Implementation of the Green Open Space Policy Regarding the Provision and Arrangement of Kaombona City Forest Areas, Manikulore Koľa Palu City

This research was conducted to look at implementing the Green Open Space Policy regarding the Provision and Arrangement of City Forest Areas. Based on the research results, the Provision and Arrangement of RĽH in the Kaombona City Forest Area is based on planning, analysis, design, implementation, and maintenance. In the Implementation of the Policy for Providing and Arranging Green Open Space in the City Forest Area of ​​Mantikuloie District, Palu City, the development of the City Forest has been very beneficial for urban areas as well as maintaining environmental sustainability and making it clean. However, the provision and arrangement activities are still 20% complete from the Masterplan concept which is considered to have still deficiencies including the design, implementation, and maintenance processes, namely the facilities and services of the Kaombona City Forest which are currently still under construction, apart from the play area buildings, not all road access has been built, and there are still many buildings that have not been completely built, some roads have not been asphalted, street lighting is inadequate and there are many more sports and recreation facilities that have not been completed.

The Australian Park Life project: Development of a nationally standardised spatial layer and public participatory GIS for greenspace in Australian capital cities

This paper introduces the ‘Australian Park Life Project’ and describes a protocol to standardise the capture and collation of public open greenspace spatial data across Australian cities. This method will progress greenspace research allowing for unique coherent national analyses and comparative research across Australia. We also outline the development of the Park Life public participatory geographic information system (PPGIS) to spatially explore what, and how, public open greenspaces are being used by Australian communities. The combination of community crowdsourced spatial data providing location-specific information on the green public open spaces used, in combination with the national spatial layer of greenspace allows for unique analyses exploring the role of greenspace provision and design on use and represents a transformative strategy in shaping public open space policy and strategy.•A spatial layer of public open greenspace was created for the eight Australian State and Territory capital cities using a standardised data capture and collection method from local government planning schemes and land use data, and listings of managed and demarcated parks and reserves.•The Park Life public participatory geographic information system (PPGIS) was built to capture spatially referenced information on the use of greenspaces - specifically what spaces are used, and how they are used.

KEBIJAKAN RUANG TERBUKA HIJAU DI KOTA BEKASI

This paper explains the green open space policy that, as a regional environmental ecosystem controller, calls for a structural solution. Green open space policy number 10 for Bekasi City in 2011 with regards to order, cleanliness, and attractiveness. Only 15% of the required green open space has been achieved, even though the norm should have been 30%. Through the Bekasi city regional regulation (PERDA) number 13 of 2011, the Bekasi city government established a rule pertaining to the Bekasi city development plan to achieve 30% of green open space (RTH), with specifics of 20% for green open space and 10% for public space. In this study, a qualitative technique was employed to collect the data. Descriptive analysis was then performed to analyse the data using the N-vivo 12 Plus program. A variety of trustworthy and pertinent sources, including websites, journals, publications, and online media news analysts, were used to gather the data. The study's findings suggest that a number of factors, including the presence of citizens, financial resources or APBD, geographical circumstances, area size, and priority programs, affect the amount of green open space in the city of Bekasi. Regulations and the expansion of the green open space area are two variables that affect the availability of green space in Bekasi. The development of must involve a number of groups, including the community, the private sector, and the local government green open spaces so that the target of green open spaces in the city of Bekasi can be achieved.

Implementation of Green Open Space Policy in the Urban Area of Malinau

Malinau Regent Regulation Number 6 of 2021 Concerning Detailed Spatial Planning (RDTR) for Urban Areas of Malinau Regency Year 2021-2041 is a guideline for implementing development programs and policies in the Malinau urban area which covers several villages within the administrative area of ??Malinau Kota District, North Malinau District, and West Malinau District. To prove suitability and find out the factors that determine the implementation of green open space policies in the Malinau urban area based on the provisions in Article 25 regarding the city's green open space zone, it is necessary to conduct research on policy implementation using the variables proposed by George C. Edward III which includes communication, resources, commitment, and bureaucratic structure. Based on the research that has been conducted, it is evident that the implementation of the green open space policy in the Malinau urban area is not in accordance with the Regent's Regulation Number 6 of 2021 concerning Detailed Spatial Plans for the Malinau Urban Area 2021-2041. In addition, it is also known that communication is a determining factor in demonstrating the success of synergy between institutions to implement green open space policies in the Malinau urban area. So it needs to be optimized so that the policy can be implemented properly.

Urban Green Space Policy Reform in Indonesia: Breathing in the Middle of Development

Rapid population growth and limited land availability have resulted in a decline in environmental space utilization, including green open spaces, which are crucial for oxygen production and supporting biodiversity. Land conversion driven by increased land demand exacerbates this issue. This research focuses on two main problems: the adherence of the Salatiga City Local Government in Indonesia to the minimum area requirement for green open spaces mandated by Law No. 26 of 2007, and the forms and utilization of green open spaces within the city. This research reveals deficiencies and obstacles in implementing the policy, leading to a failure in meeting the minimum area target. Factors such as idealistic policy pursuit, delegation of authority issues, and excessive emphasis on perfection rather than practical relevance contribute to these challenges. The Salatiga City Regional Spatial Plan, outlined in Regional Regulation Number 4 of 2011, designates green open spaces as protected areas, encompassing city parks, cemeteries, urban forests, border rivers, and green belts. However, obstacles arise from small area sizes, incorrect initial land use practices, and inadequate resolution of land ownership issues. Despite these challenges, the City of Salatiga has partially maintained the functionality of these spaces, prioritizing their overarching purpose over specific land use. In conclusion, this research highlights the shortcomings in implementing Green Open Space policies in Salatiga. It emphasizes the importance of addressing land-related issues and ensuring proper management of green spaces. Resolving these challenges is crucial for enhancing environmental sustainability and benefiting both the community and the environment.

The Effectiveness of City Square Development as an Instrument for Green Open Space Policy in Depok City

Green open space is one of the important elements that must exist in every urban area. The City Government of Depok, as one of the areas that is considered to need improvement in the provision of green open spaces, has made a policy strategy by building town squares and parks in every village. This study aims to analyze the effectiveness of the development of the town square as an instrument of green open space policy in Depok City. The research uses a post-positivist method where data is collected through interviews and observations, which are then processed into descriptive narratives. The results of the study show that there are still two indicators that need to be improved, where the level of interest of the target group and the use of space are obstacles in the implementation of green open space policies in city squares. Some of the factors that make these indicators ineffective include lack of community participation, lack of resources, and discrepancies between the initial concept and the results. Then it influences the indicators of clarity of agreement on policy objectives and control of spatial use. Therefore, the development of the Alun-Alun as an instrument of green open space policy is still not effective so it is necessary to add space or Alun-Alun to meet the needs of green open spaces in Depok City.

Implementasi Kebijakan Rencana Tata Ruang Wilayah (RTRW) Dalam Mewujudkan Ruang Terbuka Hijau (RTH) Publik di Kota Tangerang Selatan

This research focuses on the Implementation of Regional Spatial Planning Policy in Fulfillment of Green Open Space in South Tangerang City. The aim of the research is to find out how the Implementation of Regional Spatial Planning Policy in Creating Green Open Space in South Tangerang City. The theory of policy implementation from Van Metter and Van Horn, namely policy standards and objectives, resources, characteristics of implementing organizations, inter-organizational communication, dispositions or attitudes of implementers and the social, political and economic environment. The research method used is descriptive qualitative method. The results of the research show that (1) the standards and policy objectives are not optima, (2) the resources are quite optimal, (3) the characteristics of the organization implementing the green open space policy are less than optimal, (4) the communication of implementing organizations is good, (5) the disposition or attitude of the executors is still not optimal, (6) the social, political and economic environment of green open space policies is less than optimal marked by the lack of support from the political elite for regional spatial planning policies in fulfilling green open spaces in South Tangerang City.

Analysis of Walhi's Advocacy Strategy in Green Open Space Policy in Bandar Lampung City

The development process in Indonesia has currently experienced a very rapid development, especially in the industrial and property sectors. However, this is obviously inversely proportional to environmental management in Indonesia, which basically the development carried out must pay attention to various aspects, one of which is the environmental aspect. Massive development often overrides the ecological or environmental balance in urban areas, including forgetting the importance of abandoning green areas or Green Open Space (RTH). According to the Bandar Lampung City RTRW Evaluation Document, the current RTH area of Bandar Lampung City is 1,895.89 hectares or only 9.61% of the area of Bandar Lampung City. In order to meet the minimum standards for the provision of urban public RTH, Bandar Lampung City must at least strive for the provision of 10.39% or around 2,049 hectares of public RTH. There are seven sub-districts in Bandar Lampung City that are the locations for public RTH distribution, namely Sukarame, Kemiling, Way Halim, Enggal, Tanjung Karang Barat, Bumi Waras and Panjang districts. This study examines the role and contribution made by WALHI Non-Governmental Organizations (NGOs) to the condition of Green Open Space (RTH) in Bandar Lampung City, and aims to provide an analysis of the role and contribution of civil society in its efforts to advocate for RTH policies in Bandar Lampung City and Map the obstacles faced by civil society in advocating for RTH policies in Bandar Lampung City.

Opportunities and challenges of urban green open space for climate change mitigation and adaptation in Bogor, West Java

Urban green open space area is one of the strategies to deal with climate change mitigation and adaptation issues. As one of the relevant exemplifications of the “Urban Forest” concept and sustainable urban development, legal control of urban green open space is necessary to support the effort. This study examines urban green open space policies, practices, opportunities, and challenges in Bogor city regarding climate change mitigation and adaptation. Furthermore, local regulations, including legal issues, key players, and their roles in urban forest management were also discussed. A desk study with descriptive exploratory was implemented in this paper. The results showed that there are challenges in the implementation of urban green open space area policies into urban forest practices. The land size allocation for urban forests in Bogor, West Java, is still not by the existing policies as their land size is far less than 30%. Moreover, most local regulations have relatively paid little attention to private property policy. Local governments can enact local regulations for technical guidelines in short-term strategy as local regulations are expected to support the regional level of urban forests and green open space development. Multi stakeholders’ cooperation and community engagement are potential initiatives for urban forest development at the local government level for climate change resilience.

Implementasi Kebijakan Ruang Terbuka Hijau Di Kota Dumai

Dumai City is one of the newly expanded cities in Riau Province, where this area was originally an administrative city with three sub-districts, and is under the main district, namely Bengkalis Regency. In the past, the geographical condition of the Dumai region was a coastal fishing settlement area that developed along its coastline. The purpose of this research is to analyze the implementation, identify the inhibiting factors in implementing the policy, and identify the efforts made by the Dumai City Government in implementing the policy for Green Open Space (RTH) in Dumai City. The form of research that the author uses in writing this research is to use a descriptive method with a qualitative data analysis approach. The result of this research is that the implementation of Green Open Space Policy in Dumai City based on the Regulation of the Minister of Public Works Number 05 of 2008 concerning Guidelines for Provision and Utilization of Green Open Space in Urban Areas is not optimal

Regulatory Impact Analysis on Mangrove Forest in the Coastal Area of the Bandar Lampung

Kota Karang Mangrove is one of the mangrove forests located in urban areas with a limited existence in Indonesia. Mangrove forests have economic, physical, and ecological potential. Several policy designs have been issued to protect and develop the potential of mangrove forests, but they have not been optimal in protecting and managing mangrove forests. The purpose of this study was to assess the quality of the mangrove forest policy in Karang City. The research method uses a qualitative case study design, the research period is September to December 2020. The research location is in the coastal area of Karang City Village, Teluk Betung Timur, Bandar Lampung City, Lampung Province, Indonesia. The data collection technique used in-depth interviews, the determination of the informants was purposive, consisting of the Ministry of Maritime Affairs and Fisheries, the Lampung Province Maritime Affairs and Fisheries Service, the Lampung Provincial Forestry Service, the Bandar Lampung City Marine and Fisheries Service, the Bandar Lampung City Housing and Settlement Service, NGOs (Walhi, Mitra Bentala, and Hands) and the Karang City Community. Data has been collected through desk review and stock-taking using regulatory impact analysis. The results showed at the problem analysis stage; Mangrove forests have not become the main issue, the location of the authority is limited, it contradicts national policies, there are obstacles in the implementation and implementer processes. Only 3 policies are used as a basis for policy development, integration, and collaboration of 3 key stakeholders in policy development. The choice of ecotourism and green open space policy development becomes smart regulation that can improve policy quality, transparency, accountability, and costs.

Development of Green Open Space Policy in The Order to Realize A Sustainable City in Malang

The current massive industrial development in urban areas that is not balanced with reforestation practices will have an impact on the environment such as air pollution, hot environmental conditions, flooding, and the lack of adequate Green Open Space. Therefore, good urban spatial planning is needed through the development of green open space in urban areas to maintain or facilitate urban settlements and reforestation practices for the future urban sustainability agenda so that there is a balance in terms of the economic, social, and natural environment as a form of a sustainable city. In analyzing the problem of this research using the literature study method by analyzing the results and information from previous studies. The result of the research is that the development of green open space in Malang City has not been fully managed properly, this is in accordance with the percentage of public green open space in Malang City which is only 1.362.32 Ha or 12.38% which the results of this percentage are still far from the minimum proportion of public green open space, which is 20% of the area of Malang City. As less than the maximum development of green open space, it will also have an impact on a sustainable city that runs less than optimally.

Hubungan antara Persepsi terhadap Kualitas dan Pemanfaatan Ruang Terbuka Hijau dengan Kesejahteraan Psikologis Anak

Gresik Regency has been trying to implement a green open space policy in the form of a child-friendly park. It is very substantial for Gresik Regency to have a park that can be both as outdoor space for children and also air pollution filter. This study aims to identify the relationship between perceptions of the quality and utilization of green open space with child psychological well-being. Data was collected using Perception of the Quality and Utilization of Green Open Space scale and Strength and Difficulties Questionnaire that obtained from parent’s assessment. The results suggested that there was a relationship between the perception of the quality and utilization of green open space with the child’s psychological well-being in the dimension of strength, specifically in developing prosocial behavior. However, there was no relationship in the dimension of difficulties. The results also obtained that the perception of the quality and utilization of green space in Gresik was good. Even so, the community still perceived the lack of park safety factors. They also infrequently visit the park. These results can be used as an evaluation for the Local Regional Government to improve the safety and comfort factor of the park.

COLLABORATIVE GOVERNANCE DALAM KEBIJAKAN RUANG TERBUKA HIJAU PUBLIK DI KOTA MAGELANG

According to UU 26/2007 of Spatial Planning, the percentage of green open space in the city area is at least 30% of the total area of the city consisting of 20% public green open space and 10% private green open space. Until early 2021, the percentage of public green open space in Magelang City has only reached 16% of total area of Magelang City. This is because there are still limited human resources and finances. The government of Magelang City still dominates in the management of public green open space and doesn’ t empower other stakeholders. To accelerate the achievement of the target of public green open space in Magelang City need collaboration between government with private and civil society. The collaboration of them in the process of formulating, implementing, and evaluating public policies is known as collaborative governance. The objectives of this study are (1) to identify the stakeholders in the Public Green Open Space Policy in Magelang City, (2) to analyse the role of each stakeholders in the Public Green Open Space Policy in Magelang City, (3) to analyse Collaborative Governance in the Public Green Open Space Policy in Magelang City. In this study, the researcher used a qualitative descriptive approach with Collaborative Governance theory by Ansell and Gash. The result of this study indicate that (1) the stakeholders of Public Green Open Space in Magelang City are DPUPR, DLH, Bank Jateng, Bank Magelang, HK Mustika Gold, and civil society, (2) DPUPR has role as a policy maker and coordinator; DLH acts as implementer; private as facilitator; and civil society as users of Public Green Open Space, (3) collaborative governance in the Public Green Open Space in Magelang City has not gone well, collaboration between the government and the private is only carried out for a certain period of time and there is not sustainable collaboration.

EVALUATION OF THE GREEN OPEN SPACE POLICY OF BEKASI CITY IN ACHIEVING DEVELOPMENT INDICATORS (SUSTAINABLE SETTLEMENTS)

The objective of this research was to evaluate the green open space policy of Bekasi City in achieving development indicators (sustainable settlements). It was a qualitative research with evaluation method conducted in the City of Bekasi, West Java in 2018. The data were collected through participant observation using interview, observation, and document study. The data was analysed and interpretated through (1) Data reduction, sorting, concentration and simplification of "rough" data, abstracting, and information that emerge from written records in the field: (2) Display data, try to present data and the whole picture and certain parts of the research; (3) Conclusions and verification, search and find meaning for the data collected by looking for patterns of relationships, similarities, differences and the systems. The findings of the implementation have been carried out but must be revised to adapt the development of the central government, named the National Strategic Project. Green open space in the City of Bekasi will be increased every year to 0.15% in a sustainable manner so that green open space can be consistently distributed throughout the City of Bekasi.

The role and potential of residential open space in a suburban green space network

As the climate changes, green spaces of all types will be increasingly important in maintaining livable and biodiverse communities. A type of green space common to suburban communities in the United States is residential open space. Residential open spaces tend to be small and heavily managed and are frequently undervalued and understudied as ecological amenities. This study uses GIS analysis and spatial statistics to explore the configuration of 1900 residential open spaces in Montgomery County, Pennsylvania, a suburban county in the northeastern United States. It examines local characteristics such as open space policy, subdivision features, and socioeconomic status to identify variables that are associated with open space parcel size and connectivity and could be leveraged to foster a more beneficial configuration of metropolitan green space. The analysis finds that open space is moderately fragmented, but is abundant in the county and clustered, which could support functional connectivity. Direct connections also considerably augment the size of open spaces and other types of protected greenspaces. Results highlight that municipal actions like setting open space standards, using open space to protect riparian areas, and taking ownership of open space parcels are associated with beneficial on-the-ground open space characteristics.

IMPLEMENTASI KEBIJAKAN RUANG TERBUKA HIJAU DI KOTA ADMINISTRASI JAKARTA UTARA PROVINSI DKI JAKARTA

City Government of Jakarta, especially Government of North Jakarta as the authorized party has critical role in managing green open space in accordance with Law No. 26/2007 on Green Open Space Arrangement. The presence of green open space is needed as a climate regulator so that the air and water circulation system can be well maintained to support the embodiment of healthy and sustainable city, as a shade, oxygen producer, rainwater absorber, provider of animal habitat, pollutant absorbent, and windbreak. Green open space can improve ground water quality, prevent flooding, reduce air pollution, and lower city temperatures. In addition, green open space can also be a place of recreation, media communications for citizens of the city, as well as an object of education, research, and training in studying nature. This study aims to analyze the implementation of Green Open Space policy in the area of Jakarta particularly in North Jakarta. This research is a qualitative descriptive research that aims to provide a systematic, thorough, detailed, and profound analysis of the implementation of green open space management in North Jakarta. Data collection techniques were conducted with interviews supported by data collection through document review and observation. This research uses qualitative interactive data analysis technique which includes data reduction, data presentation, and conclusion / verification. The data validity test is done by using source triangulation. The results present that the implementation of the provision of green open space in North Jakarta Administration City is still not optimal and realized by 5% due to the use of land available for RTH does not function as the designation and the existence of some obstacles faced as weak supervision, land prices are expensive, improvement of undeveloped land and the lack of dissemination to the public. Therefore, this study recommend the need for a political will from the government, a review by the government to make Jakarta just as central government alone, and a tighter control by enforcement strict sanctions. The municipal government policy on the utilization of green open spaces in Surabaya is stated in Local Regulation No. 7 of 2002 on the management of green open spaces. The law also states that green open space is a city space that serves as a green area of city park, green forest area of the city, green area of urban recreation, green area of cemetery, green agricultural area, green area of green line, and green area of yard Utilization of green open space Such as flora and fauna parks in Surabaya or commonly referred to as Bratang Bratang Surabaya gardens are the answer of this polluted metro-politan city, although the state of Bratang seedlings is still poorly maintained and has become a dispute between private parties and the municipal authorities.Problem Formulation in this Research is How Implementation of Local Regulation of Surabaya City Number 7 Year 2002 About Green Open Space Policy of Bratang Seed Garden? The data validity check is done by triangulation of source and method.From the research results can be seen that the implementation of the implementation of the policy of Regulation No 7 of 2002 is considered effective and goes well. The Fragmentation Bias in Valuing and Qualifying Open Space

As urbanization progresses, open space becomes structured as units of progressively smaller sizes and with more pronounced physical and functional boundaries. This paper analyzes these Open Space Units (OSUs) in Flanders, and seeks how size of open space units, hence also spatial fragmentation, affects the evaluation of these units. The results clearly confirm a ‘fragmentation bias’, meaning a lower valuation of smaller units, which leads to a strategic gap and land use uncertainty concerning large stretches of area with high degree of fragmentation. This valuation is confronted with the contrasting and positive values expressed in a strategic open space project by local stakeholders about a typical peri-urban remnant open space unit. Overcoming the ‘fragmentation bias’ in open space valuation is a continuing challenge in planning and open space policies, especially in highly urbanized environments.
