regulation of legislative framework, as well as adaptation to changing market conditions and consumer preferences. To increase production of own high-quality milk and reduce import dependence, the state actively supports and stimulates the creation of dairy farms, increases the volume of state subsidies for agricultural producers, and simplifies lending and micro lending system. It is important to ensure increase in profitability of dairy producers, reduce the influence of seasonality on price situation of dairy market, and develop infrastructure of social nutrition system. Conclusions - it is necessary to introduce new technologies, digital transformation in livestock farming, increase in technical equipment, allowing to increase the size of gross product, level of self-sufficiency in domestic products and expand participation in foreign trade as the main form of international economic relations.

Construction and optimization strategy of urban emergency logistics system

Emergency logistics has special logistics attributes, which will provide necessary emergency supplies for sudden public health events and natural disasters, reduce the degree of disaster losses, and pursue the maximization of time efficiency. Due to the characteristics of urban population distribution, the construction of efficient and orderly urban emergency logistics management mechanism is an important research field of emergency management system in the new era. Therefore, this paper first defines the concept and characteristics of emergency logistics, describes the constituent elements of emergency logistics, and deeply analyses the problems existing in the urban emergency logistics operation system, and finally conducts an in-depth exploration of the optimization strategy for the construction of urban emergency logistics system. It is hoped that it can provide certain reference for the relevant government departments, social enterprises and other parties involved in emergency logistics.

ТЕОРЕТИЧНІ ПІДХОДИ ДО ФОРМУВАННЯ ФІНАНСОВИХ ПОТОКІВ В ЛОГІСТИЧНИХ СИСТЕМАХ

It has been proven that at the current stage of economic development, the efficiency of the movement of goods flows and the effectiveness of the operation of logistics systems depends on the efficiency of the use of financial flows. It is emphasized that this is especially relevant when financial resources are limited in enterprises. This requires primary attention to the analysis of relevant financial flows at the stages of forecasting, organization and control of logistics operations as a basis for planning the movement of material flows, management of flow processes and logistics systems as a whole. According to the research results, it was noted that there is no unambiguous interpretation of the concept of "financial flows" in modern scientific discourse, and the authors use different approaches to define it, considering this definition in both a narrow and a broad sense. It was established that financial flows differ in diversity and heterogeneity. Their main types are summarized in the form of a classification based on such basic features as: relation to a certain logistics system; appointment; the method of transferring the advanced value to the goods; form of calculations, etc. It is noted that this list of classification features is not exhaustive and can be expanded. But the use of a significant number of varieties in the analysis and optimization of the management of flow processes in logistics systems can complicate this activity and cause a decrease in the efficiency of logistics management. The main characteristics of financial flows, which are indicators of the effectiveness of the relationships of the participants in the logistics process and testify to the level of efficiency of the management of financial resources and logistics systems as a whole, have been studied. Among them: the volume and value of the flow; time and its orientation. It is noted that other additional characteristics are determined taking into account the specifics of the enterprise and the importance of a specific financial flow. Attention is focused on the fact that the parameters of financial flows in the logistics system must meet certain requirements that are of interest in the organization of flow processes and their management. Among them: sufficiency; consistency with other types of flow processes in the logistics system; adaptability of financial flow characteristics; creation of conditions for optimization; ensuring the reliability of funding sources, etc.

Logistics Systems in Operational Reliability of Pipelines and their Risks

The main issue of the study is the problem of reliable operation of pipelines and ensuring their stable operation by optimizing the operation of logistics systems. In the process of operation, the leading function of logistics to address organizational and technical issues is carried out by material and information flows. At the moment, due to the use of outdated methods of diagnosis and repair of pipelines, risks increase during the operation of logistics systems. There is a decrease in the efficiency of supply and material support due to the lack of optimization of logistics flows. The purpose of the study is to determine the role of logistics systems in the management of operational reliability of pipelines and to consider possible methods of their optimization and elimination of risks. The use of modern methods in the diagnosis and repair can significantly reduce economic costs, logistics risks, the environmental damage caused by the operation of pipelines. To minimize damage to the logistics system, it is necessary to use the latest technology in the operation of pipelines and modern methods to reduce the cost of logistical operations, which will have a direct impact on the quality of logistics systems.

ФІНАНСОВІ ПОТОКИ В ЛОГІСТИЧНИХ СИСТЕМАХ ВИРОБНИЧИХ ПІДПРИЄМСТВ

Обґрунтовано значущість дослідження й оцінки фінансових потоків у логістичних системах виробничих підприємств. Розглянуто наявні думки щодо розуміння дослідниками дефініції «фінансовий потік» і вартісні показники для його оцінки. Вказано на безпосередній зв’язок фінансових потоків із грошовими.На основі використання принципу «сплата грошей — одержання грошей» обґрунтовано, що фінансові потоки є однією з головних компонент логістичних систем виробничих підприємств. Зазначено, що фінансові потоки утворюються і використовуються саме для забезпечення нормального режиму функціонування логістичних систем підприємств. Запропоновано визначення поняття «логістичний фінансовий потік» і наведено основні показники його оцінки.З використанням аналогової моделі логістичної системи виробничого підприємства досліджено реальні місця утворення фінансових потоків, зокрема екзо- і ендогенного походження. Обґрунтовано, що їхнє утворення пов’язано з просуванням матеріальних цінностей, управлінням логістичними інформаційними потоками, оплатою відсотків за використання позичкового капіталу, форс-мажорними ситуаціями, псуванням матеріальних цінностей, логістичними ризиками, утворенням запасів сировини, матеріалів і готової продукції, незавершеним виробництвом і розвитком інфраструктури логістичної системи підприємства.Запропоновано класифікацію логістичних фінансових потоків за фазами переміщення матеріально-технічних цінностей і математичну модель для обчислення їхньої величини упродовж визначеного періоду.З огляду на результати дослідження логістичної діяльності вітчизняних виробничих підприємств визначено кількісні характеристики логістичних фінансових потоків — обсяг, вартість і частку в загальному обсязі фінансового потоку. Обчислено чисельні значення фінансових потоків для усіх фаз руху матеріально-технічних цінностей у межах логістичних систем виробничих підприємств, що досліджувалися.

АНАЛІЗ УМОВ ТА ФАКТОРІВ, ЩО ВПЛИВАЮТЬ НА ЕФЕКТИВНІСТЬ ФУНКЦІОНУВАННЯ СИСТЕМИ ЛОГІСТИКИ СИЛ ОБОРОНИ ДЕРЖАВИ

Досвід історії війн і воєнних конфліктів показує, що у кожній успішно проведеній воєнній компанії, операції, бою, як і у кожній поразці, необхідно, поряд з іншими причинами, шукати позитивні та негативні сторони у роботі органів матеріально-технічного забезпечення, їх організації, можливостях і способах забезпечення. Розвиток системи логістичного забезпечення завжди здійснювався паралельно з розвитком збройних сил і способів ведення війни, операції і бою. Нові види озброєння, бойової техніки, способи ведення бойових дій висували свої вимоги до системи логістичного забезпечення, змушували виробляти більш сучасні форми організації системи логістичного забезпечення і способи забезпечення. В ході проведеного автором статті дослідження встановлено, що на даний час детальний аналіз умов та факторів, що впливають на якість функціонування системи логістичного забезпечення проведений недостатньо повно. Саме тому, автором зазначеної статті проведено детальний аналіз умов та факторів, що впливають на якість функціонування системи логістичного забезпечення. В ході дослідження були детально розглянуті системи логістичного забезпечення Збройних Сил Сполучених штатів Америки, Збройних Сил Російської Федерації, Збройних Сил Федеративної республіки Німеччини, Збройних Сил Туреччини, Сил оборони Держави Ізраїль, Збройних Сил Франції та Збройних Сил України. В процесі проведеного дослідження автором використані як загальнонаукові, так і спеціальні методи дослідження: семантичний – для розвитку сутнісної частини дефініцій категорійного апарату військової логістики; методи економічного аналізу – для оцінювання тенденцій у військовому забезпеченні Збройних Сил України; методи системного аналізу – для оцінювання передумов та інтеграції цілей у процесі формування військової логістичної системи; методи економіко-математичного моделювання – для оптимізації структури та внутрішніх процесів військової логістичної системи. За результатами проведеного аналізу автором було визначені основні недосконалості системи логістичного забезпечення Збройних Сил України та проведено обґрунтування шляхів удосконалення системи логістичного забезпечення Збройних Сил України.

The construction elements of modern logistics system

The arrival of the Internet era has promoted the development of a large number of emerging technologies, and the logistics industry has also ushered in reform opportunities. To change the problems of high traditional logistics costs and low management level, it is necessary to build a modern logistics system to achieve the goal of reducing logistics costs and promoting national economic growth. The modern logistics system must establish the development goals of informatized, intelligent and traced, and the logistics infrastructure system, logistics operation system and logistics management system are constructed. The four major systems of logistics information system, as well as the infrastructure network, the operation organization network and the intelligent information network, realize the interconnection and interconnection of various systems and networks. In this paper, technologies such as big data, Internet, Internet of Things, cloud computing, blockchain and artificial intelligence are integrated into each system network, and a modern logistics system based on interconnection is creatively proposed.

Integrating Sustainability into the Optimization of Fuel Logistics Networks

Sustainable operation of logistics systems is a challenge for companies that import refined petroleum products since a complex network is required to deliver this flammable product to the final customers on a regular basis. The present study aims to provide a systematic approach for optimizing Fuel Logistics Network (FLN) accounting for not only transportation cost but also the processrelated risks and the relevant externalities. A Multi-Objective (M-O) Location-Inventory Problem (LIP) is first developed for the risk-aware optimization of logistics networks. The base model is then extended to a Location-Inventory-Routing Problem (LIRP) by integrating routing decision variables to account for the transportation-related risk and the externalities. An M-O evolutionary algorithm is finally adapted to solve the developed problems. The main contribution of the present study is, therefore, to highlight the non-financial operational factors, including safety, emissions and congestion, which have a direct impact on the sustainability of the fuel sector. The proposed mathematical models are tested in the case of a major Liquefied Petroleum Gas (LPG) company in Korea. The final results indicate that decentralization can noticeably improve sustainability in the logistics network of the case study in terms of the safety level around the network nodes as compared to the current norms. It is also suggested that frequent and small-volume supply of fuel may be a feasible alternative to the full-tank replenishment of auto-gas stations. This can be achieved through consolidation of small-volume shipments into large shipments within a milk run transportation routine, or the use of low capacity trucks. Such a process design is likely to further improve the safety factor around the auto-gas stations.

Information System as a Tool of Decision Support

The article deals with possibilities of creating system for support the activities of logistics systems. This system would serve as a means for decision support. In support of the activities of logistics systems is necessary to implement a large number of decisions. Decisions are realized on different management levels. Any decision on individual levels can cause improvement, respectively aggravation of system operation. The impacts of decisions can have local effect on the overall operation of logistics systems, but may also seriously affect the whole system, positively or negatively. Many experts and scientific literature define and argue that “logistics is only one” and is associated with ensuring of chain “purchase - production - sales”, or “supply - production - distribution”. All other activities are only for ensuring of activities of the main chain. Of course, that without the support activities should the main chain was unable to function effectively. For ensuring main and support activities for logistics needs is possible to use great number of methods from different branches. By joining of methods into one system, it is possible to create a universal program means for support decision and effective operation of logistics systems.

Location Selection of Logistics Center in e-Commerce Network Environments

The site selection of logistics center is a very complicated and enormous system problem. Each site selection method and model is based on a certain premise and hypothesis. The site selection decision of distribution center has an important influence on the whole logistics system operation. A good location of urban logistics sites is important for optimizing the logistics network, and improving the urban traffic conditions, and level of logistics services. Motivated by this, in this paper, based on the research of sixteen cities in southeastern China and neural network algorithms, we proposed a logistics center location selection algorithm. Our method considers the six important concepts reflecting the performance index of the city logistics, such as city location quotient, market prosperity degree, proportion of freight volume, urban centricity, per capita gross domestic product (GDP), and population size. Our method conducts the nested fuzzy analytic hierarchy process (AHP), and then investigates the total ranking of the single order hierarchy to select suitable logistics centers.

Selection of logistics distribution center location for SDN enterprises

The location selection of the logistics distribution center for a supply and demand network (SDN) enterprises directly affected the efficiency of the logistics system operation and the customer service level. In this paper, we present a location selection model of the logistics distribution center for SDN enterprises. In order to improve the optimization effectiveness of the traditional methods in solving the location selection problem, an improved firefly algorithm was presented. By introducing a coordination factor, the search step can be automatically adjusted, and the accuracy of the algorithm can be improved. By introducing a chaotic search strategy, the diversity of firefly populations and the global optimization ability of the algorithm can be improved. The simulation experiments showed that the improved firefly algorithm achieved a more favorable effectiveness than three other algorithms we tested.

Electronic Commerce Logistics Network Optimization Based on Swarm Intelligent Algorithm

This article establish an efficient electronic commerce logistics operation system to reduce distribution costs and build a logistics network operation model based on around the B2C electronic commerce enterprise logistics network operation system. B2C electronic commerce transactions features in the enterprise network platform. To solve the NP-hard problem this article use hybrid ant colony algorithm, particle swarm algorithm and group swarm intelligence algorithm to get a best solution. According to the intelligent algorithm, design of electronic commerce logistics network optimization system, enter the national 22 electronic commerce logistics network for validation. Through the experiment to verify the optimized logistics cost greatly decreased. This research can help B2C electronic commerce enterprise logistics network to optimize decision-making under the premise of ensuring the interests of consumers and service levels also can be an effective way for enterprises to improve the efficiency of logistics services and reduce operation costs
