Comparative Legal Analysis of IT Legislation of Russia and Sweden

INTRODUCTION. This article provides a compre­hensive analysis of the regulatory frameworks govern­ing the information technology (IT) sector in both Russia and Sweden and encompasses a comparative assessment of key legal instruments, concepts, and regulatory approaches, including the responsibility for cybercrimes, licensing procedures, standardization practices, and the safety of critical informational in­frastructure. Additionally, this article examines the roles and functions of major governing authorities in both countries.MATERIALS AND METHODS. The article is based on relevant legal acts of Russia and Sweden. While there are certain specific laws focused entirely on the informational technologies, some provisions can be found in other types of legal documents (for example criminal codes or governmental regulations). Employ­ing a comparative approach, the study delineates the scope and authority of state institutions involved in the IT sphere.RESEARCH RESULTS. Both Russian and Sweden exhibit similarities when it comes to definition of es­sential concepts such as critical infrastructure, reflect shared concerns regarding for example security issues. Main laws in the area of information technology con­tain a spectrum of key terms, including but not limited to information and communication network / elec­tronic communication network, information system operator, and information protection / network and information system security. Although the list of key definitions may appear quite similar, the Swedish leg­islation tends to offer broader definitions with the in­tention of encompassing larger domains within IT technologies, while the Russian legislators focus on more specific terms. However, while Sweden aligns closely with European Union (EU) regulatory frame­work, Russia adopts a more expansive approach, ad­dressing emerging technological challenges such as AI. In conclusion, achieving effective IT regulation neces­sitates finding a balance between international con­sistency and national adaptability to ensure strong cybersecurity, foster innovation, and maintain regula­tory flexibility in a dynamic digital environment.DISCUSSION AND CONCLUSIONS. Sweden’s re­liance on implementing EU regulations has its benefits such as harmonisation, interoperability, adopting the internationally recognised practices, easier market ac­cess, etc. However, this approach may limit the coun­try's ability to meet its specific needs and may mean additional administrative burdens associated with compliance with EU directives. Moreover, changes in EU regulations could lead to a necessity to update do­mestic laws, potentially causing regulatory vacuum or legal collisions, especially in such sphere as the IT sec­tor. Nowadays, when for example the AI and its risks are on the daily agenda one can not look away and wait for the international community to agree on the applicable regulation.

Exploring the possibility of adding DGGS support to the S-100 Universal Hydrographic Data Model

reference systems. A DGGS is a spatial reference system consisting of multiple layers of grids with increasing resolution which partition the globe into polygon shaped cells of equal area. Individual cells can be easily identified and basic Geographic Information System (GIS) operations can be performed on data stored within the cells. Advantages of using DGGS for spatial data include the ability to integrate data layers of different data types in a statistically uniform way, the possibility to avoid distortions caused from projection, and the capability to scale analysis across multiple resolution levels. The benefits of using DGGS for hydrographic data, specifically Electronic Navigational Charts (ENC) are examined. The addition of DGGS to S-100 would provide a uniform gridding system for ENC cells, and would eliminate distortions in the Polar Regions caused when projecting rectangular cells based on latitude and longitude. The Open Geospatial Consortium (OGC) led a pilot project for which one of the participants developed a server that offers S-100 marine protected area data organized according to DGGS. Because of this success and the availability of open-source software for the implementation of DGGS, the BSH (German Federal Maritime and Hydrographic Agency) investigated the feasibility and possible benefits of using Discrete Global Grid Systems for S-100 data. The outcome was successful. However, it is recognized that DGGS as a standard is not yet advanced enough and the available software tools are inadequate for wide implementation. More investigation needs to be done, and additionally the best grid shape, orientation and aperture for a uniform grid for hydrographic data need to be determined. Overall, DGGS should be considered for future versions of S-100, the new universal hydrographic data model, because the benefits for ENCs and hydrographic data are clear and in the future, it is expected that DGGS will revolutionize GIS.

Before entering the era of online shopping, previously information systems were only intended for internal company parties such as company employees. In this era of artificial intelligence, accounting information systems are also operated by consumers. Consumers operate information systems to be able to complete purchases of goods or services online. Based on research results through mass media, it is known that consumers' current shopping tendencies are more towards shopping online. The reason consumers tend to prefer shopping online is because the prices offered by online companies are cheaper and they save time shopping. When consumers make online shopping transactions, concerns arise about sharing personal data with e-commerce companies. These concerns include the use of consumers' personal data by e-commerce companies. This research is descriptive verification research using a survey approach. This research is classified as quantitative research. The respondents who will be studied in this research are students spread across universities in the city of Bandung. The data analysis method uses SEM-PLS. The results of the research show that information privacy concerns have a significant negative influence on trust, privacy policy has a significant positive influence on trust and simultaneously information privacy concerns and privacy policy have a significant positive influence on trust. So it can be concluded that if there is an increase in information privacy concerns and privacy policies, it will have an impact on increasing trust in online shopping for university students in the Bandung City area.

MLOps critical success factors - A systematic literature review

MLOps encompasses a collection of practices integrating machine learning into operational activities, a recent addition to the diverse array of machine learning process models. The need to tightly integrate machine learning with information systems operations to ensure organizational performance led to the development of this approach. Therefore, MLOps methodologies are useful for businesses that want to make their ML operations and procedures more efficient. The purpose of this study is to summarize the many critical success factors that have been identified in studies focusing on MLOps initiatives. The paper shows how these CSFs affect MLOps performance and what factors drive this influence. We picked primary papers for analysis after conducting searches in three major publishing databases. We narrowed the field down to 58 unique CSFs, which were then classified according to three dimensions: technical, organizational, social and cultural. These CSFs affect and drive performance in MLOps, based on the results of the literature review. Researchers and industrial experts may enhance their understanding of CSFs and get insights into tackling MLOps difficulties inside organizations. The paper, notably, emphasizes several prospective research directions linked to CSFs.

DIGITAL FINANCIAL ASSETS AND THEIR OPERATORS IN THE RUSSIAN FEDERATION

The relevance of the research topic is to consider the genesis of the legislative consolidation of the legal status of digital intermediaries, namely, the operator of the information system and the operator of the exchange of digital financial assets. The purpose of the study is to determine the role of an information system operator and a digital financial assets exchange operator in the Russian Federation. The scientific novelty of the article is manifested in the formulation of the provision that one of the main advantages of an information system based on a distributed registry is that the very technical properties of such a system allow for the issuance, accounting and circulation of digital financial assets without the participation of digital intermediaries due to the fact that this digital system already contains records of all changes being made, and therefore a priori is valid. Materials and methods. The paper presents an analysis of the current legislation, judicial practice and scientific doctrine on the problematic issue of the legal status of digital intermediaries – the operator of the information system and the operator of the exchange of digital financial assets. In addition, it provides comments on the relevant provisions of the digital financial assets Law. Results. In accordance with the legislation on the digital financial assets, the operator of an information system where digital financial assets are issued is recognized as a legal entity whose personal law is the Russian law and who is included in the register of information system operators by the Bank of Russia. The tasks of the information system operator mainly include ensuring the proper uninterrupted functioning of information systems. To complete the tasks, the information system operator must approve the rules of its information system and coordinate them with the Bank of Russia. Transactions permitted by the Russian law with the digital financial assets are made through the digital financial assets exchange operator, which collects and compares applications for such transactions or participates at its own expense in the transaction as a party in the interests of third parties. Digital financial assets exchange operators are credit organizations, trade organizers, as well as other legal entities that meet the requirements and are included by the Bank of Russia in the register of digital financial assets exchange operators. The theoretical and practical significance of the study consists in the identification by the authors of such a fundamental feature of the digital financial assets as non-mediation, which is a priori inherent in the digital financial assets, but, unfortunately, the Russian legislator rejected the corresponding legal regime of the digital financial assets. In this regard, third parties – digital intermediaries, namely the operator of the information system and the operator of the exchange of digital financial assets, are actually involved in the relations that are developing regarding the issuance, accounting and circulation of digital financial assets. Conclusions. The authors concluded on the basis of judicial practice that the viability of the legal norms considered in the article is questionable, since at the moment there are no disputes around the digital financial assets.

How Socially Perceived Threat Shapes Preventive Behavior in the Context of COVID-19

Social technologies have revolutionized global connectivity, enabling instant sharing of information and virtual experiences of real-time events. In the context of natural disasters, including pandemics like COVID-19, these technologies can facilitate the dissemination of crucial localized information via social connectivity, enhancing awareness and preventive behavior even in areas not immediately threatened by the disaster or virus. Our paper investigates the relationship between socially perceived threats, shaped by social technologies and shared information on social media, and individuals’ preventive behavior, while controlling for immediate virus threats in local and neighboring areas. In Study 1, we establish that socially perceived threats, measured by the volume of COVID-19-related tweets in socially connected areas, positively correlate with preventive behavior after accounting for immediate virus threats. Study 2 delves into this phenomenon, revealing a notable association between COVID-19-related communication, particularly tweets regarding self-infection or severe symptoms, and increased preventive behavior. Intriguingly, subjective expressions of this social information are found to correlate with a heightened socially perceived threat, further promoting preventive behavior. Our paper contributes to the emerging field of operations management and information systems by highlighting the pivotal role of social technologies in shaping public perception and response during disaster early stages. We achieve this through the integration of diverse datasets, advancing our understanding of societal resilience and sustainability in the face of catastrophic events.

Strategic alignment for a commercial company: an analysis from the perspectives of the balanced scorecard

Objective: To identify initiatives for the strategic alignment of a commercial company in the utilities segment, based on the Balanced Scorecard.
 Methodology: A descriptive research was carried out, based on a case study, with a qualitative approach. Data were collected through a questionnaire applied to the employees, with 40 valid answers. From the results, it was found that the initiatives that can contribute to the strategic alignment are aimed at: increasing the company's profitability, reducing the company's average cost and improving cash flow, with regard to the financial perspective; increase the number of wholesale and retail customers, keep shopkeeper customers active in the case of customer perspective; align inventory management processes, streamline service and streamline the operation of the internal information system with regard to internal processes and; Empower employees and reduce turnover in terms of learning and growth. It is important that the company defines those responsible for monitoring the initiatives, so that the goals can be achieved and, consequently, the objectives can be achieved.
 Results: In general, the results highlight the relevance of the BSC methodology for the alignment between strategic objectives, indicators, goals and initiatives to put into practice what is expected for the organization, contributing to managers in the decision-making process, so that better decisions can be made, and the company can succeed in its activities.
 Study Contribution: The present study contributes to the literature, showing that the BSC can be used regardless of size or segment of activity and can serve as a benchmark for other similar small and medium-sized companies.

The study is aimed at solving current problems of increasing the efficiency of management of sports infrastructure facilities based on the introduction of digital technologies and improving the methodological foundations for monitoring its development. The relevance of the study is determined by the priorities of the Concept for the creation and operation of the state information system «Unified Digital Platform «Physical Culture and Sports», the need to develop tools for information and analytical support for making informed management decisions, which form the basis for fulfilling the strategic objectives of the industry’s development. Purpose of the study: to develop an approach to the formation of a digital electronic passport of a sports facility, to determine its structural elements in order to improve the automated integration of sports infrastructure databases in the industry ecosystem, capable of supporting the processes of planning, monitoring, evaluation of decisions made and measures taken within the framework of the Strategy for the Development of Physical Culture and sports. The theoretical basis of the research is the theory of digital and functional transformation of the social sphere, the paradigm of neoclassical management in the development of sports infrastructure, the genesis of the newest organizational and economic form of the business ecosystem, built on the priorities of state policy. The methodological basis of the study is a synthesis of scientific methods based on a systematic approach: process, classification, client-centered design, the concept of information support for decision making, structural-logical, ana-lytical assessments and criterion analysis. The regulatory basis of the study is made up of federal laws and by-laws regulating the activities of sports infrastructure facilities. In the process of research, an approach to the classification of sports infrastructure objects was proposed, classification criteria were structured, and a model of a new digital tool in the field of sports infrastructure management was developed – a digital passport of a sports facility. The results obtained are expected to be used in further research to develop methodological foundations for the digital transformation of management of the development of sports infra-structure in the Russian Federation.

By analyzing the influence of digital connection on enterprises, this paper expounds the adoption of information system in enterprises. We analyze the reasons why information systems have a significant impact on organizational operations, and the goals of an enterprise's adoption of information systems. The relationship between proper information system and improving the efficiency of company operation is analyzed. In business operation, small and medium-sized enterprises regard information system as a priority, and the impact of strategic information system on enterprises. From the above, we conclude the value of information systems in contemporary enterprises, increasing productivity, reducing resource use, and making data collection more efficient.

The role of big data in the formation of supply chain platform for new forms of online retail

PurposeThe purpose of this study is to explore the relationship between big data and supply chain platform in China’s retail industry. With the emergence of big data resources and technologies, the business pattern of new retail advocates the combination of online and offline channels. Supply chain platform plays a key role in the implementation of retail activities, which has gradually become a research hotspot in the cross field of operations management and information system.Design/methodology/approachThrough the method of literature review and case study, this study empirically explores how big data shapes supply chain platform to support new forms of online retail by grounded theory.FindingsThe model framework is validated by reliability test and coding method to process survey materials. The results identify the overall antecedents of supply chain platform and reveal positive effects between big data and new retail. The findings help firm managers build a big data-driven supply chain to support new retail.Originality/valueThere are insufficient studies on theoretical frameworks and interaction relationships among big data, supply chain platform and new retail.

Object and Subject of Cri¬minal Offenses in the Field of Use of Electronic Computers, Systems and Computer Networks and Telecommunication Networks

The article deals with the object and subject matter of computer criminal offenses. The purpose of the article is to study the object and subject matter of computer criminal offenses, to analyze the current state of legal regulation of computer criminal offenses, and to provide suggestions and comments to the legislation.
 It is proved that due to the development of scientific and technological progress at the end of the twentieth century, a new type of social relations in the field of computer information circulation emerged in the State, which were subsequently taken under the protection of criminal law. The information security (cybersecurity) of the state has become one of the components of Ukraine's national security. Unlike other scholars, we believe that the direct object of computer criminal offenses is social relations to ensure the integrity and safety of computer information and the safe operation of information systems. The foundation of an information system is a set of information
 resources in the form of computer information, computer technologies and equipment, as well as related computer infrastructure, including telecommunication networks. Not all computer information requires criminal legal protection and, accordingly, can be the subject of computer criminal offenses, so the legislator should amend the dispositions of Articles XVI of the Special Part of the Criminal Code of Ukraine and replace the term "information” with "information protected by law”. It seems that by limiting the ways of influencing computer information in the law, the legislator has provided opportunities to avoid criminal liability to persons who otherwise cause damage to the owners of computer information.
 The complexity of protecting legal relations in the field of computer information lies not only in the evolution of technologies for its registration and transfer, but also in the evolution of legal relations themselves and the ways of influencing them. The backwardness of the articles of Section XVI of the Criminal Code of Ukraine and the problems of qualification of acts under these articles which arise in modern judicial practice cannot be solved by changing the dispositions of these corpus delicti only.

Airport Surface Arrival and Departure Scheduling Using Extended First-Come, First-Served Scheduler

This paper demonstrates the effectiveness of the Extended First-Come, First-Served (EFCFS) scheduler for integrated arrival and departure scheduling by comparing the scheduling results with the recorded operational data at Incheon International Airport (ICN), Republic of Korea. The EFCFS scheduler can handle multiple capacity- or flow-rate-related constraints along the path of each flight, which is represented by a node–link graph structure, and can solve large-scale problems with low computational cost. However, few studies have attempted a systematic verification of the EFCFS scheduler by comparing the scheduling results with historical operational data. In this paper, flights are scheduled between gates and runways on the airport surface with detailed constraints such as runway wake turbulence separation minima and conflict-free taxiing. The scheduler is tested using historical flight data from 15 August 2022 at ICN. The input schedule is generated based on the flight plan data extracted from the Flight Operation Information System (FOIS) and airport surface detection equipment data, and the results are compared with the times extracted from the FOIS data. The scheduling results for 500 aircraft show that the average takeoff delay is reduced by about 19 min, while the average landing delay is increased by less than one minute when the gate occupancy constraint is not considered. The results also confirm that the EFCFS effectively utilizes the available time slots to reduce delays by switching the original departure or arrival orders for a small number of flights.

Method for improving the quality of service of request signals in information systems

The work notes that the request information systems are an important component of information support for air traffic control and airspace control systems. Interrogative information systems include: secondary radar systems, national identification radar systems and short-range navigation radio systems. It is shown that the characteristics of the process of servicing request signals in an aircraft transponder have a significant impact on the statistical properties of the response signal flow, which ultimately, as a consequence, affects the efficiency of the entire radar channel for transmitting response signals with an active response. It is pointed out that one of the important characteristics of the process of servicing request signals in an aircraft transponder is its correlation function, based on the analysis of which one can conclude the choice of the type of response signal flow and the structure of the aircraft transponder. This makes it possible to achieve: increasing the probability of service, increasing the probability of detecting an air object, reducing the root-mean-square error in estimating the azimuth of an air object and increasing the reliability of the transmission of flight information from the observed board of an air object. The article analyzes the possibility of improving the quality of request service by managing the flow of request signals in a network of request information systems. It has been shown that the correct choice of repetition periods of request signals in the area of joint operation of request information systems makes it possible to reduce the likelihood of interaction between individual request signals. Also, as a consequence, it makes it possible to increase the noise immunity of the interrogative information systems under consideration that are part of the specified information system.

Architecture of an intelligent information system for forecasting components of medical projects

The article concerns the development of an intelligent information system for forecasting components of medical projects. The purpose of the study is to propose an intelligent information system for forecasting component medical projects, which is based on the use of neural network models, as well as statistical and expert methods, which, unlike existing ones, ensures the accuracy of forecasting component medical projects, adaptability to changes in their project environment, as well as accessibility for users. The task of the research is to substantiate the architecture and develop an algorithm for the operation of an intelligent information system for forecasting component medical projects, as well as to develop the user interface of this system and to carry out forecasting of component medical projects. The object of research is decision support processes in medical project management. The subject of the study is the architecture of an intelligent information system for forecasting the components of medical projects, which defines the model, structure, functions, and relationships between its components. The scientific novelty is to substantiate the algorithm and architecture of an intelligent information system for forecasting the components of medical projects based on the use of dynamic data (modern medical records, medical information system server, and other external data), which ensures the formation of a large database underlying the training of neural network models and ensuring high accuracy of forecasting the components of medical projects. The proposed intelligent information system is an effective tool that can be used to increase the accuracy of management decisions and the effectiveness of medical projects. The system involves the use of a medical information system for the formation of a historical database, which ensures the formation of a knowledge base and the development of a set of systematically interconnected blocks. The developed algorithm of the proposed intelligent information system involves the implementation of 17 steps, which reflect the intellectual approach, which involves the use of neural networks for forecasting the components of medical projects. A user interface of an intelligent information system for evaluating component medical projects has been developed, which involves the use of 6 tabs. The use of dialog boxes for forecasting components of 5 groups of projects is foreseen. These include projects for the creation of hospital districts, projects of highly specialized medicine, projects of specialized medicine, projects of primary medicine, and advisory and diagnostic projects. A proposed neural network for predicting the duration of diabetes treatment projects in children. It is a deep neural network with two levels, which provides forecast accuracy at the level of 95.4 %, which indicates its sufficient efficiency and feasibility of use in an intelligent information system. Established trends in the duration of diabetes treatment in children due to changes in the main factors that cause them. The obtained results depend based on improving the quality and accuracy of decision support for assessing the duration of diabetes treatment in children with different states of their disease

Utilization of an Information System for the Efficient Implementation of the Integrated Environmental Permit System in South Korea

The construction and operation of information systems are valuable for the implementation of an integrated environmental permit system (IEPS). This study introduces an IEPS and examines its implementation in South Korea. Using operational cases from the IEPS, we demonstrate how the system is structured for each permit application procedure and the mechanisms by which permits are processed. In South Korea, the operation of an IEPS has made it easy to track the progress of permits and immediately notify the relevant authorities regarding permit applications and supplementary requests, thereby reducing the time required for permit reviews and amendments. Furthermore, disclosing the review results and other permit information ensures the reliability of permits. Additionally, the regular input of data, such as pollutant monitoring data from facilities and compliance with permit conditions, into the IEPS facilitates the stable management of all data related to facility permits and operations. Regulatory agencies can utilize the database within the IEPS to gain insight into facility conditions before conducting on-site inspections, ultimately reducing the time required for such inspections. Moreover, by accessing past inspection records through this system, facilities requiring more focused management can be identified, and data from the system can be used in planning future inspections.

The article deals with the consequences of the vulnerability of cultural codes as an actual threat to the existence of human civilization with the uncontrolled and unreasonable use of artificial intelligence. Positive as well as negative options for the interaction of artificial intelligence with cultural codes that level the understanding of the basic universals of human behavior, communication, and activity are analyzed. The influence of the human factor on the use of acquired skills by strong artificial intelligence in non-standard conditions, the responsibility of a particular specialist for the quality and quantity of input data under the influence of his gender, confessional, national, racial, cultural and linguistic characteristics, leading the system to erroneous actions and conclusions, are investigated. The negative consequences of an uncritical perception of reality, the inability of a modern person to distinguish content from fakes that are becoming massive, replacing the existing reality, used for unseemly and criminal purposes are considered. The necessity of state regulation of the ethical behavior of business engaged in the development and implementation of artificial intelligence technologies, the establishment of ethical behavior standards in this innovative area, the signing of the Code of Ethics of Artificial Intelligence, adopted by representatives of leading domestic companies, are substantiated. The practical implementation of the areas of training of highly qualified IT specialists presented in it at universities, the system of additional education with the acquisition of demanded professions of specialists in data analysis and processing, ensuring the operation of corporate information systems, data analysis in the field of education, programmers, including at the Saratov National Research State University named after N.G. Machine-Learning-Based UAV-Assisted Agricultural Information Security Architecture and Intrusion Detection

In recent years, Unmanned Aerial Vehicle (UAV) remote sensing has developed rapidly in the field of farmland information monitoring. Real-time and accurate access to farmland information and crop growth dynamics is a prerequisite for the implementation of precision agriculture. Machine Learning identifies existing knowledge to acquire new knowledge, promotes the development of Artificial Intelligence, and brings a large number of data training sets for Machine Learning. The present work aims to ensure the safe operation of agricultural information systems and guarantee the data security of intelligent agriculture. The Machine Learning method explores the wireless network deployment of the UAV system. The geographical location deployment of agricultural information security can effectively carry out rapid security detection of agricultural information security. Firstly, the UAV-assisted information acquisition system was studied. Besides, a Double Deep Q-network (DDQN) algorithm for location deployment based on Geography Position Information (GPI) was proposed to quickly optimize the deployment location of UAVs. GPI can avoid the complicated calculation process of channel state information. The DDQN algorithm was introduced to obtain the functional relationship between GPI and the optimal UAV deployment position, forming a new GPI-Learning strategy. In addition, the Convolutional Neural Network (CNN) and Long Short-Term Memory (LSTM) are integrated as the CNN-LSTM algorithm to build the intrusion detection system for agricultural IoT for agricultural. In the integrated network structure of the system, LSTM is responsible for data transmission, and CNN is capable of network model building. Combined with the influence of various parameters on the performance of the UAV deployment location algorithm, the simulation experiment set the population size as 36, the discovery probability as 0.25, the step scaling factor as 0.8, and the Levy flight index as 1.25. The network throughput performance of the GPI-Learning algorithm combined with Cuckoo Search was better than other algorithms under different numbers of UAVs. On the KDD-CUP99 data set, the accuracy and detection rate of the agricultural IoT intrusion detection system based on the CNN+LSTM algorithm reached 93.5% and 94.4%, respectively. In general, the agricultural IoT intrusion detection system reported here has crucial practical reference value for the safe operation of agricultural information systems.
